Howdy Bikers! As I’m writing this and preparing to go to print on the APRIL issue, it is March 20th……the “official” day on the calendar when SPRING BEGINS and all I can say is BRING IT ON! This has been the oddest winter I think we’ve ever had. It’s supposed to be 72 tomorrow but then in the low 40’s the next 4 days. What up with that chit? Just come on Spring and come to stay. So, what we’re doing is actually planning our “ride days” around what the weather man says will be a bright, warm, sunny day. They may be erratic this year but we’re just rolling along and going with the flow, as always. Know you gals & guys are also. We can’t legally print anything due to article restrictions/ liability factors on things from the internet and I sent out plenty of request for permissions to no avail, but go to: http:/www.flixxy.com/Volkswagon-levitating-car.htm Apparently Volkswagon put it out there as a challenge to all young and bright minds called “People’s Car Project” and a young girl in her teens came up with the concept of a “no wheels levitating car” that feeds itself and runs off the minerals just under the Earth’s topsoil; whether it be on pavement or dirt roads. It reaches speeds up to 80 m.p.h. and is virtually eco-friendly, gas & oil free. It just shows where we’re headed in the future and that intel is always so fascinating to me. But what’s more impressive is the intelligence and vision of this young girl. There’s so much hope for the future with many young Americans and superior minds across the world, working towards the betterment of our planet. We had a BIG community St. Patty’s Day Irish Shindig and it was the idea of one of my neighbors but intended for those that go out and drive to work all day and since it was a work night, they could come home and know there was literally a buffet waiting for them where they could eat, enjoy good company, have dessert and go home and pass out, fuss-free. It was good to try authentic Irish dishes I’d never heard of, which were all amazing. I made a huge Shepherd’s Pie which got raves, so I’ll be running that soon in the K.I.S.S. section. Our community is amazing and one of a kind. Everyone looks after one another. Major blessing. Brian had a Colonoscopy yesterday and praise God, the Universe and all our Heavenly “Thunder” Angels that the results were positive. But our fellow bikers, this is something ALL of us need to have done, as early detection literally is life saving and total eradication possible. And, instead of every (5) years they’re now saying that a positive read is good for (10) years. So worth the peace of mind; priceless. If this weather gets consistent, we’ll see you on the “Roads”. “The Ass in You and Me”

How to Choose an Artist for your Custom Tattoo S

o you’ve decided that you want to get a tattoo, and furthermore you’ve decided you want something custom. Maybe you decided that you didn’t want to pick a design out of a book or off the wall of a shop for something that you are going to be wearing for the rest of your life. A custom tattoo is often a much more meaningful way of expressing yourself through body art – but the key is finding an artist that can create the masterpiece you’ve envisioned. Custom tattoos can be anything you want them to be and in any style, but you have to find a professional that can deliver what you have in mind for your custom tattoo. Finding the right tattoo artist is crucial to getting exactly what you want, and it can be a challenge if you’re not careful. Here are some tips for finding the right tattoo artist for you. Research Tattoo Parlors in Your Area When you first start looking for a custom tattoo artist, talk to people you know about their tattoos. Ask them where they went, who did the tattoo, and what their impressions of the shop were like. Don’t be afraid to approach a stranger with a great tattoo to ask questions. Most people with custom tattoos are extremely proud of the work they’ve had done and will be happy to tell you all about it, especially if you tell them why you’re asking. People with tattoos often feel connected to each other in some sort of strange, shared experience kind of way. Just talking to people around town will give you an idea of what tattoo shops have a reputation for cleanliness and high quality of work. You may also find yourself told where not to go, so take these warnings

