Constable Ojo Tewogbade may have recently retired after serving in the Toronto Police Services for the past 35 years, but he still plans to be active in the community. “I can’t retire and then abandon the community,” said Tewogbade, noting that he and his family have benefitted greatly by having immigrated to Canada from Nigeria. Starting as a parking officer in 1979, he then served as a constable at 13 Division for the past two decades until his retirement earlier this month. Weston Idol gives encore performance this weekend

Toronto police investigate in the Jane-Lawrence area Sept. 8..

Man shot at Jane and Lawrence was targetted: police A man gunned down in a west-end parking lot Sept. 8 has been identified as Joseph Okoro. Police said the 21-year-old was near Jane Street and Lawrence Avenue around 6:30 p.m. when he got drawn to a nearby vacant parking lot where he got into an altercation with someone. “As a result of that altercation, he was murdered,” Det. Sgt. Mike Carbone said last Thursday. “I can say this was certainly a targetted homicide.” Okoro was taken to hospital where he died of his gunshot wounds. “We’re looking for any information from witnesses who may have seen our deceased with anyone,” Carbone said. “I certainly would like to get an untainted version of who he was in contact with prior to the homicide.” Police didn’t release a description of the shooter. “We’re still looking at witness statements and trying to piece together some more of this puzzle,” said Carbone. Okoro, the city’s 32nd murder victim of the year, was previously known to police. “He’s a young man, he’s from the community,” Carbone said. “I certainly would like to speak to anyone who knew this person or had any contact with him.” People with information are asked to call the homicide squad at 416-8087400 or Crime Stoppers at 416-222TIPS (8477).

atch an encore performance of the winner of the Weston Idol competition at the Weston Farmers’ Market this Saturday at 11:30 a.m. Samantha Rossi will be singing the Tina Turner classic River Deep Mountain High and Alicia Keys’ hit If I Ain’t Got You – the two songs she sang to great reception during the Best of Weston Festival held recently. “It was very Saturday exciting,” said Rossi, when her name was announced as the winner of the singing competition. “I was very happy about it.” The third-year McMaster student, who is currently studying arts and science, said she started singing when she was 12 or 13 years old and has since performed in a band as well as for the Catholic church at weddings and funerals. But it was the first time she sang in a talent competition against other performers. “It was a little nerve wracking,” she admitted. But singing in front of the Weston community felt more like singing in front of family, said Rossi, who looks forward to singing again this weekend in

John Nunziata among those filing for council races on last day DAVID NICKLE dnickle@insidetoronto.com Two former federal and provincial politicians threw their hats into the ring in west-end wards Friday, in the final hour before nominations closed for the 2014 municipal election Friday afternoon.

John Nunziata, a former Liberal MP and one-time mayoral candidate, registered to run in Ward 12 (York South-Weston), challenging incumbent and budget chief Frank Di Giorgio. And Chris Stockwell, a former Progressive Conservative MPP for central Etobicoke, has decided to run

in Ward 4 (Etobicoke Centre), a ward left vacant after longtime incumbent Gloria Lindsay-Luby announced her retirement. Stockwell, who served from 1990 to 2003 under former Premier Mike Harris, said the last-minute filing was some time in the making. Nunziata, meanwhile, filed his

papers alongside Doug Ford, who was filing his own papers to run for mayor in place of his brother Mayor Rob Ford. Nunziata said that he decided to run after he learned that Doug Ford would be running for mayor, describing him as an “outstanding candidate.”

Nunziata ran for mayor himself in 2003, against John Tory, Barbara Hall and David Miller, who prevailed that year. He is brother to city council speaker and Ward 11 Councillor Frances Nunziata.

Pan Am Games to highlight our wonderful city T

he Pan Am/Parapan Games are coming to Toronto next summer, bringing thousands of athletes and tens of thousands of fans and media with them. Tickets went on sale this week, and Toronto residents have until Oct. 6 to order early-bird tickets for the events they most want to see by going to TORONTO2015.org/tickets While they are not on the same scale as the Olympics, the Pan Am Games will feature approximately 6,000 top athletes from 41 countries in North America, Central America, South America and the Caribbean competing in 36 our view sports. From July 7 to 26, Toronto will be the place to be for competition Civic pride in many of those sports including track and field, aquatics, sparked by basketball, BMX biking, tennis 2015 Games and much more. And right after the Pan Am Games finish, the Parapan Am Games take centre stage in Toronto from Aug. 7 to 15. What makes these games especially exciting is that not all of the events are centred in the downtown core. They’ve been spread out in facilities from the York University campus in North York to Centennial Park in Etobicoke and into east Scarborough. It makes the Games accessible to so many more fans, and will in a number of cases give residents the opportunity to watch international athletics in facilities they can walk to from their homes. From what we see and hear among our newspaper’s readers, there’s great excitement about next summer’s games. Residents are looking forward to attending events in state-of-the-art facilities such as the Toronto Pan Am Sports Centre in Scarborough that will host aquatics, fencing, pentathlon and roller sports events next summer. They are also looking forward to the legacy of these facilities in their communities. For more on the Games and their impact on our communities, see our feature series at bit.ly/Agn5R0 There’s also no small amount of civic pride involved in hosting these games. A good part of the world will be coming to visit us next summer, and we are looking forward to showing them what a wonderful city Toronto is.

