Driving up Dufferin Street toward Finch Avenue in a 1948 Cadillac, Rice and her husband saw that the road was washed out near the ravine. When they got out of the car and looked further down, they saw a Pinecrest Speedway truck on its side being washed away along the roaring waters. “Needless to say, the truck never got out,” she said. T

his week marks the 60th anniversary of Hurricane Hazel – for many, a time to remember the 81 lives lost to the most destructive storm in Toronto’s history, to reflect on the lessons learned in its devastating wake, and to rejoice in the measures since taken to prevent such disastrous loss from occurring again. Madeleine McDowell, co-vice-chair of the Humber Watershed Alliance, was just 13 when Hazel struck in a fury of 110 km/h winds and torrential downpours on the evening of Oct. 15, 1954. “I understood that there was flooding and that the winds were terrific and they were blowing down trees and causing waves, but we didn’t realize that people were being swept away and drowning,” said McDowell, who still resides in the Humbercrest Boulevard home that sheltered her as Hazel raged that night, dumping more than 300 million tons of water and turning the nearby Humber River into an unstoppable force. “Approximately 20 billion gallons of water came sluicing down the Humber that night at a very rapid drop, which just pushed everything in front of it. The force it exerted took out bridges, houses, trees – and all that debris accumulated at the bridges and formed dams, and when the bridges broke, the flood press pushed on through. Some of the bodies were recovered over at Rochester (New York), that was the force that the river had.” In total, the Toronto and Region Conservation Authority (TRCA) estimates 4,000 Southern Ontario families were left homeless by the ravages of Hazel – 1,868 of those in Toronto. The storm saw rivers and creeks such as the Don, Highland Creek and Rouge

flood their banks. Numerous cottages in Morningside park and what is now Colonel Danforth Park along the course of the Highland Creek were washed away. Funland, an amusement facility along the Rouge River, was also destroyed in the flooding. Hazel’s deadliest toll, though, was along the banks of the Humber River. Just five kilometres up river from McDowell’s Baby Point area home, 32 homes on Weston’s Raymore Drive (which runs parallel to the Humber, just south of Lawrence Avenue West), were washed away by flooding, killing more than 30 people on that street alone. McDowell remembers waking up to a beautiful sunny day the morning after the storm, and going out to survey the damage just down the ravine from her home. “You couldn’t go all the way down. They were starting to build houses down there and all the basements were full,” she recalled, noting that the bodies of

livestock swept away from local farms were found washed up at the end of Baby Point. McDowell was to share her remembrances Wednesday, the day of the anniversary, while leading a Toronto Field Naturalists’ walk commemorating the occasion of the 60th anniversary of Hurricane Hazel. Starting from Old Mill subway station, the twohour guided walk informed participants of the storm’s impact and legacy in Toronto, winding its way up the Humber River and ending at Lambton House, 4066 Old Dundas St. While Hurricane Hazel was undeniably tragic, Laurian Farrell, senior manager of flood risk management and infrastructure for the TRCA, said the storm served as a catalyst for positive change – especially when it came to flood control. The whole concept of building near rivers, she said, changed because of Hurricane Hazel. “One of the most important things we have now are our flood plain manage-

ment policies, which allow conservation authorities to regulate development within flood plains,” Farrell said, noting that the regulations were implemented to restrict future development and land use in flood hazard areas, thereby reducing potential flood damage. “The biggest advance since Hazel is this policy, which is unique to Ontario. I’m not sure there’s anywhere else in the world that has such strict development policies, in terms of flood risk management.” Before the storm, Farrell said the mandates of most conservation authorities were focused more on forest management, forestry and ecological habitat. But after Hazel, the need for a body to oversee the valleys and flood plains became painfully clear, and conservation authorities –

