Teacher’s Union Wants Salary Formula

I

n an interview with Pajaro Valley Federation of Teachers President Francisco Rodriguez, concerning the current

School District, the subject of using a formula to determine teacher’s salary increases was put forward by Rodriguez. “We haven’t formally proposed this because in our 12 meetings with the District, they haven’t asked us what we want.

Salary increases is one of the three issues we want to take up with the District. The other two are class size reductions for all grades K-12 and pay for preparation time.”

McFadden said that even though Prop 30 money is promised by the state, there is no guarantee how much the District will be receiving on a year-by-year basis. Also, Prop 30 funds dry up after eight years.

The District has proposed in negotiations to delay discussion of some of the union salary and class size proposals until the next state budget cycle to ensure they will have the money in their own budget to fund any new obligations.

“If we accept all the union proposals today,” said McFadden, “The district will be $12 million in the hole by the end of the school year.”

The two parties made a joint declaration of Impasse on September 19 so that a state mediator can be brought in to

facilitate further discussions between the District and the Union.

That leaves the Union’s un-proposed proposal of a salary formula. Rodriguez said, “They did this in Salinas but the union there ended up with a salary increase of less than 2 percent for the year because of their formula. The way this would work is that we both (District and Union) will have to agree on a formula where there is a cap on increases but that also has a minimum increase each year that the Union can agree to. We’ll see what happens.”

The Vicente Castro House

he Aptos Blue is the newest housing project in Aptos. It is located across the street from

Rancho Del Mar and behind the Community Foundation building on Aptos Rancho Road. Nestled among the

40-unit affordable housing project is the historic home of Vicente Castro. The Castro House is the second oldest house in Aptos and was once the centerpiece of the 5.5-acre parcel of land.

In 1833, Vicente’s father, Rafael Castro, was deeded a land grant for over 5,500-acres (eventually increased to over 6,600-acres) known as Aptos Rancho.

This was the first private ownership of land in our community. In 1855, Rafael gave 700-acres of this land to Vicente as a 20th birthday present. Vicente built his

home on this land near the confluence of Trout Creek and Valencia Creek where he and his first wife, Maria Refugia de This is where Valencia School is now located.

Maria passed away in 1864 and Vicente began selling off his land. In February 1867, he purchased a 7.5-acre piece of land from his parents, located

Thomas Porter, a former Santa Cruz County Sheriff with financial interests in

Pinacates in San Benito County. Vicente was a highly respected and very skilled cattleman, which left him with the task of traveling back and forth between the ranch operations.

Vicente was a traditional rancher. Once the railroads were built, the main industry in Aptos turned from raising cattle to logging. Vicente was not pleased. He was restless and fed-up with the developments in Aptos so on May 12, 1887; he deeded his Thomas Porter for an undisclosed amount.

On May 25, Vicente purchased Rancho east of Santa Maria, for $2000.

Shortly thereafter, Vicente approached Claus Mangels, offering his home and orchard for $1,000. This would provide a short, direct access from the Coast Road to Mangels’ ranch and home (which still stands today as a private residence near the entrance of Nisene Marks). The deed was signed on August 26, 1887. To celebrate, Vicente in Claus Spreckels’ Aptos Hotel, which

The Castro house and property remained in the possession of Claus Mangels until his death in 1891, although it is very unlikely that Mangels ever occupied the house since his own large mansion was just to the north. For decades, the Castro House remained vacant. When the

The Aptos Blue has restored the Castro House and plans to use it as a community center. A lot has changed since the days of Vicente Castro but his house and the stories of the families who lived in his house will always serve as a reminder of the way Aptos was.

Fred A Tillman, Mangels’ grandson, was deeded ownership.

Tillman made the house his primary residence.

Between 1931-1932, he remodeled and modernized the house by installing electrical, plumbing and heating systems. He also added on to the exterior sided porches on the west and south sides.

Tillman lived in the house until 1941, when he sold it to Montgomery Hawks. The Hawks era was short lived as they sold the property to Bartley Crum in October 1942.

Crum was a prominent attorney who worked on Wendell Willkie’s campaign for presidency in 1944 (during the time he lived in Aptos). In 1946, he served on the

Three Thousand Sixty-Four Volunteers Remove 17,147 Pounds of Pollution and Debris in Three Hours

ave Our Shores (SOS) announced the results of the 29th Annual Coastal Cleanup Day in Monterey Bay. From 9 am-12 pm, at 84 cleanup sites throughout the counties of Santa Cruz and Monterey,

3,064 volunteers took ocean conservation into their own hands by removing 17,147 pounds of debris in an area spanning from Waddell Creek to the Big Sur coast.

In Santa Cruz County, 2,025 volunteers spread across 76 miles of beach, river, lake, creek and slough to remove 9,118 pounds of pollution and debris in just three hours.

In Monterey County, 1,039 volunteers spread across 81 miles of beach, river, lake, creek and slough to remove 8,029 pounds of pollution and debris in just three hours.