seriously. On a personal note, I know an unfortunate young man who decided to try a brand new tattoo shop that was advertising a special. He ended up with a custom tattoo of his guitar with the name of the guitar spelled wrong. In the custom tattoo world, reputation is everything. Tattoo parlors and custom tattoo artists get most of their business through word of mouth. A great custom tattoo walking around town is a much better advertisement than a coupon in the phone book as far as tattoos are concerned. However, professional artists will invest in their work and promote their business. We showcase custom work every month in our magazine so that you can see some of the masterpieces created by artists within our own area and nationally. Find a Tattoo Artist Who Meets Your Needs Once you have an idea of where you want to go, the next step is to make contact and meet the artist. Go to their studio and spend some time looking at the tattoo artists’ portfolios. A portfolio is different than the pictures (called flash) hanging on the walls. A portfolio is an actual book of photographs that a tattoo artist takes of tattoos she has done. A tattoo artist’s portfolio is a reflection of what she feels is her best work and reflects the range of her talents, or showcases her particular expertise. It’s worth noting that a professional artist should have a professional looking portfolio showcasing their work. Like any craftsman, they should take pride in their work and their portfolio may be their only evidence of the masterpieces that they have created. If the artist doesn’t have a portfolio or simply as a collection of cell phone shots – that may be cause for concern. If you’re especially drawn to a particular portfolio, the next question to ask yourself is whether or not the tattoo artist is skilled in the style of tattoo you want. There are many different styles of tattoos, from tribal, black and gray fineline, to graffiti style, and every tattoo artist has a specialty. Once you’ve found a custom tattoo artist whose work appeals to you and looks like what you want, the next step is to have a consultation. If the tattoo artist is busy, you may need to make an appointment to come in and talk. If not, you can usually talk about the kind of tattoo you want right then. Once you are sure of your tattoo artist’s abilities, you need to assess whether or not he is enthusiastic about doing your tattoo and willing to work with you to make the drawing for it. You can find a great tattoo artist, but finding one willing to satisfy your needs and is receptive to your ideas is just as important as having talent.

If the shops a mess and it appears as though the artist hasn’t bathed in months – how comfortable are you that he’s following the proper hygiene standard in regards to his needles and equipment.

When it comes to custom tattoo work, be willing to shell out some cash. This is one aspect of your life where being frugal won’t get you anywhere good. The best custom tattoo artists charge more than others because the quality of their work is higher and people are willing to pay for it. In five years, you won’t remember how much you paid for your tattoo, but you will still have to look at it every day.

K.I.S.S. page composed & edited by: Toni McCoy Shearon aka “MaMa Thunder” of Thunder Roads Tennessee i have chosen this name for our monthly recipe page, as that was what my mother, rest her soul, always used to say when I would assist her in the kitchen. mom was an avid supporter of the kiss (keep it simple sweetie) method of cooking. i now, more than ever, truely appreciate her philosophy of always taking shortcuts where you can, as long as your ultimate outcome is that of down home, labor of love cooking.

SO SIMPLE SPAGHETTI CARBONARA 1 Pound of Quality Spaghetti (don’t ever cheap out on primary ingredients) 1 Stick of Real Butter OR Quality Margarine such as “I Can’t Believe It’s Not Butter” 1 Pound of Applewood/Thick Sliced Bacon, Cooked Crisp & Rough Chopped in Medium Size Pieces. If you’re not an authentic bacon lover, you can get away with just half a pound. Not me though. lol 2 Tbs. of Minced Garlic (you can buy a jarful already minced in Deli/Produce area) 4 Large Eggs put out till reaches room temperature 1 Cup of Freshly Grated Parmesan Cheese, plus more for garnish topping (I’d tell you that you could use the shaker kind but you really can’t. Just buy a block of it and use your cheese grater or, ask them to grate an entire pound for you at the Deli counter. They’ll gladly do it for you. Salt & Pepper to taste, however..... Salt the water for the Spaghetti heavily as it’s the only time you get to flavor the spaghetti internally. Bring a large pot of heavily salted water to a full boil After you’ve cooked up your bacon nice and crisp, (pour off most of the bacon grease into a container if you’re cooking a pound of bacon) saute’ up the minced garlic after cooking up 2nd round of bacon. Use a very large and high skillet as you’re going to be adding the cooked pasta to it. Some people just use their spaghetti pot and add all the ingredients to it as it’s already so high. I do this, but others prefer the all-in-1 skillet method. You’ll find your own groove. In a separate bowl, whisk up the 4 eggs and 1 cup of grated Parmesan cheese. Add a good amount of fresh cracked black pepper. If mix is too tight, loosen it with some of the pasta water. When the minced garlic is just golden (never overcook) add the bacon back in and stir with a wooden spoon to incorporate well together. Remove from heat and stir in the egg & cheese mixture until creamy. Quickly add the drained spaghetti. Add 2 Tbls. of butter or margarine. If need be, add more pasta water to loosen if seems dry. It must be wet, loose & creamy. Fold out onto a large serving pasta platter and garnish with parsley and more Parmesan cheese. Serve with hot, crusty, lemon-butter bread. Delicioso!

