Metrolinx, responded in an email to The York Guardian that there has been no overnight track work in Weston to date. “We will continue to monitor our contractors’ schedule to see when the nighttime work will be undertaken. We will provide additional notice necessary to the community once we know details of timing,” Edwards confirmed. “We do expect this work to begin in the next couple of weeks. It should be emphasized that overnight track work will not be throughout the 90-day period.” He added that Metrolinx

only works extended hours when necessary. “To meet our current schedule, we are required to work some extended hours over the coming weeks,” Edwards continued. “We will monitor noise and vibration levels twenty-four hours a day, seven days a week. Man dies in hospital after Monday evening shooting at Jane and Lawrence A man is dead following a shooting in the Jane Street and Lawrence Avenue area Monday. Police were called to the scene just before 6:30 p.m. The victim was taken to hospital, where he later died. Police have identified the victim, but have not released his name. et this be a municipal election campaign about ideas: not just the sharing of ideas but also how they can get implemented. Ideas on how our neighbourhoods can grow and evolve. Ideas on how our residents can become more engaged. Ideas on how our citizens can work together. At 4:30 p.m. this afternoon, the final candidate list for Toronto’s mayor, councillors and school board trustees will be set. And we need to see what our candidates have to offer. But in addition to concrete proposals for their respective communities, candidates must offer how they intend to work with others – the citizens they’ll be representing as well their our view political colleagues. When it comes to representYour municipal ing constituents, it is possible earn respect – and ulticandidates must to mately build consensus – from earn their votes a wide range of viewpoints. That comes from being professional, from being diligent and by listening to all stakeholders. When it comes to working with political colleagues, Toronto council is made up of 45 elected representatives. The Toronto District School Board has 23. The Toronto Catholic District School Board has 13. An individual running for office is ultimately just one voice at the table. Even someone with the power and resources of the mayor’s office can have their vision sidelined – and we did witness that in this most recent term of council. Toronto has a lot of diverse (and sometimes competing) interests. Being able to connect with a diverse group of stakeholders on a myriad of issues – especially on those where a fundamental disagreement exists – is not an easy task, but it is a necessary one. To the candidates: Be prepared to offer your vision. Be prepared to back it up with facts and observations. But be prepared to explain a more challenging question: How would you work with your constituents and elected colleagues to push that vision forward? To Toronto’s voters: Inform yourselves on the issues that matter in your respective communities. Respect your vote – and make the candidates earn it. Following in Jose Bautista’s ‘gone yard’ steps I don’t catch all the Blue Jays games, but it sure seems like every time I do tune in, Jose Bautista has just “gone yard.” Usually at a key moment, too. For those who don’t keep up with baseball lingo, going yard is a more colourful way to describe a home run. For those who don’t keep up with baseball, let alone its lingo, a home run is when a batter hits the ball over the fence after it’s travelled the length of the yard – a.k.a. park, a.k.a. playing field – hence the phrase. Anyhow, announcers love the expression, using it repeatedly in various forms; it has become a mainstay of baseball highlight reels. Friday night after Bautista and teammate Edwin Encarnacion each clobbered their 30th home runs of the season, it was a veritable gone yard fest on all the sports shows. In fact, I was so inundated with the phrase I couldn’t get it out of my head the next day and Saturday night

jamie wayne BUT SERIOUSLY I fell asleep right after turning on the Jays game and had the strangest dream. Obi-Wan Kenobi was whispering it to me. “Go yard, Luke, go yard,” he urged. “Why are you calling me Luke?” I asked. “Just be happy I’m in your fantasy and go yard, already,” he snapped. “Will the force be with me venerable one?” “The back of my hand will be with you in a second if you don’t get a move on,” he growled. “A little less talk and a little more action. Now, go yard.” Then he vanished in a puff of smoke, although it was hard to tell if it was actual fumes or just special effects. I was groggy when I woke up Sunday morning and could still hear his words as I headed outside hoping fresh air would clear

my head. But no such luck. I was immediately greeted by signs on every lamppost echoing Obi-Wan’s commands: “Go yard.” “Go yard.” “Go yard,” they all said. I pinched myself to see if this was all just a bad dream sequel, but when I turned the corner, it was clear this was all very real. At the first house I saw they were holding a yard sale. “Go yard” it said out front in bold letters. Well I’ll be. In all my years, I’ve never been to one. So that was what this was all about: me attending my first yard sale. How could I resist? I have to tell you, I was so impressed with what I saw, I bought that yard and took it straight home. Inspired, I went out to check out all the other such sales I had ignored throughout my life. I went to a patio sale and I picked up an adorable patio. I went to an attic sale and purchased a charming

