Tioga Chamber of Commerce's New President Gwen Kania is the President & CEO of the Tioga County Chamber of Commerce, effective January 22, 2014. Joe Doty, Chairman of the Board of Directors, made the announcement at the Chamber Board of Directors meeting on January 21, 2014. Kania has been with the Chamber since 2008 and has served as the Director of Operations since 2009. She follows Martha Sauerbrey who was the Chamber President and CEO since 1999. Kania has a Bachelor of Science Degree from Cornell University and an Associate’s Degree from SUNY Broome. Kania and her family live in Tioga County.
The newly created A Positive Change Party will challenge incumbent Village of Owego Mayor and Trustees in the election on March 18, 2014. Pictured are: Lisa Curatolo running for Mayor; Rodney Marchewka, the incumbent clerk-treasurer seeking reelection; Trustee candidates Steven May (1st Ward), Earl Hartman (2nd Ward), and Mike Phelps (3rd Ward). Elections are Tuesday, March 18, from Noon till 9:00 pm at Owego Central Fire Station on North Avenue in Owego. The newly created A Positive Change Party will challenge Owego’s incumbent Mayor and Trustees this March in the Village of Owego elections. Headlining the ticket is Lisa Curatolo running for Mayor and Rodney Marchewka the incumbent clerktreasurer seeking reelection. Trustee candidates include Steven May for 1st Ward Trustee, Earl Hartman for 2nd Ward Trustee, and Mike Phelps for 3rd Ward Trustee. All agree the village needs to be run more like a business with an emphasis on open and accountable government. Curatolo and May are local business owners. Hartman is retired from Cornell University. Phelps is a Vestal Police Officer. Marchewka is the current Village of Owego Clerk-Treasurer. Lisa Curatolo has sat on the Village Zoning Board for over 10 years, owns a local business and along with her husband, Dennis, has raised their 3 children in Owego. She served on the Historic Owego Marketplace Board for the last 3 years, Co Chairing the Owego Strawberry Festival, Chairing the Wine & Beer Tent, and most importantly Chaired The Gateway Community Park Project from the planning stages to completion. Steven May is a local businessman, serves on the Tioga County Boys & Girls Club Board, and was very active in
the recent Gateway Community Park project. Earl Hartman has served on the board for the last three years, spends a lot of his time with the OFD EMS. Earl Hartman brings a lot of experience as he has worked with many department heads and does his homework on every issue brought before the Village Board of Trustees. Mike Phelps has lived in the area all of his life, and has been proudly adopted into the Flat Rat Family. Mike and his wife, Terra, are raising their four children in the 3rd ward, they are both involved in the community and want to bring Owego back to a safe place for everyone to raise their children. Mike is a Vestal Police Officer that brings a wealth of knowledge to help deal with the task at hand of cleaning up our village. Rodney Marchewka is the current Clerk Treasurer that joined the party A Positive Change for one simple reason he felt it was time for a change on the Village of Owego Board, more accountability and for the Village of Owego to be run as a business. Village of Owego elections are Tuesday, March 18, from Noon till 9 pm at Owego Central Fire Station on North Avenue.

Sauerbrey Receives Honors for Completing County Government Institute
Martha Sauerbrey, Tioga County Legislator, will be honored in early February by the New York State Association of Counties (NYSAC) for graduating from the NYSAC Dennis A. Pelletier County Government Institute. The ceremony will be held at the 2014 NYSAC Legislative Conference in Albany. The NYSAC Pelletier County
Government Institute is an educational program established by NYSAC in conjunction with Cornell University. Named for the former president of the Monroe County Legislature, the Pelletier Institute provides an educational program for county elected and appointed officials, to enhance the knowledge, skills and abilities of county officials. The Institute allows the public officials to engage in informed, constructive and civil discussions on the current challenges they face as public servants. For more information, visit www.nysac.org. Sauerbrey has served on the Tioga County Legislature for the past eight years, four as Deputy Chair. During that time, she was chair of the Public Safety Committee. On January 2, she was elected Chair of the Tioga County Legislature. For the past 15 years, Sauerbrey has happily served as the President and CEO of the Tioga County Chamber of Commerce. She is now retired from the position and is dedicated full time to her new position as chair of the county legislature.
Volunteers Needed for A New Hope Center A New Hope Center of Tioga County is looking volunteers (men and women) to staff the crisis hotline, to provide support, counseling, and crisis intervention services. A New Hope Center is a nonprofit NYS licensed organization providing comprehensive, progressive services for victims of abuse.
The training is scheduled to begin on Monday, February 24, 2014, with weekly classes in Owego for 10 weeks, ending April 28, 2014. For more information or to sign-up, call 687-6866. A New Hope Center is located at 20 Church Street in Owego.

