Market Update by Kerrie Carlyon, Director and Senior Mortgage Adviser - June 2015 Whether you are a first time buyer or a home mover, if you are presently looking for a mortgage, rates have never been lower, with a choice of discount, tracker and fixed options that have fallen even lower in the past few weeks. The prospect of an interest rate rise has been pushed into the distance by low inflation, slowing world growth, the oil price slump, the Eurozone’s continuing problems with its members and lots of other areas of uncertainty. Lenders have been steadily cutting rates since the end of summer 2014 and the current crop of fixed rate products now includes the best rates that we have ever seen.

GENERAL ELECTION Immediately after the General Election the Bank of England released its latest report on the economy, with the Bank’s Governor Mark Carney, confirming that base rate is now likely to rise by mid 2016 to 0.75% and will still be no higher than 1.5% in three years time. This statement is the strongest indication yet of what we can expect in the future and is great news indeed for all borrowers, but sadly will prolong the agony for anybody with cash in the bank looking for a decent return.

THE MORTGAGE MARKET REVIEW

AFFORDABILITY IS THE KEY

During the past twelve months we have mentioned on more than one occasion the Mortgage Market Review, introduced in the UK in April last year as a means of restricting the ’’ irresponsible ‘’ lending that helped to create the financial crisis back in 2007/8. The new regulations certainly made their mark, although it was inevitable that their effect would start to be felt in Jersey, having a greater impact on some lenders, whilst others, through better initial planning, were able to cope more easily.

BEHIND THE SCENES All of this activity behind the scenes has gone unnoticed by most borrowers, albeit many may have found that obtaining a mortgage was more difficult than their past experience, having to jump thorough so many more hoops to achieve a satisfactory result. It is not just the new regulations that have had an impact on lenders’ ability to offer a full range of mortgages. We have also recently seen shifts in lending policy that will impact upon the amount that borrowers will in future be able to access, especially first time buyers.