Dropping in on minor hockey tryouts I caught some minor hockey tryouts around town on the weekend. Here are assorted sights and sounds from rinkside at Dick Duff Arena. Coach: “Alright troops, listen up. For those of you suffering from the delusion that you’ve got a lock on a roster spot, I have a rude awakening for you: every position is up for grabs. It doesn’t matter what you did last season. I don’t care what fancy shmancy hockey school you went to over the summer. Under my watch everybody starts with a clean slate at camp. You want to qualify to play for this club, you have to do it the old fashioned way – you’ll have to earn it. Nobody, and I mean nobody, has this team made. Ya got that?” Jason: “You tell ’em, Dad.” Coach: “Hughie, I know you’re the smallest guy out here, but it’s not how big you are, it’s what you’ve got here on the left side of your

Ask your candidates what they are going to do to help York South-Weston youth Re. ‘Man killed in shooting at Jane and Eglinton,’ News, Aug. 21 To the editor: York South-Weston once again is the scene of a deadly shooting in which one young man was killed and a second one is fighting for his life in the hospital. The police, as of this writing, have not caught the perpetrator of this crime. We do however know one thing; there is a major problem with our youth in York South-Weston and this must be addressed, otherwise it will keep getting worse. In our area there are many social agencies working to help our needy community. These agencies are heavily funded (millions of dollars) by our hard-earned tax dollars and they keep asking for more money. Our problems have not been resolved – we have more

killings. There is no co-ordination amongst the various agencies and this doesn’t help. Maybe it is time to think outside of the box and try to plan new strategies and bolder actions. I had a conversation recently with an elected official for our area and they agreed to this new approach and are willing to try something new and unique. It is time to ask the various social agencies to be accountable for their programs, which should be beneficial to our community. We need a bold plan to help our youth as none of the past incentives have worked. We must ask our elected officials questions as to how they are going to revive our area and help our young people. We have a municipal election in October and we must ask and demand our candidates, who are

asking for our votes, to show us how they will bring jobs and industries to York South-Weston and also to make our community safe. It is your vote and you must not give it lightly – you must receive satisfactory answers. Oswald Spengler in his book The Decline of the West, published in 1926, writes “Every modern election, in fact is a civil war, carried on by the BallotBox�. He further wrote that “In form of Democracy, Money has won,� which is somewhat true. We must make sure that our democracy survives by exercising our constitutional right and going out to vote. Please make your votes count. We must work together to make York SouthWeston safe and vibrant for us, our children and future generations. Moe Irshad

Looking for help to honour Second World War sacrifice To the editor: In 1944, an RCAF Wellington crashed over our village of Roade, Northampton, U.K., killing all six personnel aboard. Why stop at euthanizing raccoons: reader To the editor: I read Toronto council is discussing the possibility of euthanizing raccoons. I have encountered many raccoons living in the area just waiting to attack me as I put my food waste into the green bin. I just don’t understand why council wants to just include raccoons in their

plans. Let’s get rid of squirrels, too. They are forever digging in my garden and making a mess. I have also seen those pesky skunks lurking around at night up to no good. They definitely must go. The worst are the birds. All summer long they have

been doing their business on my lawn furniture. But hey, why stop there. With fall approaching soon, there is nothing more aggravating as raking up leaves. Please, Toronto council, can you cut down all the trees, too? Andrea Helen Grace

Scarborough subway debate the ‘poster child’ on how not to make decisions, report RAHUL GUPTA rgupta@insidetoronto.com A report from the Toronto Region Board of Trade (TRBOT) is calling for a better decision-making structure to prevent the type of political interference that has derailed past transit plans. The board’s latest discussion paper strongly recommends reforming governance structures for transit agencies such as Metrolinx so they are not vulnerable to a change in political whims. It proposes four possible models to integrate transit decision-making, which have been used successfully in other jurisdictions. What’s more, with a newly elected Liberal provincial government in place with a majority mandate, as well as funding commitment in place to provide $15 billion over 10 years to transit improvements in the Greater Toronto and Hamilton

Area (GTHA), board CEO Carol Wilding said there’s great opportunity now to reform the existing governance structure. “The time is now and there’s too much at stake, $15 billion,” said Wilding following the release of the report Sept. 10 at the TRBOT’s downtown office. “Others have done it, we can do it. We’re not looking to break brand new ground here.” The report recommends four broad options for future regional transit governance: w Creating a transit alliance offering integrated service and operating under a unified brand. w Uploading all transit operations to the province. w Creating a special body managed by GTHA municipalities to share planning and policy decisions. w Creating two special bodies at the municipal level to separate planning and operational decisions.

