Meet The Director Tonya Baumgartner has been the Executive Director for the Paris Area Chamber of Commerce for the past five years, serving the businesses of Paris and Logan County. As the executive director, she also serves as director for Main Street Paris, which helps revitalize the downtown with events, tourism and the areaâ&#x20AC;&#x2122;s aesthetic appeal. Before taking on the role as director for the Chamber of Commerce, Baumgartner worked as a district sales manager for a direct sales company where she learned important leadership and management skills. Baumgartner says she takes her position as director very seriously and is always looking for new ways to help grow 6 | www.parisarkansas.com

Paris and bring visitors to town. She is also involved in many other organizations in Paris and surrounding areas. She is currently serving as the president of the TriPeaks Regional Tourism Association, secretary of the Paris Boys and Girls Club Board of Directors, member of the Arkansas Economic Development, Paris City Council Member, a board member for Western Arkansas Planning and Development District, as well as the Fort Smith Regional Alliance. Baumgartner has three children and two grandchildren, and her greatest passion is being a cheerleader for her family. In her free time, she enjoys going to rodeos and watching her children and grandchildren play softball, basketball, cheer and soccer.

2018 ACCOMPLISHMENTS The Paris Area Chamber of Commerce started an Ambassadors group that consisted of 12 ambassadors who each have a love for the community, passion for the Chamber, and take great pride in building our organization to be the best for each member. The Chamber has completed its re-branding, which consisted of updates of the website, changing out the old logo material and consistent advertising with the new logo. Economic Development has been a key focus of efforts in 2018. As part of that focus, the Chamber has restructured the Economic Development group with stakeholders who are invested in revitalizing the community. The Chamber worked with many agencies to bring a successful job fair to Paris.

The city’s growth depends on a vital workforce. The Chamber worked with the Arkansas Economic Development Commission to increase awareness of available properties, highlight our workforce and the state-of-the-art training the career center offers. Grew by 23 new chamber members.

ABOUT THE CITY FROM THE MAYOR

The past year wasn’t the best in recent memory, but there were still areas to recognize and celebrate. The announcement of AAM moving their forging manufacturing out of Paris was a major blow, not only to those losing their employment but also to the city financially with the loss of the power sales that comes with the plant being fully operational. It has certainly created a new challenge for us as city leaders. We have had causes to celebrate, we were donated a building in our industrial park and convinced a roller manufacturing company to do business here. Cloyes also signed a lease with AAM to operate inside that facility until the end of 2018, and with the help of the city they were able to buy the AAM building, bringing Cloyes back to Paris permanently, which is very exciting. We have competed for industry and won and we have to continue winning for our community. Last year we re-

ceived a grant in the amount of $250,000 for street repairs and overlaid a number of high use streets including a section of main street, and repaired our transfer station which provides a service to the entire north Logan county community. In parks we built outdoor basketball courts and did some landscaping at Wood Street Park. We have also made improvements to our ballfields in Veterans Park, we’ve added new fencing and have painted dugouts adding safety to our fields. Downtown we continue to make strides, our businesses downtown have helped make our square more beautiful with decorating for the fall and the Chamber of Commerce has brought our festivals back to the town square. It’s exciting seeing the growing tourism downtown and we must continue to advance downtown to attract tourist. I look forward to working with our City Council and Chamber of Commerce to continue to progress and develop our community and quality of life. Mayor Daniel Rogers

The Paris Courthouse at Christmas time has visitors from miles around to view the many lights and displays and even see Santa Clause. The Eiffel Tower located at the west side of the Courthouse is a tourist attraction year round and a must-see if you are in the Paris area. There have been several new shopping opportunities opened up around the Paris area and I would like to encourage everyone to visit and shop at these stores and keep our dollars local.

This coming year is going to be another exciting year for the residents of Logan County. Construction on our new detention center will be completed in early May. The new 100-bed Detention Center and Court Facility will help make Logan County a better and safer place to raise our children and grandchildren, along with providing a safer work environment for the employees. This detention center will have a court room inside, which will free up parking around the square and allow visitors to shop at the locally owned businesses or to visit the farmers’ market. Work has begun to renovate the exterior of the Paris Courthouse with the replacement of the old columns and painting the exterior of the building.

