South Texas endures hail, lightning, wind...

A storm system sweeping South Texas from the Mexican border to the Hill Country west of Austin brought a tornado touchdown to the Devine area, larger than golfballsized hail to Dilley, a threehour lightning storm to Frio and La Salle counties and high winds to the area Monday night through early Tuesday, March 19-20.
To date there have been no reports of fatalities resulting from the storm north of Frio County, and property damage reports in Frio and La Salle counties have been minimal, despite early estimates of rainfall reaching close to two inches in depth for some areas. The Highway Patrol was dispatched shortly after 11 p.m. Monday to a freight truck crash and fire between Gardendale and Millett, and
the northbound lanes of IH35 were closed for the crash investigation and clean-up during the lightning storm after midnight. Dilley area residents reported hailstones of more than three inches in width falling between 7 and 8 p.m. Monday. Thousands of Cotulla residents were left without electricity between 11 p.m. Monday and 1 a.m. Tuesday, when the city was buffeted by high winds.
The Camino Real Frio County Work Center will kick off its recognition of March Developmental Disabilities Awareness Month with public information on available services from 10 a.m. to 2 p.m. Friday, March 22 at the Walmart store on Oak Street in downtown Pearsall.

The Frio County Pioneer Jail Museum Association will host Pioneer Day Saturday, March 31 on the grounds of the jail and museum behind the Frio County Courthouse in Pearsall, featuring games, live entertainment, food, museum tours, vendors, cooking contests and live hands-on displays of the region's early settlers. When the occupant of a travel trailer alongside Martinez Road on the southeastern outskirts of Cotulla heard what he later described as a crashing sound, he dismissed it as bad weather and continued cooking his supper, momentarily unaware that a drunk driver had plowed down a mesquite tree and flung it onto the roof of the trailer, according to the Highway Patrol this week. Identified as 47-year-old Jorge Del Toro,
the driver of a 2006 Ford F-150 pickup truck has been charged with a repeat drunkdriving felony and was transported in custody from the crash site to Community General Hospital in Dilley Wednesday evening, March 14 for a mandatory blood test, DPS Trooper Philip Crain reported. Del Toro is accused of having lost control of his pickup truck at high speed on the twolane residential street, sending the vehicle into a sideways skid, whereupon it left the road and felled a mesquite tree.

lthough the ghosts of neither young Sheriff Charles McKinney nor alleged conspirator George Hill are believed to haunt the place, their remarkable lives and grisly end are forever woven into the historic fabric of downtown Cotulla, where hopes of a viable preservation program have been renewed with the sale of the Gallman Building. When Cotulla celebrated its designation as a Main Street City with a visit by Texas First Lady Anita Perry five years ago, the focus was on the preservation and revitalization of the community's downtown area, specifically historic Front Street, and expectations were high that the town's old buildings would be given a new life. Serving as backdrop for the Main Street Program ceremony in February 2007 was the Gallman Building, listed as Cotulla's first brick-and-mortar structure. Taking part in the celebration were several generations of county residents, city and county elected officials, property owners, high school students, the school Mariachi band and the local Boy Scout troop. It was a day on which Cotulla focused new attention on its aging downtown buildings and began reversing more than a

Up to 6.9 percent unemployment...
Frio jobless rate rises for January Workforce Solutions Alamo released information last week indicating that the Frio County unemployment rate increased to 6.9 percent in January, up from 6.5 percent reported in December. The jobless rate previously reported for the month of December for Frio County was adjusted and increased from 6.4 to 6.5 percent by the Bureau of Labor Statistics. Frio County’s unemployment rate registered lower than the overall jobless rate of 7.2 percent for the 12-county Workforce Solutions Alamo area, which includes Atascosa, Bandera, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, Medina and Wilson counties. Gillespie County registered the lowest
unemployment rate in January amongst the counties at 4.7% and Karnes County registered the highest rate at 7.8%. Comparing the Workforce Solutions Alamo metro area to the state and nation, the Texas unadjusted (actual) unemployment rate increased to 7.6 percent in January, up from 7.1 percent in December (after adjustments by the BLS). The nation’s unadjusted (actual) unemployment rate increased to 8.8 percent in January, up from 8.3 percent reported in December. Comparatively, the state and nation release seasonally adjusted unemployment rates with Texas decreasing to 7.3 percent in January and the nation’s unemployment rate decreasing to 8.3 percent.