Southern Tier Harness Horsemen's Association Donates to Local Food Bank The holiday season was a little brighter for hundreds of area families thanks to the generosity of the Southern Tier Harness Horsemen’s Association. The group, whose members compete at Tioga Downs, made a $10,000 donation in December to the Food Bank of the Southern Tier, which serves a sixcounty region in and around Tioga Downs. “This donation has become a yearly tradition for our organization and we are thrilled to support the Food Bank espe-
cially during the holiday season,” said Guy Howard, president of the S.T.H.H.A. “We have a great working relationship with Tioga Downs and Jeff Gural, and since they are such strong supporters of the Food Bank, we are happy to follow their lead and join them with our support.” The ninth season of live racing at Tioga Downs is scheduled to begin on Kentucky Derby Day, May 3, 2014 (pending regulatory approval).

New Equipment for Gymnastics/Activity Center
Thanks to grant money from the Floyd Hooker Foundation, the Owego Gymnastics and Activity Center at 748 Rt 38 in Owego bought new equipment that has improved the Center’s Kids R Special program which is devoted to helping children with special needs enjoy movement, strength, flexibility, and fun. One piece of equipment is a harness attached to a special pulley system so children who could not pull themselves up the rope can go all the way up.
For Sydney Shoen and Kaitlyn Lockwood, two of the gymnasts in the Kids R Special program, this was very exciting. Shoen, who is diagnosed with a speech and language disorder, also has trouble with motor planning. “Doing any type of gymnastics activity is great to help improve this” says her mother, “especially rope climbing which she could never do on her own.” Lockwood, who has been bound to a wheelchair since the age of two due to a car accident that left her with spinal cord damage, is able to work on her strength and flexibility. With the new harness she is able to really work her muscles and climb all the way to the top of the rope. Both children were all smiles as they tried out the new harness. With the grant money the Center also bought inflatables which will be easier for children with special needs. The inflatables are available for programs/ parties. • Have The Right Tools A heavy quality soup pot is a must, it might be somewhat of a pain to lift but will maintain the heat temperatures for simmers and gentle boils for better control of perfectly delicious end product. Depending on what kind of soup you are making, you might need a blender or immersion blender for a creamy or puréed soup. And a good soup ladle will come in real handy for serving. • Start With Flavorful Liquid Most soups are so much fun to make; they remind me of the building blocks I use to play with when I was a kid. Generally, we start our soups with water, but depending on what kind of soup it is we could end up using a homemade broth or stock preferably verses store bought soup bases. And sometimes we could use a wine or milk. Please keep in mind that broth soups are usually a healthier choice than cream soups that are made with butter, flour and milk. • Season Carefully Seasoning soup can be a little tricky, especially the salt. All manufactured soup bases are high in sodium and so are most canned veggies. And if you are using homemade broth/
stock and fresh veggies you still need to be aware of the amount of salt you’re using. The moral of the story is you could use too much or not enough, so the trick is to add a little at time. That is why you see many recipes say “salt to taste”. • Adding Flavor Cooking fresh veggies like celery, carrots, onions, leeks and garlic should be done before adding the liquid. In most cases this will only take a few minutes and will release more flavor and soften up the veggies for chewing or blending. After cleaning the veggies remember to chop in uniform, bite-size pieces. • Wow Your Soup With Freshness Now we are almost done, let’s kick it up a notch with a fresh herb, a dollop of sour cream or yogurt. This would be the right time to add a crunch, something not cooked. • Last Step, Garnish It will always add a special flare and give your soup that professional look to go the extra mile and add a proper and attractive tasty garnish. The best advice I can give you is, use your imagination. There are gazillion ideas out on the Internet.

The Owego Fire Department will host the 2nd Annual Owego Fallen Firefighters Memorial Golf Tournament on June 7 at the Links at Hiawatha Landing in Apalachin. A new, interactive website at www.OwegoFireGolf.com allows teams and sponsors to register and pay online to participate in the tournament. The website honors Owego’s five Fallen Firefighters, provides information about the tournament, and highlights sponsors. The monies raised from the tournament support two important causes: a $2,000 scholarship for a graduating Owego Free Academy senior pursing further education in a first responder field and the building/operating costs for
the OFD Training Facility. Owego Firefighter Lowell Hines was the 2013 scholarship recipient. The tournament is held in honor of Owego Fallen Firefighters Matt Porcari (LODD 2013), Steve Gavin (LODD 2003), Richard Beck (LODD 1993), Winfield Knapp (LODD 1965) and Roy Wiltse (LODD 1938). Teams are encouraged to register for the tournament early as the field of 65 teams filled up quickly last year. Registration is now open online. Sew What? Basic Sewing Course for Youth On December 30, 2013, the Hoof & Claw 4-H Club kids met to work on quilting projects. They learned to use the sewing machine, and some useful sewing tricks, and sewed starter projects as practice before making bigger projects. They made pot holders and pillow cases that they can actually use at home and everyone had a great time sewing. Do you have a youth who would like to learn some sewing basics? The Tioga County 4-H program will hold a basic sewing course during the month of April for youth ages 9-19. Charles "Chip" Barnum January 26, 2014 Charles "Chip" Barnum, 38, of Little Meadows, PA, went to be with the Lord Sunday, January 26, 2014. He is survived by his loving wife, Jessica Barnum, stepson, Brandon; his parents Chuck and Joyce Barnum; grandmother, Helen Barnum; two sisters; Jan (Jim) Krupinski, Lori (Jim) Denniston; nephew, Brandt Denniston; nieces; Hayleigh and Makenzie Krupinski; aunts; uncles; cousins; mother-inlaw, Diane Rolison; brothers-in-law; Gary (Ronnie), Ray (Lori), Jerry and many special fire company and hunting friends.

