FROM THE PRESIDENT Since 1887, the focus and mission of the Fort Smith Regional Chamber of Commerce has been to grow the local economy. Through the full support of our members, we have accomplished the essential task of retaining business and recruiting new companies in a myriad of areas. Investing in the Chamber gives our community crucial advantages in economic development and a global voice emphasizing over and over again that Fort Smith is open for business. The Chamber is pleased to be a leader and partner in the progressive development of our local economy. While we have experienced much success in the past year, our sights are set on preparing the workforce for the evolution in technology and the skills needed for success. It is an exciting time to live in Fort Smith and be a part of the progress that we see unfolding in every area of our community.
Tim Allen, Chamber President & CEO, joined the Chamber staff in November 2011. Prior to becoming Chamber President in 2013, Tim served as the Chief Operating Officer. He is responsible for economic development for the Fort Smith MSA, overseeing Chamber staff and functions, and working with community leaders to improve the regional quality of place.
Advanced manufacturing, health care, and information technology are the strongest pillars of our economy. The Chamber is proud the local unemployment rate sits below four percent; however, there is more work to do. Fort Smith and the surrounding area has numerous global and nationally recognized businesses that drive our economy and we will continue to focus on deepening the stability and growth of the region with an magnified focus on championing workforce development. In 2018, the Fort Smith Regional Chamber of Commerce received a $650,000 grant from the Walton Family Foundation for the sole purpose of expanding workforce initiatives in the area. The Chamber has committed an additional $500,000 of its own funds to strengthen those initiatives. This will become part of the intensifying effort to build a regional infrastructure developing talent for a variety of career pathways and ensuring that our workforce has the skills necessary to retain and attract leading industries to our region. In 2018, the Chamber, in partnership with local, state, and industry leaders, has generated over $150 million in capital investments comprised of 480 new jobs averaging over $19 an hour. The 10year economic impact of the Chamberâ&#x20AC;&#x2122;s development projects is approximately $4.9 billion and we consistently lead the state in economic development announcements.

Continued investments in Fort Smith from both private and corporate citizens — as well as a growing medical college and two award-winning regional healthcare systems — offer additional support in the confidence with the city’s business environment and commitment from its citizens to take Fort Smith to its highest potential. Phoenix Investors LLC is investing more than $10 million to renovate and repurpose 1.5 million square feet of new businesses and warehouse space in the building once used by Whirlpool. Investors and businesses are keeping an eye on the push for further development of Interstate 49 over the Arkansas River on the edge of Fort Smith. This will create a north-south interstate corridor that eventually can flow seamlessly from Canada to New Orleans through Kansas City. Five Rivers has the newest intermodal port facility on the Arkansas River System and features two convenient ports: The Port of Van Buren and the Port of Fort Smith. A new intermodal port across from Fort Smith in Van Buren on the Arkansas River is also in the works. This new port will be part of 12-foot channel in the Arkansas River to handle larger barges made possible with the expansion of the Panama Canal. With encouragement from the city’s 2018 passage of the first millage increase in 31 years, workforce development continues to be a top priority for the area by the Fort Smith Regional Chamber of Commerce. Tim Allen, president and CEO of the Fort Smith Chamber, says workforce development funding is expected to help meet the growing demands of advanced manufacturing. A $500,000 commitment by the chamber to a $1.3 million Walton Family Foundation grant for workforce development was announced in
October 2018 at the chamber’s annual meeting. Thanks in part to a millage increase, officials in the Fort Smith Public Schools will be collaborating with the Chamber and local universities to create a technology center that is expected to help equip the next generation of workers with the skills needed in today’s technological environment.
ECONOMIC DEVELOPMENT Some of those students will go on to help boost Fort Smith’s long and strong history in manufacturing. Continued training programs, in association with growing local educational institutions, like the University of Arkansas at Fort

Improvements in local amenities, such as an expanding trails system and healthcare options, are also a key piece in the focus on retaining and recruiting top talent. Arkansas Gov. Asa Hutchinson has also made it a state priority to teach students computer programming to help prepare the state for its future.
Smith, Vista College, UAMS, Arkansas College of Health Sciences and Arkansas Tech University-Ozark show a concentrated effort for businesses and educational instituions to partner and stay on top of the latest technologies. The total gross domestic product for the Fort Smith region from 2014-2017 is $8.9 billion and per-capita personal

income for Fort Smith residents has continued to grow. One Fort Smith-based company in particular, ProPak, has become both a downtown technology center and innovation hub with regular events that appeal to coders” like “hackathons,” and business pitch contests for regional entrepreneurs. The national logistics company has hired 24 software developers in the past two years to write programs specifically for the demands of its customers. All of it happens out of a 110-year-old building that overlooks a downtown with forward momentum on revitalization.

