Chioma Ikokwu, popularly known as Chioma Good Hair, isn’t just a pretty face. The entrepreneur and co-founder of Good Hair Ltd. is also a philanthropist and a lawyer with a master’s degree in International Environmental Law. She admits that lipstick and Law don’t mix, but the legal side of her adds some depth to who she is. The master’s degree helps her run her hospitality business, Brass and Copper Restaurant and Lounge, and she recently added a new venture, Chioma’s Closet, an e-commerce platform, to the list of companies. Juggling multiple businesses is, in Chioma’s words, “a wild ride.” She has some tricks that help her pull through, such as her schedule and team. Delegating does the trick for her. On the philanthropic front, Chioma’s foundation, The Good Way Foundation, caters to people who need help in general, be it medical or requiring a borehole, and she is also working on a project on human and sex trafficking. Exclusive: Keyamo to Reshuffle Personnel

ictures, they say, do not lie. During the exchange of baton between the immediate past Managing Director / Chief Executive Officer of the Federal Airports Authority of Nigeria, FAAN, Mr Kabir Yusuf Mohammed and his successor, Mrs Olubunmi Oluwaseun Kuku, at the Lagos operational headquarters of the agency, the mood was infectious. Some of the staff of the agency wept openly, some folded their arms across their chest and a few others supported their chin with one hand. Many were moody. But some others beamed with smiles, including Mrs Kuku, the new MD/CEO. This infectious scene may likely play out in similar handover ceremonies across the four other agencies whose MD/ CEOs were booted out of office by President Bola Tinubu on Wednesday, December13, 2023, in the coming days. For now, there is silence of the graveyard in all the offices of the affected agencies, namely FAAN; Nigeria Safety Investigation Bureau, NSIB, where Engr Akinola Olateru once held sway as Director-General; the Nigeria Meteorological Agency, NiMET where Professor Masur Bako Matazu was Director-General; the Nigerian College of Aviation Technology, NCAT, where Captain Alkali Mahmud Modibbo, rtd, was Rector and the Nigeria Civil Aviation Authority, NCAA, where Captain Musa Shuaibu Nuhu, retd, the Director-General, was suspended to make room for investigation into his tenure. The quiet, according to THEWILL investigation, is related to the suddenness of the sweeping changes and the uncertainty surrounding it. For no sooner had the Office of the President announced the removal of the heads of the agencies than the Minister of Aviation and Aerospace Development, Festus Keyamo, a Senior Advocate of Nigeria, struck by sacking 38 directors across the agencies. Nobody, big or small, knows

where the axe will swing next. Almost all of the 38 directors and some of the MD/ CEOs, THEWILL learnt authoritatively, were hurriedly and strategically appointed a few days to the end of the Muhammadu Buhari Administration by Keyamo’s predecessor, the controversial Hadi Sirika, in a manner that sources described as "irresponsible" and “job for the boys.” In fact, Sirika according to THEWILL checks made the political appointments three days before he left office in May 2023 to consolidate his hold on the aviation sector in case his plan of returning as Minister of Aviation in the Bola Tinubu administration on the recommendation of President Buhari, his uncle did not come to fruition. For now, only the Board of Secretaries and Legal Advisers of the agencies have been unaffected by the ongoing sweeping changes. They may even be living on borrowed time. Sources say these sets of officials have been left untouched because of their roles as record keepers, which is expected to come in handy in mapping the way forward after the dust raised by the ongoing changes to reposition the aviation sector for efficiency and effectiveness, has settled. MORE TO FOLLOW The last is yet to be heard of the massive reorganisation exercise going on in the nation’s aviation industry. Coming a few months after he assumed office and pledged to uphold a five-point agenda regarding strict compliance with safety regulations within the sector; support for the growth and sustenance of local operators; improvement of infrastructure within the sector; human capital development and optimisation of revenue generation within the sector, Keyamo appears set to walk his talk and deliver

on his mandate to make the sector regain the confidence of passengers and its lost glory. The ongoing changes, agency sources say, are in line with the minister's determination to benchmark Nigerian Civil Aviation against world class standards in consumer protection and the promotion of the well-being of aviation passengers and other sectoral stakeholders. THEWILL gathered exclusively that senior personnel in the agencies will be reshuffled as part of the reorganisation. "Round pegs will go to round holes," a government source with knowledge of the development told this newspaper anonymously. Industry pundits have said the sack was expected. They say that the clandestine manner with which about 90 per cent of the affected officials found their way into their respective positions would be counterproductive to Keyamo’s agenda to reposition the sector. "They entered through the backdoor", a pundit told THEWILL. Yet the minister had given them the chance to key into the new plan to no avail. A few weeks ago, he had warned all the heads of the agencies and other senior aviation workers to buckle up or be shown the door. The minister’s warning came suddenly on the heels of a performance bond that President Bola Ahmed Tinubu asked members of his cabinet to sign and deliver on their mandate. Speaking at a stakeholders’ forum after signing the presidential bond, Keyamo had said that the administration had set a Key Performance Index (KPI) as a yardstick to measure the activities of all the CEOs, adding that he would not hesitate to wield the big stick on anyone that falls short of expectations instead to save his job. ...Keyamo to Reshuffle Personnel Bluntly, he told the heads of agencies: “On this side, it is either I get sacked or they get sacked. So, it is a race to who will survive. That’s what I have told all my CEOs, somebody must die first, but before I die, I will take you down.” He added: “As you are aware, Mr. President has unveiled his economic plan. The three-year economic revival plan that emerged from his inaugural Federal Executive Council meeting is anchored on an eight-point focus area targeted at addressing Nigeria’s socio-economic challenges." Keyamo spoke of his desire to turn around the fortune of the sector and he bemoaned the alarming rate at which airlines in the country go out of business few years after starting operations, affirming that about 100 airlines have folded up in the last 20 to 25 years in Nigeria. REACTIONS TO THE SWEEPING CHANGES Appraising the ongoing changes, a former Commandant of the Murtala Muhammed International Airport (MMIA), Group Captain John Ojikutu (retd), told THEWILL that the changes are great, especially at FAAN, adding that the officials allowed “some people to use them in what they have no business whatsoever.” Condemning the multiplicity of aviation agencies in the sector, Ojikutu said the poor activities of some of the agencies are why Nigerian agro exports are unaffordable in the world markets. He said: "Government agencies have seen the agro export and cargo terminals as revenue generating ventures for themselves and their agencies. This is inadvertently killing the economy. "They don’t see export as a national project, but as a private profiteering business. That is why all government agencies, including those in the service sectors, are always pushing to come into the port, to earn revenues and issue worthless certificates that are not recognised anywhere in the world with the exception of two (NAQS "Phyto" and Customs "Entry"). "There is no way you can establish traceability or certification (fundamentals) or make the unknown to be known of any product at the point of exit. That will be fraudulent and it will destroy this country Nigeria, which is already bleeding. The worst of it all is that you cannot stop the rejections or ban on Nigeria agro export in the international markets at the airport. Over 80 per cent of Nigeria’s agro export rejections, we believe, go through mostly from the seaports and land borders. The reason is that large volumes and those that cross through land borders are evading the regulators who will stop them from exporting non-standard goods.” For the Secretary-General of the Association of Nigerian Aviation Professionals (ANAP), Comrade Saidu Abdulrasaq, the changes were okay as long as politicians rather than core professionals in the industry were removed. He condemned a situation where politicians are appointed into critical positions, while core professionals are left behind. On the sacked directors, Saidu said that most of them had overstayed their tenures. He said that when former aviation minister, Sirika, assumed office, Labour gave him guidelines that would have worked out if they were judiciously followed. LAST STRAW THAT BROKE THE CAMEL’S BACK i. Rot in the Aviation Industry With only 23 registered domestic carriers in the country, the Nigerian Civil Aviation Authority, NCAA, recently handed down a new amendment to its regulations and ordered domestic airlines to expand their fleets to a minimum of six aircraft by January 2025. Even so, only a few of the 23 are flying. Industry stakeholders had been calling for drastic change in the aviation sector. At one such meeting held a fortnight ago in Lagos before the government and minister struck last week, the experts called on the government to move in to sanitise the sector.

business breakfast meetings, during which stakeholders deliberate on issues that affect the sector, the meeting with the theme, “Nigerian Aviation Sector Charges, Duties and Tariffs,” was addressed by the former President of ART and Chairman, Sabre Networks, West Africa, Dr Gbenga Olowo. He canvassed urgent reforms and policies that will enhance easy ways of doing business in the aviation industry.

While these challenges might seem appealing at a glance, a closer examination reveals a complex mixture of protected issues and corrupt elements.

Recalling that IATA had been calling for the payment of the trapped funds in the industry, Olowo lamented, “that Nigeria carries the burden of the highest aviation debt globally, reaching a staggering $850 million as of May 2023, observing that the debt profile of Nigeria reveals that a single airline is grappling with an outstanding debt of $281 million trapped in the country,”

Apart from the minister's investigations and first-hand information, the National Assembly was coincidentally expressing deep concern over the frequent near-crash incidents, flight disruptions, cancellations and recent deviations from flight plans observed in Nigerian airlines.

