Summary of CCA Rule Book Changes as of February 11, 2013 Section V – Regulations for Rodeo Approvals
A. General RULE CHANGE: 1. Rodeo committees that held a CCA rodeo the previous year must have their approval submitted to the CCA office by March 1st of the current rodeo year. Committees that decline the CCA insurance must submit Proof of Insurance with their approval form or ten days before their first rodeo performance or they will be invoiced for CCA’s standard rate of performance insurance. The rodeo approval fee is $110.00 per performance. AMENDED TO READ: Rodeo committees that held a CCA rodeo the previous year must have their approval submitted to the CCA office by March 1st of the current rodeo year. The rodeo approval fee is $160.00 per performance. E. Salaries NEW RULE: If a slack performance occurs prior to the first performance of a rodeo, the judges shall be paid $250 each. The rodeo committee shall pay $200 and the balance will be paid by the CCA.
Section IX – Postponement and Cancellations
NEW RULE: If a rodeo performance is cancelled due to weather, entry fees will be waived but administration fees will still have to be paid for all contestants who were drawn for that performance. Contestants will have thirty (30) days to pay the administration fees for the cancelled performance before they become ineligible and placed on the suspended list. Payout would be adjusted accordingly.
Section XIII – Rodeo Instant Direct Entry
A. Policy and Procedure DELETED RULE: 10. (b) Family RIDE rate has been eliminated and is no longer in effect. RULE CHANGE: 13. Contestants will be notified on callback day of what day they will be at a specific rodeo, what stock has been drawn and whether they are in the slack or paid performance. AMENDED TO READ: Contestants will go to our website for callbacks to check the draw for when they are entered. If there are any errors with their entry, then they must contact the office prior to the callback deadline. NEW RULE: Members who wish to enter with a local, must call the local entry number to enter all of their events for that rodeo. B. Stock Contractors and the Draw RULE CHANGE: 2. Stock contractors must have the necessary stock information for drawing purposes by 1:00pm CST following day of entries or a fine of $100.00 will be levied. This fine will double each time it is breeched. AMENDED TO READ: 2. Stock contractors must submit the necessary stock information for drawing purposes to the office by 11:00am CST Wednesday or a fine of $100.00 will be levied. This fine will double each time it is breeched. (a) The submitted stock information must include a minimum

