Editor: As a parent of 5 and 11- yearold sons, keeping them safe on Halloween is my top priority. When we take them out to “trick- or -treat,” the following tips help ensure that they have a safe and enjoyable time. • We go with a group of friends and make sure every child is accounted for after visiting a house. • The kids do not enter houses of strangers. • After the kids get home, we go through the candy/snacks and inspect for anything unwrapped. • The costumes the kids wear
always has reflective tape or a vest that can make them easily seen by drivers. • We always make sure that we look both ways before crossing the street. • The kids “trick –or- treat” in our neighborhood where we know the neighbors. • The also stay in well-lit areas and well-lit friendly Halloween houses. • Last but not least, they do not wear masks while walking, as it could obstruct their vision. Hope everyone has a happy and safe Halloween! Patrick M. O’Malley Concerned parent
Editor: If your local zoning hearing board turns down your fence application, or if you disagree with a $15 parking ticket, you will get your day in court under Pennsylvania law. However, your neighborhood park will be subject to sale, and there will be nothing you can do to stop it, if House Bill 2224 is passed by the Pennsylvania Senate on October 15. The “Cash for Parks” bill is intended to eliminate court review over the decisions of local officials to sell public parkland. Court oversight of park sales has been guaranteed by Pennsylvania’s 1959 Donated or Dedicated Property Act, and over a century of case law. HB 2224 would change all that, and parks across the state would be subject to sale according to short-term political whims. If you don’t think that these sales can happen, I can tell you from personal experience that they do. In these times, a sudden cash boost weighs heavily
against these neighborhood cornerstones. HB 2224 sailed through the House without public input and is now ready for a vote by our Senators. Recent amendments to the bill have attempted to address the problem by requiring a public hearing without any court review, but this formality is meaningless if the decision to sell has already been made. The bill’s intention was to give local officials discretion to sell blighted public properties, but current laws already provide for court approval of such sales. Court oversight should never be eliminated from these enduring decisions in our communities. Please tell your Senator to vote “No” on HB 2224, and to send this legislation back to the drawing board. For more information on HB 2224 and what you can do to stop it, please visit www.conservationadvocate.org. H. Fintan McHugh, Esquire Media, Pa.
Editor: I would like to thank Abington Heights School District and Abington Heights Middle School for the Camp Invention program this summer. Camp Invention Director Lisa Burgess and the talented local teaching camp staff helped to prepare local youth for future success through practical application of the 21st century learning skills such as teamwork, creativity, critical thinking and problem-solving. Thirty-nine Clarks Summit elementary students joined more than 77,000 students
nationwide in tackling exciting hands-on STEM challenges at the Camp Invention program. The science, technology, engineering and math concepts that they learned were used to solve a series of real-world problems that required innovative solutions. I especially want to thank the adult and youth staff and the students in Clarks Summit for the exceptional creativity and inventiveness that they displayed throughout the week. Susan Z. SCRANTON - The wearing of medieval costumes and masks to the upcoming Children’s Advocacy Center of Northeastern Pennsylvania’s (CAC/NEPA) Masquerade Ball Oct. 27, is strongly encouraged. Organizers of the event invite the public to immerse themselves in an evening of magic, royalty and fun at Camelot Restaurant and Inn, 17 Johnson Road, Clarks Summit, 6 to 11 p.m., while helping raise money for the CAC/ NEPA, Scranton, which provides services to children and adolescents who have been sexually and/or physically abused and/or neglected. According to Elizabeth Pascal, CAC/NEPA, development coordinator, the CAC/ NEPA provided services to 843 children from Northeastern Pennsylvania in 2011, and the center anticipates serving more than 1,000 children by the end of this year. “So support from the community is essential,” said Pascal. She added, “Since the mission of the CAC/NEPA is, ultimately, about hope and truth telling, the notion and
image of Camelot (“a symbol of hope, truth and of loyalty to another above self ”) is particularly appealing. “It speaks to our vision of a community where children are heard, supported and safe.” Planning for the masquerade event was conducted with the support of volunteers and student interns. Tickets for the event are $70 for adults and $35 for students. This includes an evening with a complimentary cocktail hour; drink specials, live music/DJ, prizes for costumes, complimentary Tarot card readings by Angie Scalzo, roving entertainment, musical selections performed by University of Scranton students, a buffet menu of chicken, rice pilaf, Mediterranean vegetables and pasta with an assortment of sauces and cake, coffee and tea for dessert. A selection of brews will be provided by Oskar Blues Brewery, Colorado. A cash bar will also be available. Seating is limited, but tickets will be available at the door. Reservations can be made by calling 570.969.7313.