Other problems identified at the meeting included “multiple government agencies with overlapping functions, abuse of regulatory power for revenue purposes by ministries, departments and agencies (MDAs), outsourcing of revenue collection by MDAs to private revenue agents and lack of sufficient government support for the growth of the sector.” ii. The Immediate Cause Apart from the obvious structural, financial and administrative challenges facing the industry, recent incidents amongst the domestic airlines operating in the country were becoming a serial affair. On November 13th 2023, a Boeing 733 with Nationality and Registration Marks 5N-BYQ belonging to Aero-contractors Airlines, was involved in a serious incident, which occurred around 10:47am (Local Time). Upon landing at the Nnamdi Azikiwe International Airport, Abuja from Lagos and in a bid to exit the runway via A4, the aircraft’s nose wheel got stuck in the grass verge with its fuselage on the runway. As a result, the runway was closed pending the towing of the aircraft from the runway. There was no injury or fatality. Then the following day, November 14 2023, another incident involving a Bombardier CRJ-900LR aircraft with Nationality and Registration Marks 5N-BXR belonging to Valuejet Airlines occurred around 3:32pm (Local Time). With 62 passengers and a crew of five, upon landing at the Port Harcourt International Airport from Lagos, it overshot the runway at runway 03. In the same vein, a United Nigeria Airlines flight, NUA 0504, operating from the MM2 in Lagos en route Abuja on Sunday, November 26 2023, dramatically found itself in Asaba, a situation that experts have described as worrisome. iii. Why Keyamo Struck When Keyamo assumed office, he knew from the beginning that there were many challenges facing the aviation sector. These challenges encompass a mix of prepared and unprepared issues, spanning local, continental and intercontinental concerns, some of which are desirable, while others are undesirable.

Alarmed by what he had heard through the grapevine, many of which were uncomplimentary, the minister dug further into the system.

Emphasising its commitment to safety, efficiency and the regularity of flights, the National Assembly found such occurrences in the aviation sector unacceptable. The Chairman, House Committee on Aviation Abdullahi Garba, addressing the International Federation of Air Traffic Controllers’ Associations (IFATCA) meeting recently, underscored the country’s fortune in avoiding major air accidents for the past decade. However, he cautioned that recent serious incidents and avoidable errors by indigenous airlines warrant attention. Garba urged the Federal Government and aviation agencies to scrutinise airline activities to instill confidence in travellers. Once the President made the first move by sacking the heads of the agencies, the minister followed with a clean sweep of the Directors. WAY FORWARD The massive change going on in the aviation industry is said to be a welcome development. Most stakeholders have applauded the actions of Keyamo, stating that the changes made recently have been long overdue. To them, Keyamo will do very well if he continues to toe the line he is following presently. For the minister, the first chapter in his move to reposition the industry is customer relations. Keyamo said last week that all defaulting airlines must pay compensation for flight cancellations and delays. He made the announcement during a meeting with the now sacked heads of agencies under his ministry. Also during a budget defence meeting with a joint Committee of the National Assembly on Aviation, last Thursday, he said: “We are not deaf to the cries of Nigerians about delays and cancelled flights. The law is there and we are looking at how to enforce those laws for compensation of Nigerians who bear the brunt of the cancellation of flights and disruption of activities." He said the process of grounding defaulting airlines or taking them to court to seek redress will create more problems. “So if the reason for the delay and cancellation of the flight is their fault they must pay compensation,” insisting that if the passengers don’t get cash back they must get some rebate when they buy the next ticket. “I have set up a committee to look into it such that they can generate a code that they can use when they want to purchase the next ticket.” An agenda to drive home his five-point agenda is said to be in the works after the house cleaning of the agencies are over. Capt Ojikutu urged officials who are core professionals to insist on doing their job according to their job description and not pander to the whims of politicians, saying “if the politicians are interfering with the job of the core professional, they have the option to leave." He said: “The people in charge of the ministry are those politicians who know very little about what is happening.” “If we are not careful the way we are going now we are going back to 2005 and 2006 when aircraft were dropping from the sky. Lots of things are happening and when you listen to the interpretation you get worried. We need to be very careful and be very sincere with ourselves as professionals. ” “There are people who have been in the system and I ask them why are you there and you refuse to talk. That is the danger.”

he Federation Account Allocation Committee (FAAC) has shared a total sum of N1.088 trillion from November 2023 revenue actual to the federation account to the federal, state and local governments in the country. A communique issued by FAAC at its December 2023 meeting on Friday said the N1.088 trillion total distributable revenue comprised distributable statutory revenue of N376.306 billion, distributable Value Added Tax (VAT) revenue of N335.656 billion, electronic money transfer levy revenue of N11.952 billion and exchange difference revenue of N364.869 billion. According to the communique, the total revenue of N1.6 trillion was available in November 2023. Total deductions for cost of collections were N60.960 billion; total transfers, interventions and refunds were N470.592 billion. Gross statutory revenue of N882.560 billion was received for November 2023. This was higher than the N660.090 billion received in October 2023 by N222.470 billion. The gross revenue available from the VAT in November 2023 was N360.455 billion. This was higher than the N347.343 billion available in October 2023 by N13.112 billion.

The communiqué stated that from the N1088.783 billion total distributable revenue, the federal government received a total of N402.867 billion, the state governments received N351.697 billion and the 774 local government areas received N258.810 billion. A total sum of N75.410 billion (13 per cent of mineral revenue) was shared with the benefiting States as derivation revenue. From the N376.306 billion distributable statutory revenue, the federal government received N174.908 billion, the states received N88.716 billion and the LGAs received N68.396 billion. The sum of N44.286 billion (13 per cent of mineral revenue) was shared with the benefiting states as derivation revenue. The federal government received N50.348 billion, the 36 states received N167. 828 billion and LGAs: N117.480 billion from the N335.656 billion distributable VAT revenue. The N11.952 billion electronic money transfer levy was shared as follows: the Federal Government received N1.793 billion, the State Governments received N5.976 billion and the Local Government Councils received N4.183 billion.

serving police officer and author, ACP Dashuwar Tepnyakas has called on the government to merge anti-graft agencies and the Federal Road Safety Corps, FRSC, with the Nigeria Police for effective policing. According to him, merging the Nigeria Security and Civil Defense Corp, National Drug Law Enforcement Agency into the police force will address issues of conflicts and rivalries existing among these agencies. Tepnyakas made the advocacy during the public presentation of a 280-page book titled, "Police and Administration of Criminal Justice in Nigeria.” Tepnyakas, a former Squadron Commander 11 Police Mobile Force in Càlabar who turned to writing after a doctoral degree from the University of Jos, averred that Nigeria can regain its lost glory in security management if the federal government heeds his recommendation. He said, "The EFCC and the ICPC should be merged with the anti-fraud unit of the Nigeria Police Force and accorded the same level of funding," he suggested, adding that “merging of Federal Road Safety Corp, FRSC with the Traffic Warden Section of the Nigeria Police Force will make the institution formidable. Instead, duplicity, conflicts and rivalries amongst these agencies will continue, rendering all of them ineffective.” The author recommended the merger of NSCDC with the police because their existence runs contrary to sections 214 & 215 of the 1999 constitution as amended which clearly states that there should be only one Nigeria Police Force for the country.

This pledge was made on Wednesday, December 13, 2023 when the Ekiti State Chapter of the Council, led by its chairman, Fumiyibo Oluwasegun visited the corporate headquarters of the Commission, in Jabi, Abuja. Oluwasegun stated that the visit was informed by the desire of the Council to declare a public support for the EFCC and its Executive Chairman, Mr. Ola Olukoyede in his mission to rid the country of economic and financial crimes by enlisting Nigerian youths in the war at the grassroots. “National Youths Council of Nigeria, NYCN, Ekiti State chapter is here today on a solidarity visit to show support for the EFCC and congratulate the Chairman on his welldeserved appointment. We are youths and we want to support and partner with the EFCC in spreading the anticorruption message to the youth population especially on cybercrime. He further stated that, “some of the youths today have involved themselves in cybercrime; that is why we are here today to partner with the EFCC in taking this message to the youths’ doorstep and to the grassroots for deeper dissemination and in turn rid the youthful population of the desire to engage in cybercrime”, he said. egistrar-General of the Corporate Affairs Commission, CAC, Mr Hussaini Magaji has said that most businesses fail due to poor planning and management. Magaji made this disclosure during the 2023 CAC Management Retreat held in Keffi Nasarawa State capital. According to him, “available statistics, however, indicate that 20 percent of new businesses fail in the first two years, 45 per cent in the first five years and 65 per cent in the first ten years. The three-day awareness programme organized by the medical team of the Dangote Cement Plc(DCP) Obajana Plant sought to create awareness for food handlers from DCP Obajana and the host communities namely Oyo, Iwa, Apata and Obajana. Speaking at the three-day programme, Dr. Adewale Akinola of DCP Obajana said the sensitization campaign was meant to support government effort in the prevention of food poisoning and food borne diseases. He said good personal hygiene, proper food storage and avoidance of contamination of prepared meal by raw food were central to overall health of host communities. He identified the objectives of the programme to include Education of food handlers with respect to personal hygiene, food handling, to carry out pre-engagement and routine medical screening for food handlers, enlighten on health challenges such as wounds, otitis media, respiratory infections and to identify pathological laboratory findings for the purpose of corrective therapy and health counsels before engaging them in food handling. fter what may be described as a short break due to the intervention of President Bola Tinubu, the political crisis rocking Rivers State raised its ugly head again last Monday.