OLD SKOOL VINEGAR PIE 2 Cups of Cool Water 1/2 Cup All-Purpose Flour 2 Cups Sugar 2 Eggs; beaten & frothy 6 Tablespoons Apple Cider Vinegar 2 tsps. Limoncello (lemon flavored liqueur OR lemon extract (It’s better w/ Limoncello, although in “the day”, lemon extract was always used. Preheat oven to 350 degrees. Use a store bought pie shell. Bake as per directions & cool completely. In heavy 2-qt. saucepan, bring water to a full boil. In small bowl, combine flour and sugar, tossing with a fork to blend. Add the flour mix to boiling water and cook, whisking often, until thickened, about 7 minutes. Remove from heat and slowly add the eggs, whisking vigorously. Return to medium-low heat and cook, whisking until velvety smooth; about 3 minutes. Add the vinegar and Limoncello and whisk just to blend. Pour into the cooled pastry shell and refrigerate until set; 3 hours and never sooner. I think alot of people don’t try this pie because of the name but damn....it is so good with lemon ice-cream. Great...now I’m toally jonsing for it. EASTER LOVIN’ PISTACHIO WHOOPI PIES 1 Box of Cocoa Chocolate Cake Mix (If can’t find, just get regular Milk Chocolate mix and add 1 Cup of Real Cocoa Mix mixed with 1/2 cup sugar) Blend all ingredients as per pkg. directions. Lay out 2 large cookie sheets with baking parchment paper or non-stick mats. Take a small ice-cream or sherbet ball scoop that is approximate to the size of 2 Tablespoons and scoop into balls. Place balls all over both cookie pans. Leave 2-1/2 inches for balls to spread out Take a rubber spatula and just press slightly so that all balls will bake down 1/2 inch thick. Bake 12 mins. so they’re cracked on the surface. Cool 1 min. then transfer to a rack to cool thoroughly. Put Pistachio ice-cream in refrigerator to soften up for about 20 minutes. Scoop 1/2 cup of icecream on each Whoopi and cover with another & squish slightly to form a sandwich. Freeze for no less than 2 hours before serving. These Rock!

hile most of the country is experiencing conditions that a polar bear wouldn’t want to be in, we here on the left coast are basking in unseasonably good weather. Some early morning chill gives way to mostly sunny days in the 60’s resulting in some pretty nice winter riding. And ride we did, sticking to the coastal regions, we found ourselves in Jenner again. The base for our little adventure would be the Ocean Cove Lodge Bar & Grill. This is a fine establishment where the owners, Bill and Tammarah and site manager Tim go out of their Street Art in Boonville way to make you feel welcome. 16 rooms, a restaurant with a full bar, beautiful ocean views and some real reasonable rates, Ocean Cove Lodge makes for a great getaway. So, if you’re getting to the planning stage for that group ride up the coast later this year, definitely give the folks there a call and they’ll surely hook you up. (The hot tub after a long ride is a definite plus!) After a good night sleep, we crawled out of bed early and putted north on Highway 1 to Gualala (21mi). Along this stretch there are several state parks and pull outs if you care to check out some of the outstanding views of the rocky coastline. You’ll also come across a unique structure a few miles up the road on the right - it’s the Sea Ranch Chapel. If you’re looking for a quiet spot to sit and contemplate your existence or you just want to kick it a bit, we think you’ll like it here. A beautiful wood design with stained glass windows set in a nice wooded park. It’s non-denominational and there aren’t any services or anything - just a lonely chapel open to anyone who might want to drop in. As we pulled in to Gualala, we decided breakfast was in order. Bones Roadhouse wasn’t open yet, so we went over to a little place called Trink’s. Good food, recommend it, cash only! On the road again, we continued on up to Point Arena (35mi) pulling off now and then to check out the Pacific coastline. After cruising through town, 12