Downtown, what many here recognize as the “heart of the city,” has become one of several local “Opportunity Zones” designated by the governor to receive special tax benefits. Downtown also has been rezoned to allow for small-scale industrial uses and is expected to see the economic benefits of the forthcoming U.S. Marshals Museum. On the east end of Fort Smith at Chaffee Crossing, former military land was donated to the cities of Fort Smith and Barling. These 7,000 acres have been developed into growing resource for business and education. The redeveloped land is surrounded
by upscale residential neighborhoods dotted with commercial resources throughout. In addition to an extensive trails network, this area is now the home of the Arkansas Colleges of Health Education. A Warehouse District also is taking shape out of World War II era warehouses. A few of the Chamber’s recent successes in economic development have taken place at Chaffee Crossing. ArcBest, an international logistics company, opened its new $31 million, 70-acre corporate headquarters in the spring of 2017. About 800 people work there now. It has room for about 1,000.
ECONOMIC DEVELOPMENT ArcBest has hired more than 400 of the 1,000 new positions that were expected to be created with the business expansion. Glatfelter, the Pennsylvania-based manufacturer of specialty papers, set up shop last year in a 200,000-square-foot unused building in the middle of Chaffee Crossing to become one of the latest corporate additions to the city. The global company invested about $90 million to a repurpose the building which had been built by Mitsubishi for windmill power generators. Glatfelter repurposed it to create its first “airlaid” materials facility in the
U.S. and about 80 high-tech jobs where the average salary is about $27 an hour. Glatfelter CEO Dante Parrini said in June 2018 with the grand opening of its Fort Smith facility that after an “exhaustive search” across the U.S., “it

We have every intent to grow here.” Missouri-based Silga Plastic Food Containers Corp. has built a 100,000-square-foot manufacturing facility on Arkansas 45 with the ability to create up to 150 jobs. Mars Petcare is another Fort Smith success story, showing continued expansion with several lines of pet foods. Over the past three years, Mars Petcare in Fort Smith has invested $122 million and created more than 255 new jobs. The Chamber has seen successes throughout the community, from downtown to the north side and east Fort Smith. Several Fort Smith area manufacturing facilities have seen expansions or additions over the past two years that have added more than 600 jobs to the local workforce.

In addition to Mars Petcare, other local businesses that have expanded or moved to Fort Smith in the past two years include Pernod Ricard, PRADCO, Midwest Automation & Custom Fabrication, Bekaert and Applied Process. Custom Fabrication and Engineering, a steel manufacturer in Fort Smith, and Midwest Automation in Arkoma, announced their merger in June with an expectation to create 85 new jobs. PRADCO, makers of YUM fishing lures and Thill Floats, has added about 70 jobs at its Fort Smith facility since Jan. 1 for a total of about 200 jobs. They also added 25 jobs last year, and about 80 jobs were added between 2014 and 2017 at PRADCO in Fort Smith. Bruce Stanton, vice president and general manager of PRADCO — Fishing, noted some of their largest customers
like Walmart and Bass Pro Shops and Cabela’s have “significant commitments to buying YUM (soft plastics) and Thill (balsa floats)” made in Fort Smith. The company has invested more than $2 million in 16 new molding machines and a 13,000-square-foot production facility.

In addition to the ever-evolving medical technologies available through Fort Smith’s health-care providers, the city’s tech world continues to benefit from a presence by the U.S. military and several logistics companies. The 188th Wing of the Arkansas Air National Guard is likely the most hightech and security sensitive area in the region. The unit flies MQ-9 Reapers and other remotely piloted aircraft overseas from Ebbing Air National Guard Base. Many of the military personnel live and work in the area, and provide the community with additional tech-savvy minds. A spokesman for the 188th Wing noted there are about 1,000 Airmen who are wing members, and around 325 full-
time wing members working on base. This includes various state employees. Recruiters are looking to fill almost 100 positions at the Fort Smith air base. “There’s plenty of opportunity for aspiring tech wizards in the region who want to join,” Tech Sergeant John E. Hillier III writes. While many companies rely on thirdparty agencies to provide software development, one Fort Smith-based company has taken it in-house. ProPak Corporation, a Fort Smithbased logistics company, has hired 24 software developers to write computer programs tailored to their customers’ needs. Justin Marshal, chief commercial