Counties combined: 2,630 lbs “California Coastal Cleanup Day provides the greater Monterey Bay community a snapshot of our impact on local beaches and inland waterways. More importantly, it brings our community together to take action and inspires a collective behavior change that extends beyond September 21st,” said Rachel Kippen, Program Manager at Save Our Shores.

“We’ve stayed competitive since I took over,” Gruber said in a matter-of-fact tone.

“We’ve either won or been in the top three in league ever since.”

In fact, since Gruber took over Cross Country, the teams have won a combined titles and the girls state title in 2004.

Gruber’s ties to running span the history of Aptos High School.

Gruber was a freshman in 1969, the year Aptos opened its doors. As a member

team, for which he ran all four years.

“It wasn’t really a very good team,”

Gruber admits grudgingly.

While the team wasn’t strong, Gruber wasn’t bad at all, winning CCS titles and setting Track and Field records in the 1and 2-mile race — which stood until 1995.

Gruber went on to win conference under the mentorship of Dr. Don Riggs.

“Dr. Riggs taught me about the science and discipline of running,” Gruber said.

“Pretty much everything I know about how to teach distance running came from my years with him.”

Gruber continued racing after he left school, running for club teams, winning Wharf-to-Wharf, competing in road courses at the state level, even giving strong showings in national events under the Reebok label.

Gruber was also a strong basketball player at Aptos High, playing under the Mariners’ legendary coach Bill Warmerdam (who was also his cross country coach).

Gruber’s exposure to Dr. Riggs and Warmerdam, and his own drive to learn everything he could about his sports all came together to foster his coaching style.

“Warmerdam taught me about handling people and situations,” Gruber said.

“There’s a legend there, but there was also a madness and a way to deal with people that he had.”

Gruber’s coaching experience began as the Mariners’ girls basketball coach in 1979. He also coached basketball at Cabrillo College in the 80s, along with dis-

School before returning to Aptos High in 1991, taking over the boys basketball team after Warmerdam’s retirement.

Gruber also started teaching upon his return to Aptos, starting in the science department and moving into social studies, currently teaching World History and AP European History classes.

It wasn’t until 1996 when the current coach asked Gruber to help some of his Anelise Smith, that the groundwork was laid for him to return to Cross Country.

His teams are known for starting slow, style, not his runners’ abilities.

“My next goal is to help these teams both win CCS the same year,” Gruber said.

“And I think this year’s team has a strong chance at doing just that.”

Having lost only one of his top runners from the 2012 teams (albeit the league’s best distance runner in Nikki Hiltz, now a scholarship athlete at Oregon University), Gruber is excited about his returning crop of runners.

“Both teams have tremendous esprit de corps and heart,” he said. “I’m looking forward to where this team is in November.”

I come from a family of artists. My grandfather and mother were both oil painters.

I remember my grandfather painting rural scenes and ships in his basement studio; and my mother painting various and a sundry murals on our walls (when she wasn’t busy raising us eight kids). My older brother and sisters are artists also, so I was mentored from an early age.

Naturally I was an art major in college and went on to teach art in public school for a short time. Teaching art did not seem to suit me, so I did other thing through the years including homeschooling my kids.

Now that they are grown, I’ve returned to pursuing my art in my little home studio.

Health Trust Announces 2013 Grants WATSONVILLE — The Pajaro Valley Community Health Trust (Health Trust) recently announced the recipients of $125,000 in grants addressing healthrelated issues in the Pajaro Valley. Fourteen organizations were awarded between $3,140 and $15,000 for projects that address the Health Trust’s four strategic program areas: Diabetes and Its Contributing Factors; Oral Health; Health Professions; and Access to Care.

The following organizations received grants in one of the four Health Trust priority areas: Diabetes and Contributing Factors Community Action Board of Santa Cruz County — $10,000 to support the Prevention project through core youth group training, peer education and outreach at Pajaro Valley elementary schools.

Girl Scouts of California’s Central Coast — $7,000 to support the expansion of an all-girl recreational soccer league in non-competitive format.

Mesa Verde Gardens — $10,000 to

support Community Gardens for low-income uninsured Pajaro Valley to grow their own pesticide-free fresh fruits and vegetables.

PVUSD/ Starlight & Cesar Chavez Nutrition Collaborative — $15,000 to support the partnership between Starlight Elementary and Cesar Chavez Middle Schools by improving access to fruits and vegetables and teaching nutrition and cultural literacy through garden based learning.

Hospice Celebrates 30 Years of Oktoberfest Family-friendly Annual Event Raises Funds for Local Programs Hospice (FOH) presents its 30th Annual Cruz County (HSCC). Come and join the fun while supporting a worthy cause on Sunday, October 6, from 12 noon to 4 p.m.

There’s something for everyone at Oktoberfest: food, music, a variety of auctions and other items for sale, and a drawing for cash prizes. Silent and live auctions include vacations and weekend get-aways to San Francisco, Palm Desert; a fantastic TiVo original artwork by local artisans; tickets to sports events and area shows; and gift and businesses in town.

Search for gently-used treasures, including vintage and repurposed items, in

the always-popular Cash & Carry section, which will also include a special array of holiday items. There is also a large garden mentals. This is a wonderful opportunity to shop for gifts for birthdays, anniversaries and the holidays.

