Mortgage market update by Paul Winteridge, The Mortgage Shop - January 2013 In the Royal Court during 2012, mortgages totalling £475,280,530 were secured by Jersey lenders on freehold and flying freehold property, which is a reduction on the record year of 2007 when £702,069,101 was advanced, but still nowhere as great a fall as some market commentators would have us believe. Share transfer transactions are not recorded in the public domain and, with the sale of a significant number of newly constructed apartments in this category, the total loaned last year suggests that the Jersey property market is still very much alive.

HOW IT WORKS

FIRST TIME BUYER DEPOSIT SCHEME

Of significant importance to first time buyers [ FTB’s ] , was the news late last year that the Housing Minister, Andrew Green, is hoping to introduce a new scheme to assist FTB’s with the deposit that is needed before they can purchase a property. Anything that can be done to assist FTB’s is to be commended, although critics of the proposal have suggested that the move could encourage house prices to rise in the FTB category.

AVERAGE FLAT AND HOUSE PRICES

The report that accompanies the proposal, which is due for discussion by the States Assembly early in 2013, refers to average prices for two bedroom flats as £330,000 and for three bedroom houses as £494,000. These figures are provided by the States Statistics Unit, and are compiled using the average of all properties that are sold in Jersey in these two categories and can as a result be misleading for people wishing to

purchase at the lower end of the scale. In reality, any number of two bedroom flats, with car parking, are currently changing hands for £260,000, which is £90,000 less than the figures that are being used in the report to the States. Three bedroom houses, can now be easily accessed for under £400,000, with the lowest we have seen so far, selling for £350,000, a reduction of £144,000 on the figure quoted in the report. The resultant 10% deposit that potential FTB’s would therefore need to find will reduce by £7,000 and £14,400 respectively, which must surely give hope to many FTB’s who would otherwise have felt that they could not afford to get on to the property ladder.

INTEREST RATE PREDICTIONS

Several local lenders have now introduced some very attractive fixed rate options, especially for borrowers who have a 40% deposit, where rates as low as 2.89% fixed for 5 years are now available. One fair certainty this year however, is that Bank of England base rate is likely to remain at the 0.50% which has become the norm for many months now and therefore tracker rates are still the best advice for the time being.