attic. I got a cosy basement at the basement sale and the cutest little garage at the garage sale and then wrapped it all up with a brand new, unused sidewalk at the sidewalk sale. Talk about hitting a home run. I was towing it all in a big trailer when I drove by our neighbourhood’s favourite pessimist, Nigel Naysayer, who looked on in disbelief. “Patio? Attic? Basement? Garage? And sidewalk, too? Have you lost your marbles?” he snarled. “Where is all that stuff gonna go?” Suddenly, Obi-Wan appeared in a haze overhead and was about to answer him when I quickly stepped in. “Where do you think, Nigel,” I interrupted. “Yard, baby, yard. John Tory, Rob Ford adept Dungeon Masters I never pegged Rob Ford and John Tory as the kind of kids who played a lot of Dungeons and Dragons in high school. Still, as a recovering Dungeons and Dragons übernerd myself, I’ve got to say: both Ford and Tory would have made wicked Dungeon Masters. Armed with nothing but graph paper, some pencils and their unbridled imagination, both have come up with wonderful, fanciful maps that’ll keep parties of dungeon-crawlers busy for months – or, if they’re elected, years. Of the two transit dungeons, Ford’s is undeniably cooler. He’s drawn a veritable Minotaur’s maze of subway lines on his $9-billion plan to drive Torontonians underground: tunnels under Finch and Sheppard avenues, a dank catacomb for the Eglinton Crosstown light rail line, and a downtown relief passageway beneath Leslieville and Corktown. Although Ford hasn’t marked them on the map he sent out last week, one might expect more than a few pit

david nickle the city traps along that one. Tory’s plan is not technically a transit dungeon – Smart Track is all above ground – but the serpentine rail line wending through Scarborough, downtown Toronto and, if you listen to Olivia Chow, some living rooms in Etobicoke, is certainly sitting on a dragon’shorde of gold. Tory would have been the kind of Dungeon Master that made it easy for his players, letting them wander from level to level picking off underfed goblins and picking up chests-full of gold and magic swords and rings as they went – ultimately, becoming a very popular Dungeon Master indeed. The trouble is that both Tory’s and Ford’s transit plans are asking voters to roll dice on very real schemes – schemes that are going to cost real money and plough through real neighbourhoods. The plans are probably a step up from the labyrinths

that teenage gamers sketch out after they’ve done their homework, but they are nearly as tentative. This week, when Chow called Tory on the physical impossibility of laying track along the route he sketched through Etobicoke, Tory admitted that, yes, he would dig a tunnel for that portion of his surface subway after all. And neither he nor Ford have provided much comfort in their financing plans – both relying on the unproven tax increment financing model to pay the very significant cost of those projects, and Ford floating a further range of financing mechanisms that a team of experts spent considerable energy definitively refuting during the Sheppard subway debate this past term. Really, that shouldn’t surprise anyone. This kind of thing has always played much better over a long night in a suburban basement rec room than it does in the real world. Any über-nerd could tell you that.

RAHUL GUPTA rgupta@insidetoronto.com It’s not yet clear how much it will cost to construct a fully electrifed regional rail network to run on existing GO Transit train lines, Metrolinx senior executives say. While it’s estimated expanding and electrifying all seven GO rail lines will cost around $12 billion, Metrolinx CEO Bruce McCuaig refused to speculate on the final price tag for the project, known officially as the Regional Express Rail (RER) network. The provincial government of Premier Kathleen Wynne has promised to complete the electrification

within 10 years. “I’d prefer not to speculate, because over three months we’ve done a heck of a lot of work in terms of what is the program, what will it look like, and we still have more work to be done,” McCuaig told reporters after Metrolinx’s quarterly board meeting Friday. “As soon as I start to use a specific number, people start to remember a number. I would like to suggest we need to do more work, we need to look at the infrastructure needs, the phasing plan, we need to talk to municipalities, community stakeholders. Once we’ve done that work we’ll be coming out with more detailed information.”

UP Express: airport workers seek meeting with Metrolinx over fares RAHUL GUPTA rgupta@insidetoronto.com Airport workers are demanding a face-to-face meeting with Metrolinx officials to discuss their concerns over the affordability of the Union Pearson (UP) Express air rail link. Around 10 members of a loose coalition of flight attendants, customer service representatives and baggage handlers working out of Pearson International Airport turned up last Friday at Metrolinx’s head offices inside Union Station, thinking they would get to voice their concerns directly to the provincial transit’s agency’s board of directors on charging a premium fare for UP which opens next spring. But the public portion of Metrolinx board meetings don’t allow for deputations. Chair Rob Prichard suggested any concerns on UP’s future affordability could be emailed to him directly. That’s just not good enough, say the workers, who want an immediate public consultation with the entire membership.