EIFFEL TOWER PARK The park was established in 2014 on the West side of Paris at 12 North Express Street. The Eiffel Tower was a gift to the city by a former resident and pastor, Don Eubanks. A 7-foot, two-tiered water feature with fountain was added to the 18-foottower to become the 25-foot-tall focal point of the park. For information call 479-963-2244. Notable fact: The tower is painted Earth Brown with paint dontatedby Jotun Coatings who painted the Eiffel Tower in Paris France! LOVE LOCK FENCE

Located in the Eiffel Tower Park to celebrate the spirit of love, it was erected in 2017 during the Spring Time in Paris Festival. Miss Arkansas 2016 Savannah Skidmore placed the first lock on the fence. Visitors can purchase a lock in Paris or bring it with them, add their name and the name of a significant other written or engraved on the lock. Then place the lock on the fence, throw your key in the Eiffel Tower fountain and forever seal your love in Paris! Call 479-963-2244 for details.

North Logan County Courthouse The courthouse was rebuilt in 1908 and was added to the National Register of Historic Places in 1976. It is located at 25 West Walnut Street in Paris. For opening hours call 479-963-3792.

COAL MINERS MUSEUM It is educational, fun and rich in history. In the 1800â&#x20AC;&#x2122;s coal was discovered in Logan County. With photos and tributes to local coal miners, it is a fun history lesson for all ages. Tours are available by calling 479-963-6463. Be sure to stop by the functioning blacksmith shop and see how it all worked.

ST. JOSEPH CATHOLIC CHURCH AND SCHOOL St. Joseph Church has been a part of the Paris community since 1879. Although the present-day Parish was dedicated for use in 1927, the statue of St. Joseph and the four bronze bells date back to the late 1800’s. The bells, which were placed in the new “basilica” tower when it was completed in 1927, are still in use today. The bells range from 1200 pounds to 450 pounds and can still be seen today. The church is located at 15 S. Spruce St. in Paris. 479-963-2119

SUBIACO ABBEY

The Subiaco Abbey is located just five miles east of Paris on Hwy 22. The monks of Subiaco Abbey are Benedictines and trace their monastic history back to Fifth Century Italy. The Subiaco Abbey has a guest retreat facility, church, inner court, east park, living quarters for the monks and a college prep boarding/ day school for boys.

ARKANSAS HISTORIC WINE MUSEUM

The Arkansas Historic Wine Museum, located at Cowie Wine Cellars, tells the story of wine and its effects on the people of Arkansas. The museum is located at 101 North Carbon City Road in Paris. COAL MINING HISTORY The Coal Minerâ&#x20AC;&#x2122;s Museum features a Minerâ&#x20AC;&#x2122;s house (top, left). It is staged to represent life in the early 1920s. David Marshall, a miner at Dixie #2 Coal Mine, built it for his wife, Esther Rodgers, between 1921 and 1930. It was donated and moved from Horseshoe Mountain.

Coal mining replaced agriculture as the primary economy in Paris, attracting workers to the town. The population of Paris grew to almost 1,500 in 1910. Before World War I, “solid shooting” was used in these mines; thereafter, machinery was in use. Mining of coal was directly responsible for the continued rise in the Paris population, up to 1,740 in 1920. The market for coal increased notably during the period between 1920 and 1924. Some of the principal coal companies in Paris included Dixie Fuel Company, Paris Purity Coal Company, Jewel Coal Company, Watson Coal Company and Eureka Coal Company. The coal fields supported 31 mines at the peak of the industry, employing 2,000 workers and producing 11,000 tons annually. As many as 13,000 coal cars left by rail from Paris. Coal from Paris was sold in Missouri, Kansas, Iowa, Nebraska, Minnesota and North and South Dakota.

Coal was first founded in Logan County in 1866 by Robert Waddel with the first commercial mining beginning in 1881 in Paris. The arrival of a railroad line around the turn of the 20th century made mining on a larger scale profitable. Paris was known for its coal that was “free from impurities and for its heat-producing qualities.”

Men worked in extreme conditions and risked their lives daily to support their families in coal mining. Miners worked in the dark, damp areas with only a small, weak open-flame as their source of light.

