When Nina Silver and her husband went looking for a new place to live in Toronto a few years ago, they stumbled upon Old Weston Village. She has since moved into the community and began taking photographs of the century homes in the neighbourhood. “I’m intrigued by the architecture,” said Silver, who has spent hours walking through the tree-lined roads between William and Church streets. Her images of the homes shot during the winter, which are tweaked digitally for an enhanced vision of the architecture, can now be seen online on a website that features works by fine artists from across the world. >>>’MAGNIFICENT’, page 8

Historical society meeting: The Great Escape’s ties to Weston You may have seen the movie The Great Escape, the 1963 Hollywood film starring Steve McQueen, about the escape of allied prisoners of war from a German camp known as Stalag Luft III in Poland during the

Second World War. Now you can learn about the Canadian connection. The Weston Historical Society is hosting an evening with author Ted Barris, whose book The Great Escape: A Canadian

Story details how the escape was in many ways “made in Canada” because several of the key players were Canadian. One of those heroes was Tony Pengelly, who was from Weston.

Barris will talk about his book, which relives the famous escape through the eyes of those who experienced it, on April 2 at 7:30 p.m. at the Village of Humber Heights at 2245 Lawrence Ave., west of

Scarlett Road. The book will be on sale at the meeting for $30, with a portion of the proceeds going to the historical society and the Weston Heritage Conservation District.

Irving Tissue has short-term solution to mist concern, says Nunziata

Temporary duct work installed LISA QUEEN lqueen@insidetoronto.com Irving Tissue officials have come up with a short-term solution to an ongoing problem of mist coming from the Weston factory that blankets the surrounding area, York South-Weston Councillor Frances Nunziata says, “Irving Tissue has installed temporary duct work with fans that will be activated when winds are moving easterly,” she said in a March 11 email to residents who had attended a meeting about the issue the previous week. “By activating this system and opening the doors to the main stack, a good portion of the steam will be distributed across the roof, instead of across Weston Road. This system will be kept in place until a permanent solution is installed, and Irving Tissue will monitor this situation very closely, especially when easterly winds are occurring.” About 15 residents attended the March 5 meeting at the plant at Weston Road and Jane Street. They are worried about times when a three-storey high mist from the factory covers the area, a problem they fear could lead to traffic

accidents. The mist has been an issue this winter following the completion of an expansion of the factory and the location of a new paper drying machine. Company officials blame the steam on water vapour coming from the machine and hitting cold winter air. “We have, on occasion, the perfect storm with ultra-low temperatures and the wind in the right direction,” said James Vaughan, vice-president of health, safety and environment corporate. However, Edmund Avenue resident Dave Bennett, also chair of the parent advisory council at St. John the Evangelist Catholic School and a member of the executive of the Weston Village Residents’ Association, questioned that explanation. One of the most severe occasions of mist was on Feb. 20 when the temperature outside was a mild -1.8 C, he said. Company officials say they are taking the residents’ concerns seriously and have promised to come up with a long-term solution.

Experience Eglinton: Poster design contest winner announced Competition to promote shopping opportunities hosted in conjunction with Metrolinx, Upper Village BIA A Humber College advertising student is the winner of a poster design contest intended to promote shopping opportunities along Eglinton Avenue while the Eglinton Crosstown LRT is built. Cassi Kaplan’s colourful, yet minimal design of the avenue’s skyline, took home top

honours for the Experience Eglinton contest, which was held in conjunction with Metrolinx and the Upper Village BIA. Kaplan’s design, which contains the slyly rhyming slogan “When the weather outside is construction, take shelter in shops along Eglinton”, will be displayed in

shops throughout the Upper Village neighbourhood. Local City Councillor Joe Mihevc posted photos of Kaplan and her winning design to his Facebook page.

