Local Market Review by Paul Winteridge, The Mortgage Shop - October 2014 Every quarter, the States’ Statistics Unit publishes the results of its ongoing survey into average house prices in Jersey. The figures make fascinating reading and give an interesting insight into the ebb and fall of the local economy, with comparisons being drawn between Jersey, Guernsey and the UK.

House price statistics for second quarter

A disincentive? A healthy housing market thrives on first time buyers entering that market and we could argue the last thing that the States should be doing is giving out the wrong message to the very group of potential homeowners that they should be encouraging to climb on to the property ladder.

The reality

The latest figures for the second quarter of this year give the impression that Jersey has not suffered greatly from the recession, although it must be remembered that the States Assembly is also using these as one of its tools when formulating new policy and it is at this stage that they can become quite misleading especially when read by potential first time buyers and home movers.

In reality, the selling prices of many properties in most of the categories is significantly lower than those shown in the official statistics, as can be seen from the chart below:

Not the best guide The statisticians tell us that the figures are “mix adjusted” each quarter, so as to take into account of any exceptionally large or small transactions that could create an imbalance. The trouble is that in most of the flat and house categories the number of bedrooms is not the best guide to use, as location, total floor area and finishes and fittings can make a mean comparison virtually worthless.

higher value property in the same category, but the message must be put across to First Time Buyers and to home movers that they should not be deterred by the higher figures that are sometimes quoted in the media. There are plenty of flats and houses out there well below the mean prices quoted in the statistics as well as opportunities to acquire property at a reduced price, that may be in need of some minor repairs or upgrading.

Bank of England Base Rate The Base Rate has been held at an all time low of 0.50% since 5th March 2009, although the signs are there that things will have to change sooner rather than later, with the consensus being a rate rise some after November 2014 and before June 2015. Two, three and five year fixed rates are there for the picking and with the introduction of a very attractive ten year rate fixed at 4.49%, there is plenty of choice for everybody.
