In 2012, three cities in western North Dakota logged over $1 Billion in building permit valuations. Williston, Dickinson, and Minot recorded roughly $470 million, $408 million, and $247 million, respectively.

The Summit includes trade show booths enabling participants to make the most out of the networking opportunities with the largest gathering of the year of construction and real estate players in the Bakken.

Keynote Presentations with Critical Insights Kathy Neset, longtime geologist and consultant in the Williston Basin, will present on Energy Industry Conditions and Future Directions. Topics include Bakken development overview, recent shifts in development, pad drilling and well design, and implications for developers and investors.

Participants include community and business leaders, construction and real estate companies, product suppliers, investors and others that have been operating in the area for years as well as those just entering the market.

Dean Bangsund and Dr. Nancy Hodur, economists with the Department of Agribusiness and Applied Economics at North Dakota State University, will provide an overview of their recent studies including Oil Industry Economic Impact, Employment Modeling, Housing Demand, and Population Potential. Community planners will present on comprehensive plans, infrastructure updates, local planning processes, and overall development. Presenters include Shawn Kessel, Dickinson City Administrator, Seth Sampson, Assistant Planner Watford City, Donald Kress, Principal Planner City of Williston, and Ray Pacheco, Planning Director Williams County. Breakout Sessions Interactive sessions will involve attendees in dialogue with panelists on critical topics including:

Potential School Busing Project Needs More Riders Barb Peterson, Williston Economic Development

The Corcoran School is urging parents of schoolaged children who would like busing to register their children as soon as possible. “We have not realized the busing enrollment that we anticipated based on our survey results,” says T.J. Corcoran, the owner of the Corcoran School.

“This is despite setting busing rates at a level that the vast majority of the respondents found affordable.”Corcoran speculates some parents may be waiting to see if the after-school program is restored. The Williston Public School District No. 1 failed to receive a grant to keep the program going. The Corcoran School is working with the district to offer a private before/after program at the City’s five elementary schools. Corcoran initially conducted a survey to gauge the interest in busing in Williston. “Over 65% of those surveyed considered $20 per week an affordable rate, and over 50% considered $30 per week affordable, he says. “We are trying to balance affordability with feasibility, and rates any lower than we’re proposing are simply not possible when considering all the associated costs that will be required to provide busing.” The average monthly fee for busing would be $99;

but families with more than one rider would receive incentives. The cost for the first child is $99 per month; the second child is $59 per month; the third child is $29 per month; and any additional children are free. “This is a dramatic reduction for families with multiple children,” says Corcoran in an e-mail to parents who completed the initial survey. “However, reducing these rates means we will need to have a higher overall number of busing enrollments to cover the significant busing expenses.” Hagan Elementary School has the most interest followed by the Middle School; but the numbers are still far short of the minimum needed to support a viable venture. “As of now, we are continuing to accept busing enrollments in the hope that we receive enough interested families, thus making the project feasible. As of now, we are at less than 50% of our goal,” Corcoran says. The school buses would be yellow and approved by the National Transportation Safety Board. Health Care Providers Expand With Community A growing Williston-area community means different things to different people. The on-going change has lots of service sectors expanding, with healthcare as no exception to the rule. “A Williston of 40,000 people has very different health service needs, compared to a Williston of 20,000 people,” says Matt Grimshaw, president of Mercy Medical Center. “And it’s about more than just doubling the staff. We have to worry about and understand what specialties and emerging needs are important to support.” New Facilities in 2012 As the hometown hospital, and pillar of the community for the past 90 years, Mercy Medical Center is in the middle of approximately $30 million in campus expansions. Last September saw important new facilities open for Mercy, as they invested just over $20 million in the new state-of-the-art Outpatient Center and BirthPlace, visible from U.S. Highway 2 and 85. According to Grimshaw, this facility more than doubled their birthing rooms and addressed a vital community need. Trinity Health, based in Minot with offices across western North Dakota, opened its new Williston clinic, Trinity Health-Western Dakota in September 2012. The three-story, 60,000 square foot facility replaced two existing clinics - Trinity Community Clinic -Western Dakota and Trinity Regional Eyecare - Western Dakota. Also housed in the facility are a retail vision center, outpatient surgery and an occupational medicine center. The $10.5 million building represents Trinity’s commitment to grow and expand to meet the region’s needs, according to Trinity Health CEO and President John M. Kutch. Upcoming Projects Mercy Medical Center is almost finished with an upgrade to its Leonard P. Nelson Cancer Treat-

ment Center. Previously the center was located in a basement spot which, as Grimshaw explains, isn’t ideal for treatment, “as your environment helps to improve outcomes.”

“The new location will bring best in class cancer care in western North Dakota,” says Grimshaw. The new space will provide immediate access from the parking lot to a main floor setting with plenty of natural light, additional beds for chemo-infusion patients and additional diagnostic testing locations. The nearly $7 million upgrade is being funded almost completely through Mercy Foundation donations. The ER at Mercy Medical Center is also in the middle of important changes that Grimshaw says will provide additional beds, space for a new CT scanner and allow for a centralized triage area that fast tracks lower acuity patients through the appropriate care location. Meeting the Needs As a Level 4 Trauma Facility, Mercy Medical Center is constantly monitoring the region to address the local needs. The hospital just finished a Community Health Needs Assessment, through the University of North Dakota Center for Rural Health, which Grimshaw says is a critical component of the data gathering needed to best understand what health services to provide for the growing Williston population. “Our goal is to position our campus for the town of Williston growing to 40,000 people, and with our current footprint we have this capacity,” says Grimshaw. Grimshaw says there will be a tremendous need in the next 5 to 10 years for

providers. They are also closely monitoring the need for other specialty services that the increased population would likely support, including behavioral health services, cardiology and neurology. “Mercy Medical Center’s mission is to meet the needs of a frontier community, and that goal still drives us today,” says Grimshaw.
