SUMMARY OF CCA RULE BOOK CHANGES AS OF MARCH 6, 2013 Section III – CCA Finals Rodeo RULE CHANGE: 1. All timed event contestants who qualify for the CCA Finals Rodeo must have competed at fifteen (15) CCA rodeos and all rough stock event contestants must have competed at ten (10) CCA rodeos during that season in your qualifying event in order to enter the CCA Finals. AMENDED TO READ: 1.All timed event contestants who qualify for the CCA Finals Rodeo must have competed at twenty (20) CCA rodeos and all rough stock event contestants must have competed at ten (10) CCA rodeos during that season in your qualifying event in order to enter the CCA Finals. For novice and juniors, they must have competed at six (6) rodeos during the current season to qualify. Section V – Regulations for Rodeo Approvals E.Salaries NEW RULE: If a slack performance occurs prior to the first performance of a rodeo, the judges shall be paid $250 each. The rodeo committee shall pay $200 and the balance will be paid by the CCA. Section IX – Postponement and Cancellations NEW RULE: If a rodeo performance is cancelled due to weather, entry fees will be waived but

administration fees will still have to be paid for all contestants who were drawn for that performance. Contestants will have thirty (30) days to pay the administration fees for the cancelled performance before they become ineligible and placed on the suspended list. Payout would be adjusted accordingly. Section XII – Rodeo Secretaries and Timers A.Secretaries RULE CHANGE: 1.The secretary of a rodeo must be one who is approved by the stock contractor of that rodeo and must comply with instructions and guidelines of the CCA office. Non compliance will result in disciplinary action by the CCA board of directors. 2.The name of the person chosen as rodeo secretary must be submitted to the CCA office, so that he/she can be sent the association mailings of secretary information. 3.Contestants will not suffer disqualification etc. because of mistakes made by the rodeo secretary. 4.The rodeo secretary must supply any office materials he will need for the efficient running of the rodeo office, as well as clipboards for the judges and a back up stop watch and whistle for timers. 5.The rodeo secretary will not accept entry fees from a local contestant, or committee on that local contestant's behalf until said person signs a liability release form included in the kit from the CCA office. 6.Rodeo office must be open one hour prior to

rodeo start time and open one hour following the performance. Failing to comply with this rule will result in a $25.00 fine. 7.Secretary kits must be sent by courier no later than 2:00 pm the day following the rodeo or a fine may be levied. 8.Infraction sheets must be faxed into CCA office by 8:00 AM the day following the rodeo or a fine may be levied. AMENDED TO READ: 1.Rodeo secretaries will fall under the responsibility of the stock contractor/committee. This includes hiring, job performance, and discipline. 2.The CCA retains the right to approve and train all rodeo secretaries. All approved rodeo secretaries are required to purchase a CCA membership. 3.Rodeo secretaries must follow and comply with all rules and guidelines as set out by the CCA office. Any fines or costs associated with violations of the rules, missed deadlines, or kit outages by the secretary will be invoiced and reported directly to the stock contractor/committee who hired them. 4.Contestants will not suffer disqualification because of mistakes made by the rodeo secretary. 5.The rodeo secretary must supply any office materials he will need for the efficient running of the rodeo office, as well as clipboards for the judges and a back up stop watch and whistle for timers. Judging by the weather it's hard to believe that spring and summer will ever arrive but CCA Rodeo carries on! Tisdale kicks off the season again. The crew at Tisdale are seasoned and they always have a top end event to start us up. The weather claimed Pierson this year. Even though it's an indoor event the snow conditions make it next to impossible to get the dirt in and the parking and ground around the arena will not be dry enough. They had a tough decision to make but Sandy Drier tells me they are back on for 2014. A reminder to committees to tell the office if you have any special functions or presentations at your event, we can include it your entry information and in our press releases.

