The heavy rain started on Wednesday, September 7, 2011, causing severe flash flooding. By Thursday, September 8, as it continued to rain, the Susquehanna River and creeks overflowed and flooded the area. By the time it was over, the remnants of Tropical Storm Lee had dumped more than 11 inches of rain on Tioga County on ground already saturated by Hurricane Irene. The Susquehanna River crested in Owego at around 40 feet - much higher than the previous records of 35.9 feet in June 2006 and 33.18 feet in April 2005. The flood of 2011 has caused severe damage throughout the area,
but due to the quick response of local emergency agencies, there was no loss of life. A big “thank you” goes out to all the volunteers who are helping our community recover from this catastrophe. The volunteers included individuals, organizations, and business from throughout the state and nation. If the flood of 2005 was the “100 Year Flood” and the flood of 2006 was the “500 Year Flood,” then the Flood of 2011 must be the “Millennium Flood.” Let’s hope future generations will only experience a flood like this by reading or hearing about it - and not by living through it.

Due to severe flooding in the Southern Tier, the final three race nights of the 2011 race season at Tioga Downs had to be canceled. Over the ten days that followed the devastating flooding in the area, both Tioga Downs’ employees and Jeff Gural came to the aid of local agencies trying to help families affected by the disaster. Jeff Gural (Chairman of American Racing and Entertainment) personally
donated $75,000 to aid in the relief, while the Tioga Downs’ horsemen’s group (STHHA) donated $25,000. On Saturday, September 17, Tioga Downs hosted its Sha-Na-Na concert, and donated all ticket proceeds to local agencies to aid the flood relief victims in the local area. The days after the water receded and families were able to get into their homes near the racetrack to begin cleaning up what was left behind, employees of Tioga Downs delivered food and water during the afternoon hours. For the past ten days the maintenance and track facility staff has been working hours on end to help the families near Tioga Downs with their clean up. Tioga Downs has directed these families to leave all of their items which need to be thrown away, anything from couches to dryers, on the curb of the road and the maintenance staff will be by with a dump truck and front end loader to haul it away for them at no charge. “The flooding in our area has been devastating and we have agreed to continue aiding in the clean up of our area until our neighbors are back on their feet” said Jason M. Settlemoir, VP of Racing and Simulcast. Tioga Downs also reached out to its suppliers and bought supplies for the local Fire House which has been set up as a relief area in Nichols. Some of the supplies donated by Tioga Downs’ suppliers and itself have been 20 cases of breathing masks, gloves, paper towels, Clorox, bathroom tissue, mops, and numerous other items. Rummage, Bake Sale - Oct 15 • THE FLOOD OF 2011 Many thanks to our community for your cooperation and help during the Tropical Storm Lee flood. Our volunteer Water Rescue Team was out on 24 hour shifts; our volunteer members helped direct traffic on Route 17C to get vehicles/trucks to their destinations via side roads with the help of copied maps and directions; our station was open to the public 24 hours to help distribute dry ice, water, MREs, and cleaning supplies; our station was manned for 24 hour fire and ambulance coverage; our members formed crews to help close roads that were impassable; we welcomed a crew from Mattydale for 72 hour assistance and a crew from Olive for 24 hour assistance; and many other assignments too numerous to list. Through the first three days the station was without electric and running on a generator and members were unable to get to food stores. Thanks to Jim at Kristofor’s for pizza, wings and salad on Wednesday. We also want to thank a group of neighbors in Crestview who donated cooked food and food supplies to us. Our kitchen was open 24 hours for EMS personnel, firefighters, sheriff deputies, state troopers and anyone else who came in hungry. We were also able to supply a shelter with food supplies that had none to feed hungry evacuees because of our neighbor’s generosity. Many thanks. Many of our volunteers gave their all, lost time at work, left their homes and families, spent many hours at the station answering calls, etc. It was a trying time
for everyone. We are most thankful that we had no fatalities and had enough manpower to be able to perform all assignment given, a total of 87 calls. • NEW MEMBERS This month Campville had four new members sign up: Michael Weinmann, Casey Ford, Curits Daniel and Matthew Starr. Welcome all. Both Casey and Curtis are second generation fire department members. Matt was our volunteer “chef” for a few days helping out in the kitchen during the storm. • DOUG’S FISH FRY Join us for Doug’s Fish Fry takeout fundraiser on Wednesday, October 12, from 11am to 6 pm for a delicious fish sandwich, fish dinner, shrimp dinner or scallops dinner. • PANCAKE BREAKFAST Join us for our fall pancake breakfast on Sunday, October 16, from 8 to 11:30 am. You’ll enjoy our pancakes, French toast, home fries, sausage, juice and coffee. As always, it’s a free will offering. We look forward to seeing you. • FIRE PREVENTION WEEK October 9 thru October 15 is National Fire Prevention week. “Protect Your Family From Fire” is the 2011 theme. Campville volunteers will be visiting TJ Watson School on Friday evening, October 28. • JACKSON’S PUMPKIN FARM Come join Campville’s ladder truck and Sparky on 1 to 4 pm on Sunday, October 9; and 1 to 4 pm on Sunday, October 16 at Jackson’s Pumpkin Farm. Newark Valley Fire Dept Open House An Open House at the Newark Valley Fire Department will take place on Saturday, October 15, from 11:00 am to 5:00 pm. Highlights of the event include a live fire-
extinguisher training, firefighting demonstrations, kids' activities, Sheriff program: "Safe Child", Burnie the Clown, & Doug's Fish Fry.
A Rummage and Bake Sale will be held on Saturday, October 15, from 9:00 am to 2;00 pm at the United Methodist Church in Little Meadows, PA. The bag sale portion will begin at 1:00 pm. Lunch will also be available. Winter coats, hats, gloves, and scarves will not be available because these donated items are being collected in boxes located at the First Liberty Bank and at the DandyMart in Little Meadows for free distribution at the church, to those in need, in October or early November.