This was as the governor presented the N800bn 2024 Budget estimates to the Edison Ehie-led legislators at the Government House a few minutes after the demolition was carried out.

This time around, the crisis assumed a different dimension, with 27 out of the 32 members of the Rivers State House of Assembly defecting from the ruling People’s Democratic Party, (PDP), to the All Progressives Congress, (APC).

The presentation of the budget was held at a hall in Government House, apparently, due to the “renovation” work at the state assembly complex which started Wednesday morning.

The defected lawmakers cited divisions within the Peoples Democratic Party (PDP) as reason for their action. The defection came about two weeks after former Governor of the state, Nyesom Wike, told reporters that 27 lawmakers in the state were opposing the state governor, Siminalayi Fubara. Reports had it that two of the members who earlier defected are back in PDP. Intrigues continued to trail the crisis as the House of Assembly complex was demolished on Wednesday. The demolition was carried out under the order of the state government amid tight security about two months after fire gutted a part of the complex. Reports had it that the demolition started at about 6.45am, with Governor Fubara leading a convoy consisting of about 10 bulldozers carried on heavyduty flatbed Lorries into the Assembly premises.

The crisis deepened further on Thursday as nine commissioners loyal to Wike resigned from the cabinet of Governor Siminalayi Fubara. This was as the two factions of the fractured House of Assembly held separate sittings on Thursday. The commissioners that tendered their resignation were the Attorney-General and Commissioner for Justice, Prof Zacchaeus Adangor (SAN); Commissioner for Works, Dr Des George-Kelly; Commissioner for Special Duties, Emeka Woke; Commissioner for Social Welfare and Rehabilitation, Mrs Inime Aguma; the Commissioner for Finance, Isaac Kamalu; and the Commissioner for Education, Prof. Chinedu Mmom. Of the nine commissioners, five served under Wike’s administration in the same capacity, while Woke was Wike’s Chief of Staff for eight years. Meanwhile the National Working Committee of the Peoples Democratic Party has directed its Legal Adviser, Kamaldeen Ajibade, to commence appropriate legal action against the defection of 27 state House of Assembly lawmakers from its party to the All Progressives Congress. Wike once claimed that the crisis was a PDP affair and that the party was looking into it. Fubara also toed the same line when he said there was nothing wrong with a “father and a son” having problems, apparently referring to the rift between him and Wike, who helped install him as governor.

Ologunagba disclosed that the party communicates to the Independent National Electoral Commission by formally informing the Commission of the vacancies in the Rivers State House of Assembly as a result of the defection.

“For our dear State, I know everybody is wondering what’s going on and what’s not going on. We are okay; there is no problem,” he said.

The PDP demanded that INEC should within the constitutionally stipulated time, conduct fresh elections in the 27 state constituencies in Rivers State where vacancies now exist as a result of the defection of the 27 former members. A political affairs commentator, Paul Okoye, while speaking with THEWILL said that the PDP was right in declaring the seats of the 27 lawmakers that defected vacant because there is no noticeable crisis at the national level. He said the PDP should approach the court saying INEC had no power to declare their seats vacant; it is only the court that has the power. “I am not a lawyer, but in 2015, Hon. Ifedayo Abegunde of the Labour Party, who represented Akure South/North Federal Constituency of Ondo State, was sacked by the Supreme Court after he defected from the Labour Party to the Action Congress of Nigeria.

“If we have an internal issue, it will be resolved, and everything will go back to normal. “There is nothing wrong if a father and a son have a problem if there is any problem, but I don’t think there is anything; whatever it is, we will definitely resolve the issue,” the governor said.

“In a unanimous verdict by the seven-man panel led by the then Chief Justice of Nigeria (CJN), Justice Mahmud Mohammed, the apex court held that Abegunde’s defection could not be justified, since his excuse of purported division in the LP was not in existence in the “national structure” of the party. “The court held that the division and factionalisation cited by Abegunde as his excuse for abandoning the LP was only at the state level”. ‘As far as the PDP is concerned, there is no division in existence in its national structure and so the defected Rivers lawmakers will lose their seats”, Okoye said. THEWILL recalls that the state was thrown into a theatre of war late October when peace broke down, following seemingly irreconcilable political differences between Fubara and Wike had created tension and division in the state, leading to an attempt by the House of Assembly to impeach the governor which resulted in the bombing of a section of the assembly complex. As a result, the state lawmakers later split into two factions – a faction backed by the governor and the second faction loyal to Wike. Martin Amaewhule is the speaker of Wike’s faction, while Edison Ehie, a former leader of the assembly who was earlier removed for not supporting governor Fubara’s impeachment, is the speaker of the faction loyal to Fubara’s faction. The two factions have repeatedly held parallel sittings at different locations in Port Harcourt. In an apparent move to frustrate further sittings by the Wike-backed faction, the Rivers State

However, Fubara recently changed conciliatory tone, vowing never to surrender the State to blackmail and intimidation. According to him, the State is the people’s inheritance, insisting he would protect and defend it from blackmail. Speaking with THEWILL on the crisis in River State, the former Deputy National Chairman and member of the Board of Trustees, (BoT) of the PDP, Chief Olabode George, said there is a need to resolve the crisis on time to prevent it from spreading to neighbouring states. “Is it insurmountable? No, I am appealing to all sides to sheath their swords. This will not help the state of development in this country. “Rivers State is a very important state electoral wise and when I read the fact that 27 of them left our party having been duly elected. I said look, we need to get some elders to stand up in the room and defend and resolve this crisis. It is not insurmountable. The way it is going, I read Papa Clark’s comment yesterday that this thing can start like a little flash if we don’t manage it, it will spread like a cancer. “This is a litmus test for the ability of our party to survive after the mayhem we called election. The Supreme Court had already told us we lost, come back home, let us set up a committee to go there. The governor is still a member of the PDP. Let’s find out what exactly is happening in Rivers. “And then they should call Wike, if he wants to come, he will also make his own statement. We have a National Vice Chairman from the South South, what is he doing now?. He must get involved. This is still a micro issue and we can still handle it. Speaking on the high number of aspirants in the APC, the state Publicity Secretary of the party, Peter Uwadiae, said the level playing ground the party has put in place was attracting aspirants to it. He said, “I believe the level playing ground our party provides is the reason there are so many aspirants in the race. By the time we come out with guidelines, the serious contenders will emerge. It has also been made clear that there is no zoning. So members who feel they have the requisite capacity and credentials to lead Edo are indicating their interest.

The aspirants on the platform of the party are made up of old guards and new entrants. The state APC chairman, Col. David Imuse (retd) has also thrown his hat in the ring with serving senators and members of the House of Representatives also joining.

He attended P.T.T.C Demonstration Primary School Igueben from 1957 to 1962, then Anglican Grammar School Ujoelen Ekpoma from 1963 to 1968 and Holy Trinity Grammar School Sabongidaa-Ora.

Among those who are jostling to succeed Governor Godwin Obaseki is a spokesperson to General Ibrahim Babangida (retd) and former Commissioner for Information, Kassim Afegbua and the APC candidate in the last election, Pastor Osagie Ize-Iyamu.

He is a lawyer and politician who was a member of the Senate from May 29, 1999 to May 29, 2007. He was re-elected in April 2003. Osunbor was elected Governor of Edo State in April 2007 on the platform of the PDP. On March 20, 2008, the Edo State Governorship Election Tribunal declared that his election was invalid and asked INEC to withdraw his certificate and declare Adams Oshiomhole of the Action Congress (AC) party the winner.

Others are former Accountant-General of the Nigeria Army and Director of Finance administration of NDDC; Gen. Charles Airhiavbere (retd); Hon Festus Ebea; Victor Eboigbe; Professor Sylvester Odion-Akhaine, Omokhodion Bright and Thomas Okosun, The APC governorship aspirants also include a member of the House of Representatives, Hon. On November 11, 2008, a Federal Appeal Court sitting in Benin City upheld the ruling of the tribunal, declaring Oshiomole Governor of Edo State. The decision was based on several voting irregularities.

However, it appears Idahosa is having a head start among the aspirants. Apart from the coalition around him, he is said to have built a grassroots followership during his time as Commissioner for Investment, Public and Private Partnership during which he was head hunted by Governor Oshiomhole from Canada to join his administration in 2012.

He began his education at Saint Anthony’s Primary School before moving on to Annunciation Catholic College in Irrua and finally the prestigious Kings College in Lagos.