Moczygemba seeks election in Pct. 3
Francis “Country” Moczygemba has announced that he is a candidate for the 0ffice of Frio County commissioner in Precinct 3. A third-generation South Texan, growing up on a family farm, Moczygemba says he learned early about hard work. "I applied that work ethic to earn a degree in Government and Economics from St. Mary’s University, where I learned about the functioning of both our government and our economy," he said. After graduation, he served as a commissioned officer in the US Army, including in Vietnam, where he says he gained invaluable planning and leadership experience. A Ford F-150 pickup truck lies in the branches of a mesquite tree beside Martinez Street in Cotulla after a crash in which investigators believe a drunk driver lost control of his steering. A DPS investigation has revealed that the Ford sheared the tree trunk close to ground level when it skidded sideways of the street. The tree landed on a travel trailer.

"We know the Ford was traveling very fast from studying the crash site," the trooper said. "That mesquite tree was sheared right off. I have seen bulldozers start to skid when cutting through trees like that, but he took out a ten-inch tree trunk with a Ford, going sideways." Emergency responders arrived at the scene to find that Del Toro's Ford had come to rest in the limbs
of the tree that had fallen onto the roof of the travel trailer in which a local worker had been cooking his supper, according to the trooper. "The man in the travel trailer heard the crash and the sound of something hitting his roof and thought it was bad weather," the trooper said, "so he carried
on cooking. He didn't know how close he came to very serious injury." Del Toro was listed as having emerged from the crash with an injury to his left hand but declined medical attention from the Cotulla EMS. The damaged vehicle was removed by the Munoz towing service of Cotulla.

quarter-century trend of decay, neglect and demolition. On January 2, 1887, the Gallman Building was being used as a dry goods and general merchandise store when it became the backdrop to a shooting that helped cement Cotulla's reputation as a 'Wild West' type of town, namely the revenge killing of George Hill by Silas Hay, father-in-law of the late Sheriff McKinney. According to historians, Hay believed that Hill had been partly responsible for the murder of 29-year-old Sheriff McKinney the day after Christmas, 1886, while he had been investigating the alleged rape of 10-yearold Mary Galloway. Two other men, identified as Bud Crenshaw and Jim McCoy, were identified as the sheriff's killers. Silas Hay, however, believed that George Hill, Crenshaw's brother-in-law, should atone for the murder and waited for him to come to Front Street, where he gunned him down in front of the Gallman Building. The record indicates that justice was ultimately meted to Crenshaw and McCoy, the prime suspects in the sheriff's killing, with Crenshaw being shot dead by the Texas Rangers and McCoy being found guilty of murder and hanged after a trial in Bexar County. Last owned by businessman and property developer John Keck, whose family roots stretch back to the earliest Cotulla establishments, church and business, the Gallman Building rose at the corner of Front and Center Streets in 1883, opening first as a dry goods store before being converted into the State Bank of Cotulla in 1907. While many of the Front Street buildings have changed in outward appearance over the decades, the Gallman Building's features have survived, most notably the words 'Cotulla State Bank,' still visible in paint on the stucco of the facade. The State Bank of Cotulla was a short-lived title, becoming Cotulla State Bank in 1912. Seven years after being given the name whose

New business in old storefronts and, in at least one case, complete repurposing of a building have been floated as ideas for downtown Cotulla, with consultation and artists' renderings made available free of charge to the Texas Main Street Program. The building's new owner said in an interview on Monday this week that she expects the saloon in the basement, the restaurant at street level and the upstairs hotel suites to attract a broad clientele eager for what she describes as hospitality in a respectful style. Coates, who refers to her new purchase in the third person, said she has met with architect Jack Rice Turner and reviewed plans for the building's conversion with a view to preserving virtually all of the structure's historic elements intact. "This job will be done with the idea of restoring the building to her former beauty," Coates said. "I'm a history buff, and I just love Texas history. As a fifthgeneration South Texan, I am very attached to this community and its history. I believe in giving back to the community and restoring this building to what she once was." She added that she plans to remove all fixtures and fittings -
including exterior brackets that once held a business sign - that were added in the latter years of the 20th Century. Coates also noted that the Gallman Building (named after Gallman and Kerr, who built it, but soon to be renamed) is the only structure remaining