The Silent Auctions run from noon begins at 2:45 p.m. The cash drawing takes place after 3:30 p.m., and one need not be present to win. A traditional Oktoberfest lunch is available for purchase from 12 to 2:30 p.m.

Admission is free.

All proceeds support programs of Hospice of Santa Cruz County, the Serving the community for 35 years, HSCC provides compassionate medical, emotional and spiritual care to patients and their families facing the end of life, and

transitional care services for those not yet ready for hospice care. Grief counseling for adults and children is available to family members, caregivers and anyone in our community who has experienced the loss of a loved one.

HSCC receives funding from Medicare and most private insurance providers to cover the cost of its core hospice care program. However, the organization relies on foundation and community support to raise $1 million annually to cover the costs of community grief support, hospice care for uninsured patients, end-of-life edu-

Bernard raised a pig because that’s what his father and uncle raised and sold when they were in 4-H, he said, but next plans on raising a steer. In addition to the Santa Cruz

County Fair, Bernard also sold a pig at the Salinas Valley Fair earlier this year.

Bernard, Colton’s uncle, sold an animal at the fair and he said it has changed. For one, it’s more expensive. Corn feed for pigs is much more expensive, he said, but it is still a great learning experience.

“Every year was something different for me,” he said. “I really learned that if you can raise animals, grow your own food, you really have a skill you can always use.”

Contract Awarded to Build Veterans Affairs /DoD Medical Clinic at Former Fort Ord WASHINGTON — The U.S. Department of Veterans Affairs announced today that The Hamstra Group was awarded the contract to build the joint VA-DOD clinic in Marina.

The new clinic, situated on 14-acres of the former Fort Ord, is the second joint clinic in the nation and the first built specifically from the ground up to care for active duty service members, their families and veterans all under one roof.

“This is a great step in bringing the best health care to Central Coast service members and retired veterans,” said Farr. “By bringing the two departments together under one roof, we can seamlessly treat an individual throughout their career and into retirement. This design will hopefully become the model for future joint clinics throughout the country.”

Help Boogie Heal His Broken Leg and Heart

A large dog chased him from the yard and in an attempt to escape under a chain link fence, Boogie’s leg caught in the wire and snapped during his struggle to free himself. Fortunately, a neighbor heard his cries and was able to come to the rescue but after a lengthy search, no owner could be found. Thus, leaving Boogie in a shelter with a painful injury and no place to call home.

Although he’s receiving the best of care at the SPCA, his leg and heart would heal best in a home with someone all his own. Boogie’s been extremely patient and tolerant through this whole ordeal. He’s taken his medication like a gentleman, held still through x-rays, splint changes and various prodding like a true angel, and handled cage rest and limited activity with maturity. Once he’s healed we are sure Boogie will VERY much enjoy being able to boogie once again!

Boogie is a curious, playful, smart and alert little fellow who has spunk without being hyperactive. Although he’s been through some traumatizing events, he’s not shy or skittish but instead loves people’s attention.

Boogie may not be a “ready-set-go” dog to adopt but he does fall under the “most needy of a home” category and pay you back with interest in love and companionship. simple drive through the neighborhoods of Aptos will show that the condition of our local roads is deteriorating.

The County recently completed a comprehensive analysis of our local roads to determine just how bad it was and what could be done. We know that state and federal funding for infrastructure, which includes road repairs and improvements, highway work, bridges and multi-modal transportation methods has been slashed drastically over the last decade and local funding mechanisms have not been able to keep pace with the growing need. What did the study show?

On a scale of zero (a failed road) to 100 (new road) the average Pavement Condition Index (PCI) of Santa Cruz County roads is 55. This means that our roads are generally state measurement index. The statewide average PCI has dropped from 68 in 2008 to 66 (an “at risk” category) in 2012. The deferred maintenance for Santa Cruz County roads is estimated to be approximately $180 Even with these constraints we’ve made some improvements over this past year including: major overlay work in the Aptos Village, slurry improvements

However, I’m keenly aware it isn’t enough and the condition of our county roads continues to be a frustration point for many of us. What is the county considering to address this issue?

There are a few options: 1) Expanding County Service Areas.

These are small neighborhood or rural

raise funds to build, maintain and borhood. The CSAs are self-initiated and are set up under Prop. 218 – which majority of the returned votes. This is road is addressed.

2) Vehicle Registration Fee or Special Tax. This model would have a dedicated parcel tax for road maintenance or an assessed vehicle registration fee for local roads. This helps the County become a “self-help county” – a designation that a) helps the County leverage limited state and federal grant funds (which generally seek a local match) and b) ensure that funds stay locally.

While these two options wouldn’t solve all of our road issues, they would (individually or collectively) provide an improvement over the current situation. Absent a state or federal infusion of funding, or a change in the state allocation of property taxes (our county only receives 13 cents on every property tax dollar that we collect) we will most likely need to look at ways to become more self-sustainable when it comes to transportation and maintenance funding.
