It is so refreshing these days to be able to open a newspaper and to read positive news about the British economy and the benefits of Brexit. What impact, if any, is this going to have on the housing and lending markets in Jersey?

New found confidence With new found confidence and increased salaries, many people are entering the market with a determination that has not been seen for eight years. Estate agents tell us that asking prices, which have always been subject to negotiation, are now being achieved more frequently, and this will continue, especially in those sectors where a shortage of new properties coming onto the market is already apparent. If this situation continues into the summer, then it is inevitable that prices will slowly start to rise.

Mortgage cheaper than renting The irony of the situation is that frequently monthly mortgage payments are noticeably lower than the rent that would be charged for similar accommodation. This provides clear evidence of the critical need for a well thought out and simple to operate States controlled loan scheme for First Time Buyers, taking the best elements of the now defunct States Loan Scheme and adding features to enable it to cover a wider range of options.

The new scheme, which could be financed by a consortium of high street banks who would lend the funds to the States, would provide up to 100% mortgages to enable young people to become property owners. There would be no reason for the scheme to become a burden on the tax payer, as it could be set up from the outset to be self-funding.

Buy to let investors

Competition amongst lenders

One of these sectors is the one and two bedroom apartments that could be purchased by a number of First Time Buyers who are missing out because they cannot raise a deposit or have the benefit of a gift from family. Many of these apartments are instead being snapped up by Buy to Let investors, who then let them out to the people who should be buying them

In the meantime, the larger mortgage lenders have been competing against each other by offering extremely low tracker and fixed rates, and in total contradiction to forecast trends, we have seen even more competitive rates being offered by some lenders since the beginning of February. The cost of these funds is usually guided by the interest swap rates on the money markets – these have been showing an upward trend since January, so it is more than likely that these ‘’special offers’’ will slowly fade away, to be replaced by ever increasing options in the coming months.

States loan scheme

Interest rates for the future Looking at Bank of England Base Rate, the markets have been pricing in modest increases by 2019 when the rate is expected to rise to 0.75% and this will most certainly impact upon mortgage interest rates across the board. The same advice that we have been offering for some considerable time still applies and that is to buy and borrow now, as the good times aren’t going to last forever!
