Autumn update by Paul Winteridge, The Mortgage Shop - November 2014 The much publicised Mortgage Market Review – MMR, introduced in late April as a new UK regulatory tool, has had a noticeable impact across all levels of lending on both sides of the Channel. Designed to ensure that the days of easy credit are well behind us, MMR has created a totally new lending environment based upon affordability and holding the lender accountable should anything go wrong at some time in the future. Lenders have had to strictly follow the MMR’s guidelines and this has caused lengthy delays, a great deal of frustration and a lot of disappointment, as they have embraced the new regime, carrying out much work behind the scenes, improving staffing levels and competence and beefing up procedures and systems.
New lower rates With most of the hard work behind them, lenders can now focus on driving the mortgage market forward, taking advantage of a dip in the money markets as well as a desire to start competing again for the first time in six years. Across the board interest rates have been falling and special offers have been introduced. What we were describing six months ago as stunning rates of interest,
especially those that are fixed for three, or better still five years, are now old hat, as even lower options are being introduced by most lenders – starting from 1.49%. Catch them while you can, they surely can’t get better than this!
Why move now? Bank of England Governor Mark Carney has suggested that we are closer to a base rate rise, although many home owners are still not particularly keen to remortgage or convert off their exceptionally low tracker rates. This is perfectly understandable – remortgaging in Jersey can still be an expensive process and why move into a fixed rate and spend perhaps another £250 to £500 a month when one doesn’t have to? Until the base rate increases it is hard to anticipate the rush to fix from millions of borrowers throughout the British Isles, by which time the current flush of fixed rates will have probably been replaced by more expensive options, due to the impact that an increased base rate will have on the financial markets that control fixed rates. Our advice, as ever, is to seek independent mortgage advice from a professional.

Moving to a fixed rate – the risk averse option Existing borrowers who prudently wish to get their finances organised before the rush, will be rewarded by a range of very competitive fixed rates. Despite being cheaper, two or three year fixed options may not represent good value in the medium term, whilst five and possibly even a ten year fixed rate will most certainly give peace of mind for a realistic period of time. However, be mindful of early repayment penalties and the ability to transfer the value of a fixed rate from one property to another. Again seek independent professional mortgage advice to determine the best option for you. Most economists and market commentators now maintain that base rate will not increase until the first quarter of next year, possibly at the beginning of February. It must be emphasised however that most experts have got things totally wrong during the past decade, so carry on watching this space.