“Twenty-thousand workers and there hasn’t been one discussion with any of us,” said Sean Smith, a union organizer with Unifor local 2002, which represents Pearson airport employees as well as flight personnel. Several workers, who made their comments within earshot of senior Metrolinx executives, said there is general support for UP among the airport workforce, even though the service is expected to operate as a premium express rail service, making just two stops at Weston and Bloor GO stations, between Terminal One of Pearson and Union Station. Riding the length of the four-stop service that travels from Pearson via a new rail track linking up with the existing Georgetown South tracks will take 25 minutes, promises Metrolinx, making it ideal for business-class commuters looking to travel in speed as well as luxury. For Ole Harder, getting to the airport in under 30 minutes would be a dream. The Air Canada flight attendant says he spends at least 90 minutes getting from Richmond and

Sherbourne streets to the airport, a journey that requires streetcar, subway and bus trips. Harder, who said he would happily take the service regularly if the fares were reasonable, was frustrated by what he sees is a lack of public dialogue on the matter, saying Metrolinx was deliberately keeping airline workers in the dark about UP’s fare structure. In a statement, Metrolinx spokesperson Malon Edwards said there’s a willingness on the part of the provincial transit planning agency to discuss the matter with the airport workers – if an official meeting request is made. Edwards also said alternative pricing for UP fares was under discussion, including having “variable price points” for families and frequent riders. Also under consideration was charging riders who board from either Weston or Bloor a distance-based fare as is used by GO Transit. A recommendation for UP’s fare-structure is scheduled to be presented to the Metrolinx board in December for approval.

Municipal Class Environmental Assessment Notice of Study Completion The City ofToronto has completed a Municipal Class Environmental Assessment (EA) study to address basement and surface flooding in the area along Weston Road/Black Creek Drive (please see map).The objective of the study is to provide recommendations to reduce the risk of future basement and surface flooding, and to reduce combined sewer overflows within the study area. Heightened rail safety through Toronto sought by MPs LISA RAINFORD lrainford@insidetoronto.com A train derailment the magnitude of the fatal Lac-Mégantic crash that killed 47 people and destroyed half of the eastern Quebec town’s buildings was an “aberration,” a Canadian Pacific (CP) Railway spokesperson told those who attended a community meeting to discuss rail safety.

Since the tragedy in July 2013, when an unattended freight train carrying crude oil came off the track and exploded in the popular tourist destination, the rail industry has been reviewing its safety management system, CP’s Randy Marsh, director of government affairs, told the two dozen or so residents who attended the Sept. 3 meeting hosted by Parkdale-High Park

MP Peggy Nash. “If we don’t operate safely, we don’t have a successful rail company,” Marsh said. “We’re reviewing all our procedures. We’re working with all of our stakeholders to improve what we do.” While Marsh said the federal government acted quickly following the LacMégantic disaster to ensure the factors that led to the

accident wouldn’t happen again, Nash, along with colleague York South-Weston MP Mike Sullivan, a member of the House of Commons Transport Committee, and Christine Collins, president of the union representing rail inspectors, are calling on further urgent action to improve rail safety. This is in part because Nash’s riding is close to several of the busiest crosscountry rail lines in Canada. On behalf of constituents who have expressed concern for the types of dangerous materials being transported along the rail corridor in their neighbourhood, Nash has written several letters to Minister of Transport Lisa Raitt. petition “There is more freight traffic than there has been in the past. Are we taking every safety precaution?” asked Nash. The local politician said she presented a petition in the House of Commons in an effort to get answers on behalf of the community. Since the Lac-Mégantic crash, Transport Canada has phased out the most dangerous of tank cars, DOT-111, the least crash-

resistant, as recommended by the Transportation Safety Board, said Nash. It has also required Emergency Response Assistance Plans (ERAP) for the transportation of crude oil, gasoline, diesel, aviation fuel and ethanol. Nash invited Transport Canada representatives to attend the meeting, but they did not. “There is a robust regulatory system in place. We have to do risk assessments regularly by law,” said Marsh, adding CP is a leader in rail safety. Collins, the national president of the Union of Canadian Transportation Employees, said the organization is calling for an online searchable database of incidents for the public. Sullivan said the House of Commons Transport Committee has asked for a study of the transportation of dangerous goods because there is not a lot known about the shipment of crude oil, which has led to four derailments recently. “How do we make this stop happening? It’s only a matter of time before it happens again,” said Sullivan. When asked by residents if CP could re-route its trains to avoid travelling through

LRT dig nearly at Dufferin wCrosstown

Tunnel borer machines (TBMs) excavating the west underground portion of the Eglinton Crosstown LRT have nearly reached Dufferin Street. About 2.5 kilometres of tunnelling is complete since the spring, with both “Dennis” and “Lea” digging underneath Eglinton Avenue West. They are expected to reach Allen Road by December, according to Metrolinx. The two massive drilling machines have continued to carve out the Crosstown’s underground route, departing from Black Creek Drive last spring. Once the machines reach Allen, they will be extracted and redeployed to Yonge Street, said Metrolinx senior executive Jack Collins. A second set of TBMs will tunnel from east of the Don Valley toward Yonge Street. All tunnelling is expected to be done by late 2016 after which station construction can begin. The first phase of the Crosstown is scheduled to open in 2020 when it