“I couldn’t leave them there...”
No claimants yet on highwayside horses By Marc Robertson Believing that the rightful owner would soon come forward to claim a pair of horses that may have come from a ranch near IH-35 south of the Nueces River, the La Salle County Sheriff's Office has kept temporary custody of the animals that were found grazing on the highway's grassy median more than two weeks ago. The horses, described when found as appearing in good health and well fed, are being kept in a fenced enclosure behind the vacant La Salle County Jail, where they are tended daily by a sheriff's deputy who says she did not expect to have the duty for more than a few days. "I don't know what we are going to do with my two 'inmates' at the jail," Deputy Esme Gonzalez said this week. "The horses seem to be quite happy grazing back there, but they need to go home. We can't keep them, and I don't even know if we can send them to a livestock auction." One of the horses is brown with a black mane, the other white with brown patches, blond hair and blue eyes. "I've never seen eyes like that on a horse before," the deputy said. "These horses are very recognizable, and they were both wearing halters, but no one has come forward to claim them."
Staff at the sheriff's office have made calls to all property owners near the site where the animals were found on March 2, the deputy said. None has claimed the loss and none has reported fence damage that could have allowed the horses to escape. Sheriff's staff are considering the possibility that the horses were released from a trailer and abandoned beside the southbound lanes of the interstate near Milemarker 60, Deputy Gonzalez said on Monday. "I was dispatched to the scene during the afternoon of March 2, and when I arrived, the horses appeared to be trying to cross the interstate to the east side, over the south- and northbound lanes," Deputy Gonzalez said. "I couldn't leave them there. We had to remove them to a safer place, so we found help from a local worker, who was able to trot them beside his truck to a horse trailer that we borrowed for the job. They have been living behind the county jail since then. "These horses hadn't been left alone for long, it seems, because they appeared to have been well looked after," she added. "We have called everyone in the Artesia Wells area, but no one even seems to be familiar with the horses."

Tire debris on highway sent Mustang reeling, DPS reports By Marc Robertson The remains of a freight truck tire lying in the right-side lane of traffic on IH-35 Sunday morning, March 18 have been listed as partly to blame in the crash of a Ford Mustang near Millett, according to a report by Highway Patrol Trooper Paul Martin this week. Emergency services were dispatched to the crash site near Milemarker 78 shortly after 9:20 a.m. Sunday and arrived to find that the car had veered across both lanes of northbound traffic after colliding head-on with what investigators are describing as a portion of a freight truck tire. In his report on the case, Trooper Martin noted that driver Daniel Diaz, 23, of Laredo admitted to the officer that he "was drinking orange juice when he encountered a large piece of tire tread in the right-hand lane." The trooper noted that Diaz said he was unable to avoid a collision and that the
Mustang veered towards the highway's center median immediately after striking the debris, coming within inches of colliding with a roadside guardrail. Diaz then steered the car sharply to the right, according to the trooper, sending it into a side skid that resulted in a collision with the guard rail on the opposite side of the road. "The car hit the guard rail head-on and went into another skid," the trooper said, "and it struck the guard rail again with its rear end." When the car stopped spinning and came to rest blocking traffic in the righthand lane, the driver and his passengers, 21-year-old Maria Hernandez and 19-year-old David Rosales, emerged without having suffered serious injury, according to the trooper. The driver has since been charged with traveling at an unsafe speed. The damaged vehicle was removed by the Munoz towing service of Cotulla.

By Marc Robertson Losing control of his tractor-trailer rig after a front tire blow-out on FM 133 Saturday afternoon, March 16, a driver emerged unharmed from the wreckage that had plowed through a roadside culvert. Identified as 68-yearold Baldomero Barrera of Pasadena, Texas, the driver of a tractor rig towing an empty bellydump trailer failed to keep his vehicle on the paved roadway between Artesia Wells and Catarina after his left front tire disintegrated, according to the Highway Patrol, and the freighter crossed the opposite lane of traffic before plowing through soft ground and crashing over the walls of a concrete culvert. Members of the La Salle County Sheriff's Office visited Cotulla's Ramirez/Burks Elementary School this month for the annual ID Safety Day, sponsored by the Woman's Club of Cotulla, in which the youngsters are fingerprinted on cards and identity kits that they take home and to which they may add DNA swabs and other identifying information for use by parents or emergency responders in the event of a disaster or abduction. The fingerprint kits, which include a thumb stamp that can be detached and carried in a wallet or school backpack, include detailed instructions for parents and are not kept on file at the sheriff's office. The National Child Identification Program is supported by the Federal Bureau of Investigations, the Texas Governor's office, the Sheriff's Association of Texas and the Texas Association of School Administrators. Make tax sense: AgriLife Extension expert suggests smart uses for refund Before you receive your tax refund, take time to plan and consider all the options on how to spend it, especially the less “glamorous” options, said a Texas AgriLife Extension Service family economics specialist.
“Whether it’s $300 or $3,000, a tax refund is a welcome bonus, and the way you use that money can make a real impact on your personal and financial well-being,” said Dr. Joyce Cavanagh with AgriLife Extension’s family
and consumer sciences in College Station. “If you follow a few basic guidelines and think about the future, you can make the most of how you spend that money.” Cavanagh said three general rules relating to
tax refunds are: plan ahead before receiving the refund, devote at least a portion of the refund toward building long-term financial security and to not spend part of the refund on unnecessary fees or loans. “Without a plan,
many people use their refund money on the first important or seemingly important thing that comes to mind,” she said. “Planning ahead and involving the family in your planning increases the chances you will identify all