Seeking feedback on laneway naming in Ward 21 St. Paul’s Councillor Joe Mihevc is calling local residents to participate in a heritage project within Ward 21 where there are nearly 100 laneways in the community that can be renamed. “There is so much heritage and so many people of distinction that have built our communities,” said Mihevc in a statement. “This can be a way to honour people, institutions, businesses and

landmarks.” Almost 100 unnamed laneways in Ward 21 were identified including 48 laneways south of St. Clair Avenue West, 32 laneways north of St. Clair Avenue West, and 17 laneways in the Cedarvale and Forest Hill neighbourhoods. Mihevc noted they are currently looking for seven individuals, who represent each of these neighbour-

hoods, and are willing to evaluate and recommend nominations to him. “These laneways should reflect the cultural and historic significance of the area and reflect the unique character of each location,” he said. The selection panel would also have to review the City’s street naming policy to assure consistency. Mihevc and his team will facilitate

the panel but won’t interfere with the adjudication process. Once the panel members are chosen, there will be a meeting to review the process and then begin promoting the project. As the Refocus Kodak project continues to receive submissions from community members about their ideas for the 23-hectare site, Moush Sara John is looking to capture the potential of the Kodak lands through photographs. “I thought it would be a great documentary project,” said John, who first heard about the vacant Kodak lands awhile ago. “It’s quite interesting what this area was before, what the area is right now, and what the area will be.” John recently learned more about the Mount Dennis community when she went out and talked to residents about the project. “Some of the people I spoke with were really wellinformed,” she said. Through her experience as a documentary photographer and working in partnership with the Learning Enrichment Foundation (LEF), John is hoping to make a human connection with what’s happening on the former Kodak lands, located near Weston Road and Eglinton Avenue. It could also help various stakeholders in making important decisions on what to do with the site, which used to be a backbone of the community when Kodak was operational and providing thousands of jobs. The redevelopment of the former Kodak lands is part of Metrolinx’s Eglinton Crosstown light rail transit (LRT) project. “At some point, I want to create a multi-media project on this,” said John, adding it might take a few months and will continue to be a work in progress.

n hour of darkness. That’s what the annual Earth Hour event calls for, this year on Saturday, March 29 between 8:30 and 9:30 p.m. Organized by the World Wildlife Fund, the event encourages residents and businesses to turn off their non-essential lights for one hour as a symbol of support for the planet. It is a worldwide event, which, according to organizers, has participation from more than 7,000 cities and towns in 154 countries worldwide. But the concept isn’t front of mind for all Torontonians. In the city last year, according to Toronto Hydro, there was a seven per cent reduction in energy use. In 2009, the city a 15 per cent reducour view experienced tion in energy use. So what’s hapConservation pening? For symbolism to have strength, there needs to be measurable needs to be momentum. There has to be front-of-mind growth. If there isn’t, the impact of the overall message – however powerful it may be – is blunted. One way of ensuring that momentum takes place is seeing new and interesting ways of integrating the event into community life. We’re encouraged, for example, that some pockets of the community build a neighbourhood gathering around Earth Hour. Last year, there was an outdoor concert in Roncesvalles Village. This year, in Etobicoke, there’s a concert at Islington United Church celebrating the 20th anniversary of the church’s organ. In North York, the Yonge-Sheppard neighbourhood will once again have its annual Earth Hour community walk. It’s a fine idea to consider joining a local Earth Hour event. So, too, is using our creativity to come up with our own localized Earth Hour events. Either way, you have people getting together, united in a common cause. Everyone can appreciate the environmental and cost benefits of saving energy. It’s great that Earth Hour can help bring that message to the forefront. Ideally, respect for the environment and energy conservation is a constant, front-of-mind proposition – not just for one hour in a year. For some, Earth Hour is a place to start. For others it’s one simple activity in an ever-mindful drive to preserve the environment.