While driverless trucks are being developed by automakers and tech development groups, ArcBest is preparing for other major developments. An ArcBest spokesperson said they don’t think there will be just one major change in the logistics industry but a convergence of many. “Examples are autonomous technologies, ongoing digital transformation, blockchain advancement and heightened customer expectations for rapid and easy delivery,” writes Kathy Fieweger, communications director for ArcBest. “As goods will still need to travel on equipment to their destinations,
manage their supply chains and logistics needs.” ArcBest management believes there will be a mix of driverless trucks and ones

TECHNOLOGY Fieweger also said they are “always looking for top talent who want to help ArcBest make a tangible difference for our customers.” Another local company that utilizes technology to a great extent is the Van Buren-based USA Truck, Inc. Kim Littlejohn, vice president and chief technology officer of USA Truck, said technology is keeping the company’s trucks safe on the roads. The company does this in many different ways. Littlejohn said technology is advancing with regards to automation. “There are all kinds of sensory safety capabilities on the trucks these days … for lane changes, for the space capacity, and time to react,” Littlejohn said. “The trucks will automatically break when

they’re sensing a slowdown in the traffic up ahead.” USA Truck has cameras in its trucks as well. Littlejohn said she believes that has been the most pivotal, useful technology the company has put in place so far from its perspective. These cameras are both inward and outward facing, which allows the company to observe both good and bad driver behavior. The cameras also allow the company to provide coaching, in addition to rewards and recognition, to do real-time event coaching with its drivers. USA Truck also employs telematics technology, allowing the drivers to communicate with the company when they are on the road. An aspect of the
Electronic Logging Devices mandate and the telematics technology will give the company more engine information and new data to analyze. “You could start preventing maintenance breakdowns before they happen looking at the data patterns and that kinds of things,” Littlejohn explained. “You can keep the trucks safe by repairing things in advance. There’s just a lot of good information that we’re going to get from these new solutions that wasn’t available to us before.” “So we’re finding a huge transition from the normal mainstays in the cab. It’s an all-inclusive solution to more of an a la carte solution where … you have a telematics device, and then you have an application standalone. You have a tablet by which all of the information can be delivered to the driver and that kind of thing, whereas before it was all in one unit.” The dedicated transportation page on the USA Truck website states the company has industry-leading systems for 24/7 tracking and reporting already installed in its fleet so no extra expenditure is needed for start-up. Littlejohn said that is talking about the company’s main Transportation Management System. “We partner with one of the leading vendors in the industry for our Transportation Management System, TMS, and we’re just going through an upgrade on that right now,” Littlejohn said. “And so that’s going to be delivered to our operations group in April 2019, so that’s another big initiative that we’ve got going on.” Littlejohn said all the technology USA Truck currently uses is third-party. MANUFACTURING Training programs in association with local manufacturers are a focus for growing local educational institutions like the University of Arkansas at Fort Smith, Vista College, and Arkansas Tech University-Ozark. A concentration on manufacturing is given by the Fort Smith Regional Chamber of Commerce not just because of the city’s long history in the industry, but it has the highest multiplier effect of any economic sector. According to the National Association of Manufacturers, for every dollar spent in manufacturing, another $1.89 is added to the economy. And for every one worker in manufacturing, there are another four employees hired elsewhere. The number of manufacturing jobs in Fort Smith increased by about 300 between August and December 2018 to 17,700 jobs in large part to continued expansion at Mars Petcare. At its Fort Smith plant, the global company produces Cesar and Sheba wet dog and cat foods, as well as Iams, Nutro and Crave brands. Over the past three years, Mars Petcare
has invested more than $120 million and created more than 255 new jobs. The global pet food market is projected to grow to over $98 billion by the year 2022, according to Grand View Research. With the recent addition of Silgan Plastics’ new facility 100,000-squarefoot facility in Fort Smith, the number of manufacturing jobs for the area is also expected to increase by another 150. Glatfelter, the Pennsylvania-based manufacturer of specialty papers, set up shop in late 2017 and early 2018
to become one of the latest corporate additions to the city. The global company invested about $90 million to a repurpose a building and create about 80 high-tech manufacturing jobs with its first “airlaid” materials facility in the United States. The average salary there is about $27 an hour, making products like speciality paper products. Fort Smith Regional Chamber of Commerce President and CEO Tim Allen says many manufacturing jobs have also been retained over the past five years

