NJC Recommends Justice Kudirat Kekere-Ekun as CJN
Alex Enumah in Abuja
The National Judicial Council (NJC) has recommended Justice Kudirat Kekere-ekun for the office of the Chief Justice of Nigeria (CJN).
Justice Kekere-ekun is the next most senior in line to outgoing CJN, Justice Olukayode Ariwoola, who bows out of office come August 22, when he clocks 70 years.
The decision to allow Kekere-ekun, who will be the second female to occupy that office was taken at the council's meeting which held on Wednesday and Thursday in Abuja.
"The National Judicial Council at its 106th meeting presided over by the Chief Justice of Nigeria, Justice Olukayode Ariwoola, held on August 14&15, 2024, recommended Justice Kudirat Motonmori Kekere-Ekun, to President Bola Ahmed Tinubu, for appointment as the Chief Justice of Nigeria.

The statement disclosed that the NJC besides, also recommended twenty-seven (27) candidates for appointment as judges of states courts and a candidate for appointment as Kadi of the Sharia Court of the FCT, Abuja to their various state governors and Mr. President.
According to the statement, six persons were recommended as judges in Kwara State and they are; 1. Olawoyin, Ibijoke Olabisi

Offer for the bond, which were expected to open up a new market segment for governments and companies, will commence on Monday.
Edun, who launched the bond, stated, “This historic initiative is aimed at raising a minimum of $500 million from both local and international investors, marking a significant step in Nigeria’s ongoing economic reform and development efforts."
He said the bond issuance was set to leverage the Nigerian financial system, including the Securities and Exchange Commission (SEC), the banking system, and investment bankers.
The minister added that the bond represented a critical effort to attract foreign currency held by Nigerians abroad, as well as other international investors who believe in the macroeconomic reform initiatives spearheaded by President Bola Tinubu.
He explained that the financial market thrived on creativity and innovation, and stated that it was essential to encourage investors to participate in the strategic opportunity.
Edun said the new bond initiative was another crucial step to bolster Nigeria’s economy.
He underscored the importance of dollar funding, particularly in stabilising the exchange rate, which he said was vital for the country’s economic stability.
Addressing the challenges faced by African nations in the international capital markets, the minister explained that the rating systems often did not favour the continent. He assured that Nigeria aimed to take the lead. With the historic bond launch, the

minister expressed optimism that Nigeria was poised to become a continental financial hub, where other African countries could raise capital and drive economic growth.
According to the auction circular of the $500 million bond, the federal government hoped to double its offer amount as it targeted $1 billion in subscriptions through the bond auction.
The bond, the first of its kind in the country's financial system, is a five-year bond with a bi-annual interest payment in currency of issuance, and principal payment at the expiration of the tenor.
The bond will be listed on the Nigerian Exchange (NGX) and FMDQ Securities Exchange, providing liquidity and accessibility to a broad range of investors.
There are indications that the government could raise as much as $2 billion, the total size of the approved scalable bond issuance programme.
Many analysts believe the bond comes with a plethora of advantages, particularly underscoring the point that the success of its issuance will be a confidence boost for the country and the current administration.
While it will allow the government to channel the remittances into more profitable ventures for investors, they argue that in terms of impacting the financial market, the effect will be the same as the issuance of Eurobonds.
The domestic dollar bond will enable domiciliary account holders to earn good income on their generally non-interest yielding deposits in Nigerian banks, as well as reduce capital flight since interest payments will be retained in the local economy.

The Chinese company, Zhongshan Fucheng Industrial Investment Co. Limited, was seeking to enforce a Final Award granted in its favour on March 26, 2021 against one of Nigeria’s sub-nationals, Ogun State.
The matter started in 2007 following a contract between the Ogun State government and Zhongshan Fucheng to manage a free-trade zone. The parties later entered into a dispute in 2015, while arbitration began the following year. After the conclusion of arbitration hearing in 2019, the arbitral panel awarded over $60 million against the Federal Government of Nigeria, a co-defendant, even when all Zhongshan had done was build a perimeter fence around the free-trade zone.
Based on legal advice, the Ogun State government resolved to resist the enforcement of the award. The resistance was successful in eight different jurisdictions, while there were pending appeals against recognition orders issued in both the US and UK.
In addition, the Ogun State government engaged Zhongshan in settlement discussions on reasonable terms, with the last meeting, which took place in London in September

So, it’s not just gloom and doom and missed deadlines for delivering on refinery overhauls and construction of grid length gas pipelines, a source told THISDAY.
Aside the breakup of a decadeslong inability to release yearly Annual Financial Statements (AFS), several industry operators also acknowledge the role played by Kyari in saving their operations.
Founder and Chief Executive Officer of First E&P, Ademola Adeyemi-Bero, recently said that the NNPCL rescued his company from financial abyss, to deliver the 60,000 bod Madu-Anyala fields.
"When we finally put the development plan in place, we were looking for about $725 million to develop Anyala and Madu fields," Adeyemi-Bero told Africa Oil+Gas Report.
The two fields are a pair of undeveloped discoveries in oil mining leases (OMLs) 83 & 85, which First E&P purchased from Chevron in 2015. OMLs 83 & 85 are located in shallow water, offshore central Niger Delta.
"At that time, you may have heard that we were talking to a multinational oilfield services company which was supposed to help with financials. We closed that deal but a few months after, the company stepped back and said they could not do it. Not because the project was not viable, but there
tariffs payable on the importation of basic food items.
Edun had some days ago directed the Nigeria Customs Service (NCS) to commence the implementation of the duty-free import of select food items from yesterday (August 15) through December 31, 2024.
The government listed the objectives of implementation guidelines of the new policy drive to include providing a framework for the implementation and administration of the Customs, Excise Tariffs, etc. Order 2024 for the
2023, having in attendance the governor, Dapo Abiodun, Attorney General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi, and several officials of the state government.
Initially, Zhongshan indicated readiness to consider Ogun State's offer, but shifted ground by the second day, when it insisted on the government paying the full arbitration debt. This led to a breakdown of the mediation, with parties agreeing to meet again in the first quarter of this year.
Since then, the Chinese company had been, allegedly, evasive, but embarked on a series of enforcement proceedings, which the legal team appointed by the federal and Ogun State governments successfully opposed.
Thus, since the news of the seizure of the presidential aircraft, various agencies and the Ogun State government had been shedding light on the issue.
Special Adviser to the President on Communication and Publicity, Office of the Attorney General of the Federation (AGF) and Minister of Justice, Mr. Kamarudeen Ogundele, said the steps to stay the enforcement order were being spearheaded by the AGF and the Office of the National Security Adviser (ONSA).
Ogundele said, in a statement, that the federal government became aware of the interim attachment of three presidential aircraft undergoing routine maintenance in France on August 14.
He explained that the said
was a change of policy at their head office. The company was supposed to finance the joint venture, our 40 per share, and NNPC's 60 per cent share.
"They looked at our plan, they liked the fact that we have done it up to the finance and when the multinational oilfield services company stepped back, we didn't have the money and to raise money in financing was challenging at that time.
“So NNPC said 'First E&P, we've looked at this plan, we believe in this; how much do you need to bring the first field on stream?' We told them. And they said go ahead, we would fund it 100 per cent; they had never done that before," he added.
He said the NNPC support came, not only from funding, but also by giving the company freedom on contracting.
“Even in terms of our deal with the multinational oilfield services company, they said 'don't take the contracting away; leave it with them because they can do the work for you', he stressed.
Joshua Oke, an oil and gas enthusiast believes Kyari has been a beacon of transparency and accountability.

temporary attachment was made pursuant to ex parte orders issued by the Judicial Court of Paris dated March 7, 2024 and August 12, 2024 at the instance of Zhongshan.
The statement said, "It is to be noted that the arbitral award arose from an arbitration proceeding, which commenced in 2018 as a fallout of a contractual dispute between the Chinese company and Ogun State Government over the operation and management of Ogun Guangdong Free Trade Zone.
"We wish to clarify that, though, the dispute originated from engagements of Ogun State Government, the consequential enforcement actions are being directed against the federal government and its assets in line with extant principles of international law, which hold that the actions of a subnational or local entity are attributable to the state or country itself.
"The offices of the National Security Adviser and the Attorney-General of the Federation have already set in motion both legal and diplomatic steps to ensure the discharge of the inappropriate orders against the aircraft, which are covered by sovereign immunity.
"While, further actions are being put in place to resolve the entire dispute through available legal means, the firm position of the federal government remains that the aircraft in question are sovereign assets used solely for sovereign purposes and are, therefore, immune from attachment, as Zhongshan has sought to do."
practices. But he has since turned things around with his Transparency, Accountability, and Performance Excellence (TAPE) initiative.
“He has published audited financial statements, made monthly financial and operations reports available to the public, and has been instrumental in the rehabilitation of refineries.
“Despite these achievements, some individuals are bent on destroying Kyari’s reputation. It is clear that these forces of evil are motivated by jealousy and a desire to bring Kyari down. But their efforts will not succeed. Kyari’s achievements speak for themselves, and he has the support of the government and the people,” he said.
When Kyari assumed duty as the head of NNPC on July 7, 2019, it was at a critical period not only in the life of the corporation but for the entire Nigerian oil and gas sector as well as the national economy.
It was a turbulent period characterised by low production, burgeoning vandalism of oil pipelines, oil theft on a grand scale, and demoralised staff of the corporation.
His assignment was clearly cut out.
A lot was riding on his appointment as time seemed to be running out.
It clearly wasn’t a task for the fainthearted. But Kyari was no spring chicken. An insider, he understood well, the working of the NNPC system. He was going to give it his best shot certainly, NNPCL spokesman, Olufemi Soneye, recently said.
Similarly, Special Adviser to the President on Information and Strategy, Bayo Onanuga, accused the Chinese company of employing subterfuge to acquire the offshore assets of the federal government. In a statement, yesterday, Onanuga asserted that the presidency was aware of the various failed schemes by the Chinese firm. He insisted the federal government was not under any contractual obligation with the company.
Onanuga also lauded steps by the Ogun State government to amicably resolve the matter. He said Zhongshan had no ground to demand restitution from Ogun State Government based on the facts regarding the 2007 contract between the company and the state government.
Onanuga stated, "When the contract with Ogun State was revoked in 2015, the company had only erected a perimeter fence on the land earmarked for a free trade zone.
"While the Attorney-General of the Federation and Minister of Justice is working with the Ogun State government on an amicable resolution, Zhongshan obtained two orders from the Judicial Court of Paris dated March 7, 2024, and August 12, 2024, without any notice being duly served on the Federal Government of Nigeria and Ogun State Government.
"This arm-twisting tactic by the Chinese company is the latest in a
He noted that like every determined achiever and visionary, Kyari hit the ground running. Within days of his appointment, he unveiled his “Roadmap to Global Excellence” anchored on the TAPE Agenda. In the roadmap, TAPE represents Transparency, Accountability, and Performance Excellence. Throughout his time as NNPC GMD remained the guiding rubric of his administration at the corporation.
He said that in a subsequent operation that followed, Kyari announced the discovery of a fourkilometre illegal oil connection line from Forcados Terminal into the sea which had been in operation for nine years.
“Certainly, efforts at checkmating crude oil theft and illegal refineries are yielding positive results as there has been a significant spike of daily oil production to 1.6 million barrels per day.
In addition, Nigeria has regained its position as the largest crude oil producer in Africa, ahead of Algeria, Angola, he added.
In 2022, the company posted its second consecutive year of ‘profit’ announcing N674.1 billion in the 2021 financial period and growing it from N287 billion in 2020. The figure represented an increase of N387 billion or 134.8 per cent when compared to the previous N287 billion recorded in 2020.
In 2023, the NNPCL announced that it made a profit of N2.5 trillion for the 16 months from December 2022.

CBN Governor: Nigerian Banks Reaping Fruits of IFRS Adoption
Olowo: New sustainability, disclosure standards can unlock capital investments, safeguard environment for future generations
James Emejo in Abuja
The Governor of the Central Bank of Nigeria (CBN), Mr. Olayemi Cardoso, yesterday said the Nigerian banking and financial system are currently reaping the fruits of the adoption of the International Financial Reporting Standards (IFRS).
He said this was evidenced by the growth sizes and scope of the operation of banks, locally and globally adding that over 55 subsidiaries, three branches and four representative companies are currently spread across 30 countries.
Speaking at the opening of the Regulatory Roundtable on the Implementation of ISSB's Sustainability Standards in Nigeria, which was organized by the Financial Reporting Council (FRC) of Nigeria, in Abuja, the CBN governor, further acknowledged that foreign investments and credit facilities had grown into the system
over the years.
The IFRS are accounting standards issued by the IFRS Foundation and the International Accounting Standards Board (IASB), and constitute a standardised way of describing the company's financial performance and position so that company financial statements are understandable and comparable across international boundaries. They are particularly relevant for companies with shares or securities publicly listed.
Cardoso pointed out that these reporting standards have ensured that Nigerian companies could provide globally competitive financial statements, a development which has continued to attract foreign investment into the economy.
Represented at the occasion by CBN Deputy Director, Payments System Policy and Oversight Function, Dr. Musa Jimoh, the central bank governor, expressed optimism that
the proposed implementation of IFRS S1 and IFRS S2 in the country would equally be successful.
Essentially, IFRS S1 applies to sustainability-related financial disclosures while IFRS S2 Climaterelated Disclosures sets out specific climate-related disclosure requirements for a company to disclose information about its climate-related risks and opportunities.
He said the CBN remained at the forefront of ensuring adequate disclosure by banking industry operators, adding that such disclosure ensures that entities make available all relevant financial information to the stakeholders in a transparent manner.
Cardoso said, “It is only a transparent and regulated framework that supports confidence in the system”, adding that financial integrity will boost confidence between regulators, investors and the public.
He said the CBN had been issuing circular guidelines for disclosure requirements to the banking system for many years, ranging from minimum content in audited financial statements to insider-related credits and sustainable banking practices, among others.
He said the CBN had emphasised on sustainability banking practice in 2020 in collaboration with the Bankers' Committee, adding that the principles have had a salutary effect on the “way our banks and other financial institutions conduct their operations within and outside Nigeria”.
According to him, these principles were meant to promote environmentally responsible and socially relevant economies by understanding and appropriately managing environmental and social risks and opportunities associated with banks' respective business activities

The CBN governor stressed that sustainability reporting had become an integral part of the disclosure of empowerment in banking's audited financial statements.
He said banks are required to make disclosure on their provision of financial products and services to their clients in the power, agriculture and oil and gas businesses. He added that the implementation of the sustainable banking principles in Nigeria presented a vital conduct in businesses, which showed the positive and the negative impact of their operation on the society and the environment.
FAAN to Replace Existing Scanners to Improve Security at International Airports
Chinedu Eze
In order to keep to the global Standards and Recommended Practices (SARPS) in air transport, the Federal Airports Authority of Nigeria (FAAN) has moved to upgrade and expand security equipment at international airports to ensure comprehensive screening of passengers.
The agency has therefore kicked off plans to replace all single-view scanners with standard double-view ones at the major international airports across the country.
Airport scanners are an essential part of airport security system designed to detect potential threats and ensure the safety of passengers and crew. These machines use a variety of technologies to scan passengers and their belongings for prohibited items.
Due to their versatility, reliability and ease of use, they became an

"With the introduction of these regulations, Nigeria is poised to witness a significant reduction in food price inflation, increased investment in the agricultural sector, and enhanced food security.
"HM Edun reiterated the federal government's commitment to creating an enabling environment for economic growth, and this regulation is a testament to that commitment."
Manga quoted Edun as urging all eligible companies to take advantage of the opportunity to contribute to Nigeria's food security and economic development.
Meanwhile, the National Bureau of Statistics (NBS) stated that inflation eased to 33.4 per cent in July, compared to 34.19 per cent in the preceding month.
essential part of complex airport security system. The Managing Director of FAAN, Mrs. Olubunmi Kuku, disclosed this yesterday in Lagos, during a strategic meeting with the executives and members of Airline Operators of Nigeria (AON). In her presentation to the airline operators with the title: ‘Strategic Drive for Enhanced Airport & Aviation Security in Nigeria,’ Kuku explained that the replacement of the singleview scanners with standard double-view scanners was part of the equipment and technology modernization embarked upon by the management of FAAN. According to her, this also improves security and facilitation at all the airports, reduces screening time at peak periods, enhances passenger experience, supports airlines and reduces turnaround time for all operators.
Year-on-year, headline inflation rate was 9.32 per cent higher, compared to 24.08 per cent in July 2023.
According to the CPI report for the month under review, month-onmonth, inflation stood at 2.28 per cent in July compared to 2.31 per cent in June.
However, year-on-year, food inflation increased to 39.53 per cent compared to 26.98 per cent in July 2023, while the index decreased month-on-month to 2.47 per cent, compared to 2.55 per cent in June.
"All items less farm produces and energy" or core inflation, which excludes the prices of volatile agricultural produces and energy, increased to 27.47 per cent year-on-year in July, compared to 20.47 per cent in the corresponding period of 2023.