The love, kindness and support that has been poured out to our family after losing our dear Alice Rhea, has been a blessing beyond measure. She truly was a joy and inspiration to everyone she came in contact with. Though she could not hear with her ears, she heard with her heart, and a big heart it was. She had a love for her Lord and Saviour, her family and her friends that was larger than life itself. Though our hearts are broken over losing her, we know without a doubt that she is in heaven speaking and singing for the first time in her life. All of your kindness and goodness has made our loss easier to bear. For that we are all so grateful. Driver failed to heed signs before intersection, trooper says By Marc Robertson The intersection of FM 468 and the IH-35 access road at Cotulla is marked by a set of two-way stop signs, with traffic leaving the highway yielding the right of way to vehicles traveling to and from town, a feature noted by the Highway Patrol as repeatedly unobserved by approaching drivers. At the location listed as one of La Salle County's accident hotspots, DPS Trooper Philip Crain reported Monday, March 17, the driver of a pickup truck traveling south on the highway access road ignored a stop sign and a cautionary sign, and drove into the side of a sedan. At the wheel of a 1998 Acura sedan, local resident Robert Lee Morgan, 76, was traveling west on FM 468 over the intersection when his car sustained a broadside strike from the southbound pickup truck. Flores becomes sergeant Looks back on tsunami service... US Marine Corps Sgt Jose Flores of Cotulla was elevated to his new rank at a ceremony held in Camp Lejeune, North Carolina, earlier this year, having been chosen as the top candidate out of some 500 other Marines for the meritorious promotion. The selection process for the promotion included physical fitness tests, drill, uniform inspection and an appearance before a review board of six. On a visit home during the past month, Sgt. Flores was welcomed by family, three of whom are military veterans. He is the son of Guillermo and Aida Flores. Sgt. Flores spoke last week of the conditions he encountered and the duties he was required to perform as part of the international response to the 2011 tsunami in Japan, to which he was dispatched with scores of other US armed forces personnel. "We had to help clear debris, first of

all," the sergeant said, adding that several of the communities that had been struck by the tsunami had lost services, contact with the outside world, viable transportation routes, and essential utilities. "Our mission was to aid the victims, wherever they needed it." Sgt. Flores and other

US Marines were given responsibilities in the tsunamidamaged regions of the country of setting up tent housing, providing food and water to the disaster victims and, in many cases, helping organize transportation for the population to military bases for emergency shelter. "We were also responsible for helping deploy first aid services," Sgt. Flores said, "which is when we worked alongside medics and US Navy corpsmen." In his three and a half years of service to the US Marine Corps since graduating from Cotulla High School in 2008, Flores has been promoted five times. His service has included combat duty in Iraq, Operation Enduring Freedom and Operation New Dawn. He said last week that he credits his career success to his faith, family and friends.

