With the provincial election less than a month away, candidates are out on the campaign trail to garner as much support as they can before the June 12 vote date. NDP candidate Paul Ferreira outlined his party’s plan Tuesday for the immediate electrification of the air-rail link connecting Union Station and Pearson airport, noting it’s one of three NDP transit priorities for Toronto. “Electrification is a tremendous important issue here in this riding,” said Ferreira, who

Cycling in memory of his late wife, June, widower Hugh Cleland expects to wrap up his week-long, 600-kilometre fundraising ride for West Park Healthcare Centre Foundation tomorrow Cleland, 81, and his brother-in-law, Russell Herder, June’s brother, set out May 10 from Niagaraon-the-Lake and are pedaling to Kingston. For more than 30 years, June Cleland struggled with chronic obstructive pulmonary disease (COPD), a serious lung disease that slowly damages airways and makes it difficult to breathe. Affecting more than 700,000 Canadians, it is the fourth-leading cause of death in Canada. June Cleland was admitted to West Park, a complex continuing care and long-term care centre near Jane Street and Weston

TCH residents to see repair work start at numerous sites Maintenance started at Eglinton Ave. apartments CLARK KIM ckim@insidetoronto.com Residents living in 30 Toronto Community Housing (TCH) communities will begin to see muchneeded repairs completed in their homes this month.
“We want to go in and work with the residents... and address all issues in their unit in a timely way,” said Sheila Penny, TCH vice-president of facilities management. An estimated 16,000 repair jobs, which include kitchen and bathroom refurbishments as well as common space repairs, are to be completed by the end of this year through the TCH’s State of Good Repair program. Locally, some of the work
already began last week with residents living in the Doug Saunders Apartments at 1775 Eglinton Ave. W. to see general maintenance improvements in their units over the next two months. Penny also noted those living at 41 Willowdale Ave. will have repairs start on today and continue for about a month. While residents were asked beforehand through notifications in the building and staff presentations
what repairs needed to be done, Penny said more residents can still sign up for the program as the repair work is being completed in their respective buildings. TCH selected four contractors – Baycrest Project & Construction Management, C2C Construction Ltd., Greenline Renovations Plus Ltd., and Rainbow Contracting Inc. – to be used on a rotating basis to deliver bulk general repairs this year worth an esti-
mated $4.9 million. “We want to make sure we’ve done the right work in the unit,” said Penny, noting that residents will be surveyed to receive their feedback after the work is completed. “We’re pretty excited about the program.” Greg Spearn, interim president and CEO of TCH, said more work will be required over the next decade with TCH facing an estimated $2.6 billion in capital repair needs to keep

their buildings in a “fair state of repair.” “We need the provincial and federal governments to partner with us, like the City of Toronto has, and each invest $864 million so that we can provide clean, safe units to the 58,500 households that call Toronto Community Housing home,” said Spearns in a statement. Look to us for your provincial election news A provincial election campaign comes and goes quickly. It will all be over on election day June 12. We thought we’d give you an idea of the preelection campaign coverage you can expect from The York Guardian. First, while we believe in democracy – and that political parties are necessary in a parliamentary democracy – we will always encourage candidates to represent their constituents first and their party second. With major questions such as economic issues and of course the transit puzzle, we’d like to see how courageous candidates are in accepting or denouncing a specific party’s platform if necessary to reflect the expressed view of constituents within a riding. The springtime weather is here, finally
T
he coldest, snowiest and longest winter we’ve had in these parts in quite some time delayed the onset of spring, but a gorgeous, sunny weekend finally got things back on schedule. Hurray! Cue the applause track. And for those so inclined, please feel free to do the Ickey Shuffle. Take your time, too. I’m not going anywhere. I’m sure glad the weather finally picked up. People have been downright grumpy around here since December. Hopefully this warming trend will get everyone to snap out of it. signs of spring Anyhow, to officially christen the belated season, I went out for a stroll through the neighbourhood and am delighted to announce that the usual signs of
jamie wayne BUT SERIOUSLY spring were everywhere. Take the towers. They were all blooming as they do this time of year. What’s more, the newest varieties were sprouting higher than any of their predecessors. There were also buds on all the scaffoldings and perched above them were enormous cranes, which were of the whooping variety, as you might expect. Sigh. For those who love spring, if that scene doesn’t bring a tear to you eye you should pay a visit to the Wizard Oz and see if he can give you a new heart. And that’s just for starters, folks. The entire neighbourhood was coming to life visibly and audibly as it does this time of year. All the cafes were buzz-
ing. The patios were humming. The laptops were chirping. The tablets were tweeting. The phablets were warbling. The iPods were chiming in, too. I tell ya, it was a veritable symphony out there. And when the cellphones started streaming away like a flowing river, a gaggle of geeks waddled over to check out the action. If that doesn’t say springtime in Toronto, nothing does. flora and fauna absent Yep, no doubt about it, the warm weather had indeed officially arrived, alright. Sadly, there was one formerly familiar spring sight that was conspicuous by its absence during my walk: the once
ubiquitous Flora and Fauna. Ah, but not to worry. They’ll be back. Turns out the two longtime fixtures in the neighborhood were both stuck inside their townhouses suffering from their annual spring allergies to the usual culprits: the tow trucks, cement mixers and the orange cones popping up around seemingly every corner. But both Flora and Fauna promised they would be good to go by the holiday weekend and would join me for their belated initial spring jaunt on Victoria Day. I’ll be counting down the days. For the first time, GO Transit will begin offering weekend trips to Niagara Falls and Barrie this holiday weekend. The service will launch

More weekend BloorDanforth subway closures are planned as the TTC repairs subway track between Victoria Park and Kennedy stations. The poor condition of the outdoor tracks between the stations has caused the TTC to restrict speeds of subway trains passing through. The result for commuters has been longer than usual trips

