Art aficionados don’t need to spend big bucks to visit an art gallery to appreciate the finer things in life. They can just head

to the Eglinton Avenue West area between Dufferin Street and Marlee Avenue. The York-Eglinton Business Improvement Area (BIA) is a canvas for local artists and everyone is invited to check

out the exhibit at the storefront level. “It’s a great family outing,” said BIA chair and local formal clothing retailer Nick Alampi. “With the weather the way it is with some days cold and

some days hot, on the days you need to get out and get some fresh air, this is a nice place to go for a walk and to see the art.” Gallery City features art >>>ART, page 6

The Book of Negroes crowning achievement for Clement Virgo First settled in Oakwood-Eglinton area upon immigrating to Canada JUSTIN SKINNER

F

or a project that gave him pause at first, filmmaker and Kensington Market resident Clement Virgo’s most recent work has turned out to be the crowning achievement of his career thus far. Virgo directed the miniseries The Book of Negroes, based on the book of the same name by Canadian author Lawrence Hill. While both the book and the series have been well-received, the filmmaker admitted he was hesitant to so much as read it when he first heard of it. “I had a reaction to the title – it’s a charged word,” he said. “It took me a bit of time to get up to reading it, but when I did, I fell in love with it.” Virgo noted that, upon reading the book, the racially charged word almost felt like a nonsequitur. The sprawling period drama provided plenty of material for the mini-series, which Virgo and Hill adapted for the screen. In fact, there was almost too much material. “The novel was big, so there was a challenge in how to ensure the people (viewers) meet and care about a narrative arc,” Virgo said. “I also wanted to make sure the love story aspect carried through to the last episode – in the book, it’s kind of dropped. It was a love story through the perspective of a woman, which isn’t something you tend to see.”

Virgo came to Canada with his parents at age 11, arriving here in the late 1970s as part of the first big wave of Caribbean immigrants to Canada. The family settled in the Eglinton and Oakwood area, which boasted a large CaribbeanCanadian population. “There was a big Jamaican population there at the time, so it was the first place to go if you wanted to make friends,” he said. From there, the family moved to Regent Park and then to Alexandra Park, a short distance from the neighbourhood he now calls home. “Living in Regent Park and Alexandra Park, those were seminal years in terms of shaping how I feel about the city and the country,” he said. “There were a lot of immigrants from all over – African, Asia, the Caribbean – and it showed that nobody has a claim to the city. It’s a cultural experiment that’s working.” Despite a love of movies, Virgo never saw himself as a filmmaker growing up. That all changed when he saw Spike Lee’s She’s Gotta Have It in 1986. He credits the New York film scene at the time with turning him on to his current career path. “As an immigrant kid who came from Jamaica as a kid, I never thought that door was open until (She’s Gotta Have It),” he said. “When I decided to get into (filmmaking), the overwhelming response from my parents was ‘learn a trade. something practical.’” Still, he persevered, and now has a list of credits that includes stints directing episodes of acclaimed television series The Wire and The L-Word, among others. The Book of Negroes marks a new high, with Virgo helming the highprofile mini-series. “It’s the first project I’ve made that my niece was interested in,” he said with a chuckle. “We saw an ad for it over the holidays and she said, ‘I can’t wait to see that.’ I looked at her and said,

‘You know I did that, right?’” Despite the show’s success, Virgo remains low-key about his success. “I’ve always felt like I’m working on the margins as a filmmaker. I’ve never felt like I’ve arrived – I’m still reaching, searching, trying to find my voice,” he said. The Book of Negroes premiered Jan. 7 and airs Wednesdays at 9 p.m. on CBC. Caledonia Park to benefit from extra cash from Shoeless Joe’s competition CLARK KIM ckim@insidetoronto.com The Shoeless Joe’s franchise near Dufferin Street and Lawrence Avenue is now two for two as the restaurant ended up with a top three finish again in a competition that rewarded thousands of dollars for a community refresh project. The Shoeless Joe’s Sports Grill sports-based program called “If Your Team Wins, Your Community Wins” was held for a second year, which rewarded local sports teams with points every time they ate at the restaurant. “We’ve had great success with this program,” said Donald Wong, who owns the North York franchise along with Stephen Chan and Charles Yung. Last year, they finished in second place, earning $10,000 that was spent on a basketball court renovation project within the Eglinton-Lawrence community represented by Ward 15 Councillor Josh Colle. This year, their location came in third and won $5,000. “We were pretty confident,” said Wong, also giving credit to the various teams who came in again to eat while supporting the program. “It’s good competition against the different franchises.” After being awarded the