‘Herbs Made Easy’ puts new twist on homegrown spices By Kathleen Phillips Herbs can be fun to buy and easy to grow, but how to use them sometimes puzzles home gardeners, Texas AgriLife Extension Service specialists note. Now a new set of informational materials called “Herbs Made Easy” may help. The set includes an illustrated wheel with information about growing, preserving and using 10 common herbs, as well as a recipe booklet with examples of herb-laden foods. “We created this herb wheel to help us do a couple of things,” said Dr. Jenna Anding, AgriLife Extension nutrition and food sciences program leader. “It gives us ideas for how we can use the herbs in everyday cooking, and it gives us ideas on how we can preserve these herbs so we have them available after the growing season is over.” The wheel works like this: turn the inner circle until the cutout meets with the picture of a herb of choice. Inside the cutout appears a list of foods in which the herb might be used. “Let’s say I had some oregano.
When I turn the wheel to oregano, it tells me that Mediterranean food, meats, tomatoes, poultry, stews, soups and seafood are good combinations with oregano,” Anding said. “And it can help add some flavor, without having to add some extra salt or fat which is something that many of us are trying to watch the intake of.” A 23-page recipe booklet was created to accompany the wheel, Anding said, because often a herb plant will produce so much that the gardener doesn’t know how to make use of the product. “The booklet was put together to inspire budding cooks or even seasoned cooks on different ways to use the herbs that they are growing,” Anding noted. “It is just a starting point, but it does give some good ideas and tips on how to use herbs in everyday dishes.” Each recipe has the complete nutritional value per serving. The booklet also includes information on drying and freezing herbs so they are available after the growing season, she said, adding that this helps save money versus purchasing these herbs retail.
The ten herbs featured on the wheel and in the booklet are those most commonly available from garden centers, home improvement stores and farmers markets, and are among those easiest to grow, according to Dr. Joe Masabni, AgriLife Extension vegetable specialist who co-authored the material with Anding. They include bay, chives, basil, Italian parsley, oregano, thyme, sage, rosemary, cilantro and mint. Masabni said people need to consider space, soil and sun requirements of each plant when growing herbs. “Many herbs can be grown in small areas,” he noted, adding that all 10 of the herbs need full sun. He said most herbs do not need to be saturated with water and that few pesticides are needed because the plant parts will be eaten. “Hand-pick caterpillars and wash off other small insects or use a safe, organic insecticide to remove bugs,” he said. ‘Don’t Mess With Texas’ Scholarship now open to high school seniors Texas high school seniors who care about the environment have the chance to win a college scholarship by composing a 350-word essay explaining what they’ve done to improve the litter situation in their community. The ninth annual ‘Don’t Mess with Texas’ Scholarship is sponsored by BASF Corporation’s Freeport, Texas, location in partnership with the ‘Keep Texas Beautiful’ campaign. ‘Don’t Mess with Texas’ is accepting essays for the 2012 Scholarship through April 20. The first-place winner will receive
$3,000. The second- and third-place winners will receive $1,000 each. Don’t Mess with Texas is a litter prevention campaign sponsored by the Texas Department of Transportation. The scholarship is one of TxDOT’s efforts to generate more youth involvement in the campaign. “The scholarship requires students to write an essay explaining the litter prevention efforts they’ve made in their community, and we’re always impressed with how hard many high school students work to keep Texas beautiful,” said Brenda FloresDollar, program administrator for TxDOT’s

School honor roll publication policy
The Frio-Nueces Current is pleased to publish honor rolls for the six-week grading periods at local schools and for the quarterly terms at private schools when they are made available to the newspaper office by school staff. The newspaper does not solicit honor rolls from schools and will accept submissions for publication at any time, space permitting. Schools are asked to submit their honor roll listings in a timely manner, although no deadline has been established. The newspaper will only publish honor rolls that are submitted electronically in text format (not in spreadsheet, column or poster display, PDF or other form) with students listed according to their grade level and as either ‘A’ or ‘A-B’ honorees (see published lists in this and other editions). Names should be submitted in ‘first name - last name’ order, although alphabetization is not required. Lists of names in reverse order or in all capitals will not be published. The newspaper will not publish lists of students on ‘All-B’ honor rolls. Fur-
thermore, the newspaper will not publish ‘Perfect Attendance’ rosters for any of the public schools where attendance is required by law. The newspaper will only accept honor roll listings, or corrections when they are necessary, from recognized contacts at local schools. Brittany Flores made the most of her first visit to the state powerlifting meet, overcoming a slow start to edge the event favorite by five pounds and claim the state title in her weight class on Saturday, March 17. Flores become the first-ever Pearsall state powerlifting champion in either the boys' or girls' division after claiming the title in the 123-lb. weight class in Corpus Christi. Crediting her coach, first-year powerlifting instructor Richard Alejandro, Flores came back from eighth place in the standings following the squat and climbed her way into contention. She moved into third place following the bench press and then sealed the deal with her effort in the deadlift. She tallied lifts of 270 lbs. in the squat, 150 lbs. in the bench press and 345 lbs. in the deadlift for a total weight of 765 lbs. Kayla Coon of Seminole was the event favorite and came out strong as she posted a 300-lb. squat and followed that up with a 165-lb. lift in the bench press. Behind by 45 lbs., Flores outlifted Coon

Flores, a senior at PHS closes out her career as a three-time powerlifting MVP at the school (and will likely claim a fourth this year), a two-time regional qualifier, 2012 regional champion and state champion. Flores is also the first PHS state champion in any event since Kenneth Gonzales won the mile and two-mile events in track during the 1988-89 season.

to the baseball playoffs will be tough after the team dropped a pair of decisions to Karnes City and Poth in league action.
Dilley opened the week with a 9-1 loss to Poth on March 13 and followed that with a narrow 6-5 loss to Karnes City.