EPA database to provide cleanup information BY GERARD E. NOLAN Abington Journal Correspondent
GLENBURN TWP.- Environmental Protection Agency (EPA) officials will exhibit a new online database that displays information on continuing efforts to clean up contamination at the Precision National Plating Superfund site, Glenburn supervisors announced at a meeting Oct. 15. The demonstration will take place 6:30 to 8:30 p.m. Nov. 1 at the township’s municipal building, 54 Waterford Road, Dalton. The database, a public resource, will provide extensive information on the history of cleanup efforts at the site in addition to current data. Included will be updates on ongoing measures taken to combat hexavalent chromium contamination, including the results of tests at government wells around the site. Hexavalent chromium, a toxic compound that can cause cancer in humans, was leached into the soil during operations. The plant shuttered for good in 1999. “EPA will present a short demo on the viewer and then will have several people available to assist in a hands-on session,” said Ann DiDonato, EPA on-site coordinator for the Precision site. In other business, Glenburn supervisors signed on to a newly-formed coalition of 30 Lackawanna County municipalities united against the City of Scranton’s recently-passed commuter tax increase. The coalition—named S.T.O.P., or Scranton Taxing Our People— launched its first attacks in the fight against the tax: setting up
a legal fund to fight the tax in court and urging all municipalities to pass resolutions requesting that the state amend regulations that allow financiallydistressed municipalities to assess levies on nonresident workers’ earned incomes. Supervisor Bill Wicks, who was appointed to the group’s legal committee, said the tax would saddle nonresident workers with an undue burden. “They already pay one percent to Glenburn Twp.,” he said of Glenburn residents who work in Scranton. “They’re being asked to double their tax.” Wicks noted that opposition to the tax had been mounting before it was even passed. Now, however, “the sense of urgency is a little bit greater,” he said. The board unanimously approved allocating $200 to S.T.O.P.’s legal fund and adopted a resolution requesting that the state amend the rules governing distressed municipalities’ taxing power. In other business, the board issued a “memorandum of understanding” to the Abington Regional Wastewater Authority to help secure a loan from the Pennsylvania Infrastructure Investment Authority for upgrades to the authority’s facilities. Solicitor Malcolm McGregor called the memo a “very general agreement— more of a statement of interest to proceed” with the process of drafting a formal agreement between the township and the authority to treat wastewater. The ARWA secured a $9.7 million loan Oct. 23 from the Pennsylvania Infrastructure Investment Authority at a one percent interest rate.

CLARKS SUMMIT- One family business in Clarks Summit has expanded to Dickson City to offer two unique cuisines. The owners of local Chinese restaurant, New Century, 1000 S. State St. No. 4, Clarks Summit also run Masaru, 808 Scranton Carbondale Highway, Dickson City, which recently received new management and changes in menu. Owners Liya Chen, 41 and Zong Yan Chen, 41, married for 18 years, are originally from China but now live in Scranton. “From day one we fell in love with the community. So we wanted to share our love and passion for cooking and share our food and culture with the community that we love,” said Zong Yan Chen. The Chens own New Century, which has been open in Clarks Summit for 12 years and undergone several renovations in that time. New Century derived its name because the Chens opened it prior to the turn of a new century, 2000. New Century has made it an annual practice to donate food to community events, such as those to benefit the Dalton Community Library. “We donate to the library because it is an important part of the community. By helping the library we feel like we are helping the community,” said Liya Chen.