Tinubu: We Need More Strategic, Definitive Efforts to Halt Skills’ Exodus from Africa
Nigeria, E'Guinea to strengthen defence cooperation, tackle oil theft via joint patrols Ekpo says $2.5bn gas pipeline project to boost nation's economy, create employment
Deji Elumoye in Abuja
President Bola Tinubu has charged fellow African leaders to make more strategic and deliberate efforts in addressing the exodus of skills and talent from Africa.
This was as the Minister of Defence, Abubakar Badaru, disclosed that Nigeria and Equatorial Guinea would strengthen defence co-operation, including joint patrols to combat oil theft in the Gulf of Guinea.
Also, the Minister of State for Petroleum Resources (Gas), Mr. Ekperipke Ekpo, has said the $2.5 billion 200-kilometer Gulf of Guinea Gas Pipeline agreement signed earlier yesterday between Nigeria and Equatorial Guinea, was aimed at boosting gas exports between the two countries.
Speaking at a dinner in his honour at the People's Palace in Malabo, Equatorial Guinea, Wednesday night, the president said research and development must be encouraged with the provision of appropriate rewards.
His words: “Why are we complaining about healthcare problems if our doctors cannot have a home in our continent? If our nurses are faced with destitution, and if our judicial system is archaic?"
President Tinubu, who is on a threeday official visit, said development in Africa would begin when the continent starts to look inwards for solutions.
According to him: “Tribalism has no place in our nation or region. We have to strengthen the continent. Cultivate and maintain peace together and help one another.
“We have to develop our resources for our progress. Find solutions among ourselves and focus incisively on research and development, and reward those research and development programmes. We must bring out the results ourselves. We must not outsource them or sell them out.
“To the international organisations,
we are partners. We will continue to be partners, but we must implement more than half of the results of the research established here. We have many youths to take care of millions yearning for progress."
The president thanked President Teodoro Nguema Mbasogo for the invitation to visit Equatorial Guinea.
He said, “It is a joy coming down here from Abuja, and for me, it is a homecoming. We are one single family on the continent. We are like twins held together at the hips. We have nowhere to go, but to cling to each other.
“Our gathering here is a significant milestone in the history of Africa, particularly for West and Central Africa; between the Federal Republic of Nigeria and the Republic of Equatorial Guinea. I am happy to hear very deep thoughts coming from my brother, the President of Equatorial Guinea, concerning Africa.
“Africa must solve its own problems. For the world, Africa is wretched and ragged, full of conflicts. We say no. Peace, stability, and democracy are the way forward for our collective and progressive development. We have agreed on that with President Mbasogo.
“We definitely will continue to promote peace and stability throughout the continent. Some of our other brothers in shackles are still there, at each other’s throats. We will both work together and do whatever is possible to promote peace.
“What we are seeing in certain parts of the continent and areas of the Sahel is not pleasant for our today and not promising for our tomorrow. We have to work together to make peace the focus of our development.
“Without peace, we cannot have development. Our problem is not that we do not understand what to do. We identify them, and we understand what to do. Our problem is how and when we should do them. I say the time is now. We had better roll up
our sleeves, put on our knickers, and move strongly for the peace and stability of our continent."
The President of Equatorial Guinea, in his remarks, thanked Tinubu for honouring his invitation.
“It is with utmost affection and
respect that I would like to greet President Tinubu and wish him and his delegation a warm welcome to Equatorial Guinea.
“We wish to express our gratitude for your acceptance of our invitation. We feel honoured to host this
meeting that brings us together in Malabo," he said. He called for more collaboration and solidarity between both countries, stating that “Nigeria has always held a special place in our foreign policy.”
President Mbasogo said the momentum and dynamism in the bilateral relations should be strengthened while highlighting previous mutual agreements in the areas of education, mining, defence, security, and agriculture.
Pipeline Vandalism: NUPRC Trains Navy, Customs on Alternative Crude Oil Evaluation Operations
Says crude oil theft figures falling FG partners FOSSREA to unlock Nigeria’s hydrogen potential Govt warns filling stations against selling petrol in containers
Emmanuel Addeh in Abuja
The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has continued its efforts to combat crude oil theft and losses and ramp up hydrocarbon production in Nigeria as oil thieves continue to cause damage to regular crude oil transportation facilities.
To this end, the commission said it has hosted a two-day training for officers and men of the Nigerian Navy and Nigeria Customs Service (NCS) on alternative crude oil evacuation operations and export ‘fiscalisation’ at terminals.
The Commission Chief Executive, Engr. Gbenga Komolafe, represented by the Executive Commissioner, Development & Production, Mr. Enorense Amadasu, emphasised the importance of the training, highlighting its role as a vital platform for interaction, collaboration and development of initiatives aimed at restoring production levels.
A statement by the organisation quoted Komolafe as saying that crude oil theft had risen from a daily average of 21,000 bpd in 2016 to 103,000 bpd in 2021 before dropping to an average of 15,000 bpd in 2024.
He added that such high levels of theft had led to the frequent
shutdown of trunklines such as the Trans Niger Pipeline, Nembe Creek Trunkline among others, which pose a risk to the oil and gas industry as it increases production costs and reduces revenue derivable from the produced hydrocarbon.
According to the chief executive, pipeline transportation remains the most cost-effective method of crude oil evacuation globally.
The persistent issue of pipeline sabotage, he said, has resulted in substantial losses, thereby necessitating the exploration of alternative crude oil evacuation methods to mitigate the losses and ensure consistent production.
He added that NUPRC had sustained its commitment in implementing target initiatives and various measures to combat vandalism and crude oil theft while some companies had opted for an alternative evacuation system.
This approach, he stated, involves utilising trucks, barges, and shuttle vessels to transport produced crude oil to land terminals or floating facilities, despite the increased costs associated with this method.
Komolafe further emphasised that the commission in conjunction with other relevant government agencies had provided the required support
to the companies through approvals, permits, monitoring and supervisions to ensure compliance with the regulatory requirements and proper accounting for produced hydrocarbon.
“On transparency, accountability and visibility, the CCE stated that the commission has granted relevant personnel of the office of the Chief of Defence Staff (CDS), the Nigerian Navy and the Department of State Service (DSS) access to the barging and trucking portals.
“This is for visibility over approvals granted by the commission in addition to the arrangements for officers of the Nigerian Navy to participate in the crude oil export fiscalisation process at terminals, aimed at increasing their visibility in the export process,” the statement added.
Representing the CDS, Commodore O.E Oladipo, underscored the significance of the collaborative effort between the NUPRC and the Nigerian Navy, emphasising its importance to substantially enhance Nigeria’s hydrocarbon production capacity.
He expressed his appreciation to the commission for its innovative and creative approach in organising the training programme, which demonstrates a commitment to
finding effective solutions to the challenges facing the industry.
Also as part of efforts to ensure that Nigeria meets its need for clean energy, the Ministry of Petroleum Resources has met with a delegation from the Foundation for Sustainable Social Responsibility in Emerging Africa (FOSSREA) to unlock Nigeria’s hydrogen potentials. This was contained in a statement by the Deputy Director Information and Public Relations, Oluwakemi Ogunmakinwa in Abuja.
In his opening remarks at the meeting, the Director of Upstream Department who represented the Permanent Secretary in the Ministry, Kamoru Busari, emphasised the ministry's commitment to exploring innovations that would increase clean energy usage and penetration in Nigeria.
Earlier in his remarks, the Chairman of the Foundation for Sustainable Social Responsibility in Emerging Africa (FOSSREA), Aliyu Mijinyawa informed the meeting that the delegation was in the ministry to explore areas of collaboration and to formally seek the ministry’s participation at the forthcoming National Conference and Exhibition on Hydrogen in Nigeria.
Power Sector: Passage of Electricity Act 2023 is the Game Changer, Says Rep
The Chairman House of Representatives Committee on Power, Mr. Victor Nwokolo, has stated that the passage of the Electricity Act 2023, could be a possible game changer and legal solution to the challenges facing the nation's power sector.
According to Nwokolo, the promulgation of the Act would encourage massive investments
in making electricity available to Nigerians, thereby translating to having very positive impacts on the nation's economy.
Nwokolo said this on Wednesday during a visit of a 9-member House of Representatives Committee on Power, to the Calabar Power Generation Company, located at Ikot Nyong, close to Calabar, the state capital.
“We have passed the Electricity Act 2023 this year which is a record
time, and that marks the significance placed in the power sector which demands that we support the executive to do the work effectively in furthering the institutional and infrastructural development and sustainability in the power sector”, Nwokolo said.
Nwokolo, who is the representative of Ika North East and Ika South federal constituency of Delta State, said the Committee and the entire House place high
premium on the improvement of power supply in the country, hence the visit of members to perform their oversight function even though the National Assembly is on recess.
He said what they have seen at the power plant justifies the huge spending being made by the federal government in power generation infrastructure.
“At our own end, we are driving the process to meet expectations of the people, and having come here;
we are happy with the investments made by the federal government to resolve Nigeria’s power problem
“We have seen the spare parts, and other components which can ensure there is no tripping down in power generation, so we pray the operators keep the flag flying”.
The lawmaker said power generation companies are very important because other chains in the power sector such as transmission, and distribution
companies depend on power generated by the generating companies to function effectively. He cautioned against the destruction of power installations by vandals, saying “Nigerians including vandals should give attention to state-owned infrastructure; it is only in Nigeria where somebody would see an infrastructure built for common good with billions of naira and goes ahead to destroy it just to sell for a few naira.”

NSITF Targets One Million Annual Registration, Settles Over 100,000 Claims
To bring NYSC members, okada riders into ECS
The Managing Director/Chief Executive of Nigeria Social Insurance Trust Fund (NSITF), Mr. Oluwaseun Faleye, has set a target of registering one million employees annually into the country’s Employers Compensation Scheme (ECS), in his bid to reshape the future of social insurance in Nigeria by making it a benchmark of excellence.
Faleye announced the new target, Thursday, in Lagos during the opening of a two-day retreat for Senate and House Committee on Labour, Employment and Productivity themed - “Building a Stronger NSITF.”
According to him, the NSITF is empowered by law, in line with Section 84 (2) of the Pension Reform Act 2014 (as amended), to provide social security services to all eligible citizens, while the Employers’ Compensation Act (ECA) 2010, mandated every employer of labour (public and private), to contribute 1.0 per cent of the total emoluments
of its staff to NSITF in order to pay claims and compensations to eligible employees or their beneficiaries in the occurrence of workplace accidents and work related injuries, diseases and death.
Currently, the NSITF has been able to register over 164,000 employers and 8.4 million employees into the scheme and has paid 103,292 claims.
He said: “We can achieve one million annual enrollment target through public enlightenment that ensures the public understand the benefits that come from being registered under the ECA, especially the support that it gives in case of injuries, death, sickness or disease arising from work related activities.
“If we are able to get the state and local governments and other corporate organisations to understand the importance of this scheme, I think one million registrations will be a far cry from what we can achieve. We can do more if we set our minds to it.”
He also stated that the NSITF has been mulling how it could extend
social insurance cover to members of the NYSC scheme.
“We think that the NSITF under the auspices of the compensation scheme can work out a social protection platform that gives the NYSC members some peace of mind that they deserve during their service.”
Faleye also made it clear that the “NSITF is not a revenue generating agency of government. We are trustees, mandated by law to manage funds for the protection of Nigerian workers.
“Our mission aligns with international standards such as the International Labour Organization (ILO) and the International Social Security Administration (ISSA).”
This clarification became necessary because the NSITF is remitting between 40 and 50 per cent of its revenue to the federal government.
Speaking during the retreat, a member of the Senate Committee, Senator Cyril Fasuyi, representing Ekiti North Senatorial District, emphasised the need to clarify with the Honourable Minister of
Finance the difference between a revenue generating agency and a self-funding agency.
Fasuyi noted that it is a major disadvantage for an agency to part with 40 or 50 per cent of its revenue, especially for a social insurance agency that has compensatory payment obligations to execute.
He said: “I think that there is a need for us as National Assembly to address this need with the Minister of Finance for him to understand that the NSITF is a self-funding agency and not a revenue generating agency.”
Speaking in the same vein, a member of the House Committee, Hon. Peter Ifeanyi Uzokwe, representing Nnewi North, Nnewi South and Ekwusigo Federal Constituency, said that it is hurting that about 40 per cent is being deducted from NSITF when it is not a revenue generating agency.
Uzokwe asked: “Don’t you think that something is wrong or that there is a misconception somewhere? So, let us reconcile this in order to know
Defence HQ: Military Will Continue to Fight Oil Thieves Until Nigeria Meets OPEC Quota
The Defence Headquarters (DHQ), Thursday, assured President Bola Tinubu and Nigerians that troops of the armed forces of Nigeria will continue to clamp down on economic saboteurs and crude oil thieves, and deny them freedom of action until the country meets and surpasses the quota set by Organization of the Petroleum Exporting Countries (OPEC).
The DHQ however, averred that there was noticeable improvement in the nation's crude oil production within the period under review - July and August.
Director, Defence Media Operation, Maj. Gen. Edward Buba, said this while fielding questions from journalists during the biweekly press briefing on operational activities of the military and other security agencies.
He said: "The CDS received a marching order from the president to ensure that the nation's crude oil production improves so that we are able to meet our OPEC quota.
“We have noticed an improvement in the nation's crude oil production within this period. This is indicative of the fact that we are on the right track.
“We are not going to rest in our oars; we are going to sustain the momentum until the nation's crude oil production meets and surpasses OPEC quota.
“It will be recalled that we have been rejigging our operations. We increased the surveillance over pipeline infrastructures; we increased our cooperation with stakeholders in the oil sector".
He further disclosed that troops of joint taskforce force, operation Delta Safe are also monitoring the meters in the head tanks to know the amount of crude that the country is producing daily. These measures, he said led to the increase in the volume of crude oil production as already attested to by media reports on the subject matter.
He however, denied the insinuations that the military arrested a protester in Abuja,
asking the media to approach the appropriate security agencies for further clarification as no protester is in custody of the military.
On the protest, he said that citizens see protest with different lens, adding that to some, it means rioting; to others it is to go on rampage and loot private property and vandalise public infrastructures, while to a few others it means protesting to draw attention of authorities to certain prevailing circumstances.
His words: "We identified these variables, before advising the organisers to shelve the planned nationwide protest in the interest of peace and tranquility but they paid deaf ears.
“In my brief before the protest, I identified a number of factors fueling the protest to include sovereign interference, terror groups, and other interest groups.”
Responding to questions on the just concluded nationwide protest, the military spokesperson, Brig. Gen. Tukur Gusau, said the current administration is barely more than
one year in office, so citizens should dialogue, instead of protest.
He recalled that the military warned the organizers of the protests not to proceed with it based on their credible intelligence of plot to hijack it by local and foreign subversive elements, hoodlums and rioters.
All these, he said happened because the organizers failed to heed the advice to avert the looming danger. He regretted that private businesses and properties were looted and destroyed by unruly hoodlums, while public infrastructures were vandalized.
"The citizens must support the fight against violent crimes if the fight against it must succeed. The fight is not only for the military and security agencies alone, the citizens also have crucial role to play as the bad eggs and criminal elements live amongst the people.
“So, the civilian population must support the military with credible intelligence to uproot terrorism and other violent crimes in Nigeria," he concluded.
the fight that we are going to fight.”
He, however, cautioned against making ECA certificate a mandatory requirement for operating a bank account to avoid upsetting the country’s fragile economy.
The Chairman of the Senate Committee, Senator Diket Satso Plang, representing Plateau Central Senatorial District, commended President Bala Tinubu for appointing Faleye as the CEO of NSITF, describing him as a round peg in a round hole.
Plang said that the retreat would enable the committee to be on the same page and pursuing the same goal with the management of the NSITF.
He said: “When all stakeholders
have full understanding of the challenges of the NSITF and are on the same page, it will lead to a better, more progressive, more stabilised NSITF.”
Similarly, the House Committee Chairman, Hon. Adegboyega Adefarati, representing Akoko South East/South West Federal Constituency, said that Faleye has the character, competence and capacity to build a stronger NSITF.
He, therefore, appealed to the CEO to fast-track the full digitalisation of NSITF. “We have assured him (Faleye) of our cooperation and anywhere we need to rejig or amend the ACT, we are ready,” he said.