Extreme weather idiom alert issued

F

irst off, I’d like to offer a belated congratulations to the King of the Jungle for living up to his end of the bargain. March most definitely came in like the proverbial lion. Kudos, big guy. I knew I could count on you. Ah, but will I be able to say the same to your sheepish animal kingdom counterpart less than two weeks from now? That’s the topic for today. The $64,000 question is: will March stay true to its well-known weather idiom by going out like a lamb? The jury is still out on that. When I say jury, there are only two of us on it at the moment – Ted and I. And truth to be told, the value of the question we’re pondering is quite a bit less. It’s 20 cents. We have a whole Timbit riding on the outcome.

jamie wayne BUT SERIOUSLY I say yes, It will go out like a lamb. Ted says no chance, it’s gonna go out the same way it came in, with a mighty roar. As an aside, we also have a side bet of another Timbit on the actual cost of a Timbit. He says it can’t possibly be 20 cents. He figures it’s a lot less than that. Likely closer to a nickel. He also says nobody in their right mind would buy just one. I told him I’ve purchased one Timbit plenty of times. To which he responded, “I rest my case.” But back to the matter at hand. It’s still early, but I’d have to begrudgingly admit Ted’s looking pretty good right now. In the

prediction department, that is. As for braving the elements department? Not so much, I’m afraid. Ted says unashamedly, that when it comes to weather, he’s a fairweather fan. What’s more, by declaring that he’s a fair-weather weather fan he says it isn’t just cold weather he detests. He says he doesn’t care for fair weather either. He likes one and only one kind of weather: hot, hot, hot. I told him nobody in their right mind would offer that ridiculous kind of definition. He told me he does it routinely. To which I responded, “I rest MY case.” How the heck two jury members are able to rest their cases during a trial is a column for another day. The point is Ted’s convinced that this unseasonably long cold spell is proof that it isn’t going to end for quite some time,

which is what precipitated our wager. He’s far from alone. It seems everybody you bump into is grumbling that we’ll probably still have winter in May. So...over to you lambs. The ball is in your court. Hey, I know you’re really up against it this March. This lion has been on his game, no doubt about it. I say it’s time to show him who’s boss. And to prove I believe in you, I’m going put my money where my mouth is. Not only will I give you the two Timbits I’m going to win from Ted, I’ll splurge for a Tim Hortons muffin, too. Put down the device wDriving? This week the province introduced tough new penalties for drivers caught operating a mobile device while driving. Announced by Ontario Transportation Minister Glen Murray on Monday, the measures are part of a proposed amendment of the provincial Highway Traffic Act intended to improve road safety in the province and curb distracted driving, which kills almost as many people annually as impaired driving. If the bill is passed, fines for distracted driving would increase to a maximum of $1,000 as well as tack on an additional penalty of three demerit points. The proposed bill also increases penalties for “dooring” – when a driver opens a car door in the path of an oncoming cyclist – and requires automobiles to keep one metre apart while passing cyclists. Cyclists would also face a penalty of up to $500 for not having lights or some kind of reflector. Regardless if the mea-

Walk Score, an American company best known for rating municipalities and neighbourhoods based on their walkability, released its first-ever scores for transit access. It gives the city a score of 78, one higher than Montreal, which falls in the category of providing excellent transit service in a city of more than 500,000 people. “Toronto has great transit – a subway system, streetcars, extensive bus service, and GO Transit rail lines serving the outer suburbs,” reads Walk Score’s entry for the city. A new “ski transit” service was announced in New York recently and will provide bus trips from Toronto and New York City to several ski resorts in the state. The I Ski NY Bus service kicks off next season, and will offer trips from Toronto to six ski mountains. Few details about how the service will operate in Toronto are known, but New York Governor Andrew Cuomo said in a press release the intention of the initiative is to promote ski attractions in the state to locals and outof-towners alike. A taxing question from the fringe Mayoral races are a long haul in Toronto – and that leaves plenty of room for little epiphanies. On Monday, one of those showed up to file papers at city hall – Ari Goldkind, a 40-yearold criminal defence lawyer. He made some headlines saying that he has a nose for B.S. and referring to the current mayor as Sideshow Rob. If past experience is any indication, an ambitious but untested outsider like Goldkind will go exactly nowhere in this race. He is a fringe candidate. But it’s rude not to ask what ideas even a fringe candidate brings to the table, and so that’s what I did. He started out sounding a bit like David Soknacki and Olivia Chow, advocating a return to the LRT in Scarborough over the council-approved subway. And then he kind of sounded like Soknacki on the land transfer tax, but it turned out I’d misunderstood when I thought he said that exemptions to the tax should go to more lower-priced houses and purchasers of homes worth more than $1.1 million should

