Executive Director/Chief Executive, Nigerian Export Promotion Council (NEPC), Nonye Ayeni, yesterday disclosed that $2.7 billion was generated from non-oil exports in the first half of the year (H1 2024).

The disclosure came as the latest Inflation Expectations Survey (IES) by Central Bank of Nigeria (CBN) for July 2024 revealed that businesses in Nigeria were slightly less pessimistic about the current inflationary trends compared to households.

Ayeni said the performance indicated an increase of 6.26 per cent compared to the $2.5 billion recorded in H1 2023.

Total volume of exports during the review period stood at 3.834 million metric tonnes.

Oil and gas marketers under the Natural Oil and Gas Suppliers Association of Nigeria (NOGASA), yesterday backed the Bola Tinubu-led administration on its directive to the Nigerian National Petroleum Company Limited (NNPC) to sell crude oil in naira to Nigerian refineries.

Speaking during a press briefing in Abuja, National President of the Group, Mr Benneth Korie, also urged the federal government to put a stop to the smuggling of petroleum products across Nigerian borders.

Arguing that smuggling was not enough reason to raise the local price of the products, Korie stressed that if it means replacing the customs officials currently manning the borders, the government must do it to end the menace.

According to him, these issues were central to the success of actions at ensuring adequate access to and availability of refined petroleum products nationwide.

Korie argued that addressing the challenges of smuggling, enhancing Nigeria’s agricultural sector and improving the country’s transportation network, and tackling multiple taxation will help rebuild the economy.

“I also want to express our support for Mr. President's directive to sell crude oil in Naira. We hope that our refineries will reciprocate by selling refined products in Naira, thus stabilising the market.

“On the issue of smuggling, we

need to redesign distribution channels to prevent illegal exportation of petroleum products. Strengthening our security agencies, especially at border points, with necessary equipment and support is crucial. Additionally, providing logistics and drones for surveillance will help combat smuggling and theft effectively,” Korie said.

He argued that being a businessman, Aliko Dangote cannot be forced to sell at lower market prices, stressing that with proper arrangement, whatever the government is doing

to keep prices down can also be implemented with the owners of the 650,000 bpd facility.

On inflation and economic stability, he stated that agriculture must be prioritised, noting that to address public apprehension over rising costs, the government should make farming more attractive and profitable by subsidising agricultural inputs and equipment.

“Reliance on unsustainable palliatives is not the solution. Instead, increasing budget allocations for agriculture and encouraging cluster

farming will significantly boost food production.

“Extension workers should also be deployed to educate farmers on modern techniques such as irrigation and fumigation, etc.

“It is necessary to reiterate that improving our transportation network is also very essential. Indeed, expanding and revamping railways, especially for bulk cargo, will enhance logistics, and adequate attention must be given to road networks, with prompt payments to contractors and prioritization of

emergency repairs.

“Multiple taxation remains a critical concern, and excessive and double taxation by various government levels must be addressed to create a fairer business environment,” he maintained.

Regarding the prices of Automated Gas Oil (AGO) or diesel, with Dangote's refinery production and crude oil transactions in naira, NOGASA said that it expects a reduction in AGO prices.

STB Manufacturers Fault Nigeria's Contradictory Policy on DSO Programme

The Set Top Box Manufacturers Association of Nigeria (STBMAN) has condemned the country's inconsistent policy on Digital Switch Over (DSO).

At a press briefing in Abuja, STBMAN Chairman, Godfrey Ohuabunwa, expressed worries about the direction of the country's DSO project.

The National Broadcasting Commission (NBC) recently announced the federal government approval of a N10 billion grant to resuscitate the

project.

Ohuabunwa blamed the delays in the implementation of the project on corruption and incompetence within the relevant agencies.

He also fumed against NBC's recent decisions, particularly the transition from previously agreed-upon Set Top Box specifications to a new hybrid Android/DTH model.

He warned that this change could render significant investments by local manufacturers obsolete, as well as contradict the government's local content policies.

“In the course of our planning, we realized that Edo has a unique advantage. They don't call us the heartbeat of Nigeria for nothing.

Edo enjoys tremendous traffic as most Nigerians move through Edo State and we noticed that it’s a huge economic advantage for us.

“We have the capacity to host national events and attract all Nigerians here. We made strategic plans as we began to sell our culture and position ourselves to attract more people to our state.

“We are using sports to attract people to our state as we remodeled the Samuel Ogbemudia Stadium into a world-class sports center. We can boast today of the best sporting facility in Nigeria.

“To host cultural and entertainment events, we used the old Observer premises into a world-class sound stage that can host about 2,000 to 3,000 guests.”

STBMAN also raised alarm about the significant challenges impeding the DSO progress that was originally intended to transition Nigeria from analog to digital broadcasting, following the country's obligations under the International Telecommunications Union (ITU) protocol.

The initiative, which began with high hopes, aimed to cover all 36 states by June 2017, a target that had repeatedly been missed.

Ohuabunwa, attributed the setbacks to the programmme during the pilot phase in 2015, to misinformation and intervention by the Economic and Financial Crimes Commission (EFCC).

He noted that the challenges eroded international business partners' confidence, resulting in only partial coverage in a few states and cities, including Abuja, Lagos, and Port Harcourt, leaving the majority of the country unserviced.

He also excoriated the NBC, which oversees the DSO project, for failing to show the necessary leadership, resulting in wasted investments and growing distrust among both domestic and foreign stakeholders.

He stressed that despite the federal government's financial support, the project has stalled, with funds either misappropriated or diverted.

STBMAN also expressed concern about the potential financial burden on Nigerian consumers, who would have to purchase new Android-based boxes to transition away from the "Free TV" model that had been promised.

Ohuabunwa, argued that this shift

would not only result in economic losses but would also stifle Nigeria's technological development.

"Unlike previous Presidents, the current one understands and benefits from a technology-driven economy and the benefits that come with it, and will thus support the transition's completion.

"We are drawing the attention of President Bola Ahmed Tinubu and the federal government to the planned wrong utilisation of the N10 billion grant by the NBC, which if not halted now may follow in the footsteps of the previous case, which is still pending in court.

"We have taken this step in the firm belief and support that governmental actions are tailored for the good of the people, and for that reason, no sacrifice is too much to make; however, circumstances may compel us to take measures that will salvage our already tainted images from further destruction by actions the NBC, which, despite its numerous assurances, has done little or nothing but subjecting us to ridicule and embarrassment from our business partners, particularly banks and foreign associates," Ohuabunwa lamented.

STBMAN urged immediate action by the federal government and also called on the NBC to convene a general stakeholders meeting with key industry players such as the Broadcasting Organisation of Nigeria (BON) and the Independent Broadcasting Association of Nigeria (IBAN) to discuss and agree on the next steps.

Bankers’ Committee Completes

Restoration of National Theatre

The Bankers’ Committee has announced the completion of the restoration and upgrading of facilities at the National Theatre, Lagos.

The renovation commenced in July 2021 following approval by the federal government and the subsequent handover of the national edifice to the Bankers’ Committee.

According to a statement yesterday, the committee embarked on the restoration to unlock the immense potential in the creative sector for the teeming population of Nigerian youth.

The statement said the new-look National Theatre, when operational, would create jobs, generate income,

and grow foreign exchange earnings, thereby becoming a creative and entertainment hub providing much-needed community spaces for Nigerian youth to explore and thrive.

The renovation works covered different spaces, including the 4,000-seater main bowl, over 3,000-seater banquet hall, 2-nos. exhibition halls, 3-nos. cinemas, VIP spaces, actors’ changing rooms, industrial kitchen, over 300 new toilet cubicles, clinic, fire station, lobbies within the four National Theatre entrances and extensive roof repairs.

Speaking during a tour of the monument in Lagos, yesterday, Managing Director/Chief Executive

Officer of Sterling Bank Group, representing Bankers’ Committee, Mr. Abubakar Suleiman, disclosed that at the commencement of the project, “We were shocked at the scale of the work that needed to be done, but we were also impressed by the possibilities that it represented. This is one of the largest scaled projects of its kind anywhere on the continent.”

Suleiman added that the standard to which the edifice had been restored was world class.

He stated, “The renovation of the National Theatre by the Bankers Committee showcases what is possible with the power of patriotism and collective responsibility on the

part of the private sector in partnering with the federal and Lagos State governments, to reignite hope and revive some of our national monuments and assets.”

NCAA Unveils Draft for State Safety Programme, Urges Stakeholders to Get Fully Involved

The Nigeria Civil Aviation Authority (NCAA) has concluded the drafting of the State Safety Programme (SSP).

Owing to this, the acting Director General of the Authority, Captain Chris Najomo, urged stakeholders to get actively involved in the programme.

Najomo, explained that this achievement symbolises a significant step towards Nigeria’s full-scale

programme implementation, aligning with the stringent requirements of the International Civil Aviation Organisation (ICAO).

In a statement signed by the Director of Public Affairs and Consumer Protection, Michael Achimugu, the agency said the development of the SPP draft was a testament to Nigeria’s commitment to adhering to ICAO Annex 19, which provides a comprehensive framework and strategic approach

for managing aviation safety in line with international best practices.

“In the light of this monument progress, the acting Director General of the Nigeria Civil Aviation Authority invites stakeholders to contribute to the refinement of the SSP document.

ECOWAS Needs $300m to Initiate Five Years Peace Programmes in West Africa

Approximately $300 million would be needed over the next five years to initiate programmes aimed at building peace in the West Africa sub-region.

This is the exact sum that the Economic Community of West African States (ECOWAS) Peace Fund needs to generate to be able to implement its peace initiatives for the region.

Speaking at a joint Strategic Consultation on ECOWAS Peace Fund meeting with partners and stakeholders, the Manager, ECOWAS Peace Fund and Capacity Department of Political Affairs, Peace & Security (PAP), Dieudonne Nikiema, said ECOWAS Commission was to see the best structure for the fund that would make it fit into the purpose it was created for.

ECOWAS has already put in

place a five-year Peace Fund (EPF) strategic plan, covering the period of 2021 to 2025. Consequently, EPF organised a meeting with partners and other stakeholders in Abuja to fashion a way forward.

According to the bloc, the practical implementation of the ECOWAS Peace Fund strategic plan would require a significant amount of resources (financial, technical, and human) but will also generate funds that would enable the EPF to be self-funded, not requiring financial resources from the commission for its operation.

Since its operationalisation in 2006, the EPF management team has been engaged in three sets of activities, mobilisation of financial resources for the fund, administrative and financial management of the fund, and coordination of donor-funded projects in the peace and security sector.

Thus, as part of its resource mobilisation efforts, the team has actively contributed to the mobilisation of cash funding of over $1 million from four bilateral donors (China, Greece, Italy and Japan) and projects/programmes funding of €68 million from multilateral partners (AfDB, CIDA and European Union.)

The team has between 2006 and 2020 facilitated the funding of 40 peace and security initiatives costing $15.7 million under the five percent member states community levy contribution budget line and supported funding of Peace Support Operations (POS) in 11 member states.

Approximately, $49 million has so far been spent, especially for peace keeping efforts in Guinea Bissau and The Gambian, both totalling $38 million.

The team has coordinated 13 donor-funded projects and programmes, of which two are

ongoing.

Speaking further, Nikiema said:

“The purpose of this meeting that is gathering us for three days is to get all the stakeholders so that together they can see what is the best structure we can have for this forum for it to be fit for purpose, for it to become very strong, enable to mobilize more resources and also to manage resources for the well-being of the ECOWAS communities along all the 15 member countries.

“We have here representatives from ECOWAS Commission, from ECOWAS Specialised Agencies, from development partners, and it is a good time for us to reflect together and see how we can cross-fertilise our ideas to make it very strong and to respond to the needs of our different communities.”

He added that the current source of funding apart from partners was the five percent community levy which has its challenges.

the renovation and upgrade of facilities of the National Theatre. We are, indeed, very proud of the work we have done here.”

Lagos State Governor, Mr. Babajide Sanwo-olu, in a statement said, “Upon completion, the Wole Soyinka Centre for Culture and the Creative Arts (National Theatre) will not only be for arts, tourism, and culture but will also provide a venue for the international community to convene for conferences and enjoy world-class performances.”

The National Arts Theatre was constructed by the military regime of General Yakubu Gowon and completed in 1976 by the Olusegun Obasanjo administration. The completion coincided with hosting of the Second World Black and African Festival of Arts and Culture (FESTAC 77) in January 1977.

After several diplomatic brickbats, the Nigeria Immigration Service (NIS) announced the repatriation of Zimbabwean Bishop Eben Nhiwatawi on August 24, 2024, for violating Nigerian immigration laws.

The NIS was said to have apprehended Nhiwatawi in Yola, Adamawa State, after discovering he misused his tourist visa and breached immigration protocols.

According to information from the NIS, Nhiwatawi entered Nigeria on August 21, 2024, using a Tourist Visa (F5A), strictly meant for tourism activities. However, authorities discovered him participating in the Methodist Church leadership election, which violated the visa terms under the Nigeria Visa Policy 2024.

Following this infraction, the Comptroller General of NIS, Kemi Nanna Nandep, with ministerial approval, immediately ordered his repatriation.

Immigration stated that while it encourages lawful entry of foreigners into the country for investment and business activities, it would not tolerate any violation of immigration laws.

“The Service encourages lawful FDIs and business activities, recognising their role in economic growth and development. However, it will not tolerate violations of immigration laws,” the agency said in a statement signed by Deputy Comptroller of

Immigration (DCI) and spokesman of the agency, Kenneth Udo.

The NIS reiterated its commitment to safeguarding national security by closely monitoring the activities of foreign nationals.

In the midst of escalating conflicts within Nigeria’s United Methodist Church, Nhiwatiwa was apprehended by authorities while on a mission to facilitate the election of a new church leader.

The incident occurred in Yola, Adamawa State, as part of efforts to replace the outgoing Bishop John Wesley Yohanna, who recently resigned.

Reports indicated that Nhiwatiwa was detained by the NIS on August 23, 2024, shortly after arriving in Yola for a meeting with members of the Southern Nigerian Annual Conference.

The Bishop, who was there to oversee the transition process, was taken into custody despite possessing all necessary documentation.

However, the Public Relations Officer for the United Methodist Church, Fatima Adamu, expressed concern over the arrest, in a statement released to journalists in Jalingo, Taraba State.

According to her, the church leadership was calling for the immediate release of Nhiwatiwa, attributing the incident to actions by a factional group within the church opposed to the Bishop’s presence.

