Following this Labor Day weekend, which marked the official end of the summer season, I would like to recognize the men and women who help ensure the safety of residents and visitors on our beaches – our City lifeguard team. In the summer 2024 peak season (June 8 through Labor Day), our City lifeguards:
• Performed 45,324 preventive actions, warning swimmers about dangerous ocean conditions or unsafe behaviors.
• Made 2,731 ocean rescues.
• Administered First Aid 684 times.
• Provided medial aid (assistance at a higher level than First Aid) 135 times.
• Treated 266 stingray wounds.
• Provided other types of public assistance 414 times.
• Assisted boaters 104 times.
In all, over the course of the summer,
their work amounted to nearly 70,000 contacts with the public.
As we all know, our lifeguards are more than rescuers. They are community ambassadors, role models, and educators. Through ocean safety programs – most notably the Junior Lifeguard Program – they have empowered generations with the knowledge and skills needed to enjoy the ocean responsibly. This summer,

Newport Beach Film Festival Launches 25th Anniversary with World Premiere on Oct. 17

The stars will be coming out in force for the Newport Beach Film Festival’s 25th anniversary that runs October 17 through 24.
The Festival has announced its opening night film: the World Premiere of “Old Guy” starring two-time Academy Award winner Christoph Waltz and directed by Simon West, both of whom are expected to walk the red carpet and attend the screening.
Waltz will be presented with the 2024 Newport Beach Film Festival Icon Award.
The film will screen on Thursday, October 17, kicking off the 25th edition of the Festival from October 17-24. The Avenue will release “Old Guy” in the spring of 2025.
According to information from the Newport Beach Fim Festival, “Old Guy” centers around aging contract killer Danny Dolinski (Christoph Waltz) who still believes he’s the best at what he does. Stuck in a boring “desk” assignment while pining for the love of spunky club manager Anata (Lucy Liu), Danny is thrilled when The Company pulls him back in the field, but only to train Gen Z newcomer Wihlborg (Cooper Hoffman), a prodigy assassin with a bad attitude.
The mismatched pair is asked to eliminate a competing crime syndicate but uncover their employer’s true motive: removing the old guard in a full takeover. The Company didn’t anticipate that Danny’s experience coupled with the kid’s brilliance would create such an unlikely bond between the two. The Opening Night Gala will once again take place at Fashion Island and will feature live entertainment and culinary tastings from two dozen of Newport Beach’s top restaurants.
Tickets to the Opening Night Film and Gala are $225. Gala events are open to attendees 21 and older.

Newport Beach Police Chief Joe Cartwright Announces Retirement

Joe Cartwright, a 23-year veteran of the Newport Beach Police Department who has served as its chief since 2022, will retire at the end of the 2024 calendar year, he announced this week.
The City will begin a nationwide recruitment shortly for Cartwright’s successor. This thorough process may necessitate the appointment of an interim chief during the search.
“Joe has been an important part of
our executive team and brought many improvements and technologies to his department that will have a positive impact for years to come,” said City Manager Grace Leung. “I’m deeply appreciative of his many years of service to the City and his leadership for the last several years.”
Cartwright is Newport Beach’s 11th police chief. He began his law enforcement career with the Los Angeles Police Department in 1999 and joined
the NBPD in 2002, holding a variety of field and executive management positions.
As NBPD chief, Cartwright oversaw the development of a new technology program now being implemented, which includes Flock camera license plate readers, surveillance camera integration software, a crime information center data hub, and a drone program. He also implemented the use of virtual-reality simulation training for police officers.