The men who worked in the underground tunnels did not have room to stand up due to the low ceilings, which required them to remain crouched on swollen knees for up to 10 hours a day. Many of the men became sick with “black lung” from breathing in coal dust. COAL

Mine-related accidents took the lives of 58 men in Logan County, and there were numerous reports of maimed or disfigured incidents.

Today, the museum hosts the coal car, blacksmith shop, the Miner’s house, the Hangman’s Wagon and soon the Old Engine 2522 Train. Now the memorial and museum serve as a remembrance to the residents and visitors of Paris of the importance coal mining played on the economy in Logan County. THE PARIS COMMUNITY GUIDE 2019 | 21

FUN FACTS ABOUT THE RICH HISTORY OF PARIS & LOGAN COUNTY

DID YOU KNOW? DID YOU KNOW that Paris is a dual county seat

Logan County Courthouse built in 1908 and it still stands today.

in Logan County? Paris did not exist until 1871 when the legislature created Logan County as Sarber County, naming it after noted â&#x20AC;&#x153;carpetbaggerâ&#x20AC;? John Newton Sarber. The act establishing the county called for a commission to determine the site of the county seat and voters selected an undeveloped site on Old Military Road in the north-central part of the county. One of the commissioners admired Paris, France and suggested that the town be named Paris. After the name was approved, a small log courthouse was built. In 1875, after Democrats regained control of state government, the county name changed from Sarber to Logan. A fire in 1877 destroyed the log courthouse and all records. On Feb. 18, 1879, Paris was incorporated as a city. In 1908 the new courthouse was built, which still stands today on the court square.

DID YOU KNOW that World War II brought a significant change to life in Paris? Young men and women entered military service, while others moved away to work in war plants. When the war ended in 1945, veterans moved elsewhere to find better jobs. Those who had left to take jobs in war industries remained as the industries converted to peacetime production. Farmland that once produced cotton was converted to pasture land and dairy farms. The coal mines closed. With each passing year, Paris experienced a further weakening of the economy.

DID YOU KNOW that the last legal execution by hanging that was conducted in Arkansas happened in Logan County? Arthur Tillman was convicted of murdering his girlfriend and sentenced to hang for his crime. The hanging took place at the gallows beside the Logan County Jail on July 14, 1914. Paris received statewide attention for the case.

DID YOU KNOW that during the postwar years, Paris acquired small industries that brought a lingerie factory, a charcoal plant, a shoe factory and a men’s clothing factory to the area? Cloyes Gear, a manufacturer of gears for various types of machinery, was established at that time and continues to operate in Paris.

DID YOU KNOW that the Old Engine 2522, built in October of 1898, is one of only two left in the world? The once stately engine now serves as a tourist attraction in the Paris City Park. Fueled by coal, Old Engine 2522 was one of the greatest examples of modern technology of the period.

HANGMAN’S WAGON This John Deere wagon was used to haul coffins to the gallows in Fort Smith when Judge Isaac Parker held a hanging. It was donated to the Coal Miner’s Museum by Chester Koprovic of Paris.

CLOYES GEAR The American Axle and Manufacturing plant opened in Paris as Cloyes Gear and Products, Inc. in the 1960s. The Paris Cloyes Gear plant presently employs 17 people.

OLD ENGINE 2522 Built in October of 1898, the once proud engine is one of only two of its type left in the world. She was completed in 1898 by Cooke Locomotive and Machine Company of New Jersey and was the finest example of modern technology of the period. The government also provided the ticking material, needles and thread. The Public Works Program was created for mattress making demonstrations. MOTORIZED AND CYCLING TRAILS

Named for a farmer, the Will Apple’s Road Trail was the first road to the crest of Mount Magazine.

WILL APPLE’S ROAD TRAIL This mountain bike and hiking trail starts just east of the Mt. Magazine State Park visitor’s center and ends at the horse camp field. Features include historic home sites, wildflowers, escaped domestic flowers, woodland songbirds, stone fences and ruins of a swimming pool built in the 1920s.

