Have You Been to the Seacliff State Beach Visitor Center lately?

ave you ever wondered what’s happening with the cement ship jutting off the fishing pier at Seacliff State Beach in Aptos? A sign at the entrance to the Visitor Center says that the S.S. Palo Alto is ending its nearly 100-year life having become a habitat for wildlife.

Barnacles and other crustaceans have attached themselves to the old barge – an oasis in the water for creatures that like to inhabit shallow, tidal waters. Giant starfish, sea anemones, and kelp bass have also found a refuge inside the enclosed “rooms” of the old ship where predators have trouble reaching them.

One might say a fitting and not inglorious end to this ship that was built as an oil tanker too late for WWI, later became a short-lived hotel/ballroom/gambling palace, and wound up being an adjunct fishing pier. Oklahoman Huell Howser, who fell in love with California and created the PBS “California’s Gold” series, documented his visit while it was still accessible with a 7-minute segment which can be viewed in the Visitor Center’s media room. It evoked fond memories to an older woman visiting from Utah of fishing on the ship when she was a child before it was cordoned off as unsafe.

As is usual in a lot of California’s state parks, the Visitor Center is a combination souvenir shop/historical- educational site.

The store sells t-shirts, calendars, hats,

scarves, socks, costume jewelry, postcards and has a small book section. Proceeds from the sales go to “Friends of Santa Cruz State Parks,” which helps support the parks in these times of budgetary restraints.

In the exhibit room on the right is a shallow viewing tank, which has starfish, hermit crabs, and sea anemones in their home environment. The same staff person always feeds them once a day so that they do not become overfed. The staff must also provide the hermit crab a new home (shell) every now and again when he outgrows his current one.

their home in the area: red throated loon, great egret, Brandt’s cormorant, marbled godwit, otter, surf scoter, and brown pelican.

On the wall to the right is a large (approximately 5’ by7”) Monterey Bay National Marine Sanctuary mammal exhibit. More than a dozen different kinds of mammals live here: six types of whales, four types of dolphins, two types of porpoise, harbor seals, California sea lions and the Southern sea otter. For those interested in biology, there is a wonderful exhibit of bones – a rib, vertebrae and jawbone from a whale that were found by a group of kids from an Outdoor Science Exploration field trip in January, 2002.

Oceanographers probing the depths of Monterey Bay Submarine Canyon, also known as “California’s Grand Canyon,” have discovered that it is 7,000 ft. deep and 10 miles from shore. Larger than Yosemite, it extends from San Francisco to San Simeon and covers 5,000 square miles!

If you’re into posters, there is a wonderful digital image of the canyon from 500 miles in space that you can buy.

There is a map showing the shallow sea that covered parts of central California inland to Fresno and Bakersfield. If you walk out to the north of the Visitor Center and look at the cliff walls, you can see sea shells fossilized in the cliffs from millions of years ago when the area was covered by the sea. Fossil lovers will like the simulated “fossil bed” wall showing a variety of eight different clams and a sandbox where kids can “discover” fossils by brushing away at the sand.

Opposite this display is a section called “Reconstructing the Past,” showing how archeologists, paleontologists, and artists deduce how the sea looked millions of years ago. The painting by Aptos artist/muralist Ann Thiermann depicts life beneath the sea 3 million years ago as revealed by the fossils at Seacliff State each.

If you walk on the pier, you may see fishermen/fisherwomen catching smelt, anchovies, perch or a variety of other fish.

Or you may spot a dolphin leaping out of the water near the cement ship – what a thrill!

The California State Park system will be celebrating its 150-year anniversary in 2014. It was instituted in 1864 as “A gift to the people from the people”; you could say it has proven to be worth more than the gold discovered a decade earlier. n ••• The park is open from 8 a.m. to dusk and costs $10 entrance fee per automobile but if you don’t mind a walk (and you’re lucky), you may find a parking spot on Santa Cruz Ave. off State Park Drive (in back of Manuel’s Restaurant).

Aptos is a relatively quiet part of the county that has few high density housing sites and none before now devoted exclusively to low-income families. The thought of 40 low-income families concentrated in one complex in the middle of Aptos leaves many in the community perplexed. “We’ve been told by MidPen that preference will be given to those who already work and/or live in Aptos but that is no guarantee,” said a resident of Aptos Courtside, a townhome development with 29 residences that borders Aptos Blue on the northeast side.

“Most of us that live here are retired,” said one Aptos Courtside resident, “This was our sanctuary but now with three story apartment buildings taking over the area it gives a very different feeling. If they had at least designated that development for low income senior housing, that would have made more sense.”

Several of the neighbors that have voiced concerns are both former and active members of law enforcement and social service organizations. Their trepidation is that in their experience, low income and higher crime rates often go together. One of these neighbors commented that even though the new residents are supposed to be tightly screened, it leaves an opening for friends and family members who are not residents to come into the community in large numbers. “Our security system has been turned on for the first time since I moved here,” stated one resident.

At one time transient camping along Aptos Creek that borders Aptos Courtside and Aptos Blue started to become a problem but with the Sheriff Department’s help was quashed. “I’d hate for that to again become a gathering place for partying and camping,” another resident remarked.