FG Inaugurates Technical Sub-Committee on Crude Sales to Local Refineries in Naira
The federal government has inaugurated a Technical Sub-Committee tasked with developing the framework for the sale of crude oil to local refineries in naira.
The body chaired by the Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun comprises the Permanent Secretary, Federal Ministry of
Finance, Mrs. Lydia Shehu Jafiya; Executive Chairman of the Federal Inland Revenue Service (FIRS), Dr. Zacch Adedeji as well as representatives from the Nigerian National Petroleum Company Limited (NNPCL), Central Bank of Nigeria (CBN), Afrexim Bank, Nigerian Upstream Petroleum Regulatory Commission (NUPRC).
It has the critical role of crafting a robust template that will ensure the successful
implementation of the initiative.
While inaugurating the committee, Thursday in Abuja, Edun stated that the initiative aligns with the presidential directive, aimed at revolutionizing the energy sector by reducing reliance on crude oil exports and fostering local expertise.
The inauguration followed a meeting of stakeholders on Tuesday where government officials and representatives
of local refineries, including the Dangote Refinery, met to discuss the implementation of the strategic directive.
A statement issued by the Director, Information and Public Relations, Moahmmed Manga quoted Edun as emphasising at the subcommittee's inauguration that the crude sales in naira initiative is part of a broader strategy to position Nigeria as a refining hub, which will significantly
NUPRC, Oil Firms, Arbitrators Brainstorm on Promoting Out-of-court Dispute Resolution
Says ADR approach leading to development of idle oil assets
Peter Uzoho
The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) yesterday met with key stakeholders to review and agree on the updated Draft Rules of Procedure for the Alternative Dispute Resolution Centre (ADRC), a special out-of-court unit of the agency. The commission revealed that the adoption of the ADR approach in settling disputes in the Nigerian oil and gas sector had started yielding positive results such as the development of hitherto idle oil assets as well as boosting investor confidence in the industry. At the stakeholders’ engagement and
consultation session held at the NUPRC's Lagos regional office, yesterday, the Commission Chief Executive, Mr. Gbenga Komolafe, said the session was part of the ongoing efforts by the agency to enhance efficiency, fairness, and effectiveness of alternative dispute resolution within the upstream industry.
In his address read virtually on his behalf by the Executive Commissioner, Development and Production, NUPRC, Mr. Eronense Amadasu, the chief executive said the shared goal of the stakeholders was to ensure that the ADR Centre operates with the highest standards of transparency, integrity, and responsiveness in consonance with the needs of the industry.
According to Komolafe, the ADRC was established in 2021, thereby showcasing the commission’s commitment to providing a robust framework for resolving disputes in a timely manner.
"We recognise that ADR mechanisms can play a crucial role in alleviating the burden on our courts, reducing litigation costs, and fostering a more amicable and collaborative approach to dispute resolution.
"As critical stakeholders, you undoubtedly recognise the profound impact of the oil and gas industry on the stability of our economy and the nation at large. Thus, it is imperative that a harmonious business environment
is fostered to ensure continued growth of the sector", he said.
He emphasised that the timely and equitable resolution of disputes within this critical sector was not just essential but paramount.
He added that the ADRC was committed to delivering an innovative, efficient, and cost-effective approach to dispute resolution, designed to reinforce industry stability and catalyse sustainable growth.
He pointed out that the presence of the stakeholders at the session underscored the importance of collaboration and cooperation in the process of guaranteeing a peaceful industry.
NLC Asks Police to Provide Proof of Link with Terrorists
Onyebuchi Ezigbo in Abuja
The Nigeria Labour Congress (NLC) has challenged the Nigerian Police to come up with evidence of its link to any terrorist. Apparently not satisfied with explanations given by the Police for the last week's raid of its headquarters, NLC said that the authorities should go ahead apologize for the, "desecration" of the Labour House.
Addressing a press conference in Abuja on Thursday, NLC's Head of Information and Public Affairs Comrade Benson Upah said that government should stop all acts of harassment and intimidation of labour unions in country.
On the alleged police invasion of its headquarters, NLC said that the
country has never witnessed such an act even during the military era, adding that it amounted to desecration of an office that is dear to the workers.
He said: "We continue to demand for an apology from the police and federal government for the unlawful raid of our headquarters.
"We are not aware of any terrorist in our midst. However, if government knows of one it should come out with facts and proof it is sure of instead of making the country the butt of jokes in the international circuit.
"We challenge the police to show proof of our relationship (landlordtenant or otherwise) with this alleged terrorist."
Speaking further Upah said: "The police claimed our security staff made statements to them. This is another
falsehood. On the contrary, it was the police that signed a document at the main gate before they were allowed in.
"We want to reiterate that even though we are the owners of barricades, we did not participate in the End-Hunger protest. Government therefore should not rope us into something we knew nothing about.
"Accordingly, we ask government to release those in its custody including a NUEE executive (Comrade Opalua Eleojo) who was arrested at a social spot in Abuja".
NLC spokesman said the labour movement found the Police claims "contradictory, self-serving and face-saving and intended to cover up their blunders.
"What were the security personnel
doing on the 10th floor when the shop they were after was on the 2nd floor? They said they were after this "international crook of foreign descent" and yet came hours after offices had closed.
"Between the materials they took away and the terrorist, which had more value?
"If the police truly had credible intelligence and if Congress was not their target, what was wrong in taking the leadership of Congress into confidence. And if they felt that would jeopardise the operation, couldn't they have confided in the leadership at H-hour?
"We continue to demand for an apology from the police and federal government for the unlawful raid of our headquarters.
boost the economy through the reduction of reliance on crude oil exports and fostering local expertise in the energy sector.
While commending the members of the committee for their dedication and anticipated contributions, the minister urged them to work diligently in order to meet the expectations set by the presidential directive.
He reaffirned that the ultimate goal was to transform Nigeria's energy sector into one that is selfreliant and globally competitive.
According to the statement, with the inauguration of the Technical Sub-Committee under the minister's leadership , Nigeria is poised to witness a
transformative shift in its energy landscape, especially with the task on the body to craft a robust framework for a naira-based crude sales, paving the way for a self-reliant and globally competitive energy sector.
"As the nation embarks on this strategic journey, the ultimate goal of boosting economic growth, reducing poverty, and enhancing refining capacity is within reach.
"Thus, the Committee's diligent work will be instrumental in unlocking Nigeria's full potential, and their contributions will be pivotal in shaping a brighter future for generations to come," the statement said.

FG Moves to Stop Overdependence on Imported Equipment in Power Sector
Emmanuel Addeh in Abuja
Minister of Power, Chief Adebayo Adelabu, yesterday, met with major stakeholders in the electricity supply industry, and stressed that the discussion centred on reducing dependence on imported power equipment in the country.
Briefing journalists after the meeting in Abuja, Adelabu emphasised the need for more local content in the power sector to save foreign exchange and create jobs.
The minister pointed out that as a team, the stakeholders decided to deliberately work on improving in-country production in the power sector by starting work on a legislation that will drive compliance and improve the sector.
Aside the power Distribution Companies (Discos) that attended the event, others included Bureau of Public Enterprises (BPE), Nigerian Electricity Regulatory Commission (NERC), an Transmission Company of Nigeria (TCN), among others.
NDLEA, Plateau to Strengthen Collaboration on Drug War
Michael Olugbode in Abuja
Governor Caleb Mutfwang of Plateau State and the Chairman/ Chief Executive Officer of the National Drug Law Enforcement Agency, Brig. Gen. Buba Marwa (rtd) have agreed to strengthen collaboration between the state government and the NDLEA with a view to curbing the scourge of substance abuse and illicit drug trafficking in the state.
commended Marwa’s leadership skills in the turn around and performance of NDLEA since he assumed the chairmanship of the agency in 2021.
“We've followed keenly your performance and we can say that since your coming on board, NDLEA has gone about its functions with more vigour, with more determination.
Adelabu stated, “To achieve this goal, we also put together appropriate policies that will support this, that will enable the ease of compliance by the power sector operators. At the same time, appropriate regulations will also be rolled out to ensure compliance and add areas to the local content bill.
“To achieve this, we are going to set up a committee that will start working on it. We will gather the data, we will do a lot of engagement, investigation across all the three segments in the power sector, from generation to transmission and to distribution.
“Our recent visits to some local manufacturers have confirmed that there are, indeed, a very good number of manufacturers that can give us some impressive proportion of what we use in the power sector. And these people will be encouraged.
“We also need to collaborate with the manufacturers' association to ensure we achieve this. There is a legislation in the works at the National Assembly on local content that encompasses the power sector.
team Says MDA debts still high, despite govt efforts
bill. If there is need for a public hearing, we will all go there as power sector stakeholders to defend this bill. And I am sure that Mr President will not hesitate to sign this bill into law as soon as it is passed.”
The minister stated that part of the advantages of incorporating local content into the power sector was the issue of job creation for the Nigerian youth, increase in national productivity, as well as to making more revenue available to the government.
On the issue of achieving 6,000 megawatt (mw) of power supply by December 2024, Adelabu stated that impediments had been identified to achieving the target.
need to engage smart meter producers.
He described the issue of Ministries, Departments and Agencies (MDAs) debt as a major burden affecting the liquidity of the Discos.
The minister said, “I can tell you that we have a good case of improvement in the payment of MDAs bills. But the improvement is not satisfactory as far as we are concerned. We believe that continuous debts to Discos is impacting their operations negatively.
“It’s affecting their liquidity, it's affecting their operations, and even in their returns to pay the energy invoices from the power generating companies.”
He stated that the federal government was also looking at the possibility of centralising some MDAs, so that there will be one single cheque to be paid centrally from the Ministry of Finance to the Ministry of Power, for onward distribution to the relevant Discos.
Gbeleyi stated, “The Discos, we've also asked them, what are the limitations? So, oftentimes we do not prescribe whether you should buy from China or made in Nigeria and stuff like that.
“We've also said to them that on our side as government, 40 per cent of the Discos are still owned by government. So, in that regard, between BPE and Ministry of Finance Incorporated (MOFI), we also push an agenda to ensure that the Discos are also in compliance with any local content policy directive from the regulator, or even under the legislation as envisaged.
The duo expressed their preparedness for the renewed partnership in their remarks on Thursday when Mutfwang paid Marwa a courtesy visit at the NDLEA National Headquarters in Abuja.
While commending the governor for his commitment to ensuring peace, security of lives and property on the Plateau, Marwa noted that a total of 6,975.6 kilogrammes of illicit drugs such as cocaine, heroin, methamphetamine, cannabis and opioids were seized across the state in the last two years, leading to the arrest of 1,720 suspects and conviction of 156 while the trial of others are ongoing.
Marwa said to further strengthen the agency’s drug demand reduction efforts, the governor should support with a standard rehabilitation centre, activate drug control committees at the state, local government and community levels, in addition to adopting drug testing policy in schools, homes and communities across the state.
Speaking earlier, Mutfwang
“And I know that quite a lot of the people who profit from trading illicit drugs have not found it easy since your coming on board”, he stated.
On the partnership, the governor said: “For us on the Plateau, we've come because we are genuinely concerned about the impact that substance abuse and trading in illegal drugs is doing in our state and we want to seek better ways of collaboration.
“We continue to look for ways and means of trying to reduce the influence of substance abuse in our society. And one thing that is very critical, while we have paid a lot of attention to the demand side, to the user, we need to look again at the supply side.
“On our part as a state, we are willing to be able to collaborate more with you and make sure that we reduce this menace to the barest minimum. And so, we've come today just to reinvigorate that cooperation. So far, we have enjoyed the cooperation of your staff in our state and we want to continue to do more, share information, share intelligence and see how we can collaborate.”
“This committee will work on accelerating the passage of this
He stated, “We also acknowledged the current face-off with the Manufacturers Association of Nigeria (MAN) in terms of resistance to the new tariff regime, which we believe is the way to go. We have to sustain even manufacturing activities in Nigeria. And on that, what we have decided is to engage them further in terms of meeting with them as a team and having a middle ground.”
Adelabu also stressed the
“So, we'll try and push that agenda, and they must take active interest in optimising even their supply chain and working capital. Yes, they've also said that they have some challenges. In some cases, the manufacturers require them to make payments of funds or advance payment.
“Given their own working capital situation, they may not be able to do that, but those are details, and I think we can look at that realistically. So, we've covered some of those angles.” Adelabu meets Discos, BPE, NERC, others, sets up task
In his remarks, DirectorGeneral of BPE, Ayodeji Gbeleyi, highlighted the misalignment of the fiscal regime in the sector, which encouraged imports over local manufacturing.

Nigeria Records 39 Cases of Mpox as NCDC Issues Health Advisory
Cholera claims 178 lives
Onyebuchi
As concerns mount over the outbreak of Mpox virus disease across the globe, the Nigeria Centre for Disease Control and Prevention (NCDC) has said that 39 cases have already been reported in the country. In response, the centre has issued a health advisory to help halt further spread of the disease.
NCDC also said that it has notified
all public and private hospitals about the Mpox alert, sending out a list of referral isolation/treatment centres across the six geopolitical zones and reference.
Similarly, NCDC stated that the country has recorded a total of 5,951 suspected cases of cholera with 178 deaths.
A statement signed by the Director General of NCDC, Dr Jide Idris, said that NCDC has been closely monitoring several endemic diseases including
Mpox which has been declared a Public Health Emergency of International/ Continental Concern by both the WHO and the Africa Centers for Disease Control and Prevention (Africa CDC).
While providing updates on the ongoing outbreaks of cholera, Mpox, and other events of public health importance, Idris said: "So far, about 2,863 confirmed cases and 517 deaths across 13 African countries have been reported in 2024 alone.
"This alarming increase is linked to
a new strain of the Mpox virus which emerged in eastern Congo and has since been detected in Kenya, Rwanda, and Uganda."
He said that: "in Nigeria, cumulatively, a total of 39 confirmed cases and zero deaths have been recorded across 33 States + FCT, from the beginning of the year 2024. Bayelsa (5), Cross River (5), Ogun (4), Lagos (4), Ondo (3), and Ebonyi (3) leading the pack".

Senators Not Receiving N21m Monthly Pay, Running Costs Are Different, Senate Clears
Kawu: Obasanjo introduced corruption to N’Assembly There should be transparency in lawmakers’ allowances, says Sani
Chuks Okocha and Sunday Aborisade in Abuja
The Senate, yesterday, clarified claims by the Senator representing Kano South, Sumaila Kawu, that he earned a cumulative N21million monthly in salary and allowances, saying it was false.
But Kawu, has further come out to accuse former President Olusegun Obasanjo of introducing corruption to the National Assembly.
At the same time, a former senator for Kaduna Central, Shehu Sani, has reiterated the need for transparency in the handling of parliamentary funds, particularly concerning senators’ salaries and the cost of running their offices.
Kawu had in an interview with the BBC Hausa Service on Wednesday claimed that his "monthly salary is less than N1million.”
“After deductions, the figure comes
down to a little over N600,000,” he said.
The Kano South Senator added that:
“Given the increase effected, in the Senate, each Senator gets N21million every month as running cost.”
But the Senator representing Ekiti South and Chairman, Senate Committee on Public Affairs, Yemi Adaramodu, in a statement on Thursday maintained that running cost was quite different from the salary and personal allowances of the lawmakers.
He noted that it has been fixed by the statutory agency empowered to fix salary and allowances of those in elective offices, the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC).
The Chairman of RMAFC, Muhammed Bello, had on Tuesday, revealed that each Senator collects a monthly salary and allowances of the sum of N1,063,860:00.
Adaramodu, who submitted that running cost was not peculiar to the legislature for running of their offices further clarified that, "such funds are retired by relevant officers after being used for official purposes and proof of genuine expenditure.
"It's not a personal allowance or salary of the legislator,"Adaramodu said, adding that such funds was also used for Constituency office staff.
The Senate spokesman expressed strong reservations over narrative of wasteful spending by the parliament, declaring that, "The Senate is an assembly of accomplished and successful professionals, administrators and captains of industries.”
But Kawu, who started the controversy, faulted Obasanjo’s remarks that the lawmakers fixed their own pay.
“When you are talking about corruption, it is Obasanjo who introduced corruption into the
National Assembly,” Senator Kawu said on Thursday’s edition of Channels Television’s The Morning Brief.
The Chairman of the Senate Committee on Sport doubled down on his claims.
“I have proof because it is his government and his associates, who corrupted some members of the National Assembly for them to alter the Constitution for him to continue to contest for a third term as president,” he said on the show.
The salaries and allowances of lawmakers have been shrouded in secret, triggering heated debates.
The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) stated that each senator earned N1 million amid calls to know what lawmakers take home.
Days after the comment, Senator Kawu, however, said each senator took home N21 million monthly.

no significant concern on cross-border transmission of the disease for Nigeria
The Centre said that the National Mpox Technical Working Group (TWG), is coordinating Mpox response activities.
"As part of the government's ongoing efforts, we are intensifying surveillance across Nigeria to swiftly detect and respond to any new cases.
"This putting all port health services across all 5 international airports, 10 seaports, and 51 land/foot crossing borders on high alert. Diagnostic protocols according to the IDSR are now distributed to these locations and Port Health officers are on high alert and screening for suspected cases,” it further said.
It said that some states have also been put on high alert including Lagos, Abuja, Enugu, Kano, Rivers, Cross-River, Akwa-Ibom, Adamawa, and Taraba.
According to the statement, NCDC field workers are also conducting contact tracing and monitoring for confirmed cases to prevent further spread.
It further stated: "This will now also include declaration by travellers who have been to any of the countries
where there is an ongoing outbreak of MPX in the last 90 days.
"Additionally, we continue to provide healthcare workers and the public with updated guidance on infection prevention and control measures and train SURGE staff as part of our preparedness and readiness for an MPX public health event". As part of measures to prevent the spread of Mpox, NCDC urged members of the public to adhere to proven infection prevention and control measures.
Among these preventive measures are avoiding contact with animals that could harbour the virus including sick or dead animals in areas where MPX has been confirmed, avoiding contact with any material that has been in contact with a sick animal as well as avoiding unnecessary physical contact with persons infected with MPX.
The Centre advised that efforts should be made to Isolate potentially infected animals from other animals.
In addition, it urged members of the public to practice frequent hand washing with soap and water especially after caring for or visiting sick people.
Rivers: Despite Court Judgment, APC NWC Insists Okocha’s Committee Still in Charge
The National Working Committee (NWC) of the All Progressives Congress (APC) has insisted that the Tony Okocha-led Caretaker Committee in Rivers State remained the only recognised leadership of the party in the state.
A Rivers State High Court had Monday sacked the caretaker committee and in its place reinstated Emeka Beke as Chairman of the party in the state.

