Live Racing Returns To Tioga Downs With Derby Fest 4

PLAY BALL ...

Tioga Downs Casino in Nichols will host Derby Fest 4 on Saturday May 7, celebrating the Kentucky Derby and the official kick-off of the 2011 Live Harness Racing Season.

The exciting day of events, which drew over 12,000 patrons in 2010, begins with simulcast racing from Churchill Downs starting at 10:30am.

Guests can watch and wager on all the races leading up to the 137th Run for the Roses (post time approximately 6:24pm).

Kentucky Derby Fest 4 will be bigger and better this year with more excitement and entertainment including a Mint Julep Jamboree, Derby Day Hat contest, live bands throughout the day, and the Buffalo Jill Cheerleaders will cheer the crowd into race day with

autographs and photos.

The Derby Day Hat Contest will be held on the track side apron at 5:00 pm with registration 3:00 pm to 4:45 pm.

Wear your best Kentucky Derby hat for a chance at a $500 race voucher.

Then, Live Harness Racing returns for the season, post time 6:50 pm, followed by a fireworks spectacular! The fun-filled day will be capped off with a performance by “The Jason Wicks Band” at 10:00 pm on the Coasters Stage.

Tioga Downs Casino is open yearround with video gaming machines, simulcast horse racing, restaurants, a sports bar and special entertainment events. It is located along the north side of NY Route 17/ I-86, two miles west of exit 62 in Nichols, NY.

• NOTICE • Due to the current and on-going flood issues throughout the Town of Owego, the Town of Owego Highway Department WILL NOT be picking up brush as originally scheduled. The brush pick is postponed indefinitely.

The Town of Owego Highway Department would like to apologize for any inconvenience this may cause. Brush can be dropped off at the Owego Gravel Pit off Route 38 from 6:30 am to 4 pm Monday through Thursday.

Memorial Day Monday, May 30 A Memorial Day parade will be held in Owego at 10:30 am, followed by a ceremony at the courthouse square.

Saturday, May 7, will mark the opening day of the 2011 Little League season in Owego and Nichols. The day will start with parades in both Owego and Nichols, ending up at their home fields, Hyde Park (Owego) and Kirby Park (Nichols), followed by opening ceremonies.

Congressman Maurice Hinchey (D-NY) released the following statement in response, calling for an end to big oil subsidies.

"Big Oil is robbing America's middle class. These huge corporations are seeing profits rise by nearly 70 percent as middle class families continue to struggle in a tight economy. Small businesses are having to cut back instead of creating jobs, food prices are rising, working people can't afford to drive to their jobs, and all the while fat cat oil men are sitting on a huge pile of money courtesy of obscenely high oil prices and huge taxpayer subsidies and giveaways

totaling nearly $100 billion. This is completely unacceptable.

"Congress needs to act immediately to finally eliminate these ridiculous subsidies for America's most profitable industry. I've been working to do this for years. Continuing these giveaways is a slap in the face to American taxpayers who are already getting ripped off every day at the gas pump."

The Tioga County Chamber of Commerce held a “Welcome,” Ribbon Cutting at the News Radio WEBO 1330 station last month. Don Giovanni is bringing his Italian House Party to WEBO on Saturday’s from 10:00 am to noon.

Don Giovanni’s radio program has delighted thousands all over the country for the past 20 years. It is filled with nostalgic Italian music and the warm personality of its host.

Thank you to our community for a great turnout and your generous support at our Spring Pancake Breakfast. We also want to thank the “balloon man” who comes to every breakfast and entertains the little and the big kids. We served 292 people and received many compliments..

Congratulations to TOFD Medic Carl Laposky, Medical Director Dr. Zevan, and TOFD Manager Kevin Ford on their delivery of a baby girl, Olivia, on the way to Lourdes Hospital in Campvilles’ Ambulance 331. Mommy and baby are doing fine.

Congratulations to member Skyler Hamilton’s Mom and Dad on the birth of a 9lb 5oz baby boy.