Wilding said looking at international examples could help the region avoid the type of political interference seen during last year’s Scarbrough subway debate which she described as the “poster child” for how not to build transit.

They don’t flip flop like with Scarborough.” Wilding, who is leaving the board of trade, said all options for reform should be considered, including uploading the TTC to the province or allowing Metrolinx to have the final say on transit building. And with a stable provincial government in place, she suggested all of the options listed in the report can implemented in less than a year. “When you are in an environment where there is a provincial majority government, I’d suggest you could move fairly efficiently,” she said.

Tory skips out on Transit’ debate w‘Big Mayoral front runner John Tory withdrew from a transit debate this week with Olivia Chow just a few hours before it was scheduled to begin. The event still took place on Monday, but with only Chow taking part. Earlier in the day, Tory’s campaign team released a media statement confirming he would not attend the Big Transit Mayoral Debate, co-organized by the advocacy group TTCriders and the Ryerson University Student Union. Tory blamed “extraordinary demands” on his time along with Doug Ford’s entry into the mayoral race for his withdrawal from Monday’s debate as well as other events planned for this week. Rob Ford and David Soknacki had also agreed to attend before both withdrew from the mayoral race. Chow used the opportunity to hold a solo Q and A on her transit plans – and continually criticize the absent Tory in the process. About 150 people attended the event, which was held at Ryerson.

United Way Toronto sets $117 million fundraising goal MIKE ADLER madler@insidetoronto.com It’s the same number as last year – but still a big one. United Way Toronto’s fundraising goal for 2014, revealed one digit at a time Sept. 10, at the Miles Nadal Jewish Community Centre (JCC), is $117 million. That’s the goal the charity umbrella announced and met in 2013, and while CEO Susan McIsaac said she thinks Torontonians might contribute more, the organization wants to be realistic. ”The team felt most comfortable at $117 million, so there we are,” she said after people standing on a running track above the midtown centre’s gym turned over red placards to show the cheering crowd a dollar sign, two ones, a seven and six zeros. On stage, she said the United Way – with its 200 community agencies, 23,000 volunteers, and 700 workplace campaigns – needs support as much as ever. “We believe we can do even more, that we can make this city even better, that this city is filled with possibilities,” she said, adding

about how a United Way agency has helped them or someone they know, said Ellen Cole, executive director of the JCC, which was one of United Way’s 14 original agencies in 1956. “It’s a stunning call to arms,” Cole said of the latest fundraising goal. “This is a big number,” she said, pointing at it on one of the room’s large screens, “but we’re a big

community and Toronto is bigger and better because of the United Way.” Funds the fall campaign gather will go to subsidizing memberships so that everybody can afford to use the recently-refurbished gym, which volunteers had decorated for the launch event with banners from the Thorncliffe Neighbourhood Office, Youthlink, Family Service Toronto and other agencies. “Adam Sandler was shooting hoops here last week,” added Cole, who said United Way money also supports children’s camps, as well as seniors’ and after-school programs at the JCC. Jamila Aman, executive director of Northwood Neighbourhood Services, a multi-service settlement agency on Weston Road, said the campaign means members of her community won’t be left behind. “This number also means we have to work harder so United Way can reach their goal,” she said. “Always, the need in our community exceeds our resources.” A United Way agency since 1986, Northwood has only one funding source paying its utility costs and rent, “so if not for the United Way,

we cannot even leverage other funding,” said Aman. The charity umbrella also fills in funding gaps for JobStart, which has two Etobicoke offices offering employment, community and settlement help to anyone who wants a job. The agency served more than 4,000 people last year – newcomers, youth, students – said its executive director, Heather Sant. Sharon Shelton of Tropicana Community Services said the campaign helps her Scarborough-based agency, which opens its new headquarters building on Sept. 26, expand its programming and plan better. “For us, the United Way is the pot of funding that allows us to do a lot of what we want to do.” The annual campaign raised $116 million in 2012, much more than the $58 million it gathered in 1998, before United Way turned more attention to Toronto’s inner suburbs and helped organize a joint approach with the province and city in bringing improvements to what were known as priority neighbourhoods.