NNPC, NIPCO Inaugurate 100mmscf Gas Project to Boost Industrialisation in Lagos

NNPC Gas Marketing Limited (NGML), a subsidiary of NNPC Limited, and its joint venture partner, NIPCO Gas Limited, yesterday inaugurated the Lekki Power Plant and 100 million standard cubic feet of gas per day (mmscf/d) project to boost industrialisation at the Lekki Free Trade Zone in Lagos.

Speaking at the event, Managing Director of NNPC Gas Marketing Limited, Mr. Justin Ezeala, stated the occasion was a milestone in the history of gas infrastructure development in the country.

Ezeala commended NIPCO Gas for the effort to supply gas to the Lekki Free Trade Zone.

He said, "We are indebted to NIPCO Gas commitment and professionalism. We are proud of all the parties involved in this success story.

“We knew the gas business revolved around us and that we could deliver seamlessly to the industries in the zone.

“We came into gas business development in the zone with a big renowned player, NIPCO Gas, that is noted for its giant strides in gas marketing and infrastructure development to enhance gas value.”

Ezeala said NNPC Gas Marketing came into business with Lekki Free Zone Development Company (LFZDC) with an extra value alongside its partner, NIPCO Gas.

He added, “NIPCO has exhibited giant efforts in pipeline

construction and a penchant for customer satisfaction. We have worked together for years and they remained one of the consistent partners of ours.”

Managing Director of NIPCO Gas, Mr. Nagendra Verma, said the milestone was a significant step towards unlocking and harnessing Nigeria’s abundant natural gas for the economic development of the country.

Verma explained, “This is also going to boost the industrialisation and employment opportunities in the Lekki area, which in turn will boost the economy of the country.

"NIPCO Gas believes that the collaboration between NGMLNIPCO Gas will attract industries to set up their facilities, as Lekki Free Zone has many advantages, like proximity to the sea-port, export promotion zone advantages, improved road connectivity-hence providing better logistics for movement of raw materials or finished products.

"NGML-NIPCO Gas JV has the natural gas distribution network along Lagos-Ibadan Expressway, supplying gas to industries to meet their energy requirement.

"This gas distribution is also being extended to Ibadan, Oyo State and Abeokuta, Ogun State presently."

Verma added, " With the availability of a natural gas distribution network, a lot of industries are setting up their facilities there.

"This is resulting in overall development of the area with increased number of employment

and socio-economic upliftment of citizens.

"Industries are enjoying reliable, economical and clean fuel for powering their factories and other fuel needs.

"The use of natural gas has reduced the industry's fuel bills

drastically and also contributed to lower equipment maintenance."

On his part, Managing Director of LFZDC, Dai Shunfa, said the project would enhance development in the zone, adding that the gas pipeline has been connected and ready for business.

Shunfa commended NIPCO Gas company for making sufficient gas available for business operations in the zone.

After Several Postponements, NCC Fixes Sept 14 as New Deadline for NIN-SIM Linkage

The Nigerian Communications Commission (NCC), yesterday, announced September 14 as the new deadline for subscribers to link their National Identification Number (NIN) to their Subscriber Identification Module (SIM) cards.

NCC had fixed July 31, 2024 as the deadline for NIN-SIM linkage, and had asked telecoms operators to begin deactivation of all lines that were not linked after July 31, but issued a circular to the operators, shortly before the commencement of the nationwide protest on #Bad Governance, informing them that it has discontinued the planed deactivation exercise.

Before the July 31st deadline, the NCC had severally shifted the deadlines for NIN-SIM linkage for various reasons.

However, in a statement issued yesterday and signed by its Director,

Public Affairs, Mr. Reuben Muoka, the NCC said there had been significant progress in the federal government’s 2020 policy to link all SIMs to NINs.

According to the statement, to date, over 153 million SIMs have been successfully linked to NIN, reflecting an impressive compliance rate of 96 per cent, which is a substantial increase from 69.7 per cent in January 2024.

The statement further stated: "As we approach the final phase of this critical process, the NCC seeks the continued cooperation of all Nigerians to achieve 100 percent compliance.

“The complete linkage of all SIM cards to NINs is essential for enhancing the trust and security of our digital economy. By verifying all mobile users, this policy strengthens confidence in digital transactions, reduces the risk of fraud and cybercrime, and supports greater

participation in e-commerce, digital banking, and mobile money services. This, in turn, promotes financial inclusion and drives economic growth.

“Through collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC), the NCC has uncovered alarming cases where individuals possessed an unusually high number of SIM cards—some exceeding 100,000. The commission also remains committed to working with security agencies and other stakeholders to crack down on the sale of pre-registered SIMs, thereby safeguarding national security and ensuring the integrity of mobile numbers in Nigeria."

To ensure full compliance with the NIN-SIM linkage policy, the NCC has directed all Mobile Network Operators (MNOs) to complete the mandatory verification and linkage

of SIMs to NINs by September 14, 2024.

Effective September 15, 2024, the commission expects that no SIM operating in Nigeria would be without a valid NIN, the statement further said.

The NCC, therefore, urged all members of the public who have not yet completed their NIN-SIM linkage, or who have faced issues due to verification mismatches, to visit their service providers promptly to update their details before the deadline. Alternatively, the approved self-service portals are available for this purpose.

NCC also reminded the public that the sale and purchase of preregistered SIMs are criminal offenses punishable by imprisonment and fines.

NCC encouraged citizens to report any such activities to the commission via its toll-free line (622) or through our social media platforms.

Kyari Reassures on Food Security Amid Devastating Flooding of Farmlands

Minister of Agriculture and Food Security, Senator Abubakar Kyari, has sympathised with thousands of farmers whose farms were destroyed by floods which ravaged parts of the country.

The National Emergency Management Agency (NEMA) recently indicated that over a thousand hectares of farmlands were damaged with over 40,000 people displaced by the flooding in parts of the country.

The minister described the development as worrisome as this would negatively impact on the social and economic well-being of smallholder farmers in rural areas.

In a statement, Kyari said,

"As we witness the devastation caused by the recent flooding in our agricultural heartlands, my thoughts turn to the hardworking farmers whose livelihoods have been swept away by the unforgiving forces of nature."

"The impact of this will be felt on the anticipated harvest this year, though we are hopeful it will have minimal effect on national food security."

He further empathised with farmers who lost their crops as a result of a dry spell that lasted for weeks in some states in the North-Central, North-East, and parts of the North-West, and South-West.

Kyari said, "President Bola Ahmed Tinubu, has encouraged us to invest in technologies and

practices that empower our farmers to adapt to a changing climate and safeguard their livelihoods against unpredictable weather patterns."

He said by embracing smart agriculture and harnessing the potential of early maturing seeds, the country can pave the way for a more sustainable and secure future for the agricultural sector.

The minister, however, noted that the government will give emphasis on the 2024/2025 dry season farming to cover for the losses recorded as a result of the flood.

He said his ministry and that of water resources and sanitation were collaborating towards improving areas under cultivation during dry season farming.

The federal government yesterday pledged to adhere to its promise to ensure that the $5 billion African Energy Bank (AEB) which it recently won the hosting rights takes off by September.

Speaking when the leadership of the African Petroleum Producers’ Organisation (APPO) visited him in Abuja to ascertain the level of preparation, the Minister of State, Petroleum (Oil), Senator Heineken Lokpobiri, noted by next month ending, work would have progressed.

Addressing concerns raised by the Secretary General of APPO, Farouk Ibrahim, Lokpobiri stressed that Nigeria was given the hosting

agricultural commodities to extractive industries.

She said the performance further showed that Nigerian products were gradually diversifying from traditional raw agriculture exports to semi-processed/manufactured products.

Ayeni attributed the increase in the value of exported products to the successful transition of government in May 2023 and the policy strides of President Bola Tinubu's Renewed Hope Agenda.

The NEPC boss also said the strategic achievements of the council's "Operation Double Your Exports" mantra made a positive impact on the scorecard.

She stated that through partnerships, advocacy, capacity building and export intervention programmes, the council recorded wins that reflected in the increase in the volume and value of Nigeria's non-oil exports.

She said the council remained committed to working with critical stakeholders to stimulate export growth.

Another survey released yesterday, “Household Expectations Survey for July,” which measures consumers' expectations, also revealed that the overall outlook of consumers in July 2024 was downbeat, as consumers anticipated drawing down on their savings or getting into debt.

Women Minister Rejects Loans for Women, Says It Doesn't Favour Them

In a drive to further empower Nigerian women and keep poverty at bay, the Minister of Women Affairs, Uju Kennedy-Ohanenye has stated in clear terms that except loans gotten by President Bola Ahmed Tinubu which will have no interest of any kind, the ministry does not want loans for Nigerian women.

Also, the ministry has entered into a multi-million dollars agreement with the State of Atlanta in the US for the planting of special crops like sun flower, hibiscus and Jatropha in Nigeria which will be bought-off Nigerian women for the production of fuel and other commodities in the US.

The minister who stated this on Wednesday in Abuja during a press

briefing, said loans received in the name of Nigerian women for their empowerment and benefit does not favour them in any way, hence the need to look outside the box for funds.

She said in empowering women, issues of out of school children, early marriages, social norms and many vices are tackled, while adding that people who are known for certain diseases are usually known to be poor hence the call for partnerships.

Her words: "We don't want to continue with loans anymore and I'm sure that Nigerians will not want loans anymore. Except loans that the president will get which will not have any interest. Apart from that, I don't want loans for women anymore because it doesn't favour them.

"As proof of whistleblowing success story, which is attributable to the cooperation from patriotic members of the society who volunteered useful information, the earlier celebrated case of whistleblowing in Nigeria led to the recovery of the sums of N70,925,225,642.95, $9,777,439.99, and £21,500.00."

Sule explained that the responsibility for coordinating the policy rested with the Minister of Finance, while PICA served as the secretariat.

He identified other critical stakeholders as the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices and other Related Offences Commission (ICPC), Department of State Services (DSS), Federal Ministry of Justice (FMOJ), Nigerian Financial Intelligent Unit (NFIU), and Nigeria Police.

"Permit me to state that it is our collective responsibility to create an environment where the Nigerian populace feels confident and protected in reporting unethical or illegal activities capable of jeopardising the overall development of the country."

"As part of measures to ensure smooth operation of the Whistle-blowing Policy, government is committed to guaranteeing the whistle-blower’s protection from possible reprisals by handling their reports with the utmost confidentiality.

"The policy provides mechanism for this protection, and it is our duty to uphold these provisions and support those who come forward to blow the whistle."

“Exchange rate remained consistently high with a slight increase from 88.3 in June to 88.8 in July. Transportation is the third driver of inflation during the review period with 88.5 index points.”

The minister disclosed that the executive was working towards President Bola Tinubu re-presenting the Whistleblowing Bill to the current National Assembly for necessary legislative action. He expressed the expectation that the public would support the expeditious passage of the bill by the National Assembly. The bill on the policy was not passed by the ninth National Assembly.

Earlier in his opening remarks, Permanent Secretary (Special Duties), Ministry of Finance, Okokon Udo, recalled that since its inception in December 2016, the whistleblowing policy had proven to be one of the veritable tools for uncovering corrupt practices within the public and private sectors.

Udo said it had empowered citizens to report to the relevant authorities identified misappropriation of public funds and other fraudulent activities, thereby contributing immensely towards institutionalisation of transparency and accountability in governance.

He added that, like other policies of government, the implementation of the policy had encountered challenges. He stressed that at the initial stage, there was widespread enthusiasm among Nigerians following the introduction of the policy. Udo said the momentum and popularity that heralded introduction of the whistleblowing policy needed to be reinforced and sustained.

Ajayi: Ondo People, Not Any Godfather, Will Decide Who Becomes Next Governor

Candidate of the Peoples Democratic Party in the November 16, 2024 governorship election in Ondo state, Hon. agboola ajayi in this interview says his Transforming anew agenda will change the fortune of the sunshine state to the future it deserves. He added that the people of the state and not any godfather would determine their next governor. Adedayo Akinwale brings excerpts.

As the PDP candidate running against the current governor, a lot of people said it is an election between two former deputies of late Governor Rotimi Akeredolu. Is this what it is for you personally?

Oh, yes! It is exactly what people are saying like you must have heard. Governor Lucky Aiyedatiwa served as a deputy governor from Ilaje local government. My humble self, I also served as a deputy governor. Though Governor Aiyedatiwa may not be a grassrooter as me. I started from the ward, I was a ward chairman, I became the secretary of the party in the local government. I became a Supervisory Councillor for Works, for Agric, I became Chairman, Caretaker Committee of a local government. Again, I was also elected as a substantive chairman for another three years. After that, I was also elected to represent Ilaje/Ese Odo in the House of Representatives where I was lucky to also chair the Committee on Niger Delta. I also served as deputy governor.

But the attractive mode is that both of us were former deputy governors. I am from Ese Odo, he is from Ilaje, from the same riverine. Nobody can say it is an election between Akoko or Ilaje/ Ese Odo or an election between Akure or Ondo.

So those who are saying it is an election between former deputy governors, maybe they have now narrowed it down to the two of us — the two major parties— that is, the PDP and APC, so I think they are right to have said so.

The campaign so far has been fraught with exchanges from your party and the APC. But a lot of people are saying that beyond the rhetoric, what do you have to offer?

It’s a time where politicians are exchanging words, like you said. A lot of us are interested in becoming the governor of Ondo state, but you also need to ask them, like you are doing now. When you become governor, what do you want to do differently from what others must have done before? As someone who is aspiring to be governor, I didn’t just wake up and say I want to be governor of Ondo State. I have looked at the area, I was born and brought up in that riverine. Not only that, I’m familiar with the political terrain of Ondo State very well, viz-a-viz how to really do a different thing that will make Ondo state economically viable.

Not only that, in terms of security, how can the people be secured. You must be aware that there are a lot of kidnapping activities (in the state) — Obas were kidnapped. Innocent people cannot go to the farm. It has also contributed to why there is scarcity of food in Ondo State more than any other state you can think of in Nigeria. So, when I become the governor of Ondo state, people should be ready to see a new Ondo state. And I have a document which I have put together. I called it “Transforming Anew”. Transforming anew in education, economic activities, transport, marine business, insecurity, aviation.

Think of what can make life meaningful for our people. We are ready to lay a foundation that they will be able to say at the time somebody was governor here and these are the things he was able to put in place. So that is transforming anew the future that we deserve.

A lot of people make reference to your time as House of Representatives member, when you were chairman of NDDC, some said you brought some level of development through the NDDC. Is that what people should still look out for?

