Welcome to Scotts Valley! Scotts Valley is a small vibrant town that many people enjoy calling home. Folks move here because of our great schools, safe environment, recreational opportunities, and tree-studded parks. My wife and I moved here 24 years ago for these very reasons. Scotts Valley is a bustling place. We have a beautiful state-of-the-art library. In the summer, we are entertained by our annual Art Walk, 4th of July Parade and professional fireworks show, Music at Skypark series and the signature event hosted by the Scotts Valley Chamber of Commerce - The Art, Wine and Beer Festival and Cops n’ Rodder’s Car Show. Our town is finally on the verge of building a town center with a food oriented commercial area, housing, and a town square for residents to gather and walk about. As an important first step, the City has entered into a negotiation agreement with Town Green LLC. This group has a reputation for successful developments. And a lot more has happened in Scotts Valley over the past year. In 2018 we: • Developed a plan for the cityís short and long term financial goals. • Obtained approval from voters for a hotel tax rate increase. • Entered into an agreement with Capitola to share building official services. • Approved development and construction of a taproom and restaurant adjacent to the planned Town Center. • Partnered with the upscale Four Points Sheraton hotel, which opened in December. • Completed most of the general plan update, which will serve as our guide to future development.

• Completed roadway and bicycle improvements on Glen Canyon and Green Hills roads. • Completed Scotts Valley Drive/Mount Hermon Road Intersection Improvements. • Upgraded Siltanen Park restrooms. • Completed trails on the west side of the Glenwood Preserve for biking and hiking, with assistance from mountain bikers of Santa Cruz and Land Trust of Santa Cruz County. • Installed new gazebo at Skypark. • Brought the police department up to full staffing. • Implemented e-communication tools to engage the community. The new year promises to be even busier. We will pursue the next steps for the Town Center development to bring lifestyle commercial space and new housing and provide us with a common gathering place. The general plan update will be completed. Scotts Valley will continue to capitalize on the bounty of outdoor activities to make the city an ecotourism destination. Scotts Valley is a gateway to the mountains and we have a lot to offer visitors. We are continuing to add bicycle lanes and improvements, hiking trails and parks. We plan to identify specific steps to fund future services and maintain our financial reserves. This will require help from our taxpayers, who have consistently supported the city whenever we needed their support and justified the need. Grant funds will be allocated toward transportation needs for motorists, cyclists and pedestrians. We will complete hiking trails on the east side of the Glenwood Open Space. The ìbicycle friendly communityî designation will be pursued with leadership from Active Transportation Scotts Valley. We will be responding to numerous other housing and commercial project proposals. Some will require environmental studies and rezoning to proceed. Our challenge will be to balance the urgent need for housing with our desire to keep Scotts Valley the small town that residents enjoy. The City Council will work as a team to carefully consider new development. To do this, we need residents to continue to speak up. We heard from 1,000 residents who participated in our community survey and this was very informative. We need residents to continue to let us know what kind of community they want. We value their opinions and insights.

Ancient history of Scotts Valley Approximately ten thousand years ago there was a lake in the lowest elevation of Scotts Valley, and Paleo Indians lived near its shores. The lake receded to form a peat bog. Later, around 2000 BC, Ohlone people occupied areas along the remaining creeks, spring and seep areas, along permanent and seasonal drainages, and on flat ridges and terraces.

were added to the Tree Circus in 1964 when it changed its name to The Lost World. Surviving trees have since been moved to Gilroy Gardens.

The California Era Scotts Valley was named after Hiram Daniel Scott, who purchased Rancho San Agustin, including the valley, in 1850 from Joseph Ladd Majors. Before Majors, the property was owned by Jose Bolcoff. Bolcoff was the original settler and first European to claim title and live in what was to be Scotts Valley. Hiram Scott built the Greek revival style Scott House in 1853. Situated behind City Hall, it is on the National Register of Historic Places. The house originally stood on Scotts Valley Drive, near where a Bank of America branch is now located. It is he and his family whom the City is named for. 1900’s Era of Growth Beginning in the 1930s, peat moss was removed from Scotts Valley and taken to San Francisco to supply soil for difficult indoor plants such as gardenias. When the peat ran out, sand and gravel were quarried and sold. Camp Evers store and auto camping court was built in the 1920s and served as the community hub throughout the 1930s to 70s, when other local growth overcame it. Scotts Valley officially became a City in 1966.