NEW PUBLIC DOCK AND ELECTRIC PATROL VESSEL
The City celebrated two significant milestones in Newport Harbor on Tuesday, August 27: opening a new public dock and welcoming the first electric patrol vessel in the Harbor Department fleet.
The new VITA Seal electric boat is also the first all-electric work vessel delivered to any public agency in the United States.
Newport Beach City Council members and harbor commissioners performed a ceremonial ribbon cutting on the 29th Street Public Pier, at 29th Street and Lafayette Avenue, before christening the new electric vessel.
The 29th Street Public Pier brings the total number of public piers in Newport Harbor to 15, following the dedication of the Balboa Marina Public Pier in March. Use of the pier is free for up to three hours during the day.
The 29th Street dock, near the terminus of the Rhine Channel, can accommodate up to four 20-ft. boats or two larger vessels. It is part of an ongoing expansion of public docks, owned and managed by the City, to provide greater access for boaters throughout Newport Harbor.
The new electric boat can be utilized throughout a typical 10-hour shift for the Harbor Department without the need to recharge. With a top speed of 30 knots, the boat will generally carry a crew of two staff members and can accommodate up to eight people. In addition, at Marina Park, the City is developing what will be the first publicly accessible vessel charging station in Southern California.
CITY CONCLUDES SUCCESSFUL SUMMER PROGRAMS
The City of Newport Beach completed another successful summer of swim lessons, sailing programs and more than 450 different summer
camps attended by 6,500 participants over 10 weeks.
This summer:
• The City partnered with more than 30 contract instructors to provide a variety of weekly camps for 4,700 participants. The most popular offerings were beach and bay activities, including surfing, boogie boarding and volleyball, which accounted for onethird of the total summer enrollment.
• The City’s day camp program served 1,100 children who enjoyed visits to the beach and weekly excursions to attractions such as Knott’s Berry Farm and Wild Rivers.
• Swim lessons were more popular than ever at Newport Harbor High School and Marian Bergeson Aquatic Center. Between the two sites, aquatics staff taught water safety and swimming techniques to 1,207 participants over eight weeks.
• The Marina Park Sailing Center enjoyed another busy summer with more than 1,100 residents and visitors taking advantage of the convenient onsite kayak and stand-up paddleboard rentals. Sailing classes and camps continued to be a local favorite, with more than 400 participants.
• Pint Size Campers, our staffrun preschool program, held nine weeks of camp serving a total of 128 campers. Students enjoyed games and activities, special visits from the Newport Beach Fire Department, reptile demonstrations, bubble parties, and more.

Julie Mahendran is performing in the Classic Albums Live “Rumours” concert, and said that unlike a typical tribute band, they want people to focus on the music.
“We consider ourselves a rock symphony. We aim to recreate the music as best we can. We use all live musicians to recreate that album from start to finish. We don’t talk between songs, we want it to be like listening to the album,” explained Mahendran.

Dennis Graff and Shari Seward exchanged vows on Sunday, August 4, 2024 at the breathtaking Fairmont Grand Hotel in Del Mar, California, where countless celebrities including Lebron James held their weddings. The day was a picture perfect sunny August California afternoon and a star filled clear skied evening. The couple celebrated their love for each other and their mutual love of history with music from the last 2000 years, a world class harpist, a 21 piece internationally famous “Big Band” orchestra, a 5 course dinner, a “Gilded Age” white and gold, chocolate root beer float wedding cake with vanilla ice cream and assorted cupcakes, lots of fun and dancing with a 21 piece Big Band Orchestra and a never before seen “Greatest Show On Graff” celebration in the sky at the end of the evening. The private invitation only event was attended by 173 guests.
The couple, widely regarded as the most stylish couple to grace the planet since the Duke and Duchess of Windsor, first met 50 years ago when Dennis was approached by his great friend Leonard Seward and asked to win a stuffed animal for his 5 year old daughter, Shari Seward, at the Champaign, Illinois County Fair in 1974. Dennis, a basketball player at the University of Illinois at the time, promptly made several baskets and won a huge stuffed dog for Shari. Dennis remained close to the entire Seward family over the last 50 years. The couple started speaking by phone in September 2020 and have been together ever since.

Dennis is a graduate of Gibson City High School, the University of Illinois College of Accounting and Southern Illinois University Law School and is an attorney and Certified Public Accountant in Illinois and California. He was an All State basketball selection in 1972, was known as the “Golden Gunner”, set the all time Big Ten free throw percentage record of 92.3% in 1974, and was voted the greatest athlete to ever attend Gibson City High School in its over 100 year history.
Shari is a graduate of Unity High school in Tolono, Illinois and a graduate of Eastern Illinois University with honors and a Masters Degree in Education. She has had a long career in teaching and now pursuing other business interests. The Couple intends to reside in Newport Beach,California. Shari Seward Graff is the daughter of Leonard and Sharon Seward of Tolono, Illinois and Dennis is the son of Dean and Imogene Graff of Gibson City, Illinois.