Like I said, it’s part of my capacity to deliver. Until when I became a House of Representatives member, those who were there before just went there and came back. But when I became a member of House of Representatives, I can tell you that a lot of people felt my impact in

terms of empowerment, in terms of road projects, in terms of infrastructure, I did my best.

When the former governor was alive, he spearheaded the establishment of Amotekun and without mincing words, Amotekun is performing better in Ondo state than any other state in the South-west. What are your plans to make the outfit more efficient, considering the protracted insecurity that we have?

Let me thank you for this question. When my late boss, Governor Rotimi Akeredolu was alive, he did his best. You will agree with me that office policy is what is driving any government’s administration. I was part of those that put Amotekun together. I was a deputy governor at that time. We looked at the terrain that it is better for us to have indigenous security outfit that would

understand the terrain very well to complement the effort of the conventional security agencies, and that was the story behind the Amotekun. They were doing better when Akeredolu was alive than what they are doing now.

In Ondo state, about two weeks ago, one innocent man was kidnapped, killed in his farm at Oka, another one at Ikaran, slaughtered. It has worsened despite the huge amount of money the governor is taking as a security vote. So I’ve said this clearly that once I’m Governor, I’m going to establish a unit in Amotekun that we will call Forest Guard. I’m going to strengthen the existing Amotekun very well. That unit, their job is to protect our forest, to protect our environment, with modern equipment, so that if there’s any crime within the next three or five minutes, they should be able to round them up. It’s not as if there is no crime abroad, it’s not as if there’s no crime everywhere, no society is free of crime.

But that must be a combative measure, so that we can always overcome it. By the time I

I have a lot of respect for him, he is our leader. You can’t even take away his rights. He has the right to support whoever he wants to support.

Where do you stand on local government autonomy?

Honestly speaking, if there is one program that President Bola Tinubu has achieved in this government, it is that policy (local government autonomy). Because local governments strengthen, deepen democracy. All this idea of no money here and there, they don’t have to come to Abuja to come and look for contracts. They don’t have to come to Akure to come and look for contracts. I was a council chairman, as at 2005/6. I awarded a road project worth N500 million. So if as at that time I was able to achieve that, I believe by now, if I’m a local government chairman or anybody who is a council chairman should be able to also award project for N1 billion, N2 billion, and they are getting good allocation that can actually impact on the lives of the people around there. When I heard that governors are taking local government funds, I have not been there, and I don’t want to speak against anybody. But for me, I can never do it, because I see it as a criminal erosion of function. They should allow the third tier of government as being spelt out in the constitution.

You are the PDP candidate, and you are contesting against the incumbent. Are you not afraid of the power of incumbency? What do you mean by power of incumbency? The power of the masses is more than the power of anybody. We have seen sitting President, sitting governors that lost election. So what is special about the incumbent.

This is the first time in the history of Ondo state that people are defecting from the ruling party back to opposition everyday.

So what does that have to do with power of incumbency. The people will decide. And let me also tell you, this is not about PDP, APC. It is about the masses. People are interested in who wants to be the governor. Those who are in APC and PDP are also interested in who wants to become the governor. I can assure you, the President will provide a level playing ground. INEC also would do the needful. So for me, the people will decide who will be their governor.

Are you not worried because your party itself at the national level is having some crisis? Are you not worried that this might affect your campaign or your election, even at the state level? How are you navigating this at the national and state levels?

Every politics is local. I want to be governor of Ondo state. I’m not contesting to be the president of Nigeria. So, despite the internal crisis of PDP that you are saying, to me, there’s nothing special about whether there is an internal crisis at all. APC also has their own crisis, Labour Party has. So it is part of the system. It’s part of politics. It has nothing to do with Agboola Ajayi becoming governor.

The whole party structure at the national is behind me. I just came back from Jalingo yesterday (Saturday) where I went to address the PDP Governors Forum. All of them have shown their solidarity and support and commitment. It is the largest party in Africa, there can be one or two internal crisis, but I can assure you, PDP will come out stronger regardless.

Ondo state PDP, we are more stronger now than how we were before. Yes, you mentioned the publication about a campaign committee. It’s a normal thing. We just inaugurated the committee last week, no dissenting voice, we disagree to agree in politics. I can assure you, all of us are working together, and we are more united. We are well prepared for the election.

As Nigeria strives to build a better nation, one where the rule of law prevails and the rights of her citizens are honoured, the nomination of a new leader for the third arm of government should ordinarily be newsworthy. This is especially so as the Chief Justice of Nigeria of Nigeria heads a largely unified judicial system which has enormous powers to do good. Since the return to democracy in 1999 several distinguished jurists have served in that role guiding the country to the best of their abilities in developing and entrenching the rule of law.

We are again at an inflection point as the tenure of the Chief Justice formally ends with his attainment of the mandatory retirement age. The National Judicial Council has formally nominated the most senior Justice of the Supreme Court (by years served on the Court) in consonance with the established practice.

The interpretation and enforcement of our laws can serve as an engine for growth and development of the economy and enhancing the lives of the citizens of Nigeria. Ensuring the sanctity of contracts while protecting the rights of citizens requires a somewhat delicate balance. To steer a smooth way through the competing interests requires a leader with deep knowledge and understanding of the law and many years of experience administering those laws. In addition, patience, tolerance and meticulousness are essential for anyone expecting to successfully lead the Nigerian judiciary, an institution on which the liberty of the entire citizenry may rest.

In our recent history it could credibly be argued that no jurist has been as prepared to lead this arm as the current nominee. My Lord started at the Magistrate Court where as a young counsel, appearing before her was a delight, seeing the manner in which the court took its duties to dispense justice in a timely manner very seriously. Despite the swift administration of justice, there was no room in that court for any sloppiness from unprepared or indolent Counsel. This was a Court that took its duties very seriously.

On elevation to the High Court, it remained evident that the diligence of the Court was exceptional with no undue delay in the determination of matters before the Court. Hers was a court that seemingly took to heart the aphorism “justice delayed was justice denied. The court’s decisions were always well researched and often an exposition of the best traditions and principles of the law. Many who heard these decisions delivered often remarked that this was a Court destined for higher offices.

Unsurprisingly, My Lord was soon elevated to the Court of Appeal serving in various roles in this Court including as Presiding Judge in various Divisions

My Lord shone even brighter, becoming increasingly recognised as a consensus builder, a wise counselor and an erudite jurist. The years of devotion paid off when a nomination to the hallowed chambers of the Supreme Court came, rewarding the diligence and devotion of several years.

Over the years my Lord has been a torch bearer of the law as a tool for economic development. Her contributions indicated a recognition that where the rule of law is upheld, the people thrive, and opportunities are created.

Having been privileged to observe her work over many years I can testify that my Lord is an avid listener and learner, one who firmly believes that training and learning are essential in the development of great Jurists. History has prepared My Lord for a time

As a Counsel reading the Court’s demeanor is usually near impossible, in a Court noted for its painstaking patience in listening to counsel with little or no interruptions and then asking incisive questions as submissions are made.

When counsel as sometimes is the case, for love of their own voice or other reasons, ramble a bit or get slightly out of line, this is a Court that gently but firmly guides them back into line without any of the usual tactics or idiosyncrasies.

To share a personal experience, I remember when I had an unusually expedited matter at the Supreme Court. Briefs had been exchanged by the parties, and when we received the hearing notice, we were excited at our good fortune knowing the difficulties in securing a date in the overburdened SC diary. On the hearing date we appeared in the hallowed chambers of the SC. When I stated that briefs had been exchanged and that our appeal was in my view, ripe for hearing, we were advised by the presiding Justice that parties should explore settlement as this case was “a family matter” best resolved by Counsel speaking to each other.

In my naivety I failed to understand the hint these noble Law Lords were giving and sought to argue that the appeal be heard on its merits. The Lords were exhibiting signs of displeasure indicating that I appeared to be tone deaf! Mid-speech, I paused and looked up and caught what appeared to be a gentle nod by my Lord .

THE 18 YEARS POLICY FOR SSCE

Tahir Mamman, Nigeria's Minister of Education, recently announced a policy setting the minimum age for writing the Senior Secondary School Certificate Examinations (SSCE) at 18 years, starting from 2025. This decision has sparked widespread criticism from education stakeholders, who view it as a regressive step that fails to consider the realities of modern education. The new age limit rather than enhancing educational outcomes, risks stifling student progress and diminishing the quality of education in Nigeria.

Setting the minimum age for SSCE at 18 years is out of step with the global trend toward encouraging early academic achievement. Nigeria’s 6-3-3-4 educational system, which anticipates students finishing secondary school by age 18, does not account for the diverse academic paths students might take. Many students, particularly those who are gifted or started school early, complete secondary education well before turning 18. Imposing an age limit would unfairly penalise these students, forcing them to wait unnecessarily, which is both a waste of time and an impediment to their academic and professional growth.

Maintaining the minimum age for SSCE at 16 years, as has been the practice, is a more balanced and sustainable approach. It allows academically ready students to progress to tertiary education without delay while ensuring those who need more time can take it without undue pressure.

Many 16-year-olds are mature enough to handle the demands of higher education, and the current policy of allowing SSCE at 16 has produced generations of successful graduates who have excelled in various fields. There is no evidence raising the age limit would lead to better outcomes; on the contrary, it could increase student frustration and dropout rates.

The policy is particularly problematic for gifted children, who often progress through school at an accelerated pace. Forcing them to wait until 18 years to take the SSCE disregards their unique needs and potential, stifling their intellectual growth. Professor Mamman's dismissal of gifted children as a minority is troubling. Gifted children are a vital part of the nation’s future, and their needs should not be ignored.

Moreover, the policy raises concerns about what students will do during the two years they must wait before writing the SSCE. The Nigeria Union of Teachers (NUT) rightly warns that "the devil finds work for idle hands." Forcing students to remain idle for two years is not only wasteful but potentially dangerous, increasing the likelihood of disengagement from education and negative behaviours.

A significant issue with the policy is the lack of consultation with key stakeholders in the education sector. A major decision like this should not be made unilaterally. The minister’s failure to engage with bodies like the National Council on Education (NCE), the NUT, and other relevant organisations is a serious oversight. Education policy should reflect the input and concerns of those directly involved in educating Nigerian

students.

Professor Mamman’s justification for the policy—that students are not mature enough for tertiary education until they are 18—is flawed. The minister appears too keen on fixing what is not broken. How is age an issue at this time when millions of school-age children are out of school? While 18 is the legal age of adulthood, maturity is not solely determined by age. Many students can handle the challenges of higher education at 16, especially in today’s fast-paced, information-rich world. Maturity is a function of age and experience, and students who have been well-prepared through secondary education are more likely to succeed in higher education, regardless of whether they are 16 or 18.

Instead of implementing a blanket age limit, the government should focus on creating a more flexible and inclusive education system that caters to the diverse needs of Nigerian students. Several options are available:

Number one, the government should allow students to take the SSCE when they are academically ready, rather than at a specific age, ensuring evaluations are based on academic readiness, not chronological age.

Two, we would need to establish and expand programs for gifted students, allowing them to progress at their own pace rather than being held back by arbitrary age limits.

In addition, the country must be ready to provide students with better career guidance and counselling to help them make informed decisions about their educational and career paths, regardless of age.

Furthermore, greater parental involvement in the education process should be encouraged to ensure students are neither pressured into exams prematurely nor held back unnecessarily.

Education is the cornerstone of national development. The policies governing it should be based on evidence, not assumptions. Setting the minimum age for the SSCE at 18 years is a regressive step that could do more harm than good. By maintaining the current age limit of 16 years and implementing sustainable solutions, the government can ensure Nigerian students have the best chance to succeed in their academic and professional lives. If left unchallenged, Professor Mamman’s policy will stifle the potential of Nigerian students and set the education system back by decades. It is imperative that stakeholders— including the National Assembly, parents, educators, and civil society—resist this policy and advocate for a more flexible, inclusive, and forward-looking approach to education in Nigeria. The future of the nation’s youth, and indeed the future of Nigeria itself, depends on it.

THE FREQUENCY OF BUILDING COLLAPSE

Regulators should do well by ensuring that building codes are complied with

The frequent occurrence of building collapse cases in Nigeria has raised concerns about the need for stricter enforcement of professional codes and regulations to protect lives. In the past two years, Nigeria has experienced no fewer than 135 incidents and dozens of fatalities, according to a report by the Building Collapse Prevention Guild (BCPG), a professional organisation that aims to prevent the collapse of buildings and promote safe and sustainable practices nationwide. Investigations by the guild, made up of experts in the fields of building construction, architecture and engineering, revealed that professional ineptitude, including excessive loading, use of substandard materials, poor workmanship, and weak foundation contributed significantly to the collapses.

Meanwhile, the Council of Registered Builders of Nigeria chairman, Samson Opaluwah also blames government negligence in enforcing laws and regulations. “This collapse, unfortunately, has continued to happen, especially in areas that we can refer to as urban centres, where professionals and professionalism should be extolled to the highest,” Opaluwah said while calling on relevant regulatory agencies to be alive to their responsibilities. “The challenge we have now is government enforcement of its laws. We need to punish those who have been found wanting in the past. In all the published reports and investigations done by the Federal Capital Territory (FCT), we have not seen any advertised punishment to those found wanting.”

But in Nigeria, these conventions are hardly adhered to because of poor enforcement of laws.

Authorities at all levels should therefore be concerned that too much blood is being spilled needlessly in Nigeria's building industry for all sorts of reasons that even professionals in the sector recognise as avoidable. Cases of building collapse cut across offices, schools, residential areas, churches, and business premises. Yet the construction of a building, according to the Nigerian Society of Structural Engineers, “is expected to be managed by qualified professionals including structural engineers, mechanical engineers, electrical engineers, architects, quantity surveyors,” among others. Lack of professionalism in the industry has led to unethical dealings like the use of cheap and inferior materials, improper supervision, and distortion of original building plans.

As we have consistently advocated, there is an urgent need for a complete overhaul of the nation’s building and construction regulations. A policy should be put in place whereby any professional connected with a collapsed building should forfeit their license and face the full weight of the law. The land upon which the collapsed building was erected should be forfeited to the government. Buildings marked for demolition by town planning authorities, should be demolished without delay. Unless drastic steps are taken and building codes implemented to the letter, the nation will continue to have these avoidable serial disasters.

THE DIGNITY OF LABOUR

A talented Nigerian musician, Adekunle Gold, in one of his popular songs entitled ‘WORK,’ encouraged people to work hard. This is in harmony with what God’s Word, the Bible, recommends in Ecclesiastes chapter 9, verse 10, where it says: “Whatever your hand finds to do, do with all your might . . . ”

Work – whether paid or unpaid, is good for our health and well-being. It contributes to our happiness, helps us to build confidence and self-esteem, and can reward us financially. Work is an essential tool through which individuals can achieve their goals, flourish, and live happy, meaningful lives.