many of which were already set up in close proximity to watersheds – were tasked with the role. The TRCA itself was formed in 1957, when four smaller area conservation authorities merged to deal with the nine watersheds in Toronto: Etobicoke Creek, Mimico Creek, Humber River, Don River, Highland Creek, Petticoat Creek, Rouge River, Duffins Creek, and Carruthers Creek. In the years since, Farrell said the TRCA has invested heavily in flood control infrastructure, chief among them, the Claireville dam in the Humber at Hwy. 427 and Finch Avenue West built in 1964, and the G. Ross Lord Dam built on the West Don at Finch Avenue and Dufferin Street in 1973, as well as the Stouffville and Milne dams and 16 flood control channels. “Conservation authorities at the time were already looking at flood management before the hurricane, but Hazel just really gave more weight and more importance to the issue, and it allowed for an acceleration of a lot of the flood control infrastructure that we have today,” she said. Should another Hazellike storm hit Toronto, Farrell said the city is much better prepared. “I think what happened with Hazel was, the meteorologists saw it coming and they did raise alarms, but nobody understood the magnitude of the problem. Since then, our awareness and our understanding of the storm systems has much improved, so we would expect to have people evacuated to safety before we would get into the type of trouble we had with Hazel,” she said. “The other piece is that we’ve removed areas from the flood plain that we knew were the heaviest hit, and we understand where the flood plain is now for each of our watersheds...there are still going to be areas

that are going to be flooded, because we have historical development within the flood plain, but we understand that storm now and what to expect.” As climate changes, however, so too do storms, and Farrell said Torontonians now have to face the spectre of dealing with not only Hazel-like storms – like the city narrowly escaped in 2012 when Hurricane Sandy took a last minute turn to the east – but also with “flashy thunderstorms” like that of July 8, 2013, which temporarily paralyzed the city with flash floods that caused many Toronto basements to flood. One of Farrell’s biggest struggles, she said, is raising public awareness about what to do in case Mother Nature strikes again. “We’re so used to having good weather in Ontario and we rely so heavily on our cities to take care of us, but people really need to start thinking about being more self-sufficient if we do get flooding,” she said, urging residents to go to www.getprepared.gc.ca for tips on how to prepare an emergency plan for your family and assemble a 72-hour preparedness kit. With the 60th anniversary of Hurricane Hazel taking place, McDowell agreed public education is key. “It’s beginning to reach the point where (Hurricane Hazel) is outside of living memory,” she said. “People need to be reminded of the power of water and wind and nature, and what it can do. You can’t fix it; engineers can come up with ideas that may alleviate things, but the bottom line is, you cannot and should not try to redirect rivers or try to alter Mother Earth much. You have to respect her – and if you don’t, you’re in very big trouble.”

Hurricane Hazel: Lessons learned

ixty years ago today, Toronto woke up to a scene of horror. On the night of Oct. 15, accumulated heavy rains associated with Hurricane Hazel led to flooding that killed 81 people. On Raymore Drive along the Humber River, 32 houses were washed away and 30 people were killed. Five volunteer firefighters died when their truck was swept away as they tried to help a stranded motorist caught in the Humber’s flood waters. Along with the Humber, the Don and Rouge rivers and Highland Creek flooded their banks with enormous amounts of fast-moving water. By the time it was over, some 4,000 families across southern Ontario and more than 1,800 in Toronto had been left homeless. While 1954 may seem a long time ago to many, the impacts of Hurricane Hazel and how it changed land usage and development in Toronto are felt to this day. The firemen were all there and had ropes and were making a human chain to reach the stranded people. I will never forget their cries for help as long as I live.” Madeline McDowell, who is now vice-chair of the Humber Watershed Alliance, was 13 when Hurricane Hazel struck. She said at the time many didn’t realize how deadly the storm had been until the next day. Coming on the heels of days of heavy rains in southern Ontario, Hurricane Hazel resulted in some 20 billion gallons of water rushing down the Humber, washing away everything in its path – bridges, houses, vehicles and people. After the hurricane, a conservation authority, now known as Toronto Region Conservation Authority, was formed to improve flood control measures and regulate development on flood plains. A hard lesson was learned by the death and destruction of Hurricane Hazel, but our city is now much better prepared for natural disasters.

Attention shoppers: embarrassing sale in Aisle 1

h, rats, I’m out of toilet paper. Man, I hate when that happens. I don’t need any this second, mind you. It’s not an emergency or anything. I just want to make sure I’m not caught without any the next time nature calls, or texts, or tweets, or whatever nature does these days to let us know that we have to go. What bugs me is all the trouble you have to go through before you get toilet paper. You have to put on a disguise, for heaven’s sake. You don’t dare go shopping for toilet paper without a fake nose and glasses. The manufacturers have made sure of that with their packaging. For some reason toilet paper only seems to be sold by the metric ton. So the moment you grab one of these monstrous bundles the whole store knows what you’ve bought. You can spot your purchase several time zones away, in fact. The toilet