Also on the front seat in the APC is Mike Onolememen who was born in Uromi, Edo State, in 1965.

Mike is a chartered architect and professional manager with a Bachelor of Science in Architecture, a Master of Science in Architecture, and a Master of Science in Construction Management from the then Bendel State University (now Ambrose Alli University), the University of Nigeria and the University of Lagos, respectively.

At 43, he also cuts an iconic personality with the youths having excelled in real estate before venturing into politics. Declaring his intention for the governorship two weeks ago, the two-time House of Representatives member, popularly called ‘Denco’, and “Mr Project,” said he would soon go around the local governments to campaign after formally informing his people in Ovia about his governorship ambition, adding that his legislative experience has deepened his capacity to govern the state.

He is a scholar-practitioner who holds a Ph.D in Public Policy and Administration from Walden University in Minneapolis, Minnesota, in the United States of America. He also holds a degree from Harvard University’s Kennedy School of Government in Massachusetts, the United States.

I declared my candidacy two weeks ago at my ward and have started campaigns and consultations with party leaders," Idahosa told THEWILL during a brief chat to seek confirmation of receiving the backing of key leaders of the party. he Care People Foundation has used the occasion of its annual carnival for the orphans, widows, motherless and people with disability to call on President Bola Ahmed Tinubu to put smiles on the faces of Nigerians and ease their pains. EFCC Boss Seeks Legislation Yuletide: Oyo, Ogun Against Unexplained Wealth Govts Assure Residents of E Adequate Security xecutive Chairman of the Economic and Financial Crimes Commission, (EFCC), Mr. Ola Olukoyede, has called for legislation against unexplained wealth as a way of checking the criminal activities of treasury looters in the country.

He made the call on Thursday at a Two-Day International Law Conference with the theme: “Unexplained Wealth in the Global South: Examining the Asset Recovery and Return Trajectory” organized by Christopher University, Mowe Ogun State. Olukoyede said though several countries, including the United Kingdom, Australia, Mauritius, Kenya, Zimbabwe and Trinidad and Tobago, had embraced the Unexplained Wealth Orders, (UWOs), since it came into force in 2018, he said the EFCC, Nigeria’s leading anti-graft agency, still relies on the provisions of Section 7 of its Establishment Act to check the menace. “The issue of unexplained wealth is not a local issue. There are jurisdictional legislations across the world to tackle it. Till date, countries of the world are faced with criminalities emanating from money laundering practices and illicit funds. This circumstance led to the promulgation of Unexplained Wealth Orders, UWOs that came into force in 2018. Several countries, such as the United Kingdom, Australia, Mauritius and African countries like Kenya, Zimbabwe, and Trinidad and Tobago in the Caribbean have come up with UWO. Nigeria is yet to come up with a national legislation on it,” he said. The EFCC boss, who spoke through the Abuja Zonal Commander, Assistant Commander of the EFCC, ACE1 Adebayo Adeniyi, emphasized that treasury looters would have little cover if the issue of unexplained wealth was tackled more seriously across the world. According to him, “ In Nigeria today, unexplained wealth has become practical means of tracing, identifying, investigating and prosecuting corruption cases. As an antigraft agency, suspects of any economic and financial crimes are usually required to declare their assets in the course of investigation. The basis for this is to properly establish their true asset base and their linkage or otherwise to any act of corruption.

he political drama unfolding in Rivers State is a sad commentary on governance in oilrich Niger Delta. The problem, which broke out sometime in October, appeared settled when President Bola Tinubu intervened to bring the two warring parties to the conference table. With the turn of events last week, that presidential move looked like the prelude to a full -blown battle. Unfortunately, the two protagonists in the drama, Governor Siminalaye Fubara and his predecessor, Nyesom Wike, renewed their fight last week. As at press time on Saturday, members of a deeply fractured Rivers State House of Assembly had openly taken sides. Fubara’s cabinet was similarly affected, with 10 out of 29 Commissioners said to be Wike’s loyalists quitting their jobs. The House of Assembly complex in Port Harcourt had been bulldozed by the state government, which claimed that the structure needed to be rebuilt after it was gutted by fire, which incidentally happened when the fight started. Meanwhile, stakeholders from two big local governments in the state have joined the fray. On Thursday and Friday, stakeholders from Wike’s Obio/Akpor Local Government and Ogba/Egbema/ Ndoni Local Government, “declared their unalloyed support of and solidarity with the governor.” Fearing a breakdown of law and order, the Commissioner of Police in the state, Tunji Disu, called for a peace meeting. The presidency has washed its hands off

the matter, leaving the state to find a way out of the dilemma. That is how it should be. A few weeks ago, President Tinubu was also called in to settle the supremacy battle between ailing Governor Oluwarotimi Akeredolu of Ondo State and his Deputy Lucky Aiyedatiwa and their followers. Fortunately, some sanity has returned to the dire political situation in Ondo, with the governor handing over to his deputy before he embarked on another medical tour to Germany last week. Even so, the current stand of the Presidency on non-interference in the situation in Rivers State after the initial truce called by President Tinubu failed, is praiseworthy. Any such intervention should be the last option when all else fails.

We call on the Minister of the Federal Capital Territory, FCT, to mind his office. He recently signed a performance bond with the President alongside other ministers to deliver on the administration’s governance project as captured in its Renewed Hope Agenda for Nigerians. We think Wike’s hands should be full with the issues of pervading insecurity in the FCT, the decayed infrastructure crying for renewal and revenue generation to deliver on his mandate. He arguably started well as Minister with plans to remake the FCT as home to Nigerians. We think he is lossing focus by engaging in this uneccessary duel with his successor as governor

Nigeria is a federating republic and the sub-national governments must exhaust all instruments within the law to restore order. Ceding their authority to the center is anathema to the principles of federalism.

In any case, existing video clips by some national television in which he vowed to keep the distance from the administration of his state, give the governor a free hand and offer assistance only when he is contacted stand as indictment of his altercation with the governor.

The Commissioner of Police, Disu, who had already called for a truce should be supported by all the parties to the feud. He must be firm in deploying the necessary manpower to prevent the breakdown of law and order. The protagonists and their allies are so well known that the police should do their work with neutrality.

Finally, we call on Governor Fubara as chief security officer of the state to support the peace truce called by Disu and pull all the stops to ensure the state does not erupt into violence whose end no one can predict in a badly fractured country where hardship, insecurity, kidnapping and poverty stalk the landscape.

The Peoples Democratic Party, PDP, on whose platform all the combatants were either elected or appointed, should be up and doing for a fight that is political. It should be able to assert its authority and set boundaries for which any violator must be sanctioned.

Governance is at present on hold in Rivers State due to the ongoing duel between him and his predecessor Wike. The interest of the people, who voted for him, should be uppermost in his mind in further moves he makes henceforth.

Envisioning Benefits of More Expatriates' Contributions to Nigeria's Economy BY SUFUYAN OJEIFO

ystems and societies are regularly compelled to review policies in light of changing realities. The review readies the system for the times ahead and puts them on a better ground for advancement. It is the reason systems have crops of leadership, expected to be knowledgeable enough to think out of the box, in the interest of navigating difficult times. Even when the leaders are necessarily political and do not have the requisite expertise, the onus is often on them to consult the experts for policy modelling for the good of the people. This practice permeates the dimensions of the sectors, including politics, economics, education, health and much else. It is a continuing one, often dictated by exigencies, and it is in this light that we can situate the government’s new thinking LARGELY, THE POLICY SHOULD around expanding its revenue net IMPROVE PRIVATE SECTOR by bracketing expatriates, more into it, than they are presently PROFITABILITY AND ADDRESS doing. Recent reports have said the government is planning INFLATION, INCREASE LABOUR to broaden the contribution PROFITABILITY, IMPACT of expatriates to the nation’s net, beyond the entry EMPLOYMENT AND NATIONALISM, income requirement and their regular obligation like the average citizen. AND BOOST EARNINGS FROM The arguments, thus far, have NON-OIL SOURCES been robust. One is that it is a practice that is obtainable in countries like Japan, Slovenia, Belgium, Portugal, Finland, Sweden, Ireland, France, Spain, Portugal, Belgium, and Zimbabwe. If these countries are doing it to shore up their revenue bases, why not Nigeria? Second, Nigeria needs to raise enough money, even continuously, to meet its infrastructure needs in the next 30 years. With declining and unpredictable revenue from oil, new thinking on revenue generation has to be ramped up. Third, there is a need to create a level playing field for skilled Nigerian workers. The expectation for welcoming expatriates is that they are to populate areas where local expertise is absent. But reports have it that many of them fail to leave, even after honing the skills of locals, more because the nation has been sleeping on its rights. With the new plan, expatriates are likely to be more mindful of their exit times, and then prepare the ground for local occupation of positions they will be vacating. The increasing problem of unemployment and underemployment is likely to be lessened as a result. Fourth is that while the government is thinking of diversification through agriculture, steel development, mining, manufacturing, production, and others, it should also