On June 20, 2023, Dennis proposed to Shari at the Cliveden House Estate, once owned by John Jacob Astor, Waldorf Astor, and Lady Nancy Astor, where Dennis says he “Astor” to marry him. Later that day, the formally clad couple attended the “Royal Ascot” opening day horse race which was attended by King Charles, Queen Camilla, and the royal family.
During their 2 month overseas journey, the couple visited many historical sites, including the birthplaces and estates and palaces of Lord Wellington, Napoleon and Josephine, Winston Churchill, Louis XIV the Sun King at the Palace of Versailles, and Windsor Castle (the home of Queen Elizabeth and

The wedding day began in the afternoon with harp music from well known harpist Candice Livolsi. The bride entered to her favorite Vivaldi song “Spring”. The wedding party included Deanna Seward Mool (Maid of Honor), Hal Graff (Best Man), Traci Rennels, Christina Homer, Kris Shirley Mitchell, Ali Graff Halbert, and Wendy Haut (Bridesmaids), and Rahim Ahmad, Robere
Habchi, Len Seward, Alex Halbert, and Roger Piekin (Groomsmans).
The wedding was officiated by Pastor Joy Johannes, a lifetime friend of the Bride from Pesotum, Illinois, now residing Las Vegas, Nevada.
The Bride wore a Princess Grace Kelly inspired wedding gown specially made for her by legendary Beverly Hills dressmaker Aria Baracci. The dress was made of ivory and gold silk with a hand sewn lace overlay which was encrusted with over 60,000 Swarovski crystals and 3 dimensional roses, appliques of lace, and pearls sewn into the bodice and gown. The veil was ivory with lace, flowers, and Swarovski crystals on the edges. The one of a kind stunning and detachable 10 foot silk train was outlined with Swarovski crystals and pearl beaded at the edges with a lace and rose beaded belt attachment at the waist. The Bride wore gold shoes with bows made by legendary French designer Anne Fontaine. The Bride carried a beautiful hand sewn matching Swarovski crystal and flowered silk purse and beautiful white anthuriums and gold tipped white roses with pearls woven throughout and a pearl wrapped base by florist to the stars Bridget’s Blooms.
The Maid of Honor, bridesmaids and flower girl dresses were also made by Aria Baracci, a personal friend of both the Bride and Groom who was in attendance. Their dresses were creations in gold silk, each dress was sewn with flowers and Swarovski crystals on the bodice to below the waist. They carried gold tipped ivory and red roses from Bridget’s Blooms.
The Bride and bridesmaids’ hair were all done by Louis Tafolla, an internationally renowned hair stylist for Mike Jagger and other stars, who is also a longtime personal friend of the Bride and Groom. Their makeup was done by the man simply known as “Ross the Boss” in Hollywood and across California.

The remainder of the extravaganza included 3 full Music sets by South Coast Swing performing Big Band and classic, music, a full set of slow dances selected by Shari and Dennis during during the “Dance with the bride and groom” segment, Dennis leading the audience on 2 songs “Thats a Shari”, and “Take Me Out To Wedding”, Dennis specially selected songs from the last 2000 years including “Radetsky’s March”, “Hooked On Swing”, “Zorba’s Dance”, “Champs Elysee”, “Beer Barrel Polka”, “Hava Nagila”, the “Irish Washerman”, “Come to Me”, and “Sweet Home Chicago” which included special appearances bу the groom, best man, groomsmen, ring bearer, and flower girl dressed in Blues Brothers attire. Finally, the portion of the evening in the Elizabeth Ballroom concluded with dance songs specially selected by Shari.

During the festivities in the Elizabeth Ballroom, a 5 course dinner was served which included Butternut Squash soup, a Butter Lettuce salad with special “Shari” dressing, a “Sweet Breads” appetizer, Kobe beef and Breton lobster, and the Fairmont Grands award winning special bread rolls. The magnificent “Chocolate Root Beer flavor cake” was served with French vanilla ice cream personally hand dipped to give it the feeling of having a Root Beer float. The sweets also included over 100 Sprinkles cupcakes and specially made pretzels and frosting in the design of a tuxedo and brides dress.
At the end of the Elizabeth Ballroom festivities, guests were escorted back to the Manchester Ballroom Terrace to experience