New dishes are always being created at New Century, but Chen said there are several customer favorites at the restaurant, such as their homemade rice wine chicken and peanut chicken. The couple is just as excited about their new Japanese restaurant Masaru. They decided to open Masaru, whose name means victory, because they feel its Japanese menu offers healthy options and gives customers a variety from which to choose. Masaru opened in the summer of 2011 but in September new management came on board and has aimed to improve the quality of food served. The Dickson City restaurant features hibachi and sushi options. Tuesday is Ladies Night, when women receive a 30 percent discount. And a reservation for hibachi any day gives customers a 10 percent discount. The Chens said that since both businesses are family run, they want to extend the family feeling to the community. Liya Chen’s sister-in-law, Stephanie Chen is the new manager at Masaru. She is excited about the restaurant and her new position. “I want everyone that walks in to feel at home at a beautiful restaurant,” Stephanie Chen said. Some favorites at Masaru are the Sweetheart sushi roll and green tea ice cream for dessert, she said. Masaru also features a full bar and its own Masaru signature cocktail and a happy hour from 4 to 6 p.m. with half price drinks. Contact them at New Century, 570.586.7088 or Masaru, 570.483.4305

CLARKS SUMMIT After nearly a year of construction, Trinity Lutheran Church completed its new parish center to add more rooms for its growing congregation. Visitors came to see these renovations during an Open House, which was held Oct. 14 at the center. Refreshments, including cookies and candy, were served in the center’s spacious fellowship hall located on the ground floor. Other new rooms include: a renovated preschool room with a kitchen also on the ground floor; libraries, Sunday school classrooms, meeting rooms and offices on the first floor. Members of the Trinity family were present at the Open House to talk to the visitors about the church’s mission and activities. “The mission statement is to service each other in the community and the world,” said church member Cathy Sheffler. “We’re looking to grow that.” Pastor George Mathews, who has been at Trinity

said Sheffler. “When you’re investing in kids, you’re investing in the future.” Trinity Lutheran Church was built in 1929. Architect Dennis Kelly spoke with parishioners about his plans for a new parish center. On September 2011, the old building was demolished for the construction of a new building. Members of the church gave up their Saturdays to help build and renovate the new parish center. “I’m very pleased with the end result,” said Kelly. “It blends very well with the existing church without overshadowing the church, and to be sympathetic with the neighborhood, it blends in very well. It was a community affair.” The formal dedication of the new building was held Sept. 30. Trinity Lutheran Church is located at 205 West Grove Street, near the intersection of Grove Street and State Street. He said that currently 25 percent are from Susquehanna County and beyond. The purpose of the new parish center is to add room for more students in preschool and Sunday school. “It meets our need of the present and future,” said Mathews. “We couldn’t be what we wanted to be with the old building.” This building also offers preschoolers full use of the original building. Preschool students can now use the ground floor and the first floor and the new fellowship hall for recess during inclement weather. “It’s all about the future,”

