Apalachin Firemen Field Days Canceled
The Apalachin Fire Department announced that the 2012 Apalachin Firemen’s Field Days has been canceled. The event was scheduled to run from June 6 through June 9, 2012. Several factors contributed to the decision to cancel the field days. The fire department was concerned that it would not have sufficient time and manpower to repair the damage to the structures caused by the flooding. Then department received word that the carnival ride company, Powers Great American Midway, would no longer able to
provide their rides for the event. They have been a great company to work with and they will be missed. This was a very tough decision, and only after lengthy discussion with the Board of Directors, was it determined that this was the best decision. The Apalachin Fire Department apologizes for any hardship resulting in this decision. In 2013, the Apalachin Fire Department will celebrating its 100th anniversary. If possible, they will hold the field days in 2013 to celebrate this special anniversary.
St. Patrick School in Owego recently presented a check for $1100 to the Food Bank of the Southern Tier. The check was a donation from the school’s annual “Splendors Auction” fundraiser. Each year, as a way to give back to the community, the school donates a portion of its auction proceeds to a deserving organization. Tioga United Way Extends 2011 Campaign The Tioga United Way has collected over $200,000 for flood relief, and has already funded over $120,000 in material to flood victims in the form of dehumidifiers, electric heaters, fans, electric panels, sheet-rock, food pantry refrigeration, and other flood remediation items. Jason Settlemoir, Campaign Chairman of the Tioga United Way stated, “We are gratified by the generous flood relief donations, but we must not lose sight of the annual financial needs of our 33 mem-
ber agencies which rely upon campaign donations to support their important work.” The Tioga United Way is extending its 2011 campaign until February 20, so we may allow additional time for the community to respond post-flood so that we can reach our goal. On January 28, the Owego Fire Department (OFD) responded to a gasoline spill in the Village of Owego at the Owego Easy Mart on the corner of West Main and Williams streets. Personnel at the mart failed to disconnect power and close the safety valve when changing a gas pump filter. When a customer began pumping gas from an adjacent dispenser, the gas discharged from both dispensers, causing gas to spill into Main Street and nearby storm drains. The OFD and the Tioga County Hazardous Materials (Hazmat) team applied Speedi-Dry and additional absorbent products. Additional cleanup was accomplished on the following day by a clean-up crew from Syracuse.
The gas did not spill into the Susquehanna River. Residents from about 20 nearby homes were evacuated, but allowed to return home a few hours later. Based on the amount of fuel delivered to the mart earlier in the day, it is estimated that 400 to 550 gallons of gas was spilled. The DEC estimates that up to 100 gallons of gas ran into the storm drains. Other departments that responded to the spill include the Owego Police Department, the Tioga County Sheriff’s Office, The NYS Dept. of Environmental Conservation Spill Response, and the NYS Police. The Newark Valley Fire Dept. was on stand-by.

Ann Lockwood The Owego Citizens Party has announced its candidates for the Village of Owego Elections this March. Former Owego Mayor and Fire Chief Bill Franz will lead the ticket for the party as its Mayoral candidate. Franz served as Owego Fire Chief as well as Village Trustee in the 1970s. He served two terms as Village Mayor in the 1990s. Franz said, “We believe our team has the experience, loyalty to Owego, and drive to improve our community. The challenges the Village faces since the flood are enormous. It is going to take a first string team like ours to address them.” Running with Franz are Sue Dickinson for 1st Ward Trustee, Earl Hartman for 2nd Ward Trustee and Ann Lockwood for 3rd Ward Trustee. Dickinson served as Village Trustee in the 1990s and Hartman and Lockwood are incumbent Village Trustees. Tom Clark rounds out the ticket as candidate