begin to imagine other quick wins, happening in the short term, like harnessing the untapped resources in which they are entitled to from the nation’s over 200,000 expatriates population. And what is more? The plan, it has been said, has nothing to do with ease of doing business. The government is rightly concerned about attracting foreign investments, especially portfolio investments, to boost its liquidity. It is also encouraging Foreign Direct Investments [FDIs]. The policy is likely to enhance these by making the working conditions for all to be better regulated, making foreign workers much more confident about their entry and exit times, their obligations and commitments and much more determined to be compliant. It reportedly has nothing to do with Ease of Doing Business (EoD), because the primary idea is to create an additional source of revenue, which is rather helpful to achieve the objective behind EoD. It should also regulate the situation where many companies import workers, whereas Nigerians otherwise have the skills. Companies should now be inclined to employ skilled Nigerians rather than bringing them in from abroad. Largely, the policy should improve private sector profitability and address inflation, increase labour profitability, impact employment and nationalism, and boost earnings from non-oil sources. It should also ease the commencement of businesses, fast-track regulatory permits, enhance the availability of credits, protect investments, and eventually provide the ground for adequate infrastructure, including electricity, roads, ports, ICT, rail and the import and export process. Reports have also said about $2 billion in annual income, a gross reduction in unemployment and unemployment figures, lowering of the quest for foreign exchange, are among other key benefits of the initiative. Regarded as an effort designed to increase the employment of Nigerian citizens, especially because expatriates are not required for low-hanging jobs which can easily be replaced by Nigerians, the plans should envelope workers in the construction, supermarkets, restaurants, and retail businesses because we have more than enough citizens who can handle the sectors, as exemplified in the excellence of the Banking sector, where expatriates are hardly involved. It is trite to say there are skilled Nigerians who do similar jobs given related skills but are not regarded as expatriates. The policy would likely put these sets of Nigerians on a level play field with the expatriates to some extent. Multiple sources have also cited valued examples saying if a Nigerian company goes to China and India and sets up a plant, it may have a handful of expatriates at the management level, while the remainder will also be local staff members. This is not the same case in Nigeria, where expatriates are more at the top and fewer at the bottom. The Unending Rivers Political Pattern BY OBIARUKO CHRISTIE

he drama in the political space of Rivers State which has taken center stage in the media does not in any way hit those who are conversant with the real issues as a surprise development. This has been the pattern since the advent of democracy in the oil and gas-rich state that serves as the traditional headquarters of the Niger Delta region of Nigeria. The current faceoff between the incumbent Governor, His Excellency Sim Fubara, and his erstwhile Godfather, Chief Barrister Nyesom Wike, the predecessor of Fubara and currently the Minister of the Federal Capital Territory. Both men belong to the same political party, the Peoples Democratic Party, PDP. Although Wike lost out on the power play in the PDP to contest for the presidency, he has since pitched a tent with the ruling All Progressives Congress, APC, and serving under the Federal Government headed by His Excellency, Ahmed Bola Tinubu. The factionalization of the APC in the state has been an advantage to Wike who seems to have nailed the coffin with his alliance with the APC Chieftains at the party's headquarters as well as the residents of the seat of power, Aso Rock. Wike has been enjoying the mixed blessings until the rage of the storm in his backyard. This time, it was not the unfriendly knock of a familiar enemy but that of an untimely resistance by a political godson whom he baptized into the murky waters of Rivers politics. Sim Fubara without a word, stood up to his father, mentor, and benefactor in a manner that proved that power has the capacity and ability to make boys into men. If everyone is shocked at the developing story, Wike should not have been since his political journey in 1998. He ought to have realized that he is not and would never be the head of all principalities with the supernatural powers to overrun a system that has become an age-long pattern. Even Wike in one of the political campaigns before the Governorship elections expressed his reservations about reserved people being more dangerous than loquacious politicians. This was in response to Fubara's comment at a rally that Accountants talk less but show more action. He was responding to social media reports where opposition parties mocked him for not being able to speak for himself but allowed Wike to do the talking while he watched. What is more intriguing in the whole drama is that even those who revered Wike as the doer of the impossible are now on the side of the Governor, apparently seeking an end to Wike's envious reign in the Rivers political stage. Those who hailed Wike yesterday on this are now berating him! The average Rivers man prefers the treasure of the seat of power, formally known as the Brick House, then looking for money to board a flight to Abuja. It has always been the pattern. It is not expected that the erstwhile followers of the FCT Minister would relocate to hang around him in Abuja.

will switch to Fubara. It happened when Odili relocated to Abuja. It was recorded in Amaechi's days as Minister. This time around, there won't be anything different! It is a repeated pattern just like the "Abiku" by Wole Soyinka.

WHAT IS MORE INTRIGUING IN THE WHOLE DRAMA IS THAT EVEN THOSE WHO REVERED WIKE AS THE DOER OF THE IMPOSSIBLE ARE NOW ON THE SIDE OF THE GOVERNOR, APPARENTLY SEEKING AN END TO WIKE'S ENVIOUS REIGN IN THE RIVERS POLITICAL STAGE

It only remains for the Governor to sustain the favor of the President. I only hope Fubara will not be sacrificed the way Amaechi was by the former President. In all of these, I can say that there are familiar spirits in a territory that are difficult to cast out. I didn't mention karma, even though some may wish to interpret it as such.

Wike will not be the first leader to be in a fierce battle with his political godson. But he will be the first to have defied all odds to successfully enthrone a successor, since the history of democracy in Rivers State. Ada George was unable to bring a successor. His former deputy, Peter Odili became Governor through others. Amaechi who was originally Odili's choice was stopped by the President then. He eventually found his way to power through others, after Odili endorsed Omehia as a replacement. Then came Dakuku as a preference to succeed Amaechi, it was scuttled by Wike through the instrumentality of Dame Patience Jonathan, the former President's wife. Amaechi and Wike had fallen out. Wike believed he was different. He brought Some Fubara who was not in the political lineup as a potential successor. Wike made history by breaking the succession jinx. Fubara won and became Governor. Shortly after five months in power, he has been in a fierce battle with Wike. It is not still clear how this will end as Wike pulls all strings and still believes "the law has not spoken."

The State has enough to cater to those who come around the Government. If only Gov Fubara can be as generous as those before him, then he will gain more support, across party lines and ethnic affiliation.

ome oil and gas as well as investment experts have reacted to the Federal Government’s plan to audit the operations of the Nigerian National Petroleum Company Limited (NNPCL), describing it as an elaborate hoax that will yield no useful results. Minister of Finance and Coordinating Minister for the Economy, Wale Edun recently disclosed plans by the Federal Government to audit the accounts of NNPCL. Edun disclosed this after the release of the latest World Bank Nigeria Development Update in Abuja which referred to NNPCL activities as lacking in transparency While insisting on the necessity for rigorous scrutiny, Edun stressed the government’s eagerness to ensure revenue inflows from the NNPCL and other revenue generating agencies. “There will be earnest scrutiny and I am sure NNPCL is getting ready for that. We want revenue to come into the government coffers from NNPC and all other revenue agencies”, Edun said. Reacting to the development some industry stakeholders and finance experts who spoke to THEWILL referred to the planned audit as deceitful and a calculated step by the government to pull the wool over the eyes of Nigerians after years of running the national oil company in the most opaque manner. An investment expert and Managing Director/CEO, Taurus Oil & Gas Limited. Dr Nnaemeka Obiaraeri, said the government is not telling Nigerians the truth as NNPCL cannot be audited by the same government that has full control over it, without restructuring the organisation. Obiaraeri, a former senior member of staff of NNPCL argued that the establishment has been run to feed the pockets of Nigerian leaders who he accused of hijacking the national oil company for their insatiable greed. According to him, the government would pretend to be eager to please the World Bank but, in reality, nothing will come out of it because it is difficult for the government to indict itself over the deep-rooted corruption that the NNPC is notorious for over the years. “Let us stop deceiving ourselves, nothing is going to come out of the audit. It will amount to nothing at the end of the day. We maintain that for NNPCL to be efficient, accountable and transparent, attract massive investment and grow the value chain, NNPCL as a corporate entity should be made to be a limited

he Local Content Policy, administered by the Nigerian Content Development and Management Board (NCDMB), was significantly instrumental to the boost in Exports recorded in the nation’s Merchandise Trade for the third quarter of this year (Q3 2023), according to data by the National Bureau of Statistics (NBS). The NBS in its latest ‘Foreign Trade in Goods Statistics (Q3 2023)’ report, disclosed that Nigeria recorded a remarkable increase in Exports during the period compared to the corresponding and preceding periods. “Nigeria’s total merchandise trade in the Q3, 2023 rose significantly due to increase in exports and imports resulting in a positive trade balance. “Nigeria’s total trade in the third quarter of 2023 stood at N18,804.29 billion. Exports were valued at N10,346.60 billion while total imports stood at N8,457.68 billion,” NBS said. The report showed that “Total exports increased by 60.78 percent compared to the amount recorded in the second quarter of 2023 (N6,435.13 billion) as well as by 74.36 percent compared to the corresponding quarter in 2022 (N5,934.15 billion).” It disclosed that the export boost came majorly from re-export activities in the oil and gas sector which was dominated by Nigerians who played in the Local Content Policy space, according to findings by THEWILL. Re-exports are exports of foreign goods in the same state as previously imported after serving the purpose they were initially imported or for other reasons. It entails sending back goods imported for specific purposes like jobbing, executing a contract, servicing/repairing of machinery, display in fair/exhibition, and others. Re-exports can be made by sea, air, baggage or post. The specialised activities in the oil and gas industry create the room for re-export which involves mainly services: recoupling, repackaging, handling, shipping, tax administration, insurance, community liaison and other activities. THEWILL found that many Nigerians, especially in the small and medium enterprises (SME) ecosystem, are engaged in re-exports which are fallouts from the activities of major oil and gas companies