Caledonia Park

$5,000, they reached out again to the local councillor to see where the funds could best be spent. Colle suggested the funds go toward improving the recreation facility at Caledonia Park located near Caledonia Road and Lawrence Avenue West. “There’s money in the budget to redo Caledonia Park, but this will add to that,” said Colle, noting the sports field can be revitalized. “It’s a really huge space with a lot going on, but it’s not used as well as it could be.” Colle added he was thrilled with the local Shoeless Joe’s winning two years in a row and being able to contribute to improving the neighbourhood. “We spent a lot of the last term renewing green spaces,” he said. “There’s always a need there so it’s pretty easy to identify needs.”

elp build the Pan Am Path and create a living legacy for the city of Toronto. The 84-kilometre trail promises to connect communities literally and figuratively across the Toronto region and may be our best souvenir from the Pan Am/ Parapan Am Games. Though it’s the dead of winter, now’s the time to get involved. Workshops hosted by the many partner organizations are starting to take place to help build various installations meant to celebrate our diversity. Lakeshore Arts in Etobicoke, for example, will begin public workshops this month to create unique flags banners for part of the path our view and that “explore themes of home, identity and community stories.” Trail will The workshops aim to bring people together across genconnect all erations and cultures and is representative of the kind of colof Toronto laboration the path is meant to inspire. Check in with partner groups Urban Arts, Arts Etobicoke, East End Arts, Scarborough Arts and North York Arts for other local opportunities. Stretching from the Claireville Reservoir in the northwest, down the Humber River, across the Martin Goodman Trail to the Don River and northeast to Rouge Park, the Pan Am Path’s installation and associated programs aim to engage and leverage diversity by showcasing the communities that exist along the route. It’s a great chance for many of our Neighbourhood Improvement Areas (NIA) to get involved through the launch of the Path – which touches seven of the city’s 17 NIAs – and ongoing stewardship to ensure its future sustainability. The Path also aims to promote healthy living by filling in the gaps in our trail system and improving the public spaces found within. The multiuse trail, once complete, has the potential to become a regional landmark that could raise the profile of the city for its own residents and tourists alike. No matter your opinion of the Games, this project is a great example of people coming together to celebrate diversity and create a lasting legacy that’s accessible to all Torontonians. It’s bridging cultures and geography, providing a physical connection between our outer suburbs and the downtown core. Don’t miss your chance to be a part of it.

February is sweet, but a little too short

A

s far as months go, February is my fave. For starters, being only 28 days and all, I’ve always thought it as being the cutest month. I just want to give it a big hug when it shows up and then fawn all over it the way everybody does with a precious little baby in a stroller. “You’re so cute February, yes you are. You are, aren’t you? You know you are, don’t you? And you know why you are? Because you are.” What can I say? I can’t help myself. But it’s more than just the small number of days that makes February so appealing; it’s what happens on a few of them that oozes the same delightful quality. Kicking off the month is the ever popular Groundhog Day festivities. It’s one eye-catching moment after another. The ever bubbly officials in tuxedos and top hats oversee-

jamie wayne BUT SERIOUSLY ing the ceremonies get the affair off and rolling. The acrobatic groundhogarazzi all around eagerly capturing the moment on camera add to the atmosphere. Then comes the much anticipated arrival of the furry stars of the hour: the irresistible Punxsutawney Phil and Wiarton Willie take centre stage. Whether they see their shadows or don’t see their shadows isn’t the only important news of the day. Deserving of equal billing at the event is that there’s never a shadow of a doubt that a good time has been had by all. What’s more, just like February itself, whenever I see those two adorable celebrities I just want to give them both a big hug and fawn all over them, too. “You’re so cute Phil, yes you are. You’re so cute,