Vice-President Kashim Shettima, has said the recent Supreme Court judgement granting full financial autonomy to local government councils would enhance Nigeria’s universal basic education system. Shettima stated this yesterday in Abuja at the public presentation of a new book, “Navigating the Politics of Universal Education Policies in Nigeria,” written by former Deputy Governor of Ekiti State, Professor Modupe Adelabu. The vice-president noted that on-going reforms initiated by President Bola Tinubu would
“As stewards of the nation, President Tinubu is leading the charge to reform the institutions tasked with overcoming the ideologies and inadequacies that have frustrated universal education in Nigeria.
“The lack of autonomy of local governments, which are responsible for delivering primary education, has created significant financial hindrances
in aligning administrative units with our educational agenda.
“However, the recent Supreme Court judgement empowering local government councils to control their resources brings government closer to the people. It provides new hope for our educational initiatives.”
Shettima urged government at all levels to focus on policies that empower “those at the forefront of implementing initiatives that inspire interest in education.”
However, the Deputy National Secretary of the party, Festus Fuanter, while addressing journalists after the NWC meeting in Abuja, yesterday, said Emeka Beke, who was reinstated by court had already been sacked by another court.
“We want to categorically state and inform the public that the position of the party, All Progressives Congress in the judgment delivered by the Rivers High Court per. Justice. S. Aprioko in Suit No: PHC 3592 CS. 2023 wherein the Court reinstated the dissolved State Executive Committee, that it is not binding on the Party (APC).
“The claimant in the said case sued

Abdullahi Ganduje & 7 Ors wherein the Court reinstated the Rivers State Executive Committee earlier dissolved by APC, is not binding on APC because it was not joined as a party in the suit.” Fuanter, who was flanked by other NWC members, explained that Beke subsequently filed an appeal, stressing that it was sad that he could not wait for the outcome of his own appeal but instead decided to embark on an abuse of court processes.
“It is pertinent to state here that the said judgment has been appealed against by Chief Emeka Beke and it is pending before the Court of Appeal. In view of the above, the party still recognises the erstwhile Caretaker Committee set up to oversee the affairs of the Party in the State,” he stated.

President Bola Tinubu recently launched 30 hybrid Compressed Natural Gas-powered buses in Abuja as part of the Presidential CNG Initiative. Also on the same day, he received another 70 hybrid buses from Jet Motor Company to enhance the transport sector. Several companies have been contracted to supply CNG vehicles to the government in the bid cushion the cost of transportation and services on the people.
The buses donated by Depots and Petroleum Products Marketers Association of Nigeria and the Nigerian National Petroleum Company Limited were locally manufactured. Which is good for the economy. Each of the buses can accommodate 100 passengers.
This is a heartening development. CNG powered buses are relatively more affordable than petrol powered vehicles whose cost rose through the roof since the withdrawal of subsidies in May last year. Besides, CNG powered vehicles are climate friendly.
It is in consonance with the President's National Land Transport Policy, a vision for a more efficient, interconnected, and sustainable transport system that serves the needs of Nigerians. Through these CNG buses, the administration has resolved to address some of the country's energy and transport challenges, and to indeed propel economic growth.
to climate change while also reducing over dependence on petrol-powered buses for transportation.
This development holds a lot of positives for Nigeria. Like the Founder and Chief Executive Officer of Innoson Vehicle Manufacturing Company Ltd., Mr Innocent Chukwuma, said while meeting President Tinubu at the Presidential Villa, the commuting public would soon enjoy cheaper transportation through Compressed Natural Gas-powered buses. It is the mission of the policy for the transport sector that the vulnerable public should feel the positive impact of the government.
With more buses coming and with assurance from other manufacturers, there is no doubt that in a short time, the public will have enough CNG buses on the road, which definitely will affect prices of goods and services across the country. This will also create jobs for the youth and deepen productivity among Nigerians. Food distribution will become easier in the long run, ensuring their availability in urban centres at affordable rate.

As President Tinubu rightly put it, utilising natural gas to power the nation’s transportation industry would reduce transportation costs, enhance productivity and save the nation trillions of naira spent on the importation of petrol and diesel.
In fact, the administration’s renewed hope agenda in the transport sector provides a comprehensive assessment of current challenges and proposes strategic responses to enhance the sector, incorporating key considerations such as climate change, capacity building, and inclusive transportation. The policy also outlines actionable implementation strategies that prioritises seamless integration between different modes of transport.
The divestment into clean energy is in line with the administration’s desire to keep its end of the bargain of the Paris Agreement with regard
The CNG initiative is part of the President's initiative to enhance Nigeria's energy competitiveness and bring about transformative changes to achieve the prosperity the country deserves. The administration believes that the encouraging and promising signs in the CNG buses will enhance the county's transportation system.
The ultimate aim is to end the huge dependence on petrol, especially by commercial vehicles which account for over 80 per cent of the nation’s petroleum demand. Many countries like Egypt have since signed on to the use of CNG powered vehicles to bring down the cost of transportation and other services. Indeed, India had since mandated CNG for all commercial vehicles since 2004 and are reaping bountifully from the policy initiatives. Nigeria is in good company.

THE MPOX GLOBAL EMERGENCY
Nigerians should keep their environment clean, and maintain good personal hygiene
For the second time within three years, the World Health Organisation (WHO) has declared the spread of mpox, formerly called monkeypox, a global health emergency. This is a troubling development that should ginger the authorities since mpox is endemic in Nigeria. According to the Director General of Nigeria Centre for Disease Control (NCDC) Jide Idris, Nigeria has recorded 39 mpox cases across 33 states and the Federal Capital Territory since the beginning of the year. Fortunately, there were no fatalities.
Since the beginning of this year, the Democratic Republic of Congo alone has reported more than 14,000 mpox cases and 524 deaths. Those most at risk include women and children under 15. “The detection and rapid spread of a new clade of mpox in eastern D.R.C., its detection in neighboring countries that had not previously reported mpox, and the potential for further spread within Africa and beyond is very worrying,” said WHO Director General, Tedros Adhanom Ghebreyesus on Tuesday.

The real challenge is that immune-compromised patients, especially among children of the poor as well as those with other problems such as malnutrition or lung disease may be more endangered. And as at present, there is no commercially availlessons we can learn from the past.
During the first few days, symptoms can include nausea, headache, fever, back pains and in advanced cases, rashes bigger than those caused by chicken pox

When there was an outbreak of a similar but much-dreaded Ebola virus in the country in 2014, many Nigerians as well as members of the international community commended our health authorities for the swift response in dealing with the disease which at that period originated from Liberia. The well coordinated response saved several lives and prevented what could have been a national calamity. But the same cannot be said of the 2015 outbreak of meningitis where the health authorities were evidently caught napping thus leading to several fatalities. that ugly experience in case there is an outbreak of mpox in the country.
Health expects recommend regular washing of hands with soap and water or using an alcohol-based hand sanitizer. Besides, avoiding contact with any materials that has been in contact with a sick animal or person and isolating infected patients from others remain the best ways to avoid a spread of the virus.
Therefore, since prevention is still far better than cure, we urge Nigerians to continue to observe good hygienic behaviour, especially given the causative factors of mpox. But the ultimate responsibility lies with the health authorities. The NCDC must work with other stakeholders on preventive major disease in Nigeria.
WHY TEACHING IS A VITAL OCCUPATION
“The art of teaching is the most important skill a person can learn . . .” (‘Where There Is No Doctor’ – a health care handbook by David Werner, page w21).
Teaching is a noble work with good incentive. It is indeed a most vital profession. Teachers lay the essential foundation for a person’s education. They provide education for all ages, chil-
spire, guide, educate and mentor us every day. Teaching is an inspiring profession that leaves a lasting impact on every child’s life, no matter how big or small it may seem. By raising aware-ing teachers, the hope is that it will in turn improve the quality of education.
The teaching profession, it has to be admitted though, is a demanding one which presents many challenges – from inadequate pay to inferior classroom conditions; from excessive paperwork to oversize classes; from disrespect and violence to a lack of concern on the part of parents/guardians. Being a teacher is the declining economy, life has not been easy for many teachers.
And poor remuneration has always discouraged people from moving into the teaching profession. Nevertheless, despite the chosen profession. What motivates these teachers to persevere in spite of all the challenges? While most teachers are motivated to help less fortunate people. Still others are encouraged when they see the successes of their students, and receive praise and
derive great joy from their work.
develop a child’s memory so that he can repeat facts and pass tests? Or is it a person who teaches one to question, to think, and to reason? Who helps a child to become a better citizen?
Unless a teacher is convinced of the value of education and is also interested in young people, it is impossible for him or her
learning a fascinating challenge. A good teacher recognizes eachish. To get the best out of each child, the teacher must discover
what interests or motivates him or her and what makes the child tick, and a dedicated teacher must love children. William Ayers, a teacher, said: “Good teaching requires most of all, a thoughtful, caring teacher committed to the lives of students. Good teaching . . Teaching is primarily a matter of love.”
Additionally, the book ‘Where There Is No Doctor’ a health care handbook authored by David Werner has this to say about teaching: “The art of teaching is the most important skill a person can learn. To teach is to help others grow, and to grow with them. A good teacher is not someone who puts ideas into other people’s heads, he or she is someone who helps others build on their own ideas, to make new discoveries for themselves.” The book goes on to say: “People do not learn much from what they are told. They learn from what they think, feel, discuss, see, and do together. So the good teacher does not sit behind a desk and talk at people. He talks and works with them. He helps his peomeet them. He looks for every opportunity to share ideas in an open and friendly way.”

NNPCL: Looking Beneath the Sustained Disinformation Charade
Tayo Williams writes about the need to correct the present narrative of a steady and sustained dispensation of disinformation about the Group Chief Executive Officer of the Nigeria National Petroleum Company Limited, Mr Mele Kyari and wonders if he is a victim of his success.
There is indeed a frightening volume, velocity, and variety of campaigns of calumny against Group Chief Executive Officer of the Nigeria National Petroleum Company Limited (NNPCL), Mele Kyari. In the past couple of weeks especially, a deluge of disingenuous disinformation, dilettante opinion articles and editorials, blog posts, and even tweets had been unleashed, underpinning the consensus that ‘Project Batter, Bruise, Bash, and Boot Out Kyari’ is in motion and has become the sun around which the daily to and fro of the masterminds revolves.
Given his successful turnaround records in the NNPCL, it would have been easy to say that the masterminds are on a wild goose chase. However, a lie left unchallenged for too long may be taken as the Holy Grail.
The oil and gas industry is Nigeria’s cash cow and has churned out substantive and emergency billionaires. Before it transitioned into a limited liability company, the legacy corporation, NNPC, was regarded as the cash dispenser (Automated Teller Machine) of successive Nigerian governments. Oil theft and pipeline vandalism were the order of the day with the resultant effect on production. Over the years, billions of naira went down the drain in the name of reviving the comatose refineries while the corporation was never known to remit revenue to the federation account.
Nigerians have not forgotten how former Governor of the Central Bank of Nigeria, Sanusi Lamido Sanusi, caused nationwide panic when he said that $20bn in oil revenue had not been accounted for. It was the reign of flagrant impunity, opacity, and corruption. Then came Mele Kyari, the University of Maiduguri-trained geologist. He superintended the corporation’s transition into a limited liability company and has been steering its ship adroitly since then.
In two years, the NNPCL has grown from a loss-making position to a profit-making entity. The days of opacity are over with the introduction of the Transparency, Accountability, and Performance Excellence (TAPE) initiative, which occasioned the publication of the Monthly Financial and Operations Reports (MFOR), underscoring the corporation’s commitment to transparency, accountability, and open dialogue that are fundamental to building public trust.
The TAPE initiative, Kyari said, “places NNPCL in a unique position globally as the only national oil company that publishes its financial and operations reports every month. Such transparency not only enhances accountability but also provides valuable insights into NNPCL’s activities, performance, and strategic direction.”
Further, Kyari enlisted the NNPC LTD with the global transparency body, Extractive Industries Transparency Initiative (EITI), a Norway-based organisation that seeks to establish international standards for the good governance of oil, gas, and mineral resources while addressing the key governance issues in the extractive sectors. In its recent global assessment of the NNPCL, the EITI scored the corporation high for enhanced transparency and accountability standards, increased competitiveness, and concerted efforts in combating corruption in the global oil, gas, and mining sectors.
He also instituted a broad range of reforms including collaborating with security agencies and private security contractors while also establishing a control centre known as the Central Coordination, Data Integration, and Activation Control Room to provide surveillance of all the country’s oil and gas assets in the Niger Delta.
The NNPC Data Control Centre uses video visibility to monitor the pipeline networks in the Niger Delta where more than 90 percent of the country’s crude is explored.
Kyari has vowed to get the Kaduna, Port Harcourt, and Warri refineries working optimally again, promising that Nigeria will become a net exporter of petroleum when they
are rejuvenated. He has also led the charge in reducing the impact of the fuel subsidy removal on Nigerians with the implementa-
tion of the Presidential Compressed Natural Gas (CNG) initiatives launched by President Tinubu to provide cheaper alternative fuel to
motorists, stimulate the economy, and reduce carbon footprints.
Despite this catalogue of achievements, Kyari continues to be blackmailed, vilified, and scapegoated by the oil mafia who want the old days of flagrant impunity and milking of Nigeria’s commonwealth to return.
Nigeria’s economy is slowly rebounding after tailspinning into an abyss due to bad management. But the recovery pace has been further slowed down by the forces that want to hang Kyari out to dry.
He has been accused of sabotaging the Dangote Refinery by not meeting up with its crude oil supplies. But he denied the allegation saying the law is clear on domestic crude oil supply obligations and providing for local refineries. “(The) Refining business is a straightforward business. You must secure (a source for) your feedstock and you must find a market. This is basic and this determines what happens in any refinery anywhere in the world. That is the business of refining. We have done nothing to sabotage any domestic refinery,” Kyari stated. While appearing before an Ad-hoc senate committee on August 7, 2024, Kyari declared that the attacks were deliberate and calculated to create the impression that the NNPCL and its leadership are creating economic sabotage in the country, saying, “And all of us see what is happening in the media – targeted personal attack on my person, on the institution, and we all know how this works.”

