Running for Village of Owego Trustees
Three Owego residents have formally announced their candidacies for the three Village of Owego Trustee seats that will be on the ballot in the upcoming election. The candidates, Ann Lockwood, Lisa Curatolo, and Rob Manville, plan to run on the “A Positive Change” Party line in the election set for March 18th. They are focused on making Village Government more effective and efficient, and working with the Town and County to find ways to save taxpayer dollars. Incumbent Trustee Ann Lockwood is running for re-election after last being elected in 2013. She previously served as a Village Trustee in 2007 and from 2009 to 2010. Lockwood is a retired lifelong resident of Owego and has helped to lead efforts to recover from the floods, including hiring H2O and Robert Williams to help the Village obtain grants. She has also served the community as a volunteer for Meals on Wheels, Friends of the Coburn Library, the Tioga County Rural Ministry, Tioga County Arts Council, American Cancer Society and Leukemia Society. She lives on George Street in Owego. “As a Trustee, it’s been a top priority to help our community recover from the terrible floods of 2006 and 2011,” said Lockwood. “We need to work together and get the rebuilding process moving quicker. We also need to make the Village Government do more with less because taxpayers simply can’t afford the status quo.” Rob Manville is a first-time candidate for public office. He was born and raised in Campville and is a graduate of Owego Free Academy, Alfred State College and the Rochester Institute of Technology. He is employed as a Sales Engineer at Amphenol Aerospace and helped many local families following the flood.

He and his wife, Leslie (Goodrich) live with their four-year-old daughter on Main Street in Owego. “Leslie and I are raising our family in Owego because it’s such a wonderful place to live,” said Manville. “But, unfortunately, Owego isn’t the same as it once was. We need to do more to clean up our Village and stop drugs from moving in. Our “Positive Change Team” will focus on finding the right solutions to the challenges we face.” Lisa Curatolo is the owner and operator of The Goat Boy Gift Shop & Coffee Bar on Front Street in Owego. Curatolo has lived in the Village for over 25 years and her three children are Owego Free Academy graduates. She is a member and strong supporter of the Owego Fire Department and is a volunteer and donor to many local charities. As a past member of the Historic Owego Marketplace, she was instrumental in the development of the Gateway Community Park project. Curatolo serves on the Long Term Recovery Committee and has served on the Owego Zoning Board for 10 years. She and her husband, Dennis, live on Front Street in the Village. “I look at the Village as a business and say we simply cannot continue the way it has been running,” said Curatolo. “Business as usual isn’t good enough when it comes to our public safety, infrastructure or recovering from the floods. Our team will work together to bring “Positive Change” to the Village.” Lockwood, Curatolo, and Manville encourage Village residents to contact them with any questions or comments leading up to the March 18th election. All Village residents are eligible to vote in the March 18th election if they are registered with the Tioga County Board of Elections.

Apalachin Trailer Destroyed by Fire
Fire Departments from Apalachin, Campville, and Vestal responded to a mobile home fire at Post Trailer Park in Apalachin shortly after 1:00 pm on February 18. A resident of the trailer was trying to
thaw pipes under his home when the fire broke out. He then went into the home to get some belongings. He was taken to hospital for possible smoke inhalation. The official cause of the fire is still under investigation.