Section XIX – Event Rules
D. Novice Saddle Bronc, Bareback, and Bull Riding RULE CHANGE: 5. Open to contestants who have not yet won $1000.00 in the open Saddle Bronc or Bareback event in one rodeo year in a recognized rodeo association. 6. Contestant may enter amateur riding events and other major events at same location (ie: tie down roping) subject to qualifying rules. 7. Once a contestant has won $1000.00 in the open Saddle Bronc and/or open Bareback he will not be allowed to finish the year in Amateur Saddle Bronc and/or Amateur Bareback. 8. Once a contestant has won $1500.00 in an amateur event in one year, he will be allowed to finish the year in the amateur event. The following year he will be ineligible to enter that amateur event. AMENDED TO READ: 5. Open to contestants who have not yet won $2000.00 in the open Saddle Bronc, Bareback, or Bull Riding events in one rodeo year in a recognized rodeo association. 6. Contestant may enter novice riding events and other major events at same location (ie: tie down roping) subject to qualifying rules.
7. Once a contestant has won $2000.00 in the open Saddle Bronc, open Bareback, and/or open Bull Riding he will not be allowed to finish the year in his respective event(s). 8. Once a contestant has won $2000.00 in a novice event in one year, he will be allowed to finish the year in the novice event. The following year he will be ineligible to enter that novice event.
Section XXII – Special Events
E. Administration RULE CHANGE: 1. Approval fee for special events shall be $200.00 per performance. 2. Proof of liability insurance with CCA listed as insured must be provided prior to entries or event will be cancelled, no exceptions. 3. All entries and callback will be processed centrally with the CCA office. AMENDED TO READ: 1. Approval fee for special events shall be $250.00 per performance. 2. All entries and callback will be processed centrally with the CCA office.
Appendix A – Membership Dues
The following is the new schedule of membership fees as approved by our Board of Directors and by majority vote of the members who attended the AGM. The following senior memberships include voting rights at the Annual General Meeting, the right to contest and take part in rodeos sanctioned by the association, member insurance, and a subscription to the CCA Rodeo News. Each of these memberships includes the option of purchasing one companion pass for $60.00 with the exception of contract acts with multiple performers. FROM THE DESK, QUAD, TRUCK, HORSE OF MARK BENCZE G.M. We have learned a lot in the last year and hope to show improvement in all areas of service. We have received a lot of positive feedback from a lot of our stakeholders already. The convention was a great success and largely due to great organization by the staff and a huge part of the success was the interaction between committees, contractors, contestants and the CCA to find ways to work together and help each other find success.
Hello from the office. The 2013 rodeo season is approaching fast and we are very busy getting prepared and very excited at the same time. New staff training, some new rules, new procedures and technology and all the logistics of lining up committees, contractors and sponsors to get all the wheels in motion.
We were very encouraged by the comments and are seeking ways to build on that for the next convention. There is so much going on behind the scenes that I don't have room for it all. For contestants, contractors and committees we will be communicating with you through email and information on the website, keep watching for up-dates.
The most exciting initiative is the 50th anniversary. We are working with a subcommittee of CCA directors, past directors, gold card members and alumni to make some plans to celebrate. The newspaper is going to have retro photos and articles all year long. We hope everyone pitches in to help somewhere. As always your feedback and suggestions are always helpful and welcome. The CCA is a contestant based association and the funding and future depends on each member doing what you can. Remember to support CCA sponsors, they financially support CCA rodeo. It is with great sadness that the family of Lloyd Hartman announce his passing on February 18th, 2013 at the age of77. Lloyd was born on a farm south of Lemsford on March 27th, 1935. He grew up in Lancer, worked at the Millie Ranch and later farmed with his dad. He took over the family farm in 1974. He was a traditional farmer who believed that the modern ways would never work. Lloyd raised cows and horses and was often called by the neighbors to help a sick animal. Lloyd was a cowboy, he loved rodeos and travelled many miles to compete as a calf roper and a team roper winning many buckles. In 1987, Lloyd was presented with the Gordon Simpson Award (a working cowboy award) at the Canadian Western Exhibition. In 1989 Lloyd and his partner Emil won the Canadian Senior Pro Rodeo team roping. In 1998 Lloyd was presented with a Gold Card from the Canadian Cowboys Association for actively promoting the sport of rodeo and the Association. He hosted two rodeos at the farm (1961 & 1962), was the president of the Sandhills Roping Club for many years, chute boss at the Swift Current Rodeo and Sandhills Rodeo. Lloyd enjoyed fishing and hunting and in his later years gardening was his passion. It made him very happy to give away an abundance of produce. He could tell you the history of the many arrowheads he found, the community history as well as the history of the sand hills. Lloyd had a great sense of humor and was known for being a big tease of the local children. He drove school bus for many years and always had an interesting story to tell. He enjoyed playing cards, was an avid reader and he watched the documentaries on television. Lloyd was a member of the Knights of Columbus, had been on the village council, worked at community events and was on an advisory board dealing with Old Timers Rodeos. His grandchildren were very special to him, bringing him joy and laughter every time they were around. He followed the activities of his children and grandchildren-skating, hockey, curling, soccer, lacrosse, steer riding Lloyd lived his life with a spirit of independence and determination never wavering on his opinions and rarely asking for assistance. Lloyd leaves to cherish his memory ; his wife Eileen of 52 Y2 years; children Paulette (Kim ), Trish(Rick), Clayton(Karen); grandchildren; Ryden (Alyss), Courtney(Rob),Austin, Kylee, Cole, Chad, Cade; sisters Betty Ann (Denis) and Tillie; brother Karl, as well as uncles, aunts, nieces and nephews. At Lloyd's request no funeral service will be held. Interment will be held at a later date. Committee Person Of The Year Given to the person that stands out and goes above and beyond their duties as a committee member, Canadian Cowboys Association would like to congratulate the 2012 Committee Person of the Year, Larry Gould from the Pierson Rodeo Committee in Manitoba. Larry was born in Makinak, Manitoba, and started his career in rodeo in 1993. Even though he never competed, he was committed to promoting rodeo, his first being in Melita, Manitoba. Larry then went on to promote six others including Pierson Rodeo, and continues to do so after nineteen years.

A LETTER FROM THE PRESIDENT Hello Everyone, I hope the winter has treated you well and if you’re like me you are ready for spring to be here. As you can see, we have a changing of the guard with long time president Jonathan Kmita stepping down as president. I would like to take this time to thank Keeter on behalf of the CCA and the membership for all of his years of service. Your experience and love for
the CCA will be missed. As for me, becoming the president was a surprise but was a challenge I am excited for. I have been a member since 1996 and on the board for 6 years. I believe that rodeo is the greatest sport going and with my involvement in rodeo schools have seen many of our youth become great people inside and out of the arena because of their involvement in rodeo.
As I look back I believe that rodeo and the CCA gave me the tools to succeed outside of the arena. To understand at an early age that hard work, dedication and belief in something are keys in life and valuable lessons. Thanx, Shylo Claypool

Rodeo Royalty It has been an interesting winter that's for sure, I hope everyone has been keeping warm between the 0 and the -40 weather! I know its been difficult with all this snow but hopefully everybody has been practicing up because spring is going to be hear before we know it! Don't forget to sell your tickets to fund raise for the SHSRA, and also look for sponsors. Please do not let all your time run out! Our first rodeo in the spring will be held in Biggar, on May 11th, and 12th. I will see you all there! It will be great to see all the improvements that have been made by everyone coming into the 2013 year. I know there will be a lot of excitement to get back rodeoing, and of course a lot more memories made. I hope everybody had an amazing Christmas and New Years, because everyone deserved them.