Work has different dimensions, such as work for making a living and work for developing one’s talent and potential. For example, a little girl in one of the corners of the world who goes to the kindergarten and learns how to count, draw, or write, is working. Likewise, an adult, who goes to his/her job every day, and gets paid for that, is also working. Thus, based on the age, circumstances, needs and desires of individuals, work, or labour, takes different shapes.

Work is a virtue and necessity, which requires the utilization of time and energy. Man is in control of his time and energy when he voluntarily and constructively works. The Bible emphasizes

the importance of work when it says, among other things, at 2 Thessalonians, chapter 3, verses 10 to 12 that: “ . . . if anyone does not want to work, neither let him eat . . .” This scripture condemns laziness. We need to work to make a living and provide for our families. Work provides the individual with the ability to be independent, to flourish, to develop, and most importantly, to find a meaning to life.

However, there are many problems seriously affecting work and workers in Nigeria today. These include: unemployment, poor remuneration/wages, poor working environment and conditions, casualization of workers, among others. Many people experience poverty and unemployment through no fault of their own. Many who are able to work, willing to work hard, and even actively searching for work, are still unable to find work –they are unemployed! Unemployment and poverty are two of the major problems currently plaguing Nigeria’s economy and its society. Nevertheless, despite the high rate of unemployment and poverty, the situation is not necessarily hopeless. People can still find some meaningful work to engage in, even though it may be small. And, as another talented Nigerian musician, Sonnie Smyth, sang in his music video entitled: ‘NO WAHALA’:

“No wahala, e go better, after today, I go see tomorrow o!” If you are unemployed, or cannot find a job in your area of particular interest, it is wise to consider looking for a job in other areas, even if the job is considered ‘menial’ by the standards of some people. Do not allow false pride to let you look down on a job – as beneath your dignity. Any legitimate service that can benefit others, and that people are willing to pay for, can be considered as an alternative job opportunity when jobs are scarce. People differ in terms of many characteristics such as intelligence, talents, academic levels, etc. Therefore depending on human potential and the specific working environment, work can be equally beneficial to the person or demeaning. For example, prostitution, gambling, and drug dealing constitute work, as you get a kind of remuneration for the service you provide. But the money you get out of these kinds of work becomes useless, as it neither contributes to human flourishing, nor is the basis of a meaningful life. Work should be the key to human survival and flourishing, and not to degradation of the individual and his moral values.

Following last week’s release of the official gazette on Critical National Information Infrastructure (CNII) by the federal government, which seeks to protect telecoms infrastructure from willful damage and from incessant closure of telecoms sites, the Association of Licensed Telecoms Operators of Nigeria (ALTON) has said that the move will lead to significant improvement in service quality, if properly implemented.

ALTON also said the approval would boost telecoms’ contribution to Gross Domestic Product (GDP).

Chairman of ALTON, Gbenga Adebayo, who gave the assurance,

told THISDAY in a telephone interview that the official gazette on CNII clearly spelt out the consequences for any willful damage of telecoms infrastructure, including consequences for incessant closure of telecoms sites by government agencies.

According to Adebayo who is also the spokesperson for telecoms operators in Nigeria, the cost of rebuilding damaged telecoms infrastructure is as high as purchasing new telecoms infrastructure in some cases.

“Therefore, going by the recent government order on CNII, all monies that would have been used in repairing or replacing damaged telecoms infrastructure, will now

be invested in network expansion and upgrade. The development will greatly improve the quality of service in the telecoms industry, and boost telecoms’ contribution to GDP,” Adebayo said.

Giving instances about the huge amount of money spent in repairing and replacing damaged telecoms infrastructure in the past, Adebayo said the 2023 sustainability report on the state of telecoms that was sent to the Nigerian Communications Commission (NCC) in November last year, clearly explained the challenges of the telecoms sector, especially in the area of investments in telecoms infrastructure.

which THISDAY sighted, ALTON clearly stated that the telecommunications industry has been significantly impacted by a myriad of macroeconomic challenges experienced in recent years.

According to the sustainability report, “The industry is bedeviled with incidences of arbitrary damage to telecommunications infrastructure by construction companies during road construction or reconstruction activities, which are adversely impacting on service quality. The industry also suffered from incidences of theft, vandalism and outright sabotage of telecommunications facilities by social miscreants.”

Adebayo further explained that such industry challenges led to an increase in capital expenditure and a decline in industry investments in 2022, adding that if the order on CNII is well implemented, it will put an end to willful destruction of telecoms infrastructure across the country and also improve quality of service delivery across networks.

“With the release of the official gazette on CNII, the willful destruction of telecoms facilities across the country in the past will have to stop because there are now consequences as spelt out in the official document for offenders who willfully engage in damaging telecoms facilities. The arbitrary shutting down of telecoms sites by agencies of state governments will also stop, following the release of the document on CNII in telecommunications. All these will lead to network stability, increase in GDP contribution and improved telecoms services,” Adebayo further said. The federal government, last week, released the official gazette tagged: “Designation and Protection of Critical National Information Infrastructure Order, 2024,” which seeks to protect Critical National Information Infrastructure (CNII) in the telecoms sector.

The CEO of Welbeck Electricity Distribution, Mr. Afolabi Aiyela has proposed a strategic partnership deal with the Ministry of Industry, Trade and Investment that will enable Welbeck supply constant electricity to Nigeria’s free zones and special industrial clusters, to boost production.

The visit focused on the critical role of constant power supply in the growth of Nigeria’s manufacturing sector and explored potential partnerships to further enhance industrial capacity across the country.

During the visit, Aiyela highlighted the significant benefits that Welbeck Electricity’s customers, particularly manufacturers, have experienced as a result of a reliable and uninterrupted power supply. “Our customers, who are primarily manufacturers, have not

only been able to maintain constant production but have also expanded their capacity and employed more staff,” he stated, adding that the growth is directly linked to the steady power supply they now enjoy from Welbeck distribution network.

Aiyela also discussed the possibility of partnering the Ministry of Industry, Trade, and Investment, as well as the Nigerian Export Processing Zones Authority (NEPZA), to build power plants dedicated to supplying constant electricity to Nigeria’s free zones

“If domestic Nigerian gas were priced in naira rather than in US dollars, it would greatly benefit Welbeck and help our customers, especially manufacturers, to increase their capacity. The pricing strategy will not only enable us to grow but also provide a more stable and affordable energy supply to our industrial partners,” Aiyela said.

The benefits of pricing natural gas in naira for Nigerian manufacturers are substantial. It would reduce energy costs, protect

against currency fluctuations, and enhance the competitiveness of Nigerian products in both local and international markets. By ensuring a reliable and cost-effective energy supply, manufacturers can expand their operations, create more jobs, and contribute significantly to the country’s economic growth, Aiyela further said.

The Minister expressed her strong support for the proposed partnership and acknowledged the importance of power in reducing operational costs for manufacturers.

“Power constitutes about 60 per cent of the operating costs for manufacturers in Nigeria. We are committed to supporting Welbeck and other Independent Power Producers (IPPs) to ensure that our industrial sectors receive the energy they need at a sustainable cost. Last week marked exactly one year President Bola Ahmed Tinubu appointed the former governor of Osun State, Mr. Adegboyega Oyetola, as the Minister for Marine and Blue Economy. It was learnt that the president took his time to select a capable hand to drive the new ministry. There is no doubt that Nigeria has a huge advantage in maritime, blue economy, which has been untapped, hence the challenge of appointing the right hand by the president.

But for the antecedents and expertise of Oyetola as the pioneer Minister, there seemed to be uncertainty over the novelty of the newly created ministry, a brainchild of the ingenuity of President Bola Tinubu.

Indeed, the Marine and Blue Economy is one of the sectors with humongous potential, which had remained unutilised in the last several years. Stemming this unwholesome tide must be reason President Tinubu, in his sound wisdom, carved out the ministry from the transportation ministry with its own vantage for potential maximisation and revenue generation for national economic growth.

Stakeholders in the maritime industry have applauded the President’s judgment of Oyetola as fitting for the Blue Economy Ministerial maiden appointment. This is basically because the system needed someone with prerequisite experience, capacity and expertise to navigate the novelty of the new ministry, and turn its uncertainty to assurance, surety and productivity. Experts believe President Tinubu must have been convinced by the Minister’s ability as immediate-past Governor of Osun State, whose antecedents prevented fiscal accidents that would have run the then hugely indebted (as inherited) state aground and stagnated.

It is worthy to not that Oyetola has not disappointed in the last one year. As a matter of fact, the minister has actually been sailing through the Blue Sea with ease. Stakeholders have also applauded the minister for not making hasty decisions that can result in mistakes. The Minister continues working at his own pace to avoid socioeconomic malaise. Stakeholders have also described the minister is a modest and highly-reserved leader, who always walks his talks, but hardly talks (about) his works or counts his laurels, as he believes in working and not noise-making. Nonetheless, his ‘walks’ talks, and his steps are giant in terms of his achievements in one year as Minister of Marine and Blue Economy. As evident in his proactive disposition, commitment and clear vision, the Minister knows the nature and demands of the new ministry in terms of innovation-driven management, coherent policy framework and implementation.

Within a year, the Marine, Blue Economy Ministry has received many accolades. For instance, the ministry recently emerged, “Best Ministry in the Ease of Doing Business,” as adjuged by the Presidential Enabling Business Environment Council (PEBEC).

With his pace, in the first quarter of this year, 2024, in just about seven months in office, Oyetola has been able to increase the revenue from maritime services by 92 per cent with a whooping sum of N242 billion generated by the ministry, in comparison with the previous year. With his pace of work, the minister, through his ministry, was able to attract more businesses and generate higher revenues by improving efficiency and capacity in ports, shipyards, and other maritime services.

Just last week, stakeholders and industry leaders in the nation’s maritime sector commended the Oyetola for his exemplary leadership that led to the signing of the historic agreement on Minimum Conditions of Service for Labor in Nigeria’s Shipping Industry.

The landmark agreement, which was signed on Friday, August 23, is a significant move towards improving Nigeria’s maritime industry, while supporting the growth of the nation’s marine and blue economy.

Interestingly, it comes after 20 years of struggle, wait and failed negotiations for the minimum standards for the conditions of service for workers in the shipping industry.

The maritime sector is a cornerstone of the country’s economy and key to the global economy, and the workers play a critical role in sustaining this industry, and the historic agreement demonstrates a firm commitment to a fair, sustainable and dignified Marine and Blue Economy, which recognises the importance of workers’ rights, safety, and welfare.

The Minister of Marine and Blue Economy, who witnessed the singing, underscored this important role played by the nation’s maritime sector The important role played by the maritime sector, noting that the agreement was a culmination of extensive dialogue among stakeholders.

He further stated that the Agreement showed what could be achieved through collaboration and mutual respect, paving the way for a more united and resilient maritime sector.

Oyetola emphasized that the signing

was a reflection of the trajectory of the President Bola Tinubu administration and a testament to the federal government’s collective commitment to uphold the rights and welfare of workers in the industry.

The Memoranda of Understanding (MoU) was signed among the federal government represented by the Nigerian Shippers’ Council (NSC), Shipping Companies and Agencies, Clearing and Freight Forwarding Employers Association of Nigeria (SCAFEA), and Maritime Workers Union of Nigeria (MWUN).

In his remarks, the Minister said that this was in line with the four–year Key Performance Indicators (KPIs) Implementation Plan for both the Ministry and the agencies under the Renewed Hope Agenda of President Bola Tinubu administration, which included increasing the operational efficiency in handling imports and exports of cargoes.

He added that by establishing this minimum condition of service, the Federal Government was achieving four critical things: Enhancing Worker Welfare, Promoting Safety Standards, Encouraging Fair Competition, and Fostering Trust and Cooperation.

On enhancing worker’s welfare and promoting safety standards, Oyetola said, “We guarantee that every worker in the shipping sector enjoys decent working conditions, fair remuneration, job security, and access to necessary welfare benefits.

“Through this agreement, we commit to prioritizing safety and health standards, ensuring that workers are provided with the necessary training and resources to operate in secure environments.”

Similarly, in encouraging fair competition, the Minister noted that, “A uniform standards will guarantee level playing field among employers in the maritime sector thereby discouraging exploitation and promoting ethical practices in the industry.”

Oyetola, who thanked stakeholders and industry leaders, including the Executive Secretary /CEO and Management of Nigerian Shippers’ Council, the leaderships of both Maritime Workers Union of Nigeria (MWUN), the Shipping Agencies, Clearing and Forwarding Employers Association (SACFEA), workers for their contribution to the development of this agreement.

“I enjoin the labour unions to remain

steadfast and vibrant in advocating for the rights of workers by ensuring compliance with the agreed standards. Government will on its own part continue to provide oversight by providing the enabling environment for compliance and continuous improvement,” he added.

Stakeholders in the maritime industry were full of praises for the Oyetola for providing forthright leadership as Minister of Marine and Blue Economy.

In his welcome remarks, the Executive Secretary/Chief Executive Officer of NSC, Pius Akutah, attributed the signing of the MoU to the exemplary leadership of the Minister, while commending him for his love for the welfare of workers, and for providing the leadership that led to the signing of the historic agreement.

“The minister has pushed us to get to this level and I want to take this opportunity to commend your Chief of Staff for pushing us to achieve excellence via teamwork and collaboration,” Akutah said.

Similarly, the President-General of Maritime Workers Union of Nigeria (MWUN), Adewale Adeyanju, thanked the minister for gracing the occasion, noting that his “support and commitment to the welfare of maritime workers are invaluable and contributed in no small measure to the success story of today.”

Also, the President of SACFEA, Boma Alabi, SAN, in her remarks thanked the minister for his resolve in bringing together all stakeholders and groups to reach a successful conclusion. She pointed out that with the new agreement, “the minimum standard of conditions of service for workers in the shipping industry is the highest in any industry in Nigeria,” while stating that the agreement will spur progress in the nation’s maritime sector.

“I truly believe that this is a social partnership for progress. The most valuable asset we have is our human assets which are our workers. We can’t operate without our workers and we are so glad that we have set a minimum standard that every player in the industry must adhere to. I am happy to announce that the 200,000 standard is the highest in any industry in the country,” Alabi added. Wrkman’s CEO, Tunde Ebohon, discusses the pivotal role of digital platforms in building trust within Nigeria’s home services industry, creating employment opportunities, and enhancing convenience for customers connecting with skilled artisans. Emma Okonji presents the excerpts:

What is the role of Wrkman in today’s world of digital transformation and what does the company stand for?