The neighbors growing concern turned into alarm when they found out in January of 2013 that five of the forty lowincome apartments had been allocated to the Santa Cruz County Health Services Agency for MHSA (Mental Health Services Act) tenants. Unknown to most of the surrounding neighbors, this MHSA allocation had been in place since October of 2011.

these five units left the impression that these people could be severally mentally ill. The County Health Services Agency revised the application description in March of 2013 to allay their fears but the first criteria still leaves cause for concern because it is open-ended as to what mental problems the MHSA tenant may have. (To assist a qualified individual who has a diagnosis of psychiatric disability including depression or anxiety disorders with permanent supportive housing to avoid homelessness.)

Beth Fraker, Director of Marketing and Communications for MidPen Housing, said, “The five MHSA clients will be in 2 studios and 3 one-bedroom units. There are a total of 4 studios and 4 one-bedroom units so the units with MHSA clients may move around as they move in and out.”

The Aptos Blue development didn’t happen overnight and the County Planning Department and the County Health Services Agency insists that they met all the legal requirements for notifying the residents, having community meetings and providing opportunities and periods for public comment.

However an “unaffiliated community based citizens group” is investigating whether the county followed the requirements of CEQA (California Environmental Quality Act) in “morphing” the original project into what it actually approved, a 40-unit low-income housing development.

According to a representative of this group, “Transparency, public notice and appropriate environmental review are at the center of this investigation.”

On November 25, 2008, the county selected the 5.5-acre property behind the Community Foundation on Soquel Drive and in front of the 30-unit Aptos Courtside Town homes at the end of Aptos Rancho Road for rezoning as higher density residential development. This was to meet the State imposed requirement and deadline for meeting the 30 acres of high-density housing called for by the County’s General Plan.

According to Julie Conway of the County Planning Department, a County requirement for the developer at the time, Bill Brooks, was that 40 percent (16 units) of the planned 40 condos were to be classified as low income in order for the Planned Unit Development (PUD) to be accepted.

Conway pointed out that the housing crisis caused the development to be put on hold by the developer until in 2010, MidPen Housing bought the property.

The non-profit developer MidPen builds only low-income (affordable) housing and then manages the properties and acts as the landlord. Therefore, when MidPen acquired the property in Aptos, that is when it became 100 percent low-income apartments.

Public hearings were held both in 2008, according to Conway, when the original PUD was presented and then again in December of 2010 when MidPen made some physical changes reducing the size of the residential units because of the change from condos to apartments. The change from 40 percent to 100 percent lowincome housing was also presented at that time. The County gave its approval of the changes in May of 2011.

Financing for the project comes from several sources, including Santa Cruz County, the California Department of Housing and Community Development, and CalHFA — Mental Health Services Act that mandated the five units of MHSA housing. Former Supervisor Ellen Pirie declared in the announcement for the groundbreaking in November of 2012 that, “Aptos Blue brings much-needed affordable work force housing to our county.”

A brochure put out by MidPen Housing provides the following description of some of the on-site features and amenities provided at Aptos Blue: • Community room and computer lab in the renovated Historic Castro House • Tot lot • Laundry facilities • Community gardens • 101 parking spaces • After school tutoring • Nutrition program • Computer training • Financial and Home buyers’ education • Connection to community resources So where does that leave the community’s concerns about having a 40-unit high density, low, very low, and extremely lowincome development that also will have five MHSA tenants in the middle of Aptos?

“It’s a done deal!” said Kevin Painchaud of Aptos Courtside, “We’re just so frustrated that this project has gone through with no community outreach at all. You’d think that a project this size would require some sort of public notice to begin development.

Aptos Blue affects the entire community.”

“We just have to wait and see if all the assurances we’ve gotten from the county, from MidPen and from the County Health Services Agency are true; that we have nothing to worry about.”

Another concerned Aptos person said, “I’m not worried about the first one or two years, everybody is going to be very careful at first. But five or six years down the road; that’s when things will start to get bad.

That’s when the gangs will move in and the Mental Health Services people will become complacent and select the wrong people.

It takes time to build a bad situation. I’m sure Cabrini-Green looked like heaven to everybody on the day it first opened.”

••• Start Smart Program he California Highway Patrol is offering a traffic safety program for teenage drivers and their parents. The Start Smart Program is aimed at helping future and newly licensed teenage drivers become aware of the responsibilities that accompany the privilege of being a licensed California driver. The program is designed as an educational tool for parents and teenagers in an effort to reduce the number of teenage injuries and deaths resulting from traffic collisions.

Traffic collisions are the leading cause of death for 15-20 year olds. The primary objective of the program is to provide teens and parents with an understanding of how poor choices behind the wheel can affect the lives of numerous people.

The Start Smart program also provides teens and parents with information on defensive driving, traffic laws in California, dynamics of traffic collisions, tips on avoiding traffic collisions, and DUI awareness.