jamie wayne BUT SERIOUSLY paper sticks so high out of your shopping cart it looks like you just won one of those giant stuffed pandas at the Ex. Heck, even NASA can pick it up on its radar screens all the way from Jupiter. If you were able to buy just one teensy weensy little roll, nobody would give you a second glance. But when you’re forced to get enough to last Tom Hanks 100 years on that deserted island he was stuck on in Cast Away, everybody around fears for their lives. Getting that much toilet paper at one time is tantamount to announcing: “Hey guess what I’m gonna being doing soon?” Ah, but how soon? That’s the $64,000 question. You can see it in the terrified eyes of shoppers when they see you rounding the corner with your huge package in tow. They look

at you as if they think you’re on the shot clock and they could be in peril. I swear you can hear the theme music from Jaws pounding in the background as you approach and the aisles immediately part like the Red Sea to let you pass by. The only thing missing is Charlton Heston leading the way. For the life of me I’ve never been able to figure out why the manufacturers want us to disclose to a room full of strangers that we need toilet paper when we don’t even discuss such personal matters with friends. I mean, when was the last time you heard somebody around the water cooler say, “Hey, Len, I was just telling Steve and Joey that you have a real nasty case of the runs.” Even doctors are uncomfortable talking about bathroom habits. They, of all people, should be used to such talk, but it makes them uneasy, too. When he/she wants to know about what’s going on with you behind

closed doors they tap dance around it like Gene Kelly, using the euphemism, bowel movements. Not so for toilet paper manufacturers. The large product we walk out with is akin to wearing a veritable sandwich board ad. Speaking of which, I’ve stalled long enough. I’ve got to get a move on and alert the shoppers at my neighbourhood store what I’m going to be up to later tonight. But before I head out, time to take one last costume inspection to make sure I can get in an and out of there without being recognized. Fake nose? Check. Fake glasses? Check. West Park foundation has new CEO wrath of hazel West Park Healthcare Centre Foundation has a new CEO. A seasoned fundraising leader, Joanne Cole will oversee the foundation’s $100-million capital campaign, the largest fundraising campaign in adult

rehabilitation in Ontario. Funds will be used to build a state-of-the-art patient care centre. Cole has worked as the director of major gifts at SickKids Foundation and

as president and CEO of Women’s College Hospital Foundation. West Park, is at 82 Buttonwood Ave., southwest of Weston Road and Jane Street.

‘The waters were really, really high’ >>>from page 1 Then they tried to drive across Steeles Avenue and approached a dip in the road just west of Dufferin Street. “The waters were really, really high,” Rice recalled. But seeing headlights approaching from the west, they thought they could make it through. That didn’t happen. The car stalled and pulled up against the guard rail with the water rushing in quickly. “I could see an orange floating,” said Rice, who had bought groceries earlier that day and placed the bag on the floor of the back seat. Her husband, who couldn’t swim, told Rice to leave the car and try saving herself. “I said, ‘No, I won’t leave you behind,’” said Rice, adding

they then held hands and said their good-byes to each other. Right then, a truck driver backed up to their Cadillac and dove under the water with a chain and hooked it to the back bumper, pulling them to safety. Completely overwhelmed and thankful for the man’s heroic actions, they didn’t get his name. But they were able to get the car started again and decided to spend the night at their friend’s home at 385 Oakwood Ave. Their friend, Bill Sloan, who also had a truck, suggested they all go out to Raymore Drive where much of the damage occurred and help others in need. Rice mentioned how she

saw houses floating down the Humber River with people on top screaming for help. “People were hollering, ‘Save us!’” she said. “I can still hear it.” Her parents, who had looked after their then twoyear-old son, had wondered where they were all that time since the telephone connections were out. It’s a story that she’s been telling countless people over the years at various functions. “We’ve had a few floods since then, but nothing like Hurricane Hazel,” Rice said. “I just thank my lucky stars and the Lord I’m able to relate the story.”

The service went live on the Green Line and is expected to take seven years to fully implement. In Toronto, while wireless internet subway installations appear to be going smoothly, it’s been anything but when it comes to negotiations for underground TTC cell service. A spokesperson for BAI Canada, which was contracted by the TTC to create a Wi-FI and cellular network, said recently the company was taking the “longview” to ongoing negotiations with the Big Three telecoms.