Wrkman is a revolutionary platform, where users can find skilled and professional artisans that can fix faulty home appliances and other things that needed to be fixed both in homes and offices. It operates with an app that connects users to verified and reliable service providers/ artisans around them and the connection is done within minutes.

The role of Wrkman is to connect users with artisans on a single digital platform, where the user/ customer can interact with artisans on specific jobs.

Wrkman stands for integrity and transparency, bringing satisfaction to customers who need the services of artisans.

How do you onboard artisans on your platform and what are the criteria for onboarding?

We onboard artisans through our app, and we have two apps designed for users and artisans. The users app is called the Wrkman app and the artisan app is called the Wrkman Pro app. All that the artisans need do is to get registered on the platform, fill in their necessary details and update them before we onboard them. It comes with series of documentation, including submission of National Identification Number (NIN) and other means of identification.

First of all, the artisan who is interested in joining the platform, goes online to Google Playstore, and download the Wrkman Pro app. The apps are available on Android and iOS operating system. After downloading the Wrkman app, the next step is to search for artisan that is closest to your location and make a request. But before the request is made, the user needs to register on the platform, and provide the necessary information like email address, phone number, and house address. Once that is done, the app will identify the location of the user, so that once the user makes a request, the app will be able to find artisans that are closer to the location of the user, in order to connect the user to the artisans. The user will then have the opportunity to see different artisans close to the user location, and the user will be able to review their rates and see the duration for completing a particular job. Once the transaction is concluded, someone from customer care will interface with the user through a direct call or via text message to finalise the transaction.

What inspired you to establish the Wrkman business and how has it been since its inception three years ago?

Several things actually inspired me to set up the Wrkman revolutionary platform. Firstly, the need to get things fixed at the right time, actually inspired me. So I decided to create an online platform, where customers could interact with artisans and get their stuff fixed at the right time. Again, I was inspired by what I see abroad, where I live. In most countries of the world, digital platforms for users and artisans exist and it makes life a lot easier for people. So I felt if we have such platforms abroad, why not in Nigeria my country, with huge population. I was also inspired by the need to create employment for artisans who are skilled, but do not have the right connections to get jobs. So the platform can create opportunities for artisans to get jobs from people who do not even know them. Such customers can engage them just because they are registered on the platform.

The issue of trust is key in engaging artisans online. What are your criteria for onboarding artisans in relation to trust?

The issue of trust is actually key in the kind of services that we offer on the platform. To maintain a certain level of trust, we make it a point of duty to vet all artisans before onboarding them on the platform. With that we are confident about the character of artisans on the platform. Again, we give up to 30 days guarantee for every job transacted and completed on the platform. That of course will boost customers’ confidence on the platform. Another area of trust is that the Wrkman team handles all transactions on the platform and takes responsibility for every transaction between the artisan and the user/customer.

Technology has simplified what appears to be difficult task for customers. How easy is it for customers to interface with the app in terms of interoperability?

At the design stage of the app, we had the artisans in mind, and therefore we designed the app to be simple and user friendly. We understand the educational level of those artisans that will use the app and we designed it in simple terms that they

could easily understand and use perfectly. The user must not be a tech savvy person to use the app. Anyone who can read and write can operate the app and it is that easy and simple.

The app is self explanatory and the artisans we have already onboarded have never complained of any difficulty about the features of the app. Again our app is interoperable and could accept new features that are layered on it, We also have a good customer support team that always assist anyone that is about to join the platform, by taking them through the process of onboarding.

Recently, Nigerians across the country embarked on a national protest against bad governance that has led to massive unemployment and hunger in the country. How will the Wrkman platform help in job creation in today’s era of digital transformation?

Like I said earlier that the ability to create jobs for artisans, was one of the priorities of Wrkman, and we are fulfilling that desire to create jobs, based on the number of artisans that we have onboarded on the Wrkman platform.

So the Wrkman platform is paramount to creating jobs for Nigerian artisans. Artisans formed a large percentage of the number of unemployed people in the country, but because they have a skill, the Wrkman platform can link them up with people who need their services and connect them to getting jobs. The Wrkman platform will allow them to showcase their skills to the world and get connected to those who need their services. A user for instance, may need a plumber to fix some broken water pipes in the apartment, and such user can find a plumber on the platform that is close to the apartment and transact a business deal with the plumber on the platform. By so doing, the user engages the plumber and the plumber is paid for the job done.

It could be a painter or electrician and that creates job opportunities for them.

Having ran the Wrkman revolutionary platform for the past three years, what are your future expansion plans?

We first launched in Lagos three years ago and today we have 90 per cent coverage in Lagos, and we have expanded since then to Abuja and Port Harcourt, with plans to cover Ibadan in Oyo State very soon. Our future plan is to cover the entire cities in Nigeria and that is been worked out by the Wrkman team. We also plan to go beyond Nigeria, to countries like Ghana, Kenya and more African countries.

Time is of essence in online engagement. What is the duration for a user of the app to search and get artisan close to one’s location?

Because it is an online business, all transactions are done on real time basis.

So it can take less than an hour to search, transact and get artisan within one’s location. Once the transaction is completed, the artisan nearest to the user’s location is prompted and the details of the user are shared with the artisan and the artisan gets to work by first locating the address of the user that requested for the service.

How are payments handled on the Wrkman

platform?

All payments go to Wrkman’s dedicated account. The user makes payment after transacting with the artisan on the platform. When payments are received, a member of the team will communicate with the user and share the details of the artisans with the user, including the time it would take the artisan to get to the location of the user. After the work is done and the user is satisfied with the job done, Wrkman then pays the artisan. So the artisan is not paid if the user is dissatisfied with the work done. In such situation, Wrkman will ask the artisan to return to the location to complete the job to the satisfaction of the customer who is the user, but if the artisan refuses to return to the location, Wrkman can reassign the job to another artisan. So ones a job is completed by the artisan, Wrkman reaches out to the customer to find out if the customer is satisfied. Once the customer fills the form and expresses satisfaction with the job, then Wrkman closes the deal and pays the artisan. The bottom line for Wrkman is customer satisfaction.

Do you see the present need for the kind of service that Wrkman is offering in Nigeria or is it a business for the future?

The services that we offer are already here with us in Nigeria. It is not a service for the future. People have started offering the services in other countries of the world and Wrkman brought the services to Nigeria three years ago and Nigerians have embraced it. Again the platform through which we offer the services is safe and secure, thanks to emerging technologies that have made it so.

Report: Google Search for Use of AI Increased by 40% in Nigeria

A recent report released by Google, shows that Artificial Intelligence (AI) was searched more than ever in 2024 in Nigeria and around the world, with search coming from Nigerian users.

According to the report, search trends in Nigeria related to AI continue with searches for ‘what is AI’ increasing more than 30 per cent, while searches for ‘how to use AI’ have increased 40 per cent.

As at August, new search trends from Nigeria show that people in Nigeria continue to search for AI more than ever before.

Search interest in “AI”

has reached a record high around the world and in Nigeria, where searches have more than doubled (+130 per cent) since the same period last year. Searches in Nigeria for ‘what is AI’ also increased by 30 per cent, while searches for ‘how to use AI’ increased by 40 per cent. Nigeria has the sixth highest search interest in AI in Africa - and ranks 25th in the world, the report said. Nigerians are looking to use AI to build their careers and creativity - with trending searches including ‘create a logo with AI’, ‘create CV with AI’, ‘design website with AI’, ‘design a flyer with AI’ and ‘create slides with AI’ - all of which were ‘breakout’

searches in 2024, growing over 5,000 per cent in interest since this time last year. Searches for ‘AI and courses’ have increased by 50 per cent, while top questions include ‘is AI hard to learn’, ‘how to learn AI’ and ‘how to access and learn about AI’, the report further said.

The third week of the ongoing six month-long Media Innovation Programme (MIP-3) at the School of Media and Communication (SMC) of the Pan Atlantic University (PAU), could best be described in three words- Intensive, elucidating and unforgettable.

Week three began with Telecoms and ICT Landscape in Nigeria; from 2G –5G and was taken by Ikenna Ikeme, General Manager, Regulatory Affairs MTN, who took the class through the modern history of communications in Nigeria to its evolution, then spectrums, frequency and the process how calls are made. He also dealt with interconnections, quality of communications regulation and the contribution of Telecommunications and ICT to the Nigerian Economy.

5G, IoT and the Future of Tech Presentation

The second day dealt with 5G, IoT and the Future of Tech Presentation, which was tackled by Ugonwa Nwoye, Customer Operations Executive for MTN. The key lessons drawn was the importance of patents and the need to be mindful of copyright infringements.

AI and The Media

On Wednesday, Chukwuebuka Ezewuzie took the class on AI and the Media, elucidating the learning patterns and reasoning, as well as importance of human intelligence in aiding the media to analyse data and even churn out fine reports. He however urged the cohort to always fact check whatever the AI generates.

Subscription Business Model and on Business Journalism

On Thursday, Mr. Anthony OsaeBrown took the class on The Subscription Business Model and on Business Journalism afterwards. While the

former encapsulated that information should cost money through paywalls or other methods, the second lecture dealt with the nomenclature of stocks, shares, securitisation, market and even equities, amongst others.

Building a Digital Economy for Nigeria’s Future

Chief Digital Services Officer, MTN Nigeria, Aisha Umar Mumuni dealt on Building a Digital Economy for Nigeria’s Future. According to her, the world is at one’s finger tips with the power of technology. On opportunities for digital revenue, she charged the cohort to create content unique to the people around them, adding that there is no excuse to fail.

“MTN Digital Framework aims to accelerate Digital and financial inclusion by connecting the unconnected by ensuring that everyone reals the social, economic and developmental dividends of being online,” she added.

E-Commerce: Business and Revenue Models

The last day of the week, being Friday, Dr. Anne Odoh, Head of Department, Design and New Media at PAU School of Media

and Communication, delved into E-commerce: Business and Revenue Models where she gave case studies of revenue models that was adopted by a Canadian paper that became a model adopted by others.

Exploring Data-driven Solutions at KPMG

One of the highlights of the week was the day spent at KPMG Insight Centre in Victoria Island, Lagos. The goal was to provide the cohort with better understanding of how technology and data analytics are instrumental in driving modern business operations. Renowned for its pioneering role in leveraging data to drive business strategies, KPMG team showed the cohort how it evolved from an audit firm into tech-driven solutions leader that helps large and small businesses to harness the power of data for informed decision-making.

According to Jumoke Ademola, the Insights Centre Manager at KPMG, “Data is the new currency. Our centre is dedicated to equipping businesses with the insights they need to thrive

in a data-driven world.”

Harping on the integration of technology and data-driven solutions, she said posited that businesses are transformed, while reiterating the importance of data in strategic business operations.

Immersive Experience at Huawei

Also visited was Huawei office and Bruce Jiadong, Huawei's Account Manager, immersed the fellows in the world of technology and 5G with the mind blowing fact that currently, China boasts of the world's largest 5G mobile market with researchers already on the move to explore 6G given that China Unicom and Huawei have already deployed a pilot 5.5G network in Beijing this January.

Harping on the eco-friendly nature of the 5G, he elucidated on the importance of prioritising ICT and technology if any nation wants to deepen its developmental process. Also, with its partnership with MTN, the goal is to speedily improve the digital landscape and as Public Relations Manager MTN Nigeria, Dr. Lakinbofa Goodluck put it, the Industry is really important, reason why MTN has risen in response to accelerate digital inclusion by connecting the unconnected.

Nigeria, Belgium Deepen Bilateral Ties on Port Efficiency, Trade

The Nigerian Ports Authority (NPA) and the Kingdom of Belgium have expressed readiness to deepen bilateral ties in other to increase efficiency of the nation’s seaports and enhance growth in trade volumes between the two countries.

Speaking after receiving the Ambassador of the Kingdom of Belgium to Nigeria, Pieter Leenknegt, the Managing Director of NPA, Dr Abubakar Dantsoho, said the Minister of Marine and Blue Economy, Adegboyega Oyetola, has given the authority necessary backing to enhance Nigeria’s share in the trade statistics of West and Central Africa. The NPA Boss also stated that Nigeria with the biggest market share of West African freight from the port of Antwerp, accounts for over six million tonnes annually.

According to him, “The annual volume of West African freight in Antwerp amounts

to almost 17 million tonnes resulting in a market share of 31 per cent. Nigeria, with a volume of over 6 million tonnes, accounts for the largest part. The port of Antwerp is known in Africa as the maritime centre of Europe, owing to the numerous supply chain connections.

“The synergy between maritime, logistics and industrial activities creates a unique platform. Out of all the ports in North-West Europe, the Belgian Port of Antwerp has the highest number of direct services to West Africa. The annual volume of West African freight in Antwerp amounts to almost 17 million tonnes resulting in a marketshare of 31 per cent. Nigeria, with a volume of over 6 million tonnes, accounts for the largest part.”

Dantsoho also disclosed readiness of the authority to leverage on the technical know-how of the Port of Antwerp, Belgium, to operationalize the Port Community System (PCS).

He argued that leveraging on Antwerp port technical know-how will prepare the country towards actualizing the forthcoming National Single Window Project of the Bola Ahmed Tinubu administration.

“This meeting is focused on leveraging the know-how of the Antwerp Port Community in the area of Port operational efficiency to add fillip to the Authority’s effort at operationalizing the Port Community System (PCS) as quickly as possible in readiness for the forthcoming National Single Window Project of the Bola Ahmed Tinubu administration,” he said.

Speaking, the Belgian ambassador congratulated Dantsoho on his appointment and promised the availability of Belgian expertise in the development of both deep sea ports, waterways and hinterland connectivity development.

He confirmed his readiness to continue facilitating contacts and projects in that regard between Belgium and Nigeria.

LCFE, Brokers Laud FG, CBN on Food Importation Directive

Lagos Commodities and Futures Exchange (LCFE) and top commodities brokers have commended the Federal Government and Central Bank of Nigeria (CBN), for the recent directive, mandating companies to channel the importation of basic food items through commodities exchanges.

Responding to the new policy, the Managing Director and Chief Executive Officer, LCFE, Akin Akeredolu-Ale, described it as a government’s proactive approach to streamlining the importation process. According to him, it

will benefit stakeholders across the value chain.

“Lagos Commodities and Futures Exchange is ready and eager to play a pivotal role in facilitating seamless transactions and contributing to the overall success of this initiative. We pledge our support and cooperation for this initiative. We are already working closely with regulatory bodies and other stakeholders in the value chain to ensure seamless implementation. We have infrastructures that will guarantee smooth implementation of this policy,” he added.