we turned off on Lighthouse Road and paying a $5 park fee - a few miles later we were out at the point exploring the lighthouse and the associated museum. Back on the highway we rode up to Mountain View Road and headed east to Booneville (64mi). This road will give you your twisty fix for the day. Except for a couple of areas where it narrows, it is a well paved two-laner that cuts through mostly forested terrain. The canopied sections are real nice. When the turning ends, you’ll find yourself at SR128 in Booneville. We didn’t have a lot of time to explore, so after a short break we continued on our way to Cloverdale (92mi) and

Guerneville, you’ll come across a cool little place in Forestville (122mi) - the Russian River Pub it has a comfy atmosphere, libations, and a very good menu. As a matter of fact, our gracious host, Jennifer mentioned that the pub was featured on Guy Fieri’s “Diners, Drive-in and Dives.” And we can see why - our lunch was excellent! We wanted to hang out longer, but thought we might want to get through Jenner and up to the Cove before the sun dropped too low. So, off we went after a fuel stop in Guerneville (129mi), we rode SR116 along the river and into Jenner (143mi) and back on Highway 1 again, we faced one last challenge before calling it a day. The awesome climb along the coastal cliffs. This stretch of blacktop offers some spectacular views all around and plenty of twists and turns to keep you on your toes. Later, whetting our whistles back at the lodge (160mi), we settled in and waited for what turned out to be a fabulous sunset...... Highway 101. This section of road is a lot of fun. The first half is the end of another great mostly sweepers, letting you open it up a bit, a nice change after day’s ride! the sometimes tight and technical Mountain View Rd. The second half gets tighter, but the turns are mostly posted 35, allowing you to keep up a pretty good pace. Once reaching Highway 101, Article and photos we turned south and made our way to Healdsburg (110mi). So you’re going to buy your first handgun? Maybe you have been hunting your entire life, or you’ve shot rifles and shotguns. Perhaps you’re entirely new to firearms altogether. Regardless of your firearm experience, there are a few things you need to know before you make your first handgun purchase. Many people come into the store looking to buy a specific firearm, because their brother, friend, uncle, or neighbor told them they “just have to buy X gun!” That gun may be a fantastic firearm, but it might not be the right gun for you! The most important factor in making your decision is finding the gun that fits your hand the best. In order to do this, you must first be familiar with the different types of handguns available. Would you prefer a semi-auto or a revolver? Is the gun going to be mainly for range use and home protection, or are you going to be getting your CPL for concealed carry? The amount of recoil you will feel will vary depending on type of firearm, so I highly recommend that you try a couple different guns in varying calibers so that you will know what is comfortable for you to shoot regularly. If your gun is not comfortable and fun to shoot, it will end up being an expensive paperweight. I recommend going to a local gun shop with a range, and ask the staff questions. Most importantly, ask what they recommend for your hand size, and then hold the different guns. The various grips will fit your hand differently. Find the guns that feel good to you and try them on the range. Keep in mind that full framed guns will generally have less felt recoil and be more comfortable to shoot. Here are just a few:

Glock recently began producing the model 42, chambered in .380 acp, with a much smaller frame, which is ideal for shooters with very small hands.

This Remington 1911 R1 is a standard, single action 1911 type firearm, and its full sized metal frame makes shooting a .45 quite pleasant. This style gun requires long fingers, but can be held by smaller hands, such as mine, because the grip is thin. If you prefer revolvers, I’d recommend one of the Smith & Wesson revolvers with steel frames, particularly with a longer barrel. This tiny Smith is part of their Air Weight line, and is designed for concealed carry. It’s an excellent gun, but the recoil can be a little intimidating for a new shooter.

