Longtime Weston resident Tuffy Frank Zidner will be remembered as a family man who contributed both to his local community and as a valued member of the Toronto Real Estate Board (TREB). He died peacefully Aug. 19 at his lifelong home in Weston. Born in Lithuania in 1926, Zidner immigrated to Canada at the age of seven and graduated from Weston Collegiate. He then worked in the family woodworking business before entering the real estate industry in 1954. He made his mark at TREB serving as president in 1975 and subsequently made an honorary life member. >>>TUFFY, page 11

Battles need to be driven by more than NIMBYism

ometimes, the NIMBY (not-in-my-backyard) argument just doesn’t work. While it’s our democratic right to speak up when we’ve got something to say and we’re proud that resident and business groups do so in Toronto, make sure your issue is bigger than just you. Do your homework. Ensure you’ve got strong arguments and consider the bigger picture – is this change needed for the greater good? A group of Scarborough residents lost their NIMBY battle last week and were told to ‘suck it up’ after city council approved a controversial TTC bus garage in their neighbourhood. Despite arguing the location was inappropriate, the matter went through because the land was zoned heavy industrial (thus, buyer beware when you moved in, they were told), finding a new site would delay the project and drive up costs. In Etobicoke, a residential group from Markland Wood is still pushing to change an increase in night flights from Pearson airport that fly over their homes, even though Transport Canada approved the changes last summer. City council recently agreed to have its city manager review the issue, though the local councillor reminded residents, ‘the airport is also a business.’ And just last week, Parkdale-High Park MPP Peggy Nash sent a letter to the Canadian International Air Show on behalf of her constituents to suggest the annual air show be relocated. Citing the ‘deafening’ and ‘frightening’ noise, she says it’s a major disturbance for many Toronto residents. It’s also a six-decade tradition that draws thousands of spectators and whose planes comply to noise regulations set out by Transport Canada. Plus, it’s over in three days. Chances the complaints will yield any change are slim. Take serious stock of your chances before pitching a NIMBY battle, because most are not worth the time. But if you’ve got the numbers, the facts and the political will, kudos to you for trying.

A long list of funding promises for our city “Please tell me it’s not September already.” It’s comforting that the word “please” always introduces the phrase, but – ahem – please, enough already. OK? If I had a nickel for every time I heard that line on Monday alone, I’d have enough money to buy Burger King with its newly acquired prize, Tim Hortons, for heaven’s sake. In fact, with all the nickels I’d have accumulated I’d be able to throw McDonald’s into that shopping cart as well, even if it buys up the rest of the competition. Not that swallowing up the fast food giants would be on my financial wish list, mind you. As a lifelong Torontonian, I’m proud to say I have much bigger fish to fry. Or should I say bigger Mcfish to fry? Or is that bigger fish to mcfry? Or bigger Mcfish to mcfry? Whatever. The point is, I could single-handedly solve a lot of economic problems around here rather than purchas-
jamie wayne BUT SERIOUSLY ing iconic brands and I’d much prefer to give back to the citizenry in my beloved hometown, especially considering they’re the ones who would have provided me with the windfall to make things happen. I’d start with the funding for the Scarborough subway line to get things rolling. Then I’d pick up the tab for the cherished downtown relief line. You could throw in an uptown relief line and another midtown relief line, too, if need be. I’d be onside in a heartbeat. Pick a line, any line, and I’d step up to the plate, or the track, or wherever it is you step up on the transit scene to pay the bills. Next on my agenda would be the tab for the Union Pearson Express that is going to run from Union Station to Pearson International Airport. No