The Canadian Cowboys Association is creating a special Honorary Card for this year's 50th Anniversary. We would like you to send the names and contact info of past contestants and committee members so we can send them an invitation to the events for 2013. This is open to all past and present contestants/ members and committee members. It’s important also to send names of original and important people who were a part of your event if you feel they should be recognized with a Gold Card or Builders Award.. We are in the process of finalising the plans for the year and we’ll get them out to everyone through the paper and website. Also can you let the office know if you are planning any kind of celebration. The CCA is offering to help out in any way we can. The CCA was started by the founders with the following objectives in the bylaws: "The objectives of the association are: (a) To organize rodeo contestants for their mutual benefit and protection. (b) To cooperate, insofar as possible, with the management of all rodeos at which members contest.

(c) To protect members against unfairness on the part of any rodeo management; (d) To bring about honest advertising by the rodeo association so that the public may rely on the truth of advertised events in which it is claimed that members of the association will participate. (e) To work for the betterment of conditions and of rules governing rodeo events in which members of the association take part." We are working on long term goals to meet and carry out the objectives for growing and improving the CCA for contestants. Remember to support and do business with our corporate sponsors. Their support of CCA rodeo is important. Also support the rodeos you attend during the season, local committees rely on gate revenue and concession revenue to fund the rodeos that keeps the CCA as the best and biggest association. Failing to comply with this rule will result in a $25.00 fine. 8.Any lateness in submitting unofficial results will result in a fine. 9.Rodeo secretaries are not allowed to use personal bank accounts to deposit entry fees and submit cheques for those said entry fees to the CCA. Any violation of this rule will result in immediate suspension of their secretary card. 10.Secretary kits must be accompanied by no more than two cheques. One cheque from the rodeo committee for purse, committee RIDE charge, and judge fees, and a second cheque for contestant entry fees. Violation of this rule will result in a $300 fine, and any subsequent infractions will be reviewed by the CCA Board of Directors. 11.Secretary kits must be sent by courier no later than 2:00 pm the day following the rodeo or a fine may be levied. B.Timers NEW RULE: 1.Timers must be CCA trained and approved. 2.A non-carded timer will be allowed to work one rodeo per season providing the other timer is an approved CCA carded timer. Section XIII – Rodeo Instant Direct Entry A.Policy and Procedure DELETED RULE: 10.(b) Family RIDE rate has been eliminated and is no longer in effect.

RULE CHANGE: 13.Contestants will be notified on callback day of what day they will be at a specific rodeo, what stock has been drawn and whether they are in the slack or paid performance. AMENDED TO READ: 13.Contestants will go to our website for callbacks to check the draw for when they are entered. If there are any errors with their entry, then they must contact the office prior to the callback deadline. NEW RULE: Members who wish to enter with a local, must call the local entry number to enter all of their events for that rodeo. B.Stock Contractors and the Draw RULE CHANGE: 2.Stock contractors must have the necessary stock information for drawing purposes by 1:00pm CST following day of entries or a fine of $100.00 will be levied. This fine will double each time it is breeched. AMENDED TO READ: 2.Stock contractors must submit the necessary stock information for drawing purposes to the office by 11:00am CST Wednesday or a fine of $100.00 will be levied. This fine will double each time it is breeched. (a)The submitted stock information must include a minimum of one re-ride per performance for each event. Section XIV – Turn Outs A.Turning Out RULE CHANGE: 1.When a contestant enters a rodeo through RIDE, he/she may state two preferences as to the day he/she would like to compete. If a contestant chooses to turn out of a certain

rodeo he must pay his entry fees and applicable admin fees A contestant is also subject to the following fines. (a) If a contestant turns out of a slack, there is no fine. (b) If a contestant has been given his first preference and gives proper notification of turning out, he must pay a $50.00 fine. (c) If a contestant has been given his first preference and does not give proper notification of turning out, he must pay a $200.00 fine. (d) If the contestant has not been given his first preference and gives proper notification of turning out, he must pay a $10.00 fine. (e) If the contestant has not been given his first preference and does not give proper notification of turning out, he must pay a $100.00 fine. CCA Finals Rodeo The Canadian Cowboys Association is increasing the first place prize money from $1,000.00 to $ 1,500.00 per performance. Combining that with additions to 2nd, 3rd and 4th place in 2012 this increases the prize money by $ 39,000.00 in the last two years.

