c c o r d i n g t o Herbert Hoover the cocktail hour is “the pause between the errors and trials of the day and the hopes of the night.” Although Hoover’s wife gave away the contents of his large wine cellar in 1 9 1 9 , later during Prohibition, Hoover would oen slip down to the Belgian Embassy for a cocktail. One of his all-time favorites was the Manhattan.
