The status update on the school project, provided in a letter dated Dec. 15 from the Toronto Catholic District School Board (TCDSB) to the school community, noted submission documents for city site plan approval are now pending approval of the revisions being made. “We do not think there will be a significant impact right now,” said John Yan, TCDSB senior coordinator of communications. “We will have more of an idea at end of January.” >>>BOARD, page 5

A man faces charges in connection with a series of bank robberies throughout the city. On Feb. 13, a man wearing gloves, a baseball cap and a hooded jacket entered a bank near Weston Road and Lawrence Avenue, showed a teller a note demanding money and threatened to shoot her if she didn’t comply. He allegedly lifted up his hoodie, revealing a silver handgun. The teller handed over cash. On Oct. 1, police allege the same man was disguised with a fake beard, a wig and dark glasses during a bank robbery near Bloor and Sherbourne streets. On Oct. 15, he wore a fake beard, a baseball cap and a hoodie to a bank near Danforth and Logan avenues. He allegedly handed a teller a typed note indicating a hold up, and he fled with cash. On Nov. 13, police allege he wore a blond wig, gloves and a hat during a hold up at a bank at Bathurst Street and Lawrence Avenue. He allegedly gave a teller a note demanding a specific amount of money; the note also stated he has Hepatitis C and a gun. A man was arrested Dec. 10. Franco Cavaliere, 28, of Toronto has been charged with robbery while armed with a firearm, three counts of robbery and four counts of using a disguise with intent. Let’s all make volunteering our resolution L
et’s make next year a banner year in Toronto for volunteering in the community. With 2015 almost upon us, it seems like a good time to issue this call. There’s still a little bit left in 2014 to ponder goals and expectations for the coming year – and perhaps include some time to give to a cause or organization of importance to you. Also, 2015 is a big year in Toronto. The Pan Am/ Parapan Am Games are coming to the city in July. It’s Canada’s largest multi-sport event. There are opportunities both before and during the Games, which will rely on some 23,000 volunteers to ensure things run smoothly. Visit the Pan Am Games website for more information. And Toronto is a city known for its diverse offerings of festivals and events. But volunteering is not just about what’s good for a cause, an organization or the city. It’s about what’s good for us, too. When it comes to the positive developments that arise from volunteering, it is not merely a ‘one-way’ street. Volunteer opportunities represent more than just a chance to get involved in your community and help out. In many cases, volunteers acquire new skills and contacts during the course of their work. Volunteers acquire intangible benefits, too: a richer experience of life in the city and the satisfaction of knowing your efforts are helping your community. When we think about what kind of environment we want to live in, what improvements we want in our neighbourhoods and what connections we want to forge in our community, volunteering helps in all of those areas. William Osler Health Centre recently honoured seven of its volunteers who had compiled a staggering 50 years each of volunteering with its hospitals, including Etobicoke General. Let’s see what we can do in one year. Calls for volunteering – the ultimate commitment to our community – are all around us. Let’s answer the call – in greater numbers than ever.