Note New: The Family Ride Fee has been discontinued. It was confusing and difficult to administer fairly. Everyone will be charged the same rate. The 11th spot at the Canadian Cowboys Association Finals will be reserved for the Ontario season leader. If the season leader from Ontario qualifies through normal channels the next qualified competitor will fill the 11 the spot. The CCA is expanding across Canada and contestants from other regions now have the chance in roughstock events to qualify for spots at the Finals. We encourage you to keep track of your placing in the second half of the year as we are sure there will be some interesting races. The CCA Office is switching to Direct Deposit rather than physical cheques for the Rodeo Payout. In order to accomplish this we need to collect banking information from all of our members. We will require all competing members to send us a VOID Cheque. They can do this 2 ways ... by mail or by giving a VOID cheque to the Rodeo Secretary at a Rodeo when they pay their entry fees. The Secretaries will have a spreadsheet that they will fill out, once the member gives the Secretary the VOID cheque to hand in to the office. The Office will keep this VOID cheque on file and directly deposit winnings from every rodeo.

Section XIX – Event Rules D.Novice Saddle Bronc, Bareback, and Bull Riding RULE CHANGE: 5.Open to contestants who have not yet won $1000.00 in the open Saddle Bronc or Bareback event in one rodeo year in a recognized rodeo association. 6.Contestant may enter amateur riding events and other major events at same location (ie: tie down roping) subject to qualifying rules 7.Once a contestant has won $1000.00 in the open Saddle Bronc and/or open Bareback he will not be allowed to finish the year in Amateur Saddle Bronc and/or Amateur Bareback. 8.Once a contestant has won $1500.00 in an amateur event in one year, he will be allowed to finish the year in the amateur event. The following year he will be ineligible to enter that amateur event. The following year he will be ineligible to enter that novice event. G.Ladies Barrel Racing RULE CHANGE: 23.A set rake draw will occur at every CCA rodeo. The set rake will occur after every five contestants on paper not after five girls have actually ran. This rule will be circumstantial depending on weather and ground conditions at the judges discretion. AMENDED TO READ: 23.A set rake draw will occur at every CCA rodeo. The Judges will set the rake draw prior to the first performance of each rodeo based on weather and ground conditions. This set rake draw will then be posted at the onsite rodeo office. The rake will occur based on the number of contestants on paper and not by the number of contestants that have actually ran. Turn outs, vets, and medicals will not affect when the rake will occur. (ie: Regardless of how many turn outs there are, if the judge has set the rake to occur after every 7 contestants, the rake will occur after the 7th contestant listed in the draw, not after the 7th contestant has actually ran) Appendix A – Membership Dues The following is the new schedule of membership

fees as approved by our Board of Directors and by majority vote of the members who attended the AGM. The following senior memberships include voting rights at the Annual General Meeting, the right to contest and take part in rodeos sanctioned by the association, member insurance, and a subscription to the CCA Rodeo News. Each of these memberships includes the option of purchasing one companion pass for $60.00 with the exception of contract acts with multiple performers. Wingate for Youth of Rodeo Mentorship Program The Canadian Cowboys Association is excited to partner up with one of our long time supporters, the Wingate Hotel in Regina, to develop the Wingate for Youth of Rodeo Mentorship Program. Laura Armitage, General Manager, and Heather MacBean-Leitner, Sales Manager, have a soft spot for youth and the CCA, a great combination. Youth can get an application from the Wingate Hotel or the CCA office and fill out a brief questionnaire. The applicant is screened for their involvement and passion for rodeo and then those selected will have their profile in the CCA newspaper and given a free junior membership. These youth selected will also be groomed and asked to be future mentors for kids that do not have access to rodeo. The intent is to have our Youth of Rodeo be ambassadors for the CCA and the sport of rodeo and the lifestyle by attending school and camp visits and other special events during the year and hopefully at the Finals.

The CCA thanks Wingate and encourages our members to support them whenever you are in need of rooms when in the city.

Each month promising youth of rodeo will be recognized by the hotel as a recipient of the Wingate by Wyndham’s Youth of Rodeo Mentorship Award. This award is given to a recipient in recognition of the dedication and determination to the sport of rodeo, and those selected will have their profile in the CCA newspaper and given a free junior membership.