With his music teacher Alice Hughes looking on, Alexander Imai, a graduating senior at Pacific Collegiate, received a $1,000.00 scholarship from Gold Standard Chorus president Jack Gordon.

Children and adults will be able to make ice cream, churn butter, make cheese and watch demonstrations, learn about yogurt, see milking-equipment in action and all the other activities we will have available!

“Second Saturdays On The Farm will feature different farm activities each month with fun for kids and adults. Our first will

be on dairy and we’ll have old-fashioned hand-crank ice cream maker, a variety of activities, a live cow, some goats, and all kinds of demonstrations and talks about the history of dairy in the Pajaro Valley.” said Chuck Allen, co-organizer for this Second Saturday.

Activities for kids will be ongoing 11am – 3pm. Talks will be offered on the dairy history of the Monterey Bay Region, the local origin of the name ‘Jack’ cheese, cheesemaking, and the various aspects of how milk gets to your kitchen.

SC Emergency Communications Field Day

UCSC East Field & CAL-FIRE Camp/Ben Lomond Youth Conservation Camp in Ben Lomond

n Saturday, June 22, 11 a.m. – 8 p.m. and Sunday, June 23, 11 a.m. – 3 p.m. thousands of Amateur Radio Operators around the U.S., often called “hams” will be demonstrating their emergency communications capabilities for the public.

Locally the Santa Cruz County Amateur Radio Club, which operates the K6BJ repeater system, and the Santa Cruz County Amateur Radio Service (A.R.E.S.) will be establishing their emergency field communications center at the Ben Lomond Youth Conservation Camp in Ben Lomond.

A second Field Day site is located on the campus of UCSC. The public is invited; families with children, Scout Troops, local officials, served agencies and local representatives, to stop by and experience the amateur radio and the capabilities offered by the Santa Cruz corps of volunteer radio operators.

This is a unique opportunity for the public to see and experience first-hand wireless communications. Amateur Radio operators will set up and establish field communications capabilities as an exercise to prepare for times of natural disasters and emergencies.

If you have had an interest in amateur radio and wish to learn about it first hand, then this is your opportunity to actually get on the air and experience amateur radio first hand.

This is not your Grandfather’s Ham Radio but an example of the new technologies used by Amateur Radio Operators to communicate around the globe when all other types of communications fail.

Experience high frequency communica-

tions as you talk to people across the United States and around the world, use a hand held walkie-talkie to chat with other stations from around the bay, use a computer to communicate via packet radio or chat with the International Space Station via two-way radio... these are some of the exciting things you can do at this field day event.

Ham radio operators provide critical communications in emergencies worldwide. Locally your amateur radio operators provide essential communications during wildfires, earthquakes and other emergencies. In addition, ham radio operators support local event such as triathlons, bike races, horsing events, parades, county fairs and air shows.

Amateur Radio activity is actually growing in the United States with over a 30% increase in licensed operators in 2011.

There are more than 700,000 Amateur Radio operators in the United States providing emergency communications for citizens, cities and counties in times of need with

more than 2.7 million around the world.

The citizens of Santa Cruz County are fortunate to have such a dedicated group of amateur radio operators providing these important disaster communications capabilities.

UCSC Amateur Radio Club: In 2002 because of a radio frequency class taught

by Stephen Petersen, PE, several students became interested in the role played by Amateur Radio in advancing the science of radio based communications and the sophisticated technology currently available. They all passed the FCC licensing exams in June just in time to participate in Field Day and the Ham Radio event was introduced to UCSC. Since then, the University has hosted the event on the East Field section of the campus. The focus of UCSC Amateur Radio Club is training and educating newly licensed students in the art and science of Ham Radio and emergency communication. This year’s new crop of UCSC

Lick Observatory Celebrates 125th Anniversary

Music of the Spheres summer concert series leads the way view through the historic 36-inch Great Lick Refractor and the 40-inch Nickel reflecting telescope. Knowledgeable volunteer amateur astronomers share their own telescopes and expertise with interested members of the audience.

Music of the Spheres concerts will take place on June 15 and 29, July 13 and 27, August 10 and 24, and September 14 and 28. Scheduled performances include the Dave Rocha Jazz Trio; Grammywinning artists Eric Tingstad (guitar) and Nancy Rumbel (wind instruments); Great Guitars, featuring Daniel Roest and Laurence Juber (two-time Grammy winner and former lead guitarist for Paul McCartney’s band Wings); AfroLatin world jazz by Oscar Reynolds and Karumanta; and classical guitar duo Yuri Liberzon and Patrick O’Connell.

SqCWD Selects New General Manager S oquel Creek Water District has selected Kim Adamson as their new General Manager. She is scheduled to begin work on July 8, 2013.

Ms. Adamson is joining the District at a critical time with the aquifers from which the District receives all of its water supply threatened by seawater intrusion.

Down to Earth Women (DEW) Luncheon Sets Record for Attendance

he 6 th Annual Down to Earth Women (DEW) Luncheon was held on Thursday, May 16, at Driscoll’s Rancho Corralitos in Watsonville. This event is supported by women involved in, or supporting, agriculture in Santa Cruz County and the Pajaro Valley. The purpose of the luncheon is to raise funds for AgriCulture’s Focus Agriculture program, the Jimmie Cox Memorial Scholarship fund and the Santa Cruz County Farm Bureau’s school programs. Due to the threat of rain, the event was moved inside.

