share their input and based on these contributions, we’ve now introduced the SACIA Business Code that indicates a commitment to higher standards of ethics and service, and a willingness by SACIA members to be held accountable to those standards. Our aim for the SACIA logo to be synonymous with trust and quality. Customer need to feel safe when they enter into a contract with a SACIA member, and of course members need to commit to excellence in all they do. The code is based on treating people with dignity and respect, sticking to your promise and making sure that nobody commits to a project they cannot fulfill. Over the next month SACIA members and other stakeholders will be given an opportunity to sign the code and pledge their support for the adoption of ethical business practices in our industry.

news Multi-source analysis for the compressed domain Harris Broadcast comes to the NAB 2013 Show with several new Videotek test and measurement products and enhancements. Notably, the company will inject loudness monitoring and enhanced multi-image display capabilities into its MSA Series of multi-source analysis software products, enabling more test and measurement functionality in the compressed domain. Harris Broadcast offers its MSA Series for full testing of compressed video conformance, audio levels and data services of over-the-air broadcast, cable, satellite and IPTV signals. Its multi-source capability means that engineers can analyse many transport streams at once, including IP, RF and ASI encoded video signals. At the NAB 2013 Show, the company will demonstrate how engineers can simultaneously test and monitor multiple transport streams in various display configurations. For example, users can monitor the four most critical signals in quad-split configurations while “shadow testing” other signals in the background — with the ability to quickly bring different signals to the forefront.

Fujifilm’s optical lens developments Fujinon will introduce several new optical product developments to the Middle East market at this year’s CABSAT show. The all new XA99x8.4BESM optically stabilised HD EFP lens be unveiled, and two new PL Mount Compact Zoom Lenses the ZK4.7x19 (19-90mm cabrio lens) and the ZK3.5x85 (85300mm cabrio lens) PL Mount Compact Zoom Lens both lenses feature exclusive detachable servo drive units, making them suitable for use as standard PL-Mount lenses or as ENG-Style lenses. The new ZK-lenses have a detachable digital-handgrip which can be detached by removing only four screws. They incorporate flange focal distance adjustment, macro function, LDS (Lens Data System) and are /i metadata compatible. With a 1990mm focal range for the ZK4.7x19 and 85-300mm for the ZK3.5x85, they are extremely light-weight (~3.kg) including handgrip with servo motors.

Harris Broadcast electrifies Media Workflows with NEXIO Volt Harris Broadcast introduces its next-generation, softwarebased NEXIO Volt server, addressing customer needs for higher channel counts in a compact form factor, while increasing options for robust media storage. Now shipping, the company will publicly unveil the new server at the CABSAT 2013 show taking place in Dubai during March and the NAB show taking place in April in Las Vegas. Leveraging the latest processor, storage and connectivity technology, the new NEXIO Volt server platform, like its predecessor, offers a 1RU package with low operating costs and high levels of resilience and reliability. However, it doubles the number of available record ports with four bi-directional HD channels (up to eight SD), and offers exceptional overall channel density for ingest and playout operations. Its software-based codecs and software license keying provide flexibility, including custom features and capabilities to suit users’ exacting needs. PAG power for DSLR & Digital Cinema cameras PAG has introduced new battery mounts and power leads that make it possible to power the latest DSLR and digital cinema cameras using its PAGlink intelligent, highpower, linking battery system. The PAGlink battery system was conceived with multi-camera compatibility in mind. Rather than using a different batteries and chargers for each camera type, PAG anticipated that it would be more efficient to use the VMount (V-Lok/V-Lock) Li-Ion batteries, designed for shouldermounted broadcast cameras, for every camera power application. When combined, two PAGlink batteries have a capacity of 192 watt-hours and a current draw capability of 12A, which is superior to the 10A provided by so-called highcurrent cell technologies. If required, PAGlink allows a third or fourth battery to be added, providing endless power for any camera set-up.

Meeting broadcasting’s digital archiving challenge The digital data explosion is a well-documented phenomenon, and one that affects many different industries and areas of business, including the broadcasting sector. Apart from increasing volumes of data, the increased quality of movies and broadcasts -- including High Definition (HD) and 3D -- means that the size of digital files has increased significantly. Added to this, there is a need to digitally archive legacy tape footage in order to ensure its integrity can be maintained. he demand for digital storage and archiving continues to expand, and broadcasters need to ensure they have the right tools and solutions in place to keep historical footage and meet demand for the future, as well as intelligent management tools to ensure footage can be easily indexed and retrieved when necessary.One of the major challenges facing broadcasters today is the volume of legacy tape footage, which needs to be archived in a manner which preserves the integrity of the video. Since tape is a physical medium, it degrades over time, which means that migrating this footage to digital archives is the best solution. After all, this footage is a critical asset and is an important part of preserving history, particularly with regard to news footage of events over the years. This footage also needs to be managed and maintained in a way which allows for easy access, in the event that the video and audio is needed at some point in the future. Alongside this challenge is the fact that the size of current digital assets and future assets is continuously growing with HD and 3D technology.