The Groom’s special custom made tuxedo was designed and made by the legendary Beverly Hills clothier Rahim Ahmad who created his reputation at Battaglia, Bijon, and Cavallini of Beverly Hills, California for over 40 years. The one of a kind tuxedo featured fabric of Vicuna, Cashmere, and 24 karat gold with matching pant stripe, Louis XIV boutonniere, and matching Vicuna, Cashmere, and 24 karat gold and black bow tie and pocket square. The Groom sported gold 24 karat eagle cufflinks and studs as well as “opera pump” patent leather shoes with matching bow tie. He also wore a huge smile when he first saw his beautiful Bride walking down the aisle
The groomsmen, and ring bearer also wore specially designed matching tuxedos made by Rahim Ahmad, who was also a groomsman in the wedding. The best man was the Groom’s brother, Hal Graff, who wore the Rahim Ahmad designed tuxedo with an Ernest “Papa” Hemingway rose on his lapel.
The couple exchanged vows and departed to the tune of “Everybody Loves Somebody Sometime”. Guests were then escorted to the fabulous Manchester room at The Grand Fairmont Del Mar for hors d’oeuvres and the Groom’s special “Pineapple Martini” and other libations.
Following an hour and a half of enjoying tray passed hors d’oeuvres, the guests were escorted into The Main “Elizabeth Ballroom”to music played by the 21 piece South Coast Swing Big Band Orchestra while taking their assigned seats. This portion of the evening was directed by master of ceremony Ivan Jordovic and Cruz Zahran of Tre Panache Event Architects.
At exactly 5:15 p.m. the attendees were asked to stand for the entrance of Mr. and Mrs. Dennis and Shari Graff. The couple entered to thunderous applause while the 24 second James Bond “Goldfinger Gun barrel sequence” played followed by the song “Style” sung by Frank Sinatra, Dean Martin, and
“The Greatest Show on Graff”, a patriotic, romantic, and historic never before done Magic Drone, and light show featuring patriotic music, music by Frank Sinatra, Luciano Pavarotti, Andre Boccell, Sara Brightman, and Wolkenfrei. It began with the Groom enthusiastically announcing
“Let’s get ready to Rumble”. The light show featured images of the American Flag, the Earth and a Starship (to the Star Trek Next Generation song), the Eiffel Tower, 2 Blue Eyes, a Red Fox, Lightning, and a variety of other images. The evening concluded with the voice of Winston Churchill declaring:

We wanted to put on an extravaganza worthy of P.T. Barnum, Cecil B. DeMille, Andre Rieu, the Rat Pack, great religions in history, and great events in history. We wanted the attendees to feel a great rush of adrenaline and fun for the entire day and evening. We also wanted to patriotically honor our Country and our Veterans, which both of our Fathers were. The couple intend to rest a few days before heading for a week-long “Mini Honeymoon’’ in Las Vegas followed by several special events in their honor in Raleigh, North Carolina and in Gibson City, Champaign, Bloomington, and Tolono, Illinois. They intend to embark on another world wide tour for their Honeymoon to England, France, Italy, Switzerland, Germany, Austria, Spain, Hungary, Dubai, Singapore, and Hong Kong beginning in March 2025.

Newport Beach-based Chipotle Accelerates Appointment of New CFO and President
Newport Beach-based Chipotle Mexican Grill announced that it has accelerated the appointment of Adam Rymer to Chief Financial Officer, beginning October 1, 2024. Rymer will serve on Chipotle’s executive leadership team and report to Scott Boatwright, Interim Chief Executive Officer.
Former Chief Financial and Administrative Officer, Jack Hartung, will serve in his new role indefinitely as President and Chief Strategy Officer beginning October 1, 2024, supporting the company’s Interim CEO. These appointments come after Brian Niccol, former Chairman and Chief Executive Officer of Chipotle, accepted the role as Chairman and Chief Executive Officer of Starbucks and left Chipotle effective August 31, 2024. Niccol served as Chipotle’s CEO since 2018 and as Chairman of the
Board since 2020.
After Niccol left, Chipotle’s Board of Directors appointed Scott Boatwright, Chief Operating Officer, as Interim CEO. Boatwright joined Chipotle in 2017 and has been instrumental in driving restaurant operations for the company’s more than 120,000 employees and over 3,500 restaurants.

We talk about the famed 1997 live performance of “Silver Springs,” now infamous for the emotion captured between Nicks and Buckingham. It was the first time they played the song live for over 20 years after the heartbreak and drama between the two bandmates and ex-lovers. It was a song Nicks wrote for and about Buckingham, and she stares him down as she sings “You’ll never get away from the sound of the woman who loves you.”
“Silver Springs” was left off the “Rumours” album but released as a single in 1997. The performance has recently gone viral.
If Classic Albums Live is playing these historic songs and capturing these moments in music history, Buckingham may never get away from the haunting songs Nicks wrote for him.
“I also love that there are three lead singers in the band, so we all get to support each other and the amazing harmonies! This show has plenty of them,” stated Mahendran.”
If she could tour and cover any band, which band would it be?
“The Eurythmics. Or Peter Gabriel. He’s still touring though. There has to be a market for it. We did ‘Dreamboat Annie’ (by Heart) on a few shows.”
There must be a market for a Peter Gabriel album show. Maybe everyone just needs to take a listen to Solsbury Hill, so that Mahendran can play that on her next tour.
Mahendran is excited that this “Rumours” tour will be the longest yet. “I have some relatives in Orange County that I’m looking forward to seeing, and we’re playing some other new venues in the area that I’m looking forward to as well,” she said. “And of course, playing in Costa Mesa for the first time.”