Dalton to send final warning for garbage fee delinquents BY BEN FREDA Abington Journal Correspondent
DALTON - At the Dalton Borough Council meeting Oct. 11, board member Bill Montgomery said the board is sending final warning letters to Dalton residents who have not paid their 2012 garbage fees, which were due June 30. “Our next step is going to have to be legal,” he said. “They may find themselves in front of a magistrate. We have to release their names if there’s a right-to-know request.” Montgomery said these residents already have a late charge, but will add a legal fee if they do not pay it. He also said that there are about 60 people who have not paid. Montgomery asked solicitor Frank Bolock if Dalton should take legal action after Dec. 31. Bolock said that as of Sept. 30, fees are considered delinquent according to the ordinance. “We can go ahead and file the municipal claims at
that point,” said Bolock. Montgomery suggested making Nov. 15 the deadline of the late garbage fee before Dalton takes legal action. In other business, Secretary Jo Ann Davies read aloud a letter from the Abington Senior Center which asked for donations to add more classes. “Our center’s membership consists of 500 seniors ranging from 60 to 94 years of age,” Davies read from the letter, “and with the arrival of the much anticipated baby boomers, our company is rapidly growing, bringing more ideas and the need for more classes.” Davies also read that the senior center has added Latin and arts and crafts, while continuing to teach yoga and needlepoint. In other business, Bill Montgomery asked for a motion to purchase a 1999 International S2500 aluminum dumptruck, DT466, from Penn Hazle Equipment, Inc. for $22,500. The board approved.
Blake announces $9.7M low-interest loan for sewer State Sen. John Blake (DLackawanna/Luzerne/Monroe) on Oct. 23 announced that a $9.73 million low-interest loan to completely overhaul and upgrade the aging Abington wastewater treatment plant has been approved by the Pennsylvania Infrastructure Investment Authority (PENNVEST). “This project is both environmentally and economically important for the residents in the Abington area,” Blake said. “Environmentally, this project will eliminate storm-induced, occasional harmful discharge into Leggett’s Creek – improving water quality; and econom-
ically, this project will immediately create 36 construction jobs -- and once completed, support the creation of 74 new jobs over the next three years by local employers.” Blake said that the $9,735,970 loan, which has an interest rate of one percent, will allow the Abington Regional Wastewater Authority to upgrade and expand their facility which, in its current state, is unable to meet the new, federal Chesapeake Bay-related water quality standards. The project also includes the replacement of inadequate collection lines and plant equipment.

ings listed on them. DeVita said Massimilian has the right to review and question the bills, but reminded him if they are not paid, it would be sufficient cause to reject his application. “We’re well aware of our obligation to pay the bills,” Massimilian said. “We just want to make sure that they are accurate and fairly represented.” At the beginning of the meeting, the Ransom Township Planning Commission reviewed a letter from Lackawanna County dated Oct. 11 in regard to revised plans submitted by Massimilian July 15. The letter from the county recommended approval be withheld and listed several reasons. *The first was the absence of submitted review fees. * The second stated the plans were not sealed by the commonwealth -registered surveyor. * The third was due to lack of information regarding a highway occupancy permit. * The fourth stated a number of the comments in the LCRPC review of July 20, 2010 were not addressed in the revision, regarding road access, parking lot layout and noise studies. * The fifth stated the plans lacked a number of items required by the township Subdivision and Land Development Ordinance and township Zoning Ordinance, including, among others, information about wetlands on the site.

* The sixth stated the parking lot layout must be revised to eliminate traffic conflict for vehicles backing out. Massimilian commented on the letter, saying he met with Steve Pitoniak from the county and discussed the concerns. He said Pitoniak told him the county had not yet completed a thorough review of the plans because they had not received a review fee, which he had not known was necessary. Massimilian addressed several of the issues, dismissing some as an “incorrect reading of the code,” saying others are points that were taken care of but need to be reflected in the plans. In regard to the wetlands, he said the information was included in the revised plans, but the reviewer did not see that note, as a complete review was not yet made. “Most of those items,” he said, “will go away with a thorough review of the plans.” He added, however, revised plans will be submitted. Massimilian also requested a time extension for the plans, which the commission voted 5-1 to table until the bills are paid or a payment plan is agreed upon. Under public comment, Zoning Officer Bob Lukasiewicz made an announcement to clear up confusion from a discussion at a previous meeting. He said his job relates to land use, not buildings. He pointed out any questions or issues relating to buildings and structures should be directed to Township Supervisor Dennis Macheska. representation,” according to a communication issued by the group at its Oct.11organizational meeting. S.T.O.P. has set up a bank account for the legal funds. The alliance plans more meetings and will set up a website in the coming days, according to Mayfield Mayor Al Chelik.