These solutions can also be provided as a hosted or cloud model, removing the need for investment into expensive archiving infrastructure and delivering a ‘pay as you use’ model that allows for instant scalability.

Integrated workflow Integration is an important aspect of any digital archiving solution, as MAM systems need to be able to work harmoniously with various other tools and systems if they are to function optimally. When looking to implement digital archiving and asset management, broadcasters need to choose their partner carefully. A reputable system integrator will ensure interoperability and functionality, as well as provide training on the new solution to ensure it is used to its full capabilities. This is even more important

when adopting the cloud model, as integration between cloud and premises-based equipment requires a thorough understanding of the environment and the tools and solutions that are in place that need to be integrated.

Sound business sense Moving broadcast archiving to digital makes sound business sense. Not only do tape storage solutions degrade over time, there is also the risk of these tapes being destroyed by fire, flooding and other natural disasters, and the physical space taking up by tape archives is enormous. Migrating these archives to digital will free up a lot of storage space while ensuring the integrity of footage, and redundancy and offsite backup of digital solutions ensures that multiple copies of data are always maintained, reducing risk. Without a proper digital archiving strategy in place, broadcasters are at risk of losing audio-visual history and their most important business asset. Vaddio automated classrooms at Mekelle University in Ethiopia Vaddio’s AutoPresenter and AutoTrak camera tracking system further automate distance learning classroom

M

ekelle University, found in the town of Mekelle - in the Tigray region of Northern Ethiopia – at present hosts over 23,000 students in regular, evening, summer and distance education courses for both Bachelors and Masters Degree programs. The Government of Ethiopia established the college through the merger of two former colleges in May 2000: Mekelle Business College and Mekelle University College. Both colleges have a history of instability; exhausting ascends and descends, as well as numerous relocations from place to place. At present, the University boasts 1400+ academic staff, 1700+ administrative staff, eight colleges, four campuses, six institutes, one referral hospital and a Human Rights and Legal Service Centre.

Growing student numbers Since its establishment, it has proved to be one of the fastest growing universities in Ethiopia – and they are using Vaddio’s classroom automation technology to do it. “The main objective was to provide a solution to the instructor shortage within the university,” explained Ashenafi Gebre of Mekelle University. The number of students was growing, but the number of qualified instructors was not. “Because the ratio of students to

instructors was so lopsided, they needed to find a solution where one teacher could teach more than one class at a time.” Not only did they want to teach several classes at the same time, they wanted to teach them in front of a live classroom full of students and stream it to other areas on/off campus. “The existing videoconferencing system had poor quality and couldn’t achieve the proposed goal because we needed more than just cameras – we needed automated tracking cameras and video whiteboards,” says Gebre.

Automatic camera tracking To overcome this, the university installed Polycom HDX 8000 codecs and ceiling mics in each of the classrooms. “To achieve the best results we decided to deploy several content sources and

cameras per room, so we added Vaddio’s AutoPresenter camera/content controller and switcher,” explained Gebre. “With Vaddio’s AutoPresenter we had the option of having more than just the one Polycom EagleEye camera. Now we could add the AutoTrak camera tracking system and a Video Whiteboard to further automate the classroom.” Using Vaddio’s PresenterPOD preset trigger device, each content/camera input to the AutoPresenter can be switched through the touch of a button. “The PresenterPOD makes it easy for the professors to just touch a button and switch from the Video Whiteboard to the desired camera,” says Gebre.

Plug and play solutions “Vaddio products are really easy to install and to use – it’s plug-and-play, not plug-and-pray,” explained Gebre. One skilled professor can now teach students at Mekelle University and post-graduate and medical students at other Ethiopian universities simultaneously. The higher educational institutions in Ethiopia already have plans to automate even more classrooms throughout the Ethiopian university system because of the experience at Mekelle University.

Tenth Integrated Systems Europe draws record attendance Content, connections and collaboration galore as more than 44,000 attendees converge on Amsterdam

I

SE 2013 closed its doors on 31 January after three days that saw record numbers of exhibitors and visitors drawn to the best-attended AV industry tradeshow ever held, anywhere in the world. The show’s final total of 44,151 registered attendees represents an 8% increase on 2012’s world record of 40,869. Just under 900 exhibitors – also a record for ISE – occupied all 12 halls of the Amsterdam RAI with most reporting a brisk three days of business involving a healthy mix of new and established contacts.