The Springfield Armory XD has a slim grip, with a short trigger reach, and is a great gun to try if you have small hands. Smith & Wesson also makes semi-auto pistols, and their M&P line is great for home defense, as well as carry. Either the full size or the compact would be a good choice, as the compact isn’t too unruly, though it does carry a bit more snap than the full size. ED HARDY TATS Tattoo’s for Children? Yes! Every February Wild Bill’s Tattoo is open from 8 am until midnight with all proceeds being donated to the UC Davis Children’s Hospital in Sacramento. The 16-hour tattoo marathon consist of approximately 30 volunteer tattoo artist from all over California who donate their entire days proceeds from tattoos, piercings, jewelry, shirts, and even their tips. Thank you to all who came out last year and a Special Thanks to the Artists for contributing their time. Wild Bill’s Tattoo has raised $152,600.00 since beginning the Annual Tattoo-A-Thon eleven years ago. I’ve had the same 1966 Shovelhead 39 years.” In fact, for ten years he didn’t even own a car. With a love of motorcycles that was passed down from his father, (also named Bill) the younger Bill rode around on his Harley, raising hell. Noted for partying a bit too much, and for his scrapes with the law, he acquired the nickname, ‹Wild Bill›. Bill made a decision to stop drinking at the age of 20, and quickly noticed that things started to go much better for him. Bill has not had an ounce of alcohol to this day and is now enjoying a clean and sober life. When Bill was traveling to tattoo and motorcycle events from coast to coast, he could be found with a camera in his hand, shooting photos everywhere he went and submitting them to various magazines. While covering Motorcycle Ice Races, All Harley Drags and traveling with heavily tattooed bands, he began writing stories to go along with his photos and soon found himself with an increase in demand for his submissions. Outlaw Biker and Biker Lifestyle and Thunder Roads Magazines’s Network, Bill soon found shooting cover photos the most rewarding. His chrome 66 Shovelhead has been the centerfold and on the cover of more magazines than any other motorcycle to date. Bill was on the front page of the first Tattoo magazine ever printed: Tattoo #1, and he shot 38 of the photos inside the magazine. Unfortunately, tattooists were not given credits at that time and Bill fought for years with the editors to get not only photo credits but tattooist credits as well. Bill went on to become the studio and cover photographer for Skin Art Magazine, Tattoo Expo, Tattoo Tour, Tattoos for Men, and Tattoos for Women with over 40 magazine covers and centerfolds to his credit. Billy Tinney, from Easyriders Magazine was Bill’s mentor in the world of photography. Bill got so close and spent so much time with Billy he would refer to him as his “dad”. Bill’s whole body is covered in mostly black and gray tattoos by Ed Hardy. Why so much black and gray? Bill says it seems to be so much more realistic, showing the detail and true depth and dimension of the art work. Bill is both a tapestry of artwork and an artist, winning awards in both categories, not to mention awards for his business. Bill received the Best Tattooed Male award four times at various Tattoo Conventions. He has attended over 50 shows and has an entire wall of trophies that he has received. The shop was named Sacramento›s Number One Tattoo Studio by the Sacramento Business Journal, and Sacramento Magazine named his studio “Best Tattoo Studio” ten years running. Bill won the logo contest in 1984 for the anniversary logo for Roseville’s outgoing mail cancellation mark, so all the outgoing mail in Roseville bears his artwork. With a love of electronics and tinkering passed down from his father, Bill built his first tattoo machine at age 14 out of wood and a doorbell buzzer. Working out of a little tattoo shop in his bedroom closet he started to use plastic and then aluminum for his machines. Believing that a steel frame would have a loss in quality because the magnetic memory (becoming magnetized) would distort the electromagnetic field generated by the coils, he decided to never use anything but aluminum machines during his tattoo career. The aluminum machines he was building were some of the lightest around. Many other tattooist from various states and countries requested tattoo machines he had built. He has over 100 machines in his collection, mostly aluminum, single coil or custom one-of-a-kind machines. He has become somewhat of “a connoisseur of fine aluminum machinery”. Bill moved into an upstairs storefront on Lincoln and