Continued flood recovery, rebuilding and mitigation in the short and long term are the number one priority for the candidates. Fiscal responsibility is a close second given the Village’s declining tax base. Lockwood and Hartman note the party has held the line on tax increases keeping the rate to 1.44% the past two years. The party will continue to make accountability to the citizens a cornerstone of its platform along with looking at shared services ensuring taxpayers are getting the most value for their dollar. Dickinson said, “We look forward to working with the Village Board and Village Employees to repair the Village physically and fiscally after the devastating flood of 2011.”
Family Resource Center Open House The Waverly Family Resource Center will have an open house on Thursday, February 9, from 4:00 to 6:00 pm. Our members started the New Year off with their OSHA Physicals for 2012. We had a company come to our station and their staff was able to complete forty-four physicals in one evening. It was a convenience for our members and completed an OSHA requirement for the department. The new Scott Air Packs and masks have arrived for our firefighters that Campville Fire Department was able to obtain through a grant. This was a huge money saver for the district and has brought our firefighting equipment up to date and OSHA standards. Standards are changing rapidly to promote the safety of our firefighters and the expense to outfit a firefighter properly is a burden in today’s budget. Being able to obtain a grant for equipment is a total asset to the district fire budget saving thousands of dollars. We are happy to report that seven of our members are attending the First Responder Class presently being offered
at the Campville Fire Station. The community will be seeing some of our younger members on squad calls while they are learning. During February we will continue to complete OSHA training requirements for our members. Campville will also be hosting an “Electric Vehicle Safety for Emergency Responders” for any county fire department members. Campville welcomes the Tioga County Fire Advisory Board and the Tioga County Chiefs in February for their monthly meeting. Welcome Cody Brunner and Nicholas Bessey, two new members of our department. They are second and third generation members. Our members are now visible in the community with their Class 3 ANSI 107 Hi-Vis jackets. The reflective jackets make our members easily seen while out on the roads on calls during the day or evening hours. Please slow down for their safety and yours!

The Ti-Ahwaga Community Players will present the tense thriller 'Wait Until Dark' February 10, 11, 12, February 17, 18, 19, and February 24, 25, 26 at the Ti -Ahwaga Performing Arts Center, 42 Delphine Street in Owego. 'Wait Until Dark' by Frederick Knott is a classic suspense play that pits the blind Susy Hendrix against three ruthless con men out to get a heroin-filled doll that Susy's husband, Sam, innocently carried home from Canada as a favor to a woman who has since been murdered. It's a deadly game of cat and mouse that will keep you on the edge of your seat right up to the heart-pounding final scene. "When I was looking for possible plays to present," director Todd Smith said, "my oldest son suggested 'Wait Until Dark'. He had seen it performed and recounted how thrilling the final scene had been. I don't want to spoil it for the audience here, but after his description and reading the script, I was hooked. I have always enjoyed Alfred
Hitchcock movies, and as a thriller, this play falls into that genre." The cast includes Stacy Jo Oropello as Susy Hendrix; John Murray as Sam Hendrix; Marty Reilly, Yale Williams and Shawn Yetter as the con men Mike Talman, Sgt. Carlino and Roat respectively; and Madalyn Dydynski as Susy's young neighbor Gloria. Shows start at 8:00 pm on Friday and Saturday, and at 2:00 pm on Sunday. General admission is $18. Owego School Too Costly to Repair
Damage to the Owego Elementary School (above) due to the flood of 2011 has proven to be too costly to repair the building. The OwegoApalachin (OA) District has not released the cost but stated that the repair is greater than 51% of the value of the building. Options open to the district are to build a new flood-proof building at this location or find a new location to build. There could be another option that the district could consider. The OA
District already owns the former Apalachin Elementary School (below) that is currently being used by BOCES classes. This would put all the elementary students in two buildings at one location, a location that has never flooded. Currently the Owego Elementary students are being bused to a school in Endicott. That school could be used for the BOCES classes, most of the BOCES students come from the Broome area.

Apalachin Lions Club Scholarships 2012 The Apalachin Lions Club 25th Annual Scholarship program will award $1500 in scholarships to deserving students from the class of 2012 who live in the 13732, 13760 and 18830 zip codes. This covers Apalachin and Campville, NY, and Little Meadows, PA. The scholarships are awarded to students who have made outstanding contributions in service to their community and school. The school’s new Literacy Café was unveiled on Monday, January 30, with a ribbon-cutting ceremony. Designed to provide a quiet spot where teachers can take their stu-
dents for independent reading projects, or a cozy reading oasis for students during lunch, the Literacy Café was a joint effort between Vestal Middle School PTO parents, the school librarian, Carolyn Mattern, Principal Ann Loose and other administrators.