Keynote address On Monday 28 January, ISE celebrated its 10th edition with a widely lauded opening Keynote Address by renowned cyber-illusionist Marco Tempest, followed by a 10th Birthday Party at which some of ISE’s

Founding Exhibitors – those companies that have supported all 10 shows since Integrated Systems Europe began in Geneva in 2004 – were honoured in a special presentation. The celebrations were preceded by three pre-show Conferences and over 1,200 people

attended the Monday events in total. “Few who attended our inaugural event in 2004 could have imagined just how big, how interconnected and how inclusive ISE would become within less than a decade,” comments Mike Blackman, Managing Director at Integrated Systems Events. “ISE 2013 demonstrated more clearly than ever that the electronic systems integration industry is capable of defying economic headwinds and encouraging its stakeholder companies toward continued growth.” The positive trend was continued during the on-site exhibitor rebooking process for ISE 2014, where over 500 companies reserved space totalling more than 30,000 square metres – some 93% of the show’s 2013 footprint and over 75% of the expanded area that ISE will occupy in Amsterdam next year.

MGI shifts Qatar Radio to NETIA Radio-Assist Qatar Radio has taken all five of its main channels live on NETIA’s Radio-Assist 8.1 digital audio software suite.

T

he NETIA software, which Qatar Radio also uses as a robust disaster recovery solution, replaces an existing radio automation product and gives the broadcaster a more extensive and unified solution that addresses the entire production workflow. "If I was to define the three key characteristics of Radio-Assist, I would say that it is an efficient, reliable, and stable solution," said Mohammad Al Mohtaseb, system engineer at Qatar Radio. His Qatar Radio colleague Mohammed Qaddoumi, system engineer for audio broadcasting, also underscores the system's efficiency and adds that the software's Air-DDO broadcast tool has proved particularly valuable. The technical team at Qatar Radio selected Radio-Assist after performing site visits and extensive testing and evaluation of the software.

Media Group International Systems integrator Media Group International coordinated Qatar Radio's full migration to Radio-Assist 8.1, overseeing the copying and conversion of all media, along with associated metadata, into the NETIA software system without interrupting operations and without losing any of the broadcaster's 275,000 elements and assets. With this shift, Qatar Radio has been able to bring all radio production and broadcast functions onto a single

platform. The Radio-Assist 8.1 software supports coordination, scheduling, and live broadcasting, as well as an archive of more than 300,000 hours of programming.

Slow transition Today, Radio-Assist 8.1 is installed on 34 workstations across two sites; Qatar Radio's main broadcast facilities and a disaster recovery site. It is used by 80 staff members on a daily basis. The software supports one principal channel broadcast in Arabic, another dedicated to Quran (religious/Muslim programmes), one channel in French (Oryx FM, with partner RFI), one channel in English, and a channel broadcast in Urdu. The transition of these channels onto Radio-Assist was achieved progressively over the course of a year. Early in the project, NETIA provided training for both administrators and users. The integration was provided by Media Group International (formerly

known as Salam Media Cast) which is now diversifying its business into new technologies. “Our name change to Media Group International reflects the company’s ambition to stay relevant for our customers internationally, offering exciting IT, telecommunications and broadcast access more widely throughout Europe, Middle East and Africa,” said Paul Hennessey, Media Group International CEO. “We have enjoyed successful growth in the past 35 years to become the leading company in the Middle East, and we plan to continue our geographical expansion to further build up our business capability.” According to Hennessey, more and more Broadcast Media companies are becoming international providers by utilising the IT and Telco Networks to deliver content. “Recently we have signed a number of agreements that will help extend our capabilities to deliver full turnkey solutions to our customers,” he says.

