Oakwood-Vaughan homeless shelter gets committee approval
®
WEE WHEELING’
Aug. 25 city council meeting next step MIKE ADLER madler@insidetoronto.com Caught for six hours between opponents and supporters, members of a city hall committee approved a proposed relocation of Cornerstone Place Shelter to Oakwood Avenue and Vaughan Road. Their decision set up a final debate at the year’s last city council meeting, which begins Aug. 25. If passed at council, Cornerstone and its 50 beds for men will be reborn on a half-
vacant commercial strip area residents describe as a magnet for drugs, prostitution and gang activity. Should council not say yes to the committte’s decision, Cornerstone’s deal with the owner of 616 Vaughan – formerly the Town Talk bar – will fall through, effectively shutting the shelter down until next year at least. “A delay in this case really means death,” said Rev. Patrick Reid, who is Cornerstone’s executive director and pastor >>>STRONG, page 7
Coconut Festival Sunday CLARK KIM ckim@insidetoronto.com Learn all about coconuts Sunday at what’s billed as Canada’s first Coconut Festival taking place at Artscape Wychwood Barns. “It seemed long overdue,” said Cassidy Thedorf, the festival’s sales and marketing manager, noting there’s been similar coconut festivals around the world. More than 70 vendors will be on hand to demonstrate the health and cosmetic benefits of coconuts as well as the many culinary uses with the milk, water, flakes and meat.
About 24 food booths will be set up with six chefs and other specialty vendors. Naturopathic doctors, farmers, authors and businesses will also be present. Proceeds raised from the $5 admission will go toward helping coconut farmers in the Philippines through the charity Gawad Kalinga Canada (www. gk1canada.com). The festival, which will feature live entertainment, takes place at Wychwood Barns, 601 Christie St., from 10 a.m. to 6 p.m. Sunday. Admission for children under 12 is free. Visit coconutfestival.ca

Musician brings African blues to BuskerFest Street festival on Yonge Street today through Sunday FANNIE SUNSHINE fsunshine@insidetoronto.com When Adam Solomon takes to the street to perform as part of Scotiabank BuskerFest this month, not only will it be his first time taking part, but also his initiation to the festival itself. “I’ve never been to BuskerFest,” said the African blues musician. “Sometimes I’m not here, I’m travelling with my band. This will be my first experience with BuskerFest.” Born in Mombasa, Kenya, Solomon began performing at a young age, playing the kivoti (flute) and kayaamba (shaker) at village celebrations and festivals, eventually playing alongside some of the country’s most popular bands and musicians. After moving to Toronto in 1992, where he currently lives in the Keele Street and Eglinton Avenue area, he formed his band, Tikisa, in 1995, and continues to tour with them,

can be frequently found at Yorkdale, Eglinton and Bloor stations. The 15th annual Scotiabank BuskerBest, held in support of Epilepsy Toronto, will take place this weekend along Yonge Street, from Queen to College streets and surrounding areas, including Trinity Square Park and Yonge-Dundas Square. Some 120 street performers in more than 50 acts from around the world are expected to take part. For the first time, each performing act will be doing one performance on the stage at Yonge-Dundas Square over the course of the fourday festival, with all proceeds going to Epilepsy Toronto. But performers will be able to keep proceeds from “the hat” passed around after their performances on the street. Since its beginning in 2000, BuskerFest has featured hundreds of street performers from around the world, and hosted about a million and a half attendees last year, the first time it was held along the downtown Yonge Street corridor. Admission is voluntary. Scotiabank BuskerFest will run Thursday and Friday from noon to 11 p.m., Saturday from 11 a.m. to 11 p.m., and Sunday from 11 a.m. to 8 p.m.

Scott Jackson will bring his champion beats to this year’s Scotiabank BuskerFest.
A couple of local acts will be entertaining the crowds at the annual Scotiabank BuskerFest taking place from today to Sunday. Scott Jackson, the human “beatboxer” from Weston, is returning to the popular downtown festival, which is in its 15th year raising funds in support of Epilepsy Toronto. “It brings me back to when I started,” said Jackson, who has gained popularity across Canada as the former national beatbox champion and a finalist on Canada’s Got Talent. “The thing about BuskerFest is I’m right there, right in front of you.”
With eight to 10 shows scheduled throughout the day, Jackson said it allows him to try new material while interacting with the audience and teaching some onlookers how to beatbox. “Hopefully, everybody is ready for a good time,” said Jackson, who most recently performed in Vancouver on tour and will be competing in China next month for a chance to perform at a new year’s festival potentially seen by at least 800 million people. But before he travels overseas, he’ll be flying back to Toronto for BuskerFest this week to join other international street performers, bringing their acts to the Downtown Yonge Neighbourhood from Queen to College streets and surrounding

areas, including Trinity Square Park and Yonge-Dundas Square. Festival veterans Heather Chappell and Vince Peets, who also call the former city of York home, will be singing and performing their musical act with the guitar, accordion and penny whistles. “We have a special connection because both of us are living with epilepsy,” Chappell told The Guardian before last year’s festival. This will be the Celtic duo’s fourth year performing at BuskerFest, which has now grown to see an estimated one-and-a-half million spectators attend.