Campville had four apprentices complete the NYS Firefighter 1 Course. This is a 29 week intensive course that includes hands on skills, hazmat training, written tests and live fire training. Congratulations to William Adams, Lenny King, Wesley Mozgawa and Skyler Hamilton. Wesley is a third generation firefighter and Skyler is a second generation firefighter. Nice job guys, now you can play with the big boys! After that course William, Wesley and Skyler went on to take the NYS Accident Victim Extrication course, a course dedicated to motor vehicle accidents. This shows dedication to the fire department, obtaining the knowledge needed and engaging in hard work. Congratulations. Meanwhile our squad was busy attending UHS Trauma Teaching Day at the River-

walk. This is an all day training with guest speakers from around the country.

This year we were honored to have Steve Barry give three presentations. Steve does cartoons for JEMS magazine and is an excellent speaker. The conference was well attended by Ed Kotski, Carl Laposky, Patricia Hickey, Ruth Phelps, Kristen Lovejoy, Sharon Stanley, JP Radzikowski, Allen Peterson and Nancy Peterson as well as two new members Liz Sells and Jacob Sells. Several of our squad, Carl Laposky, Patricia Hickey and Ed Kotski, also attended Thoracic Trauma at Robert Packer and Lime Disease In Our Community at The Treadway. There was a lot of excellent training for squad members this month.

Lockheed was kind enough to extend a fire training opportunity to the department this month. Thank you.

Remember to honor our EMS people during EMS Week this month, May 15th – 21st. A “thank you” to all of you for your dedication and volunteerism on a 24/7, 365 day basis. The worse day of someone’s life is calling 911 for help and we are proud to serve.

Due to the inclement weather the Water Rescue Ops Class for this past weekend has been canceled. Campville will be hosting a Guthrie LZ class on May 24 and a Firefighter Survival Class on the 21st. Please join us.

We will be out and about doing a lot of community service during the next few months at Hickories Park and around the area. See you there.

Why we live such a fast paced lifestyle is beyond me. Our family is no different, and being a healthy eating advocate it’s very frustrating at times to say the least. With most of us our schedule is so busy we usually don’t make time to plan grocery shopping, meals and meal preparation. So, quite frequently we end up eating out or not having all the ingredients we need or want if we do have time to cook. I know the healthier choices cost more, but if you think about it the unhealthy choices eventually lead to healthcare cost. So, it comes down to pay now or pay later.

With that in mind I would like to offer up these quick, easy and affordable recipes to you and your family to enjoy together.

Lemon-Rosemary Chicken Ingredients: 6 bone-in, skin-on chicken thighs (about 2lb.), excess fat trimmed 3 tablespoons lemon juice 2 tablespoons olive oil 1 tablespoon minced fresh rosemary or 2 tsp. Dried 1 garlic clove, minced Salt and pepper to taste Preparation: Preheat broiler. Rinse chicken thighs; pat dry. Arrange thighs, skin side down, on a broiler pan. In a small bowl, combine lemon juice, olive oil, rosemary and garlic. Brush 1/3 of mixture over chicken and sprinkle with salt and pepper.

Broil 4 to 6 inches from heat until light-

ly browned, about 7 minutes. Using tongs, turn chicken thighs skin side up.

Brush 1/3 of lemon-juice mixture over skin and sprinkle with salt and pepper.

Broil until thighs are browned, about 7 minutes. Turn off broiler and set oven to 450°F. Brush final 1/3 of lemon-juice mixture over chicken (discard any leftover lemon-juice mixture) and return pan to oven. Bake until juices run clear when pricked with a fork and meat is no longer pink at the bone, about 10 minutes.

Serve hot.

Shrimp & Sausage Jambalaya Ingredients: 1 teaspoon canola oil 8 oz. andouille sausage or low-fat kielbasa, cut into ¼ inch thick slice 1 16-ounce bag frozen bell pepper and onion mix 1 14-ounce can reduced sodium chicken broth 2 cups instant brown rice 8 ounces raw shrimp (26-30 per pound), peeled and de-veined Preparation: Heat oil in Dutch over or medium stock pot over medium-high heat. Add sausage and pepper-onion mix; stirring occasionally, until vegetables soften, 3-5 minutes. Add broth and bring to a boil.

Add rice, stir once, cover and cook for 5 minutes. Add shrimp and stir to incorporate. Remove from heat and let stand, covered, until shrimp are opaque and cooked through, 5-6 minutes.

Fluff with fork and serve.