Ogun’s Continuous Search for Progressive Governance
Biodun Osinubi writes about the search for an experienced politician with progressive pedigree to govern the Gateway State come 2027 with a submission that the Chairman of the Senate Committee on Appropriations, Senator Olamilekan Adeola, may as well fit into the card.
Reading through the seminal treatise “Path to Nigerian Freedom” by the visionary Chief Obafemi Awolowo, one discerns the foundational tenets of progressive politics that have solidified his legendary stature, particularly in South West Nigeria.
Since its publication in 1947, politicians have astutely leveraged “progressive principles,” embodying social justice and servant leadership, to garner electoral support.
By associating themselves with Awolowo’s esteemed name, they appropriate regional identity and solidarity, tapping into his vast political capital.
However, a critical examination reveals a stark disconnect between their claims and commitment to the progressive politics paradigm. In Ogun State, Awolowo’s home state, successive governors have exploited his legacy to gain power, yet failed to emulate his exemplary leadership. The administration of Chief Olabisi Onabanjo, over 45 years ago, remains the golden era of civilian governance in Ogun State, a testament to the enduring impact of genuine progressive leadership.
In contrast, subsequent governments have fallen short of Awolowo’s ideals, betraying constituents’ trust.
The question persists: how have these politicians remained true to selfless leadership, the paradigm for Nigerian progressive politics? The answer lies in their actions, not rhetoric. It is time to transcend the myth of progressivism.
Despite claims of progressivism, Ogun State continues to grapple with entrenched challenges: inadequate infrastructure, limited economic diversification, inefficient healthcare, subpar education, and pervasive poverty and unemployment. A nuanced examination of Ogun State’s gubernatorial legacy reveals
a complex mosaic of accomplishments and challenges.
The Fourth Republic has witnessed a succession of leaders, each with distinct strengths and weaknesses. Governor Olusegun Osoba’s tenure (1999-2003) initiated laudable rural infrastructure development and educational enhancements, yet political intrigues and limited economic growth hindered his reelection prospects. Governor Gbenga Daniel’s administration, marked by self-conceitedness, was marred by corruption allegations and mismanagement of goodwill, compromising his claim to progressivism.
Governor Ibikunle Amosun’s tenure (20112019) was marred by a parochial approach to infrastructure development, authoritarian tendencies, self-aggrandizement, and unfulfilled promises, including public spats with purported fellow progressives. His frequent party-switching raises concerns about commitment to progressive ideals.
The current administration, led by Governor
Dapo Abiodun (2019-present), has focused on elite-centric infrastructure development, neglecting grassroots education and healthcare. The 250-bedroom hospital built by his predecessor lies abandoned, while efforts are directed towards constructing an international airport. Despite the “Building Our Future Together” mantra, challenges persist in delivering campaign promises and meeting citizen expectations. Abiodun’s political pedigree, having previously sought office on the People’s Democratic Party platform, further raises questions about his progressive credentials.
Ogun State’s quest for transformative leadership remains elusive, as erstwhile leaders’ claims of progressivism have fallen short of the genuine spirit of Awoism and progressive leadership. The propensity for political party-switching betrays political opportunism, ideological ambivalence, and prioritization of personal ambition over collective interests, eroding public trust and credibility.
To achieve meaningful progress, politicians must embrace consistency, transparency, and accountability, prioritizing principled leadership, grassroots engagement, and long-term policy focus. Citizens must critically evaluate politicians’ actions, seeking congruence between rhetoric and reality. Among the numerous politicians who identify as progressives, Senator Solomon Adeola, fondly referred to as Yayi, distinguishes himself as an exemplary leader who embodies transformative governance.

The governor announced that 12,000 smallholder farmers would receive a bag of fertiliser each, courtesy of the federal government’s donation to all states. Additionally, 51 power tillers worth N2 million each would be distributed to farmers across various farming clusters in the state, further demonstrating the administration’s commitment to agricultural development and MSME growth.

“For us, the cargo terminal is critical. You know that we are migrating agriculture to agro-allied industrialisation. That means agriculture will not just be for food, it will also be for export. And the cargo terminal is critical if we are going to engage in the export of agricultural and agro-allied produce from the state. We need to be able to export from here. That is why we are looking at partnering with FAAN to ensure that we start and complete a cargo terminal and indeed operationalise it,” Mba said.
In Niger State, governor Mohammed Bago has advanced plan to export farm produce from early next year and has cultivated farms solely for export of produce.
The governor met with President

According to Bago, Niger State aims to farm 500,000 hectares of land in 2024, matching the federal government’s goal outlined by President Tinubu in his recent new year address.
He said the state has positioned itself as a pilot for the national agriculture project.
The governor noted that Niger State was already underway with 250,000 hectares of dry season farming through partnerships with private companies.
“And there are some initiatives we have started we are about to do a total of 250,000 hectares dry season farming, which we have already signed an agreement with some companies for off take,” he said.

Kebbi State has over the years been exporting onions to Morocco and other countries, but the country plans to add more crops to what it is already exporting out of the country.
Nigeria is a leader in various types of agricultural production, such as palm oil, cocoa beans, pineapple, and sorghum. It is the largest producer of sorghum in the world just after the United States, and ranks fifth in the production of palm oil and cocoa beans. Nigeria is also a large global exporter in this sector. Oil, fruits, nuts, seeds are among the ten best performing export categories

Enugu received N1.36 billion (averaging N113.33million per month) for its ecological interventions.

FAAN’s new cargo export programme was whelped after the 2021 conference on Cargo, known as Chinet. That was when the agency became intentional about cargo export, which also expected to export over 600, 000 tons of agricultural produce by 2026 and earn a projected revenue of about $10 billion per annum.
The Coordinator of Aviacargo Committee inaugurated by FAAN, Ambassador Ikechi Uko, said if the states in collaboration with FAAN, carry out the programme at the expected scale, it would employ a lot of people in the value chain because currently there is huge logistics gap that could be filled if cargo export is doubled from the current 250 metric tons to 500 metric tons.

The Vice President of the Airline Operators of Nigeria (AON) and the Chief Executive Officer of Air Peace, Dr. Allen Onyema, gave the commendation and a vote of confidence during a meeting convened in Lagos recently by the management of FAAN to discuss salient issues as it concerns the
aviation industry.
The meeting was held at the New Terminal of the Murtala Muhammed International Airport, Lagos, and had executives from 20 airlines in attendance.
The meeting was organised at the instance of Kuku to enlighten AON on what plans the authority has for airport development.
According to Director, Public Affairs and Consumer Protection, Mrs. Obiageli Orah, the FAAN Managing Director kicked off the meeting with a presentation on her priority programmes of safety, security, culture transformation, digital transformation, service quality and revenue generation that are for
immediate implementation.
Responding, Onyema said AON members were happy to see how FAAN and the Minister of Aviation and Aerospace Development, Mr. Festus Keyamo have approached airport management with a deep sense of responsibility.
“When government does what is wrong, you can say it, but what is happening in FAAN is commendable,” Onyema said.
Some of the resolutions reached include the need for more frequent meetings, quicker response to AON correspondences, further improvements on airport infrastructure and the digitalisation of revenue collection among others.
FAAN Begins Sensitisation of Workers on Management System
The Federal Airports Authority of Nigeria (FAAN) has commenced sensitisation of workers on the revised Performance Management System (PMS) in accordance to the directive of the current administration, which stipulates that the implementation of the system should be carried out across all federal public service parastatals.
The Director of Human Resources and Administration (DHR&A), Dr. Emiola Olatubosun Luqman, who was tasked with the responsibility of touring all airports under the jurisdiction of the Federal Airports

Upon his arrival, Luqman provided a comprehensive explanation of the new PMS. He introduced performance management in public service, emphasising its role in developing, enhancing, and sustaining staff performance while
fostering a results-oriented culture within the service.
He explained that clear job objectives will be outlined for each department. He emphasized that every staff member must be aware of their specific responsibilities and should be able to report on the work completed.
Luqman further explained the Employee Performance Management subsystem, which defines, communicates, manages, and supports the performance and development of employees in the federal public service.

AIR WATCH
As NIS Probes Abuse of Nigerian
Chinedu Eze
Last Saturday a woman named Favour Igiebor, allegedly tore up her husband’s international passport on arrival at the Murtala Muhammed International Airport, (MMIA), Lagos before security operatives and other travellers.
She had returned from Europe alongside her husband and children and landed at the Lagos airport, before supposedly destroying the passport.
Shocked and enraged, security officers, including that of Nigeria Immigration Service (NIS) were said to have accosted her and she was reported to have responded, “Is it your passport?”
Reports indicate that her husband was literally transfixed with shock, indicating he least expected what she did. Reports from eyewitnesses showed that the woman was very angry almost to the point of frustration and despair.
Her husband, who was said to be stunned by her action, was persuaded to calm down and not to ventilate his fury. He held himself, as the woman went into vituperations, throwing tantrums before the dazed husband and others who witnessed the incident.
Many Nigerians have condemned her action and feelers from the Nigerian Immigration Service and other Nigerians conversant with the law of the country have indicated that her action was a crime and the may be prosecuted, hence the setting of a panel by NIS.
to the growth and transformation of the nation by providing quality and future-ready technology solutions to enable Nigerians thrive.
Commenting on the award, Divisional CEO, ipNX Business, Segun Okuneye, expressed his appreciation for the recognition. He stated: “We are thrilled to receive the Award for Most Innovative Digital Connectivity Company. This accomplishment reflects the consistency and dedication of our entire team, whose relentless pursuit of perfection propels us to shape tomorrow by delivering today.
quality, cementing its reputation as a beacon of excellence in regulatory affairs services. The certification promises clients that Savante will continuously strive for perfection, exceeding expectations and setting new standards for the industry.
“We’re thrilled to have raised the bar and set a new standard for regulatory affairs services in Africa”, said Managing Partner of Savante Consulting Limited, Mr. Sola Solarin.
“Our ISO 9001:2015 certification is a testament to our team’s dedication, expertise, and passion for delivering exceptional service. We’re committed to continuously improving and exceeding our client’s expectations”, Solarin noted further.
The first reaction from Nigerian Immigration was to summon Mrs. Igiebor for questioning, where she admitted that she tore her husband’s passport. NIS issued a statement, saying it was looking into the issue.
“The Nigeria Immigration Service (NIS) has launched formal investigation, following the circulation of a video on social media, showing a female traveler destroying a Nigerian Standard Passport at the Murtala Mohammed International Airport (MMIA), Lagos. The individual involved has been identified as Mrs. Favour Igiebor,” the statement said.
Immigration observed that destroying the country’s passport was a criminal offence, which could be punished by up to a year in prison.
Later in a social media post, dispirited by the reaction and condemnation of her action by many Nigerians, Mrs. Igiebor said she and her husband had issues prior to their trip back to Nigeria.
She said, “This issue has been going on for a long time. And I have to do what I did. Don’t just look at my actions alone. I’m not a mad woman. I have gone through so many things. I have my own reasons. What if I had done this thing in Europe, where we came from? I don’t want him to go through much stress, which is why I did it in Nigeria. So many people at the airport that day saw me acting.
“It has been a family issue all the time. My husband even cannot speak about it. I suffered with him, and just like that, his family wants my suffering to be shattered. To be sincere, I did it so my husband would not return (to Europe). I have gone through pain. Many don’t know what I’m going through. My husband bought me an iPhone to calm me. It has been going on for years. He knows that I’ve not forgotten it; I’m just pretending to have gone past it.”
She also apologised to Nigerians who were upset by her actions, as well as to the Nigerian immigration.
Igiebor went on to allege that her husband had ignored her to care for his family,
“My husband is a mother’s boy, sister’s and brother’s best brother, and they have subjected me to long time suffering. I did what I did for him to know that I’ve
been bearing the pain. Those of you calling for my arrest should come and hold me responsible. I cry every time after three kids. They should let me rip what I have sown with him. My husband should come out and say what happened,” she stated.
But many Nigerians accused her of being elusive by her utterances without pointing out particular issues that could trigger such bitterness, adding that the allegation that her husband is doing things for his own family needed to be explained further, insisting that it was not enough reason to tear his passport, which was a very grievous act, especially by a wife who did not present documents to show she has been seeking for a divorce.
NIS also stated in the press statement it released that it has launched formal investigation following the circulation of a video on social media, showing a female traveller destroying a Nigerian Standard Passport at the Murtala Muhammed International Airport, Lagos.
“The individual involved has been identified as Mrs. Favour Igiebor holding passport number: A11990869. “In response to this incident, the Comptroller General of Immigration, Kemi Nandap, has directed that Mrs. Favour Igiebor be invited for further investigation.
“If the allegations are substantiated, her actions would constitute a breach of section (10 (b) of the Immigration Act 2015 (as amended), with corresponding penalties outlined under Section 10 (h) of the same Act.”
Reacting to the action of Mrs. Igiebor and the response of the Nigeria Immigration Service, aviation industry experts said mental examination should be carried out on the woman and also remarking that NIS was too slow to act; insisting that they did not swing into action immediately and that explained why the woman was able to leave the airport to go and create content on social media.
Former General Manager, Business Development, FAAN, Nuhu Adam, in his reaction to the incident said: “The point of emphasis here is that a crime was committed right in the presence of law enforcement officers (Immigration, Customs, NDLEA, AVSEC (Aviation Security), DSS (Directorate of State Service) at the arrival hall of the airport. These officials failed the country in the discharge of their duties; most especially the Officers of the Nigerian Immigration Service present.”
Nuhu also noted: “’The NIS has stated the gravity of the situation, citing that if the allegations are verified, the actions of Mrs. Igiebor could constitute a violation of Section 10(b) of the Immigration Act 2015 (as amended). This law section prohibits the willful destruction of Nigerian travel documents, with penalties for such offences detailed under Section 10(h) of the same Act,’ this indicates that drastic action will be taken by Immigration if the agency finds her guilty.”
Former senior official of the Nigeria Civil Aviation Authority (NCAA), Captain Abdullahi Sidi, wondered how the couple could have three kids in marriage that seemingly is bereft of love.
“Honestly, I actually wonder, how they were able to have up to three kids, without affection. I would suggest that the husband, should go and do a DNA test on those kids, as they might not be even his own. No love no affection and yet the man gave her three kids. I doubt it very much,” he said.
The Nigerian Immigration Service by the action it has taken so far, may be conveying the message that passports may be procured and owned by citizens but they are also government documents, which must not be used dishonorably, as Mrs. Igiebor did.

REA, CESEl to Combat Food Insecurity Through Large-scale Solar Irrigation
Kayode Tokede
In a significant move to address food insecurity in Nigeria, the Rural Electrification Agency (REA) has joined forces with Community Energy Social Enterprise Limited (CESEL) to launch an ambitious solar irrigation project.
The ground breaking partnership aims to deploy solar irrigation systems across 200,000 hectares of farmland nationwide over the next four years, leveraging on the REA’s Productive Use of Equipment (PUE) framework.
According to a joint statement, the initiative is expected to increase grain
and crop production by an impressive 1.2 million tons annually. Moreover, the project will replace traditional fossil fuel-powered irrigation pumps with clean energy alternatives, saving an estimated N413 billion in fossil fuel purchase by the farmers, and dislodging 412,800 cubic meters of fossil fuels.
“Beyond the increase in food production, the partnership will also emphasise the promotion of energy efficiency. REA and CESEL will collaborate to enhance the adoption of energy-efficient appliances and productive use of energy devices, leveraging sales, distribution, and credit
financing to reach more farmers,” the statement said.
REA’s Managing Director, Abba Abubakar Aliyu, highlighted the alignment of this partnership with the government’s broader efforts to end food shortages and promote sustainable development.
“By harnessing solar energy for agriculture, we are creating a winwin situation for farmers, the environment, and the nation,” said Aliyu.
CESEL CEO, Dr. Patrick Tolani, expressed his enthusiasm for the collaboration, emphasising its potential to create jobs and empower rural communities across Nigeria.