matter what the price tag, I’d have the coin to underwrite it all, no sweat. There’d be no passing on of costs to commuters to foot the bill. As soon as that was nailed down, I’d ante up to get our 204 new streetcars up and running immediately, if not sooner. With me footing the bill, no fare hikes would be in the cards here. Following that, I’d commit to sponsor the seemingly endless renovations and maintenance on our highways, byways and in-betweenways. My endowment motto in such matters: where there’s a way, there’s a will. With all the city’s infrastructure demands firmly in place, next up I’d take taxpayers off the hook by single-handedly subsidizing the Pan An Games. I’d also set aside a little nest egg to fund Toronto Olympic bids on top of that, winter and summer. I’d also provide a similar nest egg to take care of fall and spring Games bids, just in case they ever
get around to holding them. Then, with a move designed to put the city on the world real estate map, I’d provide a whopping 75,000 storeys of development dwarfing the recently approved 750 storey addition, instantly transforming the much trumpeted “Manhattanization” of downtown Toronto into a skyscraper frenzy that would be downright “Hong Kongesque” in scope. And the proverbial icing on the cake? I’d bankroll the remaining mayoralty race polls from now until the big day, Oct. 27. Just kidding. The fact is, I’d be lucky to handle a few thousand of those polls, tops. But that’s it. Not all of them. No way, Jose. I mean, come on now, nobody has that kind of cash to toss around. Service must be affordable to people living in Weston, says councillor >>>from page 1 In the letter, she noted the train now has planned stops in Weston and Bloor West, which will also serve local rail commuter customers. As such, Albanese said the fare policy should consider such factors as different fare schedules for seniors and students and pro-rated fares for commuters accessing the services at Weston and Bloor West. With some reports estimating that a fare price between $20 to $30 may be considered, York South-Weston Councillor Frances Nunziata raised a motion at Toronto Council recently to request that Metrolinx set the UP Express fares at rates com-
parable to GO Transit fares, which currently cost $5.35 for a single ride ticket from Weston to Union Station. Otherwise, it wouldn’t be affordable to residents in the city and particularly in York South-Weston, Nunziata said. “It’s just going to be the rich who’s going to use it,” she added, noting it should be accessible to local residents since they have to tolerate the trains going through their community. The motion, which passed Aug. 25 at the last council meeting before the Oct. 27 municipal election, also suggested that city council reiterate its preference for additional stops along the
UP Express including one at Eglinton Avenue West to be integrated with the Eglinton LRT. Nunziata added that catering just to the business commuters won’t be enough to fund the UP Express. “They definitely won’t get the ridership,” Nunziata said. Both Nunziata and Albanese also questioned the decision to incorporate a $2 fee in the fare price to pay the Greater Toronto Airport Authority to offset lost parking revenue. “If this is the case, Metrolinx should also compensate the several businesses that would be affected by the loss of thousands of cars in and around
the airport,” Albanese stated. “I would like Metrolinx and the minister to take a hard look at this and do the best they can.” Metrolinx responded in a statement that despite plenty of speculation, the fare pricing strategy will not be released until later this year. “We are expecting our strategy to include variable price points for families, children and frequent users. Pricing will also model fare by distance (like GO currently uses) for passengers getting on at Bloor or Weston,” the statement read. “We are working hard to ensure we develop a sustainable business plan that meets the needs of as many people as possible.”