Tioga Downs is proud to announce that for the 2011 race season, its “Pick Six Sundays” will return with an even larger guaranteed pool. In co-ordination with owner and trainer Peter Kleinhans, and the Southern Tier Harness Horsemen’s Association, Tioga Downs will now guarantee its Pick Six at $10,000.

The Pick Six at Tioga was guaranteed at $6,000 last year but was given a hike this year to draw more interest to the wager on Sundays. The same takeout rate of 21% as in 2010 will apply to 2011, and if no one successfully hits the pick six a consolation payout of 25% of the pool will be paid to ticket holders with the highest number of correct picks. The first “Pick Six Sunday” is set

to kickoff the 2011 race season on Sunday, May 8th with a post time of 1:30 pm.

Congressman Maurice Hinchey has announced that the Town of Owego Fire District has been awarded $98,280 in federal grant funding to help purchase 23 new Self Contained Breathing Apparatus (SCBA) units that ensure firefighters have breathable air when entering dangerous environments. The funding is provided through the Assistance to Firefighter Grant Program (AFG) and is administered by the U.S. Department of Homeland Security and the Federal Emergency Management Agency.

"The members of the Town of Owego Fire District deserve the very best equipment to ensure they remain as safe as possible," said Hinchey. "The Self Contained Breathing Apparatus units the fire district will purchase with this grant will help do just that. I have been, and will continue to be, a staunch supporter of the Assistance to Firefighter Grant Program, because I know how important it is to stand up for those who serve our communities. These everyday heroes put their lives on the line to rescue those in harm's way. This funding will help lessen the risks they face and spare local taxpayers from having to shoulder the entire expense of these units."

"The grant will allow the Town of Owego Fire District to upgrade its 26 Self Contained Breathing Apparatus

units to meet the 2013 standards," said Walt Jones, Chairman of the Town of Owego Fire District. "The upgraded units provide air supply indicators, bailout capabilities and other required upgrades. The grant, combined with matching funds from the fire district, will provide our firefighters with the safest SCBAs available."

As a member of the House Appropriations Committee, Hinchey has worked to secure full funding for the Assistance to Firefighters Grant Program since its inception in 2001. Since the fire grant program started, nearly $20 million in grants have been awarded to fire and emergency departments in the congressional district Hinchey represents.

Hinchey has sponsored a number of workshops across his congressional district to help fire departments successfully navigate the grant application process.

Hinchey is also the author of the SERVE (Supporting Emergency Responders' Volunteer Efforts) Act, which would provide a $1,000 federal tax credit to individuals who are active members of volunteer firefighting and EMS organizations. Pink Birds Descend upon Tioga County They’re coming to a lawn near you--St. Patrick School in Owego is once again hosting its highly anticipated pink flamingo “Flocking Fundraiser,” from May 1 to June 15.

The fundraiser was very successful last year, and the school families look forward to spreading the joy throughout the towns. Here’s how it works. Tioga County Historical Society Annual Quilt Show The Tioga County Historical Society will be holding a “Quilts from the Home Front” exhibition starting August 27 and running through October 22. They are seeking quilt entries modeled after sanitary quilts and other Civil War Era designs. Tire & Scrap Metal Cleanup Local students pledge not to text and drive as part of national distracted driving movement Owego High School students took a pledge to put their cell phones down and focus on the road, as part of Allstate’s national “X the TXT” campaign. At a recent business fair that the students put together to raise money for their prom, Allstate’s Lounsbury Agency staff members Joe Davis and Nicole Nichols talked about the dangers of texting while driving as participants added their thumbprints to an oversized pledge banner as symbols of their promises not to text and drive.

“Everyone is susceptible to distractions behind the wheel,” said agency owner Tim Lounsbury, whose office is located at 82 North Avenue in Owego.

“Pledging not to text and drive is a simple act that can help ensure those we love come home safely. No text is worth risking a life.”

Texting is one of the most dangerous distractions facing drivers today, particularly teens. According to a recent Allstate Foundation study, 49 percent of teens admit to being extremely distract-

ed by texting and instant messaging while driving, but 82 percent of teens still say they use their cell phone behind the wheel. The National Highway Traffic Safety Administration reports driver distraction contributes to 25 percent of all police-reported traffic crashes.

Allstate’s “X the TXT” is a national campaign to raise awareness about the dangers of texting while driving and encourage teens and their families to pledge not to text and drive. The campaign is part of Allstate’s broader efforts to make our roads safer, especially for young drivers. X the TXT pledge events have taken place all over the country.