Vernon Street in Roseville in 1974 because it had never had a tattoo shop, and he didn’t want to step on the toes of anyone that had helped him. “I will always respect and be forever grateful to the people that I learned from and that have helped me further my career.” He now has 10 full time artists. Bill now reflects: “It took many years of 10-12 hour days and hard work to get where I am today, make no mistake about that. I drew every spare moment I had, a lot of the time with a pen, so it was a lot like tattooing because there is no eraser. But pencil will always be my favorite medium. I liked the depth and dimension that could be achieved by making shadows in grays.” Bill finally got in to see Don Ed Hardy “I was very impressed with the full coverage body tattoos Ed was doing. My monthly trips started to include getting tattooed by Ed. A lot of the time I would be tattooed by Ed for 6 to 8 hours and then get worked on by Bob Roberts for another 3 to 4 hours. That made for some long days for sure! It would leave me very drained but I was starting to get the coverage I was after.” Bill describes Ed Hardy: “He was humble, a no nonsense tattooist unlike any other I had ever met. Starting work at ten in the morning and wearing a tie while he worked was not what I was used to. His whole outlook on life was something I admired greatly. Ed told me that once you think you’re the best, you stop learning. That’s something that has always stayed with me.” “Once my arms and both sides of my chest were completed, I was ready for my ribs. I knew it was going to be a major undertaking. I wanted large, big work.” At the time Bill belonged to 20+ tattoo clubs world wide. Bill said he had been writing the president of the tattoo club of Japan and he sent Bill some art work of a tattooed Japanese woman. The moment Bill saw it he knew that’s what he wanted on his rib cage. Bill took the art work to Ed and got started right away, he worked on Bill for a total of 8 hours that day. For the other rib cage Bill chose a tattooed woman drawn by Olivia. Ed spent 7 hours on that one with his new magnum needle set up. “I will never forget the look on Olivia›s face when she saw my tattoo for the first time at a tattoo convention in L.A. She loved it and said it was the first major tattoo of her art work she had seen. I noticed she spent a lot of time taking photos of it”, said Bill. In December 1981, Bill booked five full days with Ed Hardy “I showed up and told Ed that I wanted a demon riding a motorcycle all in black and gray covering my entire back and butt. Ed 24

was known for doing the best color work in the U.S. He said if I wanted black & gray, I should go to L.A. and see Jack Rudy, ‹he likes to do that type of high detail mechanical work›. I told Ed, no, I wanted him to do it. After it was finished on the fifth day, Bob Roberts worked on my solar plexus. That made for a lot of tattoo work. I had never been so worn out in my life. Afterwards Ed invited me to a dinner with about ten other people with body suits in progress at the Japan center. I was quite honored. A lot of Ed will always be with me, (not just because he did the majority of my tattoos) but because he had a very large impact on my life.” Two of Bill’s mentors that he says he owes a great deal to are Brian Everett and Jack Rudy. Bill said, “I first ran into Jack Rudy while he was tattooing on some young upstart named Brian Everett in a hotel room in Virginia. At the time I had no idea what a positive effect Brian would have on my life.” Bill continued to say, “I went to visit Jack Rudy in East L.A. to do photos for a tattoo magazine story I was working on about him. We got along quite well and I felt his portfolio work was the Holy Grail of tattooing. Every time I went to draw or tattoo I would think, how would Jack do it? We shared a room at many tattoo conventions, tattooing well into the night. In fact, while in Philadelphia we both tattooed on Jim “The Snake” Nyhan at the same time. I remember Jim saying after two or three hours, ‹whose idea was this anyway?› Jack & I both looked at him and said at the same time, “yours!” Tattooing next to Jack was a great opportunity to watch him work up close. Finally he had some time for me and did an awesome portrait on my abdomen. One of the most talked about tattoos on me is the realistic portraits of my parents that Jack did above my knee while we were in San Diego at a convention. I kept running into the work of Brian Everett at conventions and started to watch his work very closely. The realism in his work really stood out. I had him do a life size portrait that took almost nine hours on my thigh. Believe it or not, I had to stand the entire time! That tattoo has won more than ten awards.” Bill continues, “Brian and I got together at car shows, conventions or at my studio whenever he was available. by Bob “Bulldog” Ousley Dear Fellow Veterans and Patriots of Tennessee: I am a Prisoner of War (POW) and Missing in Action (MIA) activist. Many of you already know this but it may help you to know why I write many of my articles. Most of my days have some time spent working to bring home those who have been left behind. Last year the United States Senate and the House began separate hearings into the Joint Prisoner of War Accounting Command (JPAC). This is the organization that locates missing in action personnel, recovers their remains determines their identity and turn them over to the family. Today there are still over 83,000 service members who are missing in action going back to World War II. Many of these missing service members were not killed on the battlefield. Approximately 25,000 were taken prisoner during the wars since 1940 and abandoned to live out their lives suffering harsh treatment, forced labor and medical experiments in Laos, North Korea, China, Russia and a few other places. The Defense Prisoner of War/Missing Personnel Office (DPMO) is indirectly in charge of JPAC. The current command structure is disjointed and allows a lot of finger pointing and shifting of blame. JPAC is being investigated because they have been deemed wasteful and ineffective to the point that some may face criminal charges. Very soon the structure of those who locate and identify the missing will undergo some changes. The Undersecretary of Defense, Michael D. Lumpkin has been placed in charge of these changes by the Secretary of Defense, Chuck Hagel. The goal is a streamlined structure that will be more ethical, responsible and effective. The United States Congress recently mandated that JPAC develop the capability to account for 200 MIAs per year by 2015. JPAC says they won’t be able to attain