The vast majority of Canadian drivers do not check their tires each month and almost half don’t know what their correct tire pressure should be. Those are some of the findings from a recent online survey commissioned by the Rubber Association of Canada which represents tire manufacturers. The study found the vast majority of the 1,002 surveyed drivers had “glaring gaps” when it comes to proper tire inflation despite 96 per cent agreeing it was important. They heard from many residents, businesses, organiza�ons, students, community advocates, and local councillors at over 60 events. The Planning & Growth Management Commi�ee has directed the study team to consult with the community on specific implementa�on measures and addi�onal work required to make the Plan happen. The consulta�on will focus on a number of topics including: • Limited changes to some land use designa�ons in the Official Plan to recognize exis�ng land uses or encourage the redevelopment and intensifica�on of proper�es with mid-rise buildings. • Zoning amendments to permit the as-of-right development of mid-rise buildings, generally between Keele Street and Duplex Avenue. • Relief from some zoning regula�ons for Metrolinx LRT-related buildings. • Future studies required to implement the recommenda�ons of the Eglinton Connects planning study, including implementa�on recommenda�ons for the Mount Dennis Mobility Hub. Following this consulta�on process, staff will be repor�ng back to the Planning & Growth Management Commi�ee on June 2014 with official Plan and Zoning By-law amendments, and what further studies are needed to complete the Plan.

Setting rules for councillor-candidates Good on Adam Vaughan for packing up his office. The former journalist and now former city councillor up and quit this past week, after the writ dropped on the federal byelection in Trinity-Spadina. Vaughan will be running for the federal Liberals, to try and take the riding from the New Democratic Party following Olivia Chow’s departure to run for mayor. Leaving aside whether Vaughan is the best person to go to Ottawa for the riding of Trinity-Spadina, his decision regarding his seat has made for one of the best departures from city hall in recent memory. Unlike representatives at other levels of government, Toronto councillors and mayors are under no obligation to vacate their seats when they choose to run, mid-term, for MP or MPP. They can even, during the campaign period, continue to collect their full pay. If they lose, their old job is waiting for them.
Balkissoon, Jack Layton... they all took advantage of a system allowing ambitious politicians to maintain both their base and safety net as they make the jump to federal and provincial politics. The question that Vaughan’s decision raises is: should the rules be changed? Federal and provincial representatives seem to get by fine with more severe restrictions on their ambitions. When Olivia Chow decided to run for mayor of Toronto, she quit her job in Ottawa, as did Jim Karygiannis, when he decided to run for a seat on council in ScarboroughAgincourt. That is something we should expect from any politician with ambitions. Because really, an honest decision to move up cannot come without an honest decision to move on.

Raymond Cho, just now serving the residents of Scarborough-Rouge River while running for the provincial Progressive Conservatives, says he’ll be donating his councillor salary to charity for the length of the campaign, but is still collecting it. Doug Holyday, the city’s former deputy mayor, did forgo his salary when he ran in last summer’s EtobicokeLakeshore byelection for the Progressive Conservatives, but he didn’t stop being a councillor until he won. Peter Milczyn came back to Toronto Council after having lost to Holyday, and is now getting ready to run again for the Liberals there. One of the benefits with the new hospital, they learned, is that mental health patients can be admitted and provided with an inpatient bed if necessary at the same site. “This whole floor is mental health so we have a continuum of care,” Devlin said. Paula Villafana, program director of mental health and addictions at the Humber River Hospital, noted that most mental health patients currently are admitted at the Church Street site, then transported to the Keele Street site where the inpatient beds are located. On the tour, Villafana also pointed out there will be an outdoor patio and group rooms where mental health patients will have access to
The community campaign to fundraise $225 million to help build the new Humber River Hospital got another step closer in reaching that goal with a $1.25-million corporate donation. RBC pledged the financial gift last Wednesday to go toward the new hospital’s Child & Adolescent Mental Health Inpatient Unit, which will be named after the RBC Foundation. “We’re extremely grateful for RBC’s generous donation,” said Jack Kay, Humber River Hospital capital campaign co-chair, noting they have now surpassed the $60-million mark in the fundraising campaign. “It will take many community and corporate leaders to build a hospital.” Rueben Devlin, president and CEO of Humber River Hospital, also thanked RBC for helping improve the wellbeing of children and youth. “Our mental health pro-

A couple of classrooms are also in the plans to provide young patients – who may not be ready just yet to attend school regularly – with education as well as therapy they might still need. “And with mental health, safety is first and foremost,” she said. Other improvements to the new 1.8 million-square-foot hospital, which will have 656 patient beds, include a “portals of care” entrance section with quick and easy access to a number of clinics. “It’ll be just like the airport, but better,” Devlin said. A new ambulance bay, which can hold six ambulances, is also under construction, and will provide direct access for inpatients to be registered and admitted into the treatment area.

‘We’re on the same side’ >>>from page 1 “The Liberal government has stalled for years and years,” said Ferreira, who made his announcement on John Street near Weston Road where the construction of the air-rail link along the Georgetown South rail corridor through Weston is currently taking place. He noted the NDP would sell off more of the provincially owned General Motors shares to help fund the electrification of the rail line estimated at close to half a billion dollars. Liberal incumbent Laura Albanese said the electrification of the air-rail link remains a priority for her. “I’ve been working with the community to make sure this happens as quickly as possible,” said Albanese, noting she’s heard from Metrolinx that the environmental assessment is still on track to be completed by late summer or early fall. She added the Liberal budget proposed last week included $29 billion for transit and infrastructure improvements such as the electrification of GO Transit rail lines and the air-rail link. “Unfortunately, the NDP decided not to support this budget,” she said. “The commitment from our
government is there. I don’t see this as a partisan issue.
