Jeff Gural to sponsor Honor Flight trip for WWII, Korean War, and terminally ill veterans
Jeff Gural, owner of Tioga Downs Casino in Nichols, and chairman and CEO of American Racing and Entertainment, announced recently that he will be funding an Honor Flight trip, intended to transport, free of charge, WWII, Korean War, and terminally ill veterans to Memorials in Washington, D.C., on April 12. Gural, who has been a large supporter of area veterans, has been planning to fund the Honor Flight trip, and has now set these plans in motion. Working with Deanna Deneen, who heads up the Honor Flight Hub serving the Southern Tier of New York and Northern Tier of Pennsylvania, an arranged flight will facilitate 50 veterans and their guardians for a visit to the Memorials. The flight will depart Binghamton on Saturday, April 12, fly to the D.C. area
for visits to the Korean War Memorial and the WWII Memorial located on the National Mall. A stop is also planned at the Changing of the Guards in Arlington. Deneen stated that the flight will be met by charter buses that will transport the veterans, and that the buses will receive an honorary police escort to the Memorials. Deneen is currently taking names for the flight, and those interested should visit twintiershonorflight.org, download an application, and then email it to deannadeneen@gmail.com. Applications can also be mailed to Deneen, and that address is located on the form. Applications will be accepted until the flight is filled up, and those who are unable to get on this flight will be put on a waiting list for future available flights.
2014 Festival Celebrates 34 Years The Historic Owego Marketplace in downtown Owego is pleased to announce plans for the upcoming 34th Annual Strawberry Festival to be held Friday night, June 20, 5:30 to 10:30 pm, and Saturday, June 21, 9:00 am to 5:00 pm. New committee co-chairs, Fran and Sandy Dunbar, are excited to help plan some very exciting activities at the festival and hope this year's event claims to be the best ever. This annual event is host to over 30,000 guests each year; offering plenty of food, entertainment on every street corner, and up to 200 vendors.
According to Stella Reschke, Tioga County Tourism Director, the festival committee has tried to incorporate new and exciting activities for the festival to attract visitors from all over. “We usually see lots of new faces come in for the festival from all over the Northeast because strawberries are a universally much-loved fruit, and it's just a really fun couple of days.” said Reschke. The Strawberry Festival has included some new and returning features to this year’s event. In addition to the over 200 vendors and the fabulous entertainment throughout the streets on Friday's Block Party and on Saturday, the festival will also include: "Straw Dawgs Strut Their Stuff"; Fireworks over the River; Wine, Beer, Spirits Tasting Tent; Strawberry Festival Parade; Rubber Ducky Derby; Chicken BBQ; 11th Annual Pig Roast; Rock Climbing Wall; 5K Run and 1 Mile Kids' Run; and some great surprises!

dollars if the service continues. For the past 20 years, Tioga County has provided a rural transportation system paid for by Medicaid dollars. Under the new Medicaid System, the New York State Department of Health has contracted with a private vendor to manage the transportation system. They are not using our bus system but sending people in cabs. The change has seen the Medicaid transports on our system drop from 993 trips per month to 8 trips per month. The cost to the county even with increasing the rates and eliminating some routes leaves the county with an estimated bill of $370,000 per year on the local tax base. Since the state failed to adequately advise us of this change until late in the year, no money was
budgeted for 2014. That translates into a 1.7% tax increase. With Medicaid beneficiaries no longer riding the bus, that leaves approximately 200 people per day using the bus system. Roughly 75 of these riders are commuting to and from work. So the question is, considering these ridership numbers, how much are we willing to pay? The Legislature doesn’t want to make a decision without reaching out to the citizens of Tioga County. We need to hear from you as this is a taxpayer issue not just a transportation issue. Updating Our County Memorial Park by Bill Chandler, Chairman Honor Our Veterans Monument Fund I was asked a while ago about Medal of Honor recipients in Tioga County. I found out there are four; they are all Civil War Veterans. I was looking at our County Memorial Park at the Courthouse Square. We have monuments there, but not enough to take care of our veterans that have given their lives for our freedoms. Some veteran names are just posted on gray signs. Three more monuments are needed to complete honoring our veterans. We need one World War II monument - there are an additional twenty-five names that need to be added; and we need a monument for modern warfare for our county veterans that have died in Iraq and Afghanistan. The new monuments will be the same size and shape gray granite stone that is currently in the square. Behind the monuments two additional flag poles will be installed. Then coming out toward the sidewalk to the courthouse; add a smaller monument with a bronze statue on top with the engraved names of our Medal of Honor Recipients. The memorial upgrade will cost approximately $30,000. We need your help to honor our veterans and their families that gave the ultimate sacrifice. St Patrick’s Day Reubin Special Zion Lutheran School used National Lutheran Schools Week to help out Tioga County Rural Ministries. On January 27, the students completed a bowling unit in their gym class by taking a trip to Owego Bowl and having a bowl -a-thon to support the local ministry. Students were sponsored by family and friends with either a flat fee or per pin. Over $450 was raised by the students which they were able to take to the ministry on Friday morning, January 31 when they went to help as a service project. Students filled the food pantry and brought valentines to decorate the
building. Pre-K - 1st grade students crossed off UPC codes on health products so that they were ready to be distributed to those in need. Prior to leaving for the trip, the students collected hand and dish soap for their Soap for Hope campaign and delivered them and stocked the Ministries shelves with those items. Tioga County Rural Ministry, located on North Avenue in Owego, is a nonprofit organization dedicated to helping the poor, sick, and elderly. The ministry is supported by local churches and private donations.

