COOS BAY — The deadline to enroll for health insurance is fastapproaching, once again. Kim Rollins, one of the many community partners who has helped people sign up, said she hopes she’s gotten to everyone by the April 30 deadline. “My hope is we would’ve saturated them (residents),” Rollins said. Rollins, health service coordinator for Oregon Coast Community Action, is having a Cover Oregon information and enrollment fair April 24. She and Bernarda Liggett from the Waterfall Community Health Center will answer any questions folks might have about Cover Oregon, the state’s insurance exchange under the Affordable Care Act. Rollins said the fair was a last push to sign up people, although she plans to help at least through August.

New military exercises in Europe

WASHINGTON — The United States is considering deploying about 150 soldiers for military exercises to begin in Poland and Estonia in the next few weeks, a Western official said Saturday. The exercises would follow Russia’s buildup of forces near its border with Ukraine and its annexation last month of Ukraine’s Crimean Peninsula.

Defense Secretary Chuck Hagel said earlier this week that the U.S. is looking for ways to reassure its NATO allies of its strong commitment to collective defense. The Pentagon’s press secretary, Rear Adm. John Kirby, said in a statement Friday that American officials are considering a range of additional measures to bolster air, maritime and ground readiness in Europe. Ground exercises in Poland and Estonia would last about two weeks but such exercises would continue on a rotating basis off and on over time, the official said, and other locations in Eastern Europe would be considered. The official

was not authorized to discuss the plan by name because it has not been made final and requested anonymity. No specific date for the deployment of an Army company, which usually consists of 150 soldiers, has been set but an announcement was expected next week, the official said. Kirby’s statement about additional measures didn’t offer specifics. “Some of those activities will be pursued bilaterally with individual NATO nations. “I’ll always be here to assist them,” Rollins said. “I like to be able to help them if they have problems or I can direct them where they should go.” Signing up people hasn’t always been easy, but Rollins said she had help. “Cover Oregon has come down once a month (to answer questions),” Rollins said. Area community partners and agents were able to meet with an exchange representative, Rollins said. SALEM — The future of Oregon’s ban on same-sex marriage goes before a federal judge this week, and while critics will argue that it unconstitutionally discriminates against gays and lesbians, there appears to be little support for it to be upheld. Oregon’s attorney general, Democrat Ellen Rosenblum, says the state’s ban is legally indefensible. Her office filed a lengthy brief urging judge U.S. District Judge Michael McShane to throw it out. There have been no legal arguments submitted for upholding the ban. Federal judges in five states have thrown out voter-approved bans on same-sex marriage on constitutional grounds since the U.S. Supreme Court struck down a portion of the federal Defense of

Marriage Act last year, and many other challenges are pending. For Oregon’s ban, oral arguare scheduled for ments Wednesday at U.S. District Court in Eugene. The court is deciding two cases that have been consolidated. Portland attorneys Lake Perriguey and Lea Ann Easton filed a lawsuit in October on behalf of two women in a relationship for more than 30 years. Two months later, the American Civil Liberties Union and lawyers from two firms went to court on behalf of a lesbian couple and a gay couple. “The ban on same-sex marriage serves no rational purpose and harms Oregon citizens,” lawyers for the state wrote. “This case presents that rare case in which there simply is no legal argument to be made in support of a state law.” SEE BAN | A8
