of property available from all estate agents and house prices are unlikely to rise until that stock starts to diminish. When that stage has been reached, demand will start to exceed supply and house prices will begin to rise.
According to latest market predictions, Bank of England base rate, pegged at 0.5% for more than six years, will remain fixed until at least September 2016. Even after the first rise, the market is pricing in only very slow increases, far slower than seen in previous cycles of rising rates, and not expecting a return to 3% until 2025.This is great news for borrowers, a whole generation of whom have never experienced what ‘’normal’’ interest rates cost.

A BUSY TIME IN THE JERSEY MARKET Despite it being the end of summer holiday season, we continue to receive many enquiries from people who are being very positive about their future. Estate agents, lawyers and surveyors all tell the same story and it will be interesting to see how things pan out in the last four months of the year. This increase in activity is being created by buyers who, with greater perceived job security and rising salaries are now returning to the market for the first time in nearly seven years. There is currently a good stock
The local property market has been dented badly by the recession, which saw prices fall from 2009, continuing through to this year, but with signs in recent months that the market has finally bottomed out. The Jersey House Price Index, prepared quarterly by the States’ Statistical Unit, paints a much more positive picture. In 2002 when the Index was first launched, the average cost of a one bed flat was £170,000 – by the second quarter of 2015, this had now risen to £216,000, representing an increase in value of 27%. A three bed house in 2002, averaged £330,000, and this has now increased to £503,000 – an increase of 52%.
EVEN LOWER INTEREST RATES Lenders have been busy in recent weeks looking at the rates that they have available and in every case when a change has been introduced, this has been to an even lower rate than was previously available. Lending criteria is also being constantly reviewed and
Figures released recently by The Council of Mortgage Lenders in the UK show that mortgage brokers’ share in the market has increased, with introduced loans amounting to 69% of all new mortgages in the second quarter of this year. This figure is the highest since 2007, when brokers had a 68.5% market share. These figures validate the claims that brokers provide a quicker and more supportive advice process, although due to the current level of activity in the Island, service levels at the lenders have suffered, as backlogs of mortgage applications and to a lesser extent valuation instructions have built up because of the holidays.