With the mild winter weather thus far in the northeast, the new paddock for the 2012 race season at Tioga Downs has been progressing quickly. The new paddock has been relocated to the western side of the racetrack to be located in the backstretch by the ship in barn. The new paddock is being increased to an eight race paddock and will also hold the race office and commission office for the NYSRWB. The plan is to use the new paddock on opening day of
the 2012 race season scheduled for Saturday, May 5, 2012 (Pending Regulatory Approval). “We are excited about the new paddock being located in the backstretch for the 2012 race season, and believe that this will make Tioga Downs an even more attractive racing destination for horsemen on the east coast” said Guy Howard, President of the STHHA. Last month, the Nichols Fire Department and Tioga Downs Casino unveiled a new rescue boat for the fire department. The boat was made possible by a contribution from Jeff Gural, owner of Tioga Downs and President of American Racing and Entertainment. The Nichols Fire Department needed a new rescue boat because they one the acquired after the 2006 flood was damaged by debris during rescue operations during the September 2011 flood. The department had to use a smaller boat owned by a member of the fire department for flood recovery after their boat
was damaged. When staff at Tioga Downs learned to the fire department’s loss, they contacted Nichols Fire Department Chief Kittle and Mr. Gural offered financial assistance to make the purchase of the $22,000 rescue boat. Mr. Gural stated, “We are pleased to be able to help provide this important piece of equipment to the Nichols Fire Department Water Rescue Team, which greatly improves their ability to keep our community safe.” Tioga Downs Casino in Nichols is open year-round with video gaming machines, simulcast horse racing, restaurants, a sports bar, and special entertainment events.

Gov. Andrew Cuomo is looking to expand Casino Gambling in New York. I support it. Expanding table games to places like Tioga Downs would help generate what our community needs: Jobs. Tioga Downs owner Jeff Gural already plans on building a new hotel, but new opportunities from table games would allow him to expand enough to create 150 jobs. And it doesn’t cost the state a penny. But to make that happen, New York needs to change its constitution, and that’s not an overnight process. It requires approval by two successive legislatures, then a public referendum. (Article XIX, Section 1, if you’re looking.) I’m not in favor of lots of casinos popping up everywhere. I’d like to see targeted areas that could use the help and the jobs. Open auditions are announced for Ti-Ahwaga Performing Arts Center’s production of the comedic farce Rumors, written by Neil Simon. Auditions will be held on Monday, February 13, and Thursday, February 16 beginning at 5 pm each evening, with call backs (if necessary) scheduled for Saturday, February 18 at Noon. The show will run Friday, Saturday, and Sundays