The Nigerian government is courting foreign investors to tap into the country’s vast hospitality potential, promising a seamless operating environment and attractive returns on investment
This is even as experts have decried that sector is not fully harnessed, citing the urgency to address operational constraints like visa processing and infrastructure lapses.
Speaking at a summit organised by Vertiline Stnergy Limited in Lagos, recently, Minister of Tourism, Mrs. Lola Ade-John recognised that technological advancements were shaping new trends in hospitality outlook, assuring that Nigeria was not left behind innovation wise.
Ade-John represented by her Special Adviser on Media and Partnerships, Ms Elizabeth Ofili, mentioned that global demand for cultural tourism, which Nigeria is fast exploring and leading, distinguishes the country as a prime investment ground.
“Nigeria stands at the forefront of Africa’s hospitality landscape, offering a wealth of investment prospects. Our nation pulses with opportunity - from our rich cultural origins to our diverse natural wonders and robust economy. We are not just open for business; we are primed for innovation and growth”, she asserted.
However, Managing partner of Vertiline Synergy Limited, Adedoyin Fabikun submitted that the sector is
still marred by inefficiencies, preventing its from unlocking full potential.
She disclosed that players are struggling with economic fluctuations, evolving consumer preferences and environmental sustainability, amongst other challenges.
She re -echoed the capability of local sector to scale up GDP contribution by as much as 6.2 percent annually and create 2.6 million new jobs over the next decade, stressing timely interventions in sick areas.
Meanwhile, President of the Lagos Chambers of Commerce and industry(LCCI), Mr Gabriel Idahoso spelt out efforts already implemented by government to ease investors’ access to market, including infrastructure and visa processes intervention.

SEC Reiterates Commitment to Support FG’s Economic Agenda
Kayode Tokede
The Securities and Exchange Commission (SEC) has expressed its unwavering commitment to the advancement and prosperity of the Nigerian capital market and the economy in general in line with President Bola Tinubu’s Renewed Hope Agenda.
The Director General of the SEC, Dr. Emomotimi Agama who stated this during the
Second Post Capital Market Committee (CMC) briefing held in Lagos on Thursday, stressed the need for public and private sector collaboration to sustain the economy during these challenging times.
He expressed optimism about unlocking the full potential of the capital market in alignment with the national agenda and the Renewed Hope Agenda of Tinubu’s administration.
He pointed out that the capital market must mobilize financing and facilitate the transfer of purchasing power from surplus to deficit sectors to reinforce Nigeria’s position as Africa’s leading economy adding that the meeting also provided an opportunity for stakeholders to discuss the challenges and opportunities facing the capital market and to share ideas on how to improve the regulatory
framework.
According to him, “I wish to acknowledged the tireless efforts of CMC sub-committees since 2002 in tirelessly working to enhance market efficiency, create rules and standards and develop new products, strengthening the regulatory framework, prioritizing investor protection as well as developing a master plan among others. Recognizing the dynamic nature of the capital market, we plan to
restructure the CMC to optimize its role in driving market growth and development and unlocking its full potential to better serve the needs of our industry.
Agama said the Commission is setting up a special unit and developing a mobile application to address the pressing issue of unclaimed dividends in Nigeria’s capital market, which stood at a N215 billion as of March 2024.
He noted that while it was
impossible to reduce unclaimed dividends to zero, the SEC is committed to ensuring that eligible investors can reclaim their funds with ease.
“We are going to set up a special unit at the SEC that speaks directly to the issues of unclaimed dividends. We discovered that a lot of investors are having some minor challenges in trying to get access to those unclaimed dividends,” Agama stated.

Akan Peter Nsek: Sustaining Legacy, Innovation and Quality in the Nigerian Food Industry
The Managing Director of Amel International Services Limited (Amel Susan), Akan Peter Nsek, is a proven performer with over 15 years of experience in Oil and Gas Procurement and Food Processing. Under his leadership, Amel Susan has achieved significant growth and recognition, driven by his expertise in procurement, supply chain management, and international business. The company has received numerous awards, including the Top Baker’s Award and recognition as one of Africa’s Fastest Growing Companies. In this interview with Sunday Ehigiator, Nsek shares how Amel Susan has established a legacy in the Nigerian food industry through its unwavering dedication to innovation, quality service delivery, and customer satisfaction. He highlighted the company’s strategic approach to fostering sustainable growth, building strong partnerships, and empowering teams to drive business excellence
What inspired the humble beginnings of Amel International Services Limited, and how did the company overcome its early challenges?
With our sisters’ support, My brother and I felt it was time to ‘come back home’ and ‘step into our father’s shoes’ to take the business he had started in the late 80s to the next level.
We experienced first-hand, how hard our father had worked to keep the business going in the harsh economic realities of the ‘90s’ into the early 2000s, and felt it was right to reward his hard work with the support and expertise we could bring into the business from our different fields of experience.
The company needed to be reborn to achieve this, and that rebirth gave birth to Amel International Services Ltd. We were starting afresh from a newly acquired property - An old abandoned bakery in Ejigbo.
As funds were limited, offices were constructed with plywood partitions, wooden tables and chairs from recycled wood, barely two fairly used desktop computers, and no printer.
The Amel Susan brand is transgenerational. How was the transition to managing products founded by your father like for you and your siblings and how did it impact the company’s vision and strategy?
When we took over the business from our father, it was important to sieve out the shaft from the seeds, and as you can imagine, convincing a 75-year-old man to drop products he has had in the stable for years was near impossible.
But we needed to be objective. We looked at customer/ user feedback, sales trends, product composition and formulation, and other intrinsic indices to determine which products should stay and which should be phased out. The new company’s vision was simple - Quality Products Always and we live by that creed.
Do you feel pressure to take on the responsibility of continuing what your father started?
Every single day! Our father ran his business from 1988/89 up until 2014, and even with all the challenges he faced, he never gave up. So, with that as an inspiration, and the speed of success we have had in just 10 years, I have no excuse to give up.
How has your leadership impacted the company’s growth and success since taking the helm?
It has been a sharp learning curve for me. Even though I held a few leadership positions in my career before coming to AISL, it is still a surreal experience every single day.
I make mistakes; I consult with my mentors and superiors from my previous employment. These support systems have helped me grow as a leader and I see the impact on my teams and how they honour me with understanding and loyalty. I feel the same emotions with my partners, suppliers and customers.
What prompted the discontinuation of some products like baking powder in 2015 and the introduction of new products?
Very simply, the hunger for consistency and perfection in products we have to release. If we cannot guarantee the quality every single time; whether in raw material inputs or production process, we will discontinue it. Also, with the feedback process we have in place, we can learn about what products our customers want and we would do our research and development on them, decide on production and bring them to market. We have successfully done that with Non-dairy creamer and 3 in 1 Milk Custard in recent times… We have a few more in the pipeline.
How did Amel Susan expand its market presence across Nigeria, and what plans are in place for further expansion?
We worked with distribution partners and dealers across the country - including modern Trade outlets/ supermarkets, and with the help of social media and the internet, we were able to communicate the presence of these agents to final consumers.
We are replicating the same model outside Nigeria - We have successfully secured a distributor/buyer in the US and we are in advanced talks with contacts in the UK, Ghana, Sierra Leone, Gambia and other West African markets.
How does Amel Susan balance innovation with customer satisfaction, and what does customer feedback play in product development?
Amel Susan is nothing without its customers.
So, if we don’t listen to them, we will be on our way to extinction. Every product in our range is developed by our internal R&D and vetted by you, the Customer.
If customers do not like the sample size, we will rework the formulation till it matches their acceptable quality standards before we launch the product. This is a process we learned from our father.
How does Amel Susan prioritise sustainability and collaboration in its operations and supply chain management?
We go through a rigorous vetting process to select all production inputs. Their processes, certifications, GMP, etc Samples are provided for our analysis before any raw material can be brought in.
This guarantees consistency in our quality parameters. Internally, we go through the same process from department to department before the final output. And even with our customers (Dealers, transporters, supermarkets) we carry out periodic inspections to check the storage conditions of the products they have purchased from us and we constantly sensitise them on best storage practices to ensure the final consumers get the highest quality of our products, wherever they buy from.
What strategies have contributed to Amel Susan’s recognition as a market leader in the food and beverage industry, and how does the company plan to maintain this position?
Without letting out any trade secrets, commitment to quality internally and externally has been our
watchword. We also ensure consistency and an emotional connection to our brand with our audience and across all stakeholders.
What significance does the construction of the two-storey factory building and the acquisition of an adjacent land hold for the company’s future?
We improved output capacity to meet the ever-growing demand. We have been under tremendous demand pressure over the last couple of years. Even after the initial expansion project, it felt like we only scratched the surface.
Demand continued to grow and now, we have to keep expanding, especially as we look to take on new foreign markets.
How does the Amel Susan brand address changing consumer preferences and adapt to evolving market trends?
Because we are constantly in touch with our dealerships and customers, this is a breeze for us.
We get first-hand feedback through all of our channels across social media, feedback forms, dealerships, etc. and we are committed to troubleshooting and adapting to the needs of the market.
What impact have some of the awards and recognition such as being listed as one of the fastest growing companies in Africa for 2024 by the Financial Times, the Go Global Awards by The International Trade Council etc, had on the company?
It has brought about exposure and new partnerships on the international stage. We were recently directly invited on an all-expense paid trip to some West African countries by the Governments of those countries through their Ministries of Trade and Investment.
We have also been approached by several local
and foreign investors who are eager to identify with us and invest in the business as a direct result of the recognition we have gotten from these prestigious independent organisations in the last two years.
How is Amel Susan contributing to the food and beverage industry in West Africa?
We are actively seeking collaboration and partnerships with investors and dealers across the West African coast. We have come to realise that most of our neighbouring economies are largely import-dependent to a much higher degree than here in Nigeria, and our mission is to see how we can mitigate that by providing our brands as substitutes to those imported from Europe and Asia. Let’s be our brothers’ keeper. Let Africans grow Africa.
What initiatives have Amel Susan implemented to support local communities and promote social responsibility?
We have several CSR campaigns targeted at different customer groups. We have the Building Better Bakers initiative which is designed to support young bakers in training with renowned facilitators inside and outside the country by offering scholarships, products, and baking equipment during such campaigns.
We also engage in Back to School campaigns where we visit primary and secondary schools and provide them with our delicious treats and educational materials. We visit orphanages as well.
During fasting, we visit the mosques around our neighbourhood in the evenings to make them our delicious custard which they can use to break their fast. There are several other initiatives which might be too much to mention here.
What role does technology play in Amel Susan’s operations, and how has the company leveraged innovation to streamline processes and improve efficiency?
The role of technology in any business cannot be over-emphasized. We have ERP systems in place which help us manage our inventory and accounting processes. We have CRM systems which help us in managing customer databases, sales processing and feedback. We also collaborate with third-party service providers to manage our digital/online space from Social Media to e-commerce marketplaces. Without these systems in place, our operations would be so haphazard and chaotic to manage.
How does it feel to celebrate a decade of business operation in Nigeria’s volatile economy?
It is fulfilling and encouraging at the same time. It is a testament to how cultured, diligent and dynamic we have been in managing our operations. Whatever the world throws at us, we are capable of riding the tide and coming out on top. The dedicated team we have just makes that so easy for us.
What legacy do you hope to leave at Amel International Services Limited, and what vision do you have for the company’s future?
We are building a global brand as organically as possible, ensuring the culture of its founders is enshrined in how we operate 50 to 100 years from now. With production and distribution sites in different countries across Africa and the world, we will stand tall as one of the few African multigenerational family businesses to come out of Africa.
What advice would you give to aspiring entrepreneurs and business leaders in the food and beverage industry, and what are your greatest lessons throughout your career trajectory?
Stay true to who you are inside. You can have mentors that you look up to for advice and guidance to learn from, but be careful not to copy them. Be original, be unique. Learn and adapt your strategies to fit your present realities and goals.
Monitor the competition, but do not be threatened or intimidated by them. Their story is not your story, so stay the course and keep evolving your internal systems to be better than you were the day before.
Engage with your customers always to get quality feedback that you can use to better your business and products. Don’t be put down by challenges that may come your way, always look for the silver lining and ride the tide.