St. Baldrick’s Shave-A-Thon
Candor Emergency Squad and the Candor American Legion Family are once again hosting the St. Baldrick’s Shave-A-Thon on Sunday, March 8, from 1:00 to 4:00 pm at the American Legion. Participants shave their heads in solidarity with kids with cancer to raise money for childhood cancer research. In keeping with the origins of St. Baldrick’s, Candor’s event combines the cancer fundraising with festivities related to St. Patrick’s day. There will be food, music, raffles, and a kid’s area with face-painting and crafts. Every year there’s an Honor Wall honoring local children fighting cancer. Since 2005, the St. Baldrick’s Foun-
dation has raised more than $150 million for childhood cancer research grants. Candor organizers would like to see that figure increase, so this year they are hoping to get at least 50 participants shaving their heads. Shavees are encouraged to register ahead of time, but there will be an opportunity to sign up at the event for last-minute participants. Lifetime Service Award for Richard Brown
The Upstate New York Chapter of the National Wrestling Hall of Fame has selected Richard H. Brown to receive the 2015 Lifetime Service Award, which honors excellence in the sport of wrestling. He was hired in August 1952 as a physical education teacher and coach at what would soon become the Owego-Apalachin Central School District. At Owego Free Academy, he coached varsity baseball, wrestling, football and cross-country. He became Owego’s
varsity wrestling coach in the fall of 1953 and developed the Indians into a Section IV powerhouse. His 17374-3 record over 19 seasons is one of the best in Section IV history. His teams won seven league titles and two Section IV class titles. He coached 61 league champions and six Section IV champions, including the first sectional champion from Tioga County. His wrestlers placed in the top four of Section IV a total of 34 times. He stepped down from coaching in 1972, when he was appointed permanent athletic director at Owego. As athletic director, he helped build a very successful sports program that resulted in 53 team titles in 11 years. He also served as vice president and president of the Southern Tier Athletic Conference between 1977 and 1983, when he retired after 31 years in education. In 1984, he was elected to the Section IV Hall of Fame. In 2004, he was chosen as an inaugural member of the Owego-Apalachin Wall of Fame, located at Owego Free Academy. The National Wrestling Hall of Fame induction ceremony will take place in September in the Syracuse area.

On February 3, “Tommy Moose” officially joined the Owego Emergency Squad. Tommy, a 12-inch tall plush moose doll, will accompany Owego’s ambulances when responding to pediatric and young children emergency medical assistance calls. Older children, youths and adults may be able to process what is happening when they are in medical or trauma distress and the ambulance personnel arrive to help them. However for an infant (1 year or younger) or a preschool child that is not so and they can become easily scared. That is where “Tommy” can come to the rescue by buddying up with the frightened child. As the infant or child interacts with “Tommy”, hopefully calming them, the medical personnel is able to observe and make assessments of the child’s condition and determine a course of treatment needed to get the infant or child to the appropriate medical facility in as stable a condition as can be achieved. In a formal ceremony on February 3, the officers of Owego Loyal Order of Moose, Lodge 1595, presented “Tommy” to the Owego Fire Departments’ Emergency Medical Services for appropriate deployment with Owego’s ambulances. Lodge Administrator Larry Vetter; Governor Lloyd Shotwell, Jr. Governor Frank Kucinsky (a former EMS Captain); Treasurer Frank Williams and Trustee Adam Burch presented “Tommy” to Owego Emergency Medical Services Captain Paul Cole and Fire Commissioner Earl Hartman. Now in its 7th year, the “Tommy
Moose” program, one of the many Moose International service initiatives, has been a very successful and effective program with over 120,000 “Tommy’s” provided at no cost to police, fire departments, ambulances/emergency medical services, hospitals and other emergency workers who provide care for infants and young children. Moose International has approximately 1.2 million members dedicated to caring for the young and old that are in need. The Owego Fire Department’s Ahwaga Ladder Company #5 held its 156th annual banquet last month at the American Legion Post #401 and honored the Bidwell family, one of its mainstay families, for 301 years of combine service to Owego. Steve and sons Mike and Scott, Ed and daughter Greta, and John and daughter Polly all received commendations from Company #5 President Herb McDowell and Village of Owego Fire Commissioner Earl Hartman. A commemorative plaque recognizing the family will be displayed in Company #5’s
room at Owego Central Fire Station. All have served the department in many capacities. Ed Bidwell was chief for three terms starting in the 1980s, 1990s and most recently from 20092010. Mike Bidwell also served as Assistant Chief for many years as well. Also recognized was Ken Patterson for his many years of service as department secretary and Captain of the Owego Fire Police. McDowell stated all personify the company’s motto of “We still live.”