Willie, yes you are. You are, aren’t you? You know you are, don’t you? And you know why you are? Because you are.” Next up is Valentine’s Day smack dab in the middle of the month. It always warms the heart and there’s a lot of equally darling moments associated with it. Like when you watch close friends fretting over what to get for a serious new love in their lives. They bombard you with a zillion questions for weeks leading up to the big day. What do I buy? How much should I spend? Are flowers and chocolates and dinner enough? Should I get clothes? What about jewelry? Or does it have to be flowers, chocolates, dinner, clothes and jewelry? Their nervous behaviour is priceless. Whenever I listen to one of them worrying away like that I just want to give them a hug and fawn all over them, too. “You’re so cute Bubba,

yes you are. You are, aren’t you? You know you are, don’t you? And you know why you are? Because you are.” Then there’s the most recent welcome addition to the month, Family Day, which has really taken off and keeps growing every year. The icing on the cake of Family Day? Stat pay. Talk about pleasing sights! OK, I will: “You’re so cute, stat pay, yes you are. You are, aren’t you? You know you are, don’t you? And you know why you are? Because you are.” Saving the best for last, the number one reason I love February the most? It’s when my mom was born. On Feb. 21. It’s my favourite day of my favourite month. And just like the month itself, the day always goes by way too fast. Jamie Wayne is a lifelong columnist, who takes writing very seriously. The topics? Not so much. His column appears every Thursday. Time for Parliament to focus on solving Canada’s problems, says MP Mike Sullivan Oil prices & the economy: The dramatic fall in world oil prices has impacted both the Canadian economy and the Government’s finances. When the last federal budget was tabled oil prices were $86 a barrel—they are now around $48 a barrel—a loss of $4.3 billion in Government revenues. The NDP has asked for an economic update so Canadians will know what to expect—the Harper Conservative Government has refused.

Investing in infrastructure & jobs: Cities across Canada are looking for help in renewing aging infrastructure—roads, sewers, transit. People in Toronto know too well the problems of flooding sewers, and Toronto’s economy suffers from traffic congestion and inadequate public transit. The Harper Government response is too slow and too political—the NDP will continue to push for investment in infrastructure and good jobs.

Investing in families: Canadian families need help in finding good, reliable, affordable child care for their children—less than 20% can find licensed child care. The Harper Conservatives are refusing to invest in needed child care spaces. Tom Mulcair’s $15 a day child care plan will provide an additional 370,000 child care spaces over 4 years, at a price Canadian families can afford.

We offer free income tax clinics for low-income families—please call 416 656-2526 to book a session.

TTC board backs $95-million budget RAHUL GUPTA rgupta@insidetoronto.com

A package of service improvements promised by the TTC took a positive step forward following approval the commission’s fiscal budgets for 2015. The board voted unanimously to approve the TTC and Wheel-Trans operating and capital budgets, with some amendments, which adds more than $95 million in spending including improved express and latenight service, the purchase of more buses, a temporary bus garage and the hiring of hundreds of more TTC staff. Also approved was a move to make all TTC service free to kids aged 12 and under. To help pay for the improvements, the budget also includes a 10-cent increase to non-cash fares, and a sharp increase to the price of a monthly Metropass. While the board’s decision doesn’t make the budgets official – it still needs approval from the city budget committee, the mayor’s executive and finally council as a whole for that to happen – it gives the plan momentum ahead of the legislative battles to come, said TTC chair Josh Colle. “This budget is a real response to what we’ve heard from riders and I’m hoping councillors on the budget and executive committee and council will realize too what’s at stake, and will actually give riders what they need and want,” said Colle following Monday’s marathon budget meeting at city hall. TTC CEO Andy Byford said Monday’s budget deliberations were the most important of his three-year tenure with the TTC. “It was obvious to me we had a compelling case and we’d done our homework, that the figures added up. The actual numbers made sense and were justifiable and defensible,” he said. The board meeting started around 9:30 a.m. and continued well into afternoon with little pause aside from a noon-hour lunch break. The nine board members – civilian commissioners Anju Virmani and Nick Di Donato were absent – also heard from a succession of transit users pleading to reverse course on the fare hike. Deputants organized by activists from the transit advocacy group TTCriders took turns telling the board how even a modest fare increase will have undue hardship on people on fixed incomes. Helen Liu, bolstered by some 50 supporters from the Ontario Chinese Seniors Association, warned another fare hike would force many seniors in poverty to forego TTC use or face not

