The subsequent four caveats were established as guidelines to evaluate a development initiative’s conflictsensitivity349: ● Do no harm, ● Conflict analysis, ● Outcome monitoring & adaptation, ● Inclusive partnerships with domestic stakeholders.
Each guideline should be integrated into the approach of any one development project that operates in a conflict-prone environment. This conflict does not have to only be physical or violent, but can exist in the form of long-lasting tensions along ethnic, religious, and socio-economic divides. Striving to mitigate the adverse effects of a development initiative on these tensions is a best practice for any actor operating within a conflict-affected area. To quantify these guidelines, two Key Performance Indicators (KPI) were selected.