The Owego Fire Department will host its 3rd Annual Owego Fallen Firefighters Memorial Golf Tournament on June 6 at the Links at Hiawatha Landing. Teams and sponsors are encouraged to register through the tournament’s website at www.OwegoFireGolf.com. Paper registrations will still be accepted and are also available online. Last year, 58 teams and 232 golfers participated in the second tournament supported by over 100 sponsors. The monies raised from the tournament support two important causes that include scholarships for graduating Owego Free Academy seniors pursing further education in a first responder field and building/operating costs for the OFD Training
Facility. In 2014, $1,000 scholarships were awarded to Apalachin Firefighters Martie Ritz and Cory Vaughn. Also, due in part to contributions from the golf tournament, the department was able to complete the majority of Phase I of its training facility, opening the classroom building that includes a kitchen and fitness area, last October. Phase II of the project includes a “live burn” building. The tournament is held in honor of Owego Fallen Firefighters Matt Porcari (LODD 2013), Steve Gavin (LODD 2003), Richard Beck (LODD 1993), Winfield Knapp (1965) and Roy Wiltse (LODD 1938)

Kyle Newman Awarded Scholarship Kyle Newman of Waverly has been awarded a $1,000 per year "Educational Foundation Academic Distinction" scholarship to attend Alfred State. Kylie is slated to graduate in 2015 from Waverly Senior/Middle School and intends to enroll in the nursing program. The “Educational Foundation Aca-
demic Distinction Scholarship” is awarded to first-time freshmen students who possess an 87 or better cumulative high school average through the end of their junior year and who have achieved a minimum SAT score of 1070 (critical reading and math) or a composite ACT score of 23.
Elks 5K Run The 3rd Annual Pink Elk 5K Run/ Walk will be held on Sunday, April 19, at 11:00 am sharp, at the Vestal Elks Lodge 2508. Proceeds from this year’s event will benefit Traci’s Hope and the Vestal Elks Lodge Veterans’ Committee. The cost for the event is $20 if you pre-register and $25 the day of the race (T-shirts will be limited). Family price is $20 for the first runner and $10 for each spouse and child under 18 years old
(must pre-register). Your preregistration includes a T-shirt, pasta dinner the night before and a snack after the race. Registration the day of the race starts at 9:30 to 10:45am on Sunday, April 19. The Tioga County Chamber of Commerce’s Spirit of Tioga Community Awards were presented at the chamber’s annual dinner held February 5 at Tioga Downs in Nichols. The theme for this year’s event was Business in Black and White was a reminder of the importance of doing business face to face and in forming relationships. The evening included hors d’oeuvres, dinner, music by the Fred Simmons Trio, a silent auction, and the Spirit of

Apalachin Lions Club Scholarships 2015 The Apalachin Lions Club 28th Annual Scholarship program will award $3000 in scholarships to deserving students from the class of 2015 who live in the 13732, and 13760, 18830 zip codes. This covers Apalachin, Campvlle east to the Broome County line, and Little Meadows, PA. The scholarships are awarded to students who have made outstanding contributions in service to their community and school. Vestal High School art students won multiple Gold and Silver Key awards in the regional Scholastic Art Awards ceremony which took place at 12:00 pm, February 1 at the Clemens Center in Elmira. In the Scholastic Art awards, senior Khansa Mahum (left) won several Gold Key awards. One for her illustration “Sidra,” a second for her painting “Sound of Silence,” and her complete portfolio was selected as a “Gold Portfolio.” In addition, Mahum’s painting “Sound of Silence” received the American Vision Award as one of the top five “Best of Show” entries. Also winning a Gold Key award was junior Emma Milligan (right) for her ceramics’ piece “Natural Disaster.” A Gold Key award indicates the highest level of achievement on the regional level. Both
artists’ pieces will advance to New York City for the national judging. One of Mahum’s paintings, “Self Portrait” also received a Silver Key award. Finally, several students received Honorable Mentions, including Serina DeHart, Helen Merriwether, Courtney Moore, Viktoria Rauzin, Emily Sarkisian, Kiara Stafford, Sakshi Vasiu, Shelley Warner and Laura Wilton. Students receiving Scholastic Writing Awards were announced on February 3. Vestal High School junior Sarah Mughal, who won a Gold Key and two Silver Key awards last year, repeated her success with a total of five awards this year. She received a 2015 Gold Key in the short story category, a Silver Key in poetry, and three Honorable Mentions in poetry and science fiction/fantasy.

