We are so excited to celebrate our district’s outstanding employees at Hillsborough Education Foundation’s 2024 Excellence in Education Awards in partnership with Hillsborough County Public Schools. Every year, we look forward to honoring our amazing educators and school staff and reflecting on the impactful work they have been able to accomplish to continue to make a difference in students’ lives. Out of 626 nominations from schools across the county, 13 educators and support personnel are being recognized as finalists with three being named winners in their categories.
We would like to congratulate our 2024 Ida S. Baker Diversity Educator of the Year, Instructional Support Employee of the Year and Teacher of the Year winners and everyone who was nominated by their schools for going above and beyond to make a lasting impact on our students. It is an honor to be selected from nearly 24,000 phenomenal teachers and staff. Dr. Ilfaut Joseph has dedicated 22 years to HCPS. A graduate of the University of South Florida, he holds a bachelor’s degree in Mathematics Education, a master’s in Educational Leadership, and a doctorate in Curriculum and Instruction. For a decade, he served as a math SAL and a math coach within the district.
Maria Ortiz has dedicated 17 years of service to HCPS in roles ranging from homeroom mom to ELL Para, Teacher Assistant and her current role as Principal Secretary. She holds a bachelor’s degree from the Universidad Interamericana in Puerto Rico, specializing in teaching English as a Second Language, where she was recognized as the top student in her class.
Dr. Nylund has worked for HCPS for 13 years, each spent teaching physics, engineering and mathematics at Blake High School. He has served as the mathematics and science department head throughout his time at Blake. Dr. Nylund also sponsors Blake’s Science and Engineering Club, which recently won its fifth consecutive county championship. He is passionate about making physics and engineering accessible to all students. Dr. Nylund holds a bachelor’s degree in Physics, a master’s degree in Curriculum and Instruction and a doctoral degree in Educational Leadership from the University of Florida. His dissertation, in conjunction with his non-profit, Project 81 Inc., determined a funding model for primary education in the Artibonite Department of Haiti. Dr. Nylund and his wife, Natalie, a second-grade teacher, are avid runners, and he enjoys fishing with friends in his spare time.
Dr. Joseph’s passion for his work ignites when he engages with students facing life’s many challenges. His initial focus is on cultivating positive teacher-student relationships, laying the groundwork to dismantle barriers hindering students from realizing their full potential. Dr. Joseph derives immense joy from teaching, especially when students say, “I got it now.” These powerful words fuel his daily commitment to go above and beyond when teaching class.

Despite her professional achievements, Maria considers raising her three sons, Dylan, Derek and Kyle, as her most significant accomplishment. Beyond her work, Maria enjoys music, dance and cooking alongside her husband Manny. A devoted animal lover, she shares her home with two dogs, Hazel and Haze, her son’s cat Tammy and three fish tanks. Maria actively volunteers for Family Engagement Nights, oversees the school’s summer food pantry, and her favorite activity is spending quality time with her family and friends.

Ida S. Baker was the first African American to serve as Deputy Superintendent in the Florida Department of Education. She was known for her efforts to support underserved students and encourage academic success. In her honor, each school site may nominate an individual who embodies the pioneering spirit of Ida S. Baker by going above and beyond to meet the needs of our diverse student population.

Instructional support personnel are recognized for ensuring students and schools have the proper care and services available to promote an enriched and safe environment. Each school may nominate a person who supports the district through administration, transportation or health services. The winner of the award will go on to compete for the title at the state and, potentially, national levels.

The Teacher of the Year Award recognizes outstanding teachers who have been nominated by their school sites for their dedication to the academic achievement of their students. The winner goes on to compete for Florida State Teacher of the Year honors, and potentially, national Teacher of the Year.