Community Care Network of Nichols News: The Community Care Network of Nichols (CCNN) was exceptionally busy during the month of December, but all for a good cause. Each year around the holidays, CCNN purchases food with monies donated from the Salvation Army and assembles approximately 100 food baskets. Fifty baskets go to the senior citizens and other families that CCNN assists on a regular basis. Fifty baskets are assembled to help out families that the school district identifies as needing an extra helping hand. This year, with help from the Southern Tier Food Bank and the Salvation Army, CCNN extended this distribution to an additional 50 families who were hit by the flood. Volunteers shopped for enough food items to fill 150 baskets, assembled them, and distributed them to various locations throughout rural Tioga County. In addition, CCNN partnered with the local Toys for Tots chapter and Lockheed Martin, as well as Tioga Downs in sponsoring its annual Share-a -Thon event, to collect and purchase toys for multiple families needing that extra help during the holiday season. This year was extra difficult for families attempting to create some normalcy
as they struggled to cope with being displaced, short of funds, or just simply not in the holiday frame of mind. In the enormous task of recovering from the flood, CCNN wanted to encourage and aid these families in giving their children a Christmas amongst the chaos and uncertainty. CCNN was also privileged to work hand in hand with those who donated gift cards to be given out to those hardest hit. Through the generosity of many, CCNN was able to be a part of the giving spirit in many ways. One CCNN volunteer stated, “We had the fun part, of giving the food baskets, toys, or gift cards to the families. But, it is only because of those who generously gave that we were able to offer those items.” CCNN is a not for profit organization whose typical duties include transporting individuals to doctor’s appointments, shopping, & errands; friendly visits\phone calls; referrals; programs for youth and seniors, etc. They rely completely on donors and sponsors who see the need in helping out the vulnerable population of the rural communities. Kevin Lentz, Executive Director of the Tioga County Historical Society, receives a check from Tania Werbizky of the Preservation League. The Preservation League of New York State presented a $13,000 grant from American Express to the Tioga County Historical Society on January 22. The Tioga County Historical Society is an educational organization which collects, preserves and interprets the history of Tioga County. Their collections, research center, heating systems and portions of the museum building on Front Street in Owego were severely damaged last year in flooding from Tropical Storm Lee. Before the building could re-open to the public, the furnace and boiler had to be replaced, and repairs had to be made to the building’s security infrastructure. “New York’s historic structures have weathered many storms, but when a natural disaster like Tropical Storm Lee comes along, they require special treatment and timely care to survive,” said Jay DiLorenzo, President of the Preservation League of New York State. “While the League moved quickly to provide technical advice to groups across the state, there were some organizations that very simply needed financial assistance to secure the future of their historic buildings. We were pleased to facilitate this grant from American Express to ensure that the Tioga County Historical Society could once again serve the residents of the region and the public at large.” “One of the most important aspects of preserving archival items is temperature and humidity control,” said Kevin Lentz, Executive Director of the Tioga County Historical Society. “The restora-
tion of heat to our building was crucial not only for the operation of our museum, but for the safety of our collections. We are grateful for this support from American Express, and for the Preservation League’s leadership in helping us secure this grant.” According to Cheryl Green Rosario, Director, Philanthropy for American Express, “We believe in supporting organizations and projects that preserve and sustain historic places. “Always on Sunday” Concert to Feature Jazz Trio
The second concert in the “Always on Sunday” concert series, scheduled for Sunday, February 19 at 3:00 pm, will feature Bill Carter’s Presbybop Trio comprising Bill Carter on piano, Al Hamme on reeds, and Tony Marino on bass. The concert will be held at the First Presbyterian Union Church, 90 North Avenue, Owego. Bill Carter and the Presbybop Trio, the best known musicians playing “sacred jazz” in the United States, have toured the country extensively presenting concerts and jazz worship services. The collective resumes of the band members include performances with
the likes of Dave Brubeck, Marion McPartland, and the late Binghamtonborn Slam Stewart, among many others. Carter’s full-time job is Presbyterian minister in Clark Summit, PA. He has been composing and arranging music for thirty years, and is considered a national authority on the use of jazz in liturgical settings. Al Hamme is a consummate saxophonist, clarinetist, and flutist, and directed Binghamton University’s jazz program for thirty years. Bassist Tony Marino plays his bass around the world and is widely hailed as one of the rising stars of the jazz world. “Always on Sunday” concerts are free and open to the public; however, donations are welcome. The final two concerts in the 2012 series will be held on March 18 and April 15. The March 18 concert will feature Ithaca-based traditional folk singers Phil Shapiro and Carrie Shore. Light opera and song will be presented at the final concert on April 15. A reception with light refreshments follows each concert. The “Always on Sunday” series is made possible in part with funding from the Tioga County Senior Citizens Foundation and the Cooper Foundation.
Coburn Free Library Gets New Shelving As a result of last September’s devastating flooding from Tropical Storm Lee, the Coburn Free Library in Owego lost the thousands of books that had been donated in support of its Friends of the Library book sales. The wooden shelves used to store the books were also a total loss. According to Karen Bernardo, director of the library, “The library depends on the proceeds from Friends’ sales as a substantial source of revenue for its operations. The generosity of village residents has been overwhelming in terms of replacing the lost books—books that have had to be stored all over town until there was a place to shelve them.” The Owego Rotary Club worked together with members of the friends of the library to determine the appropriate type of replacement shelving needed. Using this information, Owego Rotary applied for a Rotary District 7170 Sim-
plified Grant. Funding provided by the grant would be used to acquire new, freestanding metal shelving units for housing the donated books. The application was quickly approved and the shelving was purchased locally from Home Depot. A work team of several Owego Rotary Club members installed the new shelving units the afternoon of Saturday, January 7. Library volunteers are now working to shelve all the recently donated books in time for the next Friends of the Library Book Sale, scheduled for March 15, 16 & 17. The library holds three Friends’ sales each year. Coburn Free Library’s drive to obtain gently used books for future sales continues, and additional donations from the public would be greatly appreciated. Arrest of Filmmaker is Shameful Congressman Maurice Hinchey (DNY) today released the following statement upon learning that Gasland Director Josh Fox was arrested for attempting to film a public congressional hearing on hydraulic fracturing. The Chairman of the Energy and Environment Subcommittee of the U.S. House Committee on Science, Space, and Technology ordered Fox arrested when he attempted to film the hearing on the Environmental Protection Agency's approach to studying ground water contamination that resulted from hydraulic fracturing in Pavilion, Wyoming. Hinchey is a leader in Congress of the effort to protect drinking water and the environment from the risks of hydraulic fracturing. He is a co-author of the FRAC Act, which would mandate public disclosure of chemicals
used in frack fluid and allow the EPA to regulate fracking activities under the Safe Drinking Water Act. The congressman also authored the appropriations language that led to the current EPA study on hydraulic fracturing. "It is beyond unacceptable that acclaimed documentary director Josh Fox was arrested for trying to film a public hearing on groundwater contamination caused by hydraulic fracturing in Pavilion, Wyoming. This was a public hearing, there was plenty of room for cameras, and a credentialed camera crew was told they would be denied access because they were working for a documentary filmmaker. This is blatant censorship and a shameful stain on this Congress. I stand by Josh's right to record this hearing. His arrest was a huge mistake."
2012 World Day of Prayer Planned Let Justice Prevail for Malaysia
More than 170 countries around the world, from various cultures, races and faith traditions gather yearly on the first Friday of March to celebrate World Day of Prayer. It is celebrated ecumenically, promoting mission work, world peace, and concerns for women and children. The first organized day of prayer was held on February 20, 1920. For all these years, people have celebrated numerous countries from around the world. This year, we celebrate Let Justice Prevail for the women and children of Malaysia on March 2, 2012, at St. Paul’s Episcopal Church, 117 Main Street in Owego. The prayer service is at 5:00 pm in the Sanctuary, with Lenten soup and bread fellowship supper to follow in the Great Hall. Through World Day of Prayer,

