Market Update by Kerrie Carlyon, Director and Senior Mortgage Adviser - August 2015 Keeping an ever watchful eye on what the Bank of England are up to, the latest market predictions suggest the first rise in the UK Base Rate will be around May or June 2016. The market has shifted slightly since May when it was suggested the first increase would come in August or even September next year.
pricing even a modest three bed house out of the range of most young couples. As the recession bit, so prices started to fall, and now that prices would appear to have bottomed, and interest rates are at their lowest, most FTB’s don’t have the confidence or even the required deposit to enter the property market.
The ever changing situation in the rest of the world, and in particular Greece, is likely to move this deadline again, especially as the strengthening UK economy will increase the need for higher base rates in due course.
FINANCIAL HELP The exceptions to the rule have always been the generous assistance that many receive from their parents in providing the deposit and helping cover the cost of legal fees and stamp duty. Unfortunately, whilst not everybody can access the bank of mum and dad, help is at hand with a 100% Guarantor mortgage, but only if there is a Jersey or Guernsey based property- owning parent, or very close relative to provide the guarantee.
Even after the first rise, the market is pricing in slow increases, with an expectation that a rate of 1% will have been reached by the end of 2016 and 1.5% by the end of 2017.
FIRST TIME BUYERS AT A DISADVANTAGE We continue to see exceptionally low rates of interest across the board for both variable and fixed rates, although the borrowers who suffer most will always be First Time buyers ( FTB’s ) and those with no or a low deposit who must acknowledge that their interest rates will always be higher, due to the perceived greater risk by mortgage lenders. FTB’s have had a rough time since 2007 when house prices started to increase too quickly,
90% FIRST TIME BUYER OPTIONS The lenders in Jersey who provide residential mortgages offer a range of 90% options. These are generally at a higher rate compared to what is available to a borrower with a larger deposit. This higher cost of servicing the mortgage is somewhat mitigated by the generous reductions available from the States of Jersey in respect of stamp duty or land transfer tax.
Only when such a scheme is in place will the Jersey housing market be given the chance of properly recovering from its current lacklustre performance. An active property market reflects a vibrant economy and whilst this proposal will inevitably result in property prices rising, this will be a natural by-product of the financial growth that is so essential to the Island’s future prosperity.