What are candidates saying about building a better Toronto?
Write us
A
recent study by the University of Toronto says our city has a “major infrastructure funding shortfall” when it comes to financial support from other levels of government and its own property taxpayers. We have said before that when it comes to projects such as transit expansion, roads and public housing, Toronto residents will get the city they are willing to pay for. So far, based on the fourth-place finish we received from the Economist Intelligence Unit’s Global Livability Survey this week, it seems Toronto residents have been getting an excellent return for their relatively low investment. That’s especially true since Toronto property taxes are, on average, lower than those paid by residents of other Ontario cities, according to the U of T report, Is Toronto Fiscally Healthy? our view The report by the Institute for Municipal Finance and Decide what Governance at U of T’s Munk School of Global Affairs also said we are willing Toronto does not have a problem when it comes to spending of taxto pay for payers’ dollars. “Toronto does not face a fiscal crisis by any means,” the report said. Toronto’s challenge is bringing in more money to pay for needed infrastructure improvements. In responding to the report, city manager Joe Pennachetti pointed out there is not a lot of room left for cost-cutting in the city, but “we don’t have all the revenues to ensure we can grow a city that we all want.” Most concerning is the estimated $860-million repair backlog faced by Toronto Community Housing, Canada’s biggest landlord. The operation of public housing is fully funded in every province except Ontario. Also, the city still must cover the operating costs of the TTC to the tune of $250 million, funding that used to come from the province. As campaigning becomes more intense in this fall’s municipal election, candidates will be cherrypicking bits of the U of T report as either justification for their past actions or as a call for change. Both arguments will have some merit. This campaign, listen to candidates who can speak about the challenges the city faces, what kind of city we want to build, what are we willing to pay for and who should be paying.

On the cotton candy trail at The Ex I ’m just on my way out the door to head down to The Ex and I’m a man on a mission. It occurred to me that after all these years I couldn’t even fill up a measly sticky note with what I know about cotton candy. All I can offer is that it’s made out of sugar, it’s fluffy and it’s pink. You’d figure I’d know a lot more than that, cotton candy being such a popular Ex staple and all. But I never tried cotton candy when I was growing up. It wasn’t on my snacking radar. I was well aware it was sweet and, like most candy, really bad for you, which normally is enticing enough to reel in any kid. But I never found it visually appealing. But I had a bigger concern: I couldn’t figure out how the heck you were supposed to eat it. I could eat ice cream in my sleep without dripping
jamie wayne BUT SERIOUSLY
even so much as a smidgen on my pillow. Same goes for a Popsicle. For the record, I did both many times as a child much to the amazement of the Sandman. Devouring a chocolate bar was, fittingly, also child’s play. Ditto for licorice or a lollipop. And a piece of cake? It was a piece of cake! Treats are supposed to be user-friendly, right? dining dilemma Not so cotton candy. It’s modus operandi of consumption was not obvious. It seemed to have infinite possibilities. Do you chew it? Do you lick it? Do you stick your face in it and gobble away? Do you tear off little pieces and nibble on them one at a time? Do you let it melt
in your mouth, not in your hands? Do you let it melt in your hands, not in your mouth? Some of the above? All of the above? None of the above? it’s a mystery
I had no idea and for a very good reason. I’d never actually seen anybody eating any. All I ever saw were kids holding the fullsized original purchase, their faces peering out from behind. I also occasionally saw kids with cotton candy stains on their faces wiping sticky fingers on their shirts, but they, too, were holding the whole cotton candy intact. I never saw partially eaten portions in progress. When kids ate it and how they ate it were both a mystery. And here’s another question: what’s the parental holding protocol when it comes to cotton candy? Do they hold their children’s
cotton candy in between gulps or slurps? And what if they took you to The Ex with your siblings and a few friends? Are mom and dad expected to hang on to three or four in each hand while the kids go on the rides? And what’s that thing the cotton candy is on called? And how does it stay attached to it? And what happens if it’s windy – does the cotton candy blow away? And suppose you only eat half and take the rest home, do you put it in the fridge or the cupboard? And how long can you keep it before it goes bad? If you’ll excuse, it’s time to hit the road. I’ve got some serious cotton candy watching to take care of down at The Ex.

the city’s consultation process in the neighbourhood “dismissive of people with valid concerns,” was the only committee member to support Colle’s position. Other councillors said the city must maintain its stock of shelter beds or risk deaths on the streets in winter. Many residents voiced arguments against the shelter proposal, which they heard for the first time at a July 28 community meeting attended by 300 people. Colle blamed the city’s bureaucrats for starting their community outreach on the project too late, despite warnings from his office. Vaughan and Oakwood is “one of the most derelict and desolate corners in this city,” said Anna Sottile, a local business owner, adding the biggest industry in that part of her fragile neighbourhood “is booze and drugs.” While the city has spent millions revitalizing St.

