Mortgage market update by Paul Winteridge, The Mortgage Shop - August 2013 In July, two important pieces of legislation were introduced without anyone really noticing, despite the fact that both will have an impact one way or another on everybody who lives in the Island.
NEW HOUSING REGULATIONS
The first of these, on the 1st July, saw the introduction of the Control of Housing and Work (Jersey) Law 2012. The changes embodied in this law will make the occupation of property and the employment of new staff that much easier to understand and to implement. The four new categories will remove the current alphabetical designation from ‘a to h’, ‘j cat.’ and ‘k’. In addition, the terms ‘qualified’ and ‘non qualified’ will also disappear, to be replaced by: l
Registered - previously unqualified,

Licensed - previously ‘J cats’,
l

The Social Security and Population Offices will be administering the scheme and no action has to be taken by anybody unless they are applying for new employment, planning to rent or buy property, or are 16 or older and have just moved to the Island and have been resident for 3 months.
15% deposit from the States that has to be repaid over a term of twenty years (or sooner if the property is sold), will be at an interest rate of zero percent . This is great news, as it means that the additional monthly cost of the borrowing will be kept to the absolute minimum.
Once residential status has been gained, this will be retained for life.
For the three property types that the scheme has used as illustrations, the monthly cost of the repayment of the maximum 15% mortgage in each case will be.

BASE RATE PROJECTIONS The projections for Bank of England base rate this month indicate a rise in the summer of 2015, rather than the earlier predictions of 2016, even 2018. The return to growth in the British economy, the extremely strong performance of the stock markets, the arrival of Mark Carney as The Bank of England’s new governor and the on/ off crises of failing members of the EU, will all have an impact on future predictions, with the result that all borrowers should keep a constant eye on the situation. At present exceptionally low rates of interest have become the norm for most households, who now tend to budget less for the mortgage and more on other household expenses, their children’s education, as well as holidays. However, do be aware, a return to more realistic rates of interest will happen, although when is still more guesswork than reality.