The Chief Executive Officer, Mega Equities, Sam Onukwue, urged the government to extend the policy to exportation of all food items to address forex scarcity in Nigeria.

“It signifies the government’s determination towards the success of its food security programme by ensuring that scare forex for imports are properly urilized and well accounted for,” said Onukwue.

SEC, NGX Approve Nigerian Breweries Plans to Raise N599.1bn via Rights Issue

Following receipt of the approval of its shareholders, Nigerian Breweries Plc has now received clearance of the relevant documents from the Securities and Exchange Commission (SEC) and the Nigerian Exchange Limited (NGX) to raise a sum of N599.1 billion by way of a Rights Issue.

A total of 22,607,491,232 Ordinary Shares of 50 kobo

each in the share capital of Nigerian Breweries are being offered to shareholders whose names appear in the register of members as of the Qualification Date being 12 July 2024.

The Issue shall be on the basis of eleven (11) new Ordinary Shares for every five (5) Ordinary Shares held as of the Qualification Date and at an Issue price of N26.50 per Ordinary Share.

The Issue is part of Nigerian Breweries’ Business

Recovery Plan to strengthen the Company’s capital base by deleveraging its balance sheet, eliminating certain foreign exchange-related exposures and reducing bank borrowings, thereby giving the Company greater financial flexibility to promote business growth and continuity. Stakeholders Urge Nigeria to Learn from Ghana’s $9bn Tourism Initiative

Stakeholders in the hospitality industry have urged Nigeria to invest in cultural exchange and tourism, especially given the success of Ghana’s ‘Year of Return’ initiative which it said generated nearly $9 billion in its first year. The stakeholders spoke at a press

briefing in Abuja, highlighting the success of the initiative.

The event, aimed at fostering cultural ties between Africans on the continent and those in the diaspora, they said, has positioned Ghana as a leading destination for African Americans seeking to reconnect with their roots.

The Cultural Oneness Festival—an event scheduled for November 2024 in Northern Ghana—underscores the potential benefits for Nigeria if similar initiatives were adopted, they added.

particularly in tourism and entertainment.

Proposed Strike: FG, ASUU in Closed-door Meeting in Abuja

Representatives of the federal government led by the Minister of Education, Prof. Tahir Mamman, and the officials of the Academic Staff Union of Universities (ASUU) led by ASUU President, Prof. Em- manuel Osodoke, have entered into a closed-door meeting in Abuja.

The meeting which is taking place at the headquarters of the Federal Ministry of Education was in response to the recent 21-day strike notice by the union for government to address some of the issues raised by the union.

The meeting was supposed to be held on Monday but was shifted to Wednesday for some undisclosed

reasons. ASUU, a few days ago, issued a 21-day notice of strike to the federal government over several unresolved issues, notably, emergency revitalisation fund of public universities; payment of outstanding earned academic allowances; and release of withheld salaries, promotion arrears, and third-party deductions of our members.

The other issues include the stoppage of illegal recruitments; proliferation of public universities/ abuse of universities’ laws, regulations and processes; and removal of universities from the treasury single account and new IPPIS vis-a-vis to herald the autonomy of our universities.

Minister of Education, Prof. Tahir Mamman, told journalists at a press conference to mark one year in Abuja, last Friday, that letters of invitation have been sent to the ASUU officials and several other organizations that would be relevant in the meeting.

He said: “Most of the issues raised by ASUU are being attended to. For instance, the issue of exit from the Integrated Payroll and Personnel Information System (IPPIS) has since been resolved by the President. Bureaucracy is the reason for the delay in the implementation of that directive. But by the time we meet on Monday, some of these issues will be discussed and resolved.”

He insisted that the President, Ahmed Bola Tinubu, is committed to

academic stability in the schools, and would not hold back any support that would ensure that the era of academic disruption in the tertiary institutions is over.

He added: “Most of the demands ASUU started in 1981. And the government has had its fair share of ASUU strikes. But the President made a commitment during the campaign that permanent solution would be provided this time, and he has shown that in his steps and actions.”

He, thus appealed to ASUU to be considerate in their actions and open-minded in their approach to the negotiation table so that the interest of all parties would be properly represented.

Notably, the festival will feature a Nigeria-Ghana tourism roundtable, providing an opportunity for stakeholders from both countries to share insights and foster closer ties Cultural Oneness Festival Assistant Director, Peace Onuiri, emphasised the importance of Nigeria embracing such initiatives to boost its own tourism and cultural sectors.

“When Nigerians partner and participate in this, we will gain a lot. We’ll learn how to do things properly and reap the benefits,” She explained, noting that the festival would also serve as a platform for fostering unity and integration within West Africa.

Onuiri highlighted the need for a cultural shift among Nigerians, urging greater appreciation for local traditions and attire. “Our mentality has to change that we are Africans,” she noted, encouraging the adoption of African attire and cultural practices in daily life.

Chief Executive of The Taste of Afrika Ltd, Tengol Kplemani, emphasised the rationale behind the establishment of the tourism festival.

“Our mission is to promote unity and diversity through cultural exchange and continental visibility for economic empowerment. The festival will serve as a platform for various traditional rulers, kingdoms and leaders from across the continent to come together, share their rich cultural heritage, and collaborate on ways to advance their communities,” he said.

“This event will also improve our relationship with Ghana even more. It will help us to understand ourselves better,” the statement noted.

This visit takes place against the background of a gradual thaw in relations between Niger and its neighbours, particularly after the period of high tension following the coup in Niger in July 2023. The coup

saw the military seize power and oust President Mohamed Bazoum.

The Economic Community of West African States (ECOWAS), led by Nigerian President Bola Tinubu, had threatened military intervention to restore constitutional order.

But this option was eventually discarded, leaving room for diplomacy. In July 2023, economic sanctions against Niger were lifted.

Today, as the security situation continues to deteriorate, the two countries seem determined to step up their military cooperation. This cooperation is all the more important as they share a border of more than 1,400 km, which is often the scene of attacks by armed terrorist groups.

The Nigerian defence chief, who is Chairman of the ECOWAS Committee of Defence Chiefs, had during a recent meeting in Abuja, called for the return of the three countries to the regional bloc. Musa said that the return of the three countries to the regional bloc was necessary to defeat the insecurity ravaging the region, especially insurgency.

He said that efforts were ongoing to ensure that the three countries were back, adding that all hands must be on deck to curtail insecurity in West Africa, with yesterday’s visit to Niamey, not unconnected with the call for the return of the nations to the ECOWAS.

The visit seeks to encourage the military junta in charge of Niger Republic to renew ties with countries in the West African bloc, ECOWAS, since the bloodless coup in 2023 that led to military takeover of power in the country.

In March 2024, Nigeria’s President Bola Tinubu directed the opening of

Nigeria’s land and air borders with the Republic of Niger and the lifting of other sanctions against the country with immediate effect.

The directive was in compliance with the decisions of the ECOWAS Authority of Heads of State and Government at its extraordinary summit held in Abuja, Nigeria’s capital.

Also in a statement late yesterday, Defence spokesman, Brig. Gen. Tukar Gusau, said during the meeting, both parties recognised the importance of sustained dialogue and collaboration in addressing mutual security challenges and strengthening the strategic partnership between Nigeria and Niger.

“They emphasised the need for maintaining and expanding existing cooperation, including joint military operations, intelligence sharing, and tactical coordination.

“The defence chiefs acknowledged the significant impact of the proliferation of small arms and light weapons on security. They also recognised that the widespread accessibility of these weapons contributes to heightened

instability and conflict in the region.

“They further agreed to intensify their efforts in curbing the illicit flow of small arms and light weapons, while pledging to collaborate on initiatives aimed at enhancing border security and supporting regional and international efforts to control and reduce the spread of these weapons.

Managing Director, LASAA, Mr. Fatiu Akiolu, disclosed this yesterday at a media parley with journalists in Lagos.

He noted that over the past year, the agency had undertaken several initiatives aimed at creating a more favourable enabling environment for out-of-home (OOH) practitioners.

"Our goal is to ensure that all stakeholders—advertisers, agencies, and the public—benefit from a more organised and visually appealing advertising landscape,” Akiolu stated.

NIWA Vows to Sanction Illegal Operators within Nigeria’s Inland Waterways

Worried by illegal activities by some unscrupulous elements on the Waterways, the National Inland Waterways Authority (NIWA) has vowed to impose severe sanctions on illegal operators found within the nation’s inland waterways.

The Managing Director, Mr. Bola Oyebamiji, gave the warning in a statement made available to journalists on Wednesday

The statement signed by the authority’s Assistant General Manager (AGM), Corporate Affairs, Mr. Suleiman Makama, quoted Oyebamiji as declaring that it was illegal for any

unlicensed person to operate within the inland waterways.

According to the statement, “No unlicensed operator should be seen anywhere close to the Inland Waterways Transportation after Code 2023 has been gazetted.

“The inland waterways transportation code 2023 shall be strictly enforced.

“Any unlicensed operator caught violating the code shall be sanctioned and made to face prosecution. Violators or defaulters should remove any unregistered boats from the inland waterways as any boat seen will be impounded.

“NIWA wishes to remind the

general public, especially users of inland waterways and inhabitants of riverbanks across the country, of the need to be cautious and adhere to all safety rules as we approach high tidal periods.”

He said it was mandatory for passengers and operations to put on life jackets properly before entering a boat or any water crafts.

“Boats should also avoid loading passengers and goods beyond approved limits on inland waters,” the statement added.

He advised boat operators to desist from travelling on the inland waterways outside the approved period of 6.00 a.m. to 6.00 p.m,

declaring that “night travel is illegal”.

The NIWA boss also advised boat/ ship operators to refrain from drinking alcohol before and during rides, and to avoid speeding at all times. While appealing to boat operators to share safety tips with their passengers before sailing, he urged them to always discharge the cargoes on board in case of emergency, to reduce the risk of water getting overboard.

“NIWA remains poised to ensure safety, smooth and impactful water transportation that could help bring about the desired economic growth and development of the nation,” the statement said.

Interpol Arrests Over 300 Criminal Suspects Linked to Black Axe, Others

In a coordinated global police raid on an international organised crime network, code-named Operation "Jackal III," the International Criminal Police Organisation (INTERPOL), has apprehended no fewer than 300 suspects linked to Black Axe and other affiliated criminal groups.

The remarkable breakthrough followed a close collaboration of police units around the world, who painstakingly carried out a series of covert operations targeting one of West Africa’s alleged most feared criminal networks, the Black Axe.

An international media outlet BBC, reported that "Operation Jackal III," saw officers in body armour carry out raids in 21 countries between April and July 2024.

It further noted that Interpol saw the operation as a major blow to the transnational crime network, but warned that its global reach and technological sophistication mean it remains a global threat to the world.

Referencing one notorious example, the media outlet quoted Canadian authorities as saying that they busted a money-laundering scheme linked to Black Axe worth more than $5bn (£3.8bn) in 2017.

A senior official at Interpol’s Financial Crime and Anti-Corruption Centre, Tomonobu Kaya, told the medium, “They are very organised and very structured."

Kaya said innovations in moneytransfer software and cryptocurrency have played into the hands of groups, which are renowned for multi-million dollar online scams.

“These criminal syndicates are early adopters of new technologies… A lot of fintech developments make it easy

to illegally move money around the world,” he said.

According to a 2022 report by Interpol, “Black Axe and similar groups are responsible for the majority of the world’s cyber-enabled financial fraud as well as many other serious crimes.”

The report further disclosed that Operation Jackal III was years in the making and led to the seizure of $3m of illegal assets and more than 700 bank accounts being frozen. It added that Many Black Axe members are university-educated and are recruited during their schooling.

"The organisation is a secretive criminal network with trafficking, prostitution, and killing operations around the world. Cyber-crime, targeting individuals and businesses, is the organisation's largest source of revenue. Multiple so-called “Jackal” police operations have taken place since 2022.

"Dozens of Black Axe and other gang members have been arrested and their electronic devices seized during these transnational raids.

“This work has enabled Interpol to create a vast intelligence database, which is now shared with officers throughout its 196 member countries.

“We need to have data and to collate our findings from these countries to help build a picture of their modus operandi,” the report further disclosed.

The medium said despite multiple international arrests, some experts feel not enough is being done to address the root of these crime syndicates in West Africa.

West Africa Regional Coordinator, Institute for Security Studies, Dr. Oluwole Ojewale, said the emphasis ought to be on prevention, not on outright operations against these criminal groups, if the international policing system must win this war.

Mirroring down to Nigeria, Ojewale

said Nigeria, which has witnessed widespread anti-corruption protests in recent weeks, is one of Africa’s largest economies, but has as many as 87 million people living below the poverty line, according to the World Bank.

"It is also the main recruitment ground for Black Axe. Interpol said it was carrying out training exercises with key Nigerian stakeholders and police officials. But corruption, and allegations of collusion between Black Axe and local authorities, remain major obstacles. The politicians are actually arming these boys,” Ojewale further revealed.

He averred that the country's general failure of governance has pressured people to be initiated into Black Axe.

Meanwhile, despite its current global reach, Interpol’s Jackal Operations originated in Ireland. BBC report said that following a series of police raids by the Garda National Economic Crime Bureau (GNECB) in 2020, a handful of Black Axe members were arrested, paving the way for the exposure of a far wider network, adding that they were very under the radar, very low-key.

Detective superintendent at the GNECB, which led the operation, Michael Cryan, explained that the amount of money being laundered through Ireland was astronomical.

Cryan said: "The police subsequently identified 1,000 people with links to Black Axe in Ireland and have made hundreds of arrests for fraud and cyber-crime. Bank robberies are

now done with laptops - they’re far more sophisticated."

He estimated that €200 million ($220 million; £170 million) have been stolen online in Ireland in the past five years, and only accounts for the 20 percent of cyber-crimes that are believed to be reported.

“This is not typical or ordinary crime… People who make decisions need to know how serious this is,” he said.

Irish police operations in November 2023 revealed that cryptocurrencywhich can be sent rapidly between digital wallets around the world - is becoming an integral element in Black Axe’s money-laundering operations, stressing that more than €1 million in crypto-assets were seized during one operation.

Cryan said Interpol has deployed its new technology in an attempt to tackle these innovations, launching the Global Rapid Intervention of Payments system (I-GRIP). The mechanism, which enables the authorities in member countries to freeze bank accounts around the world with unprecedented speed, he added was used to halt a $40 million scam targeting a Singaporean business last month.