who outsource the jobs to local contractors. The expertise acquired by the Nigerian operators in Engineering, Procurement, Installation, Operation and Maintenance (EPICOM) space equips them to undertake technical jobs like installation and servicing of metering system, construction of loading bay, LPG installation, tank farm construction, installation of actuators, colons, mechanical seals, valves, steam trap and other process equipment which served as conduit for forex drainage before the Local Content Policy was initiated. The NBS report revealed that the value of re-export stood at N35.95 billion representing 0.35 per cent of total exports in Q3, 2023. The top ranked re-exported goods include ‘Parts suitable for use solely or combined with others’ at N10.19 billion, followed by ‘Vessels and other floating structures for breaking up’ valued at N10.04 billion. ‘Lightvessels, fire floats, floating cranes, and other vessels not specified in 8905 (a Customs Code)’ amounting to N5.77 billion, Aluminium waste and scrap valued at N1.50 billion were handled. Also undertaken in the re-export activities include ‘Parts of other gas turbines not specified’ valued at N1.12 billion. These were done largely by the Nigerian industry operators under the Local Content Policy. Ivory Coast, Gabon, Ghana, Cameroon, and South Korea were the major destinations for re-exports during the period. “We have expanded our business significantly; we now do virtually everything locally without the help of expatriates,” a Port Harcourtbased oil and gas service operator who would not want his name published “because of these tax people”, told THEWILL. He applauded the NCDMB’s role in its monitoring of the industry. Industry operators who spoke to THEWILL maintain that the success of the Local Content Policy hinges on capacity building, especially in the aspect of human capital development. They argue that oil and gas is technology-driven and is transforming rapidly to another level where less emphasis is on fossil fuel. The local content initiative goes beyond riding big cars, building mansions. Otherwise change will overtake us,” Amali said. The Supervisor, Media and Publicity at NCDMB, Obinna Ezeobi, had said the Board was serious about capacity, referring to the research centres of excellence established in some Nigerian universities by the Board The objective of the Local Content Act enacted in April 2012 is to promote the use of local materials and services for the development of the Oil and Gas Industry. This is yielding the desired results. At the 12th Practical Nigerian Content (PNC) Forum 2023 in Yenagoa, recently, the immediate past Executive Secretary of NCDMB, Engr. Simbi Kesiye Wabote, announced that the agency had completed 83 percent of the 96 initiatives it started under the Nigerian Content 10-year Strategic Roadmap. The strategic roadmap was launched at the end of the year 2017, with the goal of increasing Nigerian Content in the oil and gas industry to 70 percent by the year 2027. The roadmap is undergirded by five pillars and four enablers to drive the focus areas and are supported with short, medium, and long-term initiatives. Presenting the scorecard of the NCDMB at the PNC which was attended by over 700 oil and gas stakeholders, Wabote indicated that the Board’s focus would shift to the remaining initiatives, which according to him required some heavy lifting to bring them to fruition. He reported that Nigerian Content level in 2023 stood at 54 per cent, just like in 2022. The calculation is based on the Board’s monitoring and evaluation of industry activities. According to him, “this performance is well above the minimum target of 47 percent Nigerian Content set for 2023 by the Board’s Project Management Office (PMO) just like we outperformed the 42 percent Nigerian Content target set for 2022 by achieving 54 percent Nigerian Content.” He indicated that the top three performers of in-country spend are Shipping, Surveying/ Positioning services, and Inspection/ Testing and Certification with each at 100 percent NC level, while the bottom three performers are Modification and Maintenance at 26 percent NC level; Health, Safety and Environment at 31 percent NC level; and Materials and Procurement at 32 percent NC level. He expressed concern that the stagnation of the Nigerian Content achievement at 54 percent raised questions on whether we had reached a point of stagnation or an inflection, leading to the decline in Nigerian Content level in the oil and gas industry. The NCDMB boss, who was making his last PNC keynote address as the Executive Secretary of NCDMB reminded the top government functionaries and industry stakeholders that “getting the industry to this level of Nigerian Content is not a walk in the park,” and called on all stakeholders to “play their part to prevent the industry from rolling back to the dark days of implementing Nigerian Content as a token of consolation.

He recounted how the NNPCL has been mismanaged by successive governments since 1999 and wondered why the national oil company could not be run the way other countries have managed theirs. A Chartered Accountant and Oil and Gas operator, Bala Zaka, said the planned NNPCL audit is a joke because the government cannot audit itself the way NNPCL has been run over the years. “The whole thing is a joke and will end up as a joke. Why must the Federal Government wait for the World Bank to talk before attempting to act on the ostrich?” Zaka said in a note to THEWILL. A top federal government official who would not want to be quoted, wondered how the government will audit NNPCL “which the same leaders mindlessly looted through dubious contracts, questionable subsidy claims, crude oil theft, frivolous estacodes and several other acts. NNPCL funded the election campaigns of some political parties. What are they going to tell the public? Who are you going to hold responsible – Buhari or Tinubu?” However, Edun had assured that “There will be earnest scrutiny and I am sure NNPCL is getting ready for that. We want revenue to come into the government coffers from NNPCL and all other revenue agencies “The last two ministers of Finance, namely, Mrs. Kemi Adeosun and Mrs. Zainab Ahmed publicly said that the accounts of the NNPCL would be looked into, but there has been no report of such audit made public.” This came a few days after former Governor of the Central Bank of Nigeria, Sanusi Lamido Sanusi, had advised President Bola Tinubu against occupying the office of the Minister for Petroleum Resources, saying such arrangement will make it difficult for the country to hold the Nigerian National Petroleum Corporation Limited accountable. He made this known while delivering his remarks at the Bank Directors Summit organised by the Bank Directors Association of Nigeria on Thursday in Abuja. Sanusi who was the CBN governor from June 2009 to February 2014, also judged the NNPCL as the “most opaque oil company in the world. He slammed the NNPCL for allegedly failing to remit enough foreign exchange into the government coffers despite the removal of fuel subsidy by the current administration. The former Emir of Kano also stressed the need to stabilise the foreign exchange market, noting that monetary policies in the last eight years had led to rising inflation and economic downturn in the country. According to him, the idea of the president occupying the petroleum minister's office will make it difficult for anyone to raise the question of accountability.