MANUFACTURING in an increasingly competitive market. Much like the rest of the nation, the area is also in a transition period between traditional manufacturing jobs and hightech manufacturing jobs. According to the U.S. Bureau of Labor Statistics, the number of manufacturing jobs has hovered around 18,000 for the past six years, hitting a high point in December 2014 with about 18,400 jobs. Total non-farm jobs in the Fort Smith metropolitan statistical area as of December 2018 was about 113,000. Several Fort Smith area manufacturing facilities have seen expansions or additions over 2017 and 2018 have added about 650 jobs to the local economy. Among the companies that are expanding or have expanded since 2016 also include Pernod Ricard, PRADCO,
Midwest Automation & Custom Fabrication, Applied Proces, Qual Serve, Simmons, Zero Mountain and Bekaert in Van Buren. Custom Fabrication and Engineering, a steel manufacturer in Fort Smith, and Midwest Automation in Arkoma, announced their merger in June with an expectation to create 85 new jobs. PRADCO, makers of YUM fishing lures and Thill Floats, has added over 200 jobs since 2017. PRADCO has invested more than $2 million in 16 new molding machines and a 13,000-square-foot production facility. Bekaert announced in May it was investing $16 million in a 100,000-squarefoot expansion to its wire-production plant in Van Buren to add about 40 new jobs. Applied Process, a metal austempering

facility, has added 30 jobs in Fort Smith this year by converting a facility at 5400 N. Sixth St. The average entry-level production wage there is $31,500, with health benefits and bonuses bringing the average entry level production total compensation to $49,600. While robots are not killing off all the jobs like many have feared, people are often working alongside them and that requires a different skill set, according to Michael Shapiro, director of Strategic Communications for the National Association of Manufacturers. As a result of the new way of doing things, the nation has about 506,000 jobs sitting unfilled in what’s being called a “skills gap.” Glatfelter and ABB, formerly known Baldor Electric Co., however, are
examples of the direction manufacturing jobs need to go locally, Allen said. Wages there average about $25 an hour, about 30 percent higher than in traditional manufacturing facilities. With the change in technology comes a need for a different level of education for both teens in school to people already in the job market. That education level often relates more to computer programming. The recent millage increase, which was heavily promoted by local employers like ABB, was passed by voters of the Fort Smith School District in 2018. IN that $825,000 has been budgeted for technology improvements to schools. “The community realizes that new training is needed,” Allen said. “The millage increase was so important in preparing our workforce for the jobs of the future.”

up and running with 1,000 students on campus by 2022. There is also the possibility of the college opening up a veterinary program. The college’s biggest goal is to recruit students who want to stay in the area after finishing their education, Parker
said. “You can graduate them all you want, but if they leave, that’s where you haven’t solved the problem,” Parker said at a recent First Friday Breakfast, hosted by the Fort Smith Regional Chamber of Commerce. Parker said before the school opened,
HEALTH UPDATES its board would not take on the endeavor unless each student could be placed in a nearby program. Most students will stay within 1½ hours of where they received their education. The school has contracts with Mercy, Baptist and every major hospital in Arkansas, as well as health systems in Oklahoma. Both hospitals in Fort Smith will run nearly 100 students through clinicals next year, Parker said. The Accreditation Council for Graduate Medical Education granted accreditation to the medical college. Graduate medical education is when students receive training in a specialty, the residency period, or a subspecialty, the fellowship period, after completing medical school. This will allow the medical college to develop residencies in the areas of family medicine, internal medicine, emergency medicine and surgical medicine. There
may be opportunities for other specialties and subspecialties. “The Arkansas Colleges of Health Education and the Board of Trustees are committed to providing the resources necessary to establish residency training for its graduates, increasing the likelihood that ARCOM students will stay and serve the needs of underserved Arkansas and surrounding states,” Parker said in a 2018 news release. “These residency programs are a key element in increasing the number of medical students that will be able to train in Arkansas.” The graduate medical education system was implemented to allow allopathic (doctors of medicine, MD) and osteopathic (doctors of osteopathic medicine, DO) doctors complete residencies and fellowships at accredited programs. ARCOM residencies will be available for graduates of both
backgrounds. The purpose of ACHE is more than just churning out more physicians, Parker said. It’s about the reason they’re doing it — giving access to healthcare, specifically to those in Arkansas. “Every human being, regardless of stature, income, color of skin, religious belief, everybody is equal. Everybody needs to be treated fairly. That’s what we’re going to help change,” Parker said. The college is also working on fundraising for a park and garden project to remember those who gave their bodies to the college for study, which it believes will bring honor and dignity to the individuals and families in the anatomical donation program. It is supposed to be an additional way for the college to promote healthy living and will be connected to the city’s trail system.
Fort Smith’s location is a 492-bed acute care facility, while the Van Buren center has 103 beds. Baptist Health, which is based in Little Rock, announced July 18 it had entered into a purchase agreement to acquire Sparks Health System’s facilities in Fort Smith and Van Buren. A ribbon-cutting and grand opening
ceremony was held at each location Nov. 13, 2018. Troy Wells, president and CEO of Baptist Health, said Sparks had been a “trusted part of the community for 125 years, serving over 355,000 people in the 11-county area.” Tim Allen, Chamber of Commerce president and CEO, previously said he appreciates Baptist Health investing in