The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Driver charged in weekend fatality on St. Clair A man has been charged in connection to a weekend hit-and-run that took the life of a student from Zimbabwe who had just celebrated his 31st birthday. Police said the pedestrian was in the westbound lanes of St. Clair Avenue west of Symes Road when he was struck by a minivan shortly before 5 a.m. Saturday. The driver fled, continuing west-
bound on St. Clair. “He got into work and realized what he’d done and he contacted his lawyer, which is how we found the vehicle so quickly,” Const. Hugh Smith alleged. Detectives made arrangements over the weekend for the man to turn himself in. The victim was pronounced dead a short time after the collision. “The family is trying to arrange for
his body to be sent back (to Africa). They’re trying to raise some funds,” Smith said. Owen Thompson, 33, has been charged with failing to stop at the scene of an accident causing death. –Andrew Palamarchuk

The Cornerstone Place Shelter will reopen this fall at Vaughan Road and Oakwood Avenue, in a neighbourhood split by controversy over its new location. Toronto council on Aug. 27 refused to approve a request by Josh Colle, the local councillor, to have the choice of 616 Vaughan referred to staff – a move that would have killed the shelter’s deal to purchase the building and possibly close its 50 beds forever. Several councillors expressed sympathy for Colle and area residents who felt news about the shelter was given to them at the eleventh hour. Most supported seven measures Colle argued would help ensure the shelter’s success in the neighbourhood. They include assigning a youth outreach worker to Fairbank Memorial Community Centre, and asking for a community health officer in the area and provincial support for a family health care clinic there. Council also approved the start of a zoning review and a revitalization strategy for the half -vacant commercial area on Oakwood and Vaughan, which Colle and many residents say remains plagued by gang activity and substance abuse. Colle, up until the votes, remained convinced 616 Vaughan, the site of a notorious bar, was a “toxic” location, and tried to substitute a former health clinic nearby, at 524 Oakwood, as a temporary alternative for Cornerstone. The lack of consultation before a heated community meeting on July 28, he said, ramped up “misconceptions and fears” by residents who thought “the fix is in.” The Eglinton-Lawrence councillor, however, bristled at Not-In-My-BackYard charges he said were leveled at him and residents, saying calling them NIMBYs was “a very patronizing and disrespectful way” to dismiss people’s legitimate concerns. Joe Mihevc, councillor for the adjacent St. Paul’s ward, where Cornerstone closed its doors on St. Clair Avenue on July 31, conceded Oakwood-Vaughan is a fragile community, but said he was “absolutely convinced” the shelter will be a positive addition and a better use of 616
Vaughan than a bar. The city considered using 524 Oakwood as a temporary shelter, but that would have required investing “all kinds of money” the city and Cornerstone didn’t have, he said. City staff admitted a misunderstanding about the urgency of Cornerstone’s offer for 616 Vaughan which turned a community consultation into a last-minute scramble. Becoming a good neighbour means working with the community, said Karen Stintz, one of only six councillors who voted for a referral, “and this community has not been involved in this discussion.” Another councillor, Mike Layton, said while the city can learn from it, the rushed consultation was not reason enough to avoid an approval for Cornerstone. Councillor Gary Crawford of Scarborough provided an example of how shelters are embraced by communities over time. Many residents of his ward fought establishment of the Birchmount Residence, a place he said gives older men “a bit of dignity” and a chance to be part of the community. When proposed city budget cuts threatened the shelter, Crawford said, many of the same residents fought to keep it. Other councillors said not approving the shelter would run counter to the city’s shelter bylaw, which Kristyn Wong-Tam said states the city can put a shelter “just about anywhere,” and prevents the use of zoning to stop people, including shelter residents, from coming to live in neighbourhoods. Wong-Tam, who has 10 shelters with 1,000 beds in her downtown ward, pleaded with council not to concentrate poor Torontonians in certain neighbourhoods in order to “shut the door on them.” She reminded councillors they agreed last year to maintain a shelter bed occupancy across the city of 90 per cent or less – a rate that climbed as high as 93 per cent after Cornerstone closed. Council also approved a motion for a report in 2015 on best practices in community engagement for establishing shelters in future.

He’s going to be missed.” Zidner is survived by his wife, Gillian, of 29 years, his six children, Gerald, Ronald, Rosemarie, Barbara, Richard and James, 11 grandchildren, and 10 great-grandchildren.

olitics is a gamble. Voters place their bet on election day. Candidates and their campaign teams place multiple bets throughout the campaign. Some bets are small – some are huge. Olivia Chow put all her money on the table Tuesday morning with a financing plan that would raise a lot of money for transit and school breakfast programs, and raise the profile of a campaign that seems to have stalled. Chow’s plan – to raise the land transfer tax on homes selling for over $2 million by one per cent, for an estimated $20 million a year – is a big step away from that middle ground. Until now, Chow’s campaign has been one of deathly moderation. She would keep taxes low but not freeze them; kill the costly Scarborough subway plan and return to a fully funded light rail plan to replace the Scarborough RT; add some buses; and do complicated things having to do with housing and small
david nickle the city business and youth to provide marginal improvements. And in her person, she would provide the only sure-fire way to make sure Rob Ford wouldn’t be mayor. All of that combined seems to have mainly inspired the voters who supported her strongly in early 2014 to look elsewhere in the summer. Chow’s new fiscal policy might well drive off even more support. She is proposing a tax increase after all. The only candidate charting in polls at all who’s talking about the necessity for tax increases is David Soknacki, and he’s stuck in single digits. This idea is definitely an all-or-nothing kind of thing. But one can see how Chow and her advisors think it might have some appeal. To begin with, it deals with a hole in Chow’s transit platform – specifically, that for
her to increase bus service by 10 per cent would require more buses than the TTC has on the road. A land transfer tax increase covers that tidily. And it’s difficult to argue compassionately against funding more school breakfast programs. As well, it is likely only a handful of Torontonians even remotely likely to vote Chow would be impacted by a land transfer tax increase on $2 million homes, and a thimble-full would be impacted enough to complain about it: hardships endured by such a tax grab are surely the first among first-world problems. Of course, in coming out with this policy the Chow campaign has painted a target on their candidate for Tory and Ford certainly and perhaps Soknacki as well. But the calculation has obviously been made: better to be talked about as a taxand-spend progressive, than not talked about at all.

With the start of the school year, the TTC has adjusted bus and streetcar service on several routes. Beginning this week, bus service for the 196 Rocket express to York University will increase Saturday evenings, all day Sunday and on holidays with vehicles now coming every 10 minutes from 15. As well, an express bus, the 198, has launched, offering speedier weekday trips between Kennedy station and University of Toronto Scarborough Campus.
