Market Update by Kerrie Carlyon, Director and Senior Mortgage Adviser - March 2015 The Jersey property market continues to be active, and completions through the Royal Court each Friday have increased, although fortunately there is no evidence of panic buying or gazumping, as the amount of stock that is available is sufficient to satisfy current demand. It is anticipated that this situation will continue, as many more properties are likely to be put up for sale as confidence returns.

QUARTERLY HOUSE PRICE INDEX The Statistics Unit of the States of Jersey produces a quarterly House Price Index that records market trends and the most recent figures just released for Quarter 4 of 2014 show that the Index was 3% higher for that year than it was for 2013. Interestingly, this figure rose to 5% when the last quarters only were compared, and this reflects the increased activity that was witnessed in the period from September to year end. Average figures can so easily be misinterpreted by media reporting, as the report confirms a mean price of a three bedroom house as being £502,000, which is bad news for most First Time Buyers (FTB), whose average salaries and savings dictate that they are unable to afford to purchase at a level any greater than approximately £400,000. In a welcome departure however, the report goes on to analyse the mean prices of FTB properties sold in 2014, placing a figure of £411,000 against these, and in doing

so creating a more realistic challenge for this essential sector of the property market.

WHY NOT CONSIDER A REMORTGAGE?

BASE RATE INCREASE – A LOWER PRIORITY?

In recent years, the focus seems to have been on new lending for market entrants and also home movers, with those who already have a mortgage being ignored. In the UK millions of existing borrowers are languishing on their lender’s standard variable rate, which you will see from our chart ranges from 2.5% right up to 6.8%.

The all important question of Bank of England base rate and when this is likely to rise seems to have become less of a priority in recent months, and with UK inflation now down to 0.3%. Mark Carney, the Bank’s Governor tells us that he cannot see rates increasing much before Spring 2016 and hasn’t ruled out a further reduction in base rate, even though this is highly unlikely! The Bank expects inflation to return to its 2% target by 2017 and in doing so, base rate will have to increase, probably by increments of 0.25% at a time. The impact of a low base rate continues to be reflected in extremely low mortgage interest rates from the majority of lenders in Jersey – we aren’t exactly spoilt for choice, as there are only five banks who are actively lending.

THE LARGER THE DEPOSIT, THE LOWER THE RATE Out of these five, we have some serious contenders who are putting a smile on the faces of most people who are able to obtain mortgages from them. The larger the deposit, the lower the interest rate and from our chart it is apparent that anybody with a 40% deposit can obtain bargain rates ranging from discount and tracker options to 5 year fixed rates.

Never has there been a better time to act, as most people seeking to remortgage will be able to access the same rates as though they were new customers. With a lower mortgage requirement, their loan to value should access the extremely low rates on offer. This exercise doesn’t come without a cost however, although with the option of adding the fees on to the new mortgage, the resultant monthly savings will still make the effort extremely rewarding. This would also present a great opportunity to consolidate existing high cost borrowings which might range from an overdraft, personal loan, hire purchase and credit card debt, with many of our clients seeing monthly savings of well over £1,000 – better than a pay rise!