Santa’s Village, one of three locations in America’s first theme park chain, was established in 1956. It was the most popular of the many attractions, attracting millions of visitors to Scotts Valley for over twenty years, and it was the last of Scotts Valley’s theme parks to close its doors in 1979. Scotts Valley is known to be home of The Barn, a coffee house with a large area for concerts. In the 60s Janis Joplin, Grateful Dead, and Jimi Hendrix performed in the Barn. Merry Pranksters and Ken Kesey used to show up there, as described in detail in the last chapter of Tom Wolfe’s book The Electric Kool-Aid Acid Test. Alfred Hitchcock made his home of 40 years in the hills above Scotts Valley. From this location he made many Northern California movies and entertained Hollywood celebrities as well as Royal families Today In 2017 the 1440 Multiversity opened its doors after a multimillion-dollar complete renovation of the old Bethany College campus. 1440 is a health and wellness retreat and education center run by the 1440 Foundation, which was started by Scott Kriens and his wife.

The Beverly Gardens were established in the 1930s and featured a collection of exotic birds and animals, a restaurant, and cabins. Axel Erlandson opened The Tree Circus in 1947, featuring trees grafted and trained in strange and unusual shapes. Scotts Valley is governed by a five-member City Council, which elects a Mayor annually. The City Council also appoints a City Manager, who supervises the various department heads and oversees the preparation and admiration of the city budget. Jenny Haruyama

is the City Manager for the City of Scotts Valley and oversees a $16 million annual operating budget while managing the day to day operations of the City. She currently serves as a Board Member for the Santa Cruz Public Libraries Joint Powers Authority, of which Scotts Valley is a member. Her top priority is encouraging business attraction, retention, and expansion, and facilitating the development of the Town Center Specific Plan. Prior to Scotts Valley, Jenny served as the Assistant City Manager for the City of Livermore and served as the Chief Operating Officer, providing strategic policy and budget guidance on a variety of citywide initiatives. Jenny currently serves as a member of the League of California Cities Police Committee on Governance, Transparency, and Labor. Jenny previously served on the League of California City Manager Department OPEB Task Force and as President of Municipal Management Association of Northern California (MMANC). Jenny has been recognized for her local government service and received the Municipal Management Association of Northern California (MMANC) Wes McClure Outstanding Assistant Award, MMANC Rising Star Award, and more recently, the YMCA Silicon Valley Tribute to Women in Executive Leadership Award.

Chief Steve Walpole has been a resident of Scotts Valley his entire life. His law enforcement career began over twenty years ago, but it wasn’t until 2014 that started work here at the Scotts Valley Police Department. He was with the department for three years before being appointed the Interim Chief of Police at the beginning of 2017. When he is away from work Chief Walpole enjoys spending time with his wife and two teenage sons.

Chief Kovacs has over 36 years in the fire service, starting in 1981 with the Ebbetts Pass Fire District, where he stayed for 31 years. He moved to Murphys in 1990 and joined the Murphys Fire Protection District as a volunteer. In February 2006, he was promoted to Fire Chief where he served for 12 years for a total of 27 years with the Murphys Fire Protection District. In August 2017, he was hired as the Fire Chief for the Scotts Valley Fire Protection District. He has a diverse background in structural and wildland firefighting as well as fire district leadership. Chief Kovacs serves on many Boards and Committees dealing with fire and emergency preparedness, including Fire District’s Association of California and the FDAC Employee Benefit Authority JPA, FIRESCOPE, State Board of Fire Services, California Fire Assistance Agreement Committee and is the Past President of the Fire District’s Association of California. He is also a member of the California Fire Chief’s Association, International Association of Fire Chiefs, and the Volunteer and Combination Officer’s Section.

The Glenwood Open Space Preserve East Trails is expected to conclude by March 2019. An official opening of the east trails can be expected in Fall 2019. The last phase of construction is planned for Fall 2020. Scotts Valley is surrounded by coastal redwoods, the world’s tallest trees. To see these magnificent forests up close and explore a landscape unique to the California coast, head out of Scotts Valley to nearby Big Basin Redwoods State Park or Henry Cowell Redwoods State Park. Both parks feature hiking trails, gentle walking paths, picnic areas and riding trails. Roaring Camp Railroads in Felton also showcases the towering redwoods of the region, offering steam train rides on two historic railroads.