MERCY FOCUSES ON NEUROSCIENCES Mercy Hospital launched a $10 million fundraising program in 2018 to go toward its new 16,000-squarefoot Neurosciences Center and hired a husband and wife neurosurgeon team. The goal of this initiative is to provide 24-hour neurosurgical care, which has not been available for several years. Ryan Gehrig, president of Mercy-Fort Smith previously said around 2,200 neuro cases leave Fort Smith annually due to a lack of round-the-clock care. The Fort Smith School District introduced its five-year Vision 2023 plan at the end of 2017. A group of local leaders and educators prioritized district needs in the areas of academics, equity, facilities and career planning. After school board approval,

EDUCATION millage rate from the lowest in the county at 36.5 mills to the highest at 42.058 mills. This was the first time in more than three decades the district had a millage increase. More than $120 million will go toward the improvement projects. Some of the projects include, but are not limited to, a new technology center, storm shelters, increased security and new gyms at both high schools. “We want to thank the Fort Smith and Barling communities for their support of Fort Smith Public Schools and the students we serve,” Brubaker said in a news release after the increase was approved by voters in May 2018. “We also are grateful for the efforts of so many to get the word out about this ballot question. I am committed to ensuring that our processes and projects are characterized by the high degree of transparency that our community expects.” The Fort Smith Board of Education approved in August the formation of a millage oversight committee to oversee and report on the use of funding. It is required to meet at least once per quarter. Contracts are being finalized and design work is in progress. The millage advisory board received a timeline update in early 2019, with “dirt work” starting in the spring and summer for some of the projects, which are all scheduled to be finished at the start of the 2021-22 school year.
DIVERSITY AND OPTIONS Students and their families aren’t confined to the Fort Smith district, however, and have other educational opportunities. 36

Those in elementary school and junior high school may attend one of three different Catholic schools in the city. There are two elementary schools — St. Boniface and Immaculate Conception — and Trinity Junior High. It was announced last fall that in alignment with the public school sector, there may be a grade restructuring in the coming years. Father John Antony said elementary schools would serve kindergarten through fifth grade. Middle schools would serve sixth through eighth grade. Keeping grades aligned with the Fort Smith School District would be most effective as students transition to high school and match how the state splits grades. “I’m a product of Catholic education from fifth grade, high school, university and seminary. I love Catholic school, and I really felt a passion for helping them,” Antony said. “I think where we are today is really beautiful, because we have the opportunity to redraw the map for Catholic schools in Fort Smith in a way that we (can) provide the best.” Future School of Fort Smith is another opportunity. It serves 10th through 12th grade students looking for a more fluid
education experience. The school is on a block schedule with each class meeting twice a week. Wednesdays are reserved for internships and concurrent classes through the University of Arkansas at Fort Smith. The purpose of the school’s set up is to allow students an opportunity to explore different career fields prior to college and provide a professional network for them as they move onto college or a job. “Our vision is to create a network of future leaders that we can ground in our community here, so they stay put,” said Principal Allison Montiel. “We’ve got a brain drain problem here in Fort Smith. Our best and brightest go off and don’t come home. So what we’re trying to do is get a group of kids who are so engaged
EDUCATION in their community that they think about (moving home).”
HIGHER EDUCATION OPPORTUNITIES The University of Arkansas at Fort Smith is the city’s flagship university. It offers more than 50 bachelor’s and associate degrees, three dozen certificate programs and various clubs and NCAA Division II athletics. It is currently in the midst of a nationwide search for a new chancellor following the departure of Paul Beran in 2018. A search committee is assisting University of Arkansas System President Donald Bobbitt in the effort.

