PHILADELPHIA — Hunter Pence atoned for a ninth-inning error by hitting his second home run of the game, a solo shot in the 10th that lifted the Phillies to a 4-3 victory. Pence connected against former Philadelphia closer Brett Myers (0-1) with one out to give the Phillies their first threegame winning streak of the season. Pence’s bobble in right field while trying to make a throw home allowed Houston to tie it with two outs in the ninth. The NL East champions ended a dubious drought with Pence’s ninth homer of the season. This was the longest stretch of games (37) into a season without a three-game win streak for the Phillies since 1971, when they needed 51 games. Jake Diekman tossed 1 1-3 scoreless innings to win his major league debut.

ST. LOUIS — Yadier Molina hit an RBI single off second baseman Darwin Barney’s glove with two outs in the ninth inning, helping the Cardinals avoid a sweep and an 0-5 homestand. Matt Holliday and Matt Carpenter homered for St. Louis. Allen Craig had three hits and two RBIs and Tyler Greene snapped an 0-for-17 skid with three hits. The Cubs tied it at 6 in the top half of the ninth on Alfonso Soriano’s first homer of the season. Soriano hit 26 last year.

MIAMI — Josh Johnson allowed two runs over seven innings for his first victory in more than a year, and the Miami Marlins beat the Pittsburgh Pirates 6-2 on Tuesday night. Johnson (1-3) had gone winless in 12 starts since his most recent victory on April 19, 2011. He missed the final 41⁄2 months of last season because of right shoulder inflammation.

NEW YORK — Jonathon Niese had a two-run single to back his fine performance on the mound Tuesday night and David Wright hit a three-run homer to break open the New York Mets’ 11-1 romp over the reeling Philadelphia Phillies. Niese (5-3) pitched a seasonhigh eight innings and gave up three hits, one a homer to Carlos Ruiz. His hit in the second inning put New York up for good. The Mets put on a clinic of clutch hitting and slick fielding in handing the Phillies their sixth straight loss. The only thing they did wrong was run into two outs on the basepaths. TORONTO — Adam Lind hit a three-run homer, Brett Cecil won for the first time in three starts and the Toronto Blue Jays beat the Kansas City Royals 6-3 on Tuesday night. Lind’s sixth homer was the big blow in Toronto’s six-run fourth inning. The win put the Blue Jays over .500 at 41-40 at the midpoint of the season. The Royals lost for the fourth time in five games since matching their season high with a four-game winning streak. WASHINGTON — President Barack Obama’s campaign allies continued to push out an unauthorized video of rival Mitt Romney dismissing the half of Americans who don’t pay income taxes, while the Republican nominee tried to turn the campaign disruption into a debate over the role of government in family finances. “My course for the American economy will encourage private investment and personal freedom,” Romney wrote in an op-ed essay in Wednesday’s USA Today. “Instead of creating

a web of dependency, I will pursue policies that grow our economy and lift Americans out of poverty.” It remains to be seen whether Romney’s remarks at a private fundraiser, captured on hidden camera, would shake loose a dead heat that’s persisted in the presidential campaign for months. An Associated Press-GfK poll out Wednesday shows an improvement in Obama’s job approval rating and confidence in the country’s direction, but the race is a dead heat among those most likely to vote. Romney’s USA Today essay avoided mention of the claim he makes on the video that nearly half of Americans believe they are victims and entitled to a range of government support and that as a candidate, he doesn’t feel a

need to worry about them. His running mate, Wisconsin Rep. Paul Ryan, told KRNV-TV in Reno, Nev., that Romney “was obviously inarticulate in making this point” that government dependency and economic stagnation have risen under Obama. Senate Democratic Leader Harry Reid took to the Senate floor Wednesday to question whether Romney himself could be one of the Americans who pay no federal income tax. Reid has charged before that Romney hasn’t paid taxes some years, but the senator hasn’t backed up the claim with evidence, and Romney has insisted that’s not true. “We’ll never know, since he refuses to release tax returns from the years before he was running for president,” Reid said.