Make Scotts Valley your basecamp as you explore the 14 California State Parks in Santa Cruz County. An array of outdoor options at the city’s largest park, Skypark that boasts 4 tennis courts, 2 Basketball courts, Bocce Ball Court, an enormous playground, BBQ pits, shaded picnic tables and a gazebo, paved walking and bike trail lined with California native plants. Skateboarders will delight at the Tim Brauch Memorial Skatepark, a 22,000 square foot concrete playground, Bike enthusiasts can enjoy the Bike Pump Track, Traveling with Fido? The Dog Park includes a special area for both large and small dogs. During the summer months there are FREE concerts, Music at Skypark - on the last Sunday of July, August, & September. The Scotts Valley Farmer’s Market is April through October. Shoppers will appreciate the many boutique gift stores, and vintage treasures. Indulge in specialty chocolate confections at Chocolate Visions near the 10 screen Cinelux Theatre that features D-box motion seats, reclining chairs, and a wine & beer bar with cafe.

GOLF COURSES Pasatiempo Golf Course is a semi-private golf club. Designed by world-renowned golf architect Alister MacKenzie who designed Augusta National and Cypress Point, Pasatiempo was his favorite layout and where he made his home, which borders the sixth fairway. Delaveaga Golf, a public course, combines striking natural beauty with a challenging and thoughtful course design featuring treelined fairways, deep canyons, and the infamous 10th hole. There is also a two-story lighted driving range.

The San Lorenzo Valley (SLV) is a mountainous river valley in the Santa Cruz Mountains in Santa Cruz County, California. The region grew around logging, mining, and railroad industries in the early 1900s. These industries were instrumental in the rebuilding of the city of San Francisco after the 1906 earthquake. Also around this same time, tourism began to boom thanks to large land grants and designations dedicated to conservation. SLV boundaries stretch from Henry Cowell Redwoods State Park in the south near the town of Felton to communities north of Boulder Creek near Big Basin and Castle Rock State Parks. It is bordered on the west by Bonny Doon Mountain

and to the east by Scotts Valley. Currently home to 37,000 residents, the entire valley comprises the San Lorenzo River watershed. Towns along the river include Felton, Ben Lomond, Brookdale, and Boulder Creek. Communities upslope from the river include Mount Hermon, Lompico, Zayante, and Bonny Doon. The region is known for its abundance of state and local parks, redwood trees, sensitive species and habitats. Recreation, lodging, camping, shopping, and restaurant facilities abound making SLV and the Santa Cruz Mountains a premier tourist destination in the Central California area.

Bruce McPherson

was elected to the Santa Cruz County Board of Supervisors in November 2012 and was re-elected in 2016. He represents the Fifth District, which includes the San Lorenzo Valley communities of Felton, Ben Lomond, Brookdale, Boulder Creek, Lompico, Zayante, Las Cumbres, Mount Hermon, most of Scotts Valley, a small part of Santa Cruz, and Paradise Park. Bruce has a long and distinguished record of serving Santa Cruz County. A fourth-generation Santa Cruz County native, Bruce’s career began as a reporter at his family newspaper, the Sentinel, later rising to Editor. He served two terms in the California State Assembly (1993-96) and two terms in the California State Senate (1996-2004). Following the resignation of California’s Secretary of State in early 2005, Bruce was confirmed unanimously in both the Assembly and Senate to be Secretary of State. He was recognized as Legislator of the Year by numerous organizations and foundations.

Throughout the years, Bruce has worked closely with Second Harvest Food Bank, the Land Trust of Santa Cruz County, the Cabrillo College 50th Anniversary Scholarship Committee, United Way, the Tannery Arts Center, Ecology Action, the Monterey Bay National Marine Sanctuary and Exploration Center, American Red Cross, and many other non-profit agencies. He has been honored for his dedication and commitment to improving education, supporting public safety, fighting for environmental protection, and assisting small businesses. As a fourth generation Santa Cruz County native, I (and my family predecessors) have been blessed to enjoy the people and natural resource beauty of the San Lorenzo Valley and the rural-like quaintness of the now 50-year-old city of Scotts Valley. SLV is home to one of the most significant stands of redwood trees on earth, including some 2,000plus years old and the state’s oldest state park - Big Basin - which my great-grandfather Duncan McPherson helped establish in 1902. Many rivers run through the Valley and trails abound for everyone to enjoy, from hiker and biker to horse rider. Like to eat? Restaurants which will satisfy every taste are here for you to enjoy in some truly magnificent settings. Scotts Valley provides an abundance of services to families at home, as well as ample accommodations for the visitor who is within a 10-minute drive to the beautiful Monterey Bay or redwood parks to the north. Known for its excellent public schools and other public services such as library and parks, Scotts Valley also is home to several high-tech startups and many persons who commute “over the hill” to the Silicon Valley.