Pancake Supper - October 7 The Waverly Family Resource Center (FRC) will hold a Pancake Supper Fundraiser at the Church of the Redeemer, 201 South Wilbur Avenue, Sayre, PA, on Friday, October 7, from 5:00 to 7:00 pm. All you can eat pancakes, sausages, fruit, milk & coffee. Cost is $6.00, and $3.00 for children 5 and under. Funds from this event will
help the recovery efforts for the Owego FRC which was seriously damaged in the recent flood. The Family Resource Centers in Waverly and Owego are education programs of Cornell Cooperative Extension of Tioga County. They provide free play space, parent and child activities and parenting education.
Bishop Visits Flood Victims The Most Rev. Bishop Matthew H. Clark of the Diocese of Rochester visited flood victims in Tioga County on Sunday, September 18. The Bishop also presided at the 9:00 am Sunday Mass at
St. Patrick Church in Owego, and spoke to parishioners of St. Margaret Mary Church in Apalachin at the 10:45 am Mass.

The salvation Army set up at Countryside Community Center in Owego as their base of operations for distribution of meals to the flooded areas from Binghamton to Nichols. Food service vehicles were brought in from all over New York State to help out in the effort. St. Pat’s Students Find Temporary Classrooms After Flood Water from last month’s flood filled the lower level classrooms and basement of St. Patrick’s School on Front Street in Owego. While repairs and renovations began, the students resumed classes on Monday, September 19, at temporary locations. Students in Pre-K 4 through Grade 5 relocated to the Our Lady of Good Counsel Church and School building at 701 Main Street in Endicott. Classes for students in the Pre-K3 program are being held in St. Patrick Church’s McAuley Center, which is located directly behind the school
and did not receive flooding. Students in Kindergarten through Grade 5 are being bused from their home by their school district at their regular pick-up times. The before and after school care program known as SPECK will operate at the McAuley Center during its normal hours with the regular pick-up and drop-off procedures. The school’s annual Fall Festival which was scheduled for September 30 and October 1 was cancelled.