HUCKLEBERRY MOUNTAIN TRAIL The only multi-use trail in the state park. From the horse camp down to the highway, this old wagon road drops 200 feet. For a detailed map, pick up the Huckleberry Mountain Horse Trail brochure at the visitor center. Backpacking, day hikes, ATVs, horseback riding, and mountain biking can all be done on this trail that consists of large interconnecting loops. Difficulty: Moderate, Strenuous Distance: 37.3 miles, only .6 mile is within the state park boundaries Directions- From Paris take SR22 East about 10 miles, turn right (south) on Sorghum Hollow Road and continue for 4.7 miles. HIGHEST POINT MOTORCYCLE TRAIL (Note: this trail includes a combination of riding and hiking) Start a stunning motorcycle ride in downtown Paris where visitors will find the only Eiffel Tower in Arkansas. The ride will take you south on Elm Street until it meets Arkansas 309, also called the Mt. Magazine Scenic Byway. Follow 309 south to Mt. Magazine State Park then walk .8 miles from Cameron Bluff campground to the highest point in the state, Signal Hill. Enjoy lunch at the Skycrest Restaurant or a night of luxury at the lodge. More rustic sleeping arrangements, are available through campsites at Mt. Magazine State Park. Once back on 309 south, turn west on West Cedar Piney Road and again on Piney Road. Riders will once again be on 309, headed to Blue Mountain Lake. There travelers will find camping, swimming and picnic facilities. SWIMMING AND BOATING COVE LAKE RECREATION AREA The Cove Lake Recreation Area wraps around the shores of a 160-acre mountain lake near the 2,753 foot tall Mount Magazine. MOUNT MAGAZINE STATE PARK OFFERS VARIOUS HIKING TRAILS INCLUDING A SHORT HIKE TO THE HIGHEST POINT IN ARKANSAS. The Lodge at Mount Magazine features 60 guest rooms, Skycrest Restaurant, a conference center, business center, heated indoor swimming pool, fitness center and a game room.

Mount Magazine is the state park systemâ&#x20AC;&#x2122;s most dramatic location for technical rock climbing, and itâ&#x20AC;&#x2122;s one of only two parks to offer hang gliding launch areas. 38 | www.parisarkansas.com

BEAR HOLLOW TRAIL Bear Hollow Trail follows the upper rim of Bear Hollow from the Benefield Picnic Area to the northern trailhead at Ark. 309 just below the horse camp. Points of interest include WPA steps, Sunrise Rock, Inspiration Point, Bear Head Bluff, and Shoal Creek. Some of the best scenery on the mountain is found along this trail. It crosses several wetweather creeks which lead to beautiful waterfalls. The upper part of the hollow has never been logged and is some of the last remaining virgin hardwood forest in Arkansas. This trail offers hikers options of starting at the picnic area or near the visitor center to create a 7.5-mile loop connecting four other trails.

BENEFIELD LOOP TRAIL Benefield Loop Trails consists of two loops using the Benefield Picnic Area as a center point. History, wildflowers, additional Arkansas

plant life and scenic beauty are prominent features along these easily walked loops.

COVE LAKE TRAIL Cove Lake Trail starts in the Cameron Bluff Campground, this trail descends over 1,500 feet to Cove Lake. It can be hiked in a full day but is best enjoyed at a slower pace and offers some of the best hiking in Arkansas for beginning backpackers.

GREENFIELD TRAIL Greenfield Trail starts in the picnic area, crosses the highway and the headwaters of Big Shoal Creek, and meets the Mossback Ridge Trail. It climbs 210 feet in elevation. This is a good place to start a 14-mile hike to Cove Lake. A .3-mile spur leads down an old wagon road to Turkey Springs.

NORTH RIM TRAIL North Rim Trail follows the north rim of the mountain to Cameron Bluff Overlook Drive. It leads through hardwood forests, scrub oaks, and cedar glades across several tumbling creeks. Windswept bluffs overlook a rugged

hollow, the Arkansas River Valley and the Ozark Plateau. A spur connects with the western end of the Mossback Ridge Trail to create a 4.4-mile loop back to the visitor center.

ST. JOSEPH CATHOLIC SCHOOL St. Joseph School has been a part of the Paris community since 1879. Founded as a part of St. Joseph Catholic Church, the

goal of St. Joseph’s school has always been to provide a strong educational foundation with a focus towards service to others. For many years, Benedictine Sisters were teachers in our school. Our pastors have always been members of the Benedictine order from nearby Subiaco Abbey.