Noting that technology like this would make it harder for criminals to move money across borders with impunity, Kaya, concluded that "a major effort is under way to gather and share intelligence on Black Axe and other West African syndicates by police around the world. If we can gather this data we can take action."

Former Vice President Atiku Abubakar has faulted the new age limit policy for admission into higher institutions in the country, saying it belongs to the stone age.

But the comments drew rebukes from supporters of the President Bola Tinubu government, who appeared to view Atiku’s disapproval of the new policy as an attack on the president.

However, in a statement, the former vice president said, "The recent policy of the Federal Ministry of Education pegging age limits for entry to tertiary institutions is an absurdity and a disincentive to scholarship.

"The policy runs foul of the notion of delineation of responsibilities in a federal system of government such as we are practising, and gives a graphic impression of how the Tinubu government behaves like a lost sailor on a high sea.

“Otherwise, how is such antischolarship regulation the next logical step in the myriad of issues besetting our educational system?"

The federal government had prohibited persons under the age of 18 from taking part in the National Examinations Council and West African Examinations Council exams. Minister of Education, Professor Tahir Mamman, disclosed this when he featured on Channels Television’s “Sunday Politics” programme on Sunday night.

Mamman explained that the federal government had directed WAEC, which conducts the West African Senior School Certificate Examination and NECO, which oversees the Senior School Certificate Examination to enforce the 18-year age requirement for candidates wishing to take these exams.

He added that the age limit for

candidates sitting for the Unified Tertiary Matriculation Examination, administered by the Joint Admissions and Matriculation Board, remained set at 18 years.

Atiku, in his reaction, stated, "To be clear, the Nigerian constitution puts education in the Concurrent list of schedules, in which the sub-national government enjoys more roles above the federal government.

"Therefore, it is extra-constitutional for the federal government to legislate on education in a manner similar to a decree. The best global standard for such regulation is to allow the sub-national governments to make respective laws or rules on education.

The National Chairman of the All Progressives Grand Alliance (APGA), Chief Sylvester Ezeokenwa, has assured supporters of the party that APGA would actively participate in all the off-season election slated across the country, despite its internal leadership crisis.

Ezeokenwa, who addressed a press conference in Abuja, yesterday, said the Supreme Court had provided fresh clarifications on ruling of 24th March, 2023 whose misinterpretation led to the erroneous claim to the leadership of the party by a splinter group.

He said the Supreme Court's clarification would be made public soon in order to put to rest, the misinterpretation arising from the

correction of the accidental slip in its Judgment.

Speaking further on litigations over the leadership of the party, Ezeokenwa said there was no record that a court anywhere Nigeria has conferred recognition to Edozie Njoku or any of his "co-travellers".

Rather than rule in favour of Edozie Njoku, he said the Supreme Court affirmed the judgement of the Appeal Court that sat in Kano which recognised Chief Victor Oye as the substantive national chairman of APGA.

The statement added, “Bode George himself should also turn his attention to counselling Tinubu to reassess some of his ill-advised policies that have deepened poverty and divisions in our country instead of prioritising the politics of 2027.” George, who opposed Atiku in the 2023 election, had insisted that his ambition to contest in 2027 would be inordinate and that a southerner must occupy the office of Nigerian president from 2023 to 2031. This, according to him, was "because that is the reality of our country, PDP constitution and our polity”.

The former military governor of Ondo State (1987 - 1990) said in a statement that even in 2027, Atiku would be 81 years "and this is the time for him to embrace the President Joe Biden concept of allowing the younger generation to run for the highest office in the land”. So, what am I looking for in public office as an octogenarian? The same principle should apply to Alhaji Abubakar.

Akwa Ibom State Governor, Umoh Eno, while declaring the conference open, appreciated the progressive restructuring of the Nigerian Army, and urged the service to maintain the trajectory.

Obi, Otti Call Expanded LP Stakeholders’ Parley on September 4 over Leadership Crisis

Presidential candidate of the Labour Party in the 2023election, Peter Obi and the only elected governor of the party, Alex Otti of Abia State, have summoned an expanded stakeholders meeting of the party for September 4 over the lingering leadership crisis.

The expanded stakeholders meeting according to a statement by Obi and Otti, is to holder in Umuahia, Abia State.

Though the agenda of the meeting was not stated, it is not unconnected to the leadership crisis rocking the Labour Party since its March 29 national conventions that was boycotted by major stakeholders.

The Nigeria Labour Congress and the Trade Union Congress were contending the leadership of the party with the Julius Abure-led National Working Committee of the party.

Following the non-invitation of Labour party to its official assignments by the independent National Electoral Commission (INEC), Otti had asked the Abure-led party to summon a meeting of the National Executive Committee (NEC) for August 31 to discuss the problems affecting the party.

But the Abure leadership kicked against the idea, claiming that there was no need for such as the present executive committee headed by him was properly constituted.

Rather, he set up a disciplinary committee and threatened to discipline erring members. He claimed

that INEC, the regulatory body of political parties, had not written to reject the national convention of the party that took place in March 29.

Last month, INEC, reacting to a letter dated July 18 2024, by the acting National Secretary of INEC Harilu Aminu and addressed to Messer Steve Adehi (SAN) of Number I, Dutsima Close Area 1, Garki Abuja, said the commission did not monitor the Nnewi convention of the party.

It was learnt that Steve Adehi, SAN, had written to INEC to obtain the true status of the Julius Abure-led party's national convention and also requested for the certified true copy of the Labour Party domiciled in INEC.

In response to the letter, the acting National Secretary of INEC in a letter dated July 18 2024 said, "The Commission has received your request for Certified True Copy (CTC)of the monitored report of Labour Party Convention at Nnewi, Anambra State held on the 27 day of March,2024,and the Labour Party Constitution.

"The Certified True Copy of the Labour Party Constitution has been forwarded to your firm earlier.

"Regrettably the Commission did not monitor the Labour Party Convention of 27 March,2024 and cannot therefore report on the convention.

Harilu Aminu, Ag. Secretary to the Commission," the INEC letter to Steve Adehi stated.

It was in view of this that the duo of Obi and Otti had summoned an

expanded stakeholders meeting to resolve the lingering crisis in the party.

According to the statement, those invited to the expanded meeting included "three representatives of the Nigerian Labour Congress, who are

members of the National Executive Council of the Party.

"Three Representatives of the Trade Union Congress who are members of the National Executive Council of Labour Party. The Vice Presidential

candidate of the 2023 election, the Deputy Governor of Abia State.

"All serving and former Senators who are members of the party. All serving and former members of the House of Representatives who are

members of the party.

"All serving members of Houses of Assembly of States, members of the Abure-led National Working Committee of National Chairman, and Deputy.”

Over 500 Film Producers to Converge on Ilorin for 16th BON Awards in November

Kwara State Governor and Chairman Nigeria's Governors Forum (NGF), Alhaji AbdulRahman AbdulRazaq, yesterday, said at least 500 top film producers, actors and active members of the film industry would converge on Ilorin, the state capital, this November for the 16th edition of the Best of Nollywood Awards.

Speaking in Ilorin while receiving the hosting rights of the award at the iconic Sugar Factory Film Studio, AbdulRazaq said the studio had been built to take the Nigerian creative industry to the next level through cutting-edge with post-production capabilities.

“We are honoured to be given the hosting rights for this year's event (Best of Nollywood Award).

"As you can see, Kwara is ready to dominate the film industry. The intention for this Sugar Factory

Film Studio is to take film production in Nigeria to another level.

“What we have seen in Africa and globally is that what we are producing (in Nigeria) are mostly videos.

"We want to move to another level of cinematography so that we can win global awards in film production. This is a reason for this facility,” he said.

The brief ceremony was attended by top government officials and some Nollywood stars from within and outside the state.

AbdulRazaq, however, said hosting the BON Award would further market the Sugar Factory Film Studio to the movie industry, whose legends were coming for the event later this year.

“This is stage one of this facility. We intend to go to stage two and three, but we want stage one to be put in use.

"So, marketing this studio to the film industry is part of hosting

this event and we will be glad to welcome at least 500 of the top film producers and active members of the film industry that day.

“Kwara State is the place to be. We know that this place will definitely be a catalyst for future production in the film industry. I welcome you to Kwara and to the future in the movie industry in Nigeria.”

He said the state was intentional about building a strong service and hospitality economy in phases to draw in quality human traffic, adding that, facilities like the Film Factory, visual arts centre, international conference centre, and the Kwara Hotel were a part of

the plan. Earlier, the Managing Director, Sugar Factory Film Studio Olugbenga Titiloye, commended the governor for the huge investment in the facility and others, which he said would generate employment and revenue for the strategy. He said Kwara was picked to organise the next event because of its peaceful atmosphere and the exceptional investments of the administration in the creative industry. He said the Best of Nollywood Awards has always been a big event, and that close to 500 top film producers would attend the next edition in Kwara.

In another development, the governor has approved the appointment of Dr (Barr) Fred Latimore Oghenesivbe, as the Director-General, Delta State Orientation and Communications Bureau.

Approval for the appointment was contained in a letter signed by the Secretary to the State Government (SSG), Dr Kingsley Emu, stating that the appointment took effect from 19th August, 2024.

Until his new appointment, Oghenesivbe was the Executive Assistant on Orientation and Communications/Head of Orientation Bureau, a position he held for about ten months.

The Katsina State Government, in collaboration with security agencies, has unveiled a 30-day continued operation in 19 local government areas of the state to protect lives and properties of the citizens.

Commissioner for Internal Security and Home Affairs, Dr. Nasiru Muazu, disclosed this in a statement Tuesday night after an expanded state security council meeting at the Government House.

He said the 30-day continued security operation would be carried out simultaneously in the 19 local governments of Jibia, Batsari, Safana, Danmusa, Kankia, Faskari, Dandume, Sabuwa, Dutsin-ma, Kurfi, Kankara, Musawa, Matazu, Malumfashi, Danja, Bakori, Funtua, Charanchi and Batagarawa. He explained that the state government and security agencies unanimously agreed to empower the affected local government councils

in order to provide modalities for security operations, emphasising strong community-based intelligence gathering mechanisms. Muazu added that the meeting equally adopted the implementation of a community-based approach to security, leveraging local intelligence and participation, and activation of the four-tier security structure established by Katsina State law to galvanise coordinated community-based security operations.

“These measures represent a comprehensive and collaborative approach to tackling the security challenges facing our communities.

The Katsina State Government is committed to ensuring the safety and well-being of all residents and will spare no effort in implementing these resolutions.

“We urge all citizens to cooperate with security agencies and report any suspicious activities in their areas. Together, we can build a safer and more secure Katsina State.”

Gbajabiamila: Hajj Commission Needs Complete Overhaul, Systemic Reformation

Chief of Staff to President Bola Tinubu, Hon Femi Gbajabiamila, has called for reforms within the National Hajj Commission (NAHCON) to address the issues of negligence, maltreatment of pilgrims and late preparation for the pilgrimage exercises.

He was in company with his deputy, Ibrahim Hadeija.

The two top presidency officials made these remarks yesterday during a fact-finding visit to NAHCON headquarters in Abuja as part of their engagement with government agencies under the supervision of State House.

They had earlier visited the National Emergency Management Agency (NEMA), where Gbajabiamila highlighted the potential role of states in providing funding to the Agency through an insurance scheme or other means.

Addressing the challenges facing NAHCON, Gbajabiamila said, ''This is a Commission that should not be found in any controversy, simply because of its mandate and what it represents. It's a religious commission.

“It's a commission that is set up to fulfill religious and spiritual obligations for men and women of faith.

''So, we are always surprised, even from the time when I was a Speaker, when issues that should never come up, arise in relation to this Commission.

“Pilgrims travel every year to

fulfill an Islamic religious obligation. Not only that, when they're there, they're there as ambassadors of Nigeria.

''As ambassadors of Nigeria, it is expected that they will carry the emblem and the flag of Nigeria on their full chest to represent, and to show both in demeanor and conduct who and what we are.

“But many times, our pilgrims and fellow Nigerians face maltreatment or lack of proper organisation from this commission, and they end up sometimes not conducting themselves the way they should.

''The buck stops at the table of the Commission and you must accept responsibility for what goes on here and in Saudi Arabia when Nigerian pilgrims are there,'' he said.

Commenting on the recent controversy in the Commission that led to the appointment of a new Executive Chairman, Gbajabiamila urged the management staff to work closely with the Office of the Vice President, overseeing the agency, to identify past mistakes, make corrections and ensure seamless operations for pilgrims.

''What happened has happened and we are here to chart a way forward. It is time that the system of the Commission is reformed in such a way that it aligns with Mr. President’s Renewed Hope Agenda,'' the Chief of Staff said.

Gbajabiamila expressed optimism for a new chapter in the Commission's operations, stressing that, ''Hajj is not supposed to cause pains to

the pilgrims.''

Deputy Chief of Staff also echoed his principal’s position, emphasising the need for early preparation for Hajj operations.

''Hajj is essentially a big-logistics operation. I was involved in the 2024 operation, and one of the key lessons learned is the need for early preparation.

''Nigeria has the largest quota of pilgrims from Africa, and we have

countries whose quota is less than the number from a state in Nigeria.

'The Hajj Commission also needs to be more transparent in informing pilgrims what they are paying for,'' Hadeija said.

In his remarks, NAHCON’s Executive Commissioner, Policy, Personnel Management and Finance, Malam Abdulrazak, called for an overhaul of the Commission’s accounting system and improvement

of federal character representation within the organisation.

''The Commission is described as a national entity, but the federal character is not fully represented. If you go through the nominal roll, it is dominated by a particular region,'' he said.

At NEMA, the Chief of Staff stressed the need to shift disaster management in Nigeria from a reactive to a proactive approach.

''The mandate NEMA has is two pronged: prevention of disaster and mitigation of disaster. But it appears that we concentrate more on mitigation and leave the other side of the mandate, which is prevention. ''In turning the page, we must look more closely at the area of prevention because a lot these disasters can be prevented,'' he said.

Naval Rating Abdurasheed Mohammed, a seaman, was yesterday paraded by FCT Command for killing the son of former Chief of Naval Staff, Vice Admiral Ishaya Ibrahim rtd, at Maitama District in Abuja.

Addressing a press conference during the parading of no fewer than 97 suspected terrorists and criminal elements arrested within Abuja, the Commissioner of Police FCT Command, Benneth Igweh, averred that the operatives of FCT Command, on routine stop and search operation on Sunday

18 August 2024, apprehended Abdulrasheed Muhammed, a naval seaman in a black colored Prado SUV.

He said that during questioning, the suspect could not give a satisfactory explanation as to how he came about the vehicle, adding that the police operatives took him into custody and their preliminary investigation revealed that the suspect was a seaman of the Nigerian Navy on guard duty at the residence of a retired Naval officer and the vehicle belongs to late Aminu Ibrahim - the son of late Vice Admiral Ishaya Ibrahim a former Chief of Naval Staff, who

was killed and his Prado SUV snatched on 18/08/2024 at River Benue Street Maitama.