Arabsat acquires majority stake in Hellas-Sat in a €208m deal Arabsat has signed an agreement with the Hellenic Telecommunication Organization for the acquisition of its 99.05% equity participation in the Hellas-Sat Consortium. The share purchase agreement was signed upon an aggregate consideration of ?208 million, representing an enterprise value of Hellas-Sat, amounting to ?157 million, as well as ?53.4 million held in cash by Hellas-Sat on the date of completion of the transaction.

ellas-Sat has the exclusive use of the orbital position of 39° East and all associated radio frequencies from the Hellenic Republic and the Republic of Cyprus. The company is the operator of the Hellas-Sat 2 satellite, one of the most powerful satellites with wide European coverage. Apart from Europe, the satellite Hellas-Sat 2 covers the Middle East and South Africa and has a portfolio of over 100 customers in 26 countries. The transaction was conducted through Arabsat Cyprus Ltd., a 100% subsidiary of Arabsat, and is expected to be completed by Q2 2013 after all necessary procedures have been finalized. Khalid A. Balkheyour, the President & CEO of Arabsat commented: “This step outlines Arabsat’s determination to pursue its strategic plan to grow its resources in terms of expanding to new orbital slots and new frequency rights, and to enter new markets. NEC celebrates 10 years of innovation NEC Display Solutions showed their broadest collection of display products and solution portfolios ever at ISE 2013, highlighting more than a decade of innovation and development. This year's stand includes the PIXEL MACHINE – a giant videowall made up of 23 55-inch large format displays run by Hiperwall – and a live demo of VUKUNET – the recently launched automated ad serving platform for the DOOH Industry. As well as these, there was a wide range of new interactive and collaborative solutions for digital signage, classrooms and rental and signage applications. "Visitors were able to see our current range of products, including desktop displays, public displays, and projectors, as well as some future news and the new range of LED modules,” says Ian Gobey, regional director for NEC Display Solutions. “Showgoers could also see a range of real-life scenario installations and our software solutions in action."

New BOOK monitors from Arthur Holm Barcelona’s based ARTHUR HOLM company used the recent ISE exhibition tp introduce a number of new products that reflect their strategy of continuous investment in research and development. Their new BOOK monitors have been designed to be used in already existing meeting, conference and board tables, auditorium and public information counters. They have been designed in solid aluminum with a front black edged anti reflection glass and can be also supplied with touch screen and with built in camera. They can be manually folded with adjusting angle and they can stand flat on the table desk surface with an excellent viewing angle; their installation does not require making structural changes on the table and it is extremely easy. Their cast iron base provides a perfect stability. Monitors provide a passive aluminium cooling system and are supplied with professional panels. Compression Fundamentals coming up soon

Success for IABM Broadcast Workflows During February 2013 SACIA successfully hosted the IABM Broadcast Technology Workflows course in Johannesburg. Attended by 26 people over two sessions, the course was presented by Dick Hobbs, an independent writer and consultant who has been involved in the electronic media industry for more than 25 years. Last year this was one of our most popular training programmes and Dick didn’t let us down. “What I

especially enjoyed about this course, and about SACIA's presentation of itself in general, was the emphasis on ethical professional practise obviously much needed in all areas of the media and communication industries,” says Kerrin Kokot, video editor at the SA Parliament in Cape Town. “Dick Hobbs, our instructor, was able to use his international experience to turn the material into useful, tangible examples.

During April SACIA is hosting the new IABM course: Compression Fundamentals and Applications. Compression has become a fundamental building block of AV environments, enabling functionality that would just not be possible with uncompressed media. “Compression is a subjective science taking advantage of redundancy in images and matching the visual results with human Perception,” explains Steve Warner, training manager at the International Association of

Broadcasting Manufacturers (IABM). “Preserving and optimising the image quality in operational environments is vital for success and therefore an understanding of the fundamentals of video compression is essential in every broadcast and proAV environment.” This 2 day course covers the core fundamentals and applications of compression and takes a look at compression in practice. New training initiative for AV Install Technicians Over the last 6 months SACIA has been hard at work developing a series of training programmes aimed specifically at AV install technicians. There are three courses in the series, starting with an introductory course that covers basic elements of AV installation such as safety, on-site etiquette, working with hand and power tools, reading schematics and wiring diagrams, cabling and termination. Each course includes elements of both theory and practical

content, and each course builds on the knowledge gained in the previous course. “At the conclusion of the introductory course participants will be able to install simple audio-visual system equipment according to known best practices,” says course instructor Mark Hull. In addition to being presented through SACIA, the Association is also working with local FET colleges to embed the curriculum into a broader range of technical training.

Zuma boosts FET funding to R2 billion Government funding to poor students in further education and training (FET) colleges will be increased this year, and the state’s commitment to turn the colleges into centres of excellence will continue. Speaking to students at the Tshwane South FET College in Mabopane, north of Pretoria, President Jacob Zuma said the feelings of inferiority that colleges experienced, in 38

relation to universities and universities of technology "must come to an end". Zuma’s visit was the first official visit to an FET college by a sitting South African president. Zuma was accompanied by Gauteng Premier Nomvula Mokonyane, Higher Education and Training Minister Blade Nzimande, Public Enterprises Minister Malusi Gigaba, and Labour Minister Mildred Oliphant.