Bobbitt will present a recommendation to the board of trustees and, if everything falls into place, he said the school hopes to have a new chancellor by this fall. UAFS also recently received a $10.8 million donation from the late Myles Friedman, who attended the school when it was still a junior college. Prior to his death, Friedman donated the money for a scholarship endowment
that would support students going into the arts or sciences and have high standardized test scores. The school has already provided 20 Myles Friedman scholarships. When the school held its fall commencement ceremony in 2018, more than 690 students were eligible for graduation, half of which earned their bachelor’s degree. This was about 75 more eligible students than in fall 2017. Other higher education opportunities in and near Fort Smith include, but are not limited to, UAMS, Vista College, Arkansas Colleges of Health Sciences, Arkansas Tech University, the University of Arkansas at Fayetteville, Carl Albert State College, John Brown University, Northeastern State University and the University of the Ozarks.

When it comes to outdoor adventure opportunities, Fort Smith residents have much to look forward to including a growing trail system, a new skate park and parks for families and kids throughout the city.

OUT AND ABOUT The growing trail system at Chaffee Crossing is part of the overall master plan to connect the city and other paths as part of a 30+ mile trail. This project is important for Chaffee Crossing and the city because of the exponential growth there, and that is part of a developing area of the city of Fort Smith. Fort Smith Parks and Recreation Deputy Director Sara Deuster said in January construction for segment one was due to begin in February. Another project that is in the works in Fort Smith will be located at the riverfront. In November, the Fort Smith board of directors approved the purchase of 312 acres of land from Kansas City Southern Railroad Company for softsurface trails along the riverfront across from the Riverfront Sports Complex. Soft-surface trails are essentially paths that are cut in the woods and do not have any sort of infrastructure. “A soft surface trail is just going to be cutting brush out of the way to create anywhere from a four or five foot to 12 foot path through the woods and across boulders, whatever it may be, but you have very minimal construction costs,” said Doug Reinert, director of the Fort Smith Parks and Recreation. The riverfront land would be purchased jointly with Fort Smith business owner Bill Hanna for about $104,000. Reinert said he believed the soft surface trails are just one more interaction with nature, with the project opening up this property to the public. “The public in general is always looking for additional recreational opportunities, and Arkansas itself is known for its trail systems, and they are always looking for more opportunities for us to grow that system, and it gives you access to the river,” Reinert said.

Reinert said there are also more opportunities for thrills and adventure because mountain biking and riding a cruiser bike down a paved trail are completely different experiences, with the project adding something else to
what already exists. The Fort Smith Parks Department finished a variety of outdoor-related projects last year. The city wrapped up the third phase of the Greg Smith River Trail by extending the walking trail by

OUT AND ABOUT 1.5 miles. The addition begins at the end of the Rice Carden Levee Trail, extends past Fort Smith Park, and ends at the railroad tracks along Riverfront Drive. The completion of this phase in October 2018 brought the total length of the Greg Smith River Trail to 6.3 miles. The Riverfront Drive Skate and Bike Park opened to visitors with a grand opening in October. The park features pump tracks, skate equipment, climbing structures and landscaping along the Arkansas River. Reinert described this park as a great success. “It’s heavily used all year-round,” Reinert said. “Since it’s opened, even in the dead of cold, there’s always somebody down there, and there are very few days that I don’t see at least one person down

there unless it’s raining really hard, or so on and so forth.” Reinert said the people who use the new park do very good job at policing the area. This includes picking up trash and not vandalizing the park. “If there’s bad behavior, I’ve been told that others will step in instead of just necessarily calling the police or calling us, they actually will intercede and ask them to cool it,” Reinert said. “And I appreciate the fact that the citizens and the users actually take ownership of it.” Four-legged furry friends can enjoy a new dog park at Fort Smith Park, which opened to dogs and their human friends in July. As part of the renovation, the playground also received upgrades in August. A fishing pavilion and new parking lot had been added earlier in the spring. The fishing pavilion will provide a place for a variety of the large fishing tournaments the city plans to host.