scores at the high school level troubling. “The data that has us concerned is that the results reflect hundreds of students over the years,” he said. “The more numbers you put in over a longer period of time, the more confidence you can draw from the results. I don’t want to discount to value of the PVAS model because our elementary schools show tremendous growth. The idea that we can’t demonstrate movement in the PVAS system is contradicted by our own results. “At the high school level, our growth is among the very worst in the state of Pennsylvania. We are just above the cyber charter schools where kids don’t even go to school, they sit at home.” According to Mahon, the exam has been improved over the years and the high school scores are a major problem. “PVAS has been around in some form since the early 1980s and has been refined,” he said. “While it’s not perfect, it

truly is the best statistical model we have available to measure large scale issues. “In my estimation, the PVAS results are a cause for celebration and congratulation at many areas in the district, but a call to action at our high school. We have a catastrophic drop at the high school. We can’t have this because our kids are being affected. I blame myself and that’s the person to blame. Period.” Board member Jeanne Cadman believes the administration needs to tackle the issue before it become even worse. “I think it’s time that we acknowledge the fact that we have an issue and do what we need to do to resolve the issue,” she said. According to Mahon, steps are in place to learn what may be causing the drop in scores at the high school level. “The administration is taking cross sections of students and following their schedules to try to get a sense of what a kid experiences at Abington Heights,” he said. “We’re looking at what they are getting

from their teachers in an effort to gather data. One early result we found was that the rubric we were using in 11th grade writing was the wrong rubric. It was not in line with the latest upgrade as to how we should teach.” The board voted to accept a leave of absence for Clarks Summit and Waverly Elementary School Principal Steve Aquilina. His sabbatical will begin Nov. 23 and last one year. The district is currently unsure who will fill his position during that time. Vice President Warren Acker reported that the Facilities Committee met to discuss a few issues including the condition of the roof at Newton Ransom Elementary School. “There have been some problems with the roof,” Acker said. “We’ve made repairs and think everything is all right. The risk is that we could end up replacing the roof and the cost could be as high as $2.5 million, which would come out of our capital reserve. This is something we’re working hard to avoid.”