david nickle the city pay more. What Goldkind actually wanted to see was the land transfer tax increased on million-dollar homes, and everybody else pay the same. That, along with higher property taxes, would pay for repairs and improvements of Toronto’s public housing. Goldkind may throw around words like B.S. pretty freely, but for him, and really only him, taxes are not a dirty word. After we spoke, it struck me: higher taxes shouldn’t be a de facto taboo, as they’ve become. Because while Goldkind might not have a hope at winning the election, if he actually pulled it off, his program of tax-andspend government would probably make life a lot better here and drive almost no one from their homes. Taxes are low in Toronto – lower than elsewhere – and yet services are slipping. According to this year’s Ombudsman’s Annual Report, even basic customer

As this year’s budget debate wrapped up, City Manager Joe Pennachetti said that property taxes will practically have to rise more dramatically in coming years than they have in the past, just to maintain status quo. Toronto is circling the drain. And yet, the collection of miserly landholders that make up Toronto will almost certainly shuffle out and cast their vote for one of five or so A-list mayoralty candidates with well-known resumes and no stomach for pitching the larger-scale tax hikes the city needs to pull out of its spin. Now, I can’t say that anybody should go to vote for the unknown criminal defence lawyer who just joined the long list of fringe mayoralty candidates. But maybe it’s time that we shook our heads, and stopped believing that we can have a great or even decent future, paying only a little more than we did in the past.

Don Valley East Councillor Denzil Minnan-Wong came to the Monday committee meeting skeptical about the new system. He pointed out that the designation of at-risk neighbourhoods for additional resources doesn’t have any way to measure the success of investments. “Previously or up until now there haven’t been any measurements and you can’t improve what you can’t measure,” he said. “We started this out on assumptions that weren’t incredibly clear at the time. This all started with the Jane Creba shooting. There was some hope that with this crime would go down. Well there’s no evidence that any of these investments have done anything to reduce crime.” Minnan-Wong, who is not a member of the committee, said he intended to make motions when the matter comes before council. The policy change must still be approved by Toronto Council when it meets in April. But if it goes ahead, it will mean that the total number will increase to 31 from the current 22. What we do know is that there are a number of different investments that need to be made. We know we need to respect opportunities in communities.” Committee chair Anthony Perruzza, who represents the Jane-Finch community, took

issue with the fact that the neighbourhood had scored so low, and was tarred with headlines labelling it the least liveable neighbourhood in Toronto. “Why some editor in some dark room somewhere would concoct such a headline based on this kind of a study, and say to everybody this is the worst place in the city (I don’t know),” said Perruzza. Toronto-Danforth Councillor Paula Fletcher, however, pointed out that many of the neighbourhoods

– Jane-Finch included – were places with high concentration of public housing that the province downloaded to the city. “It’s a no-brainer that many of the communities we’re talking about today are social housing communities,” said Fletcher. “We get pushback from people saying ‘we don’t want our communities labelled.’ Well the province did a really good job in making our communities label-able. If that’s a word.”