With advance polls open this week, it is tempting for those with strong opinions about the future occupant of the Toronto mayor’s office to put on their voting pants and cast ballot now rather than Oct. 27. Certainly by this point, anyone paying even a bit of attention has heard enough from the top three mayoral candidates to make a choice. As long as one doesn’t hold with the idea of strategic voting then there’s no reason to wait. If only it were as simple as that: that the future of the city rests solely, or even largely, on the shoulders of one mayor. It doesn’t, of course. There are 45 pairs of shoulders including the mayor, and while the mayor has enough influence to carry most votes, the buck ultimately stops with 44 city councillors who can support or thwart an agenda as they see fit. And while mileage may vary, it’s a fair guess that most voters haven’t had nearly as close a look at their

david nickle the city local ward candidates as they have at the Chow-FordTory trifecta. With the high-octane drama in the mayor’s office this past term, it’s also more of a challenge to assess the record of one’s incumbent councillor. All of them have been operating under extraordinary circumstances – working in an arena that is one-half local governance and one-half Lord of the Flies. There are a few incumbents who’ve stood out either as candidates for reelection or for the boot. Giorgio Mammoliti, the Ward 7 councillor surely leads the pack in the latter: more than any other councillor not blood-related to the mayor he’s been a very publicly destructive force on council. Ron Moeser’s terrible attendance record can be partially excused as he was laid up for nearly a year from ankle surgery gone

bad, but otherwise Ward 44 voters would be justified in turfing him. Similarly long-serving councillor Norm Kelly, on the other hand, probably deserves another victory lap in Ward 40 solely on the basis of his supply-teacher/ deputy mayor role in the final, potentially fractuous year of this last term. Others, like Ward 22’s Josh Matlow or Ward 27’s Kristyn WongTam, have maintained an active enough rookie term to make re-election a relatively easy choice. What about those many incumbents who kept their heads down through the term? And what do voters do in those seven wards with no incumbent? It boils down to this: voters who take advantage of advance voting opportunities have more before them than whether it’s to be Ford More Years or four new years. Getting it right will be delicate work, and nothing to be hasty about.

One course is called Cancer Dance while the other class is Dancing with Parkinson’s and other neurological ailments. Cancer Dance offers a safe, fun and supported environment for people to “dance the goodness” they have inside,

even if they are undergoing debilitating treatments. Open to anyone living with cancer, their family and friends, the 90-minute class focuses on creative, freestyle movement and dance. community,” said Frank Di Giorgio, who opened up the debate running on his track record of representing Ward 12 since 2000 and a North York councillor since 1985. “I am a voice of reason, a voice of passion, a voice of courage and a voice that is well respected.” But the other candidates were quick to respond and accuse the incumbent of not being there for the community. Nick Dominelli, who lost to Di Giorgio by less than 500 votes in the 2010 election, said this election should be about establishing trust. He noted his involvement as a board member of the Community Action Resource Centre as well as helping create three scholarships in three local high schools. “I want to work hard and give back to the community,” said Dominelli, adding he’s worked at City Hall for 10 years in the Economic Development Department as a policy officer. “I have the ability to create positive change.” Lekan Olawoye, who is running for the first time but

has been active within the community as the executive director of For Youth Initiative (FYI), said it’s time for a fresh start. “We don’t need the same old politics,” said Olawoye, adding he has experience working collaboratively with different public sectors, including the provincial and federal governments. “There’s no more talk. It’s time for action.” John Nunziata, who entered the Ward 12 race on Sept. 12, the final day to confirm his candidacy, noted his past experience on council and as a Member of Parliament to bring strong, experienced leadership that the community needs. “I always fought for the underdog,” Nunziata said. “I was a strong voice in Parliament. We need strong leadership. We don’t need benchwarmers at City Hall.” Nunziata left the debate 30 minutes after it began due to a prior scheduled engagement. But the remaining candidates answered questions from Ward 12 residents. A common

theme seemed to be about the lack of adequate services in the ward including public transit and affordable housing. Di Giorgio pledged to protect the rights of the community and to promote positive investment to create local job opportunities and improve living conditions for tenants. Dominelli said it’s about creating funds and creating priorities within the city to get things done instead of looking to higher levels of government for “bailouts.” “It’s time to take an active stand and realize these funds aren’t coming,” Dominelli said. Olawoye said he believes in working collaboratively, which he noted he’s done with all three levels of government as well as the business, non-profit and labour sectors. “I believe that we can only be better together,” said Olawoye, adding it’s also important to empower residents through the formation of resident and tenant associations.