This year ’s featured speaker for the event was Renee Shepherd, of Renee’s Garden, who spoke on the topic “A Seedy Business – Growing and Cooking from the Garden.”

Also speaking at the event were Carla Carstens and Patty Quillin, who spoke about their experience as a participant in Agri-Culture’s Focus Agriculture program. The 2008 Jimmie Cox Memorial Scholarship recipient,

Kyle Theriot, spoke about how the scholarship helped him.

Two new funds were introduced at the luncheon, T.H.A.N.K.S. (Together Helping Americans Nationwide Keep Strong) Educational Fund and the Dottie Tyler Fund for Agrarian Oral History. S. Martinelli & Co. had been managing the T.H.A.N.K.S. Fund, which was established to promote American-made and grown products. A decision was made this year to turn those funds over to Agri-Culture for educational programs.

Cabrillo Graduates 1,213 Students C abrillo College honored a graduating class of 1,213 students during a formal commencement ceremony on June 7 at Carl Connelly Stadium to confer degrees and certificates.

The Cabrillo College Class of 2013 is the college’s largest graduating class in six years.

This year Cabrillo awarded 873 A.A. degrees, 427 A.S. degrees, 115 certificates of achievement, and 233 skills certificates.

The Cabrillo College Class of 2013 is comprised of graduates ranging in age from 17 to 86 years with an average age of 29.

Sixty-one percent are females and 39% are males.

The Cabrillo College Class of 2013 contains 68 members that graduated with a perfect grade point average (GPA) of 4.0. This year 235 students graduated with high honors (3.75-3.99 GPA), 323 graduated with honors (3.5-3.74 GPA) and 691 graduated with honorable mentions (3.0-3.49 GPA).

Draft EIR for the Monterey Bay Sanctuary Scenic Trail Network Master Plan T T he Santa Cruz County Regional Transportation Commission (RTC) released the Draft Environmental Impact Report (EIR) on the proposed Monterey Bay Sanctuary Scenic Trail Network Draft Master Plan.

The Draft Master Plan defines a continuous multi-use bicycle and pedestrian trail network, set of design standards, prioritization criteria, and implementation mechanisms for approximately 50 miles of bicycle and pedestrian trails. The Master Plan corridor stretches the entire length of Santa Cruz County from the San Mateo County line north of Davenport past the Pajaro River in Watsonville. The proposed spine of the network follows the 32-mile Santa Cruz Branch rail line right-of-way with connectivity to activity centers, coastal access points and other desirable destinations provided through spur trails.

The program level Draft EIR was prepared in accordance with the California Environmental Quality Act in order to inform public agency decision-makers and the general public of the significant environmental effects of the project, identify possible ways to minimize the significant effects, and describe and analyze reasonable alternatives to the project. To date, the RTC released a Notice of Preparation and Initial Study for the Draft EIR; held two scoping meetings to gather additional input on the content and focus of the environmental analysis; and considered and approved a list of project alternatives to be analyzed in addition to the full project.

The Draft EIR contains a detailed description of the environmental issues relative to the proposed project, the identified environmental impacts, proposed

mitigation measures and residual impacts associated with implementation of the proposed project. The following potential impacts were analyzed and categorized by their level of significance: • aesthetics • agricultural resources • air quality • biological resources • cultural resources • geology/soils • greenhouse gas emissions • hazards and hazardous materials • hydrology and water quality • noise • transportation/traffic • public safety and services The project site is not located on any of the lists compiled by the Department of Toxic Substances Control (Cal-EPA) under Government Code §465962.5. The Draft EIR did not identify any significant and unavoidable impacts. The Master Plan and the Environmental Impact Report could be adopted and certified by the end of this calendar year.

Responsibility. Do unto others as you would have them do unto you. Zero waste. Value diversity. Think Global, Act Local. These are samples of guiding principles that, whether spoken out loud or not, influence behavior.

Guiding principles exist at many levels – individual, group, organization, society, and even country. They can also be associated with particular fields (accounting, design, art) and professions (doctors, lawyers, law enforcement, teachers).

Principles are places to think from when deciding what to do. Because principles are not rigid rules or policies, they are open to interpretation. Because of this, the people expected to abide by the principles must have an opportunity to come to a shared understanding of meaning.

A guiding principle creates a behavioral compass and helps an individual determine the rightfulness of her/ his actions. By rightfulness, I mean: “Is the behavior in alignment with the guiding principle?” When our actions are consistent with our principles, our per-

formance and satisfaction excel.

One iconic principle is Nordstrom’s famous one and only rule for employees: Use your best judgment in every situation. Talk about open to interpretation! This rule does not exist in a vacuum.

Employees are trained in the “Nordstrom Way.” The conversations that make up the Nordstrom culture reinforce the principle of where to think from when getting the job done. And the job to get done is to provide outstanding customer service. Employees who don’t travel the Nordstrom highway don’t work there.