Maida Pledges Transparency in Telecom Regulation

he United Nations Industrial Development Organization (UNIDO) is seeking the collaboration of the National Agency for Science and Engineering Infrastructure (NASENI) to reduce energy poverty in the country via domestication of renewable energy solutions and to fast-track industrial development of the country. The Deputy Head, UNIDO Nigeria Office, Mr. Adekunle Olusile who led a delegation to visit the Management of NASENI on Monday, October 11, 2023 in Abuja, sought amongst others to facilitate German companies and research institutions’ collaborations with the Agency to reduce energy waste and support the present government’s food production agenda. The Executive Vice Chairman and Chief Executive Officer (EVC/CEO) of NASENI, Mr. Khalil Suleiman Halilu, represented by the Coordinating Director, Planning and Business Development, Mrs. Nonyem Onyechi in company of top management of the Agency received the team, saying that the management appreciated UNIDO’s Office in Nigeria for extending hands of fellowship to NASENI. Mrs. Onyechi informed the visitors that NASENI has the mandate of driving Nigeria’s industrial development through technology transfer and domestication, production of capital goods to be ceded to small and medium enterprises (SMEs) and entrepreneurs generally. In a short presentation on behalf of the Agency, Deputy Director, Engineering Infrastructure, Engr. Emmanuel Ajani, detailed various interventions, programmes and projects of NASENI in the renewable, agricultural and industrial sectors, showcasing to the delegation various technological innovations, products and machineries produced by NASENI. The UNIDO Investment and Technology Promotion Office (ITPO) Germany Team Lead, Michael Schmidt said the organization mobilizes investments and technologies for sustainable industrial development and supports investors and companies by facilitating technology transfer from Germany to developing countries and economies in transition. Therefore, the visit to NASENI was more like a fact-finding, so that the areas of collaboration between German companies and the Agency could be established, leading to socioeconomic development of the country. He said the delegation was seeking to support President Bola Ahmed Tinubu government’s food production agenda through food processing and food packaging, reduction of energy waste through biogas production and renewable energy solutions such as solar PV, solar batteries, among others. The Deputy Head, UNIDO Nigeria Office said he had identified several areas of collaboration from NASENI’s presentation, while adding that “Germany is very strong in renewable sector with several of its companies who are important to such partnerships and are seeking to know Nigeria’s plan to grow its solar PV usage before 2030”. In order to take the conversations forward geared toward action, NASENI and UNIDO thereafter set up a working group or committee to drive the initiatives and also to bring all prospective partners on board. he Executive Vice Chairman of the Nigerian Communications Commission (NCC), Dr Aminu Maida, has pledged that transparency will form the bedrock of his leadership as Nigeria’s chief telecom regulator as this will enable a solid foundation in building a resilient, accountable and efficient institution. Maida spoke during a courtesy visit to the Hon. Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani in Abuja recently while briefing the minister on his activities, vision, and strategy since assuming office in October 2023. “Transparency is key. It is by transparency that we can self-regulate even as regulators. And by doing so, we would be putting ourselves on our toes, which in the long run will drive the Commission forward to achieve our goals of operational excellence,” Maida stated. He commended the minister for leading by example in transparency in his leadership style. “Honourable Minister, sir, one of the principles you have shown as a leader is transparency in all your activities and I must say that it is an attribute that has the potential to bring about a transformed industry that is accountable to both the people and the industry players,” he said. The NCC boss conveyed his appreciation, through the Minister, to President Bola Ahmed Tinubu for finding him worthy of the responsibility to lead a critical sector of the economy. The EVC told the Minister that the visit is a crucial one which gave him the opportunity to share with the minister his vision and priorities for the Commission. Maida also said that these priorities were in tandem with delivering on the 5-Pillars of the Strategic Plan unveiled by the Minister. “I have been on this seat for about six weeks, and it has afforded me the privilege of a bird’s eye view to understand things better, and identify areas that we urgently need to work on. We are currently carrying out an in-depth study and critical review of issues within the industry. One of the areas we are placing priority on is Quality of Experience,” Maida told the Minister. “At my meeting with industry leaders, we were unambiguous that quality of experience (QoE) will not be negotiable. The Commission will take compliance in this regard seriously, and a standard of what is least acceptable will be set,” the NCC CEO stated. Maida told the Minister that another priority area for him is broadband connectivity, which he considers as the biggest enabler of the digital economy and financial inclusion. He noted that these align with the 5-pillar agenda of the Ministry. The NCC CEO also reflected on the need to maximise the potentials of innovations in some technological evolutions such as the 5G revolution in order to create more opportunities within the industry and further boost connectivity. He informed the Minister that a review of internal processes at the Commission is ongoing to engender efficiency and responsiveness of the Commission, including the digitization of most of our operations. “Under my leadership, the Commission will give priorities to the improvement of our regulatory activities. How does boardroom intrigues affect the fortunes of shareholders in a quoted company? How many times have you woke up to see some screaming headlines such as: ‘Investors lose N100 billion in Three Trading Days’ and similar captions in the newspaper or electronic media almost daily? Whether the caption is right or wrong is not an issue for debate. It is a question of news judgment which lawyers call legal opinion. The same story could have been captioned: ‘Bears rule Trading, depresses Share Prices’. Another reporter could peg it from the angle that many investors are taking advantage of share glut to increase their portfolio. Some reporters could dig into the profile of the buyers and sellers to know their motives. An effective reporter should know that there cannot be transaction without buyers and sellers and the intersection of demand and supply leads to price discovery.

alient issues arising from the annual Conference of the Chartered Institute of Stockbrokers (CIS) held in Abeokuta, Ogun State, recently brought to the fore the need to take capacity building for financial journalists more seriously.

In basic economics, a rational buyer buys low, a rational seller sells high. The critical issue is the depth of the knowledge of those who report the market. They need to be exposed to some basic knowledge of the market dynamics to enable them ask the right questions and be more rational in their news judgment. They should appreciate the nexus between the economy and the stock market as the latter is a barometer that gauges the former.

The session was created to enable those of us that crossed the carpet from different backgrounds, ranging from Law to Journalism to discuss what motivated us to become stockbrokers and how the profession had enhanced our career path.

If there is a misalignment, reporters should ask questions. The quality of stories they push to the public impact investor confidence and market integrity. It is like a crime to tell a journalist how to write his story but the way to manage them is to provide accurate information and explanation.

As a parting question, the moderator, Dr Mohammed Momoh, asked each of us what should be done to improve the training of stockbrokers. My response was totally different. I seized the opportunity to appeal to the market regulators and operators to do a lot more in the training of financial journalists.

Every Editor wants what is regarded as a strong copy. But such copies do not have to be sensational or negative at all times. Sensational stories on the market can cause reputational damage for the regulators and operators and cast aspersions on market integrity. This is where training of capital market correspondents should be accorded priority. It is a popular saying that you cannot give what you do not have.

These are the media professionals that report the activities in the capital market. Their stories and analysis can make or mar the market. At the basic level, the government, market regulators, operators, investors and analysts consume media reports for sundry reasons. Financial Press as a critical Stakeholder

From the perspective of the constitution, the press is the watchdog of the society. They are to hold those in offices accountable through professional reportage of their (the leaders) activities. The press informs, educates and entertains. But the myth about this great profession is that a journalist does not need to be a specialist in finance and investment to report and analyse the capital market. He does not require a strong background in medicine to report the healthcare and the same applies to other sectors

There is dearth of knowledge in the financial press as new products and services are emerging in a near-exponential progression. This brings up a compelling need to equip the financial press that intermediates between the market and the investing public. I was thrilled to serve as an observer at a recently concluded training organised for the Capital Market Editors by Securities and Exchange Commission (SEC) at its Zonal Office in Lagos.

This is why journalism is called an eclectic profession just as lawyers call theirs sui generis. This means they possess a broad-based knowledge. Journalists are not magicians and they need not have extra-sensory perception. All they do is to gather information from authentic sources and speak to experts. They must be very careful not to be misled by pseudo-experts or those who want to play on the inadequate knowledge of a journalist about a subject and exploit this for selfish interest.

Of all the desks in the media houses, the most Journalists play vital roles challenging is in every society. They set agenda on any issue and arguably that of determine which one deserves prominence at any point in time. Every media finance, particularly organisation has operational philosophy and editorial the capital market policy. This manifests in the way they treat news, including their styles .

Some media houses appeal to reason while some appeal to emotion. For instance, two journalists may have the same information about a company that has just laid off 30 percent of its staff. While the first media house casts a headline : ‘Company X downsizes 30 percent Staff’, the other one may use a screaming headline: ‘Earthquake claims 30 percent Staff in Company X’. The two captions are correct, but one is sensational. Credibility is the hallmark of a responsible media and this imposes on every journalist the need to ensure accuracy of facts and sanctity of balanced reports by talking to all the parties. But there is development journalism and what we call self-censorship when the media considers the far-reaching damages that a story can cause an organization, government or society and either moderates it or kills the story on its own. Stock Market Reporting and its burden Of all the desks in the media houses, the most challenging is arguably that of finance, particularly the capital market. Stories from the capital market are not that of bread and butter.

A capital market correspondent must keep tab on all the sectors in the economy as companies are quoted across the sectors. While an insurance reporter is primarily concerned with the insurance sector, his colleague in the capital market on the other hand must know what drives the share prices of insurance companies on a securities exchange and how government policies affect the sector among others. He must monitor the performance of each quoted company, the company’s compliance with the Post- Listing Requirements of a securities market and investors' perception of the company. New products are introduced into the market daily and technology is fast shaping all the market activities. The financial press must be on top of this. Are there regulatory lapses ? What about infractions by market operators ? What are