Fans of live music, food and friendship also can find congregating at the Sound Room, Neumeier’s Rib Room & Beer Garden, Harry’s Downtown, Gus’s Bar & Grill, Hero’s, the Blue Lion at UAFS Downtown, the new 906 Cocktail and Cigar Lounge and the 801 Media Center, to name a few. Fort Smith has a breadth of opportunities if you’re looking to get a little more culture in your world. From the award-winning Fort Smith Symphony to the much talked-about future U.S. Marshals Museum, the city and its residents take pride in a rich history and modern take on its developing future. The Marshals Museum building in Fort Smith began taking shape in 2018, with the promise of more on the horizon. Since the announcement in early 2007 that the museum was “coming home” to
Fort Smith, residents have been eager to see progress at the site along the Arkansas River downtown. Fort Smith was headquarters for marshals who patrolled the Indian Territory in the 1800s, memorialized in movies such as “True Grit” and “Hang ‘Em High,” so the city’s selection as the site for a national museum seemed fitting. More U.S. Marshals and deputies also have died in the line of duty while based out of Fort Smith than any other location in the 230 year history of the organization founded by George Washington.

The first segments of concrete for the new U.S. Marshals Museum in Fort Smith were poured in late October 2018, followed by the first beams for the Mary Carleton and Robert A. Young III Building, home of the future museum. The museum’s president hopes to have the building completed and the Hall of Honor, which honors the deputy U.S. marshals killed in the line of duty, open by the projected grand opening. Most of the exhibits will likely be installed later. The museum will pay homage to the nation’s oldest federal law enforcement

CULTURE AND ART agency and help unite other Fort Smith locations — including the National Historic Site and “Hanging Judge” Isaac Parker’s gallows — as part of the city’s rich “Old West” legacy. Fort Smith was named by True West Magazine as a 2019 Top True Western Town, the seventh year in a row for the city to make the magazine’s top 10. It was featured in the February 2019 edition of the magazine. “Back in the frontier days, Fort Smith was a gateway for people seeking their future in the Oklahoma and Indian territories — or beyond,” a True West Magazine news release states. “Travelers faced numerous obstacles and challenges in this rough and tumble place; they had to possess ‘true grit.’ That same character shows today in Fort Smith’s determination to showcase its place in Old West history.” The historic Atkinson-Williams Warehouse at 320 Rogers Ave. houses the Fort Smith Museum of History. The museum was established in 1910 and is home to about 40,000 items that help tell Fort Smith’s story. Exhibits include the William O. Darby Memorial Room, which features artifacts from the founder of Darby’s Rangers, who was born in Fort Smith in 1910 and attended Fort Smith High School and West Point. Other exhibits feature furnishings from the court of Judge Isaac C. Parker, a collection of 19th century woodworking tools, a display depicting the region’s broadcast history; and an exhibit on African-American history in Fort Smith. The Boyd Gallery offers temporary exhibitions as well as traveling exhibitions. Visitors can enjoy ice cream sundaes, floats and more at the museum’s oldfashioned soda fountain. The museum’s gift shop offers locally made items such as pottery and art, and prints of historic

CULTURE AND ART throughout Fort Smith, including several projects that came to life in 2018. The 2018 Unexpected Project, held Oct. 22-28, 2018, was the fourth installment of the event that brings artists together to Fort Smith to celebrate not just art itself but the ability to get a community to come together. The murals provide an opportunity for residents and tourists alike to walk throughout the downtown area to find these “hidden gems” of Fort Smith. In 2018, Towson Avenue was the target location for many artists. Nate “Buffalo” Meyers of Fort Smith created a mural on the north wall of the Habitat For Humanity ReStore building on Towson Avenue. Meyers, who has painted murals in Denver and Memphis, said he has worked in The Unexpected in different capacities since 2016 but got his own wall this year. Muralist Alex “Pref” Geoffrey of London participated in the 2018 Unexpected Project by painting a mural on the north side of a building in the southwest corner of Towson Avenue and North C Street. That mural depict threedimensional block letters that spell out “the very best is yet to come” in a flowing banner. Geoffrey said he got the idea for the mural because of the mission of The Unexpected to revive Fort Smith.