3-Step Process Creating a set of guiding principles with the people with whom you spend almost 66% of your waking hours will reduce unwanted tension and misunderstandings and increase productivity and satisfaction. Of course, it’s always possible that this process will indicate it’s time for you or someone on the team to move on.

Either way, it’s beneficial.

1 Before you begin, as the leader and champion of your company, it’s important to understand and commit to a PROCESS, not an event. Generating guiding principles and not living them will cause more harm than good. (BTW, if you’re not the leader, you can make a request, right?)

2 Have someone facilitate the conversation in which the guiding principles are authored so everyone, leader and line folk alike, own them. By the way, owning is an act of commitment, not compliance.

3 Once the guiding principles have been created, and before you leave the room, put dates in the calendar to revisit the principles every quarter for the next 4 quarters. I think you’ll find that the practice of have a “how we doing?” conversation will be one

you will continue because it brings everyone together in a way that can heal old wounds, model desired behavior and help everyone walk the talk.

As part of the process, look at each policy and see if it supports the guiding principles. If it does not, do the work to get it aligned. Either that or change your guiding principle. Inconsistency and double standards will kill the trust you need to have a high-performing, highly satisfying culture.

s beautiful summer weather gradually makes its appearance across the nation, thoughts turn to summer travel plans. Americans enjoy the fun and relaxation of traveling: 77 percent of domestic trips are for leisure purposes, according to the U.S. Travel Association.

If you want to vacation with friends or family, hitting the pavement for a road trip can’t be beat, and with a few money-saving tips and organization tricks, you’ll plan an awesome trip packed with memories.

Step 1: Get everyone on board lanning a group-travel trip can be complicated when it comes to deciding on a destination. Start with a brainstorming session where everyone offers an idea of where he or she would like to go. Research different destinations and visit websites dedicated to travel, such as www.LiveLifeLocal. com. With a focus on car, RV, boat and motorcycle travel, the site makes it easy to search for fun locations - whether an hour or a day’s drive away. It’s a breeze to search by geography, vehicle and tags - for example, you can search for information on boating in the San Diego area, but designate only fishingrelated posts. You’ll find valuable content from everyday users as well as authors and bloggers passionate about travel.

Step 2: Build an itinerary and save travel documents nce everyone agrees on a location, it’s time to get organized. Many places offer deals to lure visitors and win your business. Whether you’re traveling locally or cross-country, create a folder and save all travel documents for easy access.

Slash your gas costs with a few important tips. Start by only filling up in bigger towns - remote gas stations often have higher prices. Utilize your cruise control - it’s convenient plus it regulates gas usage. And remember to use air conditioning sparingly because it is a huge gas-guzzler. Step 4: Create a meal plan ating out is one of the most expensive parts of traveling. Save cash by planning meals ahead of time. If you’re

camping or staying in an RV, pack easyto-cook foods like pasta, stew and canned vegetables. Then pack a cooler with basic necessities, like cold cuts, cheese and milk.

A little forethought with food can mean hundreds of dollars in savings, plus it can be a lot of fun to cook in the great outdoors.

xceptional is the word; the word used to describe the service, the attention to detail, the food, the friendly attitude, the willingness to make your evening and your dining experience… well, Exceptional!

It all started with the friendly, and enthusiastic greeting by owner Eti LeviBarkai. She and her husband Atar, along with childhood friend Sharone Marom are the owners of the new Booka Restaurant and Bar situated in the Bayview Hotel in historic Aptos Village, and the soon to be sought after destination of gourmands for an evening of fine dining.

Eti told me of her journey starting in Israel where she grew up and about her travels as a flight attendant for El Al Airlines and her 2-year stopover in Australia.

Three years ago, she and her husband found Aptos and decided this was where they wanted to be.

the emphasis on presentation and not on quantity, the appreciation of good wines, and the use of freshly prepared local ingredients.

All of these elements go into the selection of a menu and the preparation of everything from the appetizer, to the salads, to the exceptional (there’s that word again!) entrées.

After finding Aptos and moving here, they found that if you were hungry, you’d better be hungry before 9 p.m. because restaurants stopped taking orders at that time.

Having lived in Tel-Aviv where the dinner hour often doesn’t start until 10 pm and the streets can be crowded at 3 a.m. with people out on the town, they decided thy needed to help change the local culture.

The Barkais and Marom signed the lease for the location on May 1 and then the rush to get ready started. They wanted to open on Memorial Day Weekend, less than 30 days away. The kitchen needed a makeover, the back garden needed to be cleaned out and cleaned up. They needed to stock the bar and wine cellar. Ryan Yates did that with liquors, liqueurs, beer and wines from small producers from all over the U.S. that gives the customer a variety of offerings and flavors not found anywhere else in Santa Cruz County.

It takes two chefs to prepare perfection, Joe & Booka. The menu is a partnership between these two dedicated to preparing food that is based on science and experience. By science is meant using just the right time and temperature in cooking or blending the right ingredients that will compliment each other.