ith horse-shaped auction paddles in hand, eventgoers will have an opportunity to bid on five hope chests hand-painted by local artists Trinka Ravaioli, Kathy Barrett, Rachel Boles, Karina Singer of Woods & Co., and Bridget Feeney, a student of Kathy Barrett, as well as a sixth chest handcrafted and painted by Al Day of Equinok. Funds raised at the “Backyard Ale House Hope Chest Auction Benefiting Marley’s Mission,” Nov. 10, from 6 p.m. to 9 p.m. at the Backyard Ale House, 523 Linden St., Scranton, will be used to help defray the cost of the Third Annual Marley’s Mission Blue Ribbon Gala, the organization’s major fundraiser, on the calendar for Feb. 16, 2013 at the Hilton Hotel and Conference Center.
Marley’s Mission, a non-profit organization currently based in Lake Ariel, has treated more than 160 children since July 2010 when it opened its doors, and provides Equine-Assisted Psychotherapy at no cost to children and families who have experienced trauma. Ken Rivenburg will serve as auctioneer. According to Kara McDonough Seitzinger, auction co-chair along with Donna Nasser, “Five of the six chests, which were provided by Woods & Co. with the cost of each underwritten by local sponsors, vary in size and dimension.” Seitzinger added, “The theme of this year’s Gala is ‘Building A Forever Home.’ When the 2013 Blue Ribbon Gala Committee sat down to brainstorm ideas on decor, events, for the Gala we came up with an idea for an Auction of a few exclusive items that would tie into our theme. A Hope Chest is a piece that can
be used in any room in the home, depending on the design and it is often passed from generation to generation. It can be the centerpiece of a room, or taken to college and in most cases it derives significant meaning, a sense of permanency, of home…” The ticket price is $50 and includes three hours of top shelf liquor, a featured Autumn beer, a Martini fountain, passed hors d’oeuvres provided by Mendicino’s, Russell’s and Constantino’s ,and the horse-shaped paddle for bidding. Most people will be familiar with Lebowitz’s conversational style from her frequent appearances on television talk shows, and that’s the format she has chosen for her Scranton appearance, which will open with questions from a local interviewer followed by questions from the audience. Collections of her remarks, such as, “All God’s children are not beautiful. Most of God’s children are, in fact, barely presentable,” are available on the Internet, which has helped to spread her fame. That fame rests on a diverse and unusual career. What new book traces the fallout of two world wars, the rise of an educated middle class, and the emergence of America as the undisputed leader of the free world, while being described as “entertaining and erudite” on its book jacket? Surprisingly, the answer is “The Story of Ain’t,” by David Skinner, in which he chronicles the creation and publication of “Webster’s Third New International Dictionary of the English Language.” The book is a new addition at the Abington Community Library. Skinner traces the dictionary’s evolution, its break with tradition, the addition of thousands of new words , and the elim-
ination of many more, as well as its permissive handling of “ain’t.” He set out to show that never before or since has a dictionary so embodied the cultural transformation of the United States. “We Killed,” by Yael Kohen, is an oral history of the life and times of female comedians, from the 1950s to the present day. She pieces together the revolution that happened to (and by) women in American comedy, gathering interviews with the country’s most prominent comediennes and the writers, producers, nightclub owners, and colleagues who revolved around them. Each generation of women, from Joan Rivers and Phyllis Diller, through Elaine May, Lily Tomlin and Mary Tyler Moore to today’s Chelsea Handler and Tina Fey, has developed its own style of comedy. Not only a cultural and social history, the book is also a collection of entertaining storytelling. New Adult Mysteries “Island of Bones,” by Imogen Robertson. Gabriel Crowther, accompanied by Mrs. Harriet Westerman, travels to the Lake District of England when an extra body is discovered in an ancient crypt.
Crowther discovers that his own haunting past will not stay buried and the lure of a broken heritage brings him home at last. “Death on Telegraph Hill,” by Shirley Tallman. In 1882 San Francisco, Sarah Woolson is a rare find --- a female attorney with her own law practice. When her brother Samuel is struck down by a bullet, Sarah sets out on an investigation. Was he even the intended target? What she finds are even more questions, multiple murders, and the most difficult case of her career. “A Fatal Winter,” by G. M. Malliet. Former spy turned cleric, Max Tudor, must turn his attention away from his flock and focus on solving a baffling case of murder at Chedrow Castle where each and every one of a group of longlost relatives has a motive. SCRANTON- Abington Heights High School junior Nathan Hollander set the tone early, returning the opening kickoff of the game 84 yards to the West Scranton 5-yard line. He wasn’t done. He also intercepted four passes and had a touchdown catch in the Comets 57-21 football victory over West Scranton at Scranton Memorial Stadium. Abington Heights running back Ryan Judge, who rushed for 190 yards on 28 carries, ran 5 yards for a touchdown after Hollander’s big return to give the Comets a 7-0 lead with 11:42 left in the first quarter. “We spend a lot of time and emphasize special teams a great deal in practice during the week,” Abington Heights’ head coach Joe Repshis said. “The blocking was great and if you give Nate a crease, he can go. I thought that was a big play to give us some momentum right off the bat in the first quarter.”
Abington Heights quarterback Dante Pasqualichio connected with Hollander on a 37-yard touchdown pass on the Comets next possession. After Ryan Patrick’s extra point, Abington Heights led 14-0 with 9:20 remaining in the first quarter. The Invaders responded with an 80-yard touchdown from quarterback Jordan McCloe to Joe Devine on the first play of their second possession. Fall art stroll
A
dose of fall weather with a chill in the air did not keep art enthusiasts away from the Clarks Summit Second Friday Art Walk Oct.12. Charles Charlesworth, Art Council of the Abingtons president, said regarding the event, which included art at more than 13 venues, music and demonstrations, “The thing that impresses me the most is the fact that the size and the scope of the art walk every month is growing. And what impress me more is the people who are working at the art walk – the ideas they’re coming up with…We have five venues that have music this month and
new venues…” Although the arts council and the Abington Business and Professional Association are two separate entities, Charlesworth said, “It has been such a pleasure working with the ABPA. We’re two separate entities, but everybody thinks we’re one because we work so well together. They’ve been so kind as to change dates so they coincide with our dates…to make it more cohesive to work with us.”
