New homes in great old neighborhoods? Yes you can BY NICK STUBBS Times Correspondent
In the search for a place to live, finding the perfect neighborhood is easy. It’s finding the perfect house in that neighborhood that can be the spoiler. Like a fine vintage wine, many long-established neighborhoods
have mellowed, with the flavor of life they offer a lure to many home shoppers. From old South Tampa, SoHo and Hyde Park, to magical Roser Park and Kenwood in St. Petersburg, to the beaches from Clearwater to Sarasota, they all have something in common: they’re all built out. So what to do? Will it be settling for the wrong house in the right neighborhood or the right house in the wrong neighborhood? It doesn’t have to be either, said Julie Lux, a Realtor with Smith and Associates in Tampa. Her primary market area is South Tampa, where she says buyers can have it all, thanks to new in-fill in built-out communities.
Older, built-out neighborhoods have plenty of older homes that can be demolished to make way for a new dream home with all the modern amenities. Before taking this path, however, buyers should be sure of any rules that might prohibit or otherwise interfere with their grand plans.
Lots of builders and developers are buying older homes and demolishing to build new, said Lux, particularly in Tampa areas like the Plant High School district, Palma Ceia, Virginia Park and Ballast Point. “If you look from Westshore to Bayshore (boulevards) down to MacDill (Air Force Base), you see new construction popping up everywhere,” said Lux. “Everything is pretty much tear-downs.” The new-home projects dotting the area are the handiwork of builders and small-scale developers building homes on speculation, said Lux. They know their “niche,” which is offering the perfect solution for buyers who want new homes in desirable older neighborhoods. They demolish and build 2,800- to 3,500-square-foot, two-story homes she said, selling them for between $300,000 and $700,000. And they “go fast,” said Lux. Many of these homes are put on the market before construction even starts, she added, so it pays to search listings. Getting in before the work begins gives buyers the opportunity to customize the home to their liking, giving them the ideal house in the neighborhood they’ve dreamed of. As a word of caution, Lux said buyers looking to do what the developers are doing need to be mindful of zoning rules. toration as an option. The key to those looking to demolish and build new is finding a house deemed non-conforming to historic standards by an architectural review board. That usually means it can be knocked down, she said, but be aware that zoning rules may dictate that the new home match the period architecture of the neighborhood. On the island beaches of Bradenton and Sarasota, there are plenty of new homes despite the region being long built out, said Tim Cole, a project manager with Eason Builders Group. He joined the company just four months ago, and already is on his fifth tear-down and rebuild. On the islands, it’s how new houses happen, he said. Many of the demolition projects are older, ground-level homes built in the 1950s to 1970s. They’re being replaced by two-story homes elevated to meet flood zoning requirements, Cole said. The market, be it buyers or renters, wants new homes, so “developers take it to the ground and start fresh with a new, modern home,” said Cole. Right now, buyers have a “real
good chance” of finding a new home on the islands, he said. “There are so many developers doing this (demolishing and rebuilding) that you can find them without much trouble.” Bob Eaton, owner of Artistic Homes, builds primarily in Hernando County. Property values there are not as high as in built-out regions to the south, so buying older homes just to demolish them and rebuild “doesn’t make economic sense,” he said. But there are plenty of lots available in desirable, established neighborhoods with lot sizes today’s buyers want to build their dream homes. Royal Highlands in northwest Hernando is a hot market right now, as the county is embarking on a road-paving plan in which residents help fund the work by paying for it over time. The new roads are sparking new interest among buyers, who like the larger than average halfacre lots there. They give them the room for large, modern homes without consuming the yard, said Cole. “It’s not like some of the newer developments where the lots are
small and houses are on top of each other,” said Eaton. “When they laid this community out they had bigger houses and bigger lots in mind; it’s just that they never fully developed the roads.” That resulted in the community’s growth stalling, he said, but now it’s back on track. Eaton has several projects in Royal Highlands, but he also said many desirable areas of Spring Hill still offer lots that can accommodate large, new homes. He’s still building there 50 years after the Deltona Corporation started its landmark 30,000home community. “There are plenty of lots (in Spring Hill),” said Eaton. “It’s pretty much built out in a lot of areas, but it just kind of keeps spreading out.” Never rule out the older developments when searching for a new home, he said. It’s common to see older developments expand—even if it’s just a half-dozen new homes on a cul-de-sac at the far corner of a community. These new enclaves are just what a lot of buyers are looking for, Eaton said.
County coffers to swell The hot real estate market is bringing a property tax windfall to local governments. BY CHRISTOPHER O’DONNELL Times Staff Writer