CAS to NAF Combat Pilots: Adapt, Innovate to Stay Ahead of Enemies
As troops eliminate 147 terrorists, apprehend 381 others in one week
Ikechukwu Aleke in Abuja
The Chief of the Air Staff (CAS), Air Marshal Hasan Abubakar, yesterday told Nigerian Air Force (NAF) combat pilots flying A-29 Super Tucano aircraft fleet, that they must continue to adapt, innovate, and evolve contemporary tactics to stay ahead of the nation's adversaries, as new threats emerge every day.
Abubakar gave this charge while celebrating the achievement of a significant flying milestone of the pilots, who logged 10,000 flight hours on the A-29 Super Tucano aircraft fleet, in Kainji, Niger State. According to him, “The world continues to change, and new threats emerge every day. Our commitment to excellence must remain steadfast, and we must continue to adapt, innovate, and evolve to stay ahead of our adversaries".
Meanwhile, the high command of the Nigerian military revealed,
Thursday, that troops deployed to different theatre of operations killed no fewer than 147 terrorists and arrested 381 others in one week, during coordinated operations across all theatres.
The military also disclosed that troops equally nabbed no fewer than 23 perpetrators of oil theft and economic saboteurs, as well as rescued 113 kidnapped hostages.
CAS Abubakar noted that the milestone represented the culmination of years of dedication, sacrifice, and unwavering commitment to NAF’s mission of “ensuring the integrity of the airspace by gaining and maintaining control of the air while retaining a credible capacity to fulfill other airpower tasks demanded by national defence and security imperatives”.
He said: “Reaching 10,000 flight hours is no small feat as it symbolizes the countless hours of training, meticulous planning, and flawless
execution that have gone into every mission we have undertaken".
The air chief also averred that the feat represented the exceptional skills, professionalism, and resilience of NAF’s brave men and women who have served and are currently serving.
A statement by Director of Public Relations and Information, Nigerian Air Force, Air Vice Marshal Edward Gabkwet, noted that the CAS also expressed delight that the milestone was achieved without any major incident on the aircraft, which he attributed to the high premium the NAF places on safety.
He said the strict adherence to safety measures emplaced are enabling the NAF to achieve the desired results.
Abubakar also paid tribute to NAF’s fallen heroes, noting that the milestone was a reminder of their sacrifices, courage and commitment which have continued to, "inspire us
all and remind us of the importance of our mission".
On the dynamic security environment, Air Marshal Abubakar reminded the pilots of the need to remain focused on the challenges ahead. He said the NAF’s efforts in the various internal security operations across the nation have been critical to decimating terrorists and other criminals as well as supporting ground offensives by own troops.
While praising the unit commander and crew for their tireless efforts at ensuring the accomplishment of all missions in support of NAF’s mandate, the CAS reminded them of the need to be focused and united in their purpose, and resolute in their determination to protect the nation and its interests.
Earlier, the Air Officer Commanding Air Training Command, Air Vice Marshal Nnamdi Ananaba noted that the 10,000 flying
hours logged translated to an average of approximately 9 hours of daily flying time (or 270 hours monthly) for the past 3 years with no break.
He attributed this feat to the countless hours spent in training, the sacrifices made by the brave combat pilots and the unwavering support of the ground crew.
He noted that the 10,000 flying hours logged by the pilots in just 3 years and without any mishap was a remarkable milestone worthy of celebration even in the most advanced air forces in the world.
"Since its induction in August 2021, the A-29 Super Tucano fleet has been involved in several decisive missions in the various operational theatres across the country.
“So far, over 8500 hours flown on the fleet were dedicated to both day and night operational sorties against terrorists, bandits and other violent non-state actors threatening national peace.
FG TO CHINESE FIRM: OUR JETS ARE SOVEREIGN ASSETS, IMMUNE FROM ANY SEIZURE
long list of failed moves to attach Nigerian government-owned assets in foreign jurisdictions."
He stated that facts in the transaction between Ogun State Government and Zhongshan implied another P&ID case by unscrupulous and questionable individuals, who paraded themselves as investors, with the sole objective of undercutting and scamming governments in Africa.
Onanuga berated Zhongshan for withholding vital information and misleading the Judicial Court in Paris into attaching the Nigerian government's presidential jets, which were on routine maintenance in France. He argued that the use and nature of the presidential jets as assets of a sovereign entity, whose assets were protected by diplomatic immunity, forbade any foreign court from issuing an order against them.
Onanuga explained, "We are convinced the Chinese company misled the Judicial Court of Paris regarding the use and nature of the assets it seeks to attach and did not fully disclose to the court as required by law. This same Chinese company had tried to enforce its questionable judgement in the UK and USA but failed.
"Like the P&ID case, foreign companies are trying to defraud Nigeria with the collaboration of some bureaucrats. Zhongshan appeared to have sold the judgement they got to a venture capitalist seeking to make money by embarrassing the federal government and President Bola
Tinubu."
Onanuga assured that the federal government was working in tandem with Ogun State Government to discharge the order in Paris. He also expressed the government's readiness to always work to protect its national assets from predators masquerading as investors.
Ogun Moves to Vacate Seizure Order
Ogun State Government faulted the judicial process that led to the provisional attachment of three Nigerian government aircraft in France by the Judicial Court of Paris on March 7 and August 2.
In a statement by Special Adviser to the Governor on Media and Strategy, Hon. Kayode Akinmade, Ogun State Government described the latest development as part of the new antics by the Chinese company to appropriate Nigerian assets in foreign jurisdictions following failure of past efforts.
The statement described the whole legal process as a charade with fraudulent intentions. It added that the company deliberately concealed the litigation from both the Nigerian government and Ogun State, as well as their legal counsels, before hurriedly securing orders of seizure.
The statement said the company must have misled the Judicial Court of Paris as to the use and nature of
the assets it sought to attach and not made full disclosure to the court as required by law.
The statement added that Ogun State, together with the federal government, had already taken action to ensure that those provisional attachments were lifted, even as it accused the Chinese company of reneging on the earlier discussion for an amicable resolution of the case.
It also likened the case to that of P&ID.
The statement said, "On 14 August 2024, the attention of the Ogun State Government was drawn to the provisional attachment of three Nigerian government-owned aircraft in France by the Chinese company, Zhongshan Fucheng Industrial Investment Co. Ltd. (Zhongshan).
“Ogun State also learned of two orders of the Judicial Court of Paris dated 7 March 2024 and 12 August 2024 respectively, both obtained by Zhongshan without notice being duly given to the Federal Government of Nigeria, Ogun State or their legal counsel.
"This is the latest in a series of ill-advised attempts by Zhongshan to attach Nigerian-owned assets in foreign jurisdictions, none of which have to date led to the recovery of any sums from Nigeria.
"Each of the three aircraft is used solely for sovereign purposes and as such are immune from attachment under international and French laws.
“In obtaining the provisional attachments, Zhongshan deliberately withheld information from the Federal Government of Nigeria, Ogun State and their legal counsel.
"Just like the P&ID case, this is another unfortunate case of unscrupulous individuals masquerading as foreign investors with the sole aim of defrauding Ogun State and Nigeria.
"It should be recalled that the underlying contract between Ogun State and Zhongshan was executed in 2007, 12 years before the present administration, for the management of a free-trade zone. The parties entered into a dispute in 2015 with arbitration commencing in 2016.
"By 2019, when the current state administration took office, the hearing at the arbitration had been all but concluded. The arbitral panel awarded over 60 million USD against the Federal Government of Nigeria (FGN), which was a co-defendant, when all Zhongshan had done was to build a perimeter fence around the free-trade zone. Needless to say this was a bad/unfair decision.
"The present state administration could not in all good conscience allow such an unconscionable and baseless decision, which would dissipate the commonwealth of the good people of Ogun State, to stand.
"Accordingly, and based on erudite legal advice, this administration resolved to resist the enforcement of the award. The resistance was successful in eight different jurisdictions.
“Currently, there are pending appeals against recognition orders issued in both the US and UK."
Obi Demands Explanation, Says It’s International Embarrassment
Labour Party (LP) presidential candidate in the 2023 general election, Peter Obi, described as international embarrassment the seizure of three presidential jets in France.
Reacting to the incident, Obi frowned on the secrecy involved in both the buying and selling of presidential jets, a property of the Nigerian people.
Writing on his X handle yesterday, Obi said, "The trending international news on the seizure of three jets belonging to Nigeria’s presidential fleet is yet another of many embarrassing things exposing our failed leadership and our attitude to the rule of law, even in a democracy.
"It has also thrown multiple dimensions to our leadership failure and our sensitivity to the plight of the growing poor class in our midst.
"The fact that the federal government went ahead, despite the cacophonous cry against the purchase of a presidential jet at this time, when the people are going through a horrifying economic hardship, shows the insensitivity of this administration.
"And added to it is the embarrassing aspect of our country’s presidential jets being held for breaches arising for
“No doubt, the aircraft’s night and precision munitions delivery capability has undoubtedly enhanced NAF’s versatility, flexibility and lethality in all air operations," Gabkwet concluded.
On his part, the Director Defence Media Operation Maj Gen Edward Buba, made the disclosure of the killing of no fewer than 147 terrorists and arrest of 381 others in one week while briefing journalists in Abuja. He also noted that troops in the Nigeria Delta areas, retrieved petroleum products worth nine hundred and forty-three million, one hundred and sixty-one thousand, six hundred and eighty Naira (N943,161,680.00).
He noted that troops discovered and deactivated 84 illegal refining sites, adding that 920,800 litres of stolen crude oil, 88,760 litres of illegally refined AGO and 7,500 litres of PMS, were equally recovered.
yet another dimension of inadequate leadership.
"I have been loud in my demands over time that the government at all levels should be accountable to the people, meaning that they must be very transparent in all their dealings.
"Until a court in France prohibited Nigeria from moving or selling these three jets, Nigerians had no iota of information about both buying and selling. It has been done in secrecy. Federal Government property, which belongs to the people, is being managed as a personal family asset.” Obi added that "paying as much as $100m dollars for a presidential jet for a country that is the poverty capital of the world and has more out-of-school children with over 40 per cent food inflation” was the height of insensitivity to the people’s feelings. He stated, "This incident has also opened up an aspect of indiscipline that is copiously embedded in our country, which is the abuse and disrespect for the rule of law. Here are questions begging for answers:
"To what extent did the Ogun State government follow its agreement with the Chinese firm?
“After the UK court ruling that prohibited some Nigeria buildings in Liverpool, what did both Ogun State and Federal Government do before the French court?
"I would like to, therefore, challenge the federal government to come clean and transparent on this matter and tell Nigerians how we got to this international mess."

LG Worker Jailed as OYACA Warns against Corruption in Oyo
Kemi Olaitan in Ibadan
The Oyo State Anti-Corruption Agency (OYACA) yesterday, announced the conviction of a local government worker in the state over illegal sale of land belonging to the state Housing Corporation.
The anti-graft agency in a statement by signed by its Executive Secretary, Barrister I.O Tijani, on behalf of the Chairman, Hon. Justice Eni Esan (rtd.), called on civil servants to desist from all acts of corruption.
The convict, Adesina Olanrewaju Oyegoke, an Assistant Chief Executive Officer, who worked with the Estate Department of Lagelu Local Government Area, Ibadan, was sentenced to three months imprisonment for a three-count of official corruption under the OYACA Law 2019.
In the judgement delivered by Magistrate O.A Akande (SMI), presiding over Special Court 8, Iyaganku, the court found Oyegoke guilty on all counts and sentenced him to three months in jail.
“OYACA uses this medium to warn civil servants to desist from all acts of corruption, as it only plunges the State into underdevelopment and disparage the good image and enviable status of the Oyo State government,” Eni Esan stated.

bursary and scholarships awards for students in tertiary institutions in order to ease their financial burden.
Ali stated that the re-introduction of the bursary and scholarship awards to students became imperative in view of present economic hardship and also encourage excellence.
Prof Ali, an Ilorin-based legal icon and founder of Yusuf Olaolu Ali Foundation (YOA)spoke in an interview with journalists in Ilorin yesterday while giving an award of scholarship to 25 brilliant and indigents tertiary institutions students from Ilorin

He said: “I want to appeal to all the state governments to reintroduce bursary systems to the students. I want to appeal to men and women of goodwill to institute scholarship.”
Don’t Cancel N40,000 Bag of Rice Project, Group Begs Tinubu
A social group, the GCIO Nigerian Citizens Welfare Project ( GCIONCWP) has pleaded with the federal government not to cancel the planned sale of a bag of rice at N40,000 to civil servants across the country.
The group made the appeal while reacting to federal government’s announcement suspending the project. The Director General of the group, Esanorovo Agbodo, predicated the appeal on the grounds that the project if allowed to continue would bring down the prices of food in the country.
Agbodo, in a statement, explained that that the FG initiative was a good one and should not be cancelled, adding that the government should expand the scope to cover all Nigerians across all classes using the National Identity Number (NIN) as a fair criteria rather than focusing on only civil servants or selling through politicians. The statement signed by the group’s Publicity Secretary, Mr Jeremiah Orede, noted that Agbodo reiterated the stand of the group as published in the Media immediately the fuel subsidy removal was announced in 2023.
Ondo 2024: ‘Mimiko’s Political Associates Jumped into a Sinking Ship’
Fidelis David in Akure
The gubernatorial candidate of the New Nigeria People’s Party (NNPP) in the forthcoming governorship election in Ondo State, Olugbenga Edema, has knocked associates of former Governor Olusegun Mimiko for defecting to the All Progressives Congress (APC).
THISDAY reported that, 19 political associates of Mimiko had dumped the PDP for the APC ahead of the November 16 governorship election in the state, amidst rumours that the former governor will soon join the ruling party.
The associates who decamped served with Mimiko as governor. They included former Chairman of PDP, Hon Ebenezer Alabi, former commissioners; Jide Adejuyigbe, Gboye Adegbenro, Tunde Atere, Ajani Oladipupo and Chief Yele Ogundipe
Also former members of the House of Representatives, Joseph Akinlaja, Alaba-Lad Ojomo, Kolade Akinjo, Gboluga Ikengboju and a former Speaker of the House of Assembly, Jumoke Akindele. Other appointees include Eni Akinsola, Funmilola Oluwadare, Solomon Adelegan, and Femi Bosede.
Master Bakers, Caterers Decry Incessant Increase in Flour Prices
The Association of Master Bakers and Caterers of Nigeria (AMBCN) has called on the federal government to intervene on the incessant increase in the prices of flour. According to them, the increase is unnecessary because of the recent approval of duty-free importation waiver on wheat and maize. The
organisation therefore, called on government to probe the activities of Flour Milling Association of Nigeria and sugar producers for causing the increases in the prices of bread.
The Chairman of the AMBCN in Lagos State, Chief Matthew Ayoola and General Secretary, Abraham Alabi, who raised the observations
during a press conference, proposed a reduction in the prices of wheat, flour and other ingredients used by bakers for smooth operation.
Speaking at the press conference in Lagos, they said that master bakers and caterers are the second largest employers of labour in Nigeria, stressing that bakers’ shutdown of bakeries might pollute the society. They said: “We sincerely appreciate the federal government of Nigeria upon the approval of a 150-day dutyfree window to allow the importation of wheat, maize, and husked brown rice as part of measures to combat rising food inflation across the country effective August 1, 2024.

