Paving the way to the auction By SARAH HITE shite@mydallaspost.com
Roadwork being done on Huntsville Road should not interfere with the Back Mountain Memorial Library Auction this weekend, said a county official. Luzerne County Chief Engineer Joe Gibbons said the project to reconstruct Huntsville Road was 95 percent complete as of June 25, and anything that needs to get done during the auction will be put off until after the fourday event. “We’ve been in close coordination with the borough, and with the importance and community significance of the Back Mountain Library Auction, we’ve scheduled the work around allowing as much access as we can during time of auction,” said Gibbons. “The contractor has stated the project will be done before the auction, and we naturally strive to do that, but if we don’t think we can make it, we will hold off until the auction is over so the community can enjoy the event with limited disturbances.” He said the project has been in progress for about two years, and it’s more than just repaving the road. Centuries-old roads need more work than a layer of asphalt, he said. “We went from horse and buggy pathways to paved cart ways, which limited the amount of pavement structure. The roads

In addition, new drainage systems were installed, curbs and sidewalks have been created, the road was widened by five feet and guardrails have been replaced. Library director Martha Butler said the roadwork hasn’t caused much commotion to the library auction committees and believes the road work will not be a problem come auction time. “With any road work, there are minor inconveniences,” she said. “I don’t think this will be an issue for the auction or the set up of the See PAVING, Page 11

Scholarship answers their prayers
Sarah Bilski awarded largest amount of money ever given from Piper Charitable Trust. By SARAH HITE shite@mydallaspost.com
BILL TARUTIS/ FOR THE DALLAS POST
Sarah Bilski, of Dallas Township, a 2012 graduate of Dallas High School, is the recipient of the Roy W. Piper Charitable Trust Scholarship to Penn State University.
With the rising costs of higher education, 2012 Dallas High School graduate Sarah Bilski and her mother Beth had concerns about paying for college tuition this fall. “I was overwhelmed, didn’t know where the money was going to come from,” said Beth, a single mom. “All I kept thinking about were the student loans and the increase of the interest rates.” Beth and Sarah no longer have to worry about that. Sarah, of Dallas, is the recipient of the Roy W. Piper Charitable Trust Scholarship, which awards her $60,000, or $15,000 for four years, when she attends Penn State University this fall. “I was a nervous wreck, but our prayers were answered,” said Beth.
Roy W. Piper was a Wyoming County businessman who died in 2007. Piper set up scholarships for high school seniors in Wyoming, Luzerne and Lackawanna counties six years before he died. Trustees administering the scholarships take into consideration financial need, community service and citizenship. Sarah filled out the application for the scholarship after her grandfather told her about an ad in a local newspaper. She sent out her information and the waiting game began. It was a while before Sarah heard back from the trustees, asking for an interview in Clarks Summit. “I got an e-mail that I would be part of the final interview with 24 other students,” she said. After more waiting, she received a letter, informing her she had received the huge award – the largest amount of money the trust had given to one student this year. “I was completely speechless,” Sarah said. “I was yelling into the phone when I was trying to tell my mother.”
Beth was similarly excited about the announcement and urged her daughter to contact her grandfather almost immediately after receiving the good news. After all, Sarah’s future profession was inspired by him. Sarah hopes to study medicine, and she
specifically wants to study kidney dialysis using nanotechnology to try to find a better procedure. “My grandfather has kidney cancer,” she said. “He’s not on dialysis now but he may need to be. See PRAYERS, Page 11
DAMA withdraws application A zoning hearing scheduled for June 25 for the Dallas Area Municipal Authority’s application to create a compost facility at the State Correctional Institute at Dallas was cancelled due to DAMA’s application withdrawal. A hearing has not been rescheduled. At a supervisors’ meeting earlier this month, residents expressed concerns about noise, traffic and security at the proposed site. DAMA Solicitor Benjamin Jones III said the application was withdrawn pending further
research and meeting with representatives from the state Department of Corrections. He said the DAMA board plans to resubmit the application. - Sarah Hite