dominated by The Unexpected, The Steel Horse Rally, the Fort Smith Riverfront Blues Festival and Peacemaker Festival. Other festivals like Ales 4 Trails beer festival and the Fort Smith Fall Festival give citizens and visitors alike options to fit their preference of event.
Clark said he is hopeful for Fort Smith’s festival scene in coming years. “There’s no reason the current ones won’t continue and new ones won’t begin,” he said.
TOURISM THE PEACEMAKER FESTIVAL It still brings the blues, but Fort Smith’s second music festival each year also caters to an even more diverse musical palette. Peacemaker Music Festival in its fourth year drew thousands July 2728 to the Riverfront Amphitheater to enjoy a lineup of nationally-acclaimed roots rock, soul and blues among other genres. Musical acts in 2018 included soul vocalist Anderson East, hard rock act Rival Sons and Grammy-nominated roots rocker Grace Potter. “It seems to be a really great thing, a great tradition,” said Chip Davis of Dardanelle, who commuted to Fort Smith for the festival. People from 19 states had purchased tickets to the festival in 2018, according to festival president Trent Goins. The festival donates its ticket revenues to multiple charities, Goins said. The festival in 2018 drew 3,500-5,000 people on both nights to watch the live music acts, Goins said. Though he expected a larger crowd for Potter, he spoke well of all the acts in the 2018 lineup. “It’s definitely variety,” Davis said. Along with raising money for charity and bringing live music to Fort Smith, Goins said the festival gives locals “the opportunity to really showcase what Fort Smith can be.” “Seeing Fort Smith progress has been one of the greater things I’ve experienced with it,” Kleck said. “Growing up here, it was a place that you just looked forward to kind of getting out of, but now, seeing how much it’s come forward with everything, it’s really
nice to go from Russellville and come back here and really enjoy something I can experience in the hometown.”
STEEL HORSE RALLY The month of May in Fort Smith is always met with the rumble of
motorcycles along Garrison Avenue. Thousands of motorcyclists from all over the United States for two days each year descend upon downtown Fort Smith for the Steel Horse Rally, which in 2018 drew an estimated 100,000 people to downtown Fort Smith and surrounding areas. Though the rally has filled

TOURISM Garrison Avenue in each of its four years, it expanded in 2018 to a two-state event with the addition of the Steel Horse Rally Shootout race in Pocola “Decades ago, I rode my HarleyDavidson across the Arkansas River Bridge from Oklahoma onto Garrison Avenue. I knew then that this would be a great place for a motorcycle rally of this magnitude,” Rally Director Dennis Snow said. Snow in 2015 brought the inaugural Steel Horse Rally to Garrison Avenue. The rally in 2018 drew bikers from as far away as Wisconsin and Colorado enjoy a host of vendors, a parade through Fort Smith and two days of camaraderie. Other than a handful of events at the rally, Snow called his rally “family friendly.” “The people who come out and support the rally — the bottom line is, without them, we wouldn’t be doing this,” he said. “They come out and put on their best face. It’s a nice, positive experience for everybody, and it’s a lot of fun, and we appreciate everybody who comes out.”

RIVERFRONT BLUES FESTIVAL For two nights each year, the Fort Smith riverfront is home to howling vocals, raw lyrics and heavy guitar riffs. Fort Smith in 2019 will hold its 29th annual Riverfront Blues Festival, which brings artists of the genre to perform at Harry E. Kelley Park on the Arkansas River. The acts form “a fun, family friendly gathering,” according to festival president Christine Ulrich. “It’s all good here,” said festival board member Denise Messamore. TOURISM UNEXPECTED PROJECT Practically no one can drive through downtown Fort Smith without seeing the fruits of The Unexpected Public Arts Festival. Founded by Clark in 2015, The Unexpected each year draws muralists from around the world to Fort Smith to beautify the outsides of buildings in downtown Fort Smith for one week. International muralists including Diogo “Add Fuel” Machado of Portugal and and Alex “Pref” Geoffrey of England joined local muralists like Ana Maria and Nate “Buffalo” Myers from Oct. 2228 to beautify the outsides of buildings on Garrison and Towson avenues and several blocks north of Garrison Avenue. “It’s always fun to have artists in town working and to be able to talk to people on the street and what their reactions are to what’s happening in downtown and with the art, whether they like the piece or not, getting their feedback on why,” said Festival Director Claire Kolberg. The muralists were accompanied by The Outlier music series, which on Friday and Saturday evenings filled Garrison Avenue with music leaving the doors of just about every venue on the street. Futurist Thomas Frey gave a keynote address as the festival wound down that

Saturday. Kolberg said adding different kinds of art to the festival “felt like a natural evolution. “Having the name ‘The Unexpected’ always gives us a little bit of flexibility in how we want to do it,” she said. “We
take that very seriously in the artists that we bring in. We work with our curatorial team every year to make sure the programming is fresh from an artistic perspective, but also, how can we continue to expand the brand of The Unexpected?”