The Community Foundation for the Twin Tiers (CFTT) recently awarded $11,825 in grants from the Floyd Hooker Estate Fund. Floyd “Vic” Hooker died in 2007 and designated 30% of his estate to “Benefit the Youth of Tioga County”. Some of these funds were placed with CFTT and provide funding to school districts, or non-profit agencies working with school districts, to benefit the youth in Tioga County, New York. Tioga United Way received $4,000 for its Student Engagement Program. This program places eight high school students into United Way partner agencies for two months during the summer. This is the second year of the program. Food Bank of the Southern Tier (FBST) received $2,000 to support their partnership with the Waverly Central School District to offer the BackPack Program which helps to alleviate child hunger by providing food packs every Friday during the school year to approximately 200 Tioga County students through the different school districts. Catholic Charities, Tioga Outreach Center received $5,325 to expand on opportunities offered through their Youth Engagement Services (YES) after
school program at the Newark Valley School District which serves students in grades 8 through 12. This grant will allow the program to offer a nutrition education series, be a part of an exploration program offered by Boy Scouts of America, and provide a reward outing at the end of the school year. The Owego-Apalachin School District received $500 for a project entitled “Water, Water, Everywhere” that will be implemented at the Apalachin Elementary School. The money will purchase books that children can borrow and take home for additional learning. The books will support today’s issues in science and cover the study of water as a natural resource. Additionally, water quality test kits and oil spill kits will be purchased. Grant applications will be sought out again in September and October for any school within Tioga County, New York, that has an innovative idea to supplement, expand, or improve their curriculum or another need within the school district. Zion Lutheran School is currently enrolling students for the 2014-2015 School Year. The school goes from 3year-old Pre-Kindergarten through Grade 5. As part of their National Lutheran Schools Week celebration their will be an Open House Tuesday, March 4, from 10:00 am to 6:00 pm. Artwork from last year's Artfully Squared Exhibition It's time for artfully SQUARED, Tioga Arts Council's 2nd annual collaborative art event. Artfully SQUARED is open to creative people of all ages and skill levels. Here's how it works: use any medium to make a piece that measures 7" square, donate your artwork to Tioga Arts Council (TAC), and then come see the exhibition and buy original artwork for your walls. All artworks will be exhibited in Tioga Arts Council's Gallery during the entire month of April and each piece will be available for a $20 donation. In
addition to their regular weekly gallery hours, TAC will be open 10:00 am to 5:00 pm on Saturdays for the whole month of April. Lois J. O'Connor Beavan, 85, passed away on Thursday, January 9, 2014. Mrs. Beavan was predeceased by two sisters, Cora "Jean" and her husband, Joseph Ackerman; Margaret "Midge" Kishpaugh; brother, Lloyd "Jack" Cornett. She is survived by her husband, Harold Beavan; children and their spouses, Randy O'Connor, Craig and Linda O'Connor, Sharon Beavan, Bryan
Beavan, Robert and Brenda Beavan; five grandchildren; six great-grandchildren; brothers and sisters-in-law, Leo and Jean Cornett, Jane Cornett, Charles and Bonnie Cornett; several nieces, nephews and cousins. Lois was a member of the Apalachin United Methodist Church for over 50 years and was a former member of Stephen Ministries. She drove bus for many years for the Owego Apalachin School District. Funeral services were held on Monday, January 13, 2014, at the Estey, Munroe & Fahey Funeral Home at 15 Park Street in Owego. Burial followed in the Tioga Cemetery in Owego. The family received friends prior to the services at the funeral home. Memorial contributions may be made in Lois J. Beavan's memory to the Apalachin United Methodist Church Elevator Fund, P.O. Tioga Hills Elementary School students celebrated Health Heart Month by participating in the American Heart Association’s “Jump Rope for Heart” program in their physical education classes last month. Altogether, the students raised over $12,000 for the American Heart Association. At a special Morning Program
assembly on Friday, February 21, the student body heard their school total and received a personalized “thank you” from Meg Gibbons, a representative from the American Heart Association. For over five years, students at Tioga Hills Elementary have participated in the Jump Rope for Heart.

Michael and Deborah Lemmon of Apalachin announce the engagement of their daughter, Deanna Marie, to Joel Gordon Perkosky. The future bridegroom is the son of James and Jane Perkosky of Harford, PA. Miss Lemmon graduated from Owego Free Academy in 2009 and received her bachelor of Music degree in Music Education from Mansfield
University in 2013. She is a substitute teacher and a private lessons instructor. Mr. Perkosky graduated from Mountain View High School in 2007 and received his Bachelor of Arts in Music with a minor in Psychology of Human Development from MU in 2012. He is employed by the Dan Ricci Jr. Ins Agency of State Farm in Montrose, PA. A May 31 wedding is planned.

Town of Owego News Briefs

by Donald Castellucci, Jr. Town of Owego Supervisor The Town of Owego is paying approximately $35,000 in taxes and fees on our insurance plan due to the Affordable Care Act (also known as Obamacare). That is a major portion of the 2% tax cap. Work on the entrance to Hickories Park is moving according to schedule. Hopefully, if the weather cooperates, we can have an early spring opening. On the FEMA buyout plan: Once the Town of Owego purchases the property, it has 90 days to demolish the structures. The pre-demolition asbestos surveys are currently being conducted. I expect that demolition of the 23 structures will be
put out to bid very shortly. The total offer price for these properties is $1,758,479. Seventy-five percent of the total cost of the grant is covered by FEMA and twenty-five percent by New York State. Six elevation projects have been approved in the Town of Owego. We are currently working with the homeowners and New York State to complete the process. In disappointing news for the town, Mick Trivisonno, Director of Utilities, is retiring this summer.