having enough money for food. “Even 10 cents more is a big deal,” said Liu to the board. As part of the budget approvals the board also agreed to a series of amendments proposed by TTC commissioner Joe Mihevc. Mihevc’s motions called for a more transparent budgetary process, petitioning the provincial government

to restore operational funding to the TTC and reaffirming the goal of providing discounted fares to lowincome earners. All measures were approved unanimously. Another motion by Mihevc calling on the TTC to permit charities and social service agencies to make bulk purchases of transit tokens or tickets at last year’s prices, passed by a

majority with Denizil Minnan-Wong and Alan Heisey the only commissioners opposed. The move will add $60,000 to the TTC’s expenditures for the year, said Mihevc. The board also approved a motion from Shelley Carroll for the TTC to draft a campaign along with city staff for better provincial transit funding.

Art exhibit fills vacancies >>>from page 1 installations in empty store front windows. It’s a partnership between the BIA and Hogtown Mascots with support from building owners within the BIA who allow free use of their empty storefronts for the exhibit. “We’re inviting people to come down and just take a look at the area. Hopefully, they’ll take a stroll through between the spaces and check out the other businesses that are there,” said John Kernaghan, Hogtown Mascots co-founder. Organizers hope the exhibit will draw more shoppers to the area, which is currently seeing construction for the Crosstown LRT, making life difficult for businesses. But there are benefits, too. “The first thing is to give people in the neighbourhood something nice to see when they walk around other than these vacant spaces,” Kernaghan said. “The artists themselves get a street display where they can advertise themselves and the type of work they do and can do. A lot of these artists have side businesses or home-based businesses so they want that exposure. And, the building owners want to draw attention to their buildings so that hopefully they can rent them out.” This is the second year for the exhibit. This year’s exhibit runs to March 21, with a winter and united Toronto theme. There are seven window displays, all featuring sculpture art, from seven participating artists. Some artists worked in pairs. A number of the artists are either employees of Hogtown Mascots or heard about Gallery City through the mascot costume maker, but Kernaghan hopes in future years to have more people from the public getting involved. Kernaghan said he’s looking for three-dimensional art displays for this initiative. He co-ordinates the artists and provides guidance, and Hogtown Mascots donates use of its facilities for artists to create the pieces that will be displayed in windows. Artists are not required to work at the facility. Hogtown Mascots is located outside the BIA, but became involved after some of its Sesame Street characters were used at a York-Eglinton street festival and the two organizations began talking about this initiative. Toronto has a number of arts hubs, and Alampi hopes that, in time, York-Eglinton will be seen as a cultural landmark as well.

opinion Transit ‘leprechaun’ have returned wmay Did the transit “leprechaun” strike the TTC again? That’s exactly what’s said to have happened when an irate man refused to leave a packed bus during rushhour Friday at Pape Station. He had a striking resemblance to the green-clad, long-bearded, bowler hatwearing individual whose actions created a social media outcry last fall. According to social media posts, which were later corroborated by the TTC, the man would not leave the bus or remove his bike from the vehicle’s front-facing rack, despite being told there was no room, causing TTC supervisors and police to be summoned. It appears this is the same man dubbed the ‘transit leprechaun’ who in November was accused of acting belligerently toward another TTC rider. SNOW HALTS SOME TTC, TRAIN SERVICE wGO

Our wild winter weather played havoc with TTC and GO Transit service.

rahul gupta TO in TRANSIT Monday’s winter storm, which left some 20 centimetres of snow throughout the Greater Toronto Area, forced the TTC to pull some of its older streetcars from a few routes and replace them with buses, on the very day the transit commission’s board approved a fare hike for 2015. GO riders, who also saw their fares go up this month, suffered several train cancellations that the regional transit provider attributed to frozen track switches caused by extreme cold. EXTENSION TRACK TO OPEN? wisONSPADINA

The TTC will soon know if long-standing construction delays will again postpone the opening of the TorontoYork Spadina Subway Extension. The six-stop extension of the Spadina line traveling north from Downsview Station has already delayed its opening until fall 2016.