MECIA to close office at Dubai Media City After operating as a Freezone company within Dubai Media City since April 2008, the Board of the Middle East Communications Industries Association (MECIA) has voted to terminate their trading license with the Dubai Media & Freezone Authority. “We’ve had a fairly low profile over the last two years and we simply couldn’t justify paying the

annual license fees and regulatory costs associated with a running an independent legal entity,” explains MECIA chairman George Puthenkulam. MECIA will continue to operate on an informal basis, and will continue to participate at highprofile events such as the annual InfoComm ME exhibition.

InfoComm Design School comes to Johannesburg During the first half of 2013 InfoComm will deliver their three advanced DES classes in Johannesburg, South Africa. “At the moment South Africa boasts three specialist AV designers who have earned their CTS-D credential and we’re hoping that this course will inspire a few more people to acquire skills and certification,” says Kevan Jones, executive director of the Southern African Communications Industries Association (SACIA). The first course in the series, due to be presented from 8-10 April, looks at the physics that affect the planning and design of AV environments. Dimension

Joint and several liability for event organisers and sponsors South Africa’s stature as a world-class destination for large sporting events, most notably the recent Afcon Cup and the Soccer World Cup before that, is growing tremendously. Given this status, there is increasing scrutiny by regulators, noted in the recently promulgated Safety at Sports and Recreational Events Act (the “SASREA”), to address the inadequacies which have been prevalent in many sports and entertainment events.

ome of these inadequacies include insufficient emergency and essential services, insufficient resources being made available by local authorities, inadequate public liability insurance, a lack of proper safety certification and

structural engineering certificates for temporary structures, a lack of proper safety and security measures including crowd control at events,” explains Deon Francis, partner at Routledge Modise Inc. “Much of the flouting of these requirements has been driven by the fact that enforcement of punitive measures to ensure proper safety and security measures at events has been left wanting, but these days are long over. An event that is found to be lacking in proper controls and safety measures could find all involved coordinating parties from organisers, sponsors, venue operators and owners all held liable for any damages and legal claims.” In order to address these inadequacies the Department of Sports and Recreation, through the promulgation of the SASREA has now placed the responsibility of ensuring safety and security at events on the shoulders of controlling bodies, event organisers and venue owners. Given the spirit of the Act, it is evident that these entities will be jointly and

severally liable in the event of any civil liability arising at any given event. “Joint and several liability is a form of liability that is used in civil cases where two or more parties are found liable for damages. The injured party in such a case may seek payment of the entire judgment from any one of the parties so if any of the defendants do not have enough money or assets to pay an equal share of the award, the other defendants must make up the difference,” he explains. Although the SASREA provides for various duties and obligations on each of the entities, in the event of a disaster occurring and injury to individuals, those injured parties may choose to sue any of the entities as reflected in section 4 of the SASREA whether or not there was fault on the part of that party. For instance, if an injury has occurred as a result of insufficient barricading being available, whilst that may be the venue owner's obligation, the injured may choose to hold the controlling body or the event organiser liable. Those parties cannot deny responsibility on the basis that the barricading was the responsibility of the venue owner as the SASREA has placed a burden on all the entities to ensure safety and responsibility at events. Dani Ettridge, of Aon South Africa, a leading insurance brokerage and risk consultants, adds that SASREA has serious implications in terms of insurance liability cover. “SASREA has a very similar effect as the Consumer Protection Act. In terms of the CPA, where damages arise as a result of defective products, consumers can seek recourse against any one of the parties in the supply chain, be it the manufacturer, the wholesaler or the retailer. Similarly, in terms of the SASREA, in the event of individuals being injured at events, they can choose to seek recourse against any of the stakeholders in the event, be that a sponsor, a supplier or 40

indeed an advertiser. It would then be for the parties to sort out amongst themselves who should be liable and to what extent. This would not affect the injured party though in that the injured party could look to any of these entities for compensation,” she says. “According to the provisions in SASREA, it is no longer viable or sufficient for only controlling bodies, event organisers and stadium/venue owners to have public liability cover. Whilst the SASREA does make public liability insurance cover mandatory, in practice usually only your controlling bodies and venue/stadium owners would enjoy public liability cover whilst the other parties would, in most instances, either not have public liability insurance or be indemnified by those who do have such cover. However, such indemnity clauses are now unlikely to be enforceable against third parties. It is imperative that each and every party involved takes out sufficient public liability to protect their own risks and not rely on the insurance policies of others,” explains Dani.