Obaseki Receives New Edo CP, Insists on Prosecution of Perpetrators of Airport Road Violence
The Edo State Governor, Mr. Godwin Obaseki, yesterday received the new Commissioner of Police(CP) in the State, Nemi Edwin-Iwo, charging him on collaboration with the state government to end thuggery and sustain security, especially as the September 21 governorship election in the state nears.
Obaseki charged the CP on the arrest and prosecution of perpetrators of the Airport Road violence which led to the death of a police officer and destruction of property of innocent residents.
The governor said: “I call on you to help us check thugs brought into the state at this time in the
guise of using federal might in the next election. We should separate politics from security. I am the governor of the whole Edo State and what has happened in the last two weeks is very disturbing.
“We use this opportunity to thank the Inspector General of Police for stepping in, like a true patriot and not allowing things to degenerate, ensuring that people don’t misuse the advantages they have to the detriment of the community and society they come from.
“We are all Nigerians; nobody should say they come from a higher authority to bring in what will cause mayhem and
disharmony in Edo State.
“A policeman was killed in an event that was unauthorized and till today, we have not received any report on anyone being prosecuted. I believe that with you coming in as a professional, things like this will not happen. People in authority should not be the ones breaking Welcoming the CP, Governor Obaseki assured him of the sustained support of the state government, noting: “We welcome the new Commissioner of Police to Edo State, a man with the experience needed to continue to promote peace and maintain security in the state.
“As you may have been briefed or seen from our monthly security report, one of the biggest security challenges facing the state is cultism. Cultism continues to drive homicide, and up to date, we have received 160 cases of homicide, driven by cultism and cult activities. “In Edo State, we have built a culture of working very closely with federal government security agencies in a collaborative effort to ensure peace in Edo State.
“You are inheriting a platform where we have built a very robust Community engagement and response mechanism to support policing activities in the State. Edo today has the best community policing arrangement in the Country and that has been readily responsible for the success that the security agencies have achieved in calming the security situation in the State.”
Reclaiming Honour: The Pivotal Role of Muslim Women in Family Development WORLD OF ISLAM
Spahic Omer/IslamiCity
In Islam, the house is an institution. It is a family development centre, which in tandem with other social institutions at once facilitates and supervises the rise of Islamic societies, and by extension, Islamic culture and civilization.
The importance of the house institution-cum-centre is unparalleled. Together with the mosque institution, it occupies the pinnacle of the hierarchy of social establishments. Consequently, women as wives have been appointed as managers or directors (guardians). They have been greatly honored.
The Prophet said this:
“Everyone of you is a guardian and every one of you is responsible (for his wards). A ruler is a guardian and is responsible (for his subjects); a man is a guardian of his family and is responsible (for them); a wife is a guardian of her husband’s house, and she is responsible (for it), a slave is a guardian of his master’s property and is responsible (for that). Beware! All of you are guardians and are responsible (for your wards)” (Sahih al-Bukhari).
However, due to the global assaults of the materialistic worldview and its resultant lifestyles, the Muslim consciousness has been affected and conduct slanted. Instead of seeing the development and administration of the most important institution - i.e. the house - as not only a pivotal enterprise, but also a privilege, Muslims, suddenly, started seeing it as a sign of backwardness and women’s imprisonment.
Instead of perceiving it as a mark of honour, they started perceiving it as a mark of degradation. That resulted in conceiving, planning, building and maintaining houses as centres of materialistic tendencies and corresponding hedonistic behavioural patterns, in lieu of vibrant centres of family and generally social development.
In such houses and under the novel circumstances, Muslim women, without warning, found themselves underutilized and so, underperforming. Staying home as just “housewives” became an undesired anomaly. It became meaningless in a way, which was understandable. If everything changed, from thinking to performing, whereby essentially all things were looked at through the prism of materialism (money-making), it was natural that Muslim women demanded changes with regard to their lives as well. Muslim women now became more useful outside the house than inside it. Inside they were confined, but outside emancipated. Inside, furthermore, they were inhibited, but outside unleashed. In reality, though, Muslim women were the last link in a chain to be affected, after the concept and architectural phenomenon of the house institution, the family institution itself, and the general idea of social development, had been affected (distorted).
In many ways, Muslim women were hoodwinked. Yet, they were victimized. The culmination of their case was the end product of a great many primary and secondary factors, only a few of which were relevant to them. As per a more scathing assessment, Muslim women had to abandon houses because Muslim men were failing in their own duties outside them.
Rather than supporting and complementing each other, Muslim men and Muslim women began to encroach on each other’s roles and even compete with each other. Moreover, instead of talking about equity as well as synchronisation between the two different groups and their respective realms, the Muslim mind was forced to waste itself on perennially dwelling on such nonsensical issues as equality between two inherently different things (men and women) and the status of Muslim women within the frameworks that from the very beginning had been wrongly conceptualized. History attests to the fact that those were of the pathways which led Muslim societies into the abyss of civilizational ruin.
And so, Muslim women were taken out from the warmth and intimacy of the sanctuary of the house institution to the callousness and iciness of the perils of the outside world, with no or very little protection. From the guaranteed honour and the clear as well as safe passages to potential triumphs, they were thrust into the arena of infinite uncertainties where the roads to success are usually littered with unforeseen hazards and even compromises.
With all honesty, women were neither built nor meant for such unfortunate adventures. What Muslim women now achieve outside the house institution pales in comparison with what they used to achieve inside it. By the same token, what they achieve outside is nothing when compared with what they lose by abandoning the family establishment and the prospect of the family development as part of a holistic civilizational advancement. This is one of the fundamental reasons why Muslim societies suffer today, because they dispose of the essentials without which no healthy model of growth is possible.
In consequence, warm and welcoming homes were converted into cold and aloof houses as mere architectural displays; family-cum-social development centres were turned into museum-like hubs of fake prosperity, together with happiness, indexes;
dynamic and busy homes became empty and lifeless structural shells; and finally, homes as visionary and self-contained sanctuaries were transmuted into nothing else but transit points on the existential trajectory of matter-veneration.
In other words, multidimensional homes simply became one-dimensional shelters, and the assignments of nurturing individuals and shaping generations were delegated to either incompetent or insincere protagonists. What also suffered in the process was the authentic Islamic residential architecture. In many parts of the Muslim world, it became almost extinct. If Muslim women underperform, yet fail, as administrators, lawyers, economists, journalists, teachers, businesswomen, etc., that will on no account be the “end of the world.” The consequences will be minimal, and the impacts generated thus, before long, smoothed over.
But if Muslim women fail as wives, mothers, mentors and neighbours, as segments of the multilayered post of home managers or home directors, that will spell catastrophic repercussions, such as divorces, broken families, poorly raised and educated children, “cold homes”, and general despondency. Undoubtedly, such failures can be neither smoothed over nor counterbalanced. The trend is as much against the precepts of Islam as the laws of nature. Hence, its effects are uncharacteristically dire.
It follows that if Muslim women fail, Muslim societies fail. The future is in women’s hands. What the majority of Muslim men do, such as handling machines, running businesses, routine office work and manual labour, in the long run is not as consequential as what women do in relation to the house. They build people, yet future generations, as foremost components of which all sectors of society are constructed.
While women’s tasks are unreplaceable, most of men’s ones are. The capabilities and inputs of men, by and large, can be purchased, obtained from a third party, replicated and even substituted with cost-effective foreign labour.
It cannot be said enough that Muslims ought to desist from making observations and judgments from purely materialistic standpoints. There are other more important things that are at stake. It is indisputable that the development of civilizations involves far more than just the growth of economies (material progress). Developing minds and purifying souls, as part of the processes of cultivating individuals, is more critical. It is more rewarding as well in both worlds.
Bearing in mind all of the above, it is essential to ensure Muslim women receive appropriate education. It is normally stressed that education is Muslim women’s right, which is absolutely correct; however, their twin right is also an education that is in harmony with their Islamic identity and the existential mission of theirs.
For example, education for Muslim women should be such that they will be both instructed and trained to be exemplary custodians (managers or directors) of the delicately demanding house institution above all else. The rest of scholarly undertakings are to be relegated to a subordinate position relative to the former. Educating Muslim women to be mere professionals ahead of everything else in fields that lie beyond their prescribed domains, denotes a form of misguidance and betrayal for them. In the name of learning and enlightenment, they are led astray; in the name of empowerment, they are incapacitated; and in the name of enrichment, they are “robbed.” Finally, this by no means implies that Muslim women have no role to play outside the purview of the house institution. On the contrary, they have outstanding roles to play, which are part of the comprehensive roles of the house or are fully independent from them.
Nevertheless, the truth remains that the house institution is the top priority. Other opportunities are subordinated to it. If the functionality of the top priority is not affected in any way. Muslim women are welcome to perform the needed and appropriate external functions, just as the women of the Prophet’s era and the women of the subsequent eras of the truly golden age of Islamic civilization, have done.
But if the functionality of the house and the orb of its activities are affected, Muslim women should then hasten to either reduce or terminate their outer involvements.
Doing so, however, is not a choice, but an obligation, for which Muslim women will have to answer to their Creator on the Day of Judgment: “(and) a wife is a guardian of her husband’s house, and she is responsible (for it)” – rewarded for good performances and answerable for inadequate ones. So important is the house institution as Muslim women’s sanctum that for them even praying in it is more rewarding than in mosques. Indirectly, therefore, Muslim houses are also mosques, so to speak, as a feature of the former’s complexity and sophistication. Given that on the Day of Judgment many questions will be asked, Muslim women should start preparing answers while still in this world and as soon as possible.
Samson Siasia’s Five-year Ban Over, Free to Return to Coaching
Duro Ikhazuagbe
One of Nigeria’s most decorated football coaches, Samson Siasia, has become a free man to return to the sport again after serving a five-year ban by FIFA.
The former Nigerian international who clocked 57 years two days ago, was initially banned for life for allegations of match-fixing by FIFA.
Siasia fought the ban imposed in 2019, trying to prove his innocence in the allegations of accepting to work in the Australian League under the terms of a known match-fixer, Wilson Perumal.
However, succour came the way of the Bayelsa-born gaffer when the Court of Arbitration for Sports (CAS) reduced the ban to five years and the $50,000 fine quashed.
Today, August 16, 2024, is Siasia’s Freedom Day to return to the football business. With a CV that shows Siasia as the only indigenous coach to win silver and bronze medals in the
Olympic Games men’s football tournament in 2008 and 2016, plus a silver medal finish in the FIFA Under-20 World Cup in 2005, he remains the most successful to-date.
With the Super Eagles job vacant following the resignation of Finidi George, speculations are rife that the Nigeria Football Federation (NFF) may once again look in the direction of Siasia who has had two stints at the position.
However, other opportunities may also be available. Several clubs in Nigeria’s domestic leagues, including the Nigeria Premier Football League (NPFL) and Nigeria National League (NNL), are reportedly interested in securing Siasia’s services.
Among these clubs is former NPFL champions Mighty Jets, who are said to be in discussions with Siasia about a potential role.
Before his ban, Siasia held a U.S. Soccer Federation coaching license and had achieved significant coaching success.
D'Tigers Drop Four Spots in Latest FIBA Rankings
While D’Tigress fairytale run at the just concluded Paris 2024 Olympic Games resulted in the senior Nigerian women’s basketball team’s elevation, the reverse was the case for the male team, D’Tigers who slumped four spots in the latest FIBA Rankings released on Thursday. The men’s team failed to make the cut to the Olympics and have experienced poor form in recent performances. While the women moved up from 12th to 8th, the men slumped by the same four spots. D'Tigers garnered 299.7 points to drop four places to 42nd globally. The Nigerian men’s team also placed 6th in Africa.
South Sudan had the only doubledigit leap among the Top 50. Their first-ever Olympics brought them their first win at the competition in their debut game and a jump from 34th to 23rd in the FIBA World Ranking. They are now the top-ranked African team, overtaking Côte d'Ivoire. Africa’s Top 10 in the latest ranking include; 1. South Sudan 2. Côte d’Ivoire 3.Angola 4.Tunisia 5. Egypt 6. Nigeria 7. A cycling community, PitStop Lagos, has called for more cycling academies across the country to attract more young riders.
Speaking at a criterium tagged “60 for 60KM race” held in his honour, a cycling enthusiast and managing partner of Solola and Akpana, Iboroma Akpana, called for establishing more cycling academies across the country.
He stressed at the Pitstop Lagos August 2024 criterium held to mark his 60th birthday anniversary, that “Eritrea has a grassroots programme for its athletes. That’s why they are a strong country. We need to create a local programme and more academies just like PitStop Lagos.
“We’ve adopted a model in the PitStop community where the sport is built around the athletes. In the meantime, we need to replicate the PitStop community idea across states of the country, thereby opening up the sport more. I’m extremely delighted to the community, and it is humbling to
9. Cameroon 10. Guinea. Interestingly, there were changes at the top of the global rankings following an incredible tournament at the Paris 2024 Olympics.
USA claimed gold at the Men's Olympic Basketball Tournament Paris 2024 and protected their lead at the top of the ranking, while Serbia jumped up two spots to get to the second spot with a total of 758.9 points, overtaking Germany. The fourth place now belongs to France. An appearance in the Gold Medal Game of the Men's Olympic Basketball Tournament Paris 2024 pushed them up by five spots compared to March 2024, putting them just behind Germany in third, and making them the highest climbing nation in the Top 20.
Canada climbed up to the fifth spot after their first Olympic run in 24 years and are still reaping the benefits of their third-place finish at the 2023 last summer.
With their wins at the FIBA Olympic Qualifying Tournaments, Greece and Puerto Rico are both up by one spot, Greece going to 13th, and Puerto Rico to 15th.

EIU to FG, Dangote Refinery
“Delays to the Dangote Refinery’s ramp-up in petrol production...would perpetuate a nexus between the public finances and the management of the Naira. The Dangote fuel refinery is potentially transformational for Nigeria, which has always been an oil exporter and fuel importer. This fact is often regarded as a failure and an embarrassment by politicians, businesses and the media alike...” –The Economic Intelligence Unit (EIU), warns that further delay to Dangote Refinery will affect the economy negatively.

EXPLANATORY MEMORANDUM
The Bill seeks to alter the Constitution of the Federal Republic of Nigeria 1999 (As Amended) to reconstitute the membership of the National Judicial Council and to permit all members of the council participate fully in the affairs of the council.
THE IMPERATIVE OF RESTRUCTURING THE NATIONAL JUDICIAL COUNCIL
‘The public reputation of the judicial system hangs on the perceived adherence to the principles of justice. An unjust court is an illegitimate court’- Justice Sonia Sotomayor of the United States Supreme Court in the case of Rosales Morales v US The credibility, reputation and public perception of the Nigerian judiciary is at an all-time low. A judiciary that once had internationally acclaimed jurists (like the
late Justice of the Supreme Court Sir Udo Udoma, whose judgement as the Chief Justice of Uganda is still cited in British universities and text books, Justice Kayode Eso and Justice Chukwudifu Oputa )-now delivers judgements that are derided by a confounded Nigerian public who to quote Justice Dattijo Muhammad ‘have become witheringly scornful and monstrously critical’ . ‘It is an open secret that judges and court officials are bribed by litigants to obviate delays or obtain favourable judgements’.
Among the examples of cases that shook the confidence of Nigerians:
iThe judgement of the Supreme Court in the 2020 Imo governorship election.
Iii Other judgements of the Supreme Court especially in political cases where such judgements are totally at variance and unrelated to reality.
Iii The judgement of the three Justices of the Court of Appeal in the Kano State Governorship election petition in which the court came to two opposite conclusions dismissing the appeal of the NNPP governor and holding the APC candidate as the duly elected governor in the judgement read in open court, while the certified true copy of the same judgement upheld the appeal of the NNPP governor and declared him as duly elected.
iv The present judicial confusion in the Kano State Emirate cases in which over a 5-day period, three different judges, two in the Federal High Court which under the constitution clearly lacks jurisdiction in chieftaincy matters, and the Kano State High Court gave conflicting orders. For the Federal High Court, it a clear case of judicial impunity and utter recklessness, the chaos and confusion indicative of a weak disciplinary oversight or a dereliction of duty by the National Judicial Council (NJC) in ensuring judicial discipline.
These are all signs of a decaying judiciary and justice system
In addition to this, is the perception that the heads of the judiciary are unable or unwilling to confront corruption which many suspect may be responsible for some of the bizarre judgements coming from the judiciary. There has been no serious attempt to bring to book judicial officers against whom there were clear and water-tight cases of corruption, the appellate courts preferring to save those judicial officers by deploying spurious technicalities not supported by law, our constitution or global best practices.
Example
About twelve years ago, a judicial officer was found to have had a substantial amount of money including foreign currency in his account. The judicial officer who could not explain how he came by this amount which
was clearly not fairly attributable to his income as required by the Code of Conduct for Public Officers was charged to court for money laundering and unlawful enrichment. He did not bother to explain the source of the money, but put up a technical defence that he could not be prosecuted unless he was first disciplined by the National Judicial Council. There is no provision in our constitution, in any law or global best practices that states that a judicial officer cannot be prosecuted unless the NJC whose authority under the constitution is restricted to ‘exercising disciplinary control over judicial officers’ (and not crimes) first takes disciplinary action. Indeed in the United States, and many other countries, conviction for an offence is usually a basis for commencing disciplinary action by such judicial bodies. As expected, the high court dismissed this technical defence. But to the shock of many, the Court of Appeal upheld the technicality. The Supreme Court also agreed, discharging the judicial officer -in effect fabricating a technical immunity for judicial officers. That judicial officer is still in office today. In February 2021, in a publication in Thisday , I warned that this fabricated immunity would be extended to the police who have their own disciplinary body-the Police Service Commission as well as to the civil service which has the Civil Service Commission. In February this year as predicted, after an eight-year trial, a Federal High Court sitting in Abuja dismissed charges of money laundering and conversion of N21.5 billion belonging to the Nigeria Air Force against three of its ex-officers on the ground that being serving officers at the time of the alleged offences, they were only subject to trial by court martial. The court was obviously relying on the same technicality used by the Supreme Court to free the judicial officer. The military officers could not be prosecuted in the civil courts, but since they are no longer in the military, they also cannot now be court martialled. Like the judicial officer they have been set free.
It is sad that it is the appellate courts that are deploying technicalities to enable public officers commit acts of corruption against the Nigerian state.
JUDICIAL APPOINTMENTS
To make matters worse, it is increasingly becoming common for senior judicial officers to organise the appointments of their children and relatives into the judiciary, obviously to the exclusion of better qualified candidates. In 2021, Mr Olumide Akpata former President of the Nigerian Bar Association then a member of the NJC,expressed his shock that important legal issues put to nominees for appointment to the Court of Appeal could not be answered saying that the exercise by the NJC was rushed and conducted ‘like an old school boys meeting’ with some members of the NJC saying that the candidates ‘would learn on the job.’ Learn on the job at the Court of Appeal ?! A situation in which out of the hundreds of eligible candidates, eight of the twelve judges(almost 70%) sworn in as judges of the FCT High Court are children or relatives of senior judicial or former senior judicial officers presents a high statistical improbability without some manipulation or undue influence and is worrisome
Nigeria has many brilliant and upright lawyers and judges and obviously what is happening is that the best are not listed for consideration. Why is this so ?
STRUCTURE OF THE FEDERAL JUDICIAL SERVICE COMMISION AND THE NATIONAL JUDICIAL COUNCIL
The body that shortlists and decides who should be invited for consideration for judicial appointments – the Federal Judicial Service Commission is headed by the Chief Justice of Nigeria (CJN)with the President of the Court of Appeal as deputy. It is also the body that advises the National Judicial Council. The body that interviews and selects the shortlisted candidates and decides who to recommend to the President for appointment as judicial officers -the National Judicial Council is also headed by the Chief Justice of Nigeria with the President of the Court of Appeal also as deputy.
The CJN is also responsible under the constitution for the appointment of 19 out of the 23 members (82 %) in the National Judicial Council. Almost 90%, (88%) of the
members of the Council are judicial and ex- judicial officers. So when the CJN composes his list of candidates as the Chairman of the Federal Judicial Service Commission and brings it to the National Judicial Council where he is also the Chairman, who among the 19 appointees that he brought to the Council or the 88% of the judicial or ex-judicial officers most of whom are also his appointees will have the guts or courage to oppose or challenge his decisions?
I am not aware of any country in the world where the percentage of judicial and ex judicial officers in a body like the NJC is almost 90%. In the United Kingdom a similar body the Judicial Appointments Commission has 15 members. Only 6 (40%) are judicial members. The Chairman as well as 5 other members are non-lawyers. In the United States of America, in most states, a majority of the members are non-lawyers and judicial officers make a minority of the membership.
To make matters worse and shocking, a proviso to paragraph 20 of the third schedule part 1 to the constitution provides that even the five members of the Nigerian Bar Association appointed by the CJN can only sit for the purpose of appointment of judicial officers meaning that they cannot sit in respect of disciplinary matters relating to judicial officers. So a legal practitioner who has been a lawyer for 50 years and a Senior Advocate of Nigeria for 20 years as a member of the Council is not allowed to sit or participate if a judicial officer who has been a lawyer for just 12 years and a judge for two years is facing disciplinary action. I am not aware of any country in the world where this is so. In many countries even non-lawyers are allowed to, and do participate in disciplinary proceedings against judicial officers.
The present situation where the CJN is the alpha and omega- akin to a monarch wielding authoritarian powers leading the NJC which essentially is a private members’ club of judicial and ex-judicial officers whose primary instinct is to at all cost protect themselves and their brother judicial officers and preserve the status quo is as follows:
a) The best materials are denied appointment as judicial officers, with members of the council preferring to appoint their relatives and favoured candidates rather than on merit.
b) Disciplinary control of judicial officers is weak and lackadaisical -a reason why judicial corruption and many scandalous judicial decisions are on the rise and the judiciary in serious decline.
This was confirmed by a retired Justice of the Supreme Court Justice Muhammad Datijjo- the second in command to the current CJN during his valedictory speech on the 27th of October 2023 when he bemoaned the absolute powers vested in the office of the CJN. He also said ‘ As much as possible the most qualified men and women were elevated. That can no longer be said about appointment to the bench’. Finally he said ‘The institution (the Judiciary) has become something else’ Coming from a very senior judicial officer, this was damnifying.
INNOVATIONS
The anomalous and incongruous situation in which a person who heads the body(Federal Judicial Service Commission) that decides and prepares a shortlist of persons for judicial offices and whose function is to advise the NJC is also the head of the NJC the body it advises and which interviews , decides those qualified for judicial offices and sends the list of such persons to the president has been addressed by this amendment.
a)While the CJN remains the head of the Federal Judicial Service Commission, he is no longer a member or Chairman of the restructured NJC. The two principal stakeholders in our legal system and the justice system are the Bar and the Bench. In order to address the obviously lopsided and monopolistic current arrangement and create some balance, while the Bench chairs one of the judicial bodies, the Bar chairs the other.