The menu is eclectic and definitely not boring. The flavors are light but distinct; a sign that the objective of keeping each ingredient from overpowering the others has been achieved.

Why is Camp So Good for Children?

any camp professionals will describe their camp community as a family. One of the reasons that well-run camps are so good for children is that they emulate the processes found in what psychologists call authoritative families. Parents who are authoritative provide their children with a great deal of structure and have high expectations of their children, while simultaneously providing a high degree of emotional warmth and encouragement. They can be distinguished from parents who are permissive (high emotional availability, but little structure and low expectations), or authoritarian (high expectations and structure, but low on emotional warmth and encouragement). When I work with parents, I often describe permissive parents as the “spoilers,” and authoritarian parents as the “dictators.” There are literally decades of psychological research supporting the conclusion that authoritative parenting is most likely to result in children who are happy, independent, and secure in themselves. Good camps are like good families: clear expectations are given, rules are enforced in a fair and sensitive manner, and campers are given warmth, respect, and encouragement. Substitute “camp counselor” for “parent,” and we get the “big picture” reason for why camp is so good for children.

What about My Child?

Good camps also help children by matching their programs to the developmental level of the child. In my opinion, the camp experience is superior to most schools in this regard, as camps do not assume that all third graders, for example, need to learn the same things or be treated the same way.

The following can be used as a general set of guidelines for what you can expect your child to get out of camp whether your choice is a day camp close to home or an overnight camp.

Children — Four to Six Years lthough children of this age may seem too young for camp, almost all of them can benefit from day camp. Young children are learning how to explore their world, gradually spending more time away from

their parents’ side. Day camp, or a brief, overnight camp is an ideal place for young children to experience being away from their parents in a safe, nurturing environment. Good camps will have many structured, productive activities such as crafts and field trips that also help children get used to following a schedule. There is also no substitute for constant interaction with other children under adult supervision when it comes to developing social skills necessary for a successful entry into school. The staff-to-child ratio at most camps here will often be much better than that of a school or day care.

Children — Seven to Nine Years lementary schoolage children are an entertaining group.

Their interests change frequently as they are exposed to new ideas and opportunities.

Think of this developmental period as one enormous “trial-and-error” episode, where children will “try on” all sorts of different likes and dislikes. Camp is a particularly good match for this age group, given the chances to participate in activities that are unlikely to be available elsewhere: archery, horseback riding, hiking, sailing, or nature exploration, as well as more typical activities such as team sports. The variety of activities offered at camp fits nicely with this group of children, who are often especially openminded about trying new things. Social development is also critical in this period, as early friendships are formed and the child’s individual personality begins to express itself.

Children — Ten to Twelve Years hildren of these ages are beginning to define their individuality. Particularly in girls, this time is characterized by great variation in physical and emotional development. As those of you who have what the media calls “tweens” in your house can attest, one eleven-yearold can still be engrossed in cartoons and action figures or dolls, while another spends an hour getting ready for school, seems obsessed with the opposite sex or who did or did not say “hi” to them in the hallway, and so on. I have worked with several children who voiced the frustration of feeling forced to “be too grown up” on one hand, as well those

who are tired of “being treated like a little kid” on the other.

The variety of social, athletic, and outdoor activities offered through camp addresses these issues very well. If your child is still “young for his or her age,” camp will allow them to spend time with other children doing “kid stuff’ until they are ready to move on. The more “mature” child will have

similar opportunities with older children, without fear of being ostracized. Whatever your “tween” child is ready for, camp provides a safe, supervised set of opportunities to explore and define individual interests and motivations — a wonderful gift for children as they enter adolescence.

Monarch Butterflies in Serious Decline Dear EarthTalk: How are monarch butterflies doing today? They used to pass through my area in big numbers but in the last few years there seem to be many fewer.

he monarch butterfly, royally adorned in black, white and reddishorange and able to migrate as far as 2,800 miles, is a true wonder of nature.

Each year monarchs travel from Canada and the U.S. to hibernate in the forests of central Mexico.

But in recent years the monarchs have been in sharp population decline due to habitat loss, eradication of the plants it depends upon and other environmental factors.

The decline in monarchs has been going on for two decades, but the last few years have been particularly wor-

risome. Mexico’s National Commission of Natural Protected Areas reports a 59 percent decline in the area of forest there occupied by overwintering monarchs since December 2011. Meanwhile, the World Wildlife Fund (WWF) reports that overwintering populations along the California coast have shrunk from over a million individuals counted at 101 sites in 1997 to less than 60,000 at just 74 sites in 2009. The International Union for the Conservation of Nature, which maintains the “Red List” of endangered species around the world, recognizes the monarchs’ annual migration as an “endangered biological phenomenon.”

According to Monarch Watch, an educational outreach program based at the University of Kansas that engages citizen-scientists in monarch monitoring and conservation efforts, habitat destruction is one key driver in the monarch’s demise: “New roads, housing developments and agricultural expansion…all transform a natural landscape in ways that make it impossible for monarchs to live there.” Also, drought and record-high

temperatures in North America in 2012 triggered an earlier-than-usual monarch migration. This disrupted the butterflies’ breeding cycle by drying out their eggs prematurely.