Early Talisman Donation Means Little Meadows Station Construction Can Start in 2015
A decades-old dream should come true this year for the Little Meadows Volunteer Fire Company and Rescue Squad, with Talisman Energy making its 2015 donation of $100,000 early. Building the station became a reality when Talisman Energy pledged $350,000 toward the cause, an amount to be donated over three years, with onethird of it offered as a match on community donations. The 2015 payment was due in August, but instead, Talisman will pay it this month, helping provide a bridge for funding construction until remaining donations come in. “At the time we bought the land, we knew there was no way we could afford to put up the building, too,” said Leo Purtell, Rescue Squad Chief and Building Committee Member. “I didn’t know if it would be 2014 or 2024, but I knew the building would go up. With Talisman’s second installment being made early, it should be this year. We’re going to get ‘er done.” The volunteer emergency services organization broke ground in the fall, with contractor Allis Development shaping the site for the 6,200-square-foot, three-bay building that will house the organization’s current rescue vehicles. In addition to the garage, the building will include offices and a training area. Volunteers, especially those on the building committee, are working hard to make the building a reality this year. “It feels really pretty amazing,” said fire company president and building committee member Mary Shaughnessy. “During the flooding a couple years ago, it became painfully obvious that we needed a building that can safely shelter people while they are trying to take care of their homes. The fact that the new building will be handicapped accessible will be huge. We also haven’t had enough space for our equipment for quite some time. We need to make this
happen, and it will be a great thing when we do.” The organization is actively soliciting donations from the area it serves. Between the fire company and the rescue squad, the territory extends south from Little Meadows in Susquehanna County and west into Bradford County. The fire company also provides mutual aid to communities in New York State. With 40 volunteers, the organization responds to about 110 ambulance and 30 fire calls a year, covering some 83 square miles. Several municipalities have contributed oil and gas impact fees to the station, but no tax dollars will be used. The response from the community has been impressive, Shaughnessy said. “This is a great community, and they are showing their support in every possible way they can. It has been phenomenal, and I see no reason why it won’t continue.” “We still need about $200,000 in donations to complete the project,” said Alan Chase, rescue squad volunteer and building committee member. “We are optimistic that with continuing community and industry support, the Little Meadows area will have a new emergency services facility by the end of 2015.” Residents and businesses are being encouraged to give to the station project. “No amount is too small to donate,” Shaughnessy said. “We are going to get this done without increasing taxes, and without incurring a huge debt. The Tioga Employment Center- Tioga Workforce NY and the Tioga Chamber of Commerce will be hosting The Tioga County Job Fair on Tuesday, March 10, at the Owego Treadway Inn from 10:00 am to 2:00 pm. Zion Lutheran School Part of National Celebration

Students at Zion Lutheran School in Owego celebrated National Lutheran Schools Week Jan. 26- Feb. 1. Students in grades K-6 learned about the country of Latvia by participating in an “online mission trip” offered by St. Louis-based Lutheran Hour Ministries. The virtual trip featured educational videos and special internet “live feeds” through which the students met and interacted directly with ministry workers and children who live in Latvia. Students learned about the culture, History and region of the country. Since September, the students have earmarked the offerings from weekly chapel devotions to send to the Lutheran Hour Ministries center in Latvia, supporting sharing His story through drama, film, and bible clubs. The children also had crazy hair day and pajama day as part of their celebration. On Wednesday, grandparents started the day with the students in a chapel service followed by a poetry recitation. Afterwards they enjoyed snack and crafts in the gym before beginning the virtual trip to Latvia. After the visit to Latvia, all sat down to a delicious lunch prepared and served by volunteers. Other events of the week included a bowling trip to Owego Bowl, and a trip to Riverview Manor in Owego to sing to the residents. This gave the children their own chance to go on a “Mission trip” locally and share the love of Christ Zion Lutheran School enrolls children from preschool through Grade Six in a Christ-centered environment with high academic standards in a loving, family-like atmosphere. Homemade Mac & Cheese
Ingredients: 1 (2 pound) pork shoulder picnic roast 1 cup chicken broth 1 packet of onion soup mix 1 cup of your favorite barbecue sauce 8 Ciabatta rolls, split and lightly toasted Directions: Place pork in slow cooker; pour chicken broth over meat and rub with onion mix. Cover and cook on low until well done, 6-7 hours. Remove pork from slow cooker and put into a 8x8 glass baking dish. Shred pork discarding any bone or fat. Stir in barbecue sauce. Serve over rolls.