Poth, Karnes City top Wolves in pair of district outings as Dilley drops to 2-2 in league play. Both contests were close throughout as the Pirates took an early 2-0 lead in their outing. Dilley cut it to 2-1 in the fourth and the margin remained until the top of the seventh as Poth erupted for seven runs in the inning to take a commanding 9-1 lead they would not relinquish. Leo Garcia suffered the pitching loss for Dilley, surrendering eight runs on nine hits with three strikeouts. The Wolves finished with seven hits, five coming on singles while Ernie Guzman accounted for the team's only double. Poth had nine runs on ten hits with the bulk of
the damage coming in the pivotal seventh inning. In the loss at Karnes City, Dilley nearly completed a final inning comeback but were trumped at the bottom of the seventh by the Badgers. Karnes City took a 2-0 lead in the first but Dilley came back in the fourth to take a 3-2 lead. The Badgers countered in the fifth as they plated three runs in taking a 5-3 advantage. The Wolves stormed back in their final at-bat, however, to tie the game and were looking at forcing extra innings. Karnes City had other intentions, however, scoring a single run at the bottom of the inning to
escape with a 6-5 victory. Dilley scored five runs on seven hits but committed six errors while Karnes City scored six runs on only three hits and played error-free. Zac Hutchison went six innings for the Wolves, striking out eight on three hits with six runs allowed and only one earned. Leo Garcia was two for four with two singles and an RBI. Jose Martinez was two for three with two singles and two runs scored. Dilley dropped to 7-4 overall and 2-2 in the District 30-2A standings. The team took on Natalia Tuesday night and will be at George West on Friday, March 23 at 6 p.m.

The team will also be sending boys' lifter David Garza to the Texas High School Powerlifting Association state meet on Saturday, March 24 in Abilene. Garza was the runner-up in the 181-lb. division at the regional event in Bishop on March 10. Gustavo Ayala also placed at the event, taking fifth in the 132-lb. division. Cotulla had four other participants at the regional meet in Mark Ruiz, Christian Sanchez, Ryan Umanzor and Jordan Garcia. "These young men represented Cotulla High School very well at the meet," Hernandez added.

Dilley had lifters finish ninth and 12th overall in competition at the state level Texas High School Womens Powerlifting event in Corpus Christi on Saturday, March 17. Freshman Jubilee Flores was ninth overall in the 132-lb. weight class, recording lifts of 270 lbs. in the squat, 135 lbs. in the bench press and 305 lbs. in the deadlift and a total weight of 705 lbs. Junior Valerie Sambrano also competed at the event but "bombed
out" (was not allowed to continue at the event) after missing on several attempts. She competed in the 97-lb. class against 12 other girl and was ranked eighth prior to the meet. "Valerie decided to go-for-broke, by starting high, she wanted to medal but knew she wouldn’t do that if she was conservative," DHS Head Powerlifting Coach Fabian Gomez said. "She started at 205 pounds, which was successful and went for 210 on her second attempt, which was also successful. "She missed her third attempt at 220 pounds, but she went down fighting," he said. "She was even praised by one of
the judges for refusing to quit on the lift. "On the bench press Valerie missed her first attempt of 105 pounds and she was “red-lighted” for her right foot not being flat during the lift," Gomez said. "She missed her second and third attempts at 105 pounds for uneven lockouts and unfortunately, due to her misses, she “bombed-out” (was not allowed to continue in the meet)." Sambrano ended up 12th out of 13 lifters at the event. "Congrats to Valerie for making it to state and going all-out," Gomez said. "Our freshman had a great year and our girls earned the opportunity to compete
against the best lifters in Texas. "I want to extend my congratulations to both girls for representing our school and our community at the state level," Gomez said. "We look forward to seeing both girls return to state next season." Dilley's Max Obregon will be competing at the state level this Saturday in Abilene. Obregon will compete in the 114-lb. division after winning the regional title in Bishop. He recorded lifts of 335 lbs. in the squat, 200 lbs. in the bench press and 350 lbs. in the deadlift and had a qualifying total weight of 885 lbs.