Ti-Ahwaga Player’s Postpone Performance of “Death of a Salesman” As a result of the September flood, the Ti-Ahwaga Community Player’s in Owego sustained damage extensive enough to cause the postponement of the October production of Death of a Salesman, which has been moved to the opening of the 2012-2013 season. While this postponement presents many challenges, The Ti-Ahwage Players will continue to do what they do best: entertain a community more in need of that than ever. The group hopes to have all their utilities repaired and restored in order to present Nancy Kelly and the Young Giants of Jazz concert scheduled for October 29, 2011. This year will be the 10th season of
producing A Christmas Story. Because of events surrounding the flood, a third weekend has been added which will include a free performance for flood victims and their families. In a press release, the Ti-Ahwaga Players stated, “While keeping in mind our own current challenges, this is also a time when the Ti-Ahwaga Players will do everything we can to give back to the community that has supported us for 53 years.” The Ti-Ahwaga Community Players normally perform five plays each year from October through June. Apalachin Highway Clean Up Would You Like to Help? The Apalachin Lions club is looking for help with clean up of Rt 434 on Saturday, October 15, at 9:00 am. The clean up crew will meet at BEAM ELECTRONICS on Rt 434. The amount of time normally spent is approximately 2 hours to pick up trash on a three-mile

Blessed Trinity Parish Flood Damage The buildings of Blessed Trinity Parish in Tioga County were damaged in the September flood. The church halls of St. James’ Church in Waverly and St. John’s Church in Newark Valley had water. There was water in the classrooms at St. Margaret Mary’s Church on Pennsylvania Avenue in Apalachin. St. Patrick’s Church and School in Owego were hit the hardest. The church hall had two feet of water. The McAuley
Center and the old rectory also had some water in the basement. St. Patrick’s School on Front Street in Owego had water in the lower level classrooms and basement up to the ceiling. St. Patrick hired SERVPRO to cut out walls, clean, and dry flooded areas including the classrooms and basement of the school, church hall, and the basement of the rectrory.

Owego United Methodist Church Damaged The Owego United Methodist Church on Main Street in Owego suffered much damage in the September flood. The church had about 10 feet of water inside Fellowship Hall and throughout the Connector Building which houses the Library, Youth Room, Music and Youth Director's offices. Everything in these areas is a complete loss. There was nearly six feet of water in the first floor
of the Educational Building, damaging the Chapel, Nursery and two classrooms. The Wesley House had about five feet of water. There was about four feet of water in the basement of the parsonage. Until further notice, Sunday Worship Services will be held at 11:00 am at St. Patrick’s Church at 300 Main Street in Owego.

BUSINESS NEWS Tioga Business Show Postponed The Tioga County Chamber of Commerce has postponed the Annual Business Show until January 2012
because of the recent flooding situation. The show was originally scheduled for October 6, 2010.

Chopping Block Will Not Re-Open After 30 years in this community the Chopping Block in Apalachin is sadly closing because of damage from the September flood. Their future as a hair salon is as yet uncertain. “We wish to thank our customers

Tioga County Historical Society News By Kevin Lentz Acting Director, Tioga County Historical Society We would like to update you on the situation at the Tioga County Historical Society Museum. The damage caused by the recent flooding due to Tropical Storm Lee was substantial. A great portion of our collections, research center, offices, and supplies were affected. We would like our supporters to know that we are working hard with a professional recovery team to salvage and restore as many materials as possible and thoroughly cleanse the building to ensure the safety of our visitors in the future. The museum will remain closed until further notice. However, know that we are working to move forward and continue our operations. We will hold our annual O Tannenbaum fundraiser as planned. If you are interested in assisting our
recovery efforts, we encourage you to contribute to our disaster recovery fund. At this time, we need all the support the community can offer. We would greatly appreciate any contribution you can make, especially in these times of hardship. In addition, if you have any office furniture, we are in great need of chairs, desks, and file cabinets. Please consider giving to the Tioga County Historical Society. On behalf of the staff, volunteers, and board of the Tioga County Historical Society, I would like to express concern and sympathy to those affected by the flooding. Loan Program for Small Businesses The Tioga County Industrial Development Agency (TCIDA) has announced a 0% loan program for Tioga County small businesses that have been impacted by Tropical Storm Lee. Potential borrowers must make a one page application to the TCIDA. Loan amounts will not exceed $10,000 and the loan will be unsecured. The term of the loan will be three (3) years. Loan payments may be deferred for three (3)
months. There will be no application fees associated with the program. Funds may be used for the purchase of electrical/ mechanical equipment and/or labor related to replacement/service to electrical/ mechanical systems.