that level for several years. Currently they are accounting for between 60 and 80 MIAs annually. Last year I reported that there were approximately 20,000 on the MIA list that are termed recoverable. That number has been clarified by DPMO and there are actually more than 44,000 MIA’s viewed as recoverable. Let me put that in perspective for you. Many of those on the MIA list are from as far back as World War II. They already have awaited location and recovery for about 70 years. At JPACs current rate of recovery and identification it will take until the year 2564 to account for just those termed recoverable. If JPAC becomes able to do 200 per year they may be able to complete by the year 2234. For the WWII missing 2234 will mark over 290 years that some families will have had to wait to learn the actual fate of their loved one. Would you say that amount of time shows great caring for the families? Would you say this is a good example of how a grateful nation treats those who have defended it and preserved our freedoms? At a rate of 80 recoveries per year the task takes 550 years to identify 44,000 MIAs. If the last MIA was identified today based on 80 identifications per year he would have gone missing 28 years before Columbus discovered America. At 200 per year he would have gone missing in 1794. That’s the first year the United States Senate held session. You get my point. The effort to find and identify the missing is getting a very low priority at this point. To put identifications in perspective JPAC takes an average of 5.5 years per identification. The dead in mass graves in Bosnia and Herzegovina are being identified at a rate of 200 per month. What’s wrong with this picture? Remember these facts when you see the black and white POW/MIA flag flying on a motorcycle. America’s mothers can’t wait hundreds of years to know what happened to their son or daughter. A truly grateful nation can do better. Keep the faith. Thank a vet for the freedoms we still enjoy and support politicians who will bring back the ones we’ve lost. Fly the flag of the people and be proud you’re an American. Hug the families of those still missing because their quest for closure has not ended. Live the good life and ride for those who can’t. Bulldog