Resource estimate to 600 million barrels...
Anadarko increases Eagle Ford estimates Anadarko increased its resource estimate for its Eagle Ford Shale properties to 600 million barrels of oil equivalent (mmboe) at its analyst day. The company also reported having before tax rates of return of more than 100% at as little as $2 natural gas prices, as long as oil is $100 per bbl. The average well across the company’s acreage produces 65% liquids (40% oil & 25% NGLs). Anadarko’s 2012 Drilling Plans Anadarko plans to drill 250 wells with
10 operated rigs in 2012 and will increase to 275+ wells in 2013. The company has also doubled the expected number of wells with 4,000 planned locations. Over the past couple of years, the company has made significant operational improvements. Rig spud to rig release has fallen from 18 to 12 days, while drilling costs have remained below $2 million per well. Anadarko can also complete an individual stage in less than 8 hours and has driven completion costs below $5
million. The average well drilled in 2012 will have a lateral length of more than 6,600 ft. That’s an increase of more than 2,000 ft per well over lateral lengths in 2009. Carmeuse Industrial Sands is top producer of Hickory frac sand
Pioneer acquires frac sand business for $297 million Pioneer Natural Resources Company has signed an agreement with a subsidiary of Carmeuse Holding S.A. to acquire its U.S. industrial sands business, Carmeuse Industrial Sands (CIS), for approximately $297 million, before normal closing adjustments, according to a company press release. CIS is the number one producer of Hickory frac sand used as proppant for fracture stimulating oil and gas wells in the U.S. Hickory sand is considered to be the highest quality brown sand for fracture stimulation. CIS’ sand mine in Brady has more than 30 years of proven brown sand reserve life and is the industry’s largest resource base for brown sand in the U.S. The Brady mine currently has sales capacity of approximately one million tons annually. “When Carmeuse recently announced plans to sell its U.S. sand business, we viewed this as a strategic opportunity to secure high-quality, low-cost and logistically advantaged brown sand supply to support our growing fracture stimulation requirements in three of our four core Texas growth assets – the Spraberry vertical, horizontal Wolfcamp Shale and
EAGLE FORD SHALE RIG COUNT Count sets record for third straight week The Eagle Ford Shale drilling rig count jumped 2 rigs to 275 active in the region. That’s a new record for the third week in a row. It’s still very early in the year, but we’re getting close to the possibility of crossing 300 active rigs in the area some time in 2012. The two major constraints will be gas price and whether companies can hire or move qualified personnel into the region. The natural gas rig count did halt its decline and add 1 rig to reach 73 running this past week. While 73 rigs is significant, don’t forget many of those rigs are supported by condensate production and rich gas streams. The shift to more liquids prone areas of the play isn’t going to change until we get a change in natural gas prices. Oil directed activity remained flat at 201 active rigs. The second week in a row we’ve had more than 200 oil rigs drilling in the area. Natural gas prices traded around 10-year lows, with continued news that weather will be mild across the country. Gas traded below $2.30/mmbtu several times during the week. Oil prices did rally to almost $108 per barrel (WTI), but with gasoline prices approaching records we have to wonder when there will be a reaction on the demand side that drives prices lower. Horizontal wells account for activity from 257 rigs and we have 1 injection well being drilled in La Salle County. Karnes County leads development with 40 rigs. La Salle (39), Webb (31), Gonzales (27), DeWitt (27), McMullen (27), Dimmit (17), Atascosa (10), and Live Oak (10) make up the top Eagle Ford counties. Barnett Shale Combo plays," Chairman and CEO Scott Sheffield said. "The acquisition complements Pioneer’s vertical integration strategy, which is reducing execution risk and controlling costs. By securing supply at below market prices, we expect to reduce annual capital spending by $65 million to $70 million based on our estimated sand requirements and current market prices.” Pioneer’s annual demand for proppant to support the company’s fracture stimulation operations is forecasted to increase from 1.2 million tons in 2012 to 1.6 million tons in 2015 as drilling activity continues to ramp up in the Spraberry vertical, horizontal Wolfcamp Shale, Eagle Ford Shale and Barnett Shale Combo plays. Seventy percent to eighty percent of the company’s forecasted proppant demand is brown sand for the Spraberry vertical, horizontal Wolfcamp Shale and Barnett Shale Combo plays. Pioneer’s primary source for brown sand is CIS’ Brady mine. Prior to the acquisition, the company expected approximately 700 thousand tons, or 60%, of its forecasted 2013 brown sand requirements to be sourced from this location. The supply of brown sand is expected to continue to be tight as a result of increasing shale play drilling, with the price of brown sand expected to escalate further as the growth in demand for this proppant outpaces new supplies. Assuming Pioneer could replace its current brown sand supply at market prices and would have to substitute its incremental brown sand requirements
(300 thousand tons in 2013) with white sand due to lack of brown sand availability, Pioneer estimates that it will save $65 to $70 million per year by acquiring CIS.
GE-Howard deal sets up acquisition of Meritage GE Financial Services has acquired a 30.6% stake in South Texas midstream operator Howard Energy Partners. The amount paid was not disclosed, but it is belived that Howard Energy will use the money to partially fund the acquisition of Meritage Midstream Services. Howard Energy owns more than 280 miles of natural gas pipelines in South Texas. Meritage Midstream owns 185 miles of pipe, including the Eagle Ford’s Escondido Gathering System and the Cuervo Creek Gathering System that transports wet-gas. When the transaction closes, the new Howard Energy Partners will own more than 450 miles of natural gas gathering pipelines in Dimmit, Frio, Maverick, Webb, and Zavala counties. The system currently gathers 175 mmcfd, but that amount will increase as more wells come online in the coming year. The company plans to improve facilities to handle production from the Austin Chalk, Eagle Ford Shale, Escondido, Olmos, and San Miguel formations.