Josef Soeherman, a realtor whose family has owned 616 Vaughan for decades, said at least one prospective bar or nightclub owner is “ready to put an offer on the table” should the Cornerstone sale fall through. After one woman said homelessness is “much too difficult to explain” to her children, Susan Sneyd, a parent who lives two blocks from 616 Vaughan said she’s willing to try. “I want my children to understand difference and to learn how to be compassionate,” said Sneyd, adding she “was stunned by the level of fear” at the July 28 meeting. Sneyd also said she’d rather have a shelter run so well on St. Clair most residents were not aware of it, than another bar on the property.

Reid said the seller is not going to wait until January, when the new city council arrives. Eglinton-Lawrence’s Josh Colle, the councillor who represents the Oakwood Village neighbourhood around the intersection, called 616 Vaughan “the king of chronic bad locations” and had urged the Community Development and Recreation Committee to defer the sale. He proposed the city ask the building’s owner to extend an Aug. 29 deadline for the deal, but also investigate the use of 524 Oakwood, a city-owned former health clinic, as a temporary Cornerstone location. Let zoo make own decisions
T
he Toronto Zoo turned 40 on Friday, and the best present Toronto could give it is independence. City councillors proved it didn’t have that by sending the zoo’s elephants to a sanctuary, over the objections of keepers and the zoo’s management board. By the time the “ladies” arrived in California last October, after a tug-ofwar lasting years, the U.S. Association of Zoos and Aquariums (AZA) had stripped the zoo of accreditation. Those elephants may be happier at the sanctuary; they’re certainly warmer, but the zoo’s prospects are damaged when it’s needed more than ever to breed endangered animals and protect them in the wild, and to teach people how to stop extinctions. That’s work supported by both sides in the elephant battle, but one side, backed by most city councillors, made it harder for the zoo to reach its goals. Glenn De Baeremaeker, a councillor on the zoo board, trains arrive for testing wExpress

opinion
The first Union Pearson (UP) Express trains have arrived in Toronto for testing. Reaching a top speed of 145 kilometres per hour, Metrolinx says the new trains will be able to travel between Terminal One of Pearson International Airport to a new station located inside Union Station’s Skywalk in 25 minutes, making two stops along the way at Weston and Bloor GO stations. Eighteen of the “clean diesel” trains were ordered by Metrolinx for the all-day UP service, which can be converted to electric in the future, although the province has not yet announced when that will happen. Metrolinx says the service will cater to businessclass travellers. The service launches next year. Express noise wall concerns wUP
While there is plenty of enthusiasm for UP’s debut, the service has also faced plenty of criticism. One contentious matter is a plan to erect 10 kilometres
mike adler the city says AZA is a “morally bankrupt” institution the zoo shouldn’t rejoin. That’s fine, until you consider animals the zoo has on loan to AZA zoos or is loaning from them, or conservation programs it works on with other AZA zoos. The longer it’s stuck with lower status, the harder dealing with AZA zoos gets, and it can’t get accredited until council agrees that, while the city owns the animals, the zoo decides what’s done with them. Council also rejected the zoo’s proposal in 2012 to run itself through an independent body, as it did from 1974 to 1978. This time, the body would have “prominent corporate, community and business leaders” and no council control. De Baeremaeker calls this “a fiasco,” but Gloria Lindsay Luby, a councillor and zoo board vice-chair, hopes a report on zoo governance is
rahul gupta TO in TRANSIT of concrete sound barriers, or “noise walls,” that Metrolinx says are necessary to limit the noise and vibrations caused by future UP diesel train traffic traveling along the Georgetown South rail corridor. Opponents of the walls, including the Junction Triangle Rail Committee, say the walls are too high and will prevent future electrification of the corridor. Construction of the noise walls, estimated to cost at least $20 million, was scheduled to start this week. planning contest awards wUrban
An urban planning contest for young city builders under the age of 30 has awarded a $5,000 cash prize for a proposal to make Yonge Street more pedestrian-friendly. Richard Valenzona took home the 2014 NXT City Prize for his idea to turn Yonge, between Queen Street and College Street, into a pedes-
heard next year by a different council that will “leave the zoo matters up to the zoo.” Lack of independence also hobbled the zoo’s fundraising. Its renewal plan in 2009 – $250 million over 10 years – was abandoned. Contrast that with the Art Gallery of Ontario’s Transformation AGO funding drive; it met its $254-million goal five months early in 2008, then increased it to $276 million. This city stepped up for a place to house fine art. Why wouldn’t Torontonians do the same for the zoo? Our zoo is part of that mounting public infrastructure deficit mentioned in a University of Toronto report last week, only this isn’t chunks falling off the Gardiner Expressway, it’s a $15-million animal hospital the zoo needs but can’t afford; it’s work to save animals from extinction. It can’t happen unless the next council unchains the zoo and trusts it to be on its own. Metroland Media Toronto reporter Mike Adler is on the city hall beat while David Nickle is on vacation.
