Market Update by Kerrie Carlyon, Director and Senior Mortgage Adviser - February 2015 Activity in the Jersey property market continues as more purchasers make the decision to buy for the first time or to trade up to a larger home. It is impossible to foretell whether we are witnessing the start of economic recovery in the Island although it is apparent to our team at The Mortgage Shop that there is much more confidence being shown than has been seen for six years.
RENEWED CONFIDENCE Renewed confidence in the housing market will ultimately result in house prices starting to rise as demand exceeds supply which is not good news for first time buyers struggling to get a foot on the bottom rung of the housing ladder. We don’t feel however that this situation will arrive soon due to the fact that the market has been depressed for so long that the correction will not happen overnight.
NEGATIVE EQUITY A particularly important consideration is that in the lead up to the boom that petered out in late 2008, many hundreds of properties were purchased at exceptionally high prices using 90% mortgages. As values started to slide back, so many of these homeowners found themselves in negative equity which
increased at a worrying level despite the fact that they were at the same time repaying the capital on their mortgages.
HOUSE PRICES House prices would appear to have virtually bottomed out now, although there is still an opportunity to negotiate, and it is not until prices start to rise again that the owners in negative equity can then take their lives off hold and start marketing the properties in which they live. At the moment there is a good selection of property on offer in most sectors of the market and when this stock starts to run out, it is possible that it will then be replaced by fresh stock as owners come out of negative equity. How long this process will take is uncertain, although if the theory is proved, we should not expect to see prices rising for some time.
KNEE JERK REACTION In a kneejerk reaction to the new regulations introduced in the UK last year, banks have removed many of the facilities that were available to borrowers, to include, interest only mortgages, staged payment facilities, the use of rental income, extended mortgage
terms, lending to mature individuals, and the use of guarantors. Whilst the restrictions are in many cases justified, it is a pity that a ‘’rule for all’’ policy has been adopted by most of the lenders who are looking for nothing more than vanilla lending. Lending clearly needs to be responsible and affordable, but not to the point where good business is being turned away.
EVEN MORE COMPETITIVE INTEREST RATES The current situation is unlikely to last forever, as lenders start to review their criteria, deciding that in some cases they have gone much further than the new regulations required and as a result will introduce much fairer underwriting procedures. It is also apparent that a certain element of competition is starting to creep in from most lenders with the introduction of even more competitive rates of interest. This month, discounted variable rates are on offer at 0.99% whilst five year fixed rates are available at a staggering 2.69%.