Hey, don’t blame me – it was the snow Alright, a show of hands. On the count of three. How many of you out there were late for work last Thursday, the day of the snowstorm? Before we begin, if it was your day off, please kindly abstain from voting. And for those who get nervous before quizzes, not to worry. it’s an open book test. So if you can’t remember if you were late or not and have to consult a time tracker, or the company security system if you don’t have access to a time tracker, feel free to do so. I’ll wait. ... Later that day. OK. Looks like everybody’s good to go, so let’s proceed: 1,2,3. Wow. That’s quite a large group. Even bigger than I had anticipated. Moving right along, on to question number two. Of those who were late, how many told their boss it couldn’t be helped given that the weather was so bad? Ready to raise your
jamie wayne BUT SERIOUSLY hands again? Terrific. On your mark, get set, go. Uh, oh. The entire same group. Oh well. Anyhow, that concludes the survey portion of the column. Now for the analysis of the results portion. A word of warning to the hand-raisers who couldn’t make it on time for their respective shifts and when they did arrive, provided the standard explanation. The way-too-snowy sob story doesn’t cut it, I’m afraid. We tend to get blanketed in the white stuff occasionally this time of year. This is Canada, after all. And don’t dare be fooled if your boss let your tardiness slide last Thursday. Companies tend to give employees a mulligan when it comes to the first blizzard of the season. I wouldn’t press your luck
after the next big snowfall, if I were you. Ditto for those of you who are routinely late for work and assume that blustery conditions are a licence to meander in late. It’s never a good idea in any season, but make no mistake, ’tis definitely not the season for such a game plan. The reason is simple. When we’re about be to hit with a snowstorm there is always plenty of heads up on TV, radio, in the newspapers, online, around the office. Everywhere. It’s impossible not to know it’s on the way. What’s more, given that we go down this path every winter, if you try and give examples of why you couldn’t make it on time, your boss has a laundry list of well-rehearsed comebacks for any occasion. If you say both your bus was late or it was bumper to bumper on the highway, you’ll be advised you should have left earlier. If you say you couldn’t get up
the hill in your car, you’ll be reminded you should have had snow tires on by now. If you say your battery went dead, you’ll be informed you should have had your annual winter tune up. And so on. The list at his or her disposal is as endless as it is obvious. Which brings us to the present. There don’t appear to be any predicted outbursts this week and the forecast for Christmas Eve is for light snow only. So my advice is you’d best think twice before calling in to say you’ll be running late that day. If you do, your boss will be licking his lips as he smirks: “If Santa can get here on time all the way from the North Pole, you shouldn’t have any trouble making it from York. Buh-bye. No one should be left out in the cold during the winter and thanks to the Learning Enrichment Foundation (LEF) and several other community organizations, more than 900 winter coats have been donated to those in need. Launching its first winter coat drive in November, LEF, a community economic development organization, hoped to collect 200 winter coats; instead more than 900 coats were collected. “The LEF and other community partners got together and identified a need throughout our communities,” community engagement facilitator Jean-Marie Boutot said. “Having seen kids in school yards without appropriate coats for the winter we decided to reach out to the community.”
Although the coat drive had a slow start, word spread rapidly reaching different organizations and communities including the Toronto Police 12 Division, TTC Mount Dennis Garage, school outreach programs and the Weston King Neighbourhood Centre.

and plans to make an official donation of new, hooded coats today. “We have purchased 180 children’s coats of various sizes and our employees just stepped up and donated m o n e y,” T TC d i v i s i o n manager Tim Baubie said. “They’re a giving bunch and they all thought it was a
great idea, especially during Christmas.” The TTC Garage has surpassed its initial goal by 50 coats, which are destined for schools along the Mount Dennis bus route for at-risk children whose families don’t have the means to purchase proper winter clothing. “We put a sample coat on
display along with a poster so our employees could see exactly what they were purchasing,” Baubie said. “It was something different and it was the first time we’ve organized a coat drive for the community.” And it was perfect timing for all partners involved. “Oh my goodness, the people who received their coats were really, really thankful. They make a big difference and keep those in need warm in the winter,” Boutot said. Coats were being distributed through LEF childcare centres, before- and afterschool programs as well as at schools along the Mount Dennis bus route. The LEF is organizing a final distribution day for winter coats, one coat per person, on Thursday, Dec. 18 at 116 Industry St. from noon to 1 p.m. Hot chocolate will also be served. It’s too soon to be able to map out where all the political fights will be in the coming winter’s city hall budget process. But the Toronto Public Library Board has thrown down the gauntlet for the first big one. This shouldn’t be a surprise. There is something about our library system that attracts duelling city councillors like nothing else. Last term, former budget chief Mike Del Grande instigated a minor skirmish when he wondered why so many DVDs and books were circulated in languages other than English. The same term, former budget committee vicechair Doug Ford made headlines by inventing the term lie-berry and disrespecting author Margaret Atwood, as he suggested closing a library in his ward to save some money. That was a Potemkin moment for bibliophiles to rise up and support their libraries. This time, the membership of the library board
david nickle the city (most of whom were appointed under former mayor Rob Ford’s administration) is setting up for a fight that lands somewhere in between. In their 2015 budget submission, they’ve included a 40 per cent reduction in security service in branches across the city. The move would save $660,000 from the budget, bringing its submission down to a two per cent increase over last year. It would mean that in some branches, there would no longer be a security guard present. Board chair Mike Foderick maintains those branches don’t need a security guard, given their historic low level of incidents over the past number of years. For instance, at the Centennial branch, the security guard worked 27 hours a week in 2013, and
over that year dealt with only a single incident. Perhaps there will be some library patrons comforted by that statistic. But it’s hard to imagine very many who send their children to libraries to study or their elderly parents there to read and socialize will be comfortable taking a chance on safety. The union representing library workers (which doesn’t, incidentally, represent the security guards) has already taken a stand on the issue, as a matter of workplace safety. If I were a betting columnist, I’d say by the time this works its way through the budget process there won’t be any change in the library system’s security complement. For a service that a majority of Torontonians seem to regard as untouchable, it’s astounding politicians of certain stripes can’t seem to keep their hands off it.