The uniqueness of the training was the deliberate decision to take them through some technical issues such as : ‘Basic Operations of the Capital Market’, ‘A-Z on Public Offering and Crowdfunding’; ‘Compliance and Regulatory Environment in Nigeria’; ‘Role of Fintech in the Financial Market/Capital Market’; ‘Fintech Modalities and VASP Regulations in the Capital Market’ and ‘Typologies and AML/CFT Red Flags in the Securities Sectors’ amongst others, through the Commission's Capital Market Institute, led by its Managing Director, Dr Emomotimi Agama. To demonstrate the premium placed on this training, the Commission's Director- General, Mr Lamido Yuguda, all the Commission's commissioners and the top Management Staff were involved . It was quite interactive and unique in content and form. Mr Yuguda, in his opening remarks, captured the substance and essence of training the financial journalists, especially in today's world of social media , whereby information gets to the whole world in seconds, saying: " The role of journalists in promoting market transparency, accountability, and integrity cannot be overstated. This include your efforts to educate investors, simplify complex financial concepts, promote good corporate governance and enhance market confidence. “Moreover, journalists boost market efficiency by swiftly disseminating information, aiding in risk assessment, and exposing fraudulent activities. Your impact on public perception and market sentiment is significant, fostering a safer and more equitable market, benefiting investors and the wider economy". Financial literacy, investor education, implementation of the Capital Market Masterplan cannot succeed without a vibrant financial press. How can a journalist who does not understand the fundamentals of investment objective, risk tolerance educate investor and what drives share prices in the secondary market, report the market accurately and professionally? It is obvious something new is happening at the Ministry of Interior under Olubunmi Tunji-Ojo. It took almost forever for Nigerian passport seekers to get their document - that is if they got one in the end. Now, applicants need not wait more than three weeks, thus making real the minister’s claim that applying for a Nigerian passport is a right and not a privilege. THEWILL examines the wind of change sweeping the stale corridors of the ministry since BTO assumed duty last August. Michael Jimoh reports…

here is a recent story of a Nigerian homemaker venting her spleen on Minister of Interior Mr. Olubunmi Tunji-Ojo. It is not that the woman in question is a staff of the ministry nor does she have anything to do with one of the youngest cabinet members in President Bola Ahmed Tinubu’s government. There is no remote or direct filial connection either. The only reason for her verbal missiles is on account of her husband who works with the ministry as a senior customs officer. In a state of hysteria, she recalled to a listener in her neighbourhood last month how she used to ‘bale’ her husband’s leather bag once he returned home from work in one of the Custom’s outpost in Nigeria bordering Benin Republic. While the exhausted spouse retires to the bathroom to freshen up, she, the wife, would be the sole custodian of the bag at that very time. Like some spouses are wont to rifle through the wallets of inebriated husbands at home, the woman would methodically go through the bag where she hoped to find ‘something.’ She has never been disappointed for once. She would quickly help herself to some of the monies lining the bag – most of them foreign currencies.

As expected, everything went swimmingly such that by October I, the 204,332 backlogs had been cleared, adding that from NIS’s record, passports already collected is 91,981 while outstanding but available is 112,351. For Nigerians who had to wait for months, possibly years to receive their most important international identities abroad, it was indeed a new dawn. BTO actually pegged the waiting time at two weeks but it took three weeks for which he apologised to Nigerians for the extra week. He also let on about innovations in procuring a passport.

Unlike before when hundreds of applicants besieged INS offices, they can now upload their photographs via INS portals for such capture and would only visit the offices for biometric enrollment. “People will not need to go to passport offices and they are snapping or taking pictures,” BTO let on. “This is 2023. People will be able to upload their passport photographs online with specifications. When you apply for a visa, you do that and we are advancing in that line. Also, your supporting documents should be uploaded online so that when you go to the passport office, it will just be for biometrics and within five minutes you have left there. “We don’t want the past situation whereby people spend the whole day at the passport offices. Even though we know what the exchange rate is, we are not increasing passport fees. "The government of President Tinubu understands the needs of the people. As a person, I do not want anybody to go and stay in a passport office for more than 10 minutes.” How true! Using technology to sort things out may just be the panacea we need. A common complaint levelled by Nigerians at their bureaucratic officials is a lack of feeling. On more than a few online forums there have been testimonies about the effectiveness of the hotlines provided by the minister for citizens to utilise. If this trend continues then we could gradually see the taming of the bad eggs in the system - that is the officers who have created a monstrosity of a system designed to massage their egos and destroy the confidence of Nigerians. “You go to pay for a service. Take congestion in correctional facilities in Nigeria, for instance. Speaking on Arise News in October, the minister let on how he planned to decongest correctional centres. “Immediately I assumed office, the first thing I did was to set up a small committee to be able to review the situation of our correctional centres, vis-à-vis the inmates as they are, and we discovered that over 4,000 of these inmates, as I’ve said before, are still in custody due to inability to pay fines. We looked at how much they owe, total fine is about total of five hundred and something million, and I can tell you we’ve gone very far dealing with the private sector in terms of CSR and etcetera, putting this money together.

Wike, Let Rivers And Fubara Breathe R ivers State, located in the oil-rich Niger Delta region of Nigeria, has long grappled with political instability and conflict tied to the power dynamics of godfather-godson relationships. The current clash between former governor Nyesom Wike and his hand-picked successor, Governor Sim Fubara, is only the latest iteration of the state’s troubled political landscape. To understand the ongoing tensions, it is essential to examine the historical role of political godfathers in Nigeria, as well as the specific background of Wike and Fubara’s complicated partnership turned bitter rivalry. Godfather-godson relationships, where a prominent political figure uses his clout and money to secure the election of his chosen candidate, have been an unfortunate mainstay of Nigerian democracy since its return to civilian rule in 1999. In Rivers State itself, various godfathers have influenced elections and policies from behind the scenes. Without attempting an exhaustive dive into all the players in this godfatherism practice in the state, there are few notable mentions that lay out the issue. Marshal Harry, for instance, was a prominent politician and businessman who played a crucial role in the political career of Dr Peter Odili, who served as the Governor of Rivers State from 1999 to 2007. Harry was Odili's godfather and helped him rise to power. Odili himself can be considered a godfather in Rivers State politics. He rose to power on the structures of Harry, but later dismantled these structures in a political battle of supremacy between both. Odili established his own political structures during his tenure as governor before the emergence of Rotimi Chibuike Amaechi. Amaechi, who served as the Governor of Rivers State from 2007 to 2015, can be regarded as another significant godfather in the state's politics. He emerged as a prominent figure after a political battle with his predecessor, Odili. Amaechi likewise dismantled Odili's political dynasty and established his own structures, a playbook that appears to be in vogue in the oil-rich state. The practice reached new heights during Wike’s own eight years as governor. Wike managed to consolidate control and influence at both state and national levels. He emerged as a prominent power broker within the Peoples Democratic Party (PDP), with some even speculating he had ambitions for the presidency, like his predecessors, a speculation that became fact in the lead up to this year's general election. Riding high after two terms as governor, Wike handpicked his former Accountant- General, Siminalayi Fubara, as his successor in a very crude manner, deploying brutal force against other aspirants in the party. Their relationship initially seemed strong,

with Fubara promising to continue Wike’s programmes and policies that had won him praise for developing infrastructure and providing services. However, trouble began brewing shortly after Fubara took office in May 2023. It was speculated that Wike wanted billions of naira from the state's coffers monthly, but the former governor, now the Minister of the FCT, debunked it. I am however certain that their disagreement has to do with application of resources of the state. This obviously opened a rift between the two men that soon spiraled out of control. The Rivers State House of Assembly splintered into pro and anti-Wike factions, paralysing governance. No less than 27 lawmakers even defected from the PDP to the All Progressives Congress (APC), hoping to weaken Fubara. But in a swift move, the seats of all 27 were declared vacant by the pro-Fubara court backed Assembly faction and elections are expected to fill their positions, further muddying the picture. I am told that two of the defectors have retraced their steps and returned to the PDP. Amid the chaos and the burning of the House of Assembly complex by persons believed to be sup-

porters of the former governor, Fubara managed to get a state court to recognise a member of the Assembly and a key supporter as Speaker of the Assembly, Edison Ehie, giving his camp, a group of about six members, the upper hand. The state government midweek demolished the complex on the premise of rebuilding it. In my opinion, what Wike is orchestrating in Rivers State is unnecessary and wrong. You do not destabilise a state for personal gains. This is just silly and should not be encouraged and supported by anyone who is pro-good governance. I think Wike underestimated Fubara's capacity because so far he is the one with the bloody nose. My issue is that this tussle distracts the government from working for the people of the state. While the specifics may be unique to Rivers State, the broader issue exemplified by the WikeFubara fallout is all too common across Nigeria. Godfather figures use their outsized influence to manipulate the political process, prioritising their personal benefit over the people. In a country still struggling to strengthen its democratic institutions after decades of military rule, this patronage system threatens the legitimacy of representative government. The seeds of godfather-godson relationships took root after Nigeria’s return to democracy in 1999. Lacking established parties with strong ideological positions, politics became a free-for-all for prominent figures to exert control and reap the spoils of office. Military-era levels of corruption and infrastructure deficits continued even with elected officials supposedly answerable to the people. Under President Obasanjo's democratic rule, the manifestations of godfatherism in Nigerian history came to life. Some of the godfathers exhibited many of the features of mafianism, behaving like "Al Capone" in a criminal world, yet these godfathers continued their crime in an endearing political climate. Observers of this practice in Nigeria will recall a plethora of examples from 1999 till date. Jim Nwobodo versus Chimaroke Nnamani (Enugu State), Ifeanyi Ubah versus Chris Ngige (Anambra State), Olusola Saraki versus Mohammed Lawal (Kwara State), Godswill Akpabio versus Udom Emmanuel (Akwa Ibom), Adams Oshiomhole versus Godwin Obaseki (Edo) and Udom Emmanuel versus Umo Eno (Akwa Ibom), amongst several others, are some of the anomalies in our democracy. Godfather figures thrive in opacity, directing outcomes to suit their interests rather than those of the masses. Without accountability and transparency, they hold inordinate sway from the shadows with few checks on their power. Locally in Rivers State, reconciliation between Fubara and Wike looks unlikely.