Obama, appearing Tuesday on CBS’ “Late Show with David Letterman,” rejected the notion that many Americans feel they are victims. “One thing I’ve learned as president is that you represent the entire country,” he said. A super political action committee supporting Obama was more pointed in the first television advertisement using Romney’s words, released Wednesday morning and scheduled to run in battlegrounds Colorado, Florida, Iowa, Ohio, Virginia and Wisconsin. The ad includes video of Romney saying, “I’ll never convince them they should take personal responsibility.” An announcer interjects, “And Mitt Romney will never convince us he’s on our side.”

Syrian rebels seized control of a border crossing on the frontier with Turkey on Wednesday, ripping down the Syrian flag as the rebels fighting to oust President Bashar Assad expand their control of the country’s north. Assad, meanwhile, told Iran’s visiting foreign minister that the fight against his government “targets resistance as a whole, not only Syria,” an apparent reference to countries and groups opposed to Israel’s existence. The “axis of resistance” includes Syria and Iran, along with the Shiite Muslim Hezbollah group in Lebanon and the Palestinian militant Hamas in the Gaza Strip. Curiosity snaps Mars eclipse

NASA’s Mars Curiosity rover took hundreds of photos of what on Earth is a rare event: a partial eclipse of the sun. Two moons zip around the red planet, so eclipses are more common. Curiosity turned its cameras skyward to watch chunks of the sun seemingly bitten away by Mars’ moons in three different eclipses, starting last week and continuing Wednesday. Texas A&M University scientist Mark Lemmon said these pictures will help scientists track the fate of the larger Martian moon, Phobos. In 10 to 15 million years, Phobos will get so close to Mars it will break up and crash into the planet. On Friday, Curiosity will start making its first chemical tests of a rock.

CHICAGO — Chicago children returned to school Wednesday, less than a day after teachers ended a seven-day strike that disrupted the daily routines of thousands of families and made the city a flashpoint in the debate over union rights and efforts to overhaul the nation’s public education system. For Erica Weiss, the resumption of classes spared her from having to take her 6-yearold daughter to work. “I am elated. I couldn’t be happier,” said Weiss, who had to leave her office in the middle of the day to pick up her daughter from one of the schools that stayed open and then bring her back to her finance job downtown. Union delegates voted over-

whelmingly Tuesday evening to suspend the walkout after reviewing a proposed contract settlement with the nation’s third-largest school district. They said the offer wasn’t perfect, but that it included enough concessions on proposed new teacher evaluations, recall rights for laid-off teachers and classroom conditions. The contract will now be submitted to a vote by the union’s full membership of more than 26,000 teachers and support staffers. The strike stranded roughly 350,000 students and left many parents scrambling to arrange alternative care for their children even though the district kept more than 140 schools open for several hours a day for meals and activities.

Some parents expressed hope Wednesday that the tentative agreement would benefit students in a district grappling with high dropout rates and poor performance. “They’ll win from the strike,” said Leslie Sabbs-Kizer, referring to her children as she walked them to a South Side elementary school. Wilonda Cannon, a single mother raising her four children in North Lawndale, a poor West Side neighborhood beset by gang shootings, said she was relieved that her two youngest were returning to class after spending the last seven weekdays with their grandfather. She said she hoped the agreement was the beginning of something new for Chicago’s public school system,

which has long struggled with high drop-out rates and low test scores. It will take months if not years before parents and teachers will see whether the changes and contract provisions pay off for students. “I don’t know all the ins and outs (of the contract negotiations) ... but it does seem as though it’s a step in the right direction,” Cannon said. As the strike dragged into a second week, Mayor Rahm Emanuel sought a court order to send teachers back to the classroom, a request that was moot after schools reopened. “This is an exciting day for the city of Chicago,” Emanuel said Wednesday. “I’m excited that the kids are back doing the most important thing,” learning in the classroom.