Debit, credit card payment options coming to transit system: Josh Colle ‘We’re finally getting to a place we should be,’ says EglintonLawrence councillor RAHUL GUPTA rgupta@insidetoronto.com TTC riders, no matter what station they’re in, will finally have the opportunity to buy tokens and tickets using debit or credit cards. That’s the pledge made by TTC chair Josh Colle, who announced Tuesday morning that beginning in the new year all station fare collectors across the system will accept expanded payment methods for purchases of 10 or more tickets and tokens as well as day passes. While most transit systems in the world have long accepted a variety of payment methods, Colle said the switch was a “long time coming” and necessary for continuing work to integrate the TTC with the Presto
electronic fare system. “We’re finally getting to a place we should be, and it’s important to recognize this bridges us to Presto,” said Colle, who was accompanied by Mayor John Tory and TTC CEO Andy Byford during the announcement, which was made inside Victoria Park Station. “We have to make an urgent push to make sure we have that technology in the system sooner than later.” Tory agreed, pointing out when it comes to offering up-to-date payment options, the City of Toronto trails far behind other jurisdictions. “This city is two generations behind other cities, and even the private sector within the city, in terms of using technology to make people’s lives easier and more convenient,” he said. TTC riders have had the option to use debit or credit to buy a monthly or weekly Metropass since late 2012. Colle said having more ways to pay fares would also improve safety with TTC staff no longer needing
to accept large amount of cash to handle payments. Expanding fare payment options will cost the TTC around $1.5 million over five years, to offer more options to use debit and credit for payment, as well as the development of a “cash register” to account for the increased volume of transactions paid by card. The new options will not allow for the purchase of single fares using a card, but Byford promised a “wave and pay” option to go into effect next year, intended to allow for speedy payment of fares under $10. No further details were given. Byford said steps have been taken to ensure there are no lengthy lineups at fare windows because of the new options. “There’s a science to what we do,” he said. “Ultimately what we want is to get rid of tickets, tokens and transfers and move to Presto.”

Growth in e-books, digital services expected to continue DAVID NICKLE dnickle@insidetoronto.com E-books, 3D printers, and education mingling computers and the classroom: these are the signs of the future for Toronto’s new City Librarian. “I think it’s a really exciting time to be working in libraries,” said Vickery Bowles, who will be starting the job overseeing Toronto Public Library on Jan. 5. Bowles’ appointment to the post was announced Tuesday by the Toronto Public Library Board. She will be replacing outgoing City Librarian Jane Pyper, who retired from the library earlier this year. The board conducted a national search for Pyper’s replacement, and eventually chose the 32-year veteran of the library system in Toronto. Bowles got her start in the pre-amalgamation North York Public Library system, and after 1998 oversaw the Scarborough and East York branches. But since 2007, Bowles’ major preoccupation as Director of Collections Management and City-Wide Services has been to oversee