Upon pledging, participants receive thumb bands with the words TXTNG KLLS to wear as a daily reminder of their commitment. Family Pledge Cards are passed out to everyone who makes the pledge to help get a conversation started at home and encourage families to commit to safer, focused driving.

Walkers Wanted The 3rd Annual Hiking for Helping Hands will be held in Nichols, NY, on Saturday June 11, 2011, at 10 am. Is IDA Promoting Local Development?

According to the authorizing statute, “The purpose of an IDA is to “promote, develop, and encourage certain facilities, thereby advancing job opportunities, health, general prosperity and the economic welfare of the local residents.”

This leaves me wondering why our local IDA is supporting heavy industrial development for unconventional natural gas when, in this business: Jobs are seldom held by local workers.

The resulting contamination of air, water, and soil fosters poor health.

“General prosperity” is replaced by “prosperity of the few” and neighbor-toneighbor discord.

The economic welfare of the people and their community faces long-term decline.

I suppose that initially, the IDA had good intentions in courting this heavy industry, as natural gas had been touted as a cleaner alternative to coal, but as more research is done, we are learning that the lifecycle of unconventional gas drilling creates greater greenhouse gas emissions than coal. [See the research of Robert Howarth, Anthony Ingraffea, and Renee Santoro.]

When new information arises through both research and experiential evidence, it behooves the IDA to take a fresh look at the data and be ready to shift its course to align itself with the ideals for which IDA was created, thus “promoting job opportunities, health, general prosperity and the economic welfare of the local residents.”

Folk Art Series Join the Newark Valley Historical Society on May 14, 9am-4:30pm to learn how to carve a sign in the Intaglio/Incised style. Students will be instructed by master woodworker, Dick Warner in designing & carving a simple sign using hand tools.

The morning will be devoted to a presentation to include examples of carved signs, discussion of materials and design considerations and demonstration of technique. Afternoon session devoted to hands on participation in which they carve a simple sign. They will work on a flat piece of wood to produce a house number or monogrammed letter or short word (i.e. 1-3 characters). Projects may be embellished with chip carving or low relief carving.

Dick Warner is a well known local artisan, living in Candor, with a lifetime of experience in custom woodworking design and construction including; furniture, business signs and the gazebo in Candor, and the reconstruction of an

historic barn for the Newark Valley Historical Society. He has also led a boat building class for several generations of families in Clayton, NY. This is the first of ten programs in a Folk Art Series, designed for the general public and those interested in history and traditional crafts. This program is funded in part by NYS Council on the Arts Decentralization Program, administered locally by The ARTS Council of the Southern Finger Lakes and co-sponsored by the Newark Valley Historical Society and its Guilds.

Location of this carving workshop will be the NV Middle School’s Industrial Arts Room, on Whig Street in Newark Valley. Class is for adults and teens with an adult. Bring your own utility knife, dry wall or sheet rock knife and 3 extra blades. Also, bring your own lunch, a small ruler and a pencil. Wood blank is provided. Solar Power to the People When there is a huge solar energy spill, Dr. Gay Canough just calls it a “nice day”. Dr. Canough is an enthusiastic solar expert who will talk on the principles and application of solar power for our area.

Plants have been using solar energy for the past 500 million years. And now, humans are starting to wake up to the fact of this incredibly large resource.

The amount of solar energy falling on planet Earth every year is thousands of times larger than the entire world energy use. Yet, the fossil fuel interests keep crowing that solar power systems are "impractical", take up too much space or

are "too expensive". They are not only wrong, they are orders of magnitude wrong! They have reason to fear the solar energy industry because we are building power plants that take only the freely available fuel of sunlight. No one can sequester and sell that and so solar energy systems offer everyone the opportunity to take control of their own energy destiny.

Tioga County Historical Society Welcomes New Staff Members Tioga County Historical Society is pleased to introduce two new staff members, Linda Park and Kevin Lentz. Linda has a background in office and clerical work, record keeping and supplies, public service, and cash handling. She is a long time resident of Tioga County, and is supporting the museum by providing secretarial assistance, acting as a receptionist, and handling other office and clerical duties. You may see her greeting museum guests or helping in the gift shop. She has already been a tremendous asset with her organizational skills and bountiful energy.