The controversy surrounding the placement of a fully licensed gaming casino in the Southern Tier region has more than a little in common with the Gold Rush of 1849. Tioga Downs, the Southern Tier Region’s “Sutter’s Mill”, is in danger of being overrun by ’49ers looking to stake their claim. Tioga Downs is something like the first gold nugget discovered at Sutter’s Mill. It has already staked its claim to a Southern Tier Region gaming license based on a proven record of competence, value and integrity. Among the late arrivals to the Southern Tier's gaming Gold Rush are Traditions at the Glen, Vista Hospitality Group and Wilmot Casino & Resort who have announced their intentions to make a bid for a local gaming license. Tioga Downs' strong record and the arrival of these "claim jumpers" have many people asking the questions, “What happens next?”, “What are the awards based on?” and, most importantly, “How can we help?” What Happens Next? Now that the voters of the State of New York have passed Proposition One, an amendment to the New York State Constitution authorizing casino gaming, the process of selecting the Southern Tier Regional site will begin shortly in accordance with legislation enacted during the 2013 legislative session. The Constitutional amendment allows up to seven private casinos across the state. Under the Gaming Legislation, however, the New York State Gaming Commission is only authorized to award up to four gaming facility licenses in three specified regions located in the upstate zone: the Catskills, Southern Tier, and Capital Region. While the Commission is authorized to award up to two licenses in a region, it may do so in only one region. It is widely anticipated that the Commission will li-
cense two casinos in the Catskill region, and one in each of the other two regions. Under the Gaming Legislation, the Gaming Commission is required to name a five-member board, to be known as the New York State Gaming Facility Location Board which will conduct a “competitive” selection process in accordance with the Gaming Law’s detailed requirements. The Gaming Facility Location Board will issue a Request for Proposal for the casinos in early 2014. The selection process is expected to last for most of 2014. Once granted a license, casino operators have 24 months in which to commence gaming activities. What is the Basis for the Awards? The Gaming Law’s requirements include assessments of competence and character, the demonstration of local support, the level of capital investment and, the degree of labor peace are among the most important factors. In addition, the determination of the Board of whether an applicant is eligible for a gaming facility license is to be weighted by 70% based on economic activity and business development criteria, 20% based on local impact and siting factors and 10% based on “workforce enhancement” factors. Each of these factors, as well as the other requirements for licensure are subdivided into numerous individual criteria, each significant in their own right. How Can We Help? The application will be a complex and intensive process that must be borne primarily by the potential applicants. However, one should note that part of the application includes demonstration of local support. This is where we can help. Letter to the Editor: Tioga Downs has the Best Proposal From Jeffrey Gural, Chairman & CEO American Racing & Entertainment/ Tioga Downs Casino While I would love to see a thousand jobs created in Johnson City as a result of Traditions at the Glen getting a casino license, the simple fact that is that there are not enough people in the area to support a casino and a racino 25 miles apart. At Tioga, we currently do $60 million of slots revenue, and, in Mr. Walsh’s letter, he thought together we could do $165 million. I find it
hard to believe that anyone really thinks that there is another $105 million of casino business in the Binghamton area. Our own projections only show an increase of between $30 million and $40 million. It should also be noted that Mr. Walsh references Batavia Downs and the fact that they co-exist with the Seneca’s, which is true; however, he fails to mention that there are 2.2 million people living within 50 miles of Batavia Downs while there are only about 800,000 people living within 50 miles of

either Tioga Downs or Mr. Walsh’s location. That makes a big difference. At Vernon, where we compete with Turning Stone, which is only about ten miles away, our slots revenue is only $40 million. The other error in Mr. Walsh’s analysis is his contention that our current gaming tax would decline from 68% to 37%. I wish that were the case, but, in reality, our gaming tax would only decline about 5%, which would not offset the approximate $20 million decline in revenue that even Mr. Walsh projects for Tioga. One additional concern is that, while we are arguing amongst ourselves, there is a third potential licensee up in Tyre, which
is in Seneca County, and they could be a strong contender for a license and we would end up with nothing down here where we desperately need more jobs. Obviously, the Governor has set up a process and hopefully we can convince the Site Selection Committee that we have the best proposal but the argument that 1 + 1 = 3 is unfortunately incorrect.”