Ingredients: 1 pound small shell pasta 1 pint heavy cream 1 (8 ounce) package Mac&Cheese blend shredded cheese (reserve ½ cup) 1 cup Parmesan cheese, grated 1 tablespoon hot sauce 1 tablespoon granulated garlic Directions: Cook pasta according to package directions, rinse and drain; place in a 8x8 glass baking dish. Place the cream in a heavy-bottomed saucepan and bring to boil. Gradually whisk in cheeses. Blend in hot sauce and garlic. Pour cheese sauce over paste; blend well and top with reserve cheese. Bake in a 350 degree oven for 20 minutes.

Chapter 480 Vietnam Veterans of America uses its annual Cat Fish Derby on the Susquehanna to raise funds to support veterans and youth programs including children’s theatre, food donations to the Tioga County Rural Ministry, visits to veterans at the Oxford Veterans Home, bringing the Vietnam Wall That Heals at Owego Free Academy, the 24-Hour POW/MIA Vigil on National Recognition Weekend and very significant projects undertaken by its leader Bill Chandler to update the Tioga County Veterans Memorial in Courthouse Square, the Rt. 38 Vietnam Memorial Highway Dedication and annual Tribute Memorial Rides. Interested in membership? Veterans are eligible if in Korea after June 30, 1949, and recipients of hostile free or imminent danger pay. Veterans of World War II, Korea, Vietnam, Grenada, Panama, Lebanon, Persian Gulf, Iraq, Kosovo, Afghanistan and other smaller expeditionary campaigns as well as occupation duty, qualify. Program Offers Free Energy Assessments Grants and financing available that can help you lower utility bills. Frigid winter weather is upon us. Prevent high heating bills now. A program from the New York State Energy Research and Development Authority (NYSERDA) can help people make their homes more energy efficient while saving money on their utility bills. This program offers free energy assessments for homes by accredited contractors. After the assessment, the program helps homeowners through the process of financing their home improvements with grants (This is free money - Up to $5,000 for a singlefamily dwelling and up to $10,000 for a 2-4 family building that eligible homeowners do not have to pay back), or lowinterest loans. Small businesses and not
-for-profits can qualify for incentives worth up to $60,000 and financing at about half the market rate for up to $100,000. This opportunity is just one way that New York is making it easier for businesses and organizations to go green and become energy efficient. This program is available to eligible residents in all eight counties of the Southern Tier: Broome, Chemung, Chenango, Otsego, Schuyler, Steuben, Tioga and Tompkins. Small Business Training Program SUNY Broome, along with The Entrepreneurial Assistance Program, are taking registrations for a Veterans Small Business Training Program to be held at the Candor American Legion, beginning in March and continuing through May on Saturdays from 9 a.m. to 1 p.m. This program is for veterans and any other local entrepreneurs desiring information on how to start a small business. There will be training on basic
financials and small business planning. Not only will there be expert instruction, but every session will include one-onone assistance! This program is a $1200 value, but will be offered for $10 per registrant through SUNY Broome. “This small business training is an incredible bargain! Take advantage of this session in Candor,” said Gwen Kania, President and CEO of the Tioga County Chamber of Commerce.
Poultry 101, Growing the Ideal Bird On March 19th at 6 p.m., Cornell Cooperative Extension of Broome County will be presenting a workshop on Poultry 101. This session will be a fast paced all-inclusive presentation on raising poultry. Topics that will be covered include: purchasing chicks, brooding birds, comparison of various production models, nutrition, management, processing and marketing. We also will look briefly at egg production, broiler production and turkey production.