Kevin Lentz assumed the role of assistant to the director. He has a Bachelor’s and Master’s Degree in history with a strong interest in the Civil War. He is the main author of our newsletter articles, and is starting to work with collection management, digitization pro-

jects, and program planning. Kevin also assists museum researchers, and can be seen at the reception desk, greeting visitors and helping with tours. Kevin brings a high caliber of expertise and professionalism to the position. We are truly fortunate that he is sharing his knowledge and love of history with the Society.

Local Girl Scouts Earn Gold, Silver, and Bronze Awards Area Girl Scouts will be recognized at three ceremonies throughout the Girl Scouts of NYPENN Pathways, for earning the Girl Scout Gold, Silver, and Bronze awards. Ceremonies will take place on May 17 at the SUNY Institute of Technology in Utica, May 20 at Mansfield University in Mansfield, PA, and May 23 at SUNY Cortland in Cortland.

The prestigious Girl Scout Gold Award is the highest award a girl can earn. Thirty-four girls throughout the 26 -county jurisdiction of Girl Scouts of NYPENN Pathways earned the Gold Award this year.

The Girl Scout Silver Award is the highest award girls in grades 6-8 can earn. The requirements to earn the Girl Scout Silver Award help girls gain leadership skills, go on a Journey and then spend at least 50 hours working on a project, either individually or with a small group, that provides a service to the community.

The plots are 4 ' x 12' and the soil is getting richer every year.

Plots are $10 for the season, but no one will be turned away for lack of

Gateway Community Park The Gateway Community Park Committee will be hosting DesignConnects of Cornell University at the Community Center on Sheldon Guiles Blvd, Owego on Tuesday, April 19, at 7:00 pm.

DesignConnects of Cornell will be presenting three plans for the community to look at and lead a discussion on what the community would like to see at our Gateway Community Park. The Gateway Community Park will be located at 202 & 204 Front Street in downtown Owego and will serve as the main

entrance to the Riverwalk. Suggestions and comments from the community are welcomed and all are invited to attend.

DesignConnects will gather all information that evening and present the final design of the Gateway Community Park to the Owego community in mid May. More information about fundraising events such as Block Parties, Pig Roasts and various activities involving our community will be forthcoming soon.

Street Riddled with Potholes!

I am writing this after conversations with nearly 100 people in my neighborhood, in regards to the horrid conditions of Broughton Dr. More then 1/2 of the street is riddled with massive potholes, and degrading blacktop. It has seen little more then half hearted patch jobs that only last un till the next batch of rain or snow. If the wear and tear on our vehicles weren’t reason enough, there is the hazardous conditions it poses to our children when playing or riding their bicycles. The surrounding neighborhoods are being effected with increased traffic because of detours many people are forced to take, as opposed to driving on this semblance of a road.

Emergency Responders Prepare for Severe Weather The effects of severe weather are felt every year by many Americans.

In the average year, 10,000 severe thunderstorms, 5,000 floods and more than 1,000 tornadoes occur across the United States. These events threatened lives and property.

Last month dozens of local emergency responders attended two different training sessions to help them better serve their communities in the time of severe weather emergencies.

The National Weather Service office in Binghamton, New York presented two severe weather training/ certification courses the first was “Basic SKYWARN” a weather spotter class that was held at the Tompkins County Department of Emergency Response in Ithaca, NY , and the second a “SKYWARN – Flash Flooding” which focused on the effects and causes of flash flooding and was held at the Horseheads, NY Fire Department.

Two of those attending were from Tioga County, first Patrick Cart-

wright Jr; EMT/WEMT, who serves as a Squad Lieutenant with the Nichols Fire Department, along with Ronald Raab, the dog control officer for the towns of Berkshire, Nichols, Owego and Richford, and also a member of the Nichols Fire Department attended both of these sessions.

While primarily designed for Public Safety personnel and Amateur Radio operators, the class was open to the general public at no cost and provided knowledge on storm spotting , reporting and weather service technology and terminology.

Cartwright became a licensed amateur radio operator, and was granted call sign of KD2ACU, and plans on using this license and training to further his emergency services abilities. “I feel that the additional training, added to the Amateur Radio license will better enable me to provide a wider range of Emergency Services to the community that I serve,” said Cartwright.
