2011 in Review An Historic Year for the Town of Owego By Town of Owego Supervisor Donald Castellucci, Jr.
The last of quarter of 2011 will define the next decade for the Town of Owego. The historic flood changed lives forever. The financial and more importantly emotional effects on the residents will be forever etched in their minds. With every cloud there is a silver lining. During this catastrophic event, I was never prouder to be a part of this community. To watch people helping others, even when they were in a worse situation, witness all the assistance pour in from other communities and to see the resilience of the community restore, the best they could, a semblance of what once was in such a short period of time was remarkable. While the road to healing and recovery is up hill, I am confident the community will rise to the occasion and continue to prosper.

Having said that, the road to recovery will not be easy. I want to share some numbers from the 2006 flood for the Town, outside of the Village. I think this will put into perspective just how severe this event was. Also recall there was prior flash flooding causing much damage to Hickories Park and our highway infrastructure in April of 2011. The 2006 numbers were taken from a previously written review. In 2006, six structures were damaged to the point they could not be reoccupied. Occupants of thirty-one structures had to leave their homes on a temporary basis due to damage. There were 115 structures with minor damage. The initial estimates of damage to homes was approximately 5.5 million dollars. In 2011, 230 structures received major damage, 72 structures with moderate damage, 120 structures with minor damage, two structures destroyed by fire, and six structures that are structurally damaged and cannot be occupied. Seventy of these structures suffered substantial damage and must be brought in to compliance with floodplain regulations. In 2006, the Town’s infrastructure suffered $364,000 in damage to highway roads, culverts, highway office and debris removal costs. In 2011, to date, $1,504,950 in costs plus $350,000 to replace two trucks lost in the flood.

2 0 1 2 “Thanks” from the Apalachin Lions Club A long standing tradition in Apalachin has been the Apalachin Lions Christmas Basket Program. This year, 53 families were provided with two boxes of food, a turkey, gift certificates for food, and gift certificates for children 12 and under. On average each family received a package worth approximately $150. This year’s list included six families who were hard hit by the September flood, and for the most part have relocated. Although this program is spearheaded by the Lions, it is a total effort by many people and organization in Apalachin, Campville, and Little Meadows. All the food and toys come from community efforts and the Lions club furnishes approximately $4,000 in gift certificates.
The Apalachin Lions wishes to thank the following for donations or assistance with this effort: Apalachin Pharmacy, Apalachin Elementary School, Apalachin Library, Boy Scout Troops 32 and 43, Frontier Telephone Co., O-A Family Reading Partnership, St. Margaret Mary’s Church, Target, Tioga Hills Elementary School, Sweeney’s Market, Tioga County Marine Corps League, Stroemann’s Bakery, and White Tails Bar and Grill in Little Meadows for food, toys and over $600 cash collected at two benefits it sponsored. In addition to the named donors, many contributions of food gift cards or assistance were received from throughout the area.

Angels over Iraq & Afghanistan are collecting items for their 4th annual yard sale in June. If you have any clean, usable items other than clothing that you no longer need, please call 687-5682. The Angels Over Iraq and Afghanistan send care packages to soldiers. The group was founded five years ago
by Brianna Cart when she was 10years-old. The Angels have sent more than eight tons of snacks and hygiene items to soldiers in harm’s way. The Angels have received countless emails and letters of appreciation and several personal visits from servicemen who let the Angels know how much their support has meant. The Angels’ annual yard sale is their largest fund raiser. Your help is appreciated. God bless our troops!