Tory’s letter addresses a rat’s nest of a problem of overcapacity and under-funding that the TDSB is facing: how to deal with schools that are operating far below capacity. It’s a problem the board has faced since the amalgamation of Toronto in 1998, when it was forced to confront a provincial funding formula that penalized unused capacity and encouraged closures of schools that were under-populated. The formula has been problematic for Toronto, because the city has a long history of finding utility in its school properties beyond their educational purpose. It is also a problem because Toronto is by no means a stable community. Population ebbs and flows and the city is

planning for more flow into its neighbourhoods. It is an even bigger rat’s nest because as much as there’s been co-operation between school boards and municipalities, Toronto politicians and planners have few direct ways to see those resources preserved. The city can purchase surplus schools, and has done so in the past to preserve public uses or mitigate environmental impacts. But that’s an expensive proposition. Tory’s attempt to delicately insert himself and the city into the process might be a foolhardy one; as he admitted in his letter, it is none of the city’s fiduciary business. But it is a pleasant shock to see a mayor who understands the value of publicly owned assets to both established and growing communities. That was another thing the other fellow never understood.

Watching the early months of John Tory’s mayoralty after having watched four years of his predecessor is to constantly be amazed, often at very small things that in a saner environment wouldn’t amaze anybody. The mayor arrives at work before 7 in the morning? He answers questions put to him? These things shouldn’t be a shock, but they are. On Tuesday morning, Tory did it again. Upon reading reports on the possibility that schools deemed surplus by the Toronto District School Board (TDSB) might be sold, Tory drafted a threepage, densely argued letter to both the public and Catholic school board chairs as well as the province’s minister of education, Liz Sandals. One can imagine how Rob Ford might have handled that issue, which is to say, not at all, unless perhaps he’d gotten a call from a group of neighbours convinced their local school was going to be overtaken by

Downsview STATION MAP gets complaints A station map in the Downsview bus concourse was taken down this week by TTC staff after users of the social media site Reddit pointed out its uncanny resemblance to a penis. The map, installed in December, was supposed to show riders where they can catch a bus from the station at Allen Road and Sheppard Avenue East. But according to media reports, TTC spokesperson Brad Ross said the design wasn’t properly approved and should never have been installed. A new map bearing no resemblance to genitalia has been placed in the concourse.

Challenge of raising awareness of city’s heritage places LISA RAINFORD lrainford@insidetoronto.com Awareness of the city’s heritage places is low, admitted Dr. Lawrence Ostola, Toronto’s director of museum and heritage services. “We have a challenge in terms of awareness,” Ostola told a capacity crowd that attended the Heritage York 2015 Howland Lecture at Lambton House, in the Dundas Street West and Scarlett Road-area recently. “People say, ‘I went to Fort York in Grade 3. What’s changed?’ There’s a perception we need to change.” During his talk about the future of Toronto’s museums and heritage properties, Ostola cited the book, Last Child in the Woods by Richard Louv. Louv deduces that children no

longer interact with nature like they used to. “To some extent, there’s a history deficit – is there more we should be doing? What are the roles of local historic institutions,” Ostola said. He acknowledged that Toronto’s museums face intense competition, with so many other options for entertainment available. “Where do museums fit in? How do we engage new audiences? Toronto is incredibly diverse,” he said. “How do we engage new residents and others we haven’t attracted in the past?” Technology has a role to play in promoting awareness of heritage properties, said Ostola, who added Toronto is not unique in its plight. The key is to think of the

city’s museums and heritage sites in non-traditional ways. Each site has its own characteristics and different audiences. A lesser known fact is that Toronto owns 40 heritage properties – roughly 100 buildings that are occupied by third parties, such as Steam Whistle Brewery, which operates out of the historic Roundhouse on John Street, he said. A few years ago, on a visit to the Fortress of Louisbourg, a partial reconstruction of an 18thcentury French fortress at Louisbourg on Cape Breton Island, Ostola said he saw some children, who were visiting, being told they

couldn’t explore a certain room because it was roped off. “Why not engage them? In many places, we should get rid of barriers. It’s so much more of an experience to interact in an historic environment than to see it behind glass or barriers,” he said. Museum and Heritage Services now has a social media presence. It’s on Facebook and Twitter. “We have to speak to new audiences and use different forms of communication,” Ostola said. It is experimenting with a new program, which will “hopefully” be rolled out this summer, where visitors to Fort York will be able to interact with animated historical figures. Museum and Heritage Services boasts a wide range of innovative programs and exhibitions. In March, Spadina Museum hosted the exhibit ‘Dressing for Downton,’ featuring