Carrizo-Atlas deal provides cash for Eagle Ford $190 million will be shifted to the Eagle Ford-Borrowing base to expand
Carrizo Oil & Gas, Inc. today has announced that it has entered into a definitive agreement to sell a portion of its properties in the Barnett Shale (or "Divested Properties") to a subsidiary of Atlas Resource Partners, L.P. for $190 million in cash the company said in a press release. The sale will have an effective date of January 1, and is expected to close in late April, subject to customary closing conditions and purchase price adjustments. The producing properties that are being sold include 221 gross (approx. 110 net) wells currently producing at an approximate net rate of 35 MMcfe per day (predominantly dry gas). Estimated total proved reserves associated with the Divested Properties, as determined by Carrizo's third party engineer at year-end 2011, is approximately 312 Bcfe (comprised of 177 Bcfe of proved developed and 135 Bcfe of proved undeveloped reserves), of which 53 Bcfe are non-operated. The company intends to use the net proceeds from this sale to repay borrowings under its revolving credit facility and use the excess proceeds to partially fund its 2012 capital expenditures plan,
largely in the Eagle Ford play. Carrizo estimates that when its borrowing base is redetermined (scheduled for April) it will be around $300 million after adjusting for the impact of the Divested Properties and the significant benefit from oil/liquids developed reserve additions in the first quarter 2012 (largely related to the Eagle Ford development). EBITDA from the Divested Properties will
continue to be included in Carrizo's financial results until closing in late April. "Our corporate strategy has been to focus our capital expenditures on the highest return plays such as our liquidsrich Eagle Ford and Niobrara properties," Carrizo President and CEO S. P. "Chip" Johnson IV said. "We have significantly slowed the pace of development of our dry gas properties in the Barnett Shale due to low natural gas prices.
"However, we had several strong indications of interest in this quality gas asset and are pleased to be able to announce this sale to Atlas," he said. "The resulting increase in liquidity generated by the sale of these properties will increase our flexibility to fund our announced 2012 capital investment plan that is focused on investment in liquidsrich resource plays while maintaining appropriate debt levels on our revolver."

Definitions (a) TRUCK(s): Any and all trucks tractors, trailers, semi-trailers, van trailers, house trailers, and/ or any other vehicles, including motor vehicles, and further including any combination of all of the above, designed, maintained or operated for the transportation of property, which have three or more axles and/or an overall gross weight of more than twenty-six (26,000) thousand pounds (i.e., thirteen tons) (b) Bus: Any vehicle constructed, outfitted or intended for carrying or transporting fifteen (15) or more passengers. (c) Route: Designated route will consist of entrance/exit on East/West Hwy 85, North/South Business 35 and East/West 117. Trucks will be prohibited from entering Houston Street to get to the designated truck route. Section 3. Violation For Failure to Comply with Provisions of the Ordinance The Chief of Police or any Cit Police officer shall issue a citation for a violation of Part A of this ordinance. Section 5. Penalties Persons violating any provision of this Ordinance shall, upon conviction, be punished by a fine not to exceed Five Hundred and No/100 Dollars ($500.00). Each violation shall be considered a separate offense. The City may also bring suit for injunction against any person that shall violate or threaten to violate any of the provisions of Part A of this ordinance in order to prevent a continued or threatened violation.