Super Bowl and Beyond by Chef Nick Cavataio I’m not one to follow sports on a regular basis but like to watch the BIG events. The reason I know these events are going to happen is because I overhear the buzz at work. The Super Bowl and World Series are on top of my list of sports events to watch. Like most folks, the biggest attraction other than the contest itself is the food that is going to be prepared and served. That is where I get excited. I enjoy the anticipation, planning, preparation of the food almost as much as actually indulging in eating all the different delights. We’re created to be creative. Did you ever notice how much more we receive when we give? Other than church, friends and family we usually end up in the kitchen/dining room area for fellowship. Cooking, creating and sharing go hand-in-hand with relationship building. There seems to be so many terms related to food that coincide with relationship building. For example, a few years back I was working with a man in an industrial cafeteria setting, creating some sort of open face sandwich that called for a topping of cheddar cheese. I will always remember him making the comment on how he thought there was something “Sensual” about melted cheese. How many relationships started with a blind date over a meal or snacks at a party? In addition, how
many times have you heard the term “Comfort” food? They say, “the way to a person’s heart is through there stomach.” Therefore, the buffalo style wings, pizza, chili, tacos and various dips/chips translate into bonding at all the Super Bowl parties? Here is one of my favorite recipes my Mom would have on special occasions. Mom’s Italian Bread Sticks 1 Loaf Italian bread, unsliced 4 Tablespoons of extra virgin olive oil or butter or margarine 4 Tablespoons fresh crushed garlic Fresh basil leaves, to taste 1 Tablespoon dry oregano 1/4 Cup grated Parmesan Cheese 1/4 Cup grated Romano Cheese 1 Small can anchovies (optional) Split the loaf of bread in half horizontally (like a sandwich), spread olive oil or butter on both halves. Evenly spread all the seasonings, cheese and anchovies on both halves and close the bread together, wrap with heavy-duty aluminum foil. Put in a 350-degree oven for 20 minutes or until heated through. Remove from oven, slice the whole loaf in one inch strips – ENJOY.

Five to six feet of water from the Owego Creek and Monkey Run Creek flooded Hyde Park and the Teener Baseball League Field. Volunteers spent hundreds of hours cleaning and repairing and more has to be done. Field, Hearth and Home Show The Tioga United Way and the Tioga County Chamber of Commerce announce a new and exciting upcoming event. The “Field, Hearth and Home” show will be held on March 31 and April 1 at the Owego Treadway Inn and Conference. This is a two-day expo that is open to the public. Booths will feature sporting and recreational activities including hunting,

Waterman Center Offers Free Documentary “Green Fire” documents life of conservationist Aldo Leopold A free presentation of a documentary on the life of conservationist Aldo Leopold, “Green Fire – Aldo Leopold and a Land Ethic for our Time” will take place on Saturday, February 11, at 7:00 pm at the Waterman Conservation Education Center, 403 Hilton Road in Apalachin. Aldo Leopold is considered the father of the national wilderness system, wildlife management and the science of ecological restoration. His classic book, A Sand County Almanac, still inspires us to see the natural world as a community to which we belong.
The documentary, Green Fire, explores Leopold’s personal journey of observation and understanding. It is the first feature documentary about Aldo Leopold’s life and contemporary legacy. It features commentary from conservation leaders including scientists, ranchers, scholars and three of Aldo Leopold’s children. Curt Meine, Leopold’s biographer, serves as the on-camera guide, making connections between Leopold’s ideas and their expression in the conservation movement today.