The hot weather has also reduced the nectar content of the milkweed plants that monarch larvae depend on. In addition, milkweed is becoming scarce due to farmers’ increasing reliance on herbicides.

Most of the soy and corn crops grown in the U.S. are genetically engineered to resist herbicides. This means even more chemical spraying—and far fewer milkweed plants.

Nectar producing plants that attract adult butterflies are facing a similar fate, further complicating survival for the monarch.

It won’t be easy to stem the tide of human development that threatens the species’ long-term survival. In 2008, the Commission for Environmental Cooperation, set up under the North American Free Trade Agreement (NAFTA) to help the U.S., Canada and Mexico coordinate on environmental initiatives, published its North American Monarch Conservation

Plan to establish a conservation blueprint for the butterflies. Key aspects of the plan include the creation of incentives for the conservation of overwintering sites and the restoration of breeding habitat throughout the butterfly’s extensive range.

In the meantime, the Mexican government has worked with WWF and other groups and made strides in restricting logging in areas critical to monarch populations. And in the U.S., monarch habitat restoration work in California and other parts of the U.S. have helped provide the butterflies some relief. Stem Cell Therapy. (Talk about cutting edge!) According to Dr. May, approximately 8 million dogs suffer from the degenerative effects of arthritis in the U.S. “Stem cell therapy uses a pet’s own stem cells to bring new life to old joints, easing pain and slowing the effects of arthritis.

It’s not only used to treat arthritis, but also other traumatic and degenerative diseases, tendon and ligament damage.”

Dr. May explained the procedure, “We remove a small amount of fatty tissue from a patient’s abdomen then sample is immediately shipped to a laboratory, where technicians use centrifuges to extract stem cells from the tissue. These cells are shipped back to us at Capitola Veterinary Hospital the next day. The patient is lightly sedated and the stem cell injections are administered into the affected joints. Patients go home the same day of the procedure.”

Pet Dentistry. Dr. May told us that according to the American Veterinary Dental Society 80 percent of dogs and 70 percent of cats show signs of oral disease by the age of 3 years old. Without proper preventive or therapeutic care, this can lead to periodontal disease that affects the tissues and bone structures supporting the teeth. Left untreated, this disease can cause pain, tooth abscesses and/or loss, and even affect the pet’s general health.

re you ready for wildfire season? According to CAL FIRE, Northern California has had the driest recorded winter threemonth (January, February, March) period in fifty years. These reports reflect what is present in Santa Cruz County with extremely dry conditions during that time frame. Many fire departments are preparing for a fuel driven fire season. Rainfall early in the winter months supported vegetation growth. Now that the rains have stopped, that vegetation will dry out, die and become potential fuel for wildfires.

What can you do about wildfires? As with any disaster prevention advice, having a plan before the disaster happens is essential.

Homes located in the rural area are most vulnerable in the event of a wildfire.

A defensible space of at least 100 feet is the law and the key to protecting your home against a wildfire.

A defensible space is a natural barrier created around your home to prevent fire from reaching it. It is a way to reduce and remove combustible materials around your home that would add fuel to and spread a fire.

During a major wildfire, firefighting resources may be overwhelmed and unable to protect every home in the fire area. Creating a defensible space can be an effective method to protect your home.

How can you create a defensible space? The steps are: • Remove, reduce or replace flammable vegetation such as dead trees, shrubs or weeds • Trim existing vegetation. Tree limbs should be cut back to at least ten feet from any buildings.

Limbs should also be cut to create a minimum seven-foot space from the ground.

• Vegetation should have any excessive growth trimmed.

• Flammable vegetation should be replaced with indigenous species that are more fire and drought resistant.

How big should the defensible space be?

If your property does not extend to one hundred feet, you should create a defensible space as far as the property line. The one hundred foot space is divided into two sections.

The Lean, Clean and Green Zone — the first thirty feet.

In this area, existing vegetation should be green and growing.

Excessive growth should be trimmed and dead vegetation removed.

The Reduced Fuel Zone — The remaining seventy feet of the 100foot Defensible Space.

Trees and shrubs in this area should be planted far enough apart so that they do not contribute to the spread of fire. Existing trees and shrubs in this area should be trimmed to create space between them. All dead trees and vegetation should be removed from this area.

What else can you do to protect your home from a wildfire?

• Firewood should be kept at least thirty feet from any structures.

• Vegetation should be cleared ten feet in all directions from theses piles.

• Propane tanks should be installed away from structures with a ten-foot clear space. The size of the propane tank will determine the safe distance from your home. Your propane provider can determine this distance.

• Maintain emergency water storage tanks and hydrants on your property. The tanks should be kept full at all times. Valves on tanks and hydrants should be exercised regularly to prevent seizing.

• Make sure that roads and bridges are clear for emergency vehicles to access your property.

• Maintain roads and driveways in good condition.

• Clear any excessive vegetation from the edges of roads. Ten feet of clearance on either side is recommended.

• Bridges should be tested and certified by an engineer that they will hold the weight of an emergency vehicle (usually twenty five tons).