In further proof of Tampa Bay’s red-hot real estate market, the total value of taxable property in the region is projected to rise at or near double-digit rates this year. The result will likely be a small windfall for local government agencies as they prepare their last budgets before an increase in the homestead exemption goes to voters in a November referendum. Estimates by property appraisers’ offices show that taxable values — the total value of property minus homestead and other exemptions — are up roughly 10 percent in unincorporated Hillsborough County, the biggest increase since the real estate market crashed around 2007. Projections are equally bright for the region’s two biggest cities, with the taxable value of property rising by 10.4 percent in Tampa and 9.5 percent in St. Petersburg. Taxable values are also up about 8.5 percent in Pasco County and Pinellas County. Fueling the increases are rising home values and almost $3.4 billion worth of new construction in Hillsborough and Pinellas counties, property appraiser data shows. The bulk of that, some $2.5 billion, was in Hillsborough County. “I think we’re seeing a continuation of the trend we’ve seen over the past few years of a steady and healthy real estate market,” said Hillsborough County Property Appraiser Bob Henriquez. “With inventory so low in the resale market, there
has been a ton of new construction in south county.” Higher taxable values mean property owners will pay more in taxes even if local governments keep the same tax rates. For example, based on 2017 tax rates, Hillsborough County would collect an extra $45 million for its general fund and about $20.1 million for services like water, sewer, road maintenance and trash pickup in the unincorporated areas. “We haven’t seen those levels since 2008,” Hillsborough County Administrator Mike Merrill said. “We don’t believe that’s sustainable at all over the long run.” Plans for the additional revenue include affordable housing, school traffic safety projects and a program to improve the county’s foster care system. The county is also planning to give $250,000 to a Children’s Board of Hillsborough County program that teaches young people to swim and more than $400,000 to Prodigy, a program that uses art and music to help low-income children develop life skills. But mindful of a potential increase in the homestead exemption, which would cost Hillsborough more than $30 million per year, the focus is on one-time expenditures that the county is not committed to continuing. “We were glad for the ability to do additional programs,” Merrill said. “But we can’t plan on funding those on a recurring basis because of the uncertainty.”

In Tampa, the increase in values will mean an extra $18.4 million in property tax revenues. Mayor Bob Buckhorn has not yet decided how to spend the extra money, said Sonya Little, Tampa’s chief financial officer. The boost to St. Petersburg’s budget will be about $10.5 million, which will help narrow a projected budget deficit to $1.2 million, said Budget Director Liz Makofske. The 8.5 percent increase in Pasco County will produce almost $16 million in additional revenue, said Dan Biles, county administrator. “For us, it allows us to keep up with the demand for services,” he said. “As people start making more calls to customer services, to the Sheriff ’s Office, this allows us to meet some of those needs.” Taxable values have largely rebounded to their levels before the real estate crash that helped fuel the Great Recession, Henriquez said. The crash wiped out billions of dollars in property value
and cost local governments millions of dollars in revenue. Tampa officials estimate they lost $283.2 million in property taxes from 2008 through 2017. While home values have recovered, the Save Our Homes cap means assessments for homeowners can’t grow by more than 3 percent a year or by the change in the Consumer Price Index, whichever is lower. A 10 percent cap on the assessed value of non-homesteaded properties has been in effect since 2009. Henriquez said he doesn’t worry that the market is in danger of another collapse. Before the last slump, total taxable values rose by more than 15 percent in 2005 and another 20 percent the following year. “Clearly,” he said, “it’s not what we saw just prior to the crash last time.” Staff writer Laurel Demkovich contributed to this report. Eight tips for finding new homes in built-out areas Expert help: Hire an agent who specializes in the region or community in which you would like to buy. New homes or lots in long-established communities can be difficult to find, so you will need some help.
Historic districts: Those who want a new home in a historic district have their work cut out for them. In a lot of cases, homes are protected from demolition. The best chance is to find a vacant lot, or home that is not deemed historic that can be torn down.
Drive around: If you have a neighborhood in mind, do a little scouting. You’re looking for vacant lots or lots that could be vacant by demolishing an older home. You never know what you might stumble upon.
Conformity: Don’t bet on being able to build a modern cube home in historic districts. Rules often dictate that new homes in these communities must conform to period architecture.
Find a builder: Home builders may have a line on a suitable lot or tear-down right where you want to live. A little web research may turn up just what you are looking for. Know the rules: Buyers need to be aware of the rules when it comes to building in their neighborhood of choice. Check with the county or city building and zoning departments and don’t forget any home owner associations that might have jurisdiction.
Revitalization zones: Some areas are in transformation, with many new houses replacing older homes. New development, such as that taking place around the Westshore Marina District in South Tampa, is often all it takes to spark revitalization in surrounding, older neighborhoods. Research school rankings: Young families want to be in good school districts and they also want new homes. Builders tuned into that market often build new spec homes in established neighborhoods near the schools they know will attract buyers with school-age children.

Over the past month, demolition crews have gutted the old five-story Bromley office building at the future site of the $500 million Midtown Tampa project. On Sunday, the remaining skeleton of the building is scheduled to come down. The demolition is not a public event, and the work site is fenced. The
plan is to make cuts low in the building’s support columns, then attach 200-foot steel cables to the tops of the columns and use two excavators — pieces of heavy equipment with powerful retractable arms — to pull the structure to the ground. Within about 30 seconds, gravity should reduce the building to a two-story pile of debris. Of that, about 24,000 pounds of concrete will be crushed and reused in the 1.8 million-square-foot project. Construction is expected to begin in
entertainment, fitness and outdoor activities. Midtown Tampa is being developed by the Bromley Cos., based in New York City. The general contractor is Barr & Barr, a 91-year-old New York company that built Rockefeller Center in 1932. Cross Environmental Services is handling interior and exterior demolition.