NEWPORT HARBOR UNDERWATER CLEANUP EFFORT
SEPT. 21 SEEKS VOLUNTEERS
Organizers of the annual Newport Harbor Underwater Cleanup are seeking volunteers for this year’s event, which will be on Saturday, September 21 at Marina Park, 1600 Balboa Blvd.
Certified scuba divers are invited to join the underwater cleanup efforts and remove trash from the harbor floor. On-shore volunteers are needed to assist with registration, sorting collected items, and supporting the divers.
The underwater cleanup will be from 7 a.m. to 11:30 a.m., followed by an International Coastal Cleanup Day Celebration from 12:15 p.m. to 5 p.m. The celebration event will feature live music, food trucks and exhibitors, a welcome from Newport Beach Mayor Will O’Neill, and a presentation of harbor stewardship awards to the participating marine environmental organizations.
The last harbor underwater cleanup event removed about 5,000 pounds of debris from Newport Harbor.

I have been a fan of Sgt. Pepperoni’s Pizza since four friends from Newport Beach purchased the iconic Newport Beach restaurant and reopened it in 2013.
Since then, they’ve opened two other locations, in Irvine and Aliso Viejo.
My go-to pizza has been their delicious Margherita pizza, available by the slice or whole pie.
This month, my preferred flavor is The Baked Potato Pie, created exclusively for Sgt. Pepperoni’s by Stan Frazier and available only through the end of September.
The Baked Potato Pie is crafted with a tangy sour cream base and topped with grated pepper jack and mozzarella cheeses, thinly sliced potatoes, minced garlic, crumbled bacon, fresh rosemary and finished with parmesan and chives.
After trying a slice of Baked Potato pizza, I was ready to go back and get a whole pie. Yes, it’s that good.

This event supports the mission of both organizations to provide information to and advocate for their respective members.

Speak Up Newport Hosts City Council Candidate Forum Sept. 23

Speak Up Newport has been sponsoring City Council Candidates Forums for more than 30 years. This year there are six candidates for three seats on the City Council.
City Council candidates include:
• District 1: Michelle Barto and Nancy Scarbrough
• District 5: Noah Blom (Incumbent)
and Jeff Herdman
• District 7: Miles Patricola and Sara Weber.
The forum will be at the Civic Center Community Room, 100 Civic Center Dr., on Monday, Sept. 23. Reception hosted by the Bungalow Restaurant is 5:15 to 6 p.m. Program is 6 to 7 p.m.
The Community Room is on
the right (directly across from City Council Chambers) when you enter the complex on Civic Center Drive. Parking is available in the Parking Structure and in the parking lot adjacent to the structure.

MARIAN BERGESON MEMORIAL BRIDGE DEDICATION CEREMONY SET FOR SEPT. 13
On Friday, September 13, Assemblymember Diane Dixon (R-Newport Beach) will honor former Assemblymember and Senator Marian Bergeson by dedicating the Upper Newport Bay Bridge in her memory.
The 10 a.m. dedication ceremony will be open to the public at the Balboa Marina Public Pier, 151 E. Coast Highway.
Bergeson (1925-2016) was the first woman to serve in both the California State Assembly and California State Senate. She served in the State Legislature from 1978 to 1995, was a member of the Orange County Board of Supervisors from 1995 to 1996, and was the California State Secretary of Education from 1996 to 1999.
She served two terms on the California Transportation Commission from 2004 to 2012. She began her
political career when she was elected to the Newport-Mesa Unified School District Board of Education in 1964, where she served for 12 years.

Join us at the Central Library, 100 Avocado Ave., on Wednesday, September 18 from 7 p.m. to 8 p.m. for a college prep workshop focusing on the Common App.
The Common App gives you a lot of opportunities to tell your story in a way that admissions directors will find compelling, and this seminar will show you how.
College admissions experts will review each part of the Common App and show you where you can inject your personality and protect your shortcomings. You’ll leave knowing how colleges evaluate you and your application, which will give you the information you need to make the most out of your application. Registration is required.

PUBLIC INVITED TO REVIEW DRAFT DEVELOPMENT IMPACT FEE STUDY
At a public hearing this fall, the City Council is expected to consider updating Newport Beach’s development impact fees in the areas of recreation, fire, police, water and sewers.
Development impact fees are designed to offset municipal cost increases imposed by growth, including capital improvement needs and expanded service levels.
A public draft of the City’s Development Impact Fee Nexus Study is available for review and comment at City Hall or online at www. newportbeachca.gov/DIF.