What are some other fire safety tips for rural locations?

• Make sure that your address is visible. The numbers should be posted on your home facing the road. If you cannot see them from the street, post your address numbers at the entrance to your driveway as well.

• Store a three-day supply of food and water for your family in the event that you are unable to leave the area.

• Have an emergency plan for your family if you are ordered to evacuate the area.

• Ensure that smoke and carbon monoxide alarms are present and working in your home.

• If you have a residential fire sprinkler system, maintain and test it regularly.

These are some tips to protect your home and family during wildfire season. More information about fire safety can be obtained from your local Fire Department. his little guy resembles a man who’s lost his toupee, which is far less terrifying than what really happened. Ezee, a four-year-old, Yorkshire Terrier, was living in a home with a much larger dog who suddenly picked him up by the hair of his head and shook him violently enough to pull out all of his hair and part of his scalp. It was clear this living situation would not be safe for Ezee and he was surrendered to the vet who was treating his wounds. Shortly after his treatment, this adorably little guy found himself finishing his recovery at the Santa Cruz SPCA and is now looking to find a safe and loving forever home.

The hair on top of his head is starting to grow back and in a few months you will only see slight reminders of Ezee’s horrific experience. A home as an only dog or as a partner for another small dog would be best. Ezee is a spunky boy who appears confident with his little prance. He warms up to people quickly and loves attention and affection. Out in our play-yards, he seems to enjoy the company of other littles.

Ezee weighs in at about ten pounds and is an excellent traveler. He enjoys sitting in the passenger seat and after a quick tour of the car he’ll curl up and ride with ease. His energy level is very manageable and although he enjoys daily jaunts, he loves a lazy day in bed or a night on your lap. It’s clear that Ezee loves to be around his people and does not enjoy being left alone for long periods so his perfect new home would be with someone who has a lot of time to share with him. We would not recommend him to be in a home with toddler age children as he is sensitive around the areas that were wounded.

Yorkie’s, are eager for adventure and are energetic, brave, loyal, and clever. They require a gentle yet firm leader who does not allow them to get away with excessive barking or jealous behaviors. Ezee is a good natured little guy who will be a great companion for one lucky person or family. He’s sure Ezee to love!

ver the last few months our office has fielded a number of concerns regarding speeding on residential streets — mainly in the Rio Del Mar and Seascape areas —and held some neighborhood meetings to discuss this problem.

I wanted to take some time in this column to talk about the issues, some of the potential solutions and some of the challenges we face in addressing speeding in some residential areas.

What are some of the tools we have to addressing speeding in our neighborhoods?

Most neighborhoods that have noticed an uptick in speeding request stop signs, speed bumps or increased law enforcement presence to help address the issue. Our office often coordinates with the traffic engineers in the Public Works Department, the California Highway Patrol (which does speed enforcement on residential streets in the unincorporated areas) and the Sheriff’s Office on the feasibility of these solutions to present other solutions.

Stop Signs raffic engineers do not use stop signs as speed controlling devices. They are used to increase crossing safety at designated locations. In fact, the state has guidelines as to where stop signs can be placed and the Public Works Department follows these guidelines when installing stop signs. It is often the case that if a stop sign doesn’t currently exist in a location it is because that road (or section of road) doesn’t meet the criteria for a stop sign.

However, the Board of Supervisors (by majority vote) can override these state guidelines and request the installation of stop signs.

The standard process is that a neighborhood gets a petition together to show there is near universal support for such a thing. Some previous proposals in Rio Del Mar for example were scuttled when the initial neighbors wanting it walked the neighborhood and found that other neighbors did not. While this isn’t a requirement for installation, it is a best practice.

Speed Bumps peed bumps, however, are speed-controlling devices and the Department of Public Works (on their website) maintains specific procedures on how they can be

requested. The procedure is similar to that of a stop sign. Speed bumps are often not preferred by public safety (especially large Fire apparatus) for access issues and we’ve received mixed responses in our office from neighbors regarding them. They are not also allowed on streets deemed to be arterial roads (such as Sumner) where neighborhood roads feed onto.

Increase Traffic Law Enforcement he third request is increased enforcement. The California Highway Patrol and the Sheriff’s Office always welcome input about areas they can concentrate their efforts. In fact, they often are not aware of an increased problem (such as speeding) until a neighborhood alerts them. Generally, their presence alone deters speeding. However, many residential streets are not legally zoned for radar usage (once again there are state requirements for this) and therefore the CHP is reliant upon other methods to perform enforcement measures.

Radar Speed Signs ne last way to help, but is not often requested, is the installation of radar speed signs (the signs that tell you your speed) or signage that encourages slowing.

Such things are within the purview of Public Works and we often encourage the distribution of such signs to impacted neighborhoods when economically possible.

It may seem like the challenges outweigh the solutions with speeding in neighborhoods. But these challenges just provide the greater context for you to see what our office has to consider (or is faced with) when we receive a call about speeding.

I believe that a combination of enforcement, signage and (if the neighborhood approves) some speed modification element on the road can have a real impact.