The commissioner said: "While in custody, the suspect attempted to escape from but was promptly rearrested. He freely confessed to being a member of a three-man gang who specialize in armed robbery/snatching of luxury vehicles and selling them off outside the FCT. They have carried out three operations successfully so far".

Igweh said that efforts are ongoing to apprehend the remaining three gang members currently at large.

pected killer during the parading, he confessed to the crime. The Rivers state government led by Governor Siminalayi Fubara has been urged to improve on the payment of gratuity and pension arrears for its retired civil servants in the state. The state chapter of the Nigeria Union of Pensioners (NUP), made this call in Port Harcourt, while speaking with journalists on their plight.

Governor Fubara had during the opening event for the 2024 Rivers State Civil Service Week, disclosed that the state government now pays N2 billion monthly to offset the backlog of pension and gratuity to retired civil servants.

Fubara, who was represented by the Secretary to the State Government, Dr Tammy Danagogo, at the event explained that he decided to increase the payment from N1billion monthly to N2billion to clear the backlog as well as ensure effective implementation of payment of gratuities and pensions to retired civil servants.

However, Chairman of the NUP, Mr. Collins Nwankwo, who lauded the governor for the promise to up the pension benefits, urged the government to prioritise paying full benefits to retirees with smaller entitlements, for them to make effective use of the funds.

NACAT Condemns Rampant Arrest, Abduction of Journalists by Security Agencies

A civil society organisation, the Network against Corruption and Trafficking (NACAT) has condemned in strong terms the rampant arrest and abduction of investigative journalists across the country.

It said the trend portends a drift to authoritarianism which it said undermined the core principles of democratic rule.

It said the development also violates the fundamental rights enshrined in both the Nigerian Constitution and international human rights instruments.

“We have been watching with disdain, the alarming trend of arrests, detentions, and harassment of investigative journalists by the

“This egregious assault on press freedom not only undermines the core principles of democracy but also violates the fundamental rights enshrined in both the Nigerian Constitution and international human rights instruments.

“For the records, section 39 of

the 1999 Constitution of Nigeria guarantees freedom of expression and the press,” it said.

Teams Leave for South Africa Sad but Determined

Nigeria’s Under-18 teams in the boys’ and girls’ categories of the FIBA Africa U18 are billed to leave the country for South Africa on Friday as teams get ready for the tip-off.

The boys are travelling from Abuja while the young ladies will leave via the Murtala Mohammed Airport in Lagos.

The players, their coaches and the Nigeria Basketball Federation (NBBF) officials have expressed their determination to return home with tickets to the World Championship.

Despite the determination of the players, it was learnt that the trip is a low-key budget one for the teams.

Sources in the federation hinted that NBBF officials have had to scratch all over the country to raise the needed funds for the trip from private sources as they could not get any assistance from the Federal Ministry of Sports Development.

A member of one of the NBBF’s committee who spoke on the condition of anonymity because he was not authorised to speak said on Wednesday in Abuja that the objective of putting together the team will be met.

“We can’t play with the same set of D’Tigress and D’Tigers forever

and so we have to keep building up junior players for the future.

“Winning the trophy in South Africa, if that happens, can only be a bonus. The objective is to get a lot of our young players exposed and upgraded; We are not doing this programme for immediate results and surely it is continuous,” revealed the top basketball source.

The Nigerian U18 teams got the African tickets after winning the FIBA Africa Zone 3 competition in Abidjan earlier this month while the Olympics was ongoing in Paris.

Followers of sports in Nigeria had hoped that the team would get some financial support from the sports ministry especially because it is a developmental programme but unfortunately, they are getting no support.

Nigeria is in Group B with Angola, Egypt and Uganda at the 2024 FIBA Africa Men’s U-18 Basketball Championship, which tips off September 2 in Pretoria, South Africa.

The finalists of the FIBA U18 AfroBasket 2024 will represent Africa at next year’s FIBA U-19 Basketball World Cup in Switzerland.

Record Entries Expected for GCU Relays

Whilst awaiting the official flag-off and portal opening for invitations and entries of the Sixth edition of the GCU Relays 2024, regular participants at the annual InterCollegiate Athletics Competition, have inundated the organizers (Government College Ughelli Old Boys Association, Worldwide) with enquiries and outright submission of entries.

Perennial participants and previous winners of the One Day Track Meet, Hussey College and Federal Government College, Warri, have

led the charge.

Although the GCU Relays are originally meant to be Invitational, with correspondences to Legacy Schools, Pan Nigeria, increasing demand for participation by schools, outside this bracket, has ensured an open window for some schools to feature after critical screening and assessment. Schools in this category fall within the geographical proximity of GCU, whilst a few have come from distant locations, such as Yewa College, Ilaro, at the second edition.

Still, the organisers are conserved with the integrity of the GCU Relays and the need to checkmate and screen out desperate mercenaries.

‘’We have noticed the huge interest shown towards the GCU Relays, over the years. Yet, we are mindful of the mercenary tendency by some schools’’, PGWW Chief Albert Akpomudje, SAN disclosed, adding ‘’although the original intent of the GCU Relays, was Invitational, based on the deluge of entries from non-invited schools, we cannot shut the gate’’.

The Sixth edition of the GCU Relays holds on November 9th 2024, at the school's Tartan Tracks, now in some need of remedial maintenance that can only be affected by the Donors- NNPC/SHELL Development Company. Fundamental to the GCU Relays, is the development of outstanding secondary school Athletes for schools and the Nation. Tracks Stars, Godson Oghenebrume and Sunday Akitan are products of the GCU Relays, which now hug the national limelight.

Following the success of the inaugural National Cadet Invitational Championships, former Commonwealth and African champion Atanda Musa has reaffirmed his commitment to revitalizing table tennis in Nigeria.

Musa, who bankrolled the twoday national cadet tournament, expressed satisfaction with the quality of play displayed by the participants. He pledged to make this tournament an annual event on the Nigeria Table Tennis Federation (NTTF) calendar.

The top 16 boys and 16 girls from the 5th Efunkoya Cadet Championships were invited to the maiden Atanda Musa Invitational Championships, hosted by the Lagos Country Club.

The finals were attended by former table tennis stars, including two-time African champion Kasali Lasisi and Lagos State Commissioner for Information and Strategy, Gbenga Omotosho.

Tinubu: No Place to Hide!

To say that the administration of President Bola Tinubu is enmeshed in a crisis of credibility is to put the situation mildly. For a man who got to office with a statistically narrow mandate of 37 percent of total votes cast, many expected Tinubu to rise above himself in order to establish an enduring legacy. That expectation now appears misplaced. Even more worrisome is that despite being in a ditch, the president and his handlers continue to dig by displaying a behaviour the Yoruba would describe as “tani o mu mi”. As I once explained on this page, it is the kind of impunity that carries a certain sense of hubris, not only for the perpetrator(s) but also for the larger society. It all began with a report in TheCable, which supplied the proof for what most already suspected or knew: The federal government has been spending trillions of Naira to pay for fuel subsidy even when officials continue to parrot the presidential deceit that “subsidy is gone.” Then, former Vice President Atiku Abubakar released a scathing statement that Nigeria “has been effectively mortgaged to President Bola Tinubu, his family, and associates,” citing how the Nigerian National Petroleum Company Limited (NNPC Ltd) allegedly put its retail arm under the control of OVH, which he claimed (it has been disputed by NNPC Ltd) is controlled by Wale Tinubu’s Oando. These issues were still playing out when Nigerians got to know that a new presidential jet had been surreptitiously purchased by a government that has been doubling down on policies that make life difficult for the ordinary Nigerian. “The new plane, bought far below the market price, saves Nigeria huge maintenance and fuel costs, running into millions of dollars yearly,” was all the explanation from the villa, even when Nigerians still don’t know the cost of this plane and how it was acquired. And we probably would not have been informed about it had the Chinese firm, Zhongshan Fucheng Industrial Investment Co Limited, not impounded three presidential aircraft in Paris, following the order of a French court on their dispute with Ogun State. It was the court that included one ACJ330-200, 5N-FGA (msn 1053), “recently bought from AMAC Corporate Jet (AMK, Zurich) and still stationed at Basel” while authorising the bailiffs “to go any place where the aircraft registered 5N-FGU, 5N-FGT and 5N-FGA are located and seize them.”

That was how Nigerians got to know that we have a new presidential jet. The aircraft, we would later learn, was released as an act of benevolence to our president by the Chinese company so that it would not affect his travel plans, including to China next week for the Forum on China-Africa Cooperation (FOCAC) summit. Incidentally, I am currently in Chengdu, Sichuan Province of China for the 2024 Media Cooperation Forum on Belt and Road where I was among the speakers yesterday on the theme, ‘Enhancing media cooperation for common development.’ I will also be attending the 3rd Belt and Road News Network (BRNN) Council meeting today before heading back home on Sunday.

In his column last Sunday explaining how Tinubu’s fuel subsidy reform efforts unravelled, Waziri Adio concluded that for the administration, “an open acknowledgment” that subsidy is still very much with us “is a necessary starting point, for you cannot address what you haven’t even accepted exists or is a problem.” And

“after coming clean, the government needs to level up with Nigerians about how it plans to manage the subsidy in a transparent and accountable way.” But that is precisely where the problem lies: This president is exhibiting a contempt for transparency and accountability in the conduct of government business. We saw that with the award of the contract for the multi trillion Naira Lagos-Calabar Coastal Road project and the manner several budgets are running concurrently.

So much has been said about Tinubu’s political acumen and the fact that he plotted his way to power without being beholden to any interest. That may well be true. But a leader must embody not only political skills to secure power but also the right values that would enable him to govern in the interest of the public good. When a president calls citizens to a greater national purpose or makes decisions that are broadly seen as driven by good impulses, according to Michael Hogue, they can drive extraordinary results. “He’ll have the public on his side, even when many people disagree with his policies if what he is pursuing is fair, instils pride in national action, or serves laudable goals.” While Hogue’s thesis may be on the American presidency, the moral authority he canvasses is indeed true of all presidencies.

Due to the policy choices being made by the Tinubu administration - which may not necessarily be wrong but have been implemented in a cavalier manner, Nigerians have had to bear an unprecedented hardship occasioned by astronomical costs of goods and services in the past 15 months. Effectively, local air travel has been placed beyond the reach of most Nigerians as can be glimpsed from industry statistics. We pay several times more at the pump than at any time in history. Electricity tariffs have gone through the roof, regardless of whether one is categorised under Band A, B or F. Parents have had to withdraw their children from schooling abroad following the collapse of the Naira. And any middle-class professional who doesn’t know the prices of basic foodstuffs like garri, rice, tomatoes etc. in the market must belong to the Godswill Akpabio exclusive club of those who are “eating”. Unfortunately, the president believes he can continue to live like an emperor and revel in ostentatious lifestyle at a time millions of Nigerians are attempting to cope with harrowing times. I saw this quite early, in fact within the first month of the administration and I warned in a column, ‘My convoy is longer than yours’, following his first official visit to Lagos. “What was on display is a metaphor for profligacy and abuse of public resources that have come to define officialdom in Nigeria,” I wrote in response to the video of his long convoy of vehicles, which was posted on social media by a bragging supporter of the president. “The real issue is whether a government that preaches sacrifice can continue with such indulgence, especially at a period when many people are going through hard times.”

I then stressed the need for President Tinubu and his handlers not to misread the public mood. “That he has used his honeymoon period to strike when the iron is still hot on two critical policy issues may have earned him momentary applause on decisive leadership. But there are no predictable outcomes for those choices in an environment where several variables are beyond his control. So, there is a need for caution,” I counselled in what has turned out to be prescient before I concluded: “While human nature predisposes people to act mostly in pursuit of self-interest, the essence of government is to subordinate the personal convenience of individuals to the imperatives of the common good. Yet, the crisis of present-day Nigeria is that there is little in our code of public conduct that encourages moderation or sacrifice. Rolling back conveniences, no matter how little, are usually some of the first steps public officials take when their country battle economic

On that score, he should own up to the fact that we continue to commit enormous resources to paying fuel subsidies. Nigerians also want to know how much was paid for the newly acquired presidential jet and the process through which it was procured. When citizens see leaders being honest and open, trust and loyalty flourish. And that creates a sense of ownership without which no reform measures can succeed. Meanwhile, it would seem the administration thrives on announcing policies by whims, with little thought to implementation. In February, an eight-man committee headed by the Secretary to the Government of the Federation (SGF), George Akume was given a 12-week deadline for the full implementation of the Oronsaye Report through mergers, scrapings, and relocations of some agencies. That, of course, was after Tinubu had created more ministries than any previous administration. It is therefore no surprise that more than seven months after that sensational announcement, nothing has happened. Now, the Chief of Staff to the president, Femi Gbajabiamila, is saying there is no timeline for implementing the Oronsaye Report!

The president and his handlers must understand that public officials who believe in their invincibility are poor students of history. Malcom Gladwell, famous American journalist and author made that point rather poignantly in his book, ‘David and Goliath’. Power, according to Gladwell, has an important limitation. “It has to be seen as legitimate, or else its use has the opposite of its intended effect”, which may then come with dire consequences. I stated earlier that Tinubu has elevated himself to the status of ‘Ta ni o mu mi’. But the danger with ‘Tani o mu mi’—a strange place where both the codes of morality and the boundary between right and wrong have simply disappeared—is that it is a two-edged sword.

Having achieved presidential power and the unlimited privileges that go with it in Nigeria, the dominant school of thought is that Tinubu has reached the destination he longed for. That may well explain why he is courting authoritarianism with the acquiescence of a pliant National Assembly and the seeming resignation of a docile populace. But I still want to believe that we are misreading the president. He must know what he is doing, and I therefore expect he will end up on the right side of history. From 1992 when he was a Senator during the aborted Third Republic of General Ibrahim Babangida to his period as Lagos State Governor and then as a private citizen, with enormous political clout, I have had the privilege of close personal interactions with Tinubu. And if those experiences count for anything, it is that Tinubu is empathic and is interested in the welfare of the people and the broader good. But if I am wrong, and all his exertions in the last two decades were to become president of Nigeria as an end in itself, or simply to enjoy the trappings of the office, then there can be no greater tragedy. For him, as well as our beloved country.