Raitt mum on federal transportation funding at TRBOT RAHUL GUPTA rgupta@insidetoronto.com Rail safety and trade were top of mind during Lisa Raitt’s speech to the Toronto Region Board of Trade (TRBOT) Tuesday afternoon. During her approximately 30-minute address, the federal transportation minister – who was appointed to her current post just nine days after the July 2013 Lac-Megantic rail tragedy – spoke extensively about ensuring safe and reliable transportation of combustible materials such as fuel whether by rail, pipeline or ship. “We want to have world-class safety systems for all of those forms, because we have to make sure we have that social licence to deliver the goods in the best way we can,” said Raitt to a packed ballroom of business and transportation professionals inside the Sheraton Centre hotel. Raitt also spoke of free trade agreements Canada has signed with the European Union and more recently South Korea, saying Ontario specifically would benefit from the agreements. Premier Kathleen Wynne as well as major automobile manufacturers like Ford with a strong base in the province have already spoken out against the South Korean deal, saying it will jeopardize thousands of automotive jobs. Raitt countered those criticisms by insisting it would remove around 98 per cent of all tariffs in place currently between Canada and South Korea, thereby creating new export opportunities for Ontario businesses, which she said averaged around $550 million per year in exports to the country between 2010 and 2012. “Once this agreement comes into force, tariffs will be eliminated on almost all of Canada and Ontario’s key exports in particular,” she said. Raitt spent only a few minutes speaking about new transportation investments, such as new bridge planned along the Detroit River connecting Detroit and Windsor, and another in Montreal announced as part of this year’s fiscal budget. She also trumpeted the Harper government’s project-by-project investment in local infrastructure improvements such as the Union Station renovations – of which the federal government has committed $133 million to the estimated $800 million budget – plus gas tax revenue allocations which have transferred nearly one billion dollars since 2006 to TTC capital projects. But Raitt remained mum about the likelihood of future federal gov-

ernment funding for Toronto-area aspirations such as the Relief Subway line, telling reporters after her speech any such decisions were not part of her minister’s portfolio and would be left to local politicians. “I certainly know transit is incredibly important to the GTA, but the

specifics of what will be built is something left to the local needs to figure out and then talk to us in terms of what funding is available,” she said. She also mentioned sitting with Toronto Deputy Mayor Norm Kelly during today’s event, but that fund-

ing discussions did not come up as a topic of discussion. OPA warns against fraudulent solicitation calls Ontario Power Authority officials are sounding the alarm after an Etobicoke resident reported she received a solicitation call to inspect her furnace from someone purporting to be with the authority. The Ontario Power Authority (OPA) co-ordinates province-wide conservation efforts, plans the electricity system long-term and contracts for clean electricity sources. It does not inspect residents’ heat-

ing or cooling systems or solicit participation in its programs by phone or at the door, a spokesperson said Tuesday. “We want to make sure all residents are aware the OPA takes very seriously unauthorized use of its name, logos, brands and program information,” OPA spokesperson John Cannella said. “We do not call consumers to solicit participation in our saveONenergy for Home pro-

grams. Our programs do not require door-to-door sales or calls, or the inspection of any heating and cooling equipment.” Residents also do not pay a fee to participate in any of OPA’s home energy conservation programs.

Toronto Crime Stoppers hopes to snuff out contraband tobacco with an aggressive ad campaign launched last week The six-week initiative consists of 42 billboards placed throughout the city, many near high schools, warning of the dangers associated with illegal cigarettes.

Another 42 ads will be placed at transit shelters across the city next week. The campaign, kicked off at a Mac’s Convenience store on Dean Park Road in Scarborough, is funded by the National Coalition Against Contraband Tobacco. The group’s executive director Jacqueline Bradley said illegal tobacco funds 175 organized crime groups that in turn fund guns and

drugs. “Even human smuggling has been linked to contraband tobacco,” she said. “The fact is it’s being trafficked to our children and the easy accessibility coupled with how very dangerously inexpensive this product is makes me extremely concerned for our youth.” Toronto Crime Stoppers vice-chair Sean Sportun noted there are also health

risks associated with illegal cigarettes. “It’s unregulated. You don’t really know what’s in that type of tobacco.” Bruce Watson of Mac’s Convenience said about 30 per cent of the tobacco market in Ontario is contraband. “We feel there’s a risk that number is going to increase,” he said. “We know that, for example, somebody could buy a bag of 200 (cigarettes) for $10. A carton of

legally bought cigarettes is about $80.” Watson added the contraband market is “totally flushing down the toilet all the years of work and progress made in reducing youth smoking.” Bradley said her group has identified 50 illegal tobacco manufacturing plants in Canada and many illegal smoke shacks (makeshift stores that sell contraband

cigarettes). “Often contraband tobacco is trafficked with many other illegal substances, so it’s not a coincidence that contraband tobacco busts are often made in conjunction with guns, with methamphetamines,” she said. “This is a big problem, and it’s not a victimless crime.”