U.S. SENATE ACTS TO STOP MOTORCYCLE-ONLY CHECKPOINTS Bipartisan legislation has been introduced in the U.S. Senate to prohibit the use of federal funds in establishing motorcycle-only checkpoints. S.2078, the “Stop Motorcycle Checkpoint Funding Act,” sponsored by Senators Jeanne Shaheen (D-NH), Ron Johnson (RWI), Kelly Ayotte (R-NH) and Joe Manchin (D-WV) on Wednesday, March 5th, and is similar to H.R. 1861, introduced last year in the U.S. House by Congressman Jim Sensenbrenner (R-WI). The bill would prohibit the National Highway Traffic Safety Administration (NHTSA) from issuing grants to states to set up checkpoints where motorcycle riders are targeted by police to check that their vehicles meet state standards for noise, tire condition and other requirements, and are also checked for safety gear during the roadside checkpoints. Over the past few years, such roadblocks have been conducted in New York, Georgia, Virginia and Utah during large motorcycle rallies. The senators argue that these types of checkpoints are discriminatory and unnecessary since motorcycle riders are already subject to state registration, inspection, licensing and helmet laws and must stop at sobriety check points like all other drivers. One co-sponsor, Sen. Manchin, former governor of West Virginia, says the checkpoints are a waste of taxpayer funding that can have an adverse effect on states’ economies. “Requiring bikers to drive through motorcycle-only checkpoints is not only an ineffective use of taxpayer dollars, but it also raises legitimate questions about discrimination against motorcyclists. In West Virginia, bikers travel near and far to drive on our winding roads and enjoy the beautiful scenery, which attracts tourism and helps boost both our local and state economies,” Manchin said. “As a Harley owner myself, I am pleased to work with my colleagues on this bipartisan legislation that simply would prohibit yet another senseless and unreasonable federal regulation which could harm states’ economies.” The states of California, Illinois, Missouri, New Hampshire, North Carolina, and Virginia have all passed legislation to bar such checkpoints. CDC TASK FORCE RECOMMENDS HELMET LAWS The Community Preventative Services Task Force, a panel operating under the Centers for Disease Control (CDC), has reported its findings for improving motorcycle rider safety, recommending that states and the federal government focus on passing helmet laws. In its first-ever findings statement on motorcycle safety, the group of mostly medical professionals emphasize that motorcyclist fatalities have nearly doubled since 2000, but ignore the fact that motorcycle registrations have likewise multiplied over the same time period. Members of Congress have written the CDC requesting that they back off from helmet propaganda, but the federal health agency feels justified in pursuing all preventable injuries. 30

FURTHER EPA ACTIONS RESTRICT E15 FUEL Following passage of the Farm Bill, which hampers the availability of E15 (gasoline containing 15% ethanol) by restricting blender pumps necessary to dispense the fuel, as well as the U.S. Environmental Protection Agency’s recent move to reduce for the first time the amount of ethanol required to be blended into U.S. gasoline supplies, two new EPA regulations are expected to further limit E15 availability. In action taken March 3rd, the EPA decided against adopting E15 as its standard test fuel, and in other regulatory action refused to waive E15 vapor pressure limits, which will effectively reduce its distribution to gas stations during summer months. Previously, the EPA approved E15 for use in cars and trucks built since 2001, but has not approved the fuel for use in any motorcycles or ATVs, and manufacturers have warned that E15 can damage engines and even inadvertent fueling can void warranties. PENNSYLVANIA LIMITS MOTORCYCLE LEARNERS PERMITS State Representative Seth Grove introduced HB 892 in this session of the Pennsylvania State Legislature in an effort to curb the practice of “serial permitting” by novice riders in the state, and the bill was just signed by the Governor and becomes effective immediately. The new law restricts the number of times someone can reapply for a motorcycle learners permit to three times in a 5 year period. Prior to this law, there was no restriction on the number of times an individual could reapply for a learners permit and thereby skirting the need to take the full motorcycle license written and riding test. “We have been dealing with individuals who continually violate the restrictions of motorcycle permits because they treat permits like actual licenses,” Grove said. ABATE of Pennsylvania also supported the bill and provides free student motorcycle safety training, with an opportunity to obtain a class “M” license upon completion of the course. FLORIDA LAWMAKERS MAY MAKE DRIVERS WATCH OUT FOR MOTORCYCLISTS Safety rule number one for motorcycle riders is to watch out for car drivers, but a proposal in Florida could make it state law for drivers to watch out for motorcycles. The bill covers what Senator Greg Evers (R-District 2) calls “vulnerable road users.” That includes motorcyclists, pedestrians, road workers, scooter and bicycle riders, farm equipment operators, carriage drivers and those in wheelchairs. If a driver commits a moving violation that results in bodily injury, it would become a second-degree misdemeanor. If it causes death, it would become first-degree, with the potential for license suspension.
