Mortgage market update by Paul Winteridge, The Mortgage Shop - May 2013 Contrary to the claims that banks had stopped lending, First Time Buyers, that essential element of the property market that has been missing since 2008, are at last waking up to the fact that most lenders are flush with mortgage funds and are delighted to welcome them with realistically priced interest rates. Estate agents tell us that they are also seeing more new instructions to add to those which they have had on their books for many months, whilst lenders continue to reduce interest rates across the board. Elsewhere, stock markets on both sides of the Atlantic are returning to levels not seen for at least five years, whilst economists as well as the UK government are becoming far more optimistic about the country’s recovery.
FIRST TIME BUYERS
The Jersey property market needs to have transactions taking place at all levels, and the catalyst that disappeared in 2008, the First Time Buyer, now appears to be returning, supported by family funds to give them the deposit that they need , or with substantial savings that have been accumulated during the past few years.
100% GUARANTOR SCHEME
For those First Time Buyers who do not have a deposit or who can only raise a limited amount of cash, there are now two schemes to help them. The first of these is a 100% Guarantor mortgage which funds the full value of the property being purchased up to a ceiling of £450,000. The purchaser needs to enlist the support of a locally based family member who will guarantee up to 15% of the purchase price of the property.
This little used scheme has been promoted by The Mortgage Shop for several years although it has not attracted the attention that it deserves. Being a 100% mortgage, the recently reduced interest rate of 4.99% reflects the risk being taken by the lender, although this is not much higher than some of the 90% mortgages that are currently on offer from other lenders.
STARTER HOME DEPOSIT LOAN SCHEME
The second scheme is the States Deposit Loan Scheme, due to be launched on 1 July 2013. The initial budget is £3m and it is hoped that this will assist in excess of 100 First Time Buyers, both individuals as well as families, in getting a foot onto the property ladder. This pilot scheme will operate for six months or until the allocation open to all qualifying applicants who can provide 5% of the purchase price, the scheme will fund an additional 15% to provide a total deposit of 20% which will open the doors to some very realistically priced interest rates from Jersey lenders.

To be eligible, an applicant must be an Island resident and qualify as a First Time Buyer as well as satisfying a number of basic requirements to include having a deposit of 5% plus the cost of legal fees etc. The applicant will also have to satisfy the maximum household income levels of £32,000 for a one bed flat, £49,000 for a two bed flat and £75,000 for a three bed house. No doubt the States will produce additional small print to ensure that the scheme is not abused and that the funds are used for the purpose for which they are intended, and in doing so will provide a most welcome and innovative scheme to help local people to achieve the dream of home ownership. As a guide, the table shows the maximum purchase price in each of the three categories, the personal contribution required, the cost of associated fees and the monthly cost of the mortgage [using an average rate of interest] and the deposit loan, on the assumption that this will have to be repaid over a 20 year term. 15% Deposit