PennDOT study will guide locals to increase traffic safety By Eileen Godin Dallas Post Correspondent
A PennDOT study on busy Route 309 through the Back Mountain is meant to act as a guide for the municipalities to increase efficient traffic flow and safety, said Sandy Koza, a project manager from PennDOT. During a recent meeting of the Back Mountain Community Partnership, comprised of representatives of six Back Mountain municipalities, Koza and Peter O’Halloran, also a Penn DOT project manager, gave a brief overview of the findings of their study. The area of focus is Route 309
North starting at the intersection of Hillside Road and extending to the intersection with Route 118. This corridor through the Back Mountain is heavily traveled and contains about 12 traffic light intersections. Koza gave the committee short term and long-term recommendations to improve traffic flow and promote safety. Short-term recommendations are changes that could be made within five to seven years and would not include any major structural changes. “There could be better organization of the signal equipment, there are areas where ‘no turn on red’ signs are not warranted and areas where extended left turn

signals are needed,” she said. “We also identified areas of pedestrian congestion out there.” Long-term recommendations include relocation of some roads, some re-alignments which will affect some bridge structures, Koza said. For example, the recommenda-
tion to widen the bridge at the intersection of Carverton Road, Church Street and Route 309 would carry a larger price tag because a bridge would be involved. This would be a long-term project to allow time to gain funding for the project, she said. Kingston Township supervisor
Jeff Box asked if local municipalities will have an opportunity to add their input on the recommendations suggested for areas within their communities. Koza said the Back Mountain committees will receive a courtesy copy of the 100-page study on a CD. The study needs revisions in areas, which are scheduled to be completed by the end of July and the study will be completely wrapped up by year’s end. “A major project, such as widening the bridge at the intersection of Carverton Road and Church Street, usually means major dollars to the community,” said James Reino, BMCP committee member and chairman of Kingston Township. “What is it
going to cost us and potentially when?” Koza said project estimates are one of many things that will be added to the report before it is completed. “We are actually revising some of the layout, including the intersection with Route 415 because of issues of how we had it aligned,” Koza said. She advised the municipalities to use the study as a planning tool to prioritize projects, obtain grants and funding from the state. Koza added municipalities should try and get the larger projects on the state’s Metropolitan See STUDY, Page 11

Volunteers hoping to create a wildlife sanctuary in Dallas Borough held a meeting to discuss zoning and other issues at the Back Mountain Memorial Library on June 23. Andrew Duda, of Maryland, began his efforts to create a wildlife sanctuary from his late brother’s property on Pineview Road in March. Duda told the group of about five volunteers that all 17 lots have been acquired for the proposed site, which has been named Woodland Springs, but zoning requirements may be an issue. A letter written by borough manager and zoning officer Tracey Carr said the property is located within residential zoning districts, where bird sanctuaries are not permitted. She wrote Duda may need to apply for a special exception or variance, which would be deter-

mined through a hearing of the zoning hearing board once more information is provided to the borough. Duda plans to consult an attorney and proceed with zoning hearings, but feels the group should still move forward with plans despite needing the borough’s approval. “We could make it a private sanctuary if they don’t approve it,” said Duda. “But I want it to be a community place.” The land is a wooded area with a pond and wetlands. Duda said the group hopes to keep much of the property the same but create a walking path and add a gazebo for patrons. Volunteer Margaret Bakker, an architect who has experience with the Anthracite Scenic Trails Association and the North Branch Land Trust, created a conceptual drawing of the site for the group. She said a borough official told
her zoning concerns include parking, access and security. Bakker included parking on the map, but the group determined that minimal parking will be needed because it is a place designed with the environment in mind, meaning patrons should bike or walk to the site. Duda said a property on Maplewood Avenue would be the best spot to act as the entrance and exit of the sanctuary. He said the land is mostly wetlands, and the best use of the property is what the group is proposing. Duda also announced the group plans to hold an open house at the site in August to introduce the community to the project. Members of the group also said the project could be advertised during the Dallas Harvest Festival in September. He said the group is looking for more volunteers with varied skills, from accounting to website design.

LETTER TO THE EDITOR
Foundation is grateful for many contributions
Dear Editor: Thank you to all those who made contributions to The Memorial Day Foundation and to those who remember the heroic men and women who paid the ultimate price for our freedom. Your generosity provided for nearly 3,000 bouquets of red flowers, symbolic of the bloodshed. With profound dignity, men, women and children assisted in placing flower bouquets at 10 War Memorials in the National Mall, Washington D.C. In a solemn ceremony, four women representing the foundation assisted in placing a wreath at the Tomb of the Unknown Soldier at The National Cemetery, Arlington, Virginia. Throughout the year, the foundation supports the Wounded Warrior Project as a result of your contribution. The Washington activities were consistent with the respect and honor the warriors so rightly deserve. The ceremonies included reverent prayer, a moment of silence and the bugler’s heart piercing sound of taps. The foundation is grateful for your support and invites you to visit www.memorialdayfoundation.org. Gordon Dershimer Memorial Day Foundation Harveys Lake