Public board lobbies for development charges Toronto school board seeks a share of fees charged to developers CLARK KIM ckim@insidetoronto.com With the city’s recent approval of 7,000 new condominium units across Toronto, two Toronto District School Board ( TDSB) trustees are asking for their share of Education Development Charges (EDC) that could add up to millions of dollars. Chris Glover, Etobicoke Centre trustee, held a press conference recently alongside Mari Rutka, TDSB board chair and Willowdale trustee, asking the province to change the regulations to Education Development Charges. The levies charged from the new condo developments last week will generate $5.9 million for the Toronto Catholic District School Board (TCDSB), Glover said. “The public school board is not getting any of that,” added Glover, explaining because the TDSB has land, it is not allowed to collect the charges, which can only currently be used for the purchase and upgrading of land.

School boards must meet several conditions to be eligible to collect EDC, which include that the board must show the number of students it needs to accommodate is larger than the space available. While the TCDSB is at capacity, the TDSB, which serves more than double the number of students, is not considered eligible since it still has space across the system. “For a city this size, it’s never going to happen,” Rutka said. She added under the current funding formula, all the schools need to be completely full before the province provides capital funding. “We sort of get doubly dinged,” Rutka said. “We don’t get money from the province and we don’t get

money from the developers.” The TDSB previously sent an open letter to provincial party leaders earlier this year, asking for changes to the Education Act so the public school board can begin to collect Education Development Charges to be used for renovations and additions as well as new school construction. In Rutka’s high-growth riding of Willowdale where condos are being built along the Yonge Street corridor between Finch and Sheppard avenues, local schools like Avondale Public School are already above capacity with nine portables on the playing field. Heather Mitchell, board director of the Toronto Sports Council, said it’s shortsighted to force the TDSB to sell off surplus land, with community groups worried over the loss of parks and green space. “It’s an old policy and it needs to be revisited,” Mitchell said. Rutka added the TDSB doesn’t have a lot of excess land and needs to plan for the future, noting the elementary school population is

projected to grow over the next 10 years. In the meantime, without funding for new schools and additions, many students who live minutes away from their closest school are being bused out of the community. Dennis Rak, chair of the Avondale Community Condominium Association, said young families have expressed similar concerns. “The members are really frustrated. I received complaints from many parents about not being able to attend school within walking distance,” said Rak, who supported the TDSB in being able to receive EDC so that in can be invested back into the community. “We are far behind with our infrastructure here.” With the municipal election approaching on Oct. 27, Rak is looking to make this an election issue and have Toronto council urge the province to change the Education Act to allow the TDSB collect Education Development Charges.

Stalled mayoral race gives voters time to ponder the big questions The Ford family’s personal and political kerfuffle last week sent some serious shockwaves into the early part of this week of the mayoral campaign – serious enough to send things into a bona fide stall. On Monday and Tuesday, three of four mayoral debates died on the vine. Olivia Chow got out on Tuesday morning to host a news conference, rescheduled from last week, to let voters know that four westend progressive councillors were behind her mayoral bid. John Tory, the candidate responsible for putting the kibosh on those three debates, held a news conference an hour later that was somehow less surprising: to remind voters that he intended to keep promises related to gridlock that he’d made during the summer. Up until the print deadline for this column Tuesday afternoon, newly minted mayoral candidate Doug Ford was spending his time at the bedside of newly minted Ward 2 council candidate Rob Ford – so not

saying much of anything. The sound of shuffling feet was just about deafening. Quiet times aren’t always a bad thing. In this one, it might just be useful to sit a spell, and in the absence of blaring pitches of mayoral agendas – just think a bit about where we are, where we’ve been, and where we want to go. Until last week, Toronto was in what ex-mayoral candidate David Soknacki correctly pegged as a referendum on Mayor Rob Ford. For four years, Ford put many Torontonians through a meat grinder of embarrassment, insult, and privation. His activities somehow provided some measure of comfort to others. We lined up on either side of that very sharp line Ford drew: with Ford More Years on one side, and really everything else on the other. here on in, this election might finally just be about the ideas Well, not entirely the ideas: we’re all a little partisan, some casting ballots for New Democrats and certain Liberals, others voting for certain other Liberals and Conservatives. Some of us feel strongly enough about that to pick a mayor now. But for the rest of us: what an unexpected opportunity to pick not so much the person of the mayor, but the kind of city we want. In this quiet time we might ask: do we want to pay more taxes to build a subway in Scarborough and more stations on an electrified GO line? Would we rather send that billiondollar property tax levy to build a downtown relief line, and skim more tax revenue from the land transfer tax to build a downtown relief subway line and buy more buses? Do we want to contract out garbage collection in the east end or not? What about bike lanes? It’s much easier to think about these questions when we’re not also deciding how we feel about all the other ugly matters that have consumed us until now. Clarity is a rare and wonderful thing. Savour it while it lasts.