Foster Parent Training The Tioga County Department of Social Services Foster Parenting Program will be offering the 10 week foster parent training starting March 3, 2015 from 6 – 9 pm. The Team Trivia Night is a major fundraiser for the Owego Apalachin Foundation’s grant and scholarship programs. Grants are awarded each year to fund innovative projects and programs that benefit students in the Owego Apalachin area. This year, the local chapter of Dollars for Scholars has folded. Congratulations to Rebecca Fetherbay, Principal Welfare Examiner of the FSMA Unit! Beckie has been selected as Tioga County Employee of the 1st Quarter for 2015. Beckie began working for Tioga County Department of Social Services in November 1998 as a Social Welfare Examiner in the FSMA Unit. In February 2006, Beckie was promoted to a Senior Social Welfare Examiner of the FSMA Unit. In January 2009, Beckie was promoted to her current position as Principal Welfare Examiner of the FSMA Unit. Beckie is well respected by staff and clients. She has repeatedly shown dedication to this agency and to the people of Tioga County as a whole, often working extra hours without complaint. Beckie exemplifies the C.O.R.E. values of this agency: Community, compassion; Ownership, one vision; Respect,
responsibility; Excellence, equality. Beckie’s primary responsibilities as a Principal Welfare Examiner include: supervising the FSMA Unit; delegating daily tasks; auditing SNAP and Medicaid cases; and most recently, assisting in the processing of the Chronic Care caseload. Beckie is also currently serving as the CSEA Unit and Local Vice President. Beckie knows the SNAP and Medicaid programs in depth and if there is something she doesn’t know she works diligently to find the answer. Beckie makes sure to keep her staff up-to-date with program changes regarding SNAP and Medicaid and is always willing to assist with questions from her staff. Beckie is a leader. She was central to conversion to task-based processing in the FSMA Unit. Beckie has worked so hard to ensure this model is effective that she has previously been invited to other counties to assist them in making the transition to task-based. Beckie has one daughter, Alissa and son-in-law, Joe Benjamin. She lives in Apalachin with her canine companions, Peanut and Max. Beckie enjoys spending time with her family, and is active in her church. In her spare time (and when the weather allows), she also enjoys outdoor activities. Beckie will be recognized at the Legislative meeting to be held on Tuesday, March 10th at 6:00 PM, in the Hubbard Auditorium on 56 Main Street. Congratulations Beckie!
Owego Rotary Club Celebrated Leaders In conjunction with our nation’s President’s Day, the Owego Rotary Club celebrated its own leaders by conducting Past President’s Day on Tuesday, February 17, 2015, at Owego Treadway Inn. This year’s club president, Wendy Deis, extended invitations to all the club’s past leaders, recognizing that club members would like to say thank you for the time, energy and leadership given. Of course not every past president of the 95-yearold club could possibly be on hand, but the day honored the accomplishments of the 18 who could be present. Two-time past president Matt Adler presided over the meeting. To make the celebration complete, Rotary District 7170 leaders, past, present and future, joined in. The earliest president on hand was G. Fred Beaudry, club president in 1968 -1969. This year Fred celebrates his 50th year as an Owego Rotarian. Not only a president, Fred also has been secretary and has been part of the information committee over the years, even acting as its chair. He ensures Owego Rotary’s history is properly accounted for. Fred’s grandfather was a founding member of Cortland Rotary Club, and his father, uncle and brother were also Cortland
members. In addition, Fred’s father-inlaw was a District Governor for this area when it was called District 717. Rotary is in Fred’s blood. Part of the lunch meeting fun was a light-hearted Past President Trivia contest, testing the listening skills of tablemates and rewarding the winners. Answers to the quiz were found by careful listening during the brief biographical sketches that were given about each past president. The meeting was topped off with a brief, very interesting and informative US Presidential history talk presented by Dr. Gary Williams, Past President 19791980. Gary’s vast knowledge of American history allowed him to deliver history in story form designed to educate and provoke thought. Honoring the efforts of Rotary Club past presidents is becoming a tradition in Owego. Although this is the grandest effort to date, this is the third time in the last decade to highlight the accomplishments of those who have accepted the office of Owego Rotary Club president and to thank them for their Rotary service.