the growth of Toronto’s electronic book collection. In 2009, the e-book circulation was at 180,000. Now it’s at 3.5 million. “First the trend was toward the audiobook and then the transition came to e-book,” she said. “It coincided with the increased availability of e-book services, when the Kobo became available and then the Sony e-reader. Once those really became available on the market, we saw a huge increase.” In her new role, Bowles said she anticipates the electronic collection will continue its growth for another
five years until it plateaus. But she is anticipating a strong electronic presence in other areas as well. She said the new Fort York branch will incorporate various digital services. “People can come to the library to create content, whether through book content – you can do selfpublishing – or different kinds of content, where you have a maker fair or a digital innovation hub where people experiment with new technology like a 3D printer. I think there are so many ways where we can integrate new technology into the library.” In a statement, board chair Michael Foderick praised Bowles. “Vickery brings a wealth of experience to her new role, as well as a passion for public library service and a deep understanding of the library’s role in strengthening our city,” said Foderick. “She begins her new role at an exciting time, and will be leading one of the world’s busiest urban library systems through a period of change as libraries continue to evolve in the digital age.”

investigating bus running red light wTTC A motorist’s dashcam video capturing a TTC bus running a red light in Scarborough has caused a stir since it was posted online. This week, TTC spokesperson Brad Ross promised a full investigation into the incident, which took place Saturday afternoon. The video shows a TTC bus traveling east on Eglinton Avenue pass through the intersection at Warden Avenue, after the light has turned red. Ross said the video, which has been viewed more than 6,000 times since it was posted on YouTube, could lead to disciplinary measures ranging from a written warning to outright termination for the driver, whose identity is unknown. Paramedics urge people to ‘make the right call’ CYNTHIA REASON creason@insidetoronto.com Having chest pains, trouble breathing, uncontrollable bleeding or suffering a traumatic injury? Don’t hesitate – call 911 immediately. But if you are simply suffering flu or cold symptoms, fevers, cuts, sprains or any other relatively minor ailment, you may wish to heed the advice of a public information campaign launched by Toronto Paramedic Services, asking residents to stop, consider their options, and, most importantly, “make the right call.” Running until the end of December, the Make the Right Call campaign is one Toronto Paramedic Services chief Paul Raftis said is designed to educate the public about the health care alternatives available to them in non-emergency situations: seeking medical advice from the registered nurses on-call at Telehealth Ontario’s 24/7 telephone line; visiting one of the 2,720 walk-in clinics in Toronto; or simply booking an appointment with a family physician. than 250,000 emergency calls a year, or about 685 calls a day. “Since 2005 we’ve seen a really big spike with the aging population – we’ve actually transported about 60,000 new patients every year since then – so it’s a very, very high call volume.” Many of those callers, however, are simply not aware they have options other than calling 911 for non-emergency situations, Raftis said. While calling 911 for an ambu-
lance essentially means callers receive a mobile emergency room staffed by highly trained paramedics at their doorstep, that kind of service is not always necessary for minor medical problems – and doing so can divert paramedic resources from responding more quickly to real medical emergencies. “It takes some ambulances out of service, when they’re servicing calls that maybe we don’t need to,” Raftis said. “We’re not suggesting that half of
our call volume is this way, because that’s not the case. It’s probably a few thousand calls a year, but those few thousand calls, if we were able to, we’d be able to service emergency calls more quickly if we weren’t tied up responding to those (nonemergency situations).” That said, the Make the Right Call campaign – which has been translated into 10 languages and is being advertised over social media, radio, TV and newspaper ads – isn’t about telling people not to call 911 when they need to, but simply urging them to educate themselves about their health care options, Raftis said. “It’s important to us that people know, if you have a serious medical emergency, don’t feel bad about calling 911. Call us, and we’ll have highly trained, highly skilled paramedics come and take care of you. We really want to focus on folks calling us when they have a serious emergency – and if they’re ever in doubt, they should always feel comfortable calling us,” he assured. “But if they just take that second to ask themselves, you know, ‘could this be dealt with better at a walk-in clinic or another route?’, that could be helpful to us.”