DENVER — A catchy pro-marijuana jingle for Colorado voters considering legalizing the drug goes like this: “Jobs for our people. Money for schools. Who could ask for more?” It’s a bit more complicated than that in the three states — Colorado, Oregon and Washington — that could become the first to legalize marijuana this fall. The debate over how much tax money recreational marijuana laws could produce is playing an outsize role in the campaigns for and against legalization — and both sides concede they’re not really sure what would happen. At one extreme, pro-pot campaigners say it could prove a windfall for cashstrapped states with new taxes on pot and reduced criminal justice costs. At the other, state government skeptics warn legalization would lead to costly legal battles and expensive new bureaucracies to regulate marijuana. In all three states asking voters to decide whether residents can smoke pot, the proponents promise big rewards, though estimates of tax revenue vary widely: • Colorado’s campaign touts money

for school construction. State analysts project somewhere between $5 million and $22 million a year. An economist whose study was funded by a pro-pot group projects a $60 million boost by 2017. • Washington’s campaign promises to devote more than half of marijuana taxes to substance-abuse prevention, research, education and health care. Washington state analysts have produced the most generous estimate of how much tax revenue legal pot could produce, at nearly $2

billion over five years. • Oregon’s measure, known as the Cannabis Tax Act, would devote 90 percent of recreational marijuana proceeds to the state’s general fund. They have projected prison savings between $1.4 million and $2.4 million a year if marijuana use was legal without a doctor’s recommendation. “We all know there’s a market for marijuana, but right now the profits are all going to drug cartels or underground,” said Brian Vicente, a lawyer working for Colorado’s Campaign To Regulate Marijuana Like Alcohol. But there are numerous questions about the projections, and since no state has legalized marijuana for anything but medical purposes, the actual result is anyone’s guess. Among the problems: No one knows for certain how many people are buying black-market weed. No one knows how demand would change if marijuana were legal. No one knows how much prices would drop, or even what black-market pot smokers are paying now, though economists generally use a national estimate of $225 an ounce based on self-reported prices compiled online.

WASHINGTON — The Justice Department’s internal watchdog on Wednesday faulted the agency for misguided strategies, errors in judgment and management failures during a bungled gun-trafficking probe in Arizona that disregarded public safety and resulted in hundreds of weapons turning up at crime scenes in the U.S. and Mexico. Two senior officials left the department, one by resignation and one by retirement, upon the report’s release. In the 471-page report, Inspector General Michael Horowitz referred more than a dozen people for possible department disciplinary action for their roles in Operation Fast and Furious and a separate, earlier probe known as Wide Receiver, Melson undertaken during the George W. Bush administration. The report did not criticize Attorney General Eric Holder, but said lower-level officials should have briefed him about the investigation much earlier. The report found no evidence that Holder was informed about the Fast and Furious operation before Jan. 31, 2011, or that the attorney general was told about the much-disputed gun-walking tactic employed by the department’s Bureau of Alcohol, Tobacco, Firearms and Explosives. Gun-walking was an experimental tactic, barred under long-standing department policy. ATF agents in Arizona allowed suspected “straw purchasers,” in these cases believed to be working for Mexican drug gangs, to leave Phoenix-area gun stores with weapons in order to track them and bring charges against gun-smuggling kingpins who long had eluded prosecution. Because of thin ATF staffing and weak penalties, the traditional strategy of arresting suspected straw buyers as soon as possible had failed to stop the flow of tens of thousands of guns to Mexico — more than 68,000 in the past five years. The operation was a response to criticisms of the agency’s anti-smuggling efforts. The inspector general found fault with the work of the senior ATF leadership, the ATF staff and U.S. attorney’s office in Phoenix and senior officials of Justice’s criminal division in Washington. He also said that poor internal information-gathering and drafting at Justice and ATF caused the department to initially misinform Congress about Fast and Furious. One of those criticized in the report, former ATF acting director Kenneth Melson, who headed that agency during the Fast and Furious investigation, retired upon release of the report.
